You,
madam
chair
and
committee
members,
I've
tried
to
come
and
speak
with
many
of
you
about
this
bill,
but
I
haven't
had
a
chance
to
talk
to
everybody,
but
what
this
bill
seeks
to
do
is
right
now,
when
an
lea
budgets
an
amount
for
their
employees
for
their
teachers
to
receive
health
insurance.
Of
course
we
know
not
everybody
takes
that
some
some
people
are
on
their
spouse's
plan.
They
may
be.
You
know
if
they're
former
military,
they
could
be
on
track
care.
They've
been
a
number
of
things.

So
if
they
don't
take
that
plan,
then
the
but
the
money
that's
budgeted
for
that
is
still
there
because
you
know
they're
budgeting
as
though
everybody
takes
the
health
insurance,
and
so
this
is
modeled
after
some
legislation
that
I
found
in
florida,
where
the
benefit
of
those
dollars
can
stay
with
the
teacher.
So
the
idea
is
that,
let's
we'll
make
up
a
number-
let's
say
the
cost
of
that
health
insurance
is
500
a
month
and
that
teacher
waives
that
plan,
then
that
benefit,
can
go
into
an
hsa
or
an
fsa
account
for
their
benefit.

That
way,
they
can
use
it
on
health
and
welfare.
What
the
money
was
intended
for
and
and
really
maximize
what
their
what
their
benefits
are.
So
that's
what
this
bill
seeks
to
do
and
I'll
be
happy
to
answer
any
questions.

Thank

obviously
I
can't
answer
that
specific
to
every
single
lea,
because
I
mean
every
situation
is
going
to
be
different,
but
you
know
if,
if
all
of
those
teachers
took
that
coverage,
I
mean
they're
having
to
budget
for
that.
So
it's
my
understanding
that
they're
setting
those
dollars
aside
and
then
they
are
able
to
use
them
for
other
compensation
items.
But
you
know
they
can't
bank
on
that
money
every
year,
it's
kind
of
like
when
we
get
reoccurring
versus
non-referring
funding
every
year.
