If
not
move
on,
we,
we
did
have
one
bill.
It
is
off
notice
at
this
time,
chairman
wendell,
would
you
like
to
your
comment.
C
Members
of
the
committee,
mr
chairman,
out
of
respect
for
the
wishes
of
dolly
parton
I've
taken
the
bill
off
notice,
but
in
the
eyes
of
tennessee
and
the
world
the
fact
that
she
would
decline
this
honor
simply
shows
what
a
humble,
compassionate
and
decent
person
she
is,
and
we
wish
her
well.
Thank
you.
A
Next
piece
of
business
will
take
care
of
normally
we
would
go
through
and
introduce
everyone.
I
know
there's
new
members
on
the
committee,
but
I
would
like
to
postpone
that
to
our
next
meeting,
so
chairman
keisling
can
be
here.
If
that's,
if
there's
no
objection
to
doing
that,
and
this
time
we'll
go
over
some
of
the
committee
policies
and
rules,
and
these
are
pretty
much
what
you
found
in
other
committees,
we
intend
to
start
our
meetings
on
time.
A
A
State
government
committee
and
subcommittees
will
no
longer
be
producing
e-packets
or
amendment
packs
for
distribution
to
the
members
and
due
to
coveted
restrictions,
no
printed
material
will
be
provided
in
the
committee
meetings.
If
you
want
printed
material,
as
I
tend
to
do,
just
you
know
print
it
from
your
office.
If
you
would
please
bill
notices
and
proposed
amendments
for
all
committees
must
now
be
submitted
electronically.
A
A
Amendments
will
only
be
accepted
from
the
members
legislative
email
address
or
the
legislative
email
address
of
their
legislative
assistant.
If
a
substantial
amendment
is
not
timely,
filed
with
the
committee,
the
bill
will
have
to
be
reset
on
the
calendar.
In
order
for
the
amendment
to
be
considered.
A
Bills,
passed
by
subcommittee,
will
be
automatically
placed
on
the
next
available
full
calendar
full
committee
calendar.
Unless
the
committee
receives
written
requests
from
the
sponsor
to
set
an
alternative
hearing
date
by
rule,
a
bill
may
be
calendared
three
times
in
a
given
committee,
after
which
it
shall
be
set
on
a
special
calendar
to
be
heard,
along
with
the
final
calendar
of
that
committee.
A
Bill's
not
heard
due
to
time
constraints
will
be
rolled
to
the
next
available
calendar,
and
this
will
not
count
against
the
three
calendar
limit.
Sponsors
who
wish
to
take
their
bill
off
notice
should
notify.
The
committee
chairman
in
writing
prior
to
this
prior
to
the
scheduled
hearing,
testimony
on
bills
may
be
allowed
at
the
chairman's
discretion
and
will
be
limited
depending
on
the
time
available.
A
The
committee
no
longer
allow
will
allow
testimony
that
has
not
been
requested
at
least
24
hours
in
advance.

must
also
be
provided.
24
hours
in
advance
for
approval,

not
be
allowed

to
speak
on
the
issue,
the
chair
will
impose
a
time
limit
when
there
are
numerous
persons
on
the
list
to
speak.
A
Excuse
me,
I've
just
read
that
one
sorry,
when
testimony
by
multiple
parties
has
been
requested
on
an
issue
the
chairman
may
require
that
they
designate
a
single
person
to
present
the
position
to
pass
a
bill
must
receive
affirmative
votes
from
a
majority
of
these
members
present
and
voting.
A
statement
of
president.
Not
voting
or
passed,
cannot
affect
the
outcome
of
the
vote.
A
A
A
A
Members
should
silence
their
cell
phones,
while
in
committee
and
limit
phone
use.
When
hearing
testimony
when
asked
members
of
the
committee
and
audience
please
step
out
of
the
hearing
room.
If
you
need
to
take
a
call,
all
house
rules

of
the
committee
or
staff
may
record
video
or

A
When
the
committee
is
in
session,
photography
is
permitted.
These
restrictions
do
not
apply
to
the
general
public
and
due
to
coveted
restrictions,
we
must
limit
audience
capacity
to
the
available
seating.
Only
no
standing
audience
members
will
be
allowed
and
a
copy
of
these
policies
will
be
sent
to
the
members
following
today's
meeting.
Is
there
any
questions.
