A
Thank
you,
madam
clerk.
Any
personal
orders
committee
I
hear
crickets,
so
we
shall
move
on
to
our
calendar.
We
have
six
items
on
the
calendar,
we'll
begin
with
number
one
house
bill,
2664.
A
We
have
a
motion
and
a
second
representative
kiesling.
D
Well,
thank
you
very
much,
sir.
I
appreciate
it
on
behalf
of
of
speaker
sexton
and
cumberland
county
house
bill
2664..
There
exists
there
already
a
railroad
authority,
but
it
has
been
of
course,
in
the
past
years
it
has
been
inactive
currently
they're.
The
only
two
members
of
that
of
that
authority
is
his
county,
executive
or
county
mayor
along
with
one
other,
and
I
think
that
other
is
a
member
of
the
county
commission.
This
will.
Finally,
we
we
need
this
that
this
will
cumberland
county
will
continue
to
operate.
D
A
C
Thank
you,
mr
chairman.
There
is
an
amendment.
That's
traveling
with
the
bill.
Is
that
correct?
Mr
chairman,.
A
A
On
the
amendment,
a
second
all
in
favor
of
adding
the
amendment
to
the
bill
say
aye
eyes:
have
it
all
posse
eyes
have
it?
The
amendment
is
on
the
bill.
C
Yes,
mr
chairman,
this
bill
would
would
allow
temporary
tags
for
automobile
dealers
or
people
buying
new
and
used
vehicles
instead
of
getting
a
30-day
temporary
tag
and
renewing
it
once
you
get
a
60-day
tag.
Now
the
the
temporary
tag
is
5.50.
A
All
right
any
questions
for
the
sponsor
about
this
bill,
seeing
questions
on
call
on
the
bill.
Let
me
just
say
personally:
this
happened
to
me
last
year
when
I
bought
my
last
vehicle
and
my
30-day
tag
expired,
and
it
was
quite
a
process
to
try
to
get
it
extended.
So
I
appreciate
the
bill.
Mr
chairman,.
E
A
A
C
A
Item
number
three
by
chairman
williams
house,
bill
2542,
you're
recognized,
sir,
have
a
motion
and
a
second
on
the
bill,
and
you
do
not
have
an
amendment.
Please
explain
your
bill,
sir.
F
Yes,
sir,
thank
you
chairman
members.
F
This
bill
would
several
years
ago
we've
the
tennessee
clerks
association
came
to
this
body,
because
local
lenders
were
wanting
to
perfect
their
loans
at
the
local
level,
because
they
wouldn't
have
to
wait
seven
to
ten
days
for
them
to
go
to
revenue
and
back
to
their
communities,
and
so
perfecting
the
loans,
as
you
know,
is
really
important
since
that
time
they
at
that
time,
they
thought
that
the
revenue
was
going
to
be
able
to
give
them
a
portion
of
the
local
fee
that
they
were
collecting.
F
Currently,
it's
eleven
dollars:
five
and
a
half
dollars
supposed
to
go
to
the
state
five
and
a
half
dollars
supposed
to
go
to
the
locals.
Well,
because
they
had
never
done
that
before
revenue
is
decided
to
preserve
the
11,
and
so
since
we
enacted
that
bill,
1.7
million
leads
are
actually
perfected
at
your
local
communities
and
the
local
clerk
association
is
getting
no
reimbursement.
For
that.
F
All
this
would
do
is
would
raise
three
dollars
for
that
fee
from
11
to
14
and
allow
clerks
in
your
communities
to
collect
three
dollars
for
the
work
they're
doing
so
happy.
To
answer
any
questions
all.
G
Yes,
chairman,
let
me
is
this
an
increase
overall
or
just
an
increase
to
locals
from
the
state.
F
It's
an
increase
of
the
local
amount
which
is
not
currently
going
to
the
locals,
but
the
overall
fee
that
the
rate
payers
would
pay
prior
to
this
bill
will
be
11
with
this
bill,
be
all
right.
Thank
you.
A
Any
other
questions
no
comments.
All
right.
We're
voting
on
house
bill,
2542,
all
in
favor,
say
aye
aye,
all
opposed,
nay
eyes
have
it.
Your
bill
goes
to
finance
ways
and
means
committee
chairman
thank.
A
A
H
D
D
A
I
might
comment
as
a
in
talking
to
the
representative.
I
understand
if
you
remember
the
news
when
we
were
as
a
nation
was
withdrawing
from
afghanistan
and
there
were
13
killed,
and
this
gentleman
was
the
last
of
the
13
killed
as
we
were
withdrawing.
I
think
I
think
it's
significant
and
I
appreciate
the
fact
you
brought
a
separate
bill
to
honor
his
memory.
H
A
A
I
Thank
you,
mr
chairman.
What
this
bill
does
in
2014
there
was
a
budget
crunch,
so
the
veterans
were
getting
two
license
plates.
Disabled
veterans
and
purple
heart
veterans
were
getting
two
license
plates
free
of
charge
that
was
removed
back
down
to
one,
and
all
this
does
is
give
those
veterans,
those
disabled
veterans,
back
that
additional
plate.
So
okay
restores
it.
It's.
I
A
E
A
All
right,
that
is,
that
zero
one
three
nine
three
seven!
Yes,
sir!
Okay,
let's
we
have
a
motion
and
a
second
on
the
amendment.
All
in
favor
of
adding
the
amendment
to
the
bill
say:
aye
aye,
all
opposed,
nay
eyes
have.
The
amendment
is
on
the
bill.
Please
explain
your
bill
representative
grills
as
amended.
E
They
evaluate
all
the
evidence
before
them
to
determine
whether
or
not
the
person
is
entitled
to
a
rating
of
an
individual
employability
and
according
to
the
va,
in
order
to
receive
that
rating,
you
have
to
have
at
least
one
service-connected
disability,
rated
at
60
or
more
or
two
or
more
service-connected
disabilities,
with
at
least
one
rated
at
40
or
more
and
a
combined
rating
of
70
percent
or
more,
and
you
can't
hold
down
a
steady
job
that
supports
you
financially.
E
Oh,
that
is
substantial
gainful
employment
because
of
that
service-connected
disability,
odd
jobs
person
can
work
odd
jobs,
but
again
the
key
is
they
cannot
hold
down
a
job
that
will
support
them
financially
and
that's
what
part
of
the
evidence
that
needs
to
be
submitted
to
the
department
of
veterans
affairs
for
that
determination
to
be
made,
and
so
this
amendment
essentially
clarifies
that
the
determination
of
individual
unemployability
is
to
be
determined
by
the
department
of
veterans
affairs
and
it
also
references
the
the
three
regulations
in
the
code
of
federal
regulations
that
specify
those
requirements.
A
A
All
right
any
questions,
comments.
Question
has
been
called
on
the
bill.
We're
voting
on
house
bill,
2322
all
in
favor,
say
aye
aye
all
opposed,
nay,
I
have
it.
The
bill
goes
to
finance
ways
and
means
committee
representative,
grills
that
completes
our
calendar,
we'll
make
a
comment
and
let
you
know
that
senator
haggerty
is
in
the
legislative,
lounge
he'll
be
there
from
8
30
to
9
30
this
morning
and
providing
breakfast
for
the
good
legislators
who
show
up.
A
So
if
you
want
to
go
see
your
senator
and
chat
with
him,
he
will
be
there
probably
there
now,
but
between
8,
30
and
9
30..
Any
other
comments.
Representative
towns,
you're
recognized.
Mr
thank
you.
