Description
House Floor Session- 18th Legislative Day- March 27, 2023
A
Mr
sergeant
of
arms
invite
the
members
into
the
chamber
and
close
the
doors.
I
hereby
declare
the
house
representatives
of
the
113th
general
assembly
of
the
state
of
Tennessee.
Now
in
session
with
members.
Please
stand
with
the
visitors
in
the
gallery.
Please
stand
and
remain
standing
through.
The
Pledge
of
Allegiance
representative
Faison
will
introduce
the
chaplain
of
the
day
representative
Faison.
B
B
B
There
is
a
feeling
of
freedom
that
comes
when
you're
on
a
bike
that
I
can't
explain,
and
only
those
of
us
who
have
ridden
a
bike
understand
that
it's
it's
it's
something
you
move
with
the
land
and
you
smell
the
smells,
and
you
experience
what
you're,
seeing
in
a
whole
different
way
than
when
you're
in
a
car.
B
C
B
B
D
D
D
D
that
we
glory
and
tribute
tribulations,
knowing
the
tribulation
produces
perseverance
and
perseverance,
character
and
character.
Hope
now
hope
does
not
disappoint,
because
the
love
of
God
has
been
poured
out
in
our
hearts
by
the
Holy
Spirit,
who
was
given
to
us.
I
used
to
be
able
to
think
about
these
things
that
if
what
I
heard
on
the
news
today
was
all
I
knew
this
world
had
to
offer,
I
would
be
miserable.
D
D
If
you
know
that
Jesus
Christ
is
your
lord
and
savior.
Today
is
the
worst
and
it
gets
better
and
better
from
here
with
an
eternity
in
Jesus,
Christ,
I.
Think
about.
We
wonder
what
happened
today
today
is
an
Evidence
of
an
evil
that
lurks
on
this
planet,
that
is
a
product
of
a
fallen
world
and
sin
of
an
Angel
who
thought
that
he
knew
better
than
God.
D
It
is
a.
It
is
a
a
cleared
depictor
of
the
evil
that
is
trying
to
destroy
John
10
10.
The
thief
does
not
come
except
to
steal,
kill,
unto
except
to
steal
and
to
kill
and
to
destroy,
but
here's
the
Hope
Jesus
says:
I
have
come
that
they
may
have
life,
and
they
have
more.
Have
it
more
abundantly
that,
even
in
times
of
Trials,
even
in
times
of
tribulation,
we
can
hang
on
to
a
promise
and
a
hope
and
a
peace.
D
That
Jesus
says,
surpasses
all
understanding
in
the
middle
of
what
is
completely
un
non-understandable
that
baffles
the
mind.
Someone
who's
been
the
school
to
figure.
These
things
out
has
not
figured
these
things
out,
but
I
serve
a
Jesus
Christ
who's
sitting
at
the
right
hand
of
the
father
who
says:
I
came
to
this
earth
and
put
on
this
human
body.
So
I
could
tell
you
that
I
know
what
you
feel.
D
D
D
It's
incomprehendable,
but
the
scriptures
tell
us
that
this
evil
can't
comprehend
the
power
and
the
Saving
Grace
of
Jesus
Christ.
It
tells
us
that
the
angels
and
the
prophets
struggled
with
comprehending
the
fact
that,
in
the
midst
of
turmoil
and
tragedy
tragedy
we
can
rest
in
a
peace
in
Jesus.
Christ
I
know
that
it's
hard
to
understand
and
I
know
that
we
have
all
heard
in
times
of
tragedy.
D
These
statements
said
to
us-
and
we
say
yeah
right,
but
how
only
by
reminding
each
other
together
in
unison
in
one
Accord
in
Jesus
Christ
cannot
be
accomplished.
There
will
be
a
day
that
I
can't
you
can
or
anyone,
and
you
can't
find
Jesus
in
this.
Some
of
you
have
Jesus
and
have
a
hard
time
finding
him
and
tragedy.
D
In
Romans,
15,
5,
I'll
close
with
this
and
then
pray
now
may,
the
god
of
patience
and
comfort
Grant
you
to
be
like-minded
towards
one
another
According
To,
Jesus
Christ,
that
you
may
be
with
one
mind
and
one
mouth
glorify:
the
God
and
father
of
our
Lord
Jesus
Christ.
If
I
have
one
opportunity
to
come
here
as
someone
who
gets
to
serve
and
oversee
the
southeast
part
of
this
country
until
every
single
soul
in
this
room
comes
into
agreement
on
Jesus
Christ,
we
won't
be
successful.
D
D
D
D
I
pray
God
that
you
will
bless
this
chamber
that
you
will
bless
each
and
every
person
in
this
room
that
you
will
give
them
a
supernatural
wisdom
to
lead
this
state
to
represent
their
constituents
that
you
right
now
will
rain
down
a
truth
in
their
heart
of
who
you
are
and
how
powerful
you
are
and
who
the
real
enemy
is
God
and
the
enemy
is
not
our
people
that
we're
standing
next
to
the
enemy
is
a
fallen
angel
that
tried
to
overthrow
you
and
brought
sin
and
evil
into
this
world.
That
is
the
true
enemy.

Whereas
is
fitting
that

should

young

their
extraordinary

have
distinguished
themselves
as
outstanding

of

we

F
G
H
Thank
you,
Mr
Speaker,
hello,
ladies
and
gentlemen.
My
name
is
Addison
codling
and
I'm
honored
to
be
your
2023
Mule
Day
Queen.
Unfortunately,
my
fourth
runner-up
Ava
Sykes
could
not
be
here
today,
but
I
do
have
my
third
runner-up
Kennedy
Bragg,
my
second
runner-up
Anissa
Grimes
and
my
first
runner-up
Gracie
English.
H
H
H
If
you
will
open
your
minds-
and
imagine
this
with
me,
it's
the
end
of
March
and
the
sun
is
shining
bright,
there's
a
slight
chill
to
the
air
as
winter
hangs
on
to
its
very
last
threads.
But
evidence
of
Spring's
Revival
is
everywhere
coming
down.
Hampshire
Pike
and
making
its
triumphant
entrance
is
a
caravan
of
nearly
50
mule
drawn
wagons
approaching
their
final
destination.
H
H
This
tradition
filled
with
Rich
history
and
a
true
sense
of
community
All
Began
in
1840.
When
people
from
all
around
the
world
came
to
visit
Columbia
for
breeders
day
an
event
focused
on
buying
selling
and
trading
mules,
then
in
1934
breeders
say
was
transformed
into
Mule
Day,
which
marked
the
first
crowning
of
the
first
Mule
Day
queen
and
the
first
king
mule.
H
Eventually,
in
1974,
our
very
own
Murray,
County,
Bridal
and
Saddle
Club
took
over
Mule
Day
and
turned
it
into
more
of
what
we
know
today.
Mule
Day
and
the
entire
week
before
provides
an
enjoyment
for
all,
no
matter
your
age
or
where
you
come
from
on
Wednesday,
the
Wagon
Train
makes
its
grand
entrance
on
Thursday.
The
park
is
full
of
exciting
events
such
as
the
jackpot,
mule
races,
The,
Log,
pulling
competition
and
the
bluegrass
music
festival.
H
Events
in
the
park
continue
on
Friday
such
as
the
state
Auctioneer
contest
and
the
Liars
contest.
This
All
Leads
up
to
the
largest
event,
which
is
the
parade
on
Saturday,
followed
by
more
excitement
at
the
park.
Our
parade
displays
the
many
talents,
businesses
and
incredible
people
that
Colombia
is
honored
to
call
home
to
and,
of
course,
the
parade
features
mule
drawn
wagons
that
are
guaranteed
to
catch
the
eyes
of
all
this
week,
wraps
up
with
our
worship
service
that
is
in
the
park
on
Sunday,
as
I
mentioned
mule
week
is
incredibly
fun.
H
But
what
resonates
with
me?
The
very
most,
are
the
values
behind
the
celebration.
These
values
include
hard
work,
integrity
and
tradition.
Considering,
where
you're
all
sitting
right
now,
I
am
sure
that
you
know
these
values
very
well
and
know
how
important
they
are
in
today's
society.
We
seem
to
get
so
caught
up
in
our
own
lives,
our
jobs,
our
close
circles
and
even
the
cell
phones
tucked
in
our
pockets.
Right
now,
as
tennesseans,
we
constantly
strive
to
hold
these
important
values
in
a
fast-paced
world.
H
We
have
the
opportunity
to
showcase
the
many
attributes
of
our
community
members
to
grow
our
community
and
to
enjoy
time
together,
whether
it's
your
elderly
neighbor
or
the
young
boy
that
you
babysit
I
would
love
for
all
of
you
to
attend
Mule
Day
and
get
a
first-hand
look
at
the
self-proclaimed
mule
capital
of
the
world.
Mule
Day
makes
the
idea
of
hard
work
dedication
and
its
true
Community
comes
to
life.

that

I
Thank
you,
Mr
Speaker,
Senator,
Yeager
and
I
would
like
to
thank
these
young
people
and
their
coaches
for
coming
out.
Coach,
Neal
and
Coach
Hardin
have
led
these
young
people
to
high
degrees
of
Excellence.
This
is
the
fourth
state
championship
for
these
young
men.
That
is
a
tremendous
feat.
We
want
to
recognize
this
excellence
and
just
Express
her
gratitude
to
the
coaches,
for
the
investment
of
time
that
they've
put
into
these
young,
yellow
jackets,
and
so
Mr
Speaker
I'm,
going
to
ask
Senator
Yeager
to
say
a
few
words
and.
J
Thank
you
Mr
speaker,
thank
you
for
allowing
me
to
come
and
and
to
participate
to
representative
Fritz.
It's
an
honor
here
to
be
with
constituents.
Kingston
of
course,
my
hometown,
so
I'm
for
many
reasons,
happy
to
be
here
to
honor
you
and
you've
heard
the
the
mini
champ,
the
mini
championships
that
they
have
won
and
and
they're
at
their
athletic
ability.
But
I've
had
a
chance
to
talk
to
almost
every
one
of
these
individuals
and
how
this
group
I
predict
someday.
J
We
have
future
mathematicians,
historians,
communicators
and
who
knows,
maybe
a
house
representative
or
a
senator,
and
if
they,
if
that
happens,
then
I
think
we're
in
good
hands.
But
I
want
to
thank
all
of
you
for
what
you've
done.
I
want
to
thank
the
coaches,
it's
just
an
honor
for
me
to
be
here
and
let
my
last
two
words
be
go
jackets.
I
Thank
you,
Mr
Speaker
I
would
like
to
ask
coach
Neal
to
say
just
a
few
words
about
his
team
and
again
thank
you
to
the
young
men,
the
young
women
who
have
played
a
part
in
this
and
to
the
families
for
coming
out
coach,
you're,
recognized.
K
K
K
Since
1997
the
Kingston
golf
team
has
accomplished
so
much
from
a
small
town,
I
would
like
to
give
recognition
to
the
city
of
Kingston
our
mayor,
Tim
Neal,
our
County
Commission,
our
County
School
Board
Miss,
Nancy
Hamilton
is
here
with
us
today,
principal
Kent

our
athletic
director
Bruce

the
owners
and
staff
at
Lakeside,

Without
them,
none
of
this
would
be
possible.

I
Thank
you,
Mr
Speaker,
again,
four
championships
for
these
boys,
the
young
ladies,
the
lady
jackets,
finished
runner-up
and
we're
just
so
excited
to
have
them
here
appreciate
the
work
that
they've
put
into
this
and
Mr
Speaker.
We
would
like
to
ask
you
to
come
down
for
a
photograph
with
these
teams.
Please.

Because
this
should
not
have
happened
but
give
us
oh
God
courage,
give
us
Lord
wisdom
and
direction
again.
God.
We
ask
you
to
comfort
those
families
be
with
those
who
are
counseling.
Families
give
them
o
God
the
resolve
that
they
need
pray
for
the
past
of
the
church,
comfort
him
God
in
a
special
way
that
only
you
can
this
regards
our
prayer
in
your
son,
Jesus,
the
Christ's
name,
amen.
M
N
Thank
you,
Mr
Speaker
I
woke
up
this
morning
watched
my
two
boys
go
out.
The
door
go
off
to
school
and
I
expect
once
I
get
out
of
session.
I
know
what
I'm
going
to
do.
I'm
gonna
go
home
and
I'm
gonna
see
my
children,
I'm
gonna
hug,
my
boys,
but
you
know
I
spent
three
hours
in
a
sanctuary
today
with
about
150
parents
just
sitting
there
waiting
for
someone
to
tell
them
if
they
were
going
to
see
their
child
again
and
I.
N
N
But
you
know
what
I
had
parent
after
parent
after
parent
I
was
there
today,
because
my
assistant
Elaine
eisinger,
her
daughter,
goes
there.
So
as
soon
as
I
heard
that
I
rushed
over
there
and
you
know,
I've
been
texting
with
with
Elaine
and
and
she
just
had
to
have
the
hard
conversation
she
had
to
tell
her
tell
her
daughter
that
her
three
friends
were
killed
today.
N
You
know
you,
you
may
have
your
assault
rifle
whatever
or
or
just
think
about
it
sitting
at
home.
You
you
just
think
about
that
tonight
and
just
think
is
it
worth
it?
Is
it
really
worth
your
child?
Is
it
worth
any
more
parents
having
to
sit
in
a
congregation
hours
and
hours
and
wonder?
Was
it
my
child?
N
You
know
it's
not
worth
it.
Folks,
I
didn't.
Have
one
person
ask
me
for
thoughts
and
prayers
today
they
asked
me
for
courage
to
come
down
here
and
do
something
and
I
I'm
going
to
try
I've
been
trying
for
years
I'm
going
to
continue
to
try
but
I'm
asking
you.
You
know
there
ain't
a
person
in
here
that
wants
to
take
someone's,
handgun
or
shotgun
or
hunting
rifle
away
from
them.
N
A
I
will
speak
no
sir
you're
under
welcome
and
honoring,
and
you
need
to
stay
I'm
I'm
representative.
Welcome
no
represent
Mitchell
you're
out
of
order.
You
can
continue,
but
you
have
to
stay
under
welcoming
and
honoring,
and
you
know
that
sir,
you
are
veering
off.
Welcome
and
honoring.
If
you'd
like
to
stay,
I
am
happy
to
do
it
and
you
know
the
rules,
sir
represent
Mitchell.
N
O
O
O
O
O
O
There
is
nothing
more
precious
that
I
have
that.
My
two
kids,
my
nine-year-old
son
and
my
12
year
old
daughter
and
I,
would
give
up
any
of
this
anything
I
have
I,
give
up
the
seat.
I'd
give
up
my
vote.
I'd
give
up
my
life
for
my
children
and
I
hope
we
can
all
lead
and
say
you're
willing
to
give
up
whatever
you
have
to
do
what's
right
for
the
children
in
Tennessee.
O
That's
what's
most
important,
I'm
lucky,
because
I
can
go
home
tonight,
Mr
Speaker
to
my
nine-year-old
son
and
my
12
year
old
daughter
and
read
to
them,
but
unfortunately
three
families
don't
have
that
privilege
and
I'm
going
to
hold
that
in
my
heart
for
the
rest
of
session.
You
know
over
two
decades
ago
I
was
a
college
student
in
Colorado,
and
one
of
my
teammates
I
was
with
them
when
Columbine
occurred
and
we
weren't
sure
whether
or
not
his
brother
was
going
to
survive.
O
O
We
stood
up
in
this
well.
I
stood
up
in
this
well
introduced
a
true
Tennessee
hero,
James
Shaw,
who
stopped
The,
Waffle,
House,
shooting
and
we
committed
to
say
things
will
change
Mr
Speaker
I.
Ask
that
everybody
in
this
room
please,
let's
have
the
courage
to
do
what's
right.
Let's
stand
up
to
those
who
continue
to
lead
us
astray
and
let's
say:
let's
stand
up
for
the
children
of
Tennessee.
There
is
nothing
more
important
and
I
appreciate
you
indulging
me
Mr
Speaker,
but
I
am
angry.
O
P
P
That's
a
start,
but
what
are
we
going
to
do
beyond
that?
We
are
the
leaders
of
this
state
I
believe.
If
we
move
forward
on
doing
those
things,
that's
say
or
make
our
communities
safe
people
would
buy
into
that,
but
until
we
personalize
it
in
our
minds
that
it
could
happen
to
anyone
in
this
state
I
question
how
far
we
can
get.
Thank
you,
Mr
Speaker,.
Q
Q
Have
a
an
honoring,
a
few
words
that
I
would
like
to
deliver.
My
my
community
of
Greene
County
lost
an
iconic
beloved
leader
yesterday
morning.
Q
He
was
a
former
professional
baseball
player,
he
was
a
business
owner.
He
was
a
public
servant,
serving
town
government
served
on
a
library
board
or
Parks
and
Recreation
board.
I
served
our
youth.
Whenever
someone
asked
he
said.
Yes,
he
was
also
my
business
partner
for
20
years
and
he
was
my
father
buddy
Hawk.
Q
Q
Was
able
to
to
tell
this
story
if
you
allow
me
to
give
a
brief
moment
of
levity?
Representative
himmer
just
came
to
my
desk
a
few
moments
ago,
and
he
saw
my
Dad's
obituary
laying
on
my
desk.
My
dad's
name
is
buddy.
His
name
on
his
birth
certificate
is
Buddy
and
the
story
goes
he's
the
baby
boy.
With
two
older
sisters
and
my
grandparents
said
when
my
dad
was
born.
Q
Q
Q
Q
Q
Q
You
know
one
of
the
well
one
of
the
finest
men
I've
ever
known.
Thank
you
so
much.
A
R
R
R
R
You
Mr
Speaker
and
members
in
light
of
everything
it's
been
said
today,
I,
don't
think,
there's
any
possible
way
that
we
can
go
forward
with
a
normal
order
of
business.
Obviously
there
were
people
that
came
in
from
way
out
of
town
that
we
honored
tonight,
but
I
for
one
and
the
speaker
and
we've
consulted
with
leadership
on
this.
R
There's
just
no
way
to
take
up
bills
tonight,
so
we're
going
to
move
everything
off
the
calendar,
both
consent
and
everything
else
and
I
would
encourage
you
to
pray
with
your
family
spend
time
with
your
families
and
if
you
have
the
ability
to
and
there's
a
desire
to
go,
go
down
and
be
with
some
of
these
families
that
are
hurting
today.
With
that
Mr
Speaker
I
move
that
the
rules
be
suspended
in
order
to
allow
more
than
25
bills
to
be
heard
on
the
regular
calendar
for
Thursday,
March,
30th
and
Monday
April
3rd.
S
Thank
you,
Mr
Speaker
members.
It
is
going
to
be
our
goal
to
get
through
the
health
subcommittee
calendar
this
week,
so
any
bills
that
are
not
heard
this
Tuesday
at
the
normal
time
will
be
heard
immediately
following
Health
full
committee
on
Wednesday
we'll
make
that
announcement
in
a
committee
and
you'll
get
an
email
as
well.
Thank
you
thank.
T
Thank
you
speaker
today,
I
had
the
great
Fortune
of
being
sworn
in
again
and
I
want
to
make
an
announcement
thanking
my
family
who's
here,
my
mom,
my
fiance,
my
dad
my
brother,
my
Uncle
June
Auntie
Nikki,
my
friend
Greg
Ian
and
the
Keithan.
