Description
House Floor Session- 2nd Legislative Day of the 1st Extraordinary Session- August 22, 2023
A
A
A
Of
arms
invite
the
members
into
the
chamber
and
close
the
doors
I
hereby
declare
the
house
representatives
of
the
113th
journalists
of
the
state
of
Tennessee.
Now
in
session
with
members.
Please
stand
with
visitors
together.
Please
stand
and
remain
setting
through
the
Pledge
of
Allegiance
representative
love
will
serve
as
chaplain
of
the
day
representative
love,
you're,
recognized.
B
Thank
you,
Mr
Speaker
members,
a
majority
of
US
list,
Christianity
is
our
faith
and
I
believe
our
challenge
is
to
do
more
than
list
our
faith.
We
must
live.
Our
faith.
James
tells
us
that
faith
without
works
is
dead
and
further
in
the
verse
he
says,
but
some
will
say
you
have
faith
and
I
have
works.
B
B
I
cannot
draw
close
to
you
because
of
my
own
humanity
and
my
frailties
in
her
book
to
love
as
God
loves,
Roberta
Bondi,
says
to
say
that
I'm
only
human
says
that
I
am
unable
to
be
more
than
I,
am
now
and
unable
to
be.
What
God
has
really
made
me.
Matthew
describes
a
fig
tree
that
was
out
showing
its
leaves
and
advertising
itself
and
then,
when
Jesus
came
looking
for
fruit,
there
was
none
on
it.
B
Dr
Eddie
glad
says
this:
we
have
to
resist
the
bribe
to
reconcile
ourselves
that
this
is
how
the
world
has
to
be.
So,
let's
see
each
other
as
a
reflection
of
God's
image.
Let's
talk
to
each
other
as
a
recipient
of
God's
grace,
let's
treat
each
other
as
a
receptacle
of
God's
love.
Let
us
pray
God.
We
thank
you
for
this
morning.
B
We
thank
you
for
this
day's
rising
up
and
going
out
help
us
God
to
overcome
our
Humanity
help
us
oh
God,
to
reach
into
that
Divine
part
of
us
that
you
put
inside
of
us
help
us
to
push
toward
your
love
God.
We
may
do
the
difficult
tasks
that
we've
been
sent
here.
To
do
that,
we
may
think
beyond.
God.
Our
own
limitations
empowers
Lord.
Give
us
courage,
as
you
told
Joshua
and
Moses,
have
courage
and
do
what
is
right
and
just
it
is
in
your
name.
We
pray
Jesus,
the
Christ
amen.
D
E
Thank
you.
This
is
your
house.
This
is
your
representative
democracy
and
you
deserve
to
have
your
voice
and
your
issues
heard
in
this
place,
and
they
also
want
to
honor
those
who
we
continue
to
stand
up
for
who
too
often
are
being
ignored
in
the
state
of
Tennessee.
Since
we
had
session
in
April
till
yesterday,
there
have
been
478
shooting
incidents
and
I
honor
each
of
those
victims.
There
have
been
seven
mass
shootings
and
I
honor
those
victims.
E
There
have
been
185
adults
killed,
there
have
been
356
adults
injured,
there
have
been
24
children
killed,
there
have
been
38
children
injured
and
there
have
been
over
258
suicides
from
gun,
violence
and
I
want
to
honor
those
lives
and
those
spirits
of
individuals
who
are
tennesseans.
Many
who
are
not
here
with
us
anymore,
but
all
whose
communities
have
been
shattered,
including
in
District
86,.
F
Thank
you,
Mr
Speaker
I'd,
just
like
to
recognize
a
group
of
folks
I
got
to
meet
this
summer.
Representative,
love
and
I
met
with
them
to
talk
about
the
issues,
their
concerns
and
that's
the
Covenant
families
of
for
brighter
tomorrow.
These
are
parents
who
had
children
survived
the
Covenant
shooting.
Thank
you.
Mr
Speaker.
G
H
Thank
you,
Mr
Speaker,
I.
Think
many
of
you
folks
know
my
assistant,
Megan
Dix.
She
is
currently
out
on
leave
but
she's
out
on
leave
for
a
good
reason
and
I
would
like
you
guys
to
welcome
to
the
world
Amelia
Catherine
Dix.
So
thank
you.
I
Thank
you,
Mr
Speaker,
I'm
honored,
to
have
with
me
today,
constituents
from
the
entire
District
I'm
not
going
to
go
by
name,
but
we've
got
a
large
slew
of
them
from
Lawrence
County
up
here
in
the
gallery.
Giles
County
right
there
in
Lincoln
County
as
well,
so
help
me
welcome
them
into
the
people's
house.
Thank
you
all
for
being
with
us.
J
K
Thank
you
thank
you.
Mr
Speaker
just
wanted
to
briefly
memorialize
or
remember,
and
maybe
have
a
brief
moment
of
silence
for
Dr
Benjamin
mock
many
of
you
heard
of
this.
A
month
ago
he
was
a
dear
friend
of
mine
and
a
victim
of
gun
violence
in
Memphis
Dr
Mock
was
a
very
well-known
orthopedic
surgeon.
He
was
a
highly
respected
member
of
the
medical
profession.
K
A
L
L
Father
Charles,
Strobel
I
was
fortunate
enough
to
know
him
as
my
friend
and
those
who
knew
him.
We
knew
him
as
Charlie.
L
L
M
N
O
P
Thank
you,
Mr
Speaker,
please.
Let
me
welcome
chairman
the
Republican
party
from
Perry
County,
Bob
osley.
That's
here
with
us
today.
Thank
you
for
being
here.
Q
R
Thank
you,
speaker,
Sexton
y'all
know
I've
been
known
to
have
a
long
line
of
super
interns
the
in
summer
intern
that
I
have
this
year
is
unique
and
that
even
though
she's
from
Memphis
she
comes
to
us
from
the
University
of
Saint
Andrews
in
Saint,
Andrews,
Scotland,
she's,
studying
modern
language
and
comparative
literature
and
she's
going
to
be
a
heck
of
a
citizen,
World
citizen
when
she
finishes
she's
got
those
qualities.
Those
daughter
qualities
that
we
all
would
like
to
have
in
our
own
Miss
Claire
Hutton
wave
to
us
Claire.
S
T
U
Thank
you,
Mr
Speaker
I
wanted
to
recognize
a
dear
friend
of
mine,
who
is
in
representative
Davis's
District,
but
dear
friends,
Kim
credit
and
Matt
credits
lasted
lost
their
son
Ben
yesterday
in
a
terrible
accident.
He
was
a
light
in
this
world.
He
his
mom
was
a
mama
bear
for
every
autistic
kid
in
Knox
County.
Without
a
doubt,
and
and
this
this
young
man
was
just
a
light
to
everyone-
and
it's
just
so
tragic,
but
we
want
to
remember
Ben
credits
and
have
a
moment
of
silence.

C
V
Thank
you,
Mr
Speaker
item
number
49
on
the
calendar
today
is
a
resolution
honoring
our
newest
Medal
of
Honor
winner,
who
happens
to
be
from
Signal
Mountain
Tennessee
I'm,
very
proud
to
bring
this
resolution
and
after
Consulting
with
both
leaders,
I
would
ask
that
everyone
voting
in
the
affirmative
be
listed
as
a
co-prime
sponsor
with
the
Hamilton
County
delegation
members
being
listed
first.
Thank
you.
R
Thank
you
speaker
on
item
number
29
hjr
14,
which
honors
Ms
Bell
Johnson,
wdia,
1070,
AM
radio
personality
after
Consulting,
with
both
leaders,
Mr
Speaker
I'm,
asking
that
all
those
voting
in
the
affirmative
be
added
to
the
resolution
with
the
Shelby
County
delegation
being
listed
first.
W
A
A
M
All
right
all
right
members,
we
have
several
procedural
issues
here
in
order
to
be
able
to
get
the
bills
that
were
passed
on
first
and
second
consideration
into
committee,
and
that
will
be
the
the
following
motions
that
I'll
be
making
today
in
consultation
with
the
Democratic
leader.
So
with
that
Mr
Speaker,
oh
I,
move
that
house
bills,
1
3,
12,
28,
50,
54,
72,
74,
75,
79,
5,
43,
64,
86,
98,
99,
100
and
101.
You
heard
in
the
Civil
Justice
subcommittee
this
week
for
the
motion.
M
M
M
M
C
Mr
Speaker
that
set
of
bills,
one
through
102
I,
believe
just
passed.
Second
consideration
this
morning,
they
will
be
entered
into
the
computer
and
referred
to
committee
as
soon
as
I
can
get
them
in
after
session
Jeremy
Clements.
Thank.

S
C
Y
Y
I
mean
I,
couldn't
even
think
you
know
what
I
wanted
on
the
personal
orders:
I'm
I'm
frying,
it's
hot
outside
it's
hot
in
here
it's
in
the
classrooms,
hot
down
the
road.
What's
I
mean,
what's
going
on,
Mr
Speaker
I
need
to
answer.
Mr
Speaker
I'm
overheating.
A
We've
been
working
with
maintenance
and
the
Mr
Carpenter
we're
trying
to
work
with
him
to
turn
on
the
air.
For
you.
R
S
C
A
Let
me
let
me
clarify
leader:
Lambert
has
made
a
motion
if
your
bill
was
read
on
second
consideration
today,
which
means
it
was
filed.
Timely
on
Friday,
to
get
to
second
consideration
today
has
been
referred
to
committee
Part,
B
of
that.
If
there
is
a
senate
companion
with
that
house
bill,
that
bill
is
automatically
put
on
notice
in
that
committee.
Z
E
I
know
I
know
we
were
talking
earlier
about
air
conditioning
and
things
like
that,
but
we've
had
lots
of
people
coming
to
the
Capitol
to
protest
and
have
their
voices
heard
in
this
extreme
heat
and
in
this
weather
and
the
water
fountains
here
at
the
Capitol
seem
to
have
been
turned
off
or
not
working.
Can
you
speak
to
that?
That's.
L
Thank
you,
Mr
Speaker
I
had
a
question
about
when
we
can
expect
to
see
these
calendars.
L
I
just
checked
the
website
to
know
so
the
public
has
access
to
know
when
these
subcommittees
and
committees
will
be
meeting.
Do
you
know
when
those
will
be
posted
on
the
website
or
when
we
can
expect
those
committee
calendars
to
Come,
Out
Mr.
E
A
E
A
R
Thank
you,
speaker
and
I
was
negligent
earlier,
even
though
I
referred
to
Lita
Lambert
as
Speaker
Lambert,
when
I
made
the
introduction
earlier
for
Miss
Clara
Hutton
I
should
have
addressed
her
as
Speaker
Hutton.
She
was
elected
on
Capitol
Hill
in
2022,
so
Mr
Speaker
you're,
not
the
only
speaker
in
the
house
today.
X
A
A
M
Thank
you,
Mr
Speaker
and
I
apologize.
We've
been
gone
for
a
few
months
and
maybe
a
bit
Rusty
at
this
I
did
not
explain
fully
beforehand
every
single
bill
that
I
just
made
a
motion
on
goes
into
committee.
So
if
you
heard
that
number
and
if
you
were
curious,
if
your
bill
was
amongst
that
number,
please
see
me
afterwards.
I've
still
got
the
paperwork
on
my
desk.
M
I
will
be
more
than
happy
to
go
through
that
share
that
with
anyone
I
moved
through
it
relatively
quickly
because
that's
normally
the
way
we
do
it,
but
all
of
those
bills
that
were
announced
and
those
motions
earlier
will
go
into
committee
calendars
today,
tomorrow
or
however
long
our
deliberations
last.
Thank
you.
AA
Order
point
of
order:
Mr
Speaker.
Can
you
explain
how
my
question
was
out
of
order
and
why
you
silenced
my
microphone?
Can
you
explain
under
what
rule
Mr.
C
AA
AA
C
Mr
Speaker,
the
Speaker
of
the
House,
makes
rulings
on
what
is
in
order
and
not
in
order
under
any
particular
order
of
business.
AA
A
Representative
Jones,
you
asked
I
think
Mr
clerk
if
I'm
right,
A
Part
military
question
which
would
go
to
the
clerk.
Is
that
correct,
Mr
Clark,
so
we're
moving
on
announcements,
any
announcements
seen
none
all
right,
Mr
Clark.
C

Speaker
