chaplain
for
the

Pastor
Johnny
Carr
is
in
his
43rd
year
of
ministry
and
over
those
43
years
he's
been
the
music
and
youth
minister
at
East,
Rogersville,
Baptist
Church,
the
pastor
of
Shepherd's
Chapel,
Baptist
Church,
the
pastor
of
Fairview
Baptist
Church
in
Sweetwater,
and
then
currently
we
have
him
back
at
Shepherd's,
Chapel,
Baptist
Church
again,
where
he
is
my
family's
pastor.

Pastor
John
is
a
graduate
of
East
Tennessee
State
University,
as
well
as
a
retired
educator
in
Hawkins
County
in
the
Hawkins
County
School
System.
He
and
his
wife
Patty
who's
with
him
today,
up
in
the
galley
have
three
children
and
four
grandchildren
and
I
can
tell
you
on
this
day
in
two
days.
From
now
on
that
Wednesday
March,
the

don't
know
if
he
remembers
where
he
was
but
20
years
ago
he
was
standing
in
front
of
a
little
young
boy
at
a
good.

Scouts
before
I.

Do
let
me
invite
other
members
who
are
Eagle
Scouts
or
who
participated
in
the
Boy
Scouts
to
come
forward,
and
while
they
do
I'll
share
with
you
one
of
my
more
memorable
experiences:
When
I,
Was,
A,
Boy
Scout,
my
troop
and
I
were
camping
by
a
river
near
the
top
of
about
a
six
to
eight
foot
waterfall
during
dinner,
the
scout
master
instructed
us
not
to
wash
our
dishes
our
mess
kits
in
the
river
I
did
not
think
that
the
instructions
applied
to
me
and
so
I
took
my
mess
kit,
with
some
blue
Dawn
dishwashing
Suds
over
to
the
river
and
began
washing
my
mess
kit
within
30
seconds,
I
began
hearing
gasps
from
the
other
boy
scouts
at
the
campsite
I
looked
up,
they
were
all
staring
at
me
and
as
the
suds,
the
Dawn
dishwashing
Suds
that
I'd
wash
my
dishes
with
had
gone
down.

The
six
to
eight
foot,
waterfall
I
noticed
that
they
were
making
a
mountain
of
bubbles
that
were
easily
taller
than
the
waterfall.
The
Boy
Scouts
were
one
of
several
groups
that
tried
to
teach
me
to
follow
instructions.
They
also
taught
me
citizenship
and
patriotism
had
a
camp.
How
to
tie
a
lot
of
knots
and
I
am
grateful
for
that.
To
this
day,
being
an
eagle
scout
still
means
a
lot.
So,
with
that
I'd
like
to
introduce
the
Boy
Scouts
to
you
for
a
presentation.

The
Fisk
University
gymnastics
team
enjoy
the
Stellar
leadership
and
extensive
gymnastics
knowledge

head
coach,
Karine
Tarver,
who
became
the
first
black
gymnast
to
win
an
NCAA
all-around
title
in
1989,
and
whereas
the
Fisk
University
Bulldogs
exemplify
the
values
of
Fisk,
University
determination,
excellence
and
a
commitment
to
a
more
just
and
Equitable
Future.
These
values
have
consistently
been
at
the
Forefront
of
women's
gymnastics
and
Fisk
is
proud
to
congratulate
the
remarkable
student
athletes
on
their
tremendous
success.

group

women
have

university
right

in
Nashville

HBCU

an
Intercollegiate
women's
gymnastics
team.
The
fish
university
gymnasts
are

first
HBCU
to
compete
in
the
National
Collegiate
Athletic
Association
level.

parking

time

pay

the
parking,
the
QR
code
does

work,

only
method

payment
available.
House
Bill
1306
requires
that,
if
that
happens,
the
vendor
will
accept
payment
in
form
of
cash
check
if
available
or
give
information
to
the
customer,
so
the
customer
can
call
or
mail
the
payment
in
will
not
be
prevented
from
leaving
in
case
no
attendant
is
present
or
otherwise
only
one
method
of
payment
is
available.

QR
code
and

actually
been
in
the
situation
where
my
phone
didn't
pull
up
the
QR
code.
So
explain
to
me
exactly
I'm
a
patron
I
meant
a
lot.

scenarios

one
scenario,
an
attendant
is
present
that
attendant
should
accept
cash
or
check
from
you
or
give
you
the
information
that
you
can
call
or
mail
the
payment
in.
In
the
second
scenario,
if
there

attendant
present,
look

a
sign
that
displays
a
phone
or
contact
information
that
you
can
call
and
make
the
payment.
If
that
information
is
not
provided
to
you,
you
do
not
have
an
obligation
to
pay
represent.

offering
a
service

this
state

this
country-
and
somebody
gives
you
cash
money,
you
should
accept
that
as
payment
for
that
debt,
public
or
private,

say
I
just
signed

we
are
telling
private
property
owners

with
their

not

right

people

park

those
Property
Owners
deem
because
of

numer,

number

reasons
that
they
don't
want
to
accept
cash,
they
should
be
allowed
to
do

I'll

couple
reasons
why
it
cuts
down
on
fraud.

on
people
robbing
them.
You
can't
rob
a
QR
code,
but
you
can
hold
up
someone
who
is
standing
in
a
parking
lot
late

night

bag
of
cash.

are
numerous
businesses
that
that

restrict
the

transactions
in
cash
because
of
that
liability
and
because
of
the
possibility
of
crime.

just
want

make
sure
everybody
here
understands
a
body
that
talks
about
small
government,
private
property
ownership,
private
property
rights,
individual
personal
freedoms,
free
market
capitalism,
we're
now
telling
people
what
they
can
and
can't
do
on
their
own
private
property.
This
is
going
to
create
if,
if
they
are
forced
to
man,
these
Lots
it's
going
to
create
an
increased
cost
in
the
in
the
cost
of
parking.
And
again
this
is
a
privilege
you
don't
have
to
park
there.
You
can
go
anywhere
else.
You
can
find
street
parking.

couple
went
to
an
event
there
at
Tennessee
theater
and
tried
to

the

and
went
on
to
their

about
an

ticket
where

pay

is

years

body

passed

resolution

refugee

dismissed
at
the
federal
district
court
level
on
the
basis
of
lack
of
standing.
That
is,
the
court
pointed
out
that
under
8-6-101,
only
the
Attorney
General
had
the
statutory
authority
to
prosecute
or
defend
cases
in
federal
court.

behalf
of
the
state,
that
case
was
appealed
to
the
sixth
Circuit
Court
of
Appeals,
which
affirmed
the
sixth
circuit,
agreed
that
the
joint
resolution
that
both
bodies
passed
was
not

to
prosecute
that
action.
So
what
this
statute
does

from

Samaritan
Protection
Law
that

immunity
to

due
to
suspected
drug
overdose
under
the
Tennessee's
current
good
Samaritan
Protection
Law.
This
immunity
applies
to
a
person's
experience.

If
that

does

to

their
appeal
