highlight
just

couple
small
facts
there

that
resolution.
One
30-0
this
season
as
the
state
champions,
but
the
Inglewood
lady
Rams
have
been
a
member
of
the
TMS
double
A
for
only
four
years,
they've
had
three
State
title:
appearances
two-state
two
state
championships.
The
record
is
a
hundred
and
five
and
five
in
the
last
four
years.

ladies
I
think
that
maybe
the
definition
of
excellence
and
dominance-
and
so
perhaps
it's
faith
that
we're
one
day
removed
from
International
women's
day,
but
the
ladies
in
Inglewood
start
to
start
achieving
greatness
at
a
very
young
age,
and
we
just
want
you
to
know
that
your
community
is
very
proud
of
you.
What
what
you
did
is
worth
celebrating
and
and
it's
a
big
accomplishment.

your
community's

of

If
a
ladder
falls
out
of
a
vehicle
and
causes
a
crash
for
for
property
damage
crashes,
it
will
be
a
Class
C
misdemeanor
and
for
crashes
that
result
in
injury
or
death.
It
will
be
a
Class
A
misdemeanor.

intent
is
straightforward:
I,
don't
care
how
a
person
hauls
the
ladder
as
long
as
it's
secured,
so
it
will
not
fall
off
into
the
roadway
ladders.
Falling
onto
a
roadway

a
common
problem.

law

effect
last
year.

may
still
have

Jenkins

we
necessarily
won't

people

take
notice
of
this
law

letters
to
prevent
crashes.

bifida

reside

Tennessee,

carry
this
resolution
on
their
behalf

To
do
so
and

happy

answer
any
questions
and
I

Current
law
establishes
that
the
filing
deadline
for
candidates
who
seek
to
run
in
the
state
primary
is
the
same
day
as
those
who
might
run
in
an
independent
in
the
general
election.
The
law
also
provides
that,
after
the
filing
deadline,
our
state
parties
can
challenge
and
remove
any
candidate
from
their
primary
ballot.
If
the
challenge
is
upheld,
the
effect
is
that
the
candidate
is
completely
removed
from
the
ballot
and
precluded
from
proceeding
further
House
Bill
636
would
provide
any
candidate
who
is
legally
removed
from
a
primary
ballot
through
a
state
party
challenge
process.

Seven
additional
days
after
said,
removal
to
file
a
new
petition
to
run
in
the
general
election
as
an
independent
candidate
and
remain
on
the
general
ballot.
The
state
parties
absolutely
can
and
should
control
the
primary
ballots
their
decisions.

any
citizen
with
a
completed
qualifying
petition
from
seeking
election
to
the
public
office
of
their
choosing.

issue

umbrella.

look
at
the
issues

more
personal

practical
perspective.

questions

raised

bill

been
half-hearted
concerns
about
unlikely
political
ramifications
or
hypothetical
future
outcomes,
while

am
committed

anyone

platform

party

I
represent
in
this
body.
The
Earth
that
I
swore
on
January
10th
was
to
the
people
and
the
Constitution
over
the
last
several
years.

noticed
a
billboard
along

side

I-40
on

drive

from
Knoxville.

which
is
tagged
as
the
rural
brownfields
investment
Act.
You
may
recall
Governor
Lee,
stating
in
his
State
of
the
State
his
commitment
to
cleaning
up
brownfields
across
the
state,
for
those
of
you
who
may
not
be
familiar
and
Brownfield
is
any
previously
developed
property.
That's
not
currently
in
use
due
to
real
and
perceived
environmental
contamination
to
paint
a
clearer
picture.

Think
of
those
old
factories
or
gas
stations
in
your
districts,
your
communities
that
have
sat
as
vacant
eyesores
for
years
and
are
now
leading
to
blight
and
decreasing
property
values.
This
legislation
aims
to
turn
these
properties
into
economic
engines
for
your
communities
by
providing
Technical
and
financial
resources
for
investigation
and
cleanup
and
incentivizing
Redevelopment.
This
legislation
will
one
establish
the
Tennessee
Brownfield
Redevelopment
area
Grant
the
program
directs
up
to
5
million
annually
for
investigation
assessment
and
Remediation
to
local
governments,
Economic
Development
agencies,
development
districts,
boards
and
local
land
Banks
two.

these
remediation
costs,
third
and
final,
it
amends
the
Brownfield
tax,
increment
financing,
the
Tiff
law
to
remove
geographical
barriers
to
use
and
expand
eligible
qualified
project
costs
to
mirror
those
authorized
under
the
uniformity
in
the
Tiff
law,
often
referred
to
as
the
Industrial
Development
board,
and
some
of
the
questions
that
since
this
was
bumped
off
the
consent
calendar
last
week,
we
tried
to
identify
some
of
the
questions
that
may
have
been
a
concern
and
and
all
the
counties
in
Tennessee
have
the
same
opportunity
for
funding
through
this
grant
program.

yes,
all
communities

all
95
counties
that
meet
the
definition
of
eligible
entity
in
the
bill
are
eligible
for
and
encouraged
to
apply
for
the
grant
program,
but
it's
not
limited
to,

municipality
development
districts
or
development
boards,
which
would
be
maybe
your
local
County,
idb
Board.
No
other
limitations
are
included
in
the
bill.
These
funds
are
to
drive
cleanup
of
sites.
Each
Grant
awarded
will
be
capped
at
500,
000
and
entities.
May
apply
in
consecutive
years
with
that

brownfields,
the
Environmental
Protection
Agency
defines
brownfields
as
real
property,
the
expansion
Redevelopment

reuse

can
be
Complicated
by
the
presence
of
potential
presence
or
potential
presence
of
a
hazardous
substance,
pollutant
or
contaminant.

this
legislation,
the
area
is
actually
expanded.
If
you
go
to
Five
subsection,
two
to
not
only
places
that
are
brownfields
by
definition,
which
have
contamination,
but
also
vast
tracts
of
land
that
have
just
been
vacant,
the
concern
that
I
have
there
is
that
the
department
might
prioritize,
or
rather
de-prioritize
areas
in
rural
and
urban
communities
that
have
brownfields
is
that
the
intent
of
the
legislation.

concern
that
I
have
here
with
this
legislation
is
something
that
I
haven't
seen
in
any
of
the
legislation.
I've
read
thus
far,
but
that
is
concerning,
which
is
that
a
change
was
made
in
quotes
that
the
bill
removes
various
present
law
qualifications
that
limit
the
location
of
Brownfield
Redevelopment
projects
to
economically
disadvantaged
rural
and
urban
areas,
and
so
written
into
this
law
is
saying:
we're
not
going
to
prioritize
economically
disadvantaged
areas
in
rural
and
urban
communities.
And
so
why
aren't
we
going
to
do
that?

Literally
Amber,
so
having
that
in
there
was
restrictive
as
to
where
we
could
assist
in
different
communities.
We
are
definitely
going
to
put
a
priority
and
it
should
be
that
the
first
places
we
look
at
are
those
economically
disadvantaged

have
exhausted
those

look
into
other
areas

think
that
we
should

there
are
needs
from
Mountain
City
to
Memphis,
and
we
want
to
make
sure
that
we're
just
not
restricted,
but
that
definitely
is
going
to
be.

a
lot
of
work
in
environmental
justice
and
climate

believe
it's
really
important
that
the
state
of
Tennessee
put
money
toward
this
effort
and
I'm
thankful
to
Eric,
Claire
and
Steve
from

governor's
office,
as
well
as
from
the
Tennessee
Department
of
environment
and
conservation,
and
to
representative
Gant
Shaw
leader
for
all
of
the
work
that
you
all
have
done
to
put
this
legislation
together
and
also
to
make
sure
there's
funding
to
support
communities
in
what
is
being
de-prioritized
in
some
places,
but
really
needs
to
be
prioritized
for
our
community.

just
had
a
couple
of
questions,
particularly
as
a
person
who
went
to
a
school
where
you
had
to
walk
through
metal
detectors.
There
were
a
lot
of
police
officers
and
those
who
you
know
turned
our
school
kind
of
into
a
prison
I'm,
always
somewhat
concerned
with
the
introduction
of
law
enforcement
into
our
our
schools.

What
I'm
concerned
about
here
and
just
wanted
to
get
your
input
on
sponsor
is
who
would
be
liable
in
our
communities
if
something
were
to
happen
at
a
private
school
and
the
families
or
a
parent
sued
and
I'm,
particularly
thinking
about
in
Parkland,
where
there
was
a
mass
shooting
and
Scott
Peterson
the
school
resource
officer,
he
didn't
go
in
right
if
we
find
ourselves
in
that
situation
in
the
state
of
Tennessee.

We,
the
adoption
of
some
of
this
legislation,
are
assenting
to
private
schools,
working
with
the
local
Law,
Enforcement,
Officers
or
agencies
to
be
able
to
go
into
contract
with
one
another,
and
if
that
contract
isn't
explicit
about
who's
liable,
I
fear
that
the
general
public
will
be
liable.
If
a
terrible
incident
happens,
that
law
enforcement
bodies
get
sued
and
then
the
public
is
going
to
be
paying
that
bill
who
aren't
benefiting
from
the
private
school?
How
we?
How
do
we
prevent
that.

culpability

these

are

dollars

cars
to
be
at

Music
City
chapter
of
Safari,
Club,
International,
hosts
15
disabled
veterans

Fall,
Creek
Falls,
every
December
for
a
two-day
hunt
to
help
control
the
deer
herd
at
the
golf
course,
which
does
quite
a
bit
of
damage.
The
Warriors
have
room
board
and
guides
all
donated
courtesy
of
the
chapter.

Also,
we
have
donated
more
than
twenty
thousand
dollars
to
Aid
in
the
elk
restoration
progress
project
at
the
sunquist
Wildlife
Management
Area
Hunters
pay
a
tax
which
is
on
all
firearms
ammo
fishing
equipment,
Etc,
which
provides
Pittman
Robertson
funds
to
Wildlife
agencies
across
the
United
States.
This
money
has
been
used
for
our
agency
to
purchase
acreage
for
public
hunting.

Safari
Club
International
members
carry
a
blue
tag
on
many
of
their
hunting.
Trips
containing
school
supplies,
soccer
balls
Etc,
which
are
donated
to
local
Village
Schools
an
annually.

disabled
Hunter
is
selected
based
on
his
community
involvement,
given
an
all-expense
paid
trip
to
New
Zealand
for
a
hunting
trip.
In
addition,
Bass
Pro
gives
that
Hunter
a
500
gift
card.
Our
SCI
Foundation
has
given
numerous
grants
to
state
wildlife
agencies
for
predator
and
praise
studies.
To
date,
our
foundation
has
donated
more
than
80
million
dollars
to
conservation
projects
in
the
USA
and
worldwide.

Recently,
as
many
of
you
know,
Safari
Club
International
held
their
annual
convention
here
in
Nashville
Tennessee.
For
the
first
time
it's
been
held
in
Nevada
for
many
many
years.
They
let
me
know
that
their
attendance
increased
by
50
percent
when
they
came
to
Nashville,
so
they
have
booked
several
years
out
and
probably
will
continue
to
have
it
in
Nashville
every
year,
except
for
one
it
was
already
booked.

They
don't
have
a
facility
except
the
Music,
City
Center
big
enough
to
hold
them
so
they're
going
to
be
in
Nashville
from
this
point
forward
for
the
foreseeable
future.
So
I
think
that's
a
tremendous
help
to
this
community
to
our
state,
bringing
folks
from
all
over
the
world,
literally
all
over
the
world
that
are
interested
in
game
conservation
and
replenishing
the
supply
of
many
animals
that
have
been
near
Extinction
in
some
areas,
even
in
in
our
own
State.

have
been
instrumental
in
bringing
back
the
whitetail
deer,
Wild,
Turkey
and
many
game
birds
that
were
it
decreased
populations,
so
they're
a
tremendous
organization
that
is
truly
based
on
conservation.
They
understand
Wildlife
Management.
They
understand
how
Hunters
can
play
a
part
in
conservation
and
want
to
perpetuate
that.
So
with

and

elephant
and

rhino
being
available
to
hunt
and
so

not
understanding
where
you're
saying
they
were
doing
conservation.

is
voter
disenfranchisement
and

District
voice
is
diminished,

lost
in
that
city-wide
election
in
November
of
2021
in
District
three,
the
person
who
was
the
top
vote
getter
in
the
primary
that
was
the
district's
Choice
lost
in
that
General
district-wide
vote.

so
what
I've
been
getting
because
District
5
in
Knoxville
is
in
within
my
house
district
that
I
represent
the
big
concern
is
this
is
going
to
set
up
a
really
strange
situation
where
everybody
has
been
voting
had
the
opportunity
to
vote
every
two
years
for
these
election
in
District
Five
because
of
the
year
they're
set
in
is
only
going
to
vote
every
two
years,
but
all
I
mean
District.

Five
is
only
going
to
get
to
vote
every
four
years,
but
District
Two
will
get
to
vote
every
two
years,
so
the
District
Five
folks
feel
disenfranchised.
But
it's
also
going
to
cause
a
ton
of
confusion
for
folks
who
have
been
voting
for
70
years
every
two
years
and
for
those
Fifth
District
folks
to
not
be
able
to
vote.
You
know
every
time
it's
going
to
cause
a
whole
lot
of
confusion
and
I
feel
like
if
that
there's
a
problem
that
this
should
be
a
local
decision
to
change.

Mr
chairman,
this
is
very
similar
to
if
I'm
running
as
a
district
representative
in
my
primary
and
then
the
entire
state
of
Tennessee
voting
for
me
in
that
general
election.
So
then
my
district,
their
voice,
would
not
be
heard
nor
represented
this
bill.
What
this
does
is
it
goes
back
to
the
original
language
of
the
statute,
which
the
majority
of
our
state
falls
under
and
so
I.

Don't
think
that
our
school
board
members
would
appreciate
the
entire
Community
voting
for
their
District
representative
or
our
Knox
County
delegation,
or
any
other
City
or
municipality
that
are
doing
it,
where
their
District
voice
is
heard.
The
qualifications
clearly
state
so
I'll
read
the
the
language
again,
it
says,
notwithstanding
any
other
law
or
Charter
to
the
contrary.

But
such
members
shall
be
elected
from
districts
as
established
by
the
appropriate,
County
and
municipality.
So
what
we're
trying
to
do
is
ensure
that
if
you
qualify
to
run
as
a
district
representative,
that
those
voters
in
that
District
choose
their
representation
and
we
want
to
ensure
that
that
those
voters
are
enfranchised.

You,
but
this
is
not
coming
from
the
people,
talk
to
thousands
of
people
in
that
district
and
and
my
district
over
the
last
year,
and
no
one
is
asking
for
this.
They,
like
the
I,
understand
your
your
comment
to
Statewide.
That's
a
little
bit
different,
but
we're
talking
about
a
very
tight
well-connected
City,
it's
not
quite
the
same
thing
as
Statewide
and
it's
it's
brought
sort
of
a
collegiality
between
the
districts
and
it,
and
it
lends
to
a
council
that
really
relies
on
each
other
and
works
really
well
together.

that
this
interferes
with
the
collegiality
of
any
legislative
body
I
think
it
only
enhances
the
ability
for
that
District
to
have
their
voice
and
their
concerns
heard,
because,
when
you
serve
on
those
bodies,
we

other

to
you
to
that
person
as
the
expert
or
as
that
voice
and
that
vocal
voice
for
that
community,
and
so
this
allows
and
affords
for
that
voice
to
be
heard
and
to
be
Amplified.

bill

going
to
amend
Tennessee
code,

II

title
six.

ask
you
to
confirm
that
this
bill
would

not
prohibit
