be

my
pastor,
dr
john
mark
harrison
from
first
baptist
concord
in
west
knoxville
versus
reading
his
bio.
I
just
want
to
quickly
say
that
pastor
john
mark
is
an
investor.
He
is
a
leader.
He
is
a
passionate
christ,
follower
passionate
about
reaching
865,
which
is
our
area
code
in
knox
county
and
he
started
and
led
that
initiative
to
impact
our
community.

The
only
knock
on
my
pastor
is
that
he
was
a
walk-on
at
the
university
of
alabama
and
played
wide
receiver.
I
told
you,
I
told
you
john
mark
we
would
get
some
booze,
but
I
think
it's
important
for
the
body
to
know
where
we
stand.
In
spite
of
that,
in
spite
of
that,
he
has
truly
made
a
difference
in
our
community.
He
leads
our
knox
county
pastors
network,
which
is
a
group
of
about
25
pastors
that
was
pulled
together
and
started.

Working
with
mayor
now,
congressman
burchett
now
works
with
mayor
jacobs,
making
an
impact
in
meeting
the
needs
of
the
community,
but,
most
importantly,
first
timothy

His
doctrine
is
sound.
He
is
an
unashamed,
passionate
preacher
of
the
gospel
of
jesus
christ,
and
so
I'm
so
thankful
for
him.
I'm
thankful
for
his
friendship.
His
leadership
and
I've
got
some
a
group
up
here
with
concord
christian
school
that
I'll
welcome
in
just
a
minute.
That's
part
of
our
part

our
umbrella

baptist

cane
ridge,
high
school

smith
springs
elementary
school
and
whereas
miss
johnson
secured
an
upgrade
for
and
the
addition
of
restrooms
to
the
uni
sports
park
facilities
and
successfully
championed
the
first
civil
rights
art
project
for
nashville,
which
is
located
on
the
grounds
of
the
historic
metro
courthouse.
And
whereas
in
a
unanimous
vote,
she
was
elected
president
pro-tem
by
her
colleagues
on
the
metro
council
and
where
she
was
selected.

She
lost
her
parents
at
an
early
age
and
whereas
karen
johnson
persevered
through
this
tragedy
to
graduate
from
public
schools
and
then
earn
a
bachelor's
degree
in
business
administration
at
tennessee,
state
university
and
a
master's
of
business
administration.
Degree
in
management
at
tribeca,
nazarene
university,
all
while
raising
two
small
boys
and
working
full-time
and
whereas
her
many
accomplishments
aside.
Karen
johnson,
is
most
appreciative
of
the
love
and
companionship.

She
shares
with
her
husband,
david
johnson,
a
former
united
states
marine,
their
three
sons,
jonathan
christopher
and
dave,
all
of
whom
are
graduates
of
metro,
nashville,
public
schools
and
the
granddaughter
and
wears
karen
johnson
epitomizes.
The
idea
of
the
dedicated
public
servant,
objective,
elected
official
and
involved
community
member
and
she
is
most
worthy
of
our
approbation-
now,
therefore
be
resolved
with
house
of
representatives
of
one
or
twelve
general,
similar
state
of
tennessee.

senate,
concurring
that
we
honor
and
commend
karen
johnson
for
her
proficient
service
as
the
davidson
county
register
of
deeds
and
her
ongoing
commitment
to
making
nashville
an
even
better
place
to
live
and
extend
her.

best
wishes

much
continuing

happiness
in
her
future
endeavors.

a
public
servant
who
does
the
work
and
she
has
really
been
engaged
in
our
city's
history
for
years
and
years
and
years
she
was
on
the
school
board
from
06
to
10,
but
what
I
particularly
remember
was
her
council
service.
She
was
on

counts
from
2011
to
2017,
representing
a
district
in
antioch,
which
is
south
of
here.
For
those
of
you
who
don't
know,
let
me
tell
you,
remember,
2011,
that
was
in
the
middle
of
the
great
recession.

And
now,
of
course,
antioch
is
booming,
can't
buy
a
house
down
there.
Good
luck,
you
know.
Apartment
rents
are
going
through
the
roof,
which
is
not
a
great
thing,
but
they
are
in
part
because
and
values
are
going
up
and
businesses
are
coming
in
because
that
place
is
booming
and
there's
no
one
person
more
responsible
for
that
than
the
person
standing
here
next
to
me,
and,
and
that
is
a
real
legacy.

She
then
went
on
and
and
ran
for
regis
for
davidson
county
register
of
deeds,
she's
the
first
african-american
to
hold
that
position,
she's
the
first
woman
to
hold
that
position.
It
was
a
squeaker
of
a
race.
She
only
won
99.4
percent
of
the
vote
in
the
election,
but
she
was
able
to
get
in
there
and
and
she's
really
done
a
great
job
of
that
office
and
modernized
it
and
she's
helping
our
city
move
forward.

can
imagine
that
in
this
town,
right
now,
that
office
is
very,
very
busy
she's
handled
it
with
with
great
effectiveness,
brought
in
new
people,
kept
the
good
old
ones
and
is
doing
a
fantastic
job.
Just
stepping
back
she's
got
degree
from
tsu
she's
got
an
mba
from
tobacco
nazarene.
She
used
to
work
for
age,
she's
held
positions
with
many
of
our
best
corporations,
hca
shonies.

She
one
thing
that
you
may
not
know
on
may

2019.
She
was
designated
a
certified
public,
administra
administrator
with
the
university
of
tennessee
institute
for
public
service
ctas.
The
point
is
she's
doing
all
this
other
stuff
for
her
community
and,
in
addition,
she's
going
out
improving
herself
she's,
taking
on
this
new
role.

Frankly,
a
job
where,
if
she
wanted
to,
she,
wouldn't
have
to
work
hard
but
she's
putting
her
back
into
it.
She's
modernizing
that
office
she's
doing
exactly
what
she's
done
in
every
other
public
position,
she's
held,
which
is
not
just
doing
what
she
has
to
do,
but
putting
in
the
work
for
the
community
making
nashville
a
better
place
for
all
of
us.
I
really,
as
you
can
tell
am
delighted
to
honor
this
public
official
this
morning.

more
public
officials
like
her
we'd,
do
even
better
than
we're
doing
right
now
and,
as
you
can
see,
we've
got
everybody
from
davidson
county
down
here,
because
she
is
widely
respected
throughout
this
county,
one
of
our
most
dynamic
public
officials
with
that
I'll
I'll
ask
her
to
step
up
and

say
a
few
words.

middle

doing

appreciative

davidson
county
delegation

working

different

volleyball
team

winning

honor

commend

successful
young
athletes
who,
through
their
magnificent,
exploits
bring
honor
to
tennessee

serve

exceptional
ambassadors

the

academic,
high
school
girls,
volleyball
team
achieved

extraordinary
level

success
during
the
2021
season.

team
conducted
themselves

a
manner
befitting
the
state

tennessee

dedication,
determination,

ethic

talent

group

young
women

only

championship
volleyball

surely

their
success
in
every
future.

the
members

hume
fog,

volleyball

uncommon
talent,
determination

perseverance

their
quest
for
athletic
excellence

championship
laurels,

wholly

they

attaining

with

her

required

be
held
after
being
released.

magistrate
deems

victim,
what
this
bill
does
is
request
an
additional
12
hours
after
the
arrest
again.
If
the
magistrate
feels
this
person
is
a
threat
to
the
victim,
and
some
of
the
causes
that
would
be
looked
at
by
the
magistrate
would
be,
they
cause
serious
bodily
injury
to
the
alleged
domestic
abuse,
victim,
strangled
or
attempted
strangle
to
be
strangled.

learned

the
examples
set
by
my
leaders
are
what
I
should
follow
and
being
timely

important

observe

Right

recently
I
had
an
experience
in
the
house
calendar
and
rules
that
has
made
an
indemnity
impression
upon
my
life,
and
so,
as
representative
zachary
missed
an
opportunity
to
present
his
bills,
I
would
move
that
we
roll
his
bills
to
the
hill
or
into
the
future.
Sometimes.
A
All
right,
that's
proper
motion,
probably
a
second
roll
to
the
hill.

Every
one
of
us
down
here
has
had
a
constituent
call
you
with
a
particular
issue
that
when
you
look
into
it,
you
can't
help
them
at
that
time,
because
it
would
take
a
change
in
the
law
chairman
halford
had
reached
out
to
me
last
summer.
He
had
a
constituent
who
had
a
minor
minor,
misdemeanor,
offense
and
then
much
later
in
life
had
another
misdemeanor
offense
and
unfortunately,
because
of
the
second
misdemeanor
offense.

She
was
not
able
to
go
back
and
take
advantage
of
the
expungement
opportunities
that
we
allow
for
a
first
time,
low
low-level
offender
that
second
offense
actually
blocked
her
from
being
able
to
pursue
employment
that
she
wanted
to
to
keep
a
clean
criminal
history,
and
what
this
bill
does.
Is
it
allows
that
first,
criminal
offense?
If
it
truly
is
a
first
time
offense
for
someone
to
take
one
bite
at
the
apple,
get
one
expungement
on
that
offense,
even
if
later
in
life
they
had,
they
had
been
convicted
of
crimes
that
were
not
expungeable.

It
is
not
allowed
for.
Someone
to
you
know,
cherry-pick
or
decide
which
crime
they're
going
to
have
expunged.
It
truly
is
just
those
first
offenses,
but
a
later
offense
would
not
block
it.
The
other
thing
this
bill
makes
clear
and
again
I
I
truly
appreciate
chairman
howe
for
bringing
me
this
bill
and
standing
with
me
throughout
this
process
is
that
you
get
one
shot
in
expungement.
There
were
some
questions
and
there's
been
some.
K
I
think
you
know
court
filings
that
that
try
to
claim
that
last
year
we
allowed
for
a
rolling
every
five-year
opportunity
for
expungement.
There
are
bills
out
there
that
do
that,
but
we've
never
actually
crossed
that
line,
and
this
just
clarifies
that
language
if
this
body
ever
chose
to
do
that,
we
certainly
could,
but
we've
not
done
so
at
this
juncture.
With
that,
mr
speaker,
I
renew
my
motion.
I
Sponsor
you
have
a
question
and
I
apologize
for
not
reading
this
particular
one.
I
believe
this
is
the
one
I
read
earlier.
You've
got
one
bill
that
that
phases
out
the
pardons
and
prose
board,
and
that
gives
the
va's
more
power.
Is
this
the
bill?
That's
another.
Okay,.

I
know
so
there
is
a
truth
in
citizen
bill,
in
fact,
there's
three
or
four
that
are
moving
through
the
system.
I
mean
I
I
do
think
that
is
something
we
should
all
consider.
I
think
if
a
sentence
is
entered
by
a
judge.
It's
you
know
that
should
be
the
sentence.
Everyone
should
know
exactly
what
that
is
this
bill,
just
deals
with
expungement.
It
does
not
in
any
way
change
a
sentence,
doesn't
change
judicial
discretion
in
any
way.
This
just
makes
it
clear
when
someone
can
get
an
expungement.
I
Yeah,
thank
you,
mr
speaker
asked
no.
This
isn't
the
proper
format
to
ask
this
question.
Although
it's
dealing
with
the
same
subject,
I
don't
think
your
bill
would
address
it,
as
I
read
it
earlier
is
like
I'll
give
you
an
example-
and
I
don't
know
if
you
could
address
this
or
if
this
bill
is
getting
close.
We
have
a
non-violent
white-collar
criminal
who's
committed
a
crime.
I
Maybe
you
could
have
been
an
official
down
the
road
they
they
have
lost
their
voting
rights
and
they've
also
lost
their
second
amendment
rights
and
if
they
own
a
business,
they
can't
protect
themselves.
Is
there
any
way
this
bill
could
that
we
could
adapt
or
run
one
behind
it?
That
would
grant
those
rights
back,
especially
their
second
amendment
rights
to
protect
themselves
and
their
business.

So
we're
not
going
into
additional
areas
with
this
bill,
except
for
that
they
can
get
that
first
time
offense
just
like
they
could
now,
even
if
they
later
were
convicted
of
a
second
or
a
third
offense,
they
can't
it
doesn't
affect
the
second
or
third
offenses,
but
just
for
those
that
may
not
be
familiar
with
expungement.
It
is
based
on
the
old
testament
principle
of
true
forgiveness,
where
your
sins
are
wiped
away
as
if
they
never
occurred,
and
so,
if
someone
has
gra
is
granted
an
expungement,
their
criminal
history
is
completely
wiped
away.

Their
mug
shot
is
shredded,
their
fingerprint
card
is
gone.
Everything
is
gone.
You
cannot
find
a
a
record
of
that
and,
yes,
their
both
their
voting
rights
if
they
had
lost
them
and
their
second
amendment
rights
would
be
returned
to
them,
because
that
crime
is
gone
as
if
it
never
existed.

any

would

could
be
helped
by
this
bill,

not
just

convictions

is
eligible
under
this
on
july
1st,
they

able
to
file
for
it
and
be
able
to
get
their
record
clean
again
if
they
fit
the
criteria
of
this
bill,
where
they
have
that
first
time,
offense
that
one
misdemeanor

then
later
had
it
had
been
convicted
of
something
else.
They
would
be
eligible,
but
again,
one
time,
not
every
five
years,
not
unlimited.

tax
code
that

it

effective

decoupling
would

research

development
expenses

deducted

carriers

simply
prohibits
state

county
officials
from
entering
into
a
consent,
decree
related
to
elections
and
provides
us
a
cause
of
action
for
anyone
who
were

so

renewal

So
article
1
section,
4
article
2,
section
1,
the
constitution
says
the
state
legislature
set
the
rules
for
elections,
time
place
manner
and
electors
in
2020.
There
were
some
challenges
across
our
state.
We
were
recently
voted
number
three
as
a
state
in
terms
of
election
integrity.
Our
elections
are
run
very
well
in
tennessee
polls
close
at
eight,
everybody
goes
home
at
nine
o'clock,
so
we
have
one
of
the
best
run.

States
best
run
elections
in
the
nation,
but
there's
always
room
for
improvement
and
so
working
with
trey,
hargett
and
secretary
hargett.
This
is
that
collaboration,
and
it
simply
says
that
no
state
or
county
official
can
enter
into
a
consent
decree
without
the
consultation
of
both
of
our
speakers
and
if
they
do
without
consulting
our
speakers,
it
provides
this
body
a
cause
of
action
against
those
officials.

yes
in
the
georgia
election
of
2020,
the
secretary
of
state,
entered
into
a
consent
decree
bypassing
the
legislature,
and
that
is
a
prime
example
of
what
this
bill
would
address.

they
enter
into
the
consent
degree
degree
they
will
have
to
consult
with
speaker
of
the
house
and
the
leader
of
the
senate
before
you
do
that,

that
would
happen
beforehand,

hearing
a
story
very
recently
about
election
officials
and
how
they
are
now
reluctant
a
lot
of
people
to
be
pursue
these
positions,
whether
it
be
serving
on
our
election
commissions
or
working
for
election
offices,
because
of
constant
intimidation
and
harassment
that
they
receive
from
from
different
people,
and
so
there's
fear
that
we're
going
to
have
fewer
people,
good
people
that
want
to
seek
these
positions.

So
that's
what
gives
me
some
pause
about
this
is:
is
the
potential
for
them
to
be
punished,
and
I
understand
the
consent
decree,
but
I
do
think
that
we
need
to
be
very
careful
in
in
making
sure
that
we
do
everything
we
can
to
have
good
people
that
are
working
and
also
running
to
serve
in
these
positions.
So
can
you
tell
me
what
the
punishment
would
be
if
somebody
was
in
violation
of
this
chairman
