A
Mr
sergeant
of
arms
invite
the
members
into
the
chamber
and
close
the
doors
the
governor
has
issued
his
proclamation
committing
the
general
assembly
in
an
extraordinary
session.
I
hereby
declare
the
house
of
representatives
of
the
112th
general
assembly
of
the
state
of
tennessee
now
extraordinary
session.
Will
the
members
please
stand?
Will
the
visitors
in
the
gallery
please
stand
and
remain
standing
through
the
pledge
of
allegiance
representative
love
will
serve
as
chaplain
of
the
day.
Representative
love.
You
are
recognized.
B
Thank
you,
mr
speaker,
members,
so
glad
to
see
you
all
here
so
glad
to
be
back
for
this
session,
and
certainly
we
know
we'll
be
focused
and
have
our
full
attention
to
doing
the
people's
works.
We
thank
god
for
the
chance
to
be
here
today
to
serve,
and
in
that
vein,
and
in
that
spirit
we
also
want
to
recognize
domestic
violence
month
and
breast
cancer
awareness
month
that
we
stay
focused
on
those
two
high
issues
in
our
state.
Let
us
pray
gracious
god.
B
We
we
thank
you
for
safe
travel
for
those
who
come
from
across
the
state
to
do
the
business
of
the
people.
We
pray
o
lord,
that
our
hearts
and
minds
will
be
in
unity,
focused,
allow
us,
for
god
to
deliberate
the
issues
and
yet,
oh
god,
still
be
able
to
focus
our
minds
on
doing
your
work.
Bless
us
now
allow
us
to
go
and
do
the
work
we've
been
called
to
do
it's
in
your
name.
We
pray,
amen.

Rule
number
67
so
that
the
committee
and
subcommittee
meetings
can
be
held
at
times
other
than
those
specified
in
the
in
the
house
weekly
schedule
and
with
less
than
72-hour
notice,
rule
71,
the
24-hour
rule.
That
requires
all
amendments
to
be
available
to
members
24
hours
before
consideration
on
the
floor,
rule
80-1
so
that
all
bills
reported
out
of
subcommittee
can
be
heard
on
the
next
full
committee.
F
Thank
you,
mr
speaker.
Mr
speaker,
I
don't
have
an
objection.
I
just
like
to
state
that
these
are
the
same
rules
that
we
normally
amend
for
flow
motion
so
that
the
bills
can
continue
to
move
throughout
the
process.
Mr
clark.
C
A
G
F
Thank
you,
mr
speaker.
Mr
speaker
members,
my
sister
barbara,
who
many
of
you
know
have
seen
with
me,
and
a
lot
of
my
travels
turned
her
birthday
was
yesterday,
and
this
was
the
first
time
my
sister.
She
lives
in
texas.
This
is
the
first
time
she
was
home
for
her
birthday
in
over
20
years,
so
we
wanted
to
celebrate
her.
Thank
you
so
much,
mr
speaker
and
happy
birthday.
Barbara.
I
Thank
you,
mr
speaker.
I
just
wanted
to
take
the
opportunity
today
to
wish
my
brother
a
happy
birthday
he's
eight
years
older
than
I
am
so
he's
very
special
since
we
lost
our
middle
brother
into
december,
so
I
just
want
to
say
happy
birthday
gary.
I
love
you
very
much.

H
Maybe
we
give
attention
father
god
we
thank
you
for
the
life
of
general
powell.
We
thank
you
for
all
that
you
did
through
him
for
us,
and
now
we
pray
that
you
would
strengthen
his
family,
that
you
would
give
them
a
mindset
to
know
that
this
is
not
the
end
of
life,
but
the
very
beginning
of
life
forevermore.
I
K
M
M
The
devastation
is
real
over
600
homes
lost
or
not
uninhabitable,
over
58
businesses
lost
or
damaged
that
we're
just
trying
to
restore
those
folks
and
a
terrible,
catastrophic
event
that
they're
going
to
be
digging
out
from
for
some
time
now.
But
once
again,
thank
you
for
your
prayers
and
your
support
for
humphreys
county.
Thank
you.
N
O
H
Shaw,
thank
you,
mr
speaker.
As
someone
who
just
said,
we
are
not
here,
normally
we're
not
here
in
october,
but
since
we
are
I'd
like
for
us
to
be
reminded
that
october,
we
recognize
domestic
violence
in
october
and
for
all
of
the
citizens
across
the
state
of
tennessee,
who
may
have
experienced
some
kind
of
domestic
violence.
We
want
to
just
pray
for
them.
If
you
will
and
I'd
like
for
this
house
to
just
recognize
those.
Thank
you.
C
A
A
D
C
G
G
K
We
are
going
to
take
a
moment
and
remember
our
dear
friend,
jim
coley,
and
I
just
going
to
tell
you
a
quick
story
about
him
and
and
then,
with
your
indulgence,
mr
speaker,
I'm
going
to
yield
the
floor
to
one
of
our
colleagues,
not
long
after
I
got
elected,
we
were
at
a
dinner
somewhere
and
I
had
the
occasion
to
sit
beside
representative
coley
and
I
didn't
know
him
very
well
and
he,
if
you
knew
him
he
he
had
this
infectious
laughter
and
just
a
warmth
to
him
that
we
all
should
be
lucky
enough
to
have
that
warmth
that
he
had
and
something
came
up
about.
K
A
person
in
washington
dc,
and
I
was
saying
oh
they're,
such
a
liberal
and
representative
coley,
said
yeah,
but
he's
actually
a
really
great
guy.
And
you
know
I
was
green.
You
know
when
you
first
get
into
you're
kind
of
green
and
you're
a
little
bit
judgmental
and,
and
he
said,
jeremy,
he
started
listing
the
things
that
this
person
has
accomplished
and,
and
he
said,
he's
one
of
the
best
constitutionalists
in
america
and
he
started
saying
things
about
this
individual
in
dc,
and
it
was
one
of
those
moments
in
my
life.
K
I
think.
Sometimes,
on
the
democrat
side,
in
the
republican
side,
we
think
when
somebody
else
is
doing
an
action.
They're,
like
oh
there's,
something
sinister
going
on
there
or
they're
just
trying
to
hurt
this,
and-
and
I
learned
from
jim
that
that
just
simply
is
not
always
true
and
and
it
it
was
one
of
those
times
in
life
that
you
can
always
go
back
to
one
of
those
aha
moments
that
jim
taught
me
just
because
they're
on
the
different
side
of
the
aisle
means
nothing
that
this
isn't
a
wonderful
human
being.
K
That's
had
a
huge
positive
impact
on
this
country
and
representative
coley
will
be
missed.
I
feel
sorry
for
you
that
didn't
get
to
know
him
and
for
those
that
did
get
to
know
him
and
enjoy
him
and
love
him.
We
will
miss
him,
pray
for
his
family
and
it
was
an
honor
to
serve
with
him.
Thank
you,
mr
speaker,
and
I
yield.
D
You
know
you
kind
of
wonder
when
you're
gone,
what
folks
are
going
to
remember
about
you
when
you've
you've
passed
on
to
another
place,
and
I
know
that
when
jim
coley
reached
the
pearly
gates,
he
threw
his
arms
out
wide
and
he
said:
hey
buddy
good,
to
see
you.
I
love
you,
man
and
y'all.
I
used
to
think.
Maybe
we
were
just
a
close.
D
He
did
that
just
for
me,
but
it
was
everybody,
and
so
I
hope
we
would
all
show
that
type
of
love
for
one
another
and
as
his
family
is
mourning
today,
I
can
only
smile
because
I
know
that
our
lives
were
made
richer
because
jim
coley
ran
for
state
representative
served
his
community
up
here
very
very
well,
and
I
want
to
thank
representative
gillespie
for
bringing
a
resolution
today
to
honor
his
memory,
because
today
was
his
funeral,
and
so
I
know
we'll
miss
him.
This
world's
a
little
darker
with
his
absence.
F
Thank
you,
mr
speaker,
mr
speaker,
representative
coley,
and
I
go
a
long
way
back
when
I
first
got
here.
He
sat
right
next
to
me
on
the
other
aisle,
and
I
didn't
realize
he'd
only
been
here
one
term
before
me,
but
he
was
willing
to
share
with
me
and
make
sure
I
knew
the
protocols
and
the
rules
and
things
that
he
didn't
necessarily
have
to
do,
and
I
appreciated
that.
F
F
I
would
like
to
invoke
the
spirit
of
jim
coley
right
now
today
and
all
the
things
he
stood
for
in
this
chamber,
even
when
it
was
against
the
grain,
and
we
appreciate
his
service
to
this
state
and
his
family
for
the
sacrifices
they
made,
allowing
us
to
share
him.
Thank
you,
mr
speaker.
Thank
you.
Members.
P
Yeah,
thank
you,
mr
speaker.
I
I
deem
it
an
honor
that
I
got
to
know
jim
coley,
the
jim
coley.
I
knew
public
schools
had
a
fighter
and
defender
from
the
day
he
walked
through
those
doors
to
the
day.
He
walked
out
of
those
doors
education's
better
in
this
state,
because
jim
coley
lived
in
this
state
from
educating
children
to
fighting
for
for
education
in
this
state
he
did
his
best.
He
did
a
job.
Well
done,
and
you
know
I
I
don't
guess
jim
and
I
ever
talked
about
anything
other
any
other
politics.
P
P
What
we
need
to
do
more
often
in
here
is,
as
previous
speakers
have
said,
is
find
common
ground.
You
know,
sometimes
you
know
you're
not
going
to
agree
on
a
lot
of
things.
Jim
cole
and
I
may
not
have
agreed
on
a
lot.
I
don't
know
we
never
tried
to
find
out
the
things
we
disagreed
on,
but
we
knew
what
we
agreed
on
and
we
worked
to
try
to
do
our
best
on
that
subject,
and
I
know
jim
coley
accomplished
that
so
I'm
happy
I
you
know,
I'm
lucky,
I
got
to
know
jim
coley.
Q
Q
You
said
order
whatever
you
want,
so
I
did
that
you
can't
say
enough
about
jim
coley
and
the
kind
man
that
he
was
the
kind
man
that
he
is
and,
of
course
we
knew
that
he
loved
china,
for
whatever
reason
he
always
wanted
to
go
back
as
often
as
he
could.
Q
So
I
was
fortunate
enough
to
make
that
trip
with
him
and
it
was
12
days,
five
different
cities,
but
I
didn't
realize
until
we
actually
landed
the
country
that
he
was
going
to
be
my
roommate
and
I
said
no
under
no
circumstances
am
I
going
to
sleep
with
this
guy
for
12
days.
I
don't
know
if
he
snores
or
talks
in
his
sleep
and
I've
been
accused
of
doing
that
so,
but
it
was
the
best
time
that
I've
had
with
a
colleague
the
best
time
we
had
a
great
time
together
and
I'll.
Never
forget
that.
Q
R
Thank
you,
mr
speaker
and
jim,
and
I
were
good
friends
and
I
just
wanted
to
share
the
funny
side
with
jim
great
public
policy.
Guy
he's
a
great
friend
just
all-around,
great
guy,
but
playing
off
with
the
representative.
Larry
miller
talked
about
he
loved
china,
and
so
one
evening
we
met
up
with
several
professors
from
the
university
of
wuhan
and
they
brought
a
beverage
with
them,
and
I
believe
the
representative
from
was
with
us
that
night
there
were
others
in
this
room,
and
I
won't.
I
won't
call
you
out.
R
It
was
the
worst
tasting
stuff
I
ever
had
in
my
life
I
mean,
but
it's
an
insult
to
to
that
culture.
If
you
don't
participate
in
their
beverage
that
they
bring
and
they
brought
these
little
glasses,
I
think
we
call
them
shot.
Glasses
we
make
around
jim
was
smart
enough
to
know
to
sit
off
in
the
corner
three
times
later.
I
could
tell
this
was
gonna,
be
a
long
night
larry,
but
they
kept
looking
over
at
jim
and
they
say
something
to
each
other.
R
You
know
and
come
on
jim
you're
gonna
get
us
all
in
trouble,
and
so
finally,
you
could
tell
they
were
getting
a
little
upset
because
jim
wouldn't
participate.
R
A
Any
further
comments:
all
right,
representative
glacier
moves,
adoption
of
house
joining
resolution.
Nine.
It
was
properly
seconded
any
objection
to
the
question
scene.
None
all
those
in
favor
house,
joint
resolution,
nine
say
aye,
those
opposed
say
no,
the
eyes
have
it.
I
declare
it
adopted
without
objection.
Emotion,
wreaks
here
is
stable.
J
Thank
you,
mr
speaker.
The
senate
has
completed
the
organization
of
this
senate
session
this
general
assembly
session
and
we're
ready
to
conduct
business.
Thank
you,
mr
speaker.
A
We're
going
to
appoint
our
intruders
to
the
senate
heading
to
the
senate
is
representative
lafferty,
who
will
serve
as
chairman,
representative,
eldridge
and
representative
lamar,
and
our
delegation
to
go
say
hi
to
the
governor
will
be
representative
moon.
Who
will
be
the
chair,
representative,
helton
and
representative
harris.
