friend

as
the
chaplain

Dr
robert
owen,
is
the
director
of
minority
affairs
at
tennessee
tech
university
who
you've
all
sams
might
know
had
a
great
week
this
week.
But
dr
dr
owens
and
I
have
known
each
other
for
more
than
20
years.

He
and
I
went
to
church
at
a
small
community
church
when.

We
were
both
younger
men
with
no
gray
hair
and
our
families
were
able
to
grow
up
together,
and
so
he
currently
is
the
church
as
the
pastor
at
kanos
church
in
cookeville.
It's
still
the
same
small
community
building
that
he
and
I
met
in
with
his
lovely
wife,
his
lovely
wife,
dana
and
four
of
their
five
kids
are
up
here.
Dana
is
up
here
and
their
sons,
daniel
joseph
ezra
and
noah,
and
so
we're
thankful
that
they're
here
today
and
with
that
mr
speaker,

dr
robert

Speaker
these
bills
arrive
from
a
year-long
finding
from
the
second
look
commission
a
department
of
the
tennessee
commission
on
children
and
youth.
The
commission
was
created
in
response
to
the
need
to
review
and
improve
how
the
state
handles
severe
child
abuse
cases
we
meet,
along
with
the
child,
counselors
judges,
law
enforcement
and
dcs
workers
and
many
others
each
month
and
do
a
deep
dive
investigation
of
these
specially
chosen
cases.

Any
known
information
regarding
the
address
or
location
of
a
child
who
has
been
alleged
to
be
abused
or
neglected
if
the
child
resides
in
the
located
on
the
residential
rental
property,
provides
an
exemption
for
civil
or
criminal
liability
for
such
persons.
So
there
was
a
little
boy
that
was
not
at
school
and
he
had
been
the
day
before
he
had
bruises
and
and
could
not
hardly
walk
so
the
caseworker
went
to
this
apartment
building
and
the
management
wouldn't
give
them
the
address
and
that
little
boy
died
that
night.

Mr

I
was
glad
to
carry
this
administration
bill.
What
this
bill
does
is
a
computer
science
bill
that
will
help
to
make
sure
our
students
are
better
prepared
for
technology
jobs.
It
does
so
in
three
key
ways:
by
setting
rigorous
standards
requiring
course
offerings
and
providing
free,
professional
development
for
tennessee
educators.

This
piece
of
legislation
is
brought
by
governor
bill
lee.
What
this
does
is
this
bill
creates
an
institute
for
american
civics
at
the
university
of
tennessee
in
knoxville.
The
institute
will
initially
be
housed
at
the
baker
center
at
ut
knoxville
and
will
operate
as
an
academic
unit
within
the
university
of
tennessee.
O
The
institute
may
enroll
students
to
enter
a
degree.
Grading
program
provide
general
education
courses
to
other
students
at
the
university
of
tennessee,
higher
faculty
and
staff
host
events,
provide
internships
and
other
relevant
experiences
to
students
and
the
general
public.
The
institute
will
foster
a
deeper
understanding
of
structures
and
institutions
of
federal
state
and
local
government.

Further
the
understanding
of
principles
and
philosophies
that
contributed
to
the
foundation
and
development
of
the
united
states.
The
state
of
tennessee,
promote
civil
discourse
and
constructive
debate,
enhance
education
in
the
fields
of
politics,
economics,
philosophy,
american
history,
american
government
and
other
related
fields
as
appropriate,
with
a
focus
on
the
rights
and
responsibilities
of
american
citizenship,
fundamental
democratic
principles
and
how
those
principles
are
expressed
in
our
federal
state
and
local
institutions.

It
also
provides
nonpartisan
resources
to
students,
faculty
state
government
agencies
and
the
general
public
regarding
civic
affairs,
foster
civic
engagement
through
full
and
fair
discussion.
That
is
intentional
and
promoting
civil
dialogue
among
those
holding
conflicting
points
of
view.
It
also
assists
in
ensuring
that
the
university
of
tennessee
serves
as
a
robust
marketplace
of
ideas
for
all
students
and
faculty.

The
amendment
that
was
put
on
in
committee,
I'm
gonna,
go
through
a
summary
of
of
the
amendment.
It
makes
technical
changes
such
as
editing
the
university
of
tennessee
knoxville
to
the
university
of
tennessee
at
knoxville.
Clarification
of
the
administrative
and
oversight
roles
of
the
ut
utk
chancellor
versus
the
ut
president
chancellor,
provides
administrative
support
for
director
search.

It
also
adds
staggered
terms
for
the
board
of
fellows,
and
it
also
does
not
have
any
connection
to
hillsdale
college.
The
fiscal
note
concerns
that
may
be
out
there.
There's
56
salaried
positions,
that's
an
estimate
based
on
similar
programs
at
other
other
schools,
over
20
positions
or
interns
and
student
workers
that
the
director
can
move
funding
around
depending
on
enrollment.

been

bipartisan
bill
from
the

beginning
you
supported
it
from
the
very
beginning
the
senate

bipartisan
support,

republicans
supporting
a
good
piece
of
legislation.
So
I
want
to
thank
my
colleagues
on
both
sides
of
the
aisle
for
supporting
this.

it
clear
that
some
extremist,
university

college

michigan
would
not
be
part
of
this,
but
you
listed
several
things
that
they
were
going

within

institute

they

going
to
be
debating
a
lot
of
maybe
divisive
topics.

I
don't
know
from
previous
legislation.
We
passed
this
year
if
their
goals
can
be
met.
You
know
by
what
you
described,
I
don't
I
don't
think
it
would
be
legal
anymore.

legislation

earlier

session

this
floor,
that
more
or
less
said
any
divisive
topics

would
make
someone

heritage

any

civic
discord

described.
What
you
read-
and
I
know
this
is
not
your
legislation,
it
it
laid
out
more
or
less
you.
You
even
used
the
word
debate
those
critical
topics
and
I
don't
think
they
can
make
that
mission
statement
with
what
we
passed
on
the
floor
earlier
this
year.

This
legislation
does
not
stifle
any
free
exchange
of
ideas,
and
actually
this
legislation
promotes
in
a
civil
way
of
how
we

act

debate

establishing
this
institute
is
to
bring
a
civil
dialogue
to
the
room.
So
so
you
made
my
point
so
thank

bringing
that
point
represent.

we

ever
interfere
with
the
first
amendment
and
and
handcuff
people
and

people
think
they're
committing
breaking

law

the
type

setting

state
and
could
benefit

state

years

As
long
as
we're
facilitating
civil
discourse

comfortable
with
the
languages
of
this
bill,
it
ensures
nonpartisan
neutral.

Both
sided
discourse,
which
I
think
is
vital
and
just
as
it
is
on
this
floor,
it's
vital
in
educational
and
academic
setting.
But
you
know
it's
one
of
those
things
that
you
could
go
either
way
and
the
leadership
of
this
entity
and
the
guidance
that
this
body
provides
and-
and
I
see
in
here
that
the
members
of
this
board
are
going
to
be
appointed
in
consultation
with
legislative
leadership.

don't
know
what
that
exactly
means
or
how
that's
going
to
play
out,
but
I
hope
it
will
play
out
for
the
benefit
for
which
I
think
this
legislation
is
intended
now
in
years
past.
As
it
was
said,
we've
passed
some
legislation
up
here
that
I
think
unduly
and
unlawfully
limit
discourse
in
some
ways
or
steer
discourse
in
some
ways,
one
way
or
the
other
and
have
had
the
impact,
maybe
not
the
intended
impact,
but
the
effect
of
muting
some
populations
about
certain
topics.

I'm
in
support
of
this
legislation,
but
I
just
wanted
to
to
really
stand
up
and
say:
let's
make
sure
that
we
accomplish
the
stated
aims
of
this
and
not
let
it
go
from
one
line
or
one
shoulder
of

highway
to

other.

keep
it
between
the
lines
and
make
sure
that
everyone
is
heard.

viewpoint
is
heard,
appreciated

thoughtfully

we

passed
legislation
down
here
that
could
create
just
a
little
bit

push

pull,

interpretation

you
know

These
these
programs
will
play
out

discussed

lead
again.

keep
that
just
be
cognizant
of
that,
because
under
some
of
the
crt
legislation
it
could
make
it
so
that
we
cannot
have
those
real
and
robust
conversations
and
discussions
in
under
this
program,
which
we
need
to
have

you
an
example.

I
think,
leader,
with
your
help,
also
that
we
need
to
push
to
make
sure
that
local
civics
is
is
put
into
the
sixth
grade
state
civics
into
the
seventh
grade
and
federal
civics
into
the
ninth
grade
or
the
eighth
grade
for
next
year
to
be
able
to
prep
our
kids
to
go
into
programs
like
this
when
they
get
into
college,
because
it's
almost
too
late,
if
we're
going
to
be
starting
them
from
the
beginning
of
learning,
what
our
system
of
government
and
how
it
works
and
the
mechanics
of
it.

applaud
you
on
the
legislation.

echoed

I
think
this
is
an
important
piece
of
legislation,
but
I
think
at

they
start
to
get

higher
education.
It's
not
that
it's
too
late,
but
I
wish
that
we
could
expand
it
so
that
we
could
get
our
younger
people
involved
in
the
political
process
early
on
in
their
educational
educational
experience,
because
it's
very
important
that
they
understand
how
to
vote.

they're
voting
and
who
they're
voting
for
and
the
reason
why
we
have
this
political
process
in
the
first
place.
So
I
would
hope
that
we
can
give
some
consideration,
as
we
move
forward
to
next
year,
that
we
can
put
some
legislation
in
place
where
civics
can
be
taught
in
the
at
least
in
the
high
school
in
the
high
schools,
because
right
now
they
have
to
pass
a
civics
test,
but
it's
just
a
part
of
a
class
that
they
take
for
a
little
while
of
a
semester.

if
we
have
a
civics
class,
hopefully
they
could
pique
their
interest.
We
would
make
them
want
to
continue
their
education
as
their
father,
further
their
education
and
that
and
once
they
go
into
higher
education,
but
thank

this
piece
of
legislation

hope
that
we
can
work
together
to
try
to
get
civics
back
into
high
school
as
a
required
course.

for

actually
address

challenges
and
concerns?

have
about
teaching
civics.

that
mean

we're

going

monitor
it

make
sure
that
it's

balanced?
That's
not
unilateral.
We
need
to
make
sure
we
balance
it,
because
if
we
don't
have
the
capital
people
that
are
diverse
enough
to
teach
it
we're
going
to
skew
the
facts,
it's
just
something
that
human
beings
do.
How
do
we
make
sure
that
it's
balanced.

worried
that
as
we
go
forth
and
this
legislation
passes
that
if
it's
not
properly
balanced,
that
we
look
at
it
and
try
to

sure
and
encourage
that
they
make
sure

group

people

controlling
the
knowledge
that
go
into
our
kids.

that

have

word

advocated

the

know
the
speaker

We've
worked
for
several
years
to
provide
telehealth
services
in

state
of
tennessee
to
make
health
care,
quality,
affordable
health
care,
more
accessible
to
individuals,
specifically
in
rural
parts
of
the
state
of
tennessee,
where
there
may
not
be
clinics
or
access
to
multiple
options
for
health
care
services.
So
I
don't
understand
your
response
with
regards
to
the
telehealth
being
the
problem.

mean
it's
already
in
law,
so
I
don't
know
that
we
need
to
keep
having
this
debate,
but
I
did
answer
your
question
with
that
part
of
it.

it

it

so
I
I
understand
you
don't
want
to
answer
that

Maybe,
but
I'm
very
concerned
we
have
lawful
health
care
in
the
state
of
tennessee.

understand
you
may
want
to
be
limiting
a
certain
aspect
or
type
of
health
care
in
the
state
of
tennessee.
However,
I
would
remind
this
body
that
is
lawful
and
legal,
and
over
the
past
several
years
we
had
limited
women's
access
to
reproductive
health
care
services
across
the
state
of
tennessee.
This
would
further
limit
the
access
for
women
across
the
state
of
tennessee
and
limit
family
planning.

with
that,
I
would
urge
caution
on
behalf
of
this
body
and
consider
whether
or
not
we
are
putting
up
more
hurdles
for
women
to
exercise
their
constitutional
rights
and
have
access
to
reproductive
health
care
services.
These
are
vital
services
that
make
a
real
difference
in
families
across
the
state
of
tennessee
and
in
many
lives.

removed

of

code

senate
amendment
allows
these
entities,
as
well
as
community
mental
health
centers,
to
continue
to
collaborate
remotely
and
provides
the
federally
qualified
health
centers
to
do
the
same
move
past.
