C
Speaker,
please
join
with
representative
keys
and
representative
sexton
to
welcome
a
close
friend
of
mine
and
I'm
going
to
say
a
couple
of
words
about
him
and
then
step
away
from
podium
and
let
representative
sexton
talk
the
main
or
the
number
one
point
I
want
to
relay
to
this
group
about
this
man
is:
he
has
got
two
top
shelf.
Children
he's
got
a
son
and
a
daughter.
He
and
his
wife
starla
have
done
a
great
job
in
raising
his
children
and
they
are
both
a
credit
to
their
mom
and
dad
they're.
C
Both
very
successful
and
brother
bobby
clear
me
up
about
this.
Both
of
them
are
with
child.
At
this
juncture,
right
he's
expecting
two
grandkids
one
from
each
of
his
children
and
they
both
are
going
to
be
living
close
to
you
and
your
wife
right,
I
mean
he's
a
blessed
man,
but
he's
blessed
because
he
dedicated
his
life
to
raise
two
children
the
way
they
should
be
raised
and
they're
a
great
reflection
on
him,
his
wife,
his
parents,
and
also
his
church.
But
with
that
please
welcome
him.
I'm
gonna
turn
it
over
to
jerry
sexton.
B
Thank
you,
representative
wendell.
I
got
to
know
bobby
stewart
when
I
came
to
the
state
house
eight
years
ago
and
it's
been
a
blessing
to
know
him.
He
has
the
great
honor
of
preaching
the
gospel
of
jesus
christ
and
that's
the
greatest
honor
anyone
could
ever
have
is
to
stand
behind
the
pulpit
and
receive
a
message
from
heaven
that
you
have
to
give
to
the
people,
and
I
had
the
opportunity
to
go
a
few
years
ago
with
the
capitol
commission
bill.
B
Geisel
led
a
trip
to
israel
and
brother
bobby
and
brother
keisley
myself,
and
some
more
got
to
go
and
share
a
trip
to
israel
got
to
know
him
even
better.
There
he's
a
wonderful
man
that
travels
around
the
united
states,
he's
going
to
state
houses
all
over
the
country
preaching
and
teaching,
and
doing
what
he's
doing
here
today.
So
he's
he's
my
good
friend
brother
in
christ,
and
I
love
him,
and
I
want
to
turn
it
over
to
him
and
let
him
offer
the
prayer
of
the
day
brother
bobby.
D
D
I
want
to
thank
you
for
allowing
us
to
live
in
the
united
states
of
america
and
we
are
so
blessed
to
live
in
a
great
state
of
tennessee.
You've
been
good
to
us
and
I
want
to
bless
you
for
blessing
us.
I
want
to
thank
you
for
this
body
of
men
and
women
who
have
given
their
lives
to
serve
our
state,
but
I
pray
for
them
today,
lord,
because
they
need
your
wisdom
and
they
need
your
help.
D
Lord,
I
want
to
thank
you
for
calvary,
your
shed
blood
and
the
empty
tomb.
As
we
it's
closer
to
easter.
We
are
reminded
of
the
great
work
that
you
did
for
us
on
the
cross
and
I
pray
most
importantly
for
this
body
of
men
and
women
and
those
that
are
hearing
us
this
morning,
that
they'll
know
the
peace
of
god
and
the
joy
of
the
lord,
no
matter
what
they
do
in
their
life
here
when
they
press
their
dying
pillar.
D
They
can
leave
this
world
with
peace
because
they
know
you-
and
I
want
to
thank
you
for
the
privilege
of
being
able
to
do
that.
Thank
you.
Thank
you
for
making
yourself
known
and
revealing
yourself
to
us
and
giving
us
access
to
you
by
faith
now
bless
this
proceeding
and
those
that
are
in
charge
guide
us
with
your
spirit
with
your
word.
We
pray
in
jesus
name,
amen,.

commend
the

boys,
basketball
team
upon
winning
the

double-a
division.
One
class

whereas
it
is
fitting
that
this
general
assembly
should
salute
those
student-athletes
who,
through
their
extraordinary
efforts,
have
distinguished
themselves
as
true
champions
of
whom
we
can
all
be
proud.
L
And
whereas
one
such
exemplary
group
of
young
athletes
is
the
dobbins
bennett
high
school
boys,
basketball
team,
whose
members
have
all
proven
themselves
to
be
the
fiercest
of
competitors
and
truly
worthy
of
admiration
by
winning
the
tennessee

4a

and

And
whereas
the

the

this

find
it
appropriate
to
pause
and
their
deliberations
to
acknowledge
and

the

now,
therefore
be
resolved
by
the
house
of
representatives
on
the
112th
general
assembly
of
the
state
of
tennessee.
The
senate,
concurring
that
we
hereby
honor
and
commend
the
members
and
coaches
of
the
dobbins
bennett
high
school
boys,
basketball
team
upon
winning
the
double
s,
double-a
division,
1
class,
4a
state
championship
and
extended
them.
F
F
This
team
won
the
school's
first
basketball
championship
since
1945,
with
a
winning
score
of
69
to
60,
beating
bartlett
high
school
in
overtime,
jack
browder
was
named
the
most
valuable
player
with
30
points
and
13
rebounds,
and
the
team's
coach,
mr
chris
poor,
the
entire
staff
coaches.
I
know
we
have
the
principal
at
albans
bennett
high
school
here
with
us
as
well,
has
made
our
community
so
proud
and
just
made
a
fire
and
makes
everybody
feel
good
in
our
community,
just
knowing
what
these
guys
accomplished
and
we're
so
very
proud
of
them.
E
E
M
M
F
I
L
Thank
you,
I'd
like
to
first
of
all
thank
representatives,
crawford,
lundberg
and
hulsey
for
allowing
us
this
opportunity,
while
this
might
be
a
regularly
routine
event
for
some
of
you,
it's
a
special
honor
for
our
team
and
a
big
moment,
and
it
provides
the
storybook
ending
to
our
season.
So
thank
you
for
that.
If
this
team
can
be
remembered
for
anything,
I
would
like
for
them
to
be
remembered
for
breaking
the
cultural
norm
and
sacrificing
their
individual
accolades
for
the
betterment
of
our
team.
L
And
while
we
have
a
lot
of
stars
a
lot
of
individual
talents
here,
they
gave
up
so
much
whether
it
be
starts,
whether
it
be
shots,
whether
it
be
points
per
game.
They
sacrifice
a
lot
so
that
we
could
be
a
better
team
and
that
will
carry
on
and
be
remembered
forever
and
they've
accomplished
at
the
highest
level,
and
it's
not
always
that
the
guys
that
sacrifice
accomplish
at
the
highest
level.
So
it's
great
when
when
we
see
it
when
it
happens
and
we've
experienced
it.
L
I
You're
working
on
it,
thank
you.
J
L
N
F
J
L
That,
without
their
support,
you
know
we
couldn't
do
what.
L
F
F
O
Thank
you,
mr
speaker,
I'd
like
to
welcome
a
special
young
lady
this
morning,
claire
hutton.
She
is
with
us
up
in
the
bathroom
claire
stand
up.
Clara
is
a
graduate
in
memphis
from
saint
agnes
high
school
will
graduate
this
may
and
she
will
be
attending
st
andrews
university
in
scotland
for
her
university
work
and
the
reason
she
is
here.
She's
attending
the
youth
in
government
conference
sponsored
by
the
ymca
center
for
youth
engagement,
and
this
is
her
fourth
year
and
she
will
be.
She
has
been
elected
the
speaker
this
year.
So
claire
welcome.
I
I
F
The
last
couple
years
we
haven't
been
able
to
have
a
whole
lot
of
pages,
and
I
don't
know
if
some
of
y'all
even
remember
what
pages
are
but
they're
the
ones
that
help
us
in
the
back.
They
come
and
bring
you
amendments
and
all
kind
of
stuff.
Well,
I
have
my
two
youngest
boys.
One
of
my
boys
wasn't
even
born
when
I
got
here.
This
is
tucker
nasser
y'all
wave.
It
everybody
listen.
F
K
Thank
you,
mr
speaker.
I
would
like
to
share
with
you
that
this
morning,
in
my
home
county
of
franklin,
there
was
a
school
bus
drive.
It
was
a
school
bus
and
a
truck
had
a
head-on
collision
right
now.
The
bus
driver
is
in
critical
condition
having
been
flown
to
erlanger,
the
children
suffered
minor
injuries.
I
just
ask
that
you
keep
the
bus
driver,
those
children
and
their
families
in
your
prayers.
Thank
you.
P
Thank
you,
mr
speaker.
I
had
two
welcoming
today.
First
of
all,
I'd
like
to
thank
the
clerk
for
finding
the
key
to
the
thermostat.
It's
been
so
hot
in
here
the
last
several
weeks.
It's
been
great
to
have
it
cooled
off
a
little
bit
and
then
second,
I
wanted
to
congratulate
our
fantastic
speaker,
pro
tim
on
his
work,
passing
the
bill
for
redistricting
the
house
of
representatives,
and
so
we
don't
know,
we
don't
know
who
did
the
senate
version
but
appreciate
that
very
much.
I
Thank
you,
mr
speaker,
members.
A
lot
of
you
have
personally
reached
out
to
me
to.
Let
me
know
that
you
care
about
me
and
and
that
you,
my
wife
and
family,
have
been
in
your
prayers
and
you
know
we
talk
a
lot
about
doing
what's
best
for
families
and
and
what's
best
for
tennesseans
up
here
and
the
the
outpouring
of
of
love
and
support
that
I've
received
from
members
in
this
room.
I
I
can't
tell
you
how
much
it
means
to
me,
and
you
know
I
came
home
last
night
and
several
people
had
pulled
money
together
and
sent
sent
my
wife
flowers
from
from
the
house.
I've
received
cards
several
of
you.
I
You
know,
come
and
check
in
with
me
every
morning,
and
I
just
I
can't
tell
you
how
much
I
appreciate
it
and
we
in
this
room.
We
are
a
family
and
you
have
proved
it
by
what
you've
done.
So
I
just
wanted
to
take
a
moment
and
thank
you
all
for
for
everything.
You've
done.
C
Mr
speaker
and
members
kelly
keyson,
and
I
would
like
to
welcome
actually
my
neighbor
or
neighbors
from
clay
in
overton
county,
the
willow
grove
mennonite
school.
Please
make
them
welcome.
C
Thank
you,
mr
speaker,
mr
speaker,
members
and
I
I
I
hate
to
be
standing
up
here
and
having
to
and
having
to
announce
these
things.
But
you
know:
we've
had
several
tragedies
in
our
communities
and-
and
this
is
one
of
them
too,
our
friend
and
my
one
of
my
personal
friends.
We
lost
him
in
an
accident.
We
called
him
comedian,
stefan
smith,
and
if
you
will,
I
just
want
us
to
stand
up
and
give
his
family
and
a
moment
of
silence.
C
If
you
will,
because
he
was
a
really
really
good
guy
community
oriented
guy,
he
shows
up
for
everything
to
make
people
laugh
and
in
in
whether
it's
a
community
event
or
or
an
event
that
he
was
booked
on,
and
you
know
just
to
share
joy
and
spread
love
in
our
community
and
we
tragically
lost
him
last
weekend.
So
I
just
wanted
to
make
sure
that
his
family
knew
that
that
we
love
them.
We
care
about
them
and
it
is
not
going
to
notice
them.
We
stand
with
them
in
their
grief.
L
L
E
A
A
A
I
You,
mr
speaker,
house,
bill
1924,
extends
the
nursing
home
annual
assessment
fee
to
june
30th
2023..
I
renew
my
motion.
A
A
E
J
J
J
It
allows
special
litter
grants
to
be
offered
and
approved
by
tdot
for
for
non-profits
law
enforcement
and
cities
across
the
state.
It
also
includes
waterways,
and
this
also
keeps
the
current
beer
and
soda
taxes
the
same.
It
does
not
affect
that
now.
J
One
thing
that
I
want
to
stress
is
some
of
the
questions
that
I've
gotten
is.
Does
this
affect
the
current
money
that
goes
back
to
our
local
cities
and
counties
for
this?
This
does
not
affect
that
money
in
any
any
shape
or
fashion.
So
this
is
effective
july
1st
of
this
year.
Thank
you,
mr
speaker.
I
renew
my
motion.
A
A
E
J
This
bill
was
brought
to
me
by
the
tennessee
department
of
human
services.
This
legislation
will
amend
outdated
language
within
the
existing
statute
related
to
vocational
rehabilitation
services.
The
department
provides
specifically
the
phrase
rehabilitation
centers
is
replaced
with
a
community-based
vocational
rehabilitation
services
to
ensure
that
the
statute
language
aligns
with
the
current
delivery
method
utilized
by
the
department's
vocational
rehabilitation
program.
A
R
A
M
Thank
you,
mr
speaker,
move
to
adopt
and
defer
to
the
sp
speaker
for
explanation.
Chairman.
A
I
B
You,
mr
speaker,
this
bill
comes
from
the
governor's
office
and
with
the
help
of
the
department
of
safety
who
really
worked
on
this
very
hard
with
chairman
howell
and
senator
bailey,
and
I
in
the
department
of
safety,
especially
elizabeth
stroker,
has
been
tremendously
helpful.
This
bill
will
deregulate
the
process
of
obtaining
a
commercial
driver's
license.
B
Removing
barriers,
while
ensuring
the
safety
of
all
tennesseans
drivers
would
help
increase
the
number
of
commercial
drivers
which,
in
turn,
will
address
the
shortage
of
truck
drivers
and
reduce
the
problems
involving
a
supply
chain
shortage.
This
bill
creates
opportunities
for
more
school
bus
drivers
and
expands
an
intrastate
driving
program
for
those
under
21
years
of
age.
A
A
A
K
This
bill
would
allow
us
it
states
that
hospital
must
implement
written
policies
and
procedures
regarding
a
patient's
right
to
receive
visitation.
These
policies
and
procedures
must
set
forth
any
clinically
necessary
restrictions
or
limitations
that
a
hospital
may
need
to
put
in
place
to
protect
the
health
and
the
safety
of
patients,
employees
and
visitors.
K
This
amendment
also
makes
clear
a
hospital
may
not
restrict
a
patient
from
having
at
least
one
patient
representative
as
a
visitor.
As
long
as
the
visitor
agrees
to
follow
all
protocols
established
by
the
hospital
consistent
with
federal
regulation.
This
amendment
also
acknowledges
a
hospital
at
certain
times,
may
need
to
limit
or
restrict
asset
as
access
in
areas
of
the
hospital
that
necessitate
necessitate
sorry
guys,
a
higher
level
of
safety
protocols.

piece
of
legislation

of

32
amendments
all
rolled
into
one
bill.
I'd
be
glad
to
read
all
the
amendments,
but
I
think
you
already
know
who
you
they
are
since
you
sponsored
them.
So
with
that,
mr
speaker,
I
renew
my
motion.
Sharon.
P
Thank
you,
mr
speaker,
chairman
hal,
just
wanted
to
say.
Thank
you
this
first
time
I've
been
here
many
years.
I
had
some
contacted
from
my
district
about
a
law
enforcement
officer
there
officer
leclair,
and
he
mentioned
that
we
didn't
have
a
back.
The
blue
specialty
license
plate,
and
so
section
57
of
this
bill
is
in
honor
of
him
and
what
it
does
is
if
the
one
of
our
highway,
patrolmen
or
police
officers
is
killed
in
the
line
of
duty.
P
N
I
just
want
to
thank
you
for
this
piece
of
legislation.
Members
many
of
y'all
know
I
had
a
buddy
of
mine
got
killed
in
iraq.
If
you
could
look
to
section
seven
seven
there
I
got
a
nice
text
from
a
group
called
a
soldier's
child.
Just
a
little
while
ago
his
son
was
his
son
at
spencer
han.
He
was
just
four
years
old
and
his
daddy,
just
to
be
frank,
was
blown
out
of
a
humvee
and
killed
in
iraq.
I
trained
that
guy.
N
We
serve
side
by
side,
I'm
up
here
with
this
microphone
today
he
got
killed
in
iraq.
I
questioned
that,
but
I
had
a
young
lady
approach
me
about
running
a
license
plate
for
off-roaders
jeep
enthusiasts,
four
wheel
drive
enthusiasts
all-terrain
enthusiasts,
so
we
tried
to
run
a
jeep
license
plate
well
we're
calling
it
explore.
Tennessee
wendy
lloyd,
stand
up
wendy.
N
Let
me
tell
you
what
this
this
lady
did.
Folks
tell
me:
if
this
ain't,
a
god
thing,
god
thing
she
called
me
and
she
says:
hey,
would
you
be
interested
in
running
this
off-road
jeep
license
plate?
I
said:
okay,
we'll
look
at
it
well
about
four
years
ago
I
run
a
bill
for
a
soldier's
child
and
they're
in
my
community.
Ironically,
very
coincidental.
N
A
soldier's
child
is
at
a
camp
right
now
with
veterans
children's
helping
them
now
they
help
them
every
year,
daryl
mankin
and
his
work.
But
when
she
called
me
a
soldier's
child
never
sold
a
license
plate
folks,
they
never
sold
not
one
license
plate.
It's
a
task
to
sell
a
thousand
license
plates.
Let
me
tell
you
what
this
woman
done.
She
held
a
jeep
event
in
my
community.
N
We
had
235
jeeps
show
up
at
sharp
springs
park
on
jefferson
pike
that
were
widening.
She
had
more
jeeps
there
than
I
think
since
general
patton
was
there
in
rutherford
county
and
wilson
county
she's
already
sold
1106
license
plates
folks
those
proceeds.
She
agreed
it's
going
to
benefit
a
soldier's
child
to
benefit
all
those
kids
of
our
veterans
that
have
lost
their
life
in
iraq,
afghanistan
and
other
parts
of
the
world.
Folks
y'all
give
it
up
for
wendy
here
for
all
the
work
she's
done.
God
bless
you
wendy.
Thank
you.
A
A
E
A
E
A
A
A
M
M
I
normally
don't
mention
any
of
them,
but
I
think
in
this
case
it
it's
worth
mentioning
at
least
one
of
those
designations
to
this
body,
because
I
think
you'd
want
to
know
one
amendment
brought
by
representative
vital
designates
I-75
bridge
and
a
major
intersection
at
exit
11
in
hamilton
county.
As
the
state
representative
mike
carter,
memorial
bridge,
a
dedicated.
O
M
I'd
like
to
thank
representative
idol
for
bringing
that
amendment.
Of
course
we
know
representative
carter
was
a
dedicated,
highly
respected
public
servant,
attorney,
judge
and
state
representative
for
house
district
29,
and
he
did
a
lot
for
tennessee
and
left
his
imprint
on
this
body.
With
that,
mr
speaker,
I'll,
remove
my
motion.
A
A
C
A
I
A
A
I
Farmer
you're
recognized.
Thank
you,
mr
speaker.
I've
been
passing
house
bill
1125
on
third
and
final
consideration.
F
A
I
Thank
you,
mr
speaker.
Remember
it's
what
this
bill
does
we're
in
a
unique
situation.
Now
we
had
we've
got
three:
we
have
two
criminal
court
of
appeals,
judges
and
one
court
appeals
judge,
that's
been
appointed
by
the
governor.
Those
folks
have
qualified
and
uncontested
in
their
primaries
right
now
we
don't
have
a
mechanism
in
the
law
to
allow
those
folks
to
withdraw
unless
they've
been
called
to
the
military
and
have
some
sort
of
proven
mental
illness.
This
would
make
this
a
mechanism
where
they
could
withdraw
from
that
race.
I
A
G
I
Chairman
farmer
and
thank
you,
mr
speaker
in
representative-
thank
you
for
that
question.
Yes,
it
is
only
limited
to
judicial
candidates,
represent.
A
A
A
T
T
Thank
you,
mr
speaker,
members
briefly
cheerleader
littleton
and
I
had
a
tragedy
that
occurred
in
our
district.
Just
a
few
years
ago,
a
young
man
was
murdered,
unfortunately,
by
his
parents,
and
that
that
young
man
happened
to
be
a
student
of
my
wife's
and
his
life
was
cut
far
far
too
short.
Unfortunately,
his
father
has
refused
to
give
up
the
location
of
the
young
man's
remains,
and
so
what
this
bill
does
is.
T
This
would
clarify
that
if
you
receive
a
life
sentence
in
tennessee,
which
comes
with
a
51-year
parole
eligibility-
and
you
have
obstructed
justice
by
refusing
to
tell
law
enforcement
where
the
remains
are,
then
the
rep-
the
parole
board,
can
take
that
under
consideration
as
to
whether
or
not
to
grant
parole
and
to
keep
you
in
prison
for
life.
So
that's
what
this
bill
does
and
I'm
honored
to
be
joined
by
cheerleader
littleton
here
in
the
well.
This
is
this
is
something
that
we
can
do
to
to
help
honor
that
young
man's
life.
T
Thank
you,
mr
speaker,
not
necessarily
often
times
a
lot
of
folks.
Don't
understand
that
the
life
sentence
in
tennessee,
just
a
regular
life
sentence,
comes
with
a
51-year
parole
eligibility
what's
higher
than
that
would
be
life
without
the
possibility
of
parole
and
then,
of
course,
outside
of
that
you
have
the
death
penalty
so
often-
and
in
this
case,
since
there
was,
there
were
no
remains
found,
it's
a
much
easier
hurdle
to
jump
in
court
to
get
life
with
the
possibility
of
parole
than
it
is
to
get
life
without
the
possibility
of
parole.
T
So
you
know
the
prosecutor
did
what
they
could,
but
but
technically
this
man
does
have
a
51-year
parole
eligibility.
Most
people
don't
live
that
long
in
prison,
but
if
he
were
to
live
that
long,
we
want
the
parole
board
to
be
able
to
take
that
under
consideration.
S
A
A
A
D
A
R
R
This
legislation
is
under
the
auspices
of
the
state
board
of
education,
the
after
the
social
studies.
R
In
2023,
when
social
studies
is
to
be
studied
and
and
books
to
be
gathered,
that
is
when
this
piece
will
be
studied.
It
is
not
to
be
implemented
until
school
year,
2025
2026.
R
What
we're
asking
to
the
body
to
consider
is
that
we're
talking
about
people
whose
life
history
has
stood
the
test
of
time.
I
guess
I'll
use
the
term
we're
not
talking
about
popular
culture
of
types
of
individuals
as
examples
we're
talking
about
individuals
like
tuskegee,
airmen,
lieutenant,
colonel
luke,
j,
weathers
jr,
who
attended
high
school
and
college
in
the
state
of
tennessee
and
became
the
first
african-american
air
traffic
controller
or
sampson
keeble,
the
first
black
legislator
in
tennessee,
who,
quite
frankly
well.
R
A
I
Thank
you,
mr
speaker,
does
the
sponsor
yield
sponsor
yes,
yeah
and
and
and
I'm
sorry
I
wasn't
on
any
of
the
committees
this
came
through,
but
just
to
question
is
this
not
are
these
not
issues
and
in
topics
that's
already
been
taught
in
our
schools
and
if
so,
why
do
we
need
this
piece
of
legislation
representing.
R
Okay,
it
is
not
standard
teaching
in
our
schools,
it's
against
the
term,
a
haphazard
concept
at
this
time.
What
we're
trying
to
do
is
to
standardize
this
so
there'll,
be
consistency.
We're
not
talking
about
a
separate
book
to
teach
this
all
we're
talking
about
is
within
that
curriculum.
Social
studies
curriculum
that
this
be
a
chapter
or
whatever
is
appropriate
within
the
social
studies
books.
R
So,
to
answer
your
question
specifically,
no,
it
is
not
being
taught
the
concept
that
is
in
the
legislat
that
is
in
the
code
now
is
that
it
may
be
taught
and
we're
trying
to
move
it
forward
to
where
it
will
be
taught.
I
I
Who
would
how
would
we
pick,
and
would
it
be
a
burden
on
the
locals
to
pay
for
to
update
the
curriculum,
the
textbooks
and
and
whatever
else
they
need
to
do
so?
Where?
Where
would
this
come
from?
Who
would
be
involved
in
picking
what
needs
to
be
taught
where,
because
I
know
that
my
daughter
learns
about
learned
a
lot
about
black
history,
she
come
home
telling
me
all
kinds
of
things
that
she's
learned
in
school,
so
I
know
at
least
she's
been
taught
that
so
I
was
just
curious.
I
R
Thank
you,
mr
speaker.
This
would
be
come
from
the
state
board
of
education.
That
is
a
controlling
entity
when
it
comes
to
curriculum,
and
it
was
shared,
of
course,
with
the
leas.
R
A
A
E
D
A
E
I
A
D
D
It
results
in
602
million
dollars
in
state
funds
from
our
state
of
tennessee
hospitals,
which
are
then
eligible
for
a
federal
match
that
supports
the
tenncare
program
and
brings
a
total
of
1.7
billion
dollars
into
the
tenncare
coffers.
The
this
year's
bill.
We
didn't
change
the
assessment
rate,
it
remains
at
4.87
percent
and
that
generates
federal,
matching
dollars
again
that
continue
to
make
sure
that
we
can
provide
key
services
to
ten
care
recipients.
D
It
allows
us
to
not
have
reductions
in
services.
Essential
access,
hospital
payments
allows
us
to
keep
from
limits
on
patient
hospitalizations,
outpatient
visits,
physical
therapy,
physicians,
office
visits,
and
so
on
again,
mr
speaker,
I
would
stand
ready
for
questions
and
renew
my
motion.
N
Thank
you,
mr
speaker.
I
may
be
out
of
order
here,
but
members
chairman
kirsty,
and
I
would
like
to
welcome
some
students
from
spring
hill,
high
school
kalioka
unit,
school
and
hampshire
unit
school
up
here
to
our
right.
That.
B
A
A
E
A
A
F
What
this
bill
does
is
it
allows
someone
to
take
the
professional
engineering
test.
You
have
to
have
a
master's
degree
or
higher
eight
years
of
experience
and
right
now,
if
you
do
not
have
that
or
a
maintain
the
engineering
technology
degree,
then
you're
not
allowed
to
take
the
test,
but
if
you've
got
the
four
years
master's
degree.
A
I'll
renew
my
motion
chairman
crawford
news,
his
motion,
any
discussion
on
the
bill,
seeing
any
any
objection
to
the
question
seeing
none
all
those
in
favor
senate
bill,
24
79,
vote
eye
when
the
bell
rings.
Those
opposed
vote,
no,
as
every
member
cast
their
vote
same
member,
which
changed
their
vote
so
picky
eye
brother.
A
E
I
Thank
you
speaker
what
this
bill
does.
It
is
going
to
allow
counties
to
apply
for
and
receive
reimbursements
for
when
they
house
state
parolees
on
violations
of
their
parole
currently
right
now,
if,
if
an
individual
is
picked
up
on
a
violation
of
parole,
they
may
sit
in
the
county
jail
for
many
days
before
the
revocation
hearing
is
done.
This
will
and
they're
doing
so
on
the
county's
taxpayer
funds.
The
county
is
putting
the
bill
for
that.
I
A
A
A
M
Thank
you,
mr
speaker.
In
the
last
session
we
passed
a
bill
in
this
house
in
the
senate.
That
said
that
state
government
local
government
can't
force
somebody
to
take
a
cobra
19
shot
against
a
wheel.
Then
we
had
the
special
session
last
october
and
somehow
that
bill
got
caught
up
in
all
of
that,
and
it
inadvertently
got
a
sunset
put
on
this
bill.
That
was
never
the
intent,
and
so
this
bill
simply
removes
the
sunset
off
of
that.
With
that.
Mr
speaker,
renew
my
motion.
A
H
Thank
you
speaker,
thank
you,
representative,
for
bringing
this.
I
just
want
to
clarity,
clarity
here
so
out
on
the
workforce.
Then
you
cannot
mandate
a
covered
vaccine
shot.
M
M
No,
it
just
doesn't
deal
with
private
business
at
all
deals
with
state
government,
local
government
and
that's
what
we
passed
last
session
was
that
bill,
like
I
said
it
inadvertently,
got
a
sunset
put
on
it,
and
that
was
never
the
intent.
So
this
just
takes
the
sunset
off
the
bill.
We
already
passed.
A
A
E
I
G
Let's
see
move
passage
of
2204
on
third
and
final
consideration.
O
G
Thank
miss
speaker.
This
bill
requires
that
the
chief
executive
officer
of
the
mega
site
authority
of
west
tennessee
report,
the
name
and
location
of
each
entity
that
owns
or
leases
a
real
estate
interest
in
the
mega
site.
Each
entity
listed
in
this
report
must
report
the
name
and
location
of
each
business
or
third
party
entity
entity
contracted
with
to
perform
construction
work
at
the
project.
Each
of
these
subcontracted
businesses
or
third
party
entities
must
report
to
the
state
building
commission
and
to
the
speaker
of
the
house
and
senate
for
quarterly
for
review
with
that.
A
A
J
J
A
G
It
would
affect
from
this
point
going
forward
with
this
law
that
any
of
any
of
this
work
that
I
just
described
would
have
to
be
reported
to
these
three
entities
clear
again.
G
A
J
Okay,
now,
obviously
there's
other
players
that
at
this
mega
site,
the
blue
oval
city,
would
this
same
law
application
apply
to
any
of
the
suppliers
and
first
there's
another
partner
with
ford
sk
innovations.
So
does
this
same
law?
Would
it
apply
to
sk
innovations
and
suppliers
in
the
mega
site
and
does
it
affect
any
suppliers
outside
the
mega
site.
A
G
It
would
affect
anything
under
the
authority
of
the
mega
site
authority,
whereas
you
know
they
operate
like
a
city.
This
is
a
unique
situation
that
the
mega
site
is
being
almost
incorporated,
they're
going
to
be
operating,
water
treatment
and
utilities
and
et
cetera,
like
a
city
would
so
as
long
as
that
authority
is
in
existence
and
anything
operating
under
that
authority.
They
would
have
to
report.
J
G
Rod
anything
of
they,
their
only
authority,
is
my
understanding
is
within
the
boundaries
of
the
mega
site.
Anybody
operating
within
the
bill
each
each
entity
listed
in
this
report,
which
would
include
the
that
leases
property
or
real
estate
at
the
mega
site,
or
does
construction
or
subcontracting
work
on
the
mega
site.
G
C
Thank
you,
mr
speaker,
sponsor
yeel
representation.
I
I
I
heard
your
answer
to
my
colleague
over
there
that
this
first
time
we've
done
this
in.
Why
are
we
doing
this
to
the
biggest
project
we've
had
to
come
to
the
state
of
tennessee,
and
it
just
so
happens
it's
in
west
tennessee,
where
we've
been
waiting
a
long
time
to
come
out
of
the
wilderness
and
now
we're
about
to
come
out
and
it
looked
like
is
interested
in
doing
whatever
they
need
to
do
to
make
it
hard
on
them.
Can
you
explain
that
to
me.
G
G
So
we
need
to
know
what's
going
on
and
make
sure
that
all
contracts
and
tennessee
laws
are
being
conducted
properly
and
that's
what
this
reports
to
do
so
that
the
state
building,
commission
and
the
speakers
of
the
house
and
senate
can
overlook
these
contracts
and
the
business
being
conducted
to
make
sure
they're
within
the
law
of
tennessee.
That's
all
this
bill
does.
Is
it
creates
a
error
of
transparency,
representative
shaw.
G
C
What's
going
on
in
west
tennessee,
and
yet
we
don't
know,
we
see
a
lot
of
unforeseen
progress
being
made,
we're
all
afraid
of
some
things,
and
we
don't
know
how
things
are
going
to
turn
out,
but
I
think
we
ought
to
at
least
be
willing
to
trust
the
idea
that
we
got
success
coming
and
not
put
a
burden
on
success
before
we
get
here.
I
can't
support
this
legislation
because
I
don't
think
it's
necessary
because
we
never
done
this
before
the
folks
out
at
jim
motors
is
doing.
C
Fine,
volkswagen
is
doing
fine,
we
didn't
do
it
to
them.
I
don't
know
why
we
think
we
got
to
watch
over
blue
oval
day
and
night.
Let's
give
them
a
chance,
at
least,
let's
give
them
a
chance,
and
if
they
don't
do
well,
this
legislative
body
can
always
come
back
and
do
whatever
it
needs
to
do
to
put
blue
oval
in
its
place.
If
it
gets
out.
G
Oh,
thank
you,
everybody
again.
This
legislation
does
not
hamper
or
in
any
way
interfere
with
the
blue,
oval
mega
site
or
ford
or
any
other
company
coming
there
within
this
authority.
It
simply
makes
them
report
their
activities
to
make
sure
they're
operating
within
tennessee
law.
We
have
never
created
an
authority
like
this
nissan
saturn,
volkswagen
or
any
other
major
industrial
site
has
never
been
created
with
this
type
of
an
authority
and
we're
doing
this
just
to
make
sure
again.
A
C
Thank
you.
Thank
you,
mr
speaker.
As
a
co-sponsor
of
this
legislation,
I
wanted
some
clarification.
When
initially
I
co-sponsored,
I
was
supporting
the
idea
of
transparency.
Why
not
government
transparency,
but
in
your
statements
a
minute
ago,
you
basically
implied
that
this
was
an
anti-union
piece
of
legislation.
Is
that
correct
chairman
rudd?
Oh,
I
did.
C
It's
found
out
based
on
what
you've
just
suggested
again,
that
if,
in
fact,
they
report
to
the
the
bodies,
the
speaker,
lieutenant
governor
et
cetera,
and
if
it's
found
out
through
the
reporting
that
a
state
law
has
been
violated
based
on
labor
and
contracting.
What
would
happen
at
that
point?
German.
G
Rudd,
I
would
assume
at
that
time
the
either
the
capitol
commission
or
the
speaker
of
the
house
or
speaker
of
the
senate,
would
then
contact
them
and
let
them
know
they
may
have
done
this
accidentally
to
avoid
them
getting
in
trouble
to
make
sure
they
would
be
contacted
to
make
sure
them.
They're
they're,
aware
of
a
state
law,
represent.
C
G
I
think
of
the
a
good
example,
I
assume
it'd
be
a
good
example.
Let's
say
us
as
elected
officials,
whether
it's
in
our
our
financial
disclosures
or
our
reports
or
activities
and
campaign
reporting
that
we're
making
mistake
but
not
reporting
something
or
then
somebody
pointed
that
out
to
us
that
it's
a
mistake.
We
would
correct
it
and
do
an
amendment.
C
I
make
an
example
that
is
is,
is,
is
very
possible
again
I'll
use
it
again
understanding
your
legislation
based
on
what
you've
said,
in
fact
that
once
the
report
is
made
to
the
body,
if
in
fact
the
body
decides
or
determines
that
there
have
may
have
been
some
violation,
as
relates
to
union
workers
and
keep
in
mind
these
union
workers
are
on
the
job.
As
we
speak
my
question,
would
anybody
be
able
to
stop
the
construction
at
that
time?.
G
G
C
And
and,
of
course,
based
on
this
legislation,
it's
a
slippery
slope
is
exactly
what
it
is
and
we
better
be
very,
very
careful,
passing
this
legislation,
because
at
this
point
thousand
workers
out
there
and
60
of
them
are
union
and
the
other
40
percent
is
non-unions
or
whatever
you
could
actually
based
on
this
law,
stop
the
construction
of
those
facilities
based
on
the
language.
That's
in
this
law,
you
could
stop
that.
Could
you
or
could
you
not.
G
I
would
assume
if
anyone
is
smart,
if
you're
operating
a
business,
a
construction
company
or
any
type
of
business
as
you
enter
into
negotiations
or
a
contract
on
anything
and
you're
required
to
report
it
to
some
type
of
authority,
whether
it's
the
local
building,
commission
planning,
commission,
coach
department,
the
state
legislature
or
anyone
else
that
you
would
check
to
make
sure
this
agreement
is
proper
and
legal
before
you
proceed
and
even
invoke
it
or
hire
anyone.
So
I
thank
the
thank-
and
this
is
also
required
to
be
reported
quarterly.
G
It's
not
like
work's
been
going
on
for
two
years
and
they
can
stop
it.
This
is
this:
is
this
bill
to
review?
The
contracts
is
quarterly
and
the
authority
has
to
report
it
quarterly.
So
I
would
assume,
if
they're
going,
if
they're
doing
good
business
they
before
they
begin
any
work
and
invoke
the
contract
that
make
sure
it's
legal
where's.
That.
C
So
I'm
trying
to
find
in
between
the
two
bodies
with
the
authority
and
the
power
it
goes
beyond
just
simply
reporting.
It
goes
beyond
that.
We're
giving
the
billing
commission
not
just
the
authority
to
receive
reports,
but
we're
also
saying
to
them.
You
might
be
able
to
determine
who's
on
that
job
site.
G
I
don't
see
a
need
to
do
that.
Nowhere
in
this
this
legislation
is
very
simple
and
very
short.
It
does
not
say
that
at
all
you're
trying
to
read
into
something
in
the
legislation-
that's
not
there,
because
the
three
entities,
the
building
commission
and
the
two
speakers
do
not
have
the
authority
to
stop
this
site.
This
is
a
reporting
mechanism
and
a
transparency.
G
It's
very
simple.
It's
very
easily
worded
just
a
couple
paragraphs.
It
does
not
go
into
that
that
type
of
bill
and
they
do
not
have
that
type
of
authority.
So
I'd
see
no
I've
seen
no
reason
to
delay
it.
This
is
like
I
said
this
bill
is
very
simple.
It's
just
about
transparency.
They
do
not
have
the
authority
to
stop
work.
O
I
have
one
question:
first:
does
this
bill
in
any
way
a
current
contract
or
pending
contracts
with
respect
to
anything
but
reporting.
O
P
Thank
you,
mr
speaker.
Ladies
and
gentlemen,
I'm
just
rising
in
support
of
this
bill.
The
speaker
and
chairman
rudd
have
done
a
fantastic
job
in
the
house
appropriations
subcommittee,
we
had
a
hearing
with
the
mega
site
authority
and
all
the
partners
involved
with
such
a
huge
project.
It's
as
he
stated
earlier.
This
has
not.
There
is
no
project
that
has
ever
been
like
this
in
tennessee
history,
where
we've
invested
over
a
billion
dollars
of
our
own
money
and
set
up
an
an
authority
for
us
to
do
this.
P
If
someone
has
a
concern
about
not
wanting
transparency,
they're
making
the
argument
as
to
why
we
actually
need
this
bill.
If,
if
you're
against
transparency,
then
I
then
I
don't
know
why
you
would
be
unless
there
was
a
there
was
a
problem.
I
thank
you
for
this
bill.
P
We
have
many
different
people
involved
in
many
different
parts
of
the
state.
Many
different
departments
we're
spending
1.6
billion
dollars
this
year
on
capital
projects
all
across
our
higher
education
institutions
as
a
state
and
the
state
building
commission
has
some
authority
over
those.
They
have
less
authority
with
this
bill
than
they
would
all
you're
doing
is
sending
reports.
P
So
I
want
to
thank
the
sponsor
and
the
speaker
for
this
bill.
I
want
to
thank
for
the
participants
to
this
date.
We've
heard
of
rumor,
but
there
have
been
no
facts,
but
if
you're,
okay,
with
transparency,
this
is
a
great
bill
and
I
encourage
you
to
support
it.
Thank
you.
A
A
A
Q
A
Q
Thank
you,
mr
speaker.
Members.
This
bill,
as
amended,
would
allow
tennesseans
to
have
a
solution
for
early
at-home
care.
In
the
event
they
get
a
virus
such
as
covet
or
or
something
like
that.
What
this
bill
allows
is
a
pharmacist
to
provide
ivermectin
to
a
patient,
who
is
at
least
18
years
old,
persuading
to
a
collaborative
pharmacist
pharmacy
practice
agreement
containing
a
non-patient
specific
prescriptive
order,
developed
and
executed
by
one
or
more
authorized
prescribers.
Q
F
Q
S
Hardaway,
thank
you
speaker.
Just
a
note
before
I
begin
that
debate
is
the
best
form
of
transparency
to
the
sponsor
right
now.
How
would
one
obtain
ivermectin
represent.
A
Q
Thank
you,
mr
speaker.
If
one
went
to
a
physician
and
they
had
an
indication
that
it
was
needed,
the
physician
would
write
a
prescription
and,
of
course
you
can
ask
your
prescription.
Q
Ivermectin
for
covid
would
be
an
off
label
off
label
prescription
and
many
physicians
will
prescribe
it,
but
some
will
not,
and
so
this
would
be
very
helpful
to
tennesseans
who,
as
you
have
probably
read,
many
tennesseans
have
been
going
to
the
farm
store.
Getting
horse
pays
getting.
Q
You
know
animal
ivermectin
to
treat
themselves,
and
you
know
we
certainly
don't
want
tennesseans
to
feel
that
that's
what
they
have
to
resort
to
if
they
want
early
treatment
and
they
want
to
help
themselves
at
home
care.
This
is
what
this
is
for
early
at
home
care,
which
is
where
it's
proven
to
be
most
effective.
S
S
This
is
without
making
a
judgment
call
on
the
drug
itself.
It
worked
well
for
me
with
my
dogs.
I
understand
that
it's
used
for
other
animals
and
that
some
people
have
chosen
to
use
it.
But
I'm
very
concerned
that
we
are
now
putting
ourselves
in
the
place
of
the
judgment
of
educated
physicians
on
drug
usage.
S
So
I'll
ask
you:
have
we
done
this
in
the
past
for
any
other
drugs?
That
you're
aware
of.
Q
Yes,
there
are
other
drugs
that
have
standing
orders
such
as
narcan
has
a
standing
order
if
you're
in
the
hospital-
and
you
maybe
have
had
surgery
generally
there's
a
standing
order
on
pain
medication
so
that
you
can
have
your
pain
relieved.
So
there
are
other
medications
that
have
standing
orders.
Q
This
is
not
called
a
standing
order,
collaborative
pharmacy
practice
agreement
and
containing
it's
a
non-patient,
specific
prescriptive
order
that
is
issued
and
developed
by
a
physician
and
honestly
ivermectin
called
one
of
the
safest
drugs
in
the
world.
It
is
saved
all
over
the
world
in
africa.
It
has
saved
thousands
of
people
from
river
blindness
at
one
time
over
50
percent
of
the
men
over
age
40
had
river
blindness
in
africa.
Q
Ivamectin
has
been
a
miracle
and
has
helped
solve
these
problems,
and
it
was
discovered,
in
fact,
it
was
discovered
in
the
1970s
and
its
license
for
human
use
in
1987,
its
inventors
actually
won
a
nobel
prize
because
they've
helped
so
many
people
and
its
discovery
is
really
right
up
there
with
penicillin
and
aspirin,
and
things
like
that.
Q
A
2016
study
in
the
journal
of
drugs
and
dermatology
is
titled
over
25
years
of
clinical
experience
with
our
vermectin
an
overview
of
safety
for
an
increasing
number
of
indications
and
the
authors
found
in
this
study.
There
are
negligible
adverse
reactions
in
humans.
Not
a
single
death
is
directly
related
to
ivermectin.
Q
The
limited
number
of
severe
adverse
events
found
to
be
in
the
study
were
found
to
be
from
the
dying
off
of
the
targeted
parasites
that
the
patient
had
at
the
time.
When
parasites
die,
they
release
toxins
in
your
body
and
you
don't
feel
good
when
those
parasites
are
dying,
but
it
was
not
found
to
be
from
the
ivermectin
itself.
Q
Ivermectin
has
a
robust
safety
profile
and
can
be
used
in
children
and
neonates
and
ivermectin
is
highly
anti-inflammatory,
making
it
potentially
very
useful
for
many
medical
indications,
so
that
was
a
2016
study,
but
as
of
today,
there
have
been
a
hundred
and
fifty
four
published
ivermectin
coping
19
studies.
105
of
them
were
peer
reviewed
overall,
the
studies
show
that
ivermectin
prevents
infection
risk
of
severe
disease
and
reduces
hospitalization
and
death
in
early
treatment.
Early
treatment
is
the
key.
Q
Q
You
don't
want
that
to
happen,
so
this
is
a
way
that
we
can
help
tennesseans
not
run
over
to
the
farm
store
but
run
to
the
pharmacy.
They
will
receive
a
screening
from
the
pharmacist,
there's
basically
about
two
drugs
that
have
interactions,
and
so
the
pharmacist
wants
to.
We
want
to
provide
that
screening
and
then
the
patient
will
be
given
a
blister
pack
just
a
few
days,
supply
that
they
can
take
home
for
use
on
themselves
or
on
their
loved
one,
and
this
will
help
tennesseans
immensely
with
at
home
care.
S
However,
I'm
speaking
from
personal
experiences-
and
I
can
tell
you
the
one
time
I
made
a
mistake
and
it
contacted
the
ivermectin
contacted
my
skin-
I
had
adverse
effects.
I
was
loopy
for
a
while
and
had
to
seek
medical
attention
because
I
didn't
know
what
was
going
to
happen.
S
So
I'm
extremely
disturbed,
and
I
I
would
caution
anyone,
that's
listening-
that
there
is
no
substitute
for
the
advice
of
a
good
physician
and
I
understand
your
motivation
and
I
thank
you
for
indulging
me.
Thank
you,
ma'am.
Thank
you,
speaker.

O
I
Thank
you,
mr
speaker,
and,
of
course,
representative
hodges
is
being
part
of
the
clarksville
montgomery
county
delegation
with
curtis
johnson,
and
I
as
well
as
our
senate
member.
We
appreciate
the
work
that
you
have
done
for
our
military
for
montgomery,
county
and
clarksville.
Yes,
we
will
miss
you.
Thank
you.
C
Thank
you,
mr
speaker
and
representative
hodges.
I
will
say
this
that
I
really
will
miss
your
work
on
the
committees.
You
you've
been
one
who
has
studied
the
bills
you
dive
into
them.
You
really
represent
your
district,
so
thank
you
again
for
your
service.
We
miss.
Thank
you.
N
O
Thank
you,
mr
speaker,
representative.
I'm
going
to
really
miss
you,
you
replaced
was
a
representative
joe
pitts
before
and
we
all
remember
joe
pets.
I
had
to
help
him
get
all
his
bills
across
the
finish
line,
because
so
I
was
always
there
for
him,
but
you
have
done
a
great
job,
much
better
than
representing
joe
pitch,
even
though
we
all
love
him.

One
of
the
neat
things
about
being
a
legislator
is
someone
at
home
who
reaches
out
to
you
and
brings
an
idea
to
you
that
you're
able
to
turn
into
a
bill
and
get
it
all
the
way
through
committee
make
sure
and
help
them
get
it
navigated
through
the
geriatric
center
of
the
legislative
branch
make
sure
it
gets
through
there
and
then
finally
get
to
the
house
floor
and
and
see
it
pass.
I'm
just
going
to
tell
you
a
quick
story.
F
A
good
friend
of
mine
is
the
curriculum
coordinator
by
the
name
of
nancy
brawley
in
county.
She
also
works
with
the
testing
coordinator
and
they
came
to
me
and
said
jeremy.
We
feel
like
if
you
would
give
us
a
couple
days
during
our
eoc
testing,
that
we
can
have
some
hybrid
days
basically
and
and
do
a
virtual
day
for
our
students
send
the
kids
that
are
not
being
tested.
F
F
We
brought
it
here
and
we
are
passing
that
bill,
giving
your
lea
the
ability
to
have
two
virtual
days
in
the
fall
two
virtual
days
in
the
spring
to
help
them
with
their
testing
for
eoc,
and
it's
just
exciting
for
me
to
see
somebody
bring
an
idea
to
me
from
home
and
turn
it
into
a
law.
And
with
that
I
renew
my
motion.
A
E
O
O
Thank
you,
mr
speaker,
folks.
Our
constituents
deserve
and
demand
that
they
continue
to
have
a
reliable
electric
power
for
their
families
following
the
near
crash
of
the
electric
grid
in
texas.
A
couple
of
years
ago,
I
heard
tva
president
jeff
lyosh
state
that
a
system
with
one
third
or
more
of
this
of
its
power
generation
resting
on
solar
and
wind
power,
must
know
that
it's
not
a
matter
of
if
a
crash
will
happen,
but
it's
a
matter
of
when
it
will
occur.
O
P
You,
mr
speaker,
and
to
to
the
sponsor,
is
have
you
gotten
any
notice
of
notification
that
that
the
tennessee
valley
authority
is
planning
on
doing
away
with
the
coal
fire
plants.
P
Thank
you,
mr
speaker.
I
guess
I
I
didn't
read
that
in
your
in
your
bill,
I
didn't
read
that
it
was
asking
them
to
to
maintain
coal
or
was
any
kind
of
war
against
coal.
I
I
thought
what
I
read
in
your
regis
in
your
in
your
bill
was
that
they
should
keep
cold
until
other.
Reliable
sources
are
available
like
nuclear
or
like
gas
fire.
Is
that
correct,
or
are
you
asking
them
to
maintain
coal.
P
Thank
you,
and
I
just
I-
I
don't
see
a
need
for
this
bill
as
you
as
you
quoted
from
the
ceo
he
has.
He
has
his
eyes
fixed
on
that
we
are
not
texas.
The
tennessee
valley
authority
is
an
outstanding
organization.
That's
provided
reliable
energy
and
water
usage
for
us,
so
I
I
just
don't
see
the
need
for
this,
that
there
is
nothing
that
they've
done
to
to
indicate
that
they're
going
to
jeopardize
the
grid
in
this
region.
Thank
you,
mr.
L
L
So
I
I
speak
as
someone
who,
in
my
district
literally
for
my
folks,
we
have
already
been
notified
that
in
the
next
10
years
they
may
they're
not
saying
they're
going
to
at
this
point.
So
this,
I
think,
gives
a
good
indication
to
our
friends
at
the
federal
level
and
with
tva
that
we
would
prefer
that
they
keep
those
until
we
have
a
very
diversified
grid,
and
I
hope
that
that
would
be
their
plan
they've
communicated
to
us
that
they're
going
to
be
looking
at
other
options
and
that
would
be
their
plan.
L
But
when
they,
when
notices
start
going
out-
and
in
fact
in
the
resolution-
I
think
if
you'll
look
it
is,
it
is
referenced
about
and
I'll
read
directly
from
the
resolution.
It
says,
whereas,
with
a
summer
net
capability
of
865
megawatts
the
bull
run,
fossil
plant
generates
approximately
6
billion
kilowatt
hours
of
electricity
per
year
enough
enough
to
supply
400
000
homes,
and
this
is
not
mine.
This
is
bull
run.
L
It
says,
whereas
the
tv
board
of
directors
approved
the
retirement
of
bull
run,
fossil
plant
by
december
2023
after
a
detailed
review
of
fuel
transmission,
economic
and
environmental
impacts,
in
addition
to
reviewing
public
impact
impact,
so
I
mean
it
references
one
in
there
that's
already
been
decided
to
be
spun
down,
and
now
we
have
several
more
that
are
at
least
being
referenced.
So
to
the
question.
I
just
wanted
to
thank
the
sponsor
for
the
resolution
and
I
hope
it's
something
that
our
friends
at
the
federal
level
and
with
tva
will
take
very
seriously
into
consideration.
O
Thank
you,
mr
speaker,
and
to
the
point
of
my
friend
from
sumter
county
every
bit
of
energy,
that
we
get
comes
from
a
diversified
package
already,
but
one
of
the
key
elements
of
that
is
anytime.
You
introduce
more
expensive
power
production
like
solar,
like
wind.
It
is
more
expensive
than
coal.
Those
people
on
fixed
income
incomes
are
going
to
be
impacted
the
most
and
it
will
drive
cost
up.
It
already
has
driven
costs
up
to
take
this
move
and
go
away
from
a
less
expensive
energy
production
source.
I
I
What
they're
doing
is
deciding
to
go
to
natural
gas
and
try
to
get
the
same
generation
out
of
that
plant.
Here's
the,
however,
and
chairman
todd.
I
appreciate
this
cent
joint
resolution.
We
were
at
the
same
legislative
conference
hearing
from
an
economics
professor
talking
about
what
took
place
in
the
state
of
texas
when
the
cold
weather
hit.
I
Of
course,
it
shut
down
the
wind
generation,
the
solar
generation
and
the
natural
gas
converted
generators
that
they
had
the
only
reliable
electricity
they
were
able
to
provide
on
a
very
limited
and
small
scale
was
a
third
of
that
population
was
coming
from
coal
fire
and
his
recommendation
across
the
united
states.
If
you've
got
a
coal
fire
power
plant,
you
better
think
twice
about
shutting
it
right
down
without
having
any
reliable
source
to
come
after
that,
and
that's
why
I
stand
in
support
of
this
senate
joint
resolution.
I
To
the
state
of
tennessee
you
know
back
in
may,
I
think
it
was
1930
or
33
in
the
name
of
flood
control,
but
also
it
improved
our
navigable
waters.
And
yesterday
I
had
a
meeting
in
my
office
for
quite
some
time
talking
about
using
more
waterways
that
were
developed
by
tva
for
transportation
of
commerce
and.
A
J
Thank
you,
mr
speaker.
The
the
comparison
I
think
with
texas
is
is
off
point.
It's
the
largest
deregulated
energy
sector
in
the
country
and
that's
quite
opposite
of
the
tennessee
valley
authority.
That
has
continuously
for
quite
some
time
now
made
its
priority
to
provide
energy
and
electricity
to
tennessee
and
other
surrounding
states
at
an
affordable
rate.
J
I
know
this
is
just
a
resolution,
but
I
think
we
need
to
be
mindful
of
who
the
professionals
are
here
and
and
tba
has
not
violated
our
trust
in
any
way
throughout
its
history.
With
regard
to
making
good
decisions
and
providing
affordable
electricity
in
the
best
way
that
it
knows
how,
given
our
geography,
where
we
sit
in
this
country
and
the
consumers
that
it
serves.
So
thank
you,
mr
speaker,
and
thank
you
sponsor.
F
Mr
sponge,
I
just
wanted
to
tell
you
I'm
impressed
by
how
hard
you're.
A
E
A
A
N
Yeah.
Thank
you,
mr
speaker.
This
this
bill
came
from
my
county
commission,
mayor
catrin,
smyrna
mayor
mary,
esther,
reed,
town
manager,
brian
hercules.
I
want
to
thank
chairman
cush
who's.
Cheering
back
home
we've
had
a
lot
of
problems
with
illegal
littering
and
dumping
back
home.
So
that's
why
they
brought
this
to
us,
and
I
appreciate
your
consideration
passage.
A
A
O
E
I
Therefore,
the
da's
office
does
not
have
the
legal
jurisdiction
to
review
complaints
or
seek
recourse
for
violations
regarding
multi-candidate
committees
or
multi-candidate
pacs.
We
worked
with
the
bureau
of
ethics
and
campaign
finance
to
rewrite
this
code
so
that
the
multi-candidate
pacs
could
be
included.
Mr
speaker,
with
that,
I
renew
my
motion
representative.
P
Eddie,
I
just
want
to
tell
you,
I
really
appreciate
your
friendship
and
your
leadership
and
and
I've
enjoyed
sharing
this
desk
over
here
with
you.
The
past
two
years
learned
so
much
what
you've
done
for
your
community
in
knoxville,
especially
with
the
honor
flights
for
our
veterans
and
your
involvement
in
that,
and
so
many
other
civic
activities
eddie
we're
going
to
miss
you.
I
consider
your
friend
and
I
just
want
to
tell
you
how
much
I
appreciate
your
service
to
our
state
and
your
community.
A
A
E
I
A
P
Thank
you,
mr
speaker.
Thank
you,
representative
friedman
for
your
indulgence
earlier
this
week.
I
had
a
little
bit
of
concern
because
I
wasn't
really
prepared
for
looking
through,
but
I
want
to
thank
the
sponsor
for
coming
to
my
office
and
us
working
together
and
the
concerns
that
that
I
felt
like
were
had
were
were
not
founded
at
all.
This
simply
is
changing
in
code,
as
he
said
on
monday
night,
changing
in
code,
the
population
variance
as
it's
changed
based
upon
the
last
census,
so
I'll
be
supporting
your
bill.
P
Thank
you
for
your
patience
in
the
process.
Thank
you.
A
A
E
F
A
Chairman
hall
for
moose
current
10
minute
number,
one,
probably
second,
any
discussion
on
the
amendment
scene.
None
any
objection
to
the
question.
Seeing
none,
although
it's
a
favor,
send
me
number
one
vote
aye
when
the
bell
rings:
those
foes
vote,
no,
as
they
remember,
voted,
they
remember
which
changed
their
vote.
A
E
E
L
E
A
A
E
B
Thank
you,
mr
speaker.
I
moved
to
concur
and
senate
amendment
number
three.
A
B
J
Thank
you,
mr
speaker.
I
was
curious
as
to
what
type
of
conduct
that
that
you're,
targeting
with
the
knowledge
with
this
amendment
with
the
language
of
this
amendment,
what
type
of
conduct
does
it
refer
to.
B
Yes
again,
it
is
already
in
code
and
I'll
read
that
has
engaged
in
conduct
prior
to
incarceration
that
exhibits,
a
wanton
disregard
for
the
welfare
of
the
child,
and
I
understand
that
could
be
subjective.
I
guess
that's
up
to
the
judge's
opinion,
but
that's
already
in
the
code,
so
not
changing
that.
What
we're
changing
with
this
amendment
is,
it
will
say,
with
knowledge
of
the
existence
of
the
born
or
unborn
child.
B
B
J
Thank
you,
mr
speaker,
and
thank
you
for
that
explanation,
and
so
my
question
then
is:
does
this
feel
addressed
in
any
way
who
has
the
burden
of
proving
whether
or
not
that
individual
had
knowledge?
A
A
Number
three:
we
have
received
a
constitutional
majority
hereby
declared
concurring
with
objects.
The
most
weak
service
table
next
message,
mr
clerk,
mr
speaker,
that
completes.
A
A
D
P
E
A
A
P
A
A
O
A
L
Famous
speaker
and
in
consultation
with
the
minority
leader,
these
are
just
several
bills
that
procedurally
need
to
get
back
into
committee
and
committees
that
have
either
already
closed
or
generated
their
final
calendars.
With
that,
mr
speaker,
I
moved
in
house
bill
1119
and
2392
be
heard
in
the
property
and
planning
subcommittee
next
week.
L
E
E
I
O
T
Thank
you,
mr
speaker.
Members.
Listen
up.
I
had
announced
that
there
would
be
a
special
calendar
on
april
the
20th
we
have
moved
faster
than
we
thought.
Criminal
justice
is
going
to
get
a
new
slot
and
a
larger
room
and
plenty
of
time
to
try
to
get
finished
up
next
week,
so
at
11
a.m.
On
wednesday,
the
13th
house
hearing
room
one
criminal
justice
will
meet
and
hopefully
will
be
our
final
calendar.
So
if
you've
got
a
bill,
that's
set
to
be
heard.
O
C
I
Thank
you,
mr
speaker,
and
I
know
that
there
was
great
concern
as
to
when
the
criminal
justice
subcommittee
was
going
to
close.
It
had
been
mentioned.
Thanksgiving
was
a
possibility,
maybe
even
the
week
before
christmas,
but
I
am
proud
to
say,
mr
speaker,
that
the
criminal
justice
subcommittee
did
close
yesterday.
So
thanksgiving
is
back
home.
O
E
Mr
speaker,
on
behalf
of
chairman,
crawford
I'd
like
to
announce
that
local
full
local
committee
will
meet
at
10
a.m
on
tuesday
in
room
one:
that's
full
local
10
a.m,
tuesday
in
room
one
also,
mr
speaker,
for
the
benefits
of
the
members
due
to
the
cmt
music
awards
that
are
being
held
at
municipal
auditorium
on
monday
april
11th.
There
are
some
road
closures.
E
Members
will
have
center
access
a
center
access
lane
open
to
get
to
the
member
garage
in
the
the
little
parking
lot.
That's
adjacent
to
the
main
entrance,
so
traffic
will
be
one
way
southbound
only
on
rep,
john
lewis,
wayne
north.
So
members
will
have
access
to
the
member
garage
this
weekend
and
monday,
but
it
will
be
one
way
southbound
only
and
when
members
exit
the
member
garage
they
will
be
forced
to
turn
right.
So
we
have
maps
available.
If
anyone
would
like
to
pick
one
up.
