crawford
has
experienced

serious

jerry,

they've,
both
been
in
the
hospital
they
are
out
now,
but
they
still
have
a
good

go,

don't

to
forget
those
because
we
don't
know
whenever
we
might
be

same

going

try

this
honor
a
dear
friend
and
someone
who
lived
across
the
across
the
street
from
my
district
jon
stewart,
a
long-time
justice
advocate
and
tennessee
valley
authority
official
who
passed
away
recently,
stewart's
public
service,
spanned
decades
and
included
years
in
washington
dc,
where
he
was
intimately
involved
in
the
passage
of
civil
rights
act
of
1964
as
a
top
aide
to
senator
hubert
humphrey.

He
followed
humphrey
to
the
white
house
when
the
senator
became
vice
president,
the
following
year,
a
few
years
later,
as
director
of
communications
at
the
democratic
national
committee,
it
was
stewart's
office
inside
the
watergate
hotel
that
burglars
broke
into
for
president
richard
nixon,
making
stewart
a
fascinating
footnote
in
the
infamous
incident.
I
say
that
because
not
everybody
knows
that
part
of
the
history,
but
you
know
that
was
before.
I
knew
john
stewart
and
I
knew
him
as
the
man
who
showed
up
for
everything
and
especially
workers.

talk
we're
here
about
workers
and
john
stewart
always
stood
up
for
he.
He
organized
the
workers
memorial
fund
for
workers
who
had
died
on
the
job.
He
always
stood
up
for
working
people.
If
you
wanted
to
call
on
him,
he
will
be
there.
He
organized
just
a
few
months
before
his
death,
the
last
workers
memorial
that
honored
the
folks
in
the
coal
ash
spill
the
workers
who
died
there.
So
he
was
someone
who
always
showed
up
the
father
of
one
of
our
members
mike
stewart
and
just
a
wonderful,
wonderful.

want

just
get
give
a
shout
out
to
a
soldier's
child,
daryl
mackin
and
a
lady
named
wendy,
lloyd,
wendy,
to
call
my
office
a
few
months
ago
about
running
a
piece
of
legislation
for
next
year
called
jeep
life
it'd
be
a
license
plate.

I've
seen
their
work
in
action
with
spencer
hahn,
the
son
of
sergeant
han,
who
I
trained
at
nissan
back
in
the
in
the
day,
but
we
had
an
event
last
weekend
a
weekend
before
last
they
had
a
238
jeeps
there
in
attendance,
probably
more
jeeps
since
world
war
ii
during
ser
air
force
base.
But
if
anybody's
interested
in
this,
if
you
own
a
jeep,
if
you're
interested
go
to
facebook,
look
up
jeeps
and
music
and
hats
off
to
daryl,
mackin,
soldier's,
child
and
wendy
lloyd
for
their
efforts.

If
you
could
rise
for
just
a
moment
in
my
community,
the
collins
family
name
is
known
far
and
wide,
specifically
in
the
portland
area,
but
even
statewide
larry
collins
and
his
wife,
who
passed
just
over
a
year
ago.
Miss
wanda
were
known
by
everyone
as
folks
that
just
love
portland,
they
love
sumner
county,
they
love
tennessee,
and
while
they
were
lifelong
democrats,
they
they
always
supported
me
and
were
kind
to
me
since
they
know
me,
since
I
was
a
child
and
that's
how
they
treated
everybody.

Larry
passed
away
day
four
yesterday
and
his
family
is
grieving.
Today,
he
literally
put
portland
on
the
map
by
going
out
there
in
a
bulldozer
when
you
can
still
do
a
lot
of
this
and
prepping
sites
for
manufacturing
plants
and
warehouses
on
his
property,
and
he
built
up
a
bank.
He
built
up
businesses
around
town.

He
was
one
of
those
guys
that
each
of
our
community
has
at
least
one
to
be
thriving
and
you
need
a
larry
collins
everywhere
within
tennessee,
so
we're
mourning
in
our
community
today
and
if
we
could
just
for
the
collins,
family
they'll
lay
him
to
rest.
I
believe
tomorrow,
if
we
could
just
have
a
moment
of
silence
in
his
honor.

whole
brunt

taking
care
of
the
kids
and

part

spouse

doing

so

time
of
year
I've
never
actually
been
able
to
be
up
here,
but
october
20th
is
my
anniversary.

years

just
just
real
quick.

tell

she
is
an
absolute
incredible
mom
to
my
babies.
She
she's
a
dedicated
mom
and
she
keeps
it
all
together

our
family
and
then
on
top
of
that
she's.

amazing
wife
to
me
loves
me,
supports
me,
and
I
know
each
one
of
y'all
probably
have
somebody
like
that
at
home.

We
stand
before
you
here
today
the
culmination
of
many
years
of
work
on
the
part
of
many
of
our
predecessors
and
a
lot
of
hard
work
by
current
administration
and
folks
in
this
body.
Today,
we
are
at
the
reward
for
the
leap
of
faith
that
this
legislature
and
previous
administrations
have
taken
by
investing
in
the
mega
site
in
west
tennessee.
M
We
are
here
today
to
request
the
appropriations
that
will
allow
that
change
and
that
positive
momentum
to
happen
in
the
western
part
of
our
state
again,
while
it's
the
mega
site,
is
in
west
tennessee
having
been
a
beneficiary
of
similar
work
in
east
tennessee
in
chattanooga,
I
can
tell
you
that
it
not
only
benefits
the
community
there,
but
the
surrounding
community
as
well
and
the
state.
So
what
we
need
to
do
at
this
point
is
to
fund
this
great
project.
M
The
bill
that
you
have
before
us,
as
amended,
includes
745
100
for
the
operation
of
the
authority
that
will
oversee
the
mega
site
that
will
cover
expenses
for
salary
and
staff,
for
the
executive
officer
for
general
counsel,
for
an
assistant
and
the
just
operational
expenses
of
that
authority
for
the
eight
months
remaining
in
this
budget
year
in
next
year's
budget.
When
we
get
to
the
floor
with
the
budget
for
the
following
year,
those
will
be
a
part
of
the
base
budget,
the
recurring
expenses.

We
have
one-time
expenditures
that
are
covered
in
this
bill,
500
million
dollars,
that
is
500
billion
dollars
for
the
economic
and
community
development,
that
is
a
capital
grant
for
ford
motor
company
as
they
build
their
project.
This
is
a
reimbursable
grant.
They
will
first
expend
the
funds,
then
they
will
be
reimbursed
by
the
state,
and
I
would
point
out
that
this
funding
is
coming
from
our
over
collections.

This
is
not
coming
out
of
we're
not
taking
away
from
anyone
else
to
fund
this
these
dollars
because
of
the
great
position
that
our
state
has
been
in
because
of
the
fiscal
responsibility
that
this
body
in
the
senate,
the
administration
has
shown.
We
have
these
funds
available
without
again
withdrawing
from
our
general
fund,
there's
another
138.2
million
dollars
to
ecd
for
infrastructure.
M
While
we
have
invested
significantly
for
infrastructure
in
the
site
to
date,
there's
a
lot
more
work
to
be
done
for
a
project
of
this
size
that
will
be
include
the
development
of
a
4.6
million
gallon
wastewater
treatment
system,
a
water
system
there's
also
one.
I
think,
one
of
the
most
exciting
things
about
this
project.
The
gateway
to
this
project
will
be
a
40
billion
dollar
tcat.
M
That
will
train
people
not
only
for
the
jobs
that
are
located
on
this
mega
site,
but
for
jobs
all
over
west
tennessee.
It
will
be,
as
I
said,
the
gateway
the
doorway
and
it
is
going
to
give
the
folks
in
west
tennessee
those
the
kids
who
are
now
in
high
school
junior,
high
and
high
school.
It
will
give
them
an
opportunity
and
a
place
to
go
to
be
trained
so
that
they
can
be
ready
to
take
up
on
those
skill.
Jobs
stay
home
and
grow
their
families
support
their
families
there.
M
In
addition
to
that,
as
you
might
guess,
with
a
project
of
this
size,
we
don't
have
the
road
infrastructure
in
place
either
to
support
that
so
there's
200
million
dollars
in
this
funding
that
will
go
to
tdot
for
road
construction,
for
interchange
and
for
work
in
fayette,
haywood
and
tipton
counties.
I
would
like
to
point
out
that
these
this
is
an
additional
grant
if
you
would
or
an
additional
allocation
to
tdot.

This
will
not
take
t
dot
funds
from
any
other
projects
that
are
already
on
the
books
are
already
planned
so
again
because
of
our
over
collections,
because
we
have
the
financial
wherewithal
to
do
that.
We're
able
to
do
this
infrastructure
on
top
of
this
tdot
these
two
projects
on
top
of
the
other
tdot
work
that
is
already
planned
and
done.
So
this
is
a
total
expense
of
eight
hundred.
Eighty
three
point:
nine
six
million
dollars
with
that,
mr
speaker,
I
would
move
to
adopt.

Mr
speaker,
how
can
I
in
good
conscience,
turn
a
blind
eye
to
the
hardships
and
discriminatory
actions
in
my
district
on
the
constituents
that
I
represent?
How
can
I
in
good
conscience,
consider
this
appropriation
before
we
address
these
and
other
needs
of
tennesseans?
Mr
speaker?
For
that
reason,
I'll
be
voting
no
on
this
bill.

both
sides
of
the
aisle
members
staffers
people
from
every
corner

this
state
has
worked
hard
to

this

give
us
this
opportunity

we

mega
site
and
the
the
ford
deal
has
just
kicked
off
the
conversation.
But
in
reality
we've
been
working
on
this
for
14
years,
we've
been
diligent
for
14
years.

development

the
mega
site
to
make
sure
that
we
would
land
something
just
like
this
for
the
future
of
our
state,
and
so
it's
been
the
governors
on
both
sides.
It's
been
budget
directors
on
both
sides.
It's
been
speakers,
lieutenant
governors
that
have
made
it
possible
for
us
to
be
here
today
and
that
this
moment
is
about
to
come
true
for
us.

I
truly
believe
things
come
in
its
own
time
and
when
it
is
the
right
time
to
be-
and
this
is
the
time
so
I'm
saying
to
all
of
us-
our
investment
has
paid
off
for
this
time
in
history
and
for
the
great
prosperity
that
our
constituents
will
have
as
a
result
of
this
decision.

ford
put
built
tennessee
tough

piece
of

calendar
rules,
we
had
more
much
more
discussion
and
calendar
rules
than
you'll
ever
see
in
calendar
and
rules
before.
But
something
was
said
that
you
know
we
don't
want
ford
to
change
tennessee
and
you
know
we're
hoping
tennessee
a
change
forward.

Well,
I
came
back
and
said
you
know,
I
hope
neither
tries
to
change
the
other,
but
if
one
happens
I
hope
it's
four
changing
tennessee
a
little
bit
in
the
area
of
salaries,
the
average
tennessean
makes
32
thousand
dollars
a
year.
The
average
ford
motor
company
employee
makes
92
000
a
year.
The
average
production
worker
in
the
state
of
tennessee
makes
18
an
hour.
The
average
production
worker
for
ford
motor
company
makes
32
dollars
an
hour.
So
it's
going
to
change
the
lives
of
a
lot
of
people
in
this
state
for
the
better.

The
leaders
that
have
come
before
us
had
a
vision
of
this
area
of
the
state
and
they
worked
hard
to
make
sure
that
this
day
would
come.
This
day
is
now
come,
and
we
can
thank
thank
leaders
before
us
and
the
leaders
of
the
day
that
this
is
happening
and
I'm
glad
ford
is
coming
to
tennessee.

all

keep
us
informed
on
the
date

ceremonies

ceremonies,
because
we're
going
to
need
at
least
99
hard
hats
and
just
as
many
shovels
and
let
the
senate
do
what
they're
going
to
do.
But
hopefully
you
all
will
keep
us
informed
on
that
date
and
it
is
a
question
to
the
sponsors
or
to
you.
When
do
we
anticipate
that
date
of
the
groundbreaking
ceremonies.

that's

filed
today
addresses
some
of
the
concerns
that
we've
heard
in
our
sub
in
our
committees
and
also
being
a
representative
murray
county.
We
have
experienced
37
years
of
dealing
with
a
detroit
automaker,
and
so
the
perspective
that
we
have
in
murray
county
is
one
of
hindsight
in
hindsight
all
always
mostly
reads
to
2020..

The
second
part
of
it
has
to
do
with
the
secrecy
of
the
contracts.
Proprietary
information
in
most
of
these
contracts
are
just
that
they
are
proprietary.
They
stay
secret,
but
what
an
amendment
states
is
once
the
contract
becomes
binding,
then
all
that
information
is
subject
to
foia
and
to
open
records
requests.

Second
of
all,
our
another
party
amendment
and
we've
been
through
this
folks
in
murray
and
williamson
county
since
general
motors
has
come
there
and
nobody's
talked
about
this.
I've
heard
in
committee
since,
since
this
bill's
been
run,
murray,
county
and
williamson
county
around
that
general
motors
plan
over
the
last
37
years
has
built
14
schools.

That
tax
burden
has
been
incredible
on
the
people
of
murray
and
williamson
county.
Go
look
at
our
tax
rates,
haywood
and
fayette
county,
where
this
property
resides,
do
not
have
the
capacity
as
this
area
grows,
to
meet
the
needs
of
the
educational
component
as
thousands
of
people
move
to
those
areas
and
transform
that
educational
system.

This
authority
will
answer
to
government
operations
on
a
quarterly
basis
required
to
report
exactly
what's
going
on,
so
that
our
oversight
committees
in
government
operations
will
have
the
ability
to
see
what's
going
on
in
real
time
and
make
those
decisions
along
with
the
authority.
And
lastly,
mr
speaker,
the
comptroller
will
have
will
do
a
yearly
audit
and
report
to
the
local
committees
in
the
house
and
senate
and
also
have
oversight
and
entry
into
all
of
the
contracts.

the
sponsor
of
the
amendment.

both
bringing
amendment
to
me
beforehand.
That's
always
a
courtesy
that
we
appreciate.
Any
sponsor
of
the
bill
would
appreciate
this,
and
I
know
I
do
as
well.
So
that
way
I
didn't
see
the
first
time
on
the
floor.
So
thank
you
for
that
courtesy,
and
with
that
a
couple
of
things
that
you
had
addressed,
I
will
say
that
the
power
of
imminent
domain
for
this
entity,
just
like
any
other
entity
throughout
the
state
that
could
initiate
an
attempt,
imminent
domain.

That
does
not
mean
they
can
complete
eminent
domain.
They
have
to
go
through
the
same
statutory
checks
and
balances,
go
through
the
judicial
system
and
they
would
have
to
win
that
suit.
In
order
to
be
able
to
actually
exercise
the
authority
of
imminent
domain,
we
are
basically
creating
a
small
city
on
this
4100
acres,
and
so
it
it
just
makes
sense
that
for
purposes
of
easements
or
roads
or
anything
else
that
they
would
have
the
power
to
at
least
begin
that
process
to
attempt
the
process.

Also,
as
far
as
the
re,
the
public
records
exceptions
that
are
within
this
bill,
those
are
virtually
identical
to
what
is
already
afforded
to
ecd,
and
what
that
does
is
allow
us
to
be
able
to
pursue
other
tenants
for
this
particular
property,
because
it
is
not
just
one
but
already
two.
It's
a
joint
venture
between
ford
and
another
company,
and
so
sk.
Innovations
in
ford
will
join
together
and
hopefully
with
many
others,
so
that
this
site
has
many
different
folks
on
it
and
to
the
issue
of
property
taxes
in
schools.

seeks
to
make
the
authority
board
composed
of
at
least
one-third
of
individuals
selected
and
residing
in
the
counties
directly
affected
by
this,
and
it
also
allows
the
board
to
appoint
its
own
chairman
and
to
hire
its
own
chief
executive
officer.

are
the
only
changes
that
are
made
by
this
again.
My
intent
with
this
is
not
to
derail
this.
We
all
have
a
mutual
aim
here
to
boost
rural
economies,
create
jobs
and,
as
my
colleague
in
the
back
aisle
here
said,
hopefully
good
well-paying
jobs
far
and
above
what
most
workers
see
in
tennessee
these
days.
Unfortunately,
but
this
is
a
large
piece
of
land
that
directly
affects
counties
specifically
haywood
tipton
and
fayette.

check
and
rein
in
the
unilateral
authority
of
the
governor
of
this
state,
who
has
a
history
of
poor
contract
decision
making
and
make
sure
that
we
have
an
equal
voice
and
make
sure
that,
most
importantly,
local
officials
and
locals
that
are
directly
affected
by
this
have
a
equal
say
as
well.
That's
what
my
amendment
does.

would
ask
that
you

favor
of
this

secret

The
right-to-work
provisions
in
the
state
do
one
thing
which
we
champion,
and
that
is
to
protect
the
employees
right
to
not
join

union
or
to
join
a
union,
but
there's
nothing

establishes
how
that
process
is
determined.
The
national
labor
relations
board
recognizes
three
ways
that
a
union
may
be
be
established,
and
we
want
this
amendment
just
simply
say
we
want
each
person
to
be
able
to
vote
by
secret
ballot
and
make
that
determination
on
their
own.

statewide

that

one
that
should

through
the

and

and
so
it's

eight
of
the
amendment,
one
zero
zero,
two
four,
and
it
includes
two
members
appointed
by
the
governor
two
members
appointed
by
the
speaker
of
the
house,
two
members
appointed
by
the
speaker
of
the
senate,
one
member
appointed
jointly
by
the
speaker
of
the
senate
in
the
house,
the
governor's,
an
ex-official
voting
member,
the
commission
of
economic
and
community
development
is
an
ex
official
voting
member
or
the
commissioners
designee.

The
commissioner
of
finance
administration
is
ex-official
voting
member
or
the
commissioner's
designee,
and
the
commissioner
of
general
services
is
ex-official
voting
or
the
commissioner's
designee.
It's
basically
an
11-member
board
in
which
it's
seen
as
the
governor
would
be
a
tiebreaker,
but
the
board
is
in
essence,
a
10
member
working
board
with
the
governor
x
official
in
case
there
were
to
be
needed
for
a
thai
voter.
I
mean
he
could
come
in
and
vote
whenever
he
wanted
to,
but
it's
hard
to
have
kind
of
an
even
number
board.

So
it's
changed
dramatically
from
the
beginning
part
of
the
bill,
but
changed
in
a
way
that
does
give
a
lot
more
voice
to
both
local
individuals,
this
body
for
sure
and
just
as
a
a
larger,
more
inclusive
board.

This
is
precisely
the
amendment
that
I
referred
to
as

that
we

Procedurally,

it
does
not
address
the
the
concerns
that
I
raised,
I
understand
the
argument
that
it
might.

However,
the
my
concerns,
as
stated

my
introduction

amendment,

directed
towards
this
amendment

The
governor
still
has
the
ability
to
appoint
the
chair.
It's
an
11-member
board,
six
of
whom

governor,
the
commissioners
two
members
of
himself,
including
himself.

imperative
that
local
officials
have

opportunity
to
have
a
say
in
what
happens
in
their
own
counties.
This
is
an
ongoing
concern
of
mine
and
this
body,
and

understand
why
the
state
needs
to
have
control
over

this,

this
isn't
a
very,
very
broad
list
of
powers
being
granted
to
an
authority
that
is
going
to
consist
of
bureaucratic
appointees
from
nashville,
with
no
guarantee
for
local
representation.

legislation

district

west
tennessee,
my
entire
life
I've
seen
our
population
decrease

seen

affect
our
citizens

the

For
the
last
couple

body

work

reconstituting
this
board
to
make
it
a
more
functional
board,

responsible
board
that
they
could
actually
get
something
done
on
the
ground.

issues
with
government
trying

run

need
a
board
like
this
with
the
powers
that
that
are
granted.
My
comfort
has
come
with
the
makeup
of
the
board.
Now
I
was
not
pleased
with

original
makeup.

you
and
no
matter
what
the
rules
are.
It's
who's
playing.
The
game
makes
all
the
difference.

already
got
a
mega
site
authority.
You
know
that's
been
functioning
for
years
and,
as
a
previous
representative
said,
yeah
you've
got
a
voice,
but
that
voice
may
be
down
the
hall
outside
the
room
screaming
for

locals.
Right
now,
the
locals
have
a
seat
at
the
table
and
right
now,
with
this
piece
of
legislation,
we're
smacking
them
away
from
the
table.

team
governor

team

some
tenants

acre
property

have
left
out
on
faith,

heard

governor

many

not

strategy,
it's
a
feeling,
and
so
we
are
no
longer

to
hope
that
we
have
a
potential
tenant.

have
tenants
now,
and
so

commend
governor
lee
and
his
team

commissioners
that
have
made.
Hopefully,
if
we
support
this
legislation
today
a
reality.

lawrence

automotive
suppliers.

make
windshields
headlights

lot

so
anytime
that
you

a
large
corporation
like
ford
that
is
going
to
come
to
tennessee
it
it's
a
big
thing
for
for
the
whole
state.
Even
my
district,
that's
going
to
be
several
hundred
miles
away.
I
One
of
the
questions
I
had
about
this
mega
site
authority
board
and
the
majority
leader-
and
I
spoke
about
it
this
morning
and
I'm
hoping
that
if
the
speaker
will
allow
that
he
can
indulge
us
on
a
couple
things
here.
One
was
the
opportunity
for
this
board
to
report
back
through
to
the
government
operations
committee
and
also
in
regards
to
the
comptroller's
audit
abilities.

Obviously,
the
chairman
of
devops
can
tell
you
a
lot
more
about
those
and
exactly
the
timing
and
specifications
of
how
that
will
happen,
but
it
will
be
accountable
to
the
government
operations
committee,
quite
frankly
at
the
regular
schedule
or
whatever
time
that
they
deem
it
appropriate
to
call
this
board
up
before
government
operations
and
so
both
from
its
very
beginning
all
the
way
through
whenever
it
may
sunset
or
go
away,
it
will
be
accountable
to
this
body
through
the
government
operations
committee.
