girls

compete
in
interscholastic
athletic
activities,
strive

improve

performance

order
to
experience
the
personal
satisfaction
of
victory,
gain
opportunities
to
participate
in
state

regional
events
and
gain
access
to
opportunities
to
be
recruited
and
offered
athletic
scholarships
by
colleges
and
more
and
whereas
it
is
unfortunate
for
some
girls
that
those
dreams,
goals
and
opportunities
for
participation,
recruitment
and
scholarships
can
be
directly
and
negatively
affected
by
new
school
policies.

Permitting
boys
who
are
male
in
every
biological
respect
to
compete
in
girls
athletic
competitions
if
they
claim
a
female
gender
identity
and
whereas
allowing
boys
to
compete
in
girls.
Athletic
competitions
discriminates
against
girls
by
regularly
resulting
in
boys,
displacing
girls
in
competitive
events
and
excluding
specific
and
identifiable
girls
from
opportunities
to
compete
at
higher
levels
and
from
public
recognition,
critical
to
college,
recruiting
and
scholarship
opportunities.
I
That
should
go
to
those
outstanding
female
athletes
and
whereas
studies
show
that
boys
on
average
can
be
physically
stronger
than
girls
having
more
skeletal
muscle
mass
than
girls
and
more
upper
body
and
lower
body
strength,
which
can
result
in
injury
to
girls.
If
girls
participate
in
contact
sports
with
boys
and
whereas
interscholastic
athletic
programs
in
public
schools
should
be
conducted
in
a
safe
manner
to
promote
continued
participation
and
equitable
opportunities
for
all
children,
consistent
with
the
rules
and
guidelines
of
an
association
that
regulates
interscholastic
athletics.

transgender

lawsuit

stigmatizing

times
we've
heard,
follow

science

pandemic,

inevitably
in
the
last
month,

heard

times

tv

from
people
who
are
incredibly
smart.
They
say
just
follow
the
science
just
follow
the
science
and
members.
I
would
encourage
you
on
this
bill
to
follow
the
science
I've
heard
the
naysayers
say
well,
there's
no
difference,
there's
no
advantage
blah
blah
blah,
there's
no
advantage.

are
one
of
the
number
one
recognized
hospitals
in
america
for
research
members,
here's
what
they
did.
They
researched
air
force
members
we're
not
just
talking
the
average
person
they
researched
air
force
members
and
they
took
several
people
who
were
biological
males

way

were
born
but
decided
that
they
wanted
to
be
female
and
still
compete.

advantage

this
person

decided

two

therapist

allows
them

telemedicine
to
achieve
their
practicum
and
internship
hours.

deals
with
workers
compensation.
There
is
a
provision
in
statute
that
we
sunset
every
two
years.
This
provision
allows
workers
comp
judges
to
award
attorneys
fees
in
cases
of
a
wrongfully
denied
employee.
Mr
speaker,
I
have
a
new
motion.

It
is
a
workers
compensation
bill,
dealing
with
misclassification
of
employees.
It
replaces
some
language
concerning
subpoenas
for
employers
and
third
parties
such
as
accountants,
tax,
preparers,
insurance
agents,
carriers
and
bank
institution.
It
provides
that
if
the
information
requested
by
the
bureau
through
subpoena
is
not
provided
within
21
days,
there's
a
50
a
day,
fine
up
to
5
000
per
subpoena.

It
also
deletes
some
language
and
sets
forth
a
process
for
an
employer,
understating
or
misrepresenting
employee's
number
payroll
or
job
duties,
as
well
as
an
employer's
failure
and
adds
a
section
to
the
penalty
section
that
any
person
that
submits
an
insurance,
application,
exemption
registry
or
certificate
of
insurance
that
contains
false,
forced
or
misleading
or
incomplete
information.
The
purposes
of
avoiding
or
reducing
an
insurance
premium
shall
be
subject
to
a
penalty
not
to
exceed

thousand
dollars
or
one
and
a
half
times
the
avoided
average
yearly
insurance
premium.

rangers
are
often
called
upon
to
provide
law
enforcement
assistance
to
local
law
enforcement
authorities,
often
in
rural
areas.
This
assistance
include
operations
of
park
rangers
are
uniquely
qualified
to
carry
out
such
as
wilderness
search
and
rescue,
swift
water
rescue
and
support
in
searches
for
futures
in
remote
areas.
Eighty
percent
of
these
requests
received
by
park
rangers
for
assistance
from
local
law
enforcement
agencies
are
outside
of
the
park
boundaries.

Current
law
does
not
provide
our
park
rangers
with
specific
authority
to
provide
assistance
to
local
law
enforcement
if
a
park
ranger
was
injured
or
caused
an
injury
while
assisting
local
local
law
enforcement
beyond
the
boundaries
of
a
state
park,
the
ranger
and
the
state
could
be
subject
to
legal
challenges.
This
bill
authorizes
park
rangers
to
provide
this
assistance
at
the
request
of
local
officials.

criminal
environmental
investigators
also
provide
support
for
local
law
enforcement
agencies
in
the
specialized
area
of
environmental
crimes.
These
crimes
includes
activities
such
as
aggravated
dumping
or
falsification
of
reporting
requirements,
law
enforce
local

enforcement
agencies,
lack
the
specialization
and
training
to
investigate
such
crimes.
Therefore,
they
rely
on
the
advice
and
assistance
of
criminal
environmental
investigators
from
tdac
to
carry
out
these
investigations.

is
known
as
the
mexi
ballots
bill.
This
is
house
bill.
120
bill
requires
any
person
currently
holding
a
license
as
a
cosmetologist,
manicurist,
hairstylist
or
barber
to
successfully
complete
a
free
course
on
domestic
violence,
awareness
education,
as
prescribed
by
the
state
board
of
cosmetology
and
barber
examiners
by
31
december
2025.

Those
who
complete
the
awareness
training
as
students
during
their
professional
education
also
satisfies
this
requirement.
This
course
will
train
these
professionals
to
recognize
potential
domestic
violence
and
how
to
share
resources
with
clients
they
believe
are
in
need.
Nearly
half
of
all
crimes
in
tennessee
are
domestic
violence
related
and
tennessee
ranks.
Ninth
in
the
nation
for
the
rate
that
men
kill
women,
I've
served
as
foreign
of
the
williamson
county
grand
jury
for
years
now
quickly.
Discovered
domestic
violence
does
not
discriminate
and
impacts.
Individuals,
regardless
of
race,
economic
status,
age
or
education
level.

They
are
in
a
unique
position
to
identify
not
only
life-threatening
conditions,
but
also
fiscal
signs
of
abuse
like
bruises
and
cuts
or
changes
in
everyday
behavior.
This
bill
does
not
make
salon
professionals
mandatory
reporters
and
does
not
hold
them
civil
or
criminally
liable
for
acting
in
good
faith
or
failing
to
act
on
information
learned
from
their
clients.

a
good
bill

we
all
know
that
the
barbers
and
the
stylists
they
play
many
roles.
They
wear
many
hats
and
sometimes
their
their
things
are
discussed
in
confidentiality
with
those
members
of
that
profession
and
I'm
glad
that
we're
bringing
this
bill-
and
I
think,
it'll
be
good
for
our
state.

schools
that
discipline
is
a
major
problem.
It
may
be
an
issue.
That's
become
worse
with
the
increasing
prevalence
of
substance,
abuse
and
mental
health
issues.
Teachers.
We
don't
want
teachers
to
be
letting
student
conduct
go
because
they're,
fearful
of
legal
liability
in
tennessee's
school
discipline,
act,
teachers,
principals,
school
employees
and
bus
drivers
already
have
the
authority
to
use
reasonable
force
to
correct
or
restrain
students
to
prevent
them
from
harming
others
or
themselves,
and
these
individuals
already
have
criminal
immunity.
What
this
bill
does
is.

discussed
these
issues
pretty
much
at
length
throughout
the
committee
process,
so
bear
with
me
here
for
us
just
briefly
we're
seeking
to
amend
the
reasonable
force
statute
in
the
tennessee
code
and
regardless
of
whether
or
not
you
think
the
duty
of
care
should
rise
from
negligence
to
gross
negligence
as
the
legislation
does.

Proximate
calls
is
an
element
for
any
claim.
There
are
two
types
of
causation
and
a
claim,
and
a
lot
of
you
in
this
room
know
that,
but
there
is
a
but
four
calls,
but
for
the
acts
of
someone
is
a
cause,
in
fact,
and
then
there's
proximate
calls,
which
means,
even
though
a
defendant
was
the
but
for
cause
of
harm,
they
won't
be
held
liable
for
an
injury
that
wasn't
substantially
caused
by
their
conduct
or
were
not
reasonably
foreseeable
results
of
their
conduct.

So
again,
as
was
stated
earlier
words
matter,
this
last
sentence
in
this
section
is
very
problematic
and
is
going
to
lead
to
some
serious
issues
in
the
law
of
this
state.
If
we
codify
this
sentence
again
regardless,
if
you
agree
with

spirit
of
the
legislation
or
not,
that
sentence
is
going
to
create
unintended
harm.

bill
says
that
a
person
or
a
teacher
would
be
immune
unless
those
conditions
apply,
and
if
they
are
immune,
then
they
could
not
be
considered
the
proximate
cause
of
any
resulting
injuries.
But,
of
course,
if
the
teacher
was
grossly
negligent,
reckless
or
if
there
was
intentional
misconduct,
then
the
immunities
would
not
apply.

you
determine
the
function
of
the
behavior.

thing,

the
thing

lot

folks

kids

acting
out,
they're
doing
it
because
they
want
to
bring
attention
to
something
we

all
heard

kids

sadly,
there

people
in
the

maybe
like
to
see
those
kids
get
set
off.
You
know
so
that
they
can
handle
them,
but
the
reality
is.

is
putting
kids
in
danger,
because
there
are
folks
out
there
who
will
act
like
something
was
unavoidable
when
it
wasn't,
and
then
there
are
kids
who
react
because
of
who
they
are
and
because
of
who
their
history,
what
their
history
is,
some
of
them.
We
know
and
some
of
them
we
don't
know
we're
putting
kids
at
risk
again
tonight
with
another
bill
on
this
house
floor
and
it's
very
distressing
to
me.

intent
of
this
bill

to
support
teachers,
and
I
know
you've
got
a
long
history
of
supporting
teachers.
The
ability
for
teachers
to
use
reasonable
force
to
restrain
or
correct
students
is
already
in
code.
It's
already
in
the
school
discipline
act.
All
this
bill
does
is
it
provides
the
teachers
with
civil
immunity.
It
doesn't
do
anything
to
change
their
authority
to
already
use
reasonable
force.
Here's
an
example:
this
bill
doesn't
do
anything
to
authorize
corporal.

years
ago,
the
tennessee
general
assembly
provided
counties
with
a
second
option
which
was
to
take
out
private
insurance
policies.
This
bill
is
permissive.
It
allows
counties
a
third
option.
The
third
option
is
to
self-insure
these
fee
officers.
If
the
counties
already
self-insured
their
liability
under
the
tennessee
government,
tort
liability
act
again,
the
bill
is
permissive.
It
just
simply
provides
counties
with
a
third
option.

bill
0992
will
be
entitled
terrence's
law,
my
cousin
terrence
perry,
had
sickle
cell
and
fought
to
overcome
the
challenges
of
sickle
cell
disease,
but
in
december,
2016
died
from
complications
related
to
sickle
cell
disease.
Now
sickle
cell
disease
is
a
disease
where
the
blood
cells
are
not
like
the
regular
blood
cells
in
regular
blood
cells.
They
are
disc,
shaped
or
donut
shaped
cells,
and
they
carry
blood
throughout
the
system
to
organs.

When
you
have
sickle
cell
disease,
those
particular
red
blood
cells
are
like
the
sickle
that
a
farmer
uses
and
the
lifespan
of
those
blood
cells
is
also
shorter.
The
lifespan
of
regular
blood
cells
is
about
90
to
120
days.
The
lifespan
of
a
sickled
blood
cell
is
about
10
to
20
days.
As
a
result,
oftentimes
persons
with
sickle
cell
disease
have
a
shorter
lifespan
of
their
red
blood
cells
and,
as
a
result,
have
low
blood
count.

In
addition,
sickle
cells
oftentimes
are
sticky
and
can
cause
up
the
the
vessels
where
blood
is
supposed
to
travel,
thereby
causing
again
much
pain
for
those
who
have
sickle
cell
disease.
So
house
bill.
0992
says
that
tenncare
shall
annually
report
the
current
medications
and
treatments
that
are
used
to
treat
sickle
cell,
but
also
receive
input
from
the
general
public
and
from
stakeholders
about
what
new
treatments
that
may
be
out
there.

My
hope
is
that
when
people
discover
new
treatments
because
tenncare
is
doing
an
annual
report,
they
may
discover
new
treatments
out
there,
thereby
reducing
the
pain
that
sickle
cell
patients
experience,
also
reducing
the
pain
that
their
family
goes
through.
So
I'd
ask
members
if
you
would
please
consider
voting
for
this
bill
with
that.

crime

cell
phone
in
a
prison
or
penal
institution.
However,
once
you
smuggle

piece
of
contraband
into
the
prison,
it's
not
a
crime
whatsoever,
so
what
we've
had
is
over
the
years
we've
had
many
many
many
cell
phones
that
have
stayed
in
our
pineal
institutions.

very
little
regulation
authority
to
seize
those
devices
and
search
them
and
use
those
for
law
enforcement
capacity.
What
this
bill
does
is
makes
possession
of
a
cell
phone
and
a
penal
institution
a
class
e
felony
punishable
by
fine.

to
support
them
in
those

remove

ability

to

strip

reduction
that

comptroller
