deal

agreement

negotiate

cabinet
secretary
for
his
answer
and
note,
with
obviously
some
depression
what
he
has
said
about
the
hugely
negative
impacts
of
brakes,
that
with
Scottish
businesses

he
competitive
disadvantage

a

consulted
about

bad
deal

to
Northern
Ireland

of
course,
there
is
no
provision
for
consent.

this
agreement
at
all,
the
northern
Island
Assembly
would
have
consent,
and
indeed
the
period
of
consent
between
periods
of
consent
would
be
as
short
as
four
years.
Yet
the
Conservatives
here
and
at
Westminster
refused
to
allow
the
Scottish
people
or
this
Parliament
to
have
a
deciding
vote
on
what
should
happen.
That
is
profoundly
anti-democratic
and
I
believe
they
will
pay
the
price
for
that.

boards

Agreement

at

hard

of
the
single
market
and

union,

Northern
Ireland
will
retain
privileged
access
to
the
EU
market.

border
is
created
in

Irish
Sea
as
envisaged,
there
would
also
be
a
need
to
consider
infrastructure
requirements,
Atkin
Ryan

will
be
a
matter
largely
for
HMRC
border
force
of
the
ports
themselves.

would
have
to
consider

traffic
management

recent

government
has
to
prepare

Deal
plans
to
mitigate
the
worst
impacts
as
best
we
can
and,
of
course,
we're
working
with
the
local
resilience.

and
increasing
Galloway
on
the
measures
to
add
increased
stacking
capacity
for
HCV,
Zacky
and
Ryan
are
the
greatest
sympathy
for
the
people
of
tomorrow.

suffer

latest
early
learning
and
childcare
delivery,
progress
report
published
at
the
start
of
October
shows
that
over
46,000
children
are
accessing
expanded
hours
back
in
August.
That
means
that
one
third
of
three
and
four-year-olds
and
eligible
two-year-olds
across
Scotland
are
already
benefiting
from
the
expanded
entitlement.
The
latest
figures
also
reveal
that
214
nurseries
have
been
built
extended
or
refurbished
since
March
2018
and
in
addition
to
this
another
120
are
already
in
construction
nationally.
Over
the
summer,
all
indicators
progressed
either
line
or
ahead
of
the
forecast
national
position.

the
Minister
for
her
update
the
revenue
funding
rates
for
private
and
third
sector
child
care
provisions
are
published
and
well
documented
by
councils,
but
those
same
councils
are
not
required
to
publish
their
own
rates.
This
is
simply
one
rule
for
one
and
another
rule
for
another.
The
minister
has
told
me
on
more
than
one
occasion
that
she
will
not
ask
councils
to
publish
this
information.

aspect
of
funding
follows
the
phial
child,

is

be
introduced
in
August.
2020
is
the
payment
of
financially
sustainable
rates
to
providers
that
reflect
the
cost
of
delivery
and
the
national
policy
priorities.
Information
published

summer
2019
showed
that
the
funding
rates
for
private
providers
have
increased
in
all
local
authority
areas
over
the
two
years
to
August
this
year.
Average
rates
for
the
providers
of
for
the
delivery
of
600
hours
have
increased
by
26%
over
the
two
years.

local
authorities
are
also
paying
a
higher
rate
for
those
providers
involved
in
the
1140
hours
and
in
some
areas
the
increases
have
been
over
50%
calculating
the
rate.

local
authority

are
often
operating
in
areas

market

failed

concerns

this
positive
collaboration

SNP,

fishers,
Council
and
local
partners
could
be
undermined
by
the
Tories
damaging
brakes

deal?

deal
that
Michael
Gove
admitted
to
me
in
committee
last
week
would
give
businesses
in
Northern
Ireland
better
access
to
the
500
million
storm.

I
do
agree
with
that
confirm
and
were
not
alone
in
being
concerned
about
the
impact
that
breaks
that
will
have
in
economies
across
in
Scotland
and
not
least
invention.

was

look

what
other
funding
solutions

keep
the
Falcon

as
