Parliament,
with
new
powers
operating
in
a
new
political,
economic
and
constitutional
context.
This
programme
for
government
that
we
publish
to
be
set
so
how
we
will
use
those
new
powers
and
adapt
to
that
new
context.
It
includes
all
the
bills
that
will
be
introduced
between
now
and
the
end
of
june
next
year.

However,
it
recognizes
that
government
is
about
more
than
legislation
that
therefore
set
so
a
legislative
program
in
the
context
of
our
weight
ambitions
and,
crucially,
it
set,
so

will
seek
to
protect
Scotland's
interest,
particularly
on
economic
and

of
the
EU
referendum.

weak
policing
bill
will
prepare
the
way
for
the
british
transport
police
in
Scotland
to
be
integrated
into
police
Scotland,

continuing
to
exercise

specialized,

functions.
The
gender
balance
on
public
boards
bill
will
use
new
powers
to
tackle,
ensure
that
I,
nor
commands

across

delivery

key
policy
commitments,

increasing

powers

responsibilities

itself
meet
this

landmark
year
for
Parliament,
but
we
are
also

operating
in
a
new
context.
The
outcome
of
the
EU
referendum
has
created
significant
uncertainty
and
anxiety
for
individuals,
businesses,
organizations
and
communities
rates
across
the
country.
That
means
that
the
work
called
this
government,
and
indeed
the
work
of
this
Parliament,
is
more
important
than
ever.

We
must
do
everything
we
can
to
reassure
our
citizens,
potatoes,
Scotland's
interest
and
retain
our
place
in
Europe
at
the
end
of
june,
Parliament
provided
a
mandate
for
the
government
to
explore
all
options
for
retaining
the
benefits
of
EU
membership,
and

will
update
members
on
this
work
in

statement
to

focus
is
on
the
actions
we
are
taking
note
to
support
the
economy,
drive
improvement
in
our
public
services
and
create
a
feeder
society.
People
Scotland
endorse
their
policy
program
when
the
reelect

statement

about
the
nuts
and
bolts
of
delivery,
the
hard
graft
of
tunneling
our
manifest
or

reality.

the
next
year.
We
will
continue
to
focus
on
the
four
pillars
of
economic
strategy:
investment,
innovation,
internationalisation
and
inclusive
growth.

These
projects
have
been
assessed
against
the
criteria
we
set
up
previously
and
range
from
energy
efficiency
measures
and
horns
and
public
buildings
to
trunk
road
maintenance
and
real
improvements,
investment
in
hospital,
specifically
the
golden
jubilee
and
replayed,
and
glasgow
Royal
Infirmary
maintenance
in
our
universities
and
colleges
and
maintenance
across
the
police
and
fire
estates.
This
investment
will
bring
immediate
economic
benefits
and
support
jobs,
but
it
will
also
improve
the
infrastructure
about
public
services
for
years
to
come.

I
can
also
confirm
today
the
European
structural
funds
projects,
with
a
total
value
of
290
million
phones,
have
no
been
approved
with
partner
funding.
This
will
mean
total
investment
of
650
million
pounds
and
communities
and
businesses
between
0
and
20
18.
In
addition,
in
the
next
financial
year
we
will
invest
around
4
billion
poems
and
infrastructure,
including
in
the
priority
set
out
in
our
infrastructure
investment
plan.

This
morning
I
visited
the
new
bottom,
your
high
school
one
of
20
named
the
new
schools
that
I
can
confirm
will
open
in
this
academic
year
as
part
of
our
skills
for
the
future
program.
Setting
officer
these
20
name,
new
schools
will
take
the
total
number
of
skills
built
a
refurbished
under
this
government
to
more
than
630.
B
Over
the
coming
year,
we
will
also
see
completion
of
three
major
transport
projects:
the
Queensbury
crossing
the
Aberdeen
bypass
and
the
m8
m73
m74
motor.
We
project
will
also
invest
more
than
570
million
pounds
and
affordable
housing.
This
year,
part
of
our
three
billion
pounds
plan
to
build
50,000,
affordable
homes
over
this
Parliament
35,000
of
them
for
social
rent.

We
will
also
introduce
a
new
housing
bill
to
ensure
that
registered
social
landlords
continue
to
be
classified
in
a
way
which
enables
them
to
borrow
money
to
invest
and
will
help
more
people
into
home
ownership
through
continued
support
for
our
shared
equity
programs
and
infrastructure.
Investment
will
also
support
our
transition
to
a
low-carbon
economy.
We
are
committed
to
introducing
a
new
climate
change
bill
later
in
this
Parliament.
B
However,
as
part
of
this
programme
for
government,
we
will
publish
a
new
climate
change
plan
and
a
new
energy
strategy
which
altogether
Seto
and
low-carbon
infrastructure
priorities,
as
well
as
helping
us
meet
our
climate
change
obligations.
This
will
provide
investors
with
certainty
and
a
clear
sense
of
direction.
We've
already
delivered
our
commitment
to
make
energy
efficiency
and
national
infrastructure
priority,
and
over
this
in
the
next
three
years,
we
will
support
it
with
more
than
500
million
pones
of
public
funding.
B
This
investment
will
help
thousands
of
households
and
businesses
that
will
deliver
warmer
homes
alongside
widespread
social,
economic
and
environmental
benefits.
We
will
also
introduce
a
warm
homes
bill
later
in
this
Parliament.
Finally,
on
investment,
let
me
turn
to
digital
infrastructure
in
the
modern
economy.
Good
quality
digital
connections
at
is
fundamental
to
business
success
as
electricity
or
running
water.
When
I
became
First
Minister
than
November
2014
broadband
coverage
across
scotland
was
sixty-three
percent.
By
the
end
of
last
year
it
had
reached
85%.
I
can
confirm
to
do
that.

We
will
invest
90
million
pounds
over
the
net,
sheer
to
ensure
that
we
reach
our
target
of
ninety-five
percent
by
the
end
of
$MONTH
2017
and
even
more
ambitiously.
Over
the
coming
year,
we
will
publish
a
detailed
delivery
plant
setting
out.
He
will
deliver
our
commitment
to
provide
superfast
broadband
to
one
hundred
percent
of
commercial
and
residential
premises
by
the
end
of
this
Parliament,
a
transformational
investment
for
all
of
Scotland,
but
particularly
for
those
living
and
working
in
a
rural
communities,
saving
officer
as
well
as
investing
in
our
vital
infrastructure.

We
are
stepping
up
her
support
for
business.
In
the
week
of
the
referendum,
we
have
set
up
a
new
business
information
service
to
provide
advice
and
support
for
businesses
worried
about
breaks
it.
We
also
establishing
a
newport
referendum
business
network,
bringing
together
the
Scottish
Government
the
Scotland
office,
the

you
see,
and
business
organizations
to
help
sheet
future
policy
and
support.
We
will
also
invests
three-and-a-half
million
pounds
to
establish
and
support
new
innovation
and
investment
hubs
in
London,
Dublin
and
Brussels.

hubs
will
play

key
role
in
attracting
investment
to
Scotland
and
in
helping
indigenous
businesses
access
to
new
markets
objectives
that
are
all
the
more
important
in
the
new
circumstances
we
face.
We
also
want
to
ensure
that
we
have
a
competitive
and
fear
system
of
business
rates
from
April
next
year.
The
number
of
businesses
benefiting
from
the
small
business
bonus
will
increase
to
100,000.
We
also
look
forward
to
receiving
the
recommendations
from
the
way
to
review
of
business,
treats
that
is
currently
underway
and
acting
on
them
as
quickly
as
possible
training
officer.

I'm
also
determined
that
we
do
more
to
support
our
manufacturing.
Goose
manufacturing
employs
nearly
200,000
people
across
our
country
and
account
for
over
half
of
our
international

our

Falkirk
one
of
our
most
successful
manufacturing
companies
to
announce
the
biggest-ever

with
growth
potential.

ongoing
review
of
an
enterprise
and
skill
support
will
ensure
that
agencies
continue
to
support
business

the

the

will
finalize
the
business
case
for
the
new
national
manufacturing
Institute,
a
partnership
between
the
government
and
other
agencies,
strathclyde
university
and
the
private
sector,

create
a
manufacturing
center
of
excellence
and
Skills
Academy
focused
on
helping
companies,
innovate
and
compete
in
international
markets,
saving
officer
the
difficulties
facing
oil
and
gas
sector
are
well-known.
We
will
continue
to
do
all
we
can
to
support
a
healthy
future
for
the
sector
through
the
energy
jobs
task
force.

However,
I'm
also
determined
that
our
economy
gets
maximum
benefit
from
Planned
decommissioning.
Estimated
expenditure
on
decommissioning
over
the
10
years
to
$MONTH
20-24
will
be
in
the
region
of
17
billion
pones,
two-thirds
of
it
in
the
period
after
2020.
That's
why
Scottish
Enterprise
is
developing
a
comprehensive
decommissioning
action
plan.
This
will
inform
the
range
of
actions
and
the
necessary
investments
and
capacity
and
infrastructure
that
will
help
to
maximize
the
economic
return
to
the
scottish
economy
setting
off.
B
So
that
is
one
another
significant
economic
initiative
that
I
went
to
a
known
study
as
a
response
to
the
challenging
economic
circumstances
that
we
face.
We
intend
to
use
the
strength
of
our
balance
sheet
to
establish
a
new
Scottish
good
or
scheme
worth
up
to
half
a
billion
pounds
over
the
next
three
years.
The
scheme
will
be
targeted
at
sm
ease
with
significant
growth
or
export
potential,
which
find
it
difficult
to
access
investment
finance
on
the
necessary
skill
it
will
offer
guarantees
or,
where
appropriate,
loans
of
up
to
5
million
pounds
for
eligible
business.
B
The
guarantees
will
appear
in
our
balance
sheet,
as
contingent
liabilities
will
not
come
from
existing
spending
on
public
services,
but
they
will
help
us
to
remove
some
of
the
uncertainty
and
share
some
of
the
risks
that
these
high
potential
businesses
feasts
were
making
big
investment
or
export
decisions
setting
off.
So
this
policy
marks
a
new
departure
for
the
scottish
government
is
an
exceptional
response
to
an
exceptional
economic
challenge.
It
will
require
some
change
to
the
parliamentary
procedures
associated
with
a
proven
government
guy
tease.

The
finance
secretary
will
discuss
this
with
the
Finance
Committee
and
party
sportspeople
shortly
at
the
skin
will
not
require
a
single
penny
of
investment
from
the
UK
government.
However,
it
will
require
the
cooperation
and

budgeting

of
the
guarantees.

encourage
more
businesses
to
sign
up
to
the
business
pledge
and
we
will
increase
the
number
of
accredited
living
which
employers
to
1000
by
this
time.
Next
year,
we
will
take
forward
on
your
labor
market
strategy
and
use
new
powers
to
abolish
fees
for
employment
tribunal.
B
It's
unlike
the
UK
government.
We
will
work
with
trade
unions
as
partners
investing
in
trade
union
organization
and
then
what
please
development
through
the
Scottish
union
landing
front.
We
will
also
support
the
fieldwork
convention
in
the
next
phase
of
its
work.
We
work
with
the
equality
and
human
rights
commission
to
tackle
pregnancy
and
maternity
discrimination,
and
we
will
establish
a
returners
program
to
help
women
return
to
work
after
the
kid
a
break.

I
want
to
cause
the
attainment
gap
starts
in
the
early
years.
By
the
end
of
this
Parliament,
we
will
have
doubled
the
amount
of
free
Kate
available
to
all
three
and
four-year-olds
and
the
most
disadvantaged
two-year-olds,
a
truly
transformational
investment
that
will
not
only
benefit
children
and
families
also
provide
employment
opportunities
for
20,000
additional
le
years
workers
over
the
next
year.

The
detail
of
the
delivery
of
this
policy,
boutique
sheep,
will
publish
a
policy
blueprint,
setting
out
clear
milestones
for
delivery
rate
through
2020
and
from
january,
will
pilot
different
models
for
delivering
this
expanded
provision
and
work
with
local
authorities
to
deliver
on
our
promise
that
by
2018,
every
our
city
and
our
most
deprived
communities
will
benefit
from
an
additional
qualified
teacher
or
childcare
graduate
setting
officer.
One
of
the
effects
of
our
early
years
policy
when
fully
implemented
will
be
to
significantly
reduce
the
cost
of
childcare
for
appearance.

For
example,
a
deposit
guarantee
scheme
the
community
secretary
will
set
out
for
the
details
in
the
soon-to-be
published
feet
of
Scotland
action
plan,
which
will
also
respond
in
food
to
the
first
set
of
recommendations
from
a
poverty
advisor

ensure
that
children
get
the
base
start
in
the
early
years
will
be
matched
by
our
work
to
improve
attainment
in
our
schools
in
the
next
year.
As
part
of
the
Scottish
attainment
fund,
we
will
invest
an
additional
150
million
pounds
in
our
schools,
targeted
at
overcoming
the
impact
of
deprivation.

million
pounds
of
this
will
come
directly
from
reforms
to
the
council
tax,
and
I
can
announce
today
that
the
regulations
giving
effect
to
these
changes
will
be
lead
in
Parliament
this
week
an
additional
investment
will
be
matched
by
reform.
Implementation
of
the
new
national
improvement
framework
is
already
under.
We
standardized
assessments,
not
tests,
but
assessments
that
will
inform
teacher
judgments
will
be
piloted
before
the
end
of
this
year
and
implemented
across
scotland.

Next
year
we
will
publish
the
first
school-by-school
information
on
the
numbers
of
children
meeting
the
required
levels
of
curriculum
for
excellence
in
december.
That
will
tail
is
more
accurately
what
the
extent
of
the
attainment
gap
is

lowest

set
clear
targets
for
closing
it

our
determination
to
promote
opportunities
for
all

stop.

young
people
leave
school,
we
will
maintain
the
number
of
full-time
equivalent
college
places
at
their
current
level.
We
will
also
protect
free
university
tuition
and
continue
our
work
to
increase
the
number
of
modern
apprenticeships
and
develop
a
young
workforce.

We're
currently
developing
the
implementation
plan
for
the
recommendations
made
by
the
Commission
and
waiting
access
to
university
and
over
the
next
few
weeks,
we
will
confirm
the
appointment
of
an
independent
waiting
access
Commission
up.
I
can
also
confirm
today
that
from
the
next
academic
year,
Kate

young
people
will
be
entitled
to
film
our
cities.
In
addition
to
that,
we
will
work
with
universities
to
guarantee
a
place
for
the
water
fulfill,

minimum
qualification
requirements.

And,
lastly,
I
can
announce
today
that
next
month,
as

in
our
manifesto,
we
will
embark
on
a
major
review
of
student
support.
It
is
vital
that
the
arrangements
we

our

in

beyond

city's
schools,

to
ensure
that
every
young
person
can
fulfill
the
potential,
because
that
is
the
only
week

which
Scotland
can
fulfill
its
potential
saving
officer.
We
will
also
continue
to
invest
in
and
reform
out
other
key
public
services.
Last
week's
patient
experience
survey
short
record
levels
of
satisfaction
with
their
national
health
service,
that
is
a
credit
to
healthcare
staff
right
across
our
country
and
today
again
I
thank
them,
for
it
is
important
know
that
we
build
on
that.
Over
this
Parliament.
We
will
increase
resource
spending
in
HS
by
500
million
pounds
more
than
inflation.

We
will
transfer
at
least
250
million
pounds
each
year
from
the
NHS
to
health
and
social
care
partnerships
to
build
the
capacity
and
resilience
of
our
social
care
services.
I'm
also
delighted
to
confirm
that,
with
effect
from
the
start
of
next
month,
all
adult
social
care
workers
will
no
be
Pete.

And
as
we
see
from
figures
published
today,
that
are
already
record
numbers
of
staff
working
in
our
national
health
service,
but
we
have
plans
in
place
to
train
more
nurses
or
doctors,
including
GPS.
More
paramedics
and
more
community
link
workers
will
shortly
publish
a
new
national
workforce
plan
and
later
than
the
Parliament,
we
will.
Let
you
sleep
to
ensuring
safe
staffing
levels
in
law.

We're
also
investing
to
transform
primary
care,
we're
helping
gps
to
work
in
multidisciplinary
teams
with
allied
healthcare
professionals
such
as
pharmacist,
community
nurses
and
social
workers,
and
over
the
next
year
we
will
develop
in
partnership
with
the
BM
e
and
your
GP
contract
to
support
more
accessible
services
in
the
coming
year.
We
will
also
published
on
your
mental
health
strategy,
supported
by
increased
investment
of
a
hundred
and
fifty
million
pounds
over
the
Parliament
and
we'll
take
forward
major
investments
in
our
Hospital
estate.

We
will
invest
200
million
pounds
to
expand
the
golden
jubilee
and
establish
five
new
elective
treatment
centers
for
procedures
such
as
hip
and
knee
replacements.
These
specialized
centers
will
provide
better
quicker
and
safer
care
for
patients.
Freeing
up
other
hospitals
to
deal
with
the
emergency
cases
is
another
example
of
how
we're
investing
know
to
prepare
our
health
service
for
the
decades
ahead.

We're
also
investing
in
and
reforming
our
justice
system.
We
will
introduce
for
justice
bills
over
the
next
year.
These
will
meet
very
different
needs,
but
they
are
all
significant.
The
contract
that
party
rates
bill
and
the
expenses
and
funding
of
civil
litigation
bill
implement
recommendations
from
experts.
The
first
will
clarify
existing
common
law
provisions.
The
second
will
make
civil
justice
fader
more
affordable
and
more
accessible.
The
limitation
childhood
abuse
fulfills
a
recommendation
from
the
Scottish
human
rights
commission.
B
This
bill
will
ensure
that
the
justice
system
works
better
for
victims
of
such
terrible
claims
that,
finally,
the
domestic
abuse
bill
will
ensure
that
our
law
is
able
to
deal
with
the
true
nature
and
severity
of
domestic
abuse.
At
the
moment,
physical
abuse
can
be
prosecuted,
but
it
is
often
much
more
challenging
to
prosecute
psychological
abuse.
This
new
bill
will
therefore
ensure
that
coercive
and
controlling
behavior
can
be
dealt
with
more
effectively.

It
will
also
help
to
sheep
public
attitudes
by
explicitly
acknowledging
that
psychological
abuse
is
unacceptable
and
it
is
criminal.
The
bill
is
an
important
signal
of
our
determination
to
tackle
abuse
in
all
its
forms.
It
will
therefore
make
an
important
contribution
to
early
of
achieving
true
gender
equality
dating
officer.
These
bills
sit
alongside
other
measures
to
enhance
Public
Safety.

will

how

Scotland

to

pursue
all
options
to
protect

Europe

we

public
services

empower
local
communities.
