We
are
working
closely
with
Greater
Glasgow
on
clayed
health
board
to
help
establish
the
west
of
Scotland
specialist
center,
which
is
expected
to
open
in
April
2019
once
to
open.
The
Glasgow
centre
will
be
the
third
in
Scotland,
with
two
specialist
centers
in
Edinburgh
and
Aberdeen.
The
specialist
centres
as
I'm
sure
mr.
Gibson
knows,
provide
multidisciplinary
state-of-the-art,
high-quality
and
person-centered
treatment
for
the
management
of
all
grades
of
endometriosis
and
have
an
important
role
in
raising
awareness,
Kenneth.

The
cabinet
secretary
answered
and
I'm
pleased
that
the
progress
made
since
that
is
this
issue
in
my
members
to
be
it
last
year
as
a
cabinet
secretary
noise,
one
in
10,
Scottish
women
of
childbearing
age,
some
150,000
loved
with
endometriosis,
the
biggest
cause
of
female
infertility
and
Scotland
govern
these
numbers.
What
steps
have
been
taken
to
provide
information
about
endometriosis
targeted,
particularly
at
young
women,
to
develop
more
specialist
centres?
And
when
can
we
expect
to
see
one
in
earshot.

Grateful

mr.
Gibson
for
the
supplementary
and
want
to
thank
him
for
the
significant
efforts
that
he's
made
to
raise
the
profile
of
endometriosis,
including
his
motion
in
February
of
last
year,
in
terms
of
information.
I
have
asked
officials
to
work
with
our
clinicians
in
this
area,
he's
absolutely
right
in
terms
of
providing
additional
information
and
awareness,
particularly
amongst
young
women
and
girls,
in
order
to
increase
the
opportunities
to
provide
the
kind
of
care
and
treatment
that
is
necessary.

As
he
knows,
this
can
be
a
condition
that
only
emerges
later
on
in
life
and,
as
a
consequence
of
that
can
be
much
more
difficult
to
treat
in
terms
of
specialist
centres.
The
clinical
advice
is
that
in
the
population
of
scotland
size
with
the
level
of
prevalence
that
mr.
Gibson
has
caught
it,
then
three
specialist
centres
is
what
is
recommended
for
the
optimal
approach
to
effective
treatment
of
women
in
Scotland.

I
understand
the
pressure
in
some
parts
of
the
country
for
new
controls
over
short-term
lighting
of
residential
properties,
and
we
want
to
address
that,
and
that
is
why,
in
our
programme
for
government,
we
have
committed
to
working
with
local
government
communities
and
business
interests
to
ensure
that
local
authorities
have
appropriate
regulatory
powers.
This
will
ensure
local
authorities
can
take
decisions
that
balance
the
needs
and
concerns
of
their
communities
with
wider
economic
and
tourism
and
traced.

powers
will
allow
local
authorities
to
protect
the
interests
of
local
communities,
cost
providing
a
safe
quality
experience
for
visitors.
Licensing
may
or
may
not
be
a
part
of
the
solution.
The
solution
must
be
based
on
the
base
possible
evidence.
We
have
already
established
a
short-term
lights
delivery
group
of
officials
from
across
government
to
examine
the
issues
around
short-term
lating.
That
group
will
consider
the
existing
powers.
Local
authorities
have
and
gather
evidence
as
to
whether
further
measures
are
required.

Minister
for
his
answer
and
welcome
the
programme
for
government
announcement
and
I'm
glad
we'll
be
on
sandboxes
and
data
observatories,

44

would
say
is
that
we've
got
to
act
appropriately
and
get

right,

we
have

examine

area
and

will
take.

the
views
of
communities,
local
authorities
and
stakeholders
very
very
seriously.

know
that
everyone
in
this
place
wants
to
get
this
right.
We
have
to
find
the
right
balance.

pleased

know
that
the
fatal
fears
of
electrification
of
the
filled
route
between
Glasgow
Edinburgh
and
the
Blaine
is
due
to
be
completed
later
this
year
to
support
this
major
infrastructure
investment
that
owned
370
million
or
pounds
of
Scottish
government
funding
is
being
provided
to
deliver
a
new
fleet
of
70
new
hatachi
class,
three
five
trains
which
are
Berlioz
Scott,
Rio,
will
least
during
this
franchise

plan

capacity

Edinburgh

capacity
issue
is
a
big
one
and
that
effectively
these
services,

standing-room-only
at
peak
times,
are
dangerously
overcrowded.
So
can
he
assure
me
that,
as
the
385
trains
get
rolled
out
that
the
edinburgh
dom
blaine
service
will
not
be
stuck
with
a
shortfall
carriage,
three
six
five
trains,
because
an
overcrowded
train
is
still
an
overcrowded
train,
regardless
of
whether
it's
electrified
or
not?

recognize
the
concerns
which
the
member
is
reasoning
and
as
I
set
up
my

December
this
year,
Scott
Lee

to
have
greater
carriage
numbers
available
on

Edinburgh

service.

give
an
increasing
capacity,
but
it

dependent
upon
electrification,
works
being
completed
on
time,

but

that
this
work

completed
on
time.

improvements
that
are
taking
place
no,
and
that
includes
the
very
significant
capital
investment
into
electrification
of
this
particular
Lane,
along
with
the
rest
of
electrification,
is
taking
place
within
the
central
belt
and
that
there
will
be
additional
capacity
provided
in
December
of
this
year
on
this
particular
line.
Once
the
electrification
work
is
completed
and
that
will
continue
to
be
rolled
out
as
a
new
attach
to
trains
come
on
stream
as
well.

Scottish
Government
in

information

Scottish

NHS
Grampian
has
received
the
lowest
share
of
public
funding
of
any
NHS
board
for
each
of
the
last
nine
years.

This
year,

NHS
Grampian
received
a
resource
uplift
of
2.1
percent,
the
highest
percentage
uplift
of
any
territorial
board,
taking
their
annual
resource
budget
to
nine
hundred
and
twenty-one
million
pounds.
The
NHS
resource
allocation
formula
n
RAC
target
shares
for
the
distribution
of
funding
to
the
14
territorial
boards.
The
formula
was
introduced
in
2009
ten
in
order
to
provide
improvements
in
protecting
relative
needs
across
both
areas.
The
approach
taken
by
the
Scottish
Government
has
been
to
move
boards
towards
parity
gradually
over
a
number
of
years
and
in
2018
19.

It's
very
welcome
to
moving
towards
parity,
but
NHS
Grampian
still
has
consistently
the
worst
waiting
times,
the
worst
for
chronic
pain,
the
worst
for
cancer,
the
third
worst
for
child
and
adolescent
mental
health
staff
numbers
dropping
in
almost
every
field,
the
tripling
of
vacant
Hospital
positions.
This
is
due
to
the
funding
formula.
Well,
the
health
secretary
make
the
case
with
her
cabinet
colleagues
to
find
at
least
some
of
the
hundred
and
sixty-five
million
pounds
of
underfunding
from
her
own
funding
formula
to
address
this
crisis,
kappa
changing.

Let
me
make
a
number
of
points,
first
of
all,
as
I'm
sure
mr.
rumbles
knows,
because
he's
been
round
this
particular
course
many
a
time
before
the
funding
formula
is
not
my
funding
formula.
It
is
set
by
an
independent
group
of
experts,
including
board
representatives,
health,
academics
and
so
on.
Secondly,
it
is
not
possible,
as
mr.
Rumbold
seeks
to
do,
to
make
a
causal
connection
between
challenges
that
boards
may
have
in
recruiting
staff
or
omitting
the
right
targets
that
we
have
set
for
them
in
terms
of
patient
care
and
the
funding
formula.

way
in
which
you
move
towards
poverty
is
precisely
what
we
as
a
government
have
done,
and
that
is
to
take
it
step
by
step,
because
otherwise,
the
consequence
of
what
mr.
Raum
suggesting
is
that
boards
and
other
parts
of
the
country
equally
challenged
equally
trying
to
provide
high-quality
health
care
equally
expected
by
me
to
meet
those
targets
will
be
stripped
of
funds,
and
that
strikes
me
as
a
deeply
unfair,
irresponsible
and
disproportionate
way
to
proceed.

government

magnificent
new

next
week

welcome

staff

pupils

even
those

voted
against
the
budget
that
built

confirm
that
there
will
be
no
thought
to
year
legacy
of
public
debt
with
this
campus
as
the
resident
of
previous
school
building
schemes
brought
in
by
labor
cabinet.

significant
investment
in
the
educational
facilities
of
children
and
young
people
in

has
been

product
of
very
good
joint
working
by
East
Ayrshire
council
and

Scottish
Government
working
together
as
part
of
a
very
ambitious
schools
building
programme,
which
has
seen
the
number
of
children,
young
people
educated
in
good
or
satisfactory
buildings
across
Scotland
increase
from
61%
in
2007.

process
for
at
least
arrangement
was
undertaken
by
Caledonia
and
maritime
assets
limited
in
line
with
the
EU
procurement
rules.
This
resulted
in
the
award
of
the
contract
and
Lloyds
Banking
Group
has
their
tender
was
assessed
as
the
most
economically
advantageous,
or
it's
called
and
published
the
report
Transport
Scotland's
ferry
services
to
Parliament
in
October
2017.
This
included
comment
on
the
MBC
Loxy
4th
and
procurement,
but
audit
Scotland,
having
concluded
their
analysis
of
this
and
other
procurement
decisions,
did
not
raise
anything
of
concern
regarding
the
procurement
of
the
MV
log
C
4th.

That
is
truly
disappointing
and
what
is
shocking
is
that
this
boot
will
require
to
be
handed
back
as
new
in
2022
or
a
new
lease
negotiated.
The
two
ferries
that
have
been
further
delayed
and
it's
not
clear
when
they
will
come
into
service
of
ever
and
those
revelations
follow
a
summer
of
chaos
in
the
Western,
Isles
and
Argyll,
but
still
ongoing
because
of
inadequate
ferries
and
no
capacity
in
the
fleet
to
deal
with
breakdowns.
This
is
costing
the
islands
economies
dear
and
the
government
have
simply
turned
a
blind
eye
instead
of
taking
money
from
Carmack.

fully
knows
that
happy
to
engage
on
that
issue
with
members
across
the
chamber,
but
it
would
I
would
hope
that
with
a
grant
and
framing
her
question
might
recognize
that
we
are
commissioning
new
ferries
from
Ferguson
Marine
Engineering
limited
that
a
revised
robbery
grammar
has
been
discussed
by
FML
and
female
and
Parliament
were
informed.

face

discussing
the
difficulties
in
terms
of
getting
regularly
to
approval.
That
is
one
of
the
causes
of
delay
in
Nationals
being
delivered,
but
I
thought
I
would
hope
the
chamber
would
be
behind
the
procurement
of
these
innovative
new
ferries
from
a
Scottish
engineering
company
and
I
would
happy
to
engage
with
Mr
Cameron
on
further
details
of
the
the
procurement
process
and
get
him
the
details.
