D
Secretary
Transport
Scotland
officials
have
met
regularly
with
faith
council
officers
and
the
appointed
consultants
at
Peter
Brett's
associates
during
the
course
of
the
leaving
most
sustainable
transport
study.
The
leave
in
mouth
real
link
is
one
of
the
options
being
considered
as
part
of
that
study.
At
the
most
recent
meeting
took
place
on
the
12th
of
September,
clear
Baker.
B
C
C
D
Janos
I'm,
more
than
happy
of
clear
Baker,
wants
to
answer
the
questions
this
afternoon.
So
if
you
chooses
to
do
so,
can
I
say?
Is
that
yes,
but
can
I,
say
I'm
very
aware
of
the
very
active
campaign
from
the
leaving
mouth
group
who
are
keen
to
see
the
lane
reopened
and
the
member
will
be
aware
of
the
concern
amount
of
work
has
already
been
taken,
followed
by
Transport,
Scotland
faith,
Council
and
also
working
with
the
with
the
campaign
group
in
looking
at
this
particular
issue
and
I
reckon
important.
D
Second
half
to
communities
such
as
leaving
both
the
benefits
that
can
potentially
come
from
the
reopening
of
this
particular
line
can
I
say
to
the
member
it's
important
that
we
make
sure
that
all
of
the
stakeholders
have
a
part
to
play
in
looking
at
this
issue,
you're
working
collectively
together,
that's
Transport,
Scotland,
faith,
council
and
other
parties
with
an
interest
to
play
in
that
and
I've
been
encouraged
by
the
way
in
which
that's
been
getting
taken
forward
to
date.
I'm
also
very
conscious
from
the
what
the
faith
council
doing.
D
What
transports
cotton
that
they're
keen
to
see
how
far
the
progress
can
immediately
member
made
regarding
weed
I
began
to
meet
with
our
self
and
other
image,
peas
and
I,
of
course,
I'm
more
than
happy
to
look
at
doing
that
at
some
point,
it's
important
the
existing.
What
that's
been
carried
out
at
the
present
moment
is
concluded
so
that
we
can
look
at
it
in
the
basis
of
where
we
go
next
and
what
the
next
steps
would
be.
D
But
it's
him
I,
would
like
to
encourage
all
the
way
make
peace
with
a
collective
interest
in
this
matter
to
work
on
our
a
cooperative
fashion
and
I
will
certainly
do
what
I
can
in
making
sure
that
we
continue
to
meet
progress
with
this
particular
proposal,
of
course,
as
important
that
it
was
through
the
proper
due
process
and
making
decisions
about
these
matters.
Any
decision
for
investment
into
the
opening
of
a
line
or
investment
inter
line
has
to
be
based
on
evidence
that
we
justify.
D
That
has
been
the
most
appropriate
way
in
which
to
help
to
improve
transport
connectivity
in
that
particular
area,
and
that's
the
case
for
railways,
roads
and
other
major
transport
and
investments,
but
I
have
a
course
I'm
more
than
happy
to
meet
with
general
guru,
if
they're
not
constituency
into,
and
to
discuss
this
matter
and
some
of
detail
with
other
areas.
Peas,
a
little
late
question.
B
G
On
figures
provided
by
independent
broadband,
analysts,
I
think
broadband
95.1%
of
all
premises
in
sterling
constituency
area
aren't
able
to
access
fibre,
broadband
and
eighty
nine
point.
One
percent
are
able
to
access
superfast
speeds
of
30
megabits
per
second
and
above
when
deployment
through
the
digital
Scotland
supervised
broadband
program
began
in
January
2014.
Just
fifty
nine
point,
eight
percent
of
premises
were
able
to
access
fiber
and
fifty-seven
point
seven
percent
of
speeds
of
30
megabits
per
second
and
above
well.
G
F
Can
I
ask
the
minister
if
he's
aware
the
communities
of
clean
lotta
contained
room
were
potentially
within
scope
in
regard
to
the
current
contract,
for
which
BT
is
responsible
and
then
that
regard
therefore,
can
he
update
me
and
what
the
prospects
were?
The
community
of
Korean,
larak
and
teen
drama
are
being
connected
to
foster
faster
broadband
in
the
near
future.
Minister.
B
G
Thank
mr.
Crawford's
question,
as
certainly
as
he's
aware
that
the
Scottish
Government
has
I
responded
to
the
the
failure.
If
you
like,
of
the
UK
market
approach,
that's
been
taken
by
you
key
ministers
and
I
stepped
and
in
the
intervention
he's
described
in
terms
of
our
100
program
and
indeed
the
superfast
program
under
the
DSS
be
or
digital
Scotland's,
superfast
broadband
program,
and
we
we
have
intervened
for
the
reasons
of
the
concern
about
the
impact
and
economic
development
and
community
such
as
pre
and
Larrick,
which
mr.
Crawford
describes.
I
understand.
G
The
officials
within
the
DSS
B
team
recently
provided
an
update
to
Strath
fillin
Community
Council
on
broadband
and
Korean
Larrick,
and
which
is
data
that
planners
continue
to
work
in
finding
a
solution
that
was
allowed
to
travel
and
to
be
covered
under
the
DSS
B
program.
But
I
am,
of
course,
happy
to
mr.
Crawford
and
further
detail
on
that
presiding
officer.
Thank.
B
H
D
Looking
to
the
future,
Transport
Scotland
recently
published
the
draft
bordosa
transport
corridor
study
report,
which
contained
a
number
of
recommendations
for
improvement
to
the
trunk
road
network
in
the
region
in
the
West
Transport
Scotland
is
progressing
at
the
southwest
Scotland
transport
study
with
the
stakeholder
engagement
phase
launched
earlier
today.
The
emerging
outcomes
from
both
studies
will
provide
important
inputs
to
the
forthcoming
strategic
transport
projects.
Reviews
Joe.
H
D
After
the
construction
of
the
five
kilometres
Mabel
bypass
is
estimated
to
be
in
the
region
of
around
30
million
pounds,
this
will
benefit
the
local
community,
as
it
will
provide
opportunities
for
small
and
medium-sized
enterprises
to
bed
for
subcontractor
rules.
There
are
provisions
for
at
least
four
vocational
and
seven
professional
on-site
based
training
opportunities
and
at
its
peak,
it's
estimated
that
this
project
will
employ
up
to
a
hundred
and
sixty-five
people
that
will
no
doubt
bring
benefits
to
the
local
economy
and
I've.
D
I
You
presiding
officer,
I'm
pleased
that
maples
are
finally
moving
forward,
but
speaking
of
two
other
long-delayed
and
projects
that
I've
seen
slow
progress,
can
the
cabinet's
there?
Could
you
tell
me
when
the
76
will
be
fully
reopen
and
when
the
Scottish
Government
will
finally
get
around
to
investing
in
the
e75
family.
D
Secretary
well
plane
also,
the
first
thing
to
see
is
it's
wrong
to
suggest
that
the
Scottish
government
has
not
invested
in
the
e75
has
an
extensive
amount
of
funding
over
a
considerable
period
of
time.
Lastly,
with
pinch
points
and
other
areas
of
safety,
along
with
maintenance
and
maintaining
the
line
over
an
extended
period
of
years,
so,
though,
we'll
continue
to
make
sure
that
we
make
the
necessary
investments
as
I
mentioned
as
where
we
are
undertaking
the
Southwest
study,
which
will
look
at
those
way,
they're
issues
that
need
to
be
addressed.
D
Some
of
that
will
include
the
a
75
and
a
77
and
other
transport
routes
around
that
area
and
also
the
transport
network
as
a
whole,
and
that
will
feed
into
the
strategic
approach
that
we
take
to
transport
investment.
But,
unlike
the
many
years
of
conservative
ruinous
country,
we
are
making
the
real
investment
into
Scottish
roads,
including
the
a
75
Colin
Smith.
Thank.
J
You
saying,
given
that
the
economic
challenges
facing
the
south
of
Scotland
that
nationally
is
usually
important
or
that
the
ferry
terminal
can
riot
and
what
has
been
a
chronic
lack
of
investment
in
the
e75,
East,
76
and
e77.
Surely
the
cabinet
secretary
accepts
that
the
south
of
Scotland
needs
a
far
bigger
share
of
investment
and
its
trunk
grow
network?
Then
it's
had
in
the
last
few
years.
Cabinet.
D
The
member
will
be
well
aware:
there's
a
significant
of
investment
is
into
the
a
75
and
a
77
as
part
of
the
maintenance
contract,
and
also
where
it's
appropriate
for
upgrades
to
be
carried
out
that
should,
or
some
what
I've
been
taking
place
over
recent
times
because
of
restrictions
have
been
placed
on
the
carriage
we
as
carry
free
replacement.
Work
has
been
carried
out
at
the
present
moment,
but
the
members
also
wail
that
we
have
commissioned
the
Southworth
where
Scotland
transport
study
the
public
consultation
element
of
which
started
today.
D
That's
the
first
phase
of
that
public
engagement.
There
will
be
further
phases
where
there
will
be
working
groups
that
will
be
established
to
engage
with
local
stakeholders
I,
don't
what
would
be
the
most
effective
way,
not
to
improve
connectivity
and
transport
links
to
the
southwest
of
Scotland.
That
study
was
to
then
make
decisions
about
what
the
most
appropriate
action
would
be
in
the
future
to
meet
the
connectivity
issues
at
the
hearth
in
the
southwest
of
Scotland
and
where
the
necessary
investments
will
be
required,
then
that
will
then
set
with
them
the
strategic
transport
project
review.
D
As
a
member
recognizes,
it's
important
that
we
take
this
approach
in
order
to
have
a
way
to
look
about
how
we
can
make
sure
that
their
investments
to
me
enable
such
as
the
Southwest
are
addressing
what
the
issues
are
under,
after
actually
adding
value
and
improvement
to
connectivity
in
these
areas.
Alongside
the
other
proposals,
we
have
for
transport
and
connectivity
improvements
right
across
the
country,
question
for
Bob
Doris.
B
D
The
transport
motivates
local
authorities
with
range
of
tools
to
influence
and
improve
improved
bus
services
in
the
area,
ensuring
that
there
are
sustainable
bus
networks
across
Scotland.
This
includes
options
to
pursue
partnership,
working
local
franchising
or
running
their
own
buses.
In
certain
circumstances,
Bob.
B
A
Answer
the
some
students
in
my
constituency
of
Louisa,
we
have
commuting
to
Cleveland
safety,
just
go
and
Kelvin
deal,
and
they
are
peerless
here,
bribe
us,
whereas
I
hope
to
secure
a
solution.
The
current
system,
where
SPT
tenders,
a
social
inaudible,
bus,
sure
it's
costly
I've.
Let
me
see
the
value
and
often
destructive.
A
Does
the
cabinet
secretary
agree
with
me
that
a
co-production
model
for
starts
bus
trips,
subsidized
or
otherwise
between
communities,
the
council
and
bus
companies,
whereas
30
approach
can
be
taken
to
socially
desirable
bus
routes
would
be
far
preferable
and
what
can
the
transport
bill
do
to
address
this
key
issue?
Candidate.
D
Things
I've
seen
officer
partnerships
are
the
very
center
of
what
we
want
to
achieve
with
the
proposals
in
improving
bus
services
in
Scotland
and
a
new
border
for
local
transport
authorities
to
what,
with
bus
operators,
to
help
to
revitalize
services
as
part
of
the
work
that
we
are
taking
for.
That's
why
we're
also
committed
to
promoting
positive
changes
and
partnership
working
to
improve
bus
services
and
the
best
way
for
that
to
happen
is
by
getting
the
right
partners
together.
B
K
Very
much
I've
raced
with
the
cabinet,
Secretary's
predecessor
concerns
about
cuts
to
the
bus
services
from
Goolsbee
wick
to
Inverness.
Well,
the
transport
bill
recognized
that
some
of
those
socially
desirable
and
important
bus
routes
actually
serve
communities
beyond
the
place
they
are
in
and
that
it
would
be
absolutely
crucial
going
forward
that,
in
this
instance,
orany
is
fully
involved
in
any
discussions
about
how
this
vital
bascially
connection
to
the
to
the
ferry
service
is
taken
forward.
D
When
officer
as
a
member
will
be
aware,
Reiser
government
invest
some
250
million
pounds
a
year
in
bus
services
in
Scotland,
through
a
variety
of
different
channels.
Part
of
witch's
to
also
support
local
authorities
where
necessary
and
circumstances
to
provide
subsidy
for
a
particular
routes,
and
that
will
continue
to
be
the
case
going
forward.
Of
course,
as
for
local
authorities,
they
make
a
determination
and
a
decision
on
where
they
wish
to
take
such
action.
D
The
additional
benefits
that
we
provide
within
the
transport
bill
provides
additional
methods
where
local
authorities
and
other
partners
can
consider
taking
action
where
they
believe
it
is
socially
desirable
and
necessary
for
a
bus
service
to
be
made
available
where
there
is
no
commercial
operator
in
place
at
the
present
moment.
So,
along
with
the
investment
we
are
making
and
the
additional
provisions
that
we
are
providing
within
the
bill
for
additional
options
to
be
available
to
local
communities
and
to
local
authorities,
that
will
provide
more
opportunities
for
actions
to
be
taken
at
a
local
level.
L
D
Scottish
Government
has
prioritized
Yegor,
braids
and
bar
headers
for
enhancements
as
part
of
the
CP
6
project
funding.
The
first
part
of
this
improvement
is
to
run
longer
trains
with
more
seats
for
passengers
along
both
routes.
What
nestle
to
deliver
this
is
being
pursued
urgently,
and
we
expect
to
make
a
positive
announcement
soon.
Transport
Scotland,
Network,
real
and
Scott
Rio
are
working
closely
to
develop
plans
which
will
deliver
better
resilience,
more
capacity,
reduce
emissions
and
major
passenger
benefits
over
the
coming
years,
detailed.
B
D
Epson
also
recognize
the
concerns
which
the
member
has
a
raised.
These
are
matters
which
the
members
raised
on
behalf
of
our
constituents
previously
with
me
at
recent
times
and
part
of
the
purpose
for
which
we
are
carrying
out
the
what
that's
been
taken
forward,
just
nervous
to
look
at
how
we
can
improve
resilience
and
capacity
only
existing
network,
particularly
on
the
Eagle
blade
in
the
bar
head's
lanes,
which
would
with
the
objective
of
providing
more
seats
and
greater
reliability
on
those
services
as
part
of
the
control
period.
Six,
what
that's
been
taken
forward?
D
Program
for
government
committed
to
increasing
infrastructure
spend
by
around
1
percent
of
GDP.
This
will
mean
that
annual
investment
and
hospitals,
schools,
houses,
transport,
low-carbon
technology
and
digital
connections
will
be
around
at
1.5
billion
pounds
higher
by
twenty
twenty
five.
Twenty
six,
nine
twenty
nine.
Twenty.
The
this
national
mission
will
bring
a
level
of
investment
in
a
way
to
economic
and
social
infrastructure
that
will
protect
and
create
jobs
in
the
short
term
and
support
growth
and
productivity.
D
M
Thank
the
cabinet
secretary
for
that
answer,
the
commitment
and
for
structures
to
be
1.5
billion
per
year
higher
by
twenty
five.
Twenty
six
means
support
for
faster
broadband
skills
and
improved
transport
and
my
constituency.
It's
practical
benefits
for
my
constituents
with
the
cabinet
secretary
agree
that
in
such
times
of
Tory
induced
uncertainty,
such
ambitious
plans
help
ensure
investments
that
will
benefit
future
generations.
D
The
I
agree
with
the
sentiments
of
the
members
point
near
the
ambitions
that
we've
set
out
as
part
of
our
national
infrastructure
mission
is
to
make
sure
that
we
continue
to
deliver
the
major
infrastructure
and
investment
that
Scotland
needs
for
the
future
by
increasing
our
investment
in
this
area.
It's
gotten
much
more
in
line
with
other
developed
countries
in
the
level
of
investment,
it's
necessary
to
make
sure
that
we
modern
fit
for
purpose
infrastructure
and
the
program
we've
said
just
demonstrates
ambition.
D
B
You
I
apologize.
The
four
members
I
didn't
manage
to
reach,
notwithstanding
my
mantra
that
we
have
shorter,
supplementary
and
shorter
answers.
Everyone
gets
in.
So
perhaps
that
can
be
taken
as
they
see
on
board
and
I
returned
questions
and
justice
and
law
officers
question
one
Alexander
Stuart,
please
Thank.
N
O
President
officers,
of
course,
have
the
right
to
work
in
their
workplace,
just
as
all
as
all
of
us
do
free
from
assault.
We
recognize
the
importance
of
providing
a
safe
and
secure
environment
for
those
in
custody,
as
well
as,
of
course,
as
I,
say,
the
men
and
women
who
work
in
our
presence.
Our
presence
are
dealing
with
increasingly
complex
populations,
including
an
increase
as
serious
and
organised
crime
groups
and
those
under
the
influence
of
unknown
substances
who
all
present
an
increased
risk
of
disorder.
O
In
relation
to
the
recent
statistics
that
have
been
published,
a
national
strategic
risk
and
threat
group
has
been
established
by
the
Scottish
Prison
Service
in
response
to
increasing
levels
of
violence
against
those
and
its
care,
or
indeed
against
staff,
within
our
presence
just
to
Peter.
As
a
note
of
context,
compared
with
England
and
Wales
comms
response
to
disorder
in
our
presence
does
perform
favorably.
N
It's
understood
I
thank
the
cabinet
seconds.
Well
that
answer
official
figures
show
that
37,500
18
punishments
were
given
to
inmates
in
2017
18.
This
is
a
rise
of
over
9,000
since
the
SNP
came
to
power.
So
what
argent
measures
is
the
cabinet
secretary
now
putting
in
place
to
combat
the
growing
disorder
within
our
prisons?
Cabinet
secretary
can.
O
I
just
refer
to
my
previous
answer,
which
is
that
the
sps,
Prison
Service
take
an
immediate
action
that
is
to
establish
a
national
strategic
rescue
threat
group
when
I
spoke
to
call
him
a
colonel,
and
it
did
fell
fairly
from
the
present
offers.
Officers
association.
Both
of
them
told
me
that
there
was
complex
reasons
and
some
of
those
have
referred
to,
and
my
first
answer
should
also
be
said
of
the
448
separate
incidents
involving
violence
against
staff
over
the
last
two
years.
O
40%
of
those
were
perpetrated
by
individuals
that
had
identified
mental
health
issues,
so
this
is
much
more
complex
than
I
think
we
have
time
to
answer,
and
this
question
I
would
say.
David
Alexander,
Stewart's
question
does
give
me
the
opportunity
to
raise
the
HMI
p:p
report,
which
he
would
have
seen
from
David's
trying
today,
which
of
course
giver.
It
certainly
raised
some
challenges
for
a
presence
state
but
generally
spoke
I
thought
in
very
positive
terms,
and
it's
a
and
David's
trying.
O
Just
to
quote
the
report
directly
said,
we
should
never
take
for
granted
the
good
order
that
has
maintained
his
guns
present
and
that
they
are
a
general,
stable
and
secure
environment
and
I
just
say:
that's
in
stark
contrast,
contrast
to
Peter
Clark,
the
chief
inspector
of
prisons
for
England
and
Wales.
His
annual
report
in
July,
who
said
and
I
quote
some
of
the
most
disturbing
present
conditions
we
have
ever
seen.
O
There
are
conditions
which
have
no
place
in
advanced
nation
in
21st
century,
unless
my
third
annual
report
is
Chief
Inspector
of
Prisons
for
England
and
Wales
violence,
drugs,
suicide
and
self-harm,
squalor
and
poor
access
to
education
are
again
prominent
themes.
For
that
contrast
is
there,
but
of
course,
we
should
never
and
can
never
and
we
won't
be
completion.
Daniel
Johnson
thank.
P
You
can
I
supposed
to
get
myself
the
remarks
around
prison
officers
who
do
do
fantastic
work.
New
psychoactive
substances
are
a
real
and
growing
problem
in
our
prisons.
So
can
I
ask
given
that
they
are
so
hard
to
detect
what
support
is
the
Scottish
government
providing
the
s.p.a
to
develop
new
techniques
and
technologies
to
detect
psychoactive
substances
coming
into
our
prisons?
Cabinets
sake,
I'll.
O
Ask
SPS
to
be
able
to
give
a
more
detailed
answer
and
the
work
that
they
are
doing
to
the
member
in
written
form,
but
that
is
exactly
the
type
of
issue
that
the
newly
established
national
strategic
risk
and
threat
group
well
look
into,
as
I
mentioned.
In
my
conversations
with
SPS
and
indeed
the
POA,
that
the
unknown
substances
were
certainly
one
of
the
factors
that
were
covering
them
close
for
Allen
brow
response
from
SPS
direct
in
terms
of
some
of
the
measures
that
they're
taking
to
combat
this
issue,
question.
O
Rates
in
Scotland
I
know
a
19-year
law
and
have
reduced
to
27
percent
compared
to
32
percent
in
2006
seven.
That
means
over
the
last
ten
years,
there's
been
a
chef
from
11
to
one
in
three
offenders
being
be
convicted
to
around
one
in
four,
the
average
number
of
reconviction
spurred
offender
is
also
at
its
lowest
level
for
19
years
and
is
22
percent
lower
than
it
was
in
2006
7.
O
The
figures
published
earlier
this
month
also
show
the
individuals
released
from
a
custodial
sentence
of
12
months
or
less
re
convicted
nearly
twice
as
often
as
those
who
receive
a
community
payback
holder.
We
continue
to
work
to
create
a
just,
safe
and
resilient
Scotland,
and
these
factors
reinforced
the
value
of
an
evidence
laid
collaborative
approach
to
reduce
the
use
of
short
term
imprisonment,
prevent
reoffending
and
promote
rehabilitation.
Your.
B
Q
O
For
example,
we've
allocated
earned
100
million
per
annum
to
local
authorities
to
deliver
community
sentences
and
reduce
reoffending,
and
what
I
would
say
to
parties
across
the
chamber
is
that
we
should
never
look
at
victims
rights
which
are
we
going
to
strengthen
and
continue
to
strengthen
at
the
heart
of
our
justice
system
and
the
rehabilitation
of
offenders
as
being
two
conflicting,
narratives
or
or
indeed
measures.
They
are
not.
R
O
O
O
Secretary,
rape
and
sexual
assault
are
serious
crimes,
and
anyone
who
has
been
affected
should
be
should
feel
able
to
report
these
to
the
police
and
know
that
they
will
be
supported
through
the
justice
process
in
2015
to
2018.
The
Scottish
Government
provided
an
additional
1.85
million
to
support
this
project,
and
in
2018
we
agreed
an
additional
1.7
million
for
the
next
two
years
to
ensure
local
rape
crisis.
Centers
can
continue
to
provide
direct
support
to
women
who
are
engaged
with
the
criminal
justice
system
and
the
recent
pfg.
O
We
confirmed
that
a
further
1.5
million
over
three
years
has
been
awarded
through
the
equalities
budget
to
retrace
the
Scotland
to
speed
up
access
to
other
supports
such
as
counseling
the
funding
beginning
from
October.
The
funding
begins
in
from
October,
so
it
can
start
to
make
a
difference
and
hopefully,
in
the
not
too
distant
future.
An
Edition
1.1
million
of
additional
funding
has
also
been
provided
in
the
current
year
to
the
Crone
and
property
of
fiscal
service
and
core
service
to
improve
her
sexual
offences.
O
Cases
are
handled
and
communication
with
victims
and,
finally,
through
the
victim
of
the
work
of
the
chief
medical
officers,
Task
Force,
but
also
improving
care
pathways
for
people
who
require
forensic
medical
examination.
We
published
national
standards
in
December
2017,
which
are
under
penned
by
2.25
million
pounds
of
Scottish
government
funding,
Julia.
S
Cabinet
secretary
for
that
answer,
does
he
agree
with
me
that
the
continuity
of
police
personnel
is
vital
in
such
cases
and
that
all
victims,
especially
younger
women,
who
may
be
over
16,
was
still
in
school
and
still
fairly?
Young
should
be
given
the
option
to
be
accompanied
by
another
adult
through
it
police
interviews,
and
they
asked
because
of
some
cases.
My
constituency,
this
hasn't
always
been
the
case
cabinet
secretary
well,.
O
O
If
there
are
gaps
there,
that
I'm
very
keen
that
we
work
collaboratively
with
all
the
justice
partners
involved
to
ensure
that
we
plugged
those
gaps
as
best
as
possible,
but
I'd
be
happy
to
speak
to
Julian
Martin
about
the
individual
case,
just
to
get
a
little
bit
more
information
to
understand
and
inform
my
thinking.
Moving
forward,
question.
O
Learning
Officer
there
are
own
five
million
supporters
at
football
matches
every
year
in
Scotland
the
vast
majority
of
football
fans
in
Scotland
that
accredit
to
the
teams,
and
only
a
small,
tiny
number
of
incidents
in
comparison
to
total
numbers
attending
games.
Their
operational
policing
is,
of
course,
entirely
a
matter
for
police
Scotland
police
go
out
and
keep
the
policing
of
football
matches
under
constant
review,
and
the
tactics
and
deployments
used
well
very
dependent
on
the
circumstances
and
indeed
the
risk
associated
with
each
match.
O
Public
safety
is
paramount
and
the
Scottish
Government
supported
got
them
to
take
appropriate
and
proportionate
action
in
response
to
any
situation
with
it
as
considered.
Any
criminality
may
arise
there
as
a
general
framework
for
police
Scotland's
approach
to
football,
policing
and
police
Scotland
work
closely
with
clubs
to
develop
policing
plans.
These
arrangements
are
working
well
and
therefore,
in
my
view,
there's
no
need
for
an
independent
review.
James.
T
Kelly
as
a
football
support
of
the
cabinet
secretary,
where
we
have
that
so
far,
this
season
we
have
had
police
filming,
finds
a
low-level
question.
A
level
friendly,
serious
questions
about
crowd
management,
celtic
Rangers
games
and
reports,
and
the
Herald
and
Sunday
off
police
officers
approaching
fines.
Asking
him
to
ask
his
paid
informants
was
way
to
spread
concern
amongst
football
fans
of
the
bodis
instances.
O
Can
I
just
take
each
of
the
points
in
ton,
but
before
I?
Do
that
can
can
I
just
say
to
Jim's
got
absolutely
agree,
of
course,
that
football
fans
or
any
sports
fans
getting
about
their
business
of
course,
should
be
allowed
to
do
so.
Enjoy
that
leisurely
activity
in
it
and
my
belief
is
very
much-
are
without
police
involvement
and
the
vast
vast
vast
majority
of
football
fans
that
attend
a
football
match
on
a
Saturday
and
Sunday
or
indeed
a
European
game
through
throughout
the
week,
will
never
have
a
police
interaction.
O
If
they
do,
it
will
be
an
absolute
minimal
police
interaction.
So
the
vast
majority
of
football
fans
go
about,
get
to
watch
their
team
play
and
don't
have
an
interaction
with
the
police.
Let
me
take
each
of
the
points
and
Tom
that
he
mentioned.
I
disagree
with
his
premise:
I.
Don't
think
that
his
widespread
concern
I,
don't
know
the
last
time
James
Kelly
winter
football
match,
but
when
I
did
it,
certainly
nobody
approached
me
about
the
fact
that
they
we've
had
major
major
concerns
and
around
footballs
I.
O
Don't
think
there's
a
way
to
played
at
all
what
I
would
say
is
in
terms
of
he
described
filming
of
fans,
and
he
has
words
were
quote
unquote:
a
low-level
friendly,
Jess
tchen
that
there
wouldn't
be
sectarian
chanting
just
because
a
game
happens
to
be
a
low-level
friendly.
Whatever
it
says,
police
Scotland
gave
evidence
to
the
Justice
Committee
to
this
Parliament
to
say
that,
of
course,
filming
of
football
fans
was
helpful
for
them
to
gather
evidence
when
there
was
sectarian
singing
and
that
again
is
an
operational
matter
for
them.
O
The
two
police
I
also
have
concerns
about
that
and
in
terms
of
his
last
point
in
point
of
informants,
what
I
would
say
is
you're
looking
at
the
Sunday
Herald
article,
which
he
quoted
just
to
quote
one
of
the
fans
who
obviously
wasn't
been
going
by
his
old
name.
But
one
of
the
fans
said
that
the
police
came
to
his
door.
I'm,
sorry,
I.
B
Know
I
know
and
I've
liked
you
have
a
long,
gortat
and
I've
been.
Forgive
me
if
you'd
sit
down
for
a
minute
I,
please
sit.
She
said
a
minute
I.
Please
say
that
many
are
new
to
their
positions
on
the
front
bench,
I'm
getting
very
long
answers
I'm,
not
getting
through
many
questions
very
few
supplementary,
so
he
can
be
very
brief.
Now,
please
well.
O
It's
the
third
point
that
was
raised.
I
was
asked
effectively
three
or
four
questions,
but
I'm
going
through
each
of
them
and
and
the
question
the
quote
from
from
the
football
fan,
was
the
police
were
there
wanting
to
know
if
there
was
going
to
be
any
organized
fights
or
if
there
was
going
to
be
groups
of
people
travelling
to
certain
places?
If
I
knew
that
information
could
I
share,
that
that
is
hardly
heavy-handed
policing
tactics
when
it
comes
to
using
human
informants
that
is
regulated
by
Epico.
O
B
V
Evidence
points
towards
a
long-term
and
sustained
reduction
in
anti-social
behaviour.
The
Scottish
crime
and
justice
survey
showed
in
2008
9
that
46
percent
of
adults
felt
people
behaved
in
antisocial
manner
in
their
area,
but
by
26
17.
This
had
fallen
to
29%
more
adults
than
ever
before,
feel
safe,
walking
alone
after
dark
in
their
local
area,
which
is
sure
I'm
sure,
is
something
that
the
member
will
welcome.
V
It
is,
of
course,
very
important
that
people
feel
safe
in
their
communities
and
for
that
reason
we
are
taking
forward
a
number
of
actions
which
are
contributing
to
this
downward
trend
and
will
continue
it,
including
refreshing.
Our
guidance
to
police
and
local
authorities
supporting
the
extension
of
our
whole
system's
approach
to
tackle
youth,
offending
and
ensuring
that
initiatives
such
as
cash
back
are
focused
on
the
communities
that
are
hit
by
crime
and
anti-social
behavior
Thank.
U
V
Into
the
issue
of
community
wardens,
the
2017-18
report
suggests
density
is
a
slight
increase
overall
in
anti-social
behavior.
However,
the
report
for
this
first
quarter,
which
is
2018-19
which
was
published
quite
recently
just
in
August,
suggests
that
reports
failed
from
90,000
and
52
in
April
to
June
2017
to
90999
2018.
So,
looking
at
this
figure
overall,
we
can
see
that
they
do
indicate
a
long-term
and
sustained
reduction
in
reports.
W
O
What
can
I,
firstly
thank
Lorna,
Mackay
and
all
those
who
contributed
to
the
justice
committees
inquiry
into
the
use
of
remand
in
Scotland,
which
was
published
shortly
before
summer
recess,
now
responded
to
and
the
23rd
of
August.
As
the
committee
report
acknowledged
issues
impacting
on
the
man,
population
go
beyond
justice
and
can
result
in
disruption
to
individuals
and
families
which
is
comparable
to
a
short
custodial
sentence.
O
Decisions
on
each
case
are,
of
course,
rightly
a
matter
for
the
court
to
make
with
the
overall
legal
framework
provided
by
this
Parliament
and
reminders
necessary
in
some
cases,
we're
working
very
closely
with
partners
across
portfolios
to
help
ensure
the
needs
of
the
demand
population
are
recognized.
The
remand
is
only
used
where
necessary
and
appropriate.
This
includes
actions
specific
to
women
on
remand,
including
providing
additional
funding
of
1.5
million
per
annum
for
bail
support
services
specifically
for
women
and
support
for
the
shame.
Maintaining
service
for
women
on
remand
has
confirmed
the
program
for
government.
O
B
W
O
Your
won
for
brevity
phrasing
officer,
yes,
I
very
much
agree
with
the
thermic
I,
and
the
government
certainly
has
recognized
that
for
many
years
we
of
course
are
taking
forward
a
number
of
measures
as
pear
and
Alicia
Angelina's
Commission
on
women
offenders
I
can
give
the
answer.
I
feel
or
I
give
the
member
a
filler
response
and
writing
to
some
of
the
measures
that
were
taking
forward
in
that
regard.
But
absolutely
I
could
deal
with
the
premise
of
a
question
if.
X
B
X
V
Is
obviously
an
independent
commission,
we
are
at
the
moment
undertaking
a
review
of
the
regulation
of
legal
services
and
the
work
of
the
Commission
will
and
complaints
handling
in
particular
will
be
looked
at.
During
that
we
are
considering
the
regulatory
framework
across
the
whole
piece.
We
would
like
to
see
how
that
will
work
in
terms
of
promoting
competition,
innovation
and
also
the
public
consumer
interest.
So
we
are
looking
at
all
of
this
and
we
are
expecting
the
chair
of
the
independent
report
to
produce
the
pour
in
the
autumn.
Thank.
