grateful

the
opportunity
today
to
provide
Parliament
with
an
update
on
Ferguson
Marine,
shot
yard,
as
I
made
clear
to
Parliament
on
numerous
occasions.
My
dealings
with
Ferguson's
have
been
guided
by
three
objectives:
securing
the
completion
of
the
two
vessels
being
built
for
the
kalmyk
fleet,
protect
the
jobs
of
350
strong
workforce
and
ensure
a
future
for
shipbuilding
at
the
yard,
on
August
9th,
the
directors
of
Ferguson
Marine
Engineering
Limited
filed
a
notice
of
intention
to
appoint
administrators
effectively
starting
the
process
to
put
the
business
into
administration.

Administrators
from
Deloitte
were
then
appointed
by
the
first
ranking
creditors
to
the
business
age
CCI.
In
response
to
the
series
events
and
to
ensure
that
objectives
could
be
made,
the
Scottish
Government
has
taken
Ferguson,
marina
and
to
public
control,
whilst
the
administrators
complete
a
marketing
process.
This
is
expected
to
last
another
two
to
four
weeks
as
part
of
the
agreement
entered
into
with
the
administrators.
We
expect
to
acquire
Ferguson's
at
the
end
of
that
process
should
no
viable
commercial
offer
before
coming
during
that
period.
This
is
not
a
course
of
action.

We
took
lightly
the
Scottish
Government
has
been
working
for
over
two
years
to
find
a
resolution
to
the
difficulties,
our
Ferguson's,
and
throughout
that
time
our
preference
has
been
to
identify
viable
commercial
options
to
keep
the
yard
going
and
to
finish
the
vessels.
No
such
solutions
have
come
forward
through
its
actions
in
relation
to
the
contract
with
F
male-female
has
acted
to
secure
the
vessels
and
protect
public
money
at
F
males
requests,
we
convened
a
series
of
meetings
between
the
parties
to
seek
a
resolution.
B
An
independent
view
of
the
merits
of
the
claims
submitted
by
FML
was
carried
out
for
the
Scottish
Government.
We
advise
the
interested
parties
in
confidence
of
the
outcome,
but
it
would
not
be
appropriate
to
share
the
opinion
father.
However,
it
did
not
offer
any
legal
basis
for
the
Scottish
government
or
Simo
2pf
Mel
more
than
the
fixed
price
contract.
F
Mel,
of
course,
were
free
to
pursue
their
claim
in
court.

At
any
point,
over
the
last
two
years,
we've
been
working
to
secure
a
future
for
the
shipyard
and
I'm
disappointed
that
we
weren't
able
to
reach
a
commercial
solution
worth
clayed
blowers,
capital
that
would
have
prevented
the
appointment
of
administrators.
We
fully
considered
clay
blood
capital's
proposal
to
continue
running
the
art
but
concluded
that
it
contained
a
number
of
serious
risks
and
could
not
be
taken
forward.
They
offered
no
certainty
on
the
overall
final
cost
of
the
vessels
and
saw
no
money
from
cbc
invested
into
the
app.
They
were
also
serious
concerns.

They're
entering
into
the
proposal
would
have
been
unlawful.
Parliament
will
understand
in
seeking
our
solution
to
this
issue.
I
could
not
and
would
not
act
I
with
the
law.
While
we
were
unable
to
accept
CBC's
proposals,
the
Scottish
government
has
supported
the
business
significantly
in
recent
years,
including
providing
a
commercial
loan
of
up
to
30
million
pounds
in
June
2018
for
working
capital
and
to
support
diversification
in
addition
to
a
15
million
pound
loan
to
date
in
September
2017.

These
loans
were
provided
to
diversify
the
business
and,
on
the
basis
of
our
line
of
work,
the
F
male
indicated
they
could,
when
we
use
part
of
this
45
million
pounds
loan
to
fund
the
credit
bed
for
the
yard,
it's
important
to
make
the
right
economic
intervention
or
in
at
least
by
case
basis.
In
the
case
of
Ferguson's,
it
is
vital
that
the
female
contracts
to
belt
the
two
new
ferries
are
completed.
They
will
provide
crucial
additional
tonnage
for
their
Clayton
Hebrides
ferry
services
network,
helping
support
the
economies
in
the
lives
of
our
island
communities.

There's
also
I
need
to
protect
the
Scottish,
Government's
possession
and
other
commercial
loans
made
to
the
F
male
group.
The
alternative
would
have
been
for
the
Scottish
Government
to
walk
away
the
company
to
have
gone
into
administration
and
potentially
the
job
to
close
jobs
being
lost
and
the
vessels
not
being
complete,
and
that
was
not
an
option.

Developing
our
revised
cost
analysis,
which
subtly
establishes
all
the
actions
required
to
complete
the
C
mail
vessels,
will
be
one
of
the
main
tasks
for
the
business.
You
know
work
closely
with
the
management
to
create
a
clear
understanding
of
the
course
of
completing
the
two
vessels
and
we're
already
working
to
meet
the
valid
debt
claims
to
suppliers
and
to
aid.
This
work
I've
formed
a
program
review
board
to
work
to
secure
the
most
effective
delivery
program
for
C
mail
vessels
to
completion
in
terms
of
time
cost
and
impact
on
the
workforce.

The
group
includes
representatives
from
PSD
coders
undersecretary
experts,
including
Transport
Scotland,
marine
Scotland,
even
marine
limited
Scottish,
Enterprise
Cemal,
as
well
as
representatives
from
the
oil
say
workforce.
The
group
will
establish
the
cost
and
time
skills
to
complete
the
vessels
and
will
monitor
the
progress
of
delivery
against
these
new
milestones.
A
key
focus
over
the
coming
weeks
will
be
to
get
there's
this
task
right
and
to
say
at
the
yard,
on
the
right
path
to
show
that
it
can
deliver
the
program
and
cost
alongside
us.

This
has
been
a
difficult
time
for
staff,
that
yard
and
our
families
and
we've
been
very
keen
to
reassure
feresten
skilled
workforce
of
our
commitment
throughout
the
process.
So
presiding
officer,
my
focus
is,
and
has
always
been
on,
ensuring
the
pollution
of
the
to
public
sector
ferries.
The
best
value
for
money
for
the
taxpayer
was
also
working
towards
the
delivery
of
other
vessels
currently
under
construction
at
the
yard
and
in
so
doing
securing
jobs
for
the
workforce
through
the
continuity
of
employment.

As
for
the
future
of
the
yard,
we
remain
committed
to
working
towards
finding
a
solution
to
support
future
shelter
shipbuilding
at
the
site.
Well,
the
female
vessels
are
completed.
The
Scottish
government
will
continue
to
conduct
further
work
to
identify
a
viable
future
structure
for
the
abbé,
the
Scottish
Government
will
add.
All
teams
remain
open
to
discussions
with
any
parties
interests
in
securing
a
viable
commercial
future
for
the
app
we'll,
also
explore
the
option
of
keeping
the
yard
in
public
ownership
and
how
this
might
secure
a
lasting
future
for
shipbuilding
on
the
lower
clade.

Throughout
this
process,
the
Scottish
Government
has
worked
in
good
faith
to
secure
the
vessels.
The
jobs
and
the
app
when
presented
with
the
prospect
of
the
company
entering
into
administration,
we
acted
quickly
and
decisively
to
ensure
that
these
objectives
could
be
met
and
the
yards
did
not
close
and
well.
Clearly
that
is
much
work
yet
to
do.

actions
have
ensured
that
there
will
be
a
tomorrow
for
fairness,.

hint

irony,
because
everybody
knows
that
the
yard
is
in
such
a
mess
because
of
the
actions
of
him
and
his
government.
The
question
here

question

is
not
about
whether
or
not
we
save
jobs.
The
real
question
is
how
we
save
those
jobs,
and
today's
statement
raises
more
questions
than
answers.

ask
some
simple
straightforward
questions
and
the
hope
we
get
some
simple
answers
from
the
cabinet
secretary.
First
on
the
dispute
between
the
government
and
the
yard
is
the
cabinet
secretary
happy
with
the
levers
of
mediation
and
arbitration
which
took
place,
and
while
he
published
details,
the
serious
events
that
led
us
to
where
we
are
today
on
the
timelines
for
delivering
these
new
ferries.
When
will
they
actually
be
delivered
because
they're,
two
years
late
already
and
that's
what
Islanders
out
there
want
to
know
on
the
cost
of
finishing
these
ferries
Tara
SETI?

What
would
the
cost
be
to
complete
these
ferries,
given
that
they
are
now
100%
over
budget
and
on
the
future
of
the
yard
cabinet
secretary?
Will
your
plans
to
nationalize
the
art
create
more
or
less
jobs
than
the
plans
that
the
Ferguson
owners
already
had
to
grow
the
business
because,
for
the
sake
of
transparency?

all

that
there

design

fixed
price
contract
and

terms

loans

were
provided,
I've
offered
that
information
to
the
Finance
Committee.
So
the
reality
is
here,
despite
the
pejorative
language
used
by
the
Conservatives.
When
it
came
to
actions
we
have
invested
in
the
yard,
we
have
saved
those
jobs.
We
will
give
Ferguson's
a
future.

Of
the
statement
leave
a
supports
action
that
secures
the
jobs
at
the
Port
Glasgow
shipbuilders,
the
workforce
at
the
yard
have
been
caught
in
the
middle
of
a
dispute
that
was
not
of
the
army
and
their
skills.
Their
expertise,
however,
will
be
crucial
to
get
as
though
of
that
places
we
saw
to
what
we
fully
understand
and
what
caused
it.
In
the
first
place,
we've
had
two
years
of
claim
and
counterclaim
between
Ferguson's
and
CML
over
whether
a
contract
and
process
that's
fail
to
deliver
was
ever
fit
for
purpose
in
the
first
place.

there's
a
cabinet

did
not
accept
that
not
only
does
not
need
to
be
a
proper
inquiry
into
events,
I've
laid
to
the
yard

into
administration,
but
in
the
long
term,

the
absence
of
the
proper
national
shipbuilding
strategy

government,
the
workforce
have
been
calling
for
time
and
time
again.

the
cabinet
said
to
tell
us
and
more
importantly,
than
what
force
we're
exactly
well
the
what
come
from
that
will
secure
that
yard
and
others
in
the
future.

comments

been
made
by
the
Labour
Party
and
I
hope
that
it
can
tell
you
to
cooperate
with
me
to
try
and
ensure
that
the
yard
does
have
a
future,
because

exactly

working
towards:
completing
the
vessels.
All
of
the
construction
can
underway
at
the
yard,
securing
the
jobs
into
the
future
and
giving
the
yard
a
future,
and
there
are
further
decisions
to
be
taken.

will

achieve
a
outcome.
But
that's
my
objectives.

Ferguson's
gather
a
future,
protect
those
workers

families
by
protecting
our
jobs
and
ensure
that
we
complete
the
vessels
that
are
required
by
the
kalmyk
fleet.

the

board
threatened
to
resign
on

intervened

how

Kingdom

solution

pursued

legal,
competent,
viable
solution.

work
they
will

will

have

look

positively
employment
going
forward,

prospect

potentially
going

case-by-case

terms
of
the
right
economic
intervention,
making
sure
that
our
structures
optimize
the
amount
of
work
that
can
go
there
now
it
is
in
the
hands
of
the
administrators
as
to
the
outcome
of
that
process,
but
clearly,
we've
been
a
very
strong
position
in
terms
of
public
control
and
public
ownership.

government
in

within
the

in
the
ministerial
code

I'm
saying

the

last

may
well
be

Parliament
wants
to
pursue
further

think

transparent
as
possible,

act

the
law
and
