The
Scottish
government
2019
welfare
reform
report
found
that
welfare
reforms
is
2015
could
reduce
social
security
spending
in
Scotland
by
around
500
million
pound
per
year
when
Universal
Credit
is
fully
rolled
out.
This
is
the
impact
of
the
benefit
freeze,
reductions
and
universal
credits,
work
allowance
and
the
tutor
climate.
C
These
cuts
were
only
build
upon
a
yet
larger
cut,
set
by
the
UK
government's
welfare
reforms
introduced
since
2010,
and
our
2018
welfare
reform
report
previously
estimated
that
those
total
cuts
since
2010
would
reduce
a
new
social
security
spending
by
a
massive
3.7
billion
pound
per
year
by
2020
2021
:
BT.
That.

The
cabinet
secretary
for
a
response
can
the
cabinet
secretary
confirm
how
much
the
Scottish
government
spends
on
mitigating
harmful
UK
government
policies
and
does
the
cabinet
secretary
with
the
United
Nations
Special
Rapporteur
on
extreme
poverty
and
Human
Rights
Professor
Philip
Alston,
when
he
wrote
that
mitigation
comes
at
a
price
and
is
not
sustainable?
Jillian.
C
Somerville
I
very
much
agree
with
Professor
Alison
and
his
recent
reports.
Unfortunately,
the
scale
of
the
UK
government
Social
Security
cuts
is
so
vast
that
it
is
not
possible
for
the
Scottish
government
to
mitigate
against
them
and
fool,
especially
given
a
resource.
Block
Grant
has
been
reduced
by
2
billion
pound
in
real
terms
is
2010-2011
the
nice,
the
Scottish
government
this
year
is
continuing
to
invest
over
100
million
pounds
to
mitigate
against
the
washed
impacts
of
the
UK
government
welfare
reforms.
This
is
part
of
an
estimated
1.4
billion
pounds.
D
C
I
stated
in
my
answer
to
Jackie
Baillie
on
the
26th
of
June,
the
Scottish
government
worked
directly
with
people
on
receipt
of
universal
credit
when
developing
the
universal
credit
scottish
choices.
The
feedback
received
was
that
people
wish
to
have
a
choice
about
whether
or
not
the
housing
cost
and
the
universal
credit
award
was
paid
directly
to
the
landlord.
Almost
50
percent
of
the
people
who
have
been
offered
choices
have
taken
up
one
or
both.
D
Kelly
I
think
the
cabinet
secretary
for
that
answered
a
research-based
settings
of
a
Scotland
deshaun
rent
arrears
of
it
shot
up
by
40%
since
2012,
and
that's
why
the
Social
Security
Committee
held
the
evidence
that
paying
their
end
director
landlords
were
the
opt-out
for
tenants.
It
was
in
their
Watson
or
Benina,
can
ask
the
cabinet
secretary
to
confirm
whether
officials
have
assessed
the
social
return
on
investment
of
two
pounds,
fifty
as
paid
for
each
flexibility
and
if
the
experience
panels
have
carried
out
any
research
in
response
to
the
recommendation.
C
Well,
I
do
recognise
the
Social
Security
committee's
recommendation
on
this,
and
indeed
their
wider
report.
I
would
point
out
to
James
Kelly
that
this
was
not
the
universal
a
view
of
those
who
gave
written
and
oral
evidence
to
the
committee,
although
I
do
recognize
the
committee's
recommendations.
As
I
said
in
my
original
answer.
This
is
because
we
built
Scottish
choices
by
asking
people
directly
in
the
state
of
universal
Claire
that
what
they
wanted
to
see.
C
The
experience
have
panels
have
not
looked
at
this
sense
of
social
security,
a
committee's
report,
but
we
are
committed
as
a
government
to
a
review
of
Scottish
choices
and,
of
course,
I
look
forward
to
seeing
what
those
versa
love
the
experience
of
universal
credit,
we'll
see
about
the
choices
that
we
have
a
offer,
and
then
we
can
act
on
that.
Accordingly,
supplementary.
E
Officer
a
recent
Russell
trust
report
found
that
food
banks
experienced
a
30%
increase
in
demand
in
idiots
for
universal
fit.
It
had
been
in
place
for
a
year.
There's
a
cabinet
secretary
think.
It's
time.
The
UK
government
listened
to
overwhelming
evidence
about
the
hardship
Universal
Credit
is
causing
fix
the
flaws
in
the
system,
starting
with
the
five-week
Julie
for
new
claimants.
Chelan.
C
Somerville
well,
I
do
think
that
the
UK
government
needs
to
look
very
urgently
at
universal
credit,
although
they
have
it
spectacularly
filled
to
do
so
to
date,
there
are
a
number
of
significant
problems
with
universal
credit.
Clear
Addison
is
quite
right
to
point
out
the
impact
of
the
five-week
wait,
something
which
is
being
seen
to
have
an
impact
given
recent
reports
on
to
rent
arrears.
The
minimum
5
wait
before
receiving
that
first.
Payment,
together
with
the
direct
deductions,
are
the
result
of
loans
from
the
DWP.
C
C
Once
fully
ruled
out
by
the
end
of
2020
to
the
Scottish
tale,
payment
is
expected
to
left
30
thousand
children
out
of
poverty,
reducing
relative
child
poverty
by
three
percentage
points.
It
will
also
help
stop
families
falling
into
poverty
and
mitigate
some
of
the
washed
effects
of
the
UK
government's
welfare
cuts.
The
first
payments
run
their
sixties
will
be
made
before
Christmas
2020,
along
with
their
way
direction
set
out
in
the
tackling
poverty
deliberately
plan
who's
got
a
child
payments.
It's
go
under
parties
all
the
country
in
the
UK,
taking
concerted
action.
F
You
I
welcome
the
cabinet
secretary
response
and
the
announcement
and
the
program
for
government.
The
new
benefit
will
been
to
just
early
for
the
most
fun
children,
which
includes
many
and
making
such
an
see
of
karbala
Jane.
Clayson
candy
cabinet
sector
can
confirm
that
the
Scottish
pill
payment
will
not
have
any
cap
on
the
number
of
eligible
children
in
the
family.
Unlike
the
UK
government's
coffers
to
choke
up
and
report.
C
Some
well
yes,
it
can
absolutely
confirm
that
there
will
never
be
any
cap
on
the
number
of
eligible
children
and
a
family
for
the
scores,
chair
payments
or
indeed
any
other
social
security
payments.
New
medicine
dependent
projections
published
over
the
last
year
have
shown
that
child
poverty
is
said
to
rise
and
Scott
on
the
result
of
the
UK
government's
continued
real
fear
cut,
but
Tetley
result
of
policies
such
as
the
to
chair
cap
and
the
benefits.
G
Given
that
the
fiscal
commission
believes
that
the
tea
cut
of
the
best
start
grant
will
be
at
bear
69%
but
could
be
as
low
as
45
percent.
Does
the
cabinet
secretary
agree
that
moving
towards
an
automated
payment
in
fact
could
be
achieved
with
substantially
reduced
the
barriers
and
would
meet
deeper
androids
and
to
tell
poverty
shall
and.
C
Somerville
well,
I
do
recognize
their
polling
McNeil's
and
continued
a
commitment
to
ensuring
that
we
do
all
we
can
up
here
in
Scotland
around
automated
payments
and
I
recognize
that
we
did
look
very
seriously
at
their
session
when
we
were
looking
at
how
to
achieve
the
Scottish
child
payments.
But
we
settled
on
the
approach
that
we
have
of
an
application
beliefs
process,
because
it
offers
a
more
timely
and
efficient
model
for
delivery.
C
It
simply
would
not
have
been
possible
for
us
to
be
able
to
put
in
the
Scottish
gel
payment
within
the
time
scales
that
we've
already
announced
and
I
didn't
want
to
see
a
delay
nor
dead,
Elin
Como,
who
we
have
been
working
jointly
in
the
Scottish,
tell
payment
about,
and
that's
the
reasons
behind
that.
But
of
course,
if
there's
anything
more,
we
can
do
in
the
longer
term.
Hello
and
automation,
social
security
in
general,
as
I've
said
to
probably
meeting
you
in
the
past,
I'd
be
more
than
happy
to
look
at
that.
C
Add
some
well
I
am
deeply
concerned
about
this
regressive
policy,
which
punishes
older
people
for
having
a
younger
partner.
There's
got
it's
government
estimates
that
this
change
could
lead
to
an
annual
loss
of
as
much
as
seven
thousand
pound
per
household
and
by
Twenty
twenty
three
twenty
four
can
affect
as
many
as
five
thousand
six
hundred
households
in
Scotland,
and
this
isn't
just
about
the
money,
as
each
Scotland
has
quite
rightly
pointed
out.
H
Rhythmic
way
the
cabinet
secretary
for
that
answer,
nearly
six
thousand
households
in
my
ear'
show
constituency
are
not
getting
the
pension
credit
that
they
are
entitled
to.
The
UK
government
admits
that
UK
widest
targeting
3.5
billion
pounds
earmarked
for
the
budist
pensioners
doesn't
reach
them.
Does
the
cabinet
secretary
support
the
charity
and
dependent
ages?
Calls
on
the
UK
government
to
the
foreign
pension
credit
to
make
sure
everyone
who's
entitled
to
it?
Receives
their
money
shall
and
some.
A
C
Government
will
do
that
for
the
benefits
that
are
that
are
devolved,
but
there
is
an
absolute
responsibility
on
the
UK
government
to
also
actively
encourage
take
up
something
that
they
have
a
field
to
do
so
in
the
past,
with
McGuire's
quite
rates
point
out
that
3.5
billion
pounds
as
being
lost
that
affects
1.3
million
households
that
are
entitled
to
unit
pension
credit
but
are
not
receiving
it.
This
is
not
a
new
problem
and
the
UK
government
must
be
added
to
act
it
to
ensure
that
those
who
are
entitled
to
benefits
received
without
money.
J
Mckelvey,
it's
important
that
our
work
to
address
social
isolation
and
lonliness
is
inclusive
of
rural
communities
over
the
summer.
I
spent
time
in
sky
in
the
western
highlands,
but
I
had
the
pleasure
of
visiting
of
important
projects
working
to
tackle
social
isolation
and
lonliness,
including
dragon
tag,
textiles
and
Bradford
and
Fort
William
men
sheds
these
projects
are
working
tirelessly
to
build
communities
and
support
individuals,
and
it
was
a
joy
and
a
privilege
to
be
able
to
spend
time
with
them.
J
We
know
that
rural
communities
can
face
particular
challenges,
our
own
social
isolation,
loneliness
and
we
have
engaged
with
the
key
stakeholders
and
Scottish
little
action
and
Scotland's
national
rural
mental
health
forum.
As
part
of
our
way
to
write
to
build
a
more
connected.
Scotland
I
would
like
to
reassure
the
member
that
particular
challenges
faced
by
the
highlands
and
islands
and,
of
course,
other
rural
parts
of
Scotland
will
form
a
very
important
part
of
her.
What
going
forward.
I
Minister
Highland
Pro
fenders
pay
a
vital
role
in
tackling
loneliness
and
social
exclusion.
The
problem
is
the
only
money
they
have
been
awarded
by
the
Scottish
Government
runs
out
in
March
next
year.
Can
the
minister
give
me
an
undertaking
that
she
will
assess
the
feasibility
of
longer-term
funding,
so
the
organizations
like
Highland
Pro
fenders
can
can
continue
to
establish
communities
and
provide
the
invaluable
support
they
do
at
the
moment.
Christina.
J
Mchale
I'd
be
absolutely
delighted
to
give
mr.
Mountain
that
reassurance
the
social
isolation
and
lonliness
strategy
fund,
which
is
of
a
million
pounds.
We
are
already
working
with
the
implementation
group
to
look
at
how
we
can
roll
that
out
and
meet
the
ambitions
of
the
strategy,
but
he
would
probably
like
to
note.
We've
already
spent
some
of
that
money
we
gave
about
a
month
ago,
or
maybe
this
month
of
80,000
pounds
to
be
friends
and
minute
networks
to
do
exactly
the
work
that
mr.
mountain
has
just
mentioned.
J
We
are
absolutely
committed
to
looking
across
all
of
the
investments
enter
communities
with
a
view
of
maximizing
alignment
with
the
strategy,
but
we
do
have
some
money
here,
which
is
unusual,
presiding
officer.
We
have
started
spending
some
of
it
and
we
started
with
befriended
networks
because
we
knew
exactly
the
value
of
their
work.
C
The
Scottish
Government
2019
welfare
reform
report
shows
that,
according
to
latest
statistics,
over
8,500
families
across
Scotland
had
been
denied
a
title
meant
for
at
least
one
of
the
children.
April
2019
therefore
has
also
estimated
laterally
thousand
four
hundred
of
these
households,
but
headed
by
a
wolf
int
over
time.
More
and
more
families
will
be
affected
by
the
limits
and
the
appalling
rate
Clause.
The
2019
welfare
reform
report
estimated
that
the
two-child
limit
could
reduce
social
security
spending
by
120
million
pound
per
year
in
the
long
run
affecting
around
40,000
households.
K
My
kittens
they
Kokoda
food
bank
has
seen
unprecedented
levels
of
demand
over
the
last
12
months.
Does
the
cabinet
set
to
agree,
but
it's
uncaring
out
of
touch
nuki.
Tory
government
continues
to
attack
the
most
vulnerable
in
our
society
through
the
universal
credit
and
cabinet,
set
to
explain
what
steps
the
scottish
government
has
taken
to
mitigate
these
actions
shall.
C
The
Scottish
government
unacceptable
that
families
have
been
forced
to
resort
to
food
banks
that
Russell
just
published
research
last
week,
noting
that
in
some
areas
in
officer
we
are
universal,
credit
has
been
an
operation
for
more
than
two
years.
Feedback
demand
has
increased
by
as
much
as
48
percent.
I
will
continue
to
call
new
key
government
to
listen
to
this
and
other
evidence,
as
I've
said,
to
hope
the
ongoing
migration
of
people
onto
universal
credit
and
to
the
fix
the
problems
we
all
know
about,
as
well
as
taking
action
on
the
way
there.
C
Punitive
measures,
such
as
a
two-tailed
cap.
We
are
investing
over
100
million
pounds
this
year
to
help
mitigate
against
the
worst
of
the
impacts
of
the
UK
government's
benefit
cuts.
This
is
part
of
an
overall
1.4
billion
post,
which
I
mentioned
earlier
of
spending,
which
we
are
investing
to
support
low
income,
households.
L
You
presiding
officer,
as
the
cabinet
secretary
able
to
see
whether
their
Social
Security
Scotland
Agency
is
collecting
data
from
the
best
not
be
big
payment
on
third
and
subsequent
children
in
a
family,
because
that
data
would
be
extremely
valuable
with
this
administration
or
any
other
administration
in
decided
to
support
and
those
families
with
three
or
four
children
who
were
messing
out
because
of
the
government.
Uk
government
scarlet
cap
shall.
C
Answer
well
as
part
of
the
best
start.
Application
forms
aim
up
can
include
details
of
other
children
so
that
we
can
assure
that
if
they
are
eligible
for
other
parts,
the
best
start
a
grant
payments
and
that
they
will
also
be
given
that
money.
So
the
Scottish
Social
Security
Agency
is
looking
very
seriously
ensuring
that
we
maximize
the
take-up
of
the
base
start
grant
and
that
involves
knowing
potentially
about
the
other
children
that
are
in
the
house
of
the
every
applicant
wishes
to
do
that.
C
And,
of
course,
if
any
government
was
to
wish
to
mitigate
against
the
fate
of
the
tutors
limit,
they
would,
of
course,
after
as
I
said
in
my
original
answer,
meet
the
costs
of
the
one
hundred
and
twenty
million
pounds
that
this
policy
aim
would
cost.
We
are,
of
course,
not
simply
mitigating
against
that
tutor
limit.
We
have,
of
course,
gone
even
further
a
with
the
introduction
of
our
Scottish
child
payment
by
Christmas
2020.
M
C
Sectors
of
the
social
security
Scotland
that
2018
will
be
commenced,
as
and
when
appropriate,
in
order
to
ensure
a
safe
and
secure
transition
of
powers,
I
say
to
attain
line
for
delivery
of
the
remaining
devolved
benefits
in
fair,
be
this
year.
The
cabinet
secretary
for
Communities
and
Local
Government
set
out
and
general
assumptions
on
how
the
new
Scottish
child
payment
will
effect.
This
timeline
and
I
will
update
Parliament
shortly
on
our
work
since
June.
With
those
assumptions
Alison.
M
Harris
I
find
the
cabinet
secretary
for
her
answer.
As
you
said,
in
June
Elin
Campbell
said
the
Scottish
show
payment
would
have
implications
on
the
delivery
of
other
aspects
of
the
Social
Security
program.
The
Social
Security
program
director
recently
said
that
his
team
do
not
know
if
they
can
hold
to
the
dates
provided
by
Aileen
Campbell
for
several
benefits
and
that
feasibility
work
on
timescales
around
the
Scottish
child
payment
has
yet
to
be
finalised.
M
C
I
can
absolutely
assure
Alison
Harris
that
the
current
team
and
the
government
is
determined
to
deliver
on
the
devolution
of
the
disability
payments
and,
of
course,
with
the
delivery
of
the
Scottish
child
payments.
We
did
have
to
make
timetables
changes
because
we
will
introduce
this
correct
child
payment.
That
is
inevitable
because
of
the
introduction
of
such
a
major
policy
and
radical
action
dead
require
those
changes
to
be
made.
Those
were
difficult
decisions,
but
I
hope,
Parliament
and
wider
stakeholders
will
appreciate
why
we
have
done
this.
C
As
I
said,
a
marriage,
no
answer
a
million
Campbell
say
in
June
the
implications
for
the
rest
of
the
devolved
devolved
benefits
to
to
come.
Here.
We
are
working
to
test
those
assumptions.
I
will
update
Parliament
on
our
final
assessments,
but
I
can
see
at
this
point
is
that
work
is
going
well
on
this
and
I
hope
to
be
able
to
update
Parliament
was
very
student
on
the
fine
of
details
of
that
by
Alison
Harris
and
can
be
assured
that
work
is
ongoing
and
being
treated
very
seriously.
N
C
And
summary,
this
chorus
government
is
making
good
progress
on
scaling
the
existing
wave
one
technology
in
systems
who
weave
queue,
benefits
to
introduce
more
capability
to
continue
to
provide
a
consistent,
multi-channel
experience
for
our
clients
and
to
ensure,
above
all,
that
they
are
paid
on
time.
Every
time.
N
I
thank
the
kind
of
safety
for
that
response.
In
July
there
were
some
concerns
that
internal
knowledge
management
system,
which
supports
and
supplies
staff
with
policy
documents.
The
benefit
information
in
eligibles
criteria
and
links
to
legislation
was
causing
issues
for
staff
at
Social.
Security
Scotland
can
I
ask
the
cabinet
secretary
how
these
concerns
have
been
addressed.
C
Somerville
well
the
DOJ's,
because
we
recognize
that
we
will
continuously
build
on
what
we've
achieved
and
we've
won
to
be
able
to
deliver
what
we're
looking
to
do
on
we've.
They,
we
that
the
entirety
of
the
devolution
in
social
security
has
been
set
up,
is
to
ensure
that
what
we
are
doing
lays
the
foundations
for
the
more
complex
work.
C
O
A
P
Index
and
associated
report
are
positive
and
constructive
contributions
to
the
debate
on
raising
Scotland's
rate
of
productivity
growth.
It
is
encouraging
that
report
recommendations
are
broadly
in
line
West
Scottish
government
policy,
Scotland
is
making
progress
on
productivity.
The
historic
gap
between
Scotland
and
the
UK
has
reduced
in
recent
years.
Between
2007
and
2008
in
Scotland's
productivity
growth
was
higher
than
any
other
country
or
region
of
the
UK,
including
London.
However,
the
Scottish
Government
is
far
from
complacent
and
will
continue
to
pursue
higher
productivity
growth
through
our
economic
action
plan
and
related
commitments.
Jamie.
P
Well,
I'm,
equally
positive,
because
I
was
at
the
launch
with
CBI
and
other
partners
such
as
KPMG
and
businesses,
who
welcomed
the
government's
response,
so
I
think
Jamie
Green
would
do
well
to
share
my
positivity
and
positive
approach
now.
I
have
to
say
some
of
the
economic
indicators
that
were
mentioned
was
subsequent
to
a
UK
and
Eden
global
financial
crash
get
some
of
the
explanation.
P
Why
we've
been
through
a
particular
economic
cycle
that
we
have
and,
of
course
it's
the
current
rate
of
breaks
that
the
threatening
of
current
economic
indicators,
which,
over
the
most
recent
piece,
have
been
outperforming
the
rest
of
the
UK,
while
which
record
low
unemployment,
sorting
exports,
progress
on
productivity
and
even
GDP
growth
and
some
quarters
are
outperformed.
The
rest
of
the
United
Kingdom
so
is.
Actually
some
of
these
economic
indicators
are
on
the
tongue
because
of
the
decisions
and
incompetence
of
the
UK
government
and
relation
to
productivity.
P
Of
course,
I'll
respond,
I've
already
done
so,
but
again,
Jamie
Greene
has
possibly
messed
the
response
from
the
Scottish
government
and
we'll
have
more
to
see
through
the
course
of
the
Scottish
budget
and
the
refreshing
of
the
economic
action
plan.
So
as
I
say,
I
welcome
the
recommendations.
I
welcome
the
constructive
approach.
I
welcome
the
new
indicators
to
show
how
we
can
tackle
productivity,
but
surely
the
Conservatives
also
recognize
you
key
government
has
a
role,
and
so
does
business
itself
business.
P
I
think
the
opposition
is
perfectly
open
to
them
to
try
in
pack
or
no
record,
but
it's
really
disappointing
that,
when
the
greatest
threat
to
Scotland's
economy
right
now
is
a
new
deal
breaks
that
could
bring
about
a
recession
and
the
UK
and
Scotland
to
catastrophic
effect,
Neill
friendly,
chooses
to
attack
the
SNP.
Just
tells
you
the
priorities
of
the
Labour
Party
in
Scotland.
Right
now,.
S
S
Received
after
the
UK
spending
round
for
next
year
will
be
allocated
through
the
Scottish
budget
process
and,
of
course,
any
additional
funding
is
to
be
welcome
to
more
be
spent
wisely.
But
it
won't
reverse
the
damage
done
by
a
decade
of
UK
government
austerity,
which
is
now
being
compounded
by
the
threat
of
an
ordeal
brexit.
R
Could
I
thank
the
Minister
for
that
response?
Given
me
ongoing
concerns
across
Scotland
about
teacher
shortages,
including
those
that
were
mentioned
by
the
cabinet,
secretaries
for
education
zone,
International,
Council
of
Education
advisors
and
those
cited
in
today's
published
survey
of
hey
teachers?
Could
I
ask
the
minister
what
discussions
she
is
having
with
the
cabinet
secretary
for
education,
about
addressing
these
shortages
and
key
subjects
and
an
additional
support
for
learning
heat.
S
Farms
well,
as
you
can
imagine,
the
Deputy
First
Minister
will
have
known
a
number
of
conversations
as
we
go
through
the
Scottish
Government's
budget
process.
Of
course
of
life.
Smith
feels
that
passionate
about
any
line
in
the
budget.
Then
she
and
her
party
are
welcome
to
engage
constructively
in
the
budget
process.
The
Scottish
Government
does
not
ring
fence
consequential.
The
current
UK
government
decisions.
S
T
You
for
saying
no,
sir,
stop
the
just
21
days
ago
was
method.
First,
Minister's
Questions
stated
the
consequence
she
was
coming
to
the
Scottish.
Government
amounted
to
one
name:
1.9
billion
today
of
question
states
that
700
million
law
doesn't
that's
just
highly
again
that
you
should
always
wait
and
see
the
color
of
the
Tories
money
before
you
start
spending
Kate.
V
Fear
about
first,
the
Scottish
government
is
attaching
conditioned
athletes
as
many
grants,
funding
streams
and
public
contracts,
as
we
can
buy
into
this
Parliament
fear.
What
first
will
ask
employers
to
commit
to
investment
skills
and
training,
pema
the
real
living
wage,
new
and
appropriate
use
of
zeros
contracts,
action
tackle
with
gender
pay
gap
and
releasing
the
master
roadies
question
genuine?
What
force
engagement,
Alec.
U
Officer
of
the
the
government
seem
to
have
difficulty
in
getting
us
a
straight
answer
to
that
question.
Colin
Smith
yesterday
asked
of
the
RMT's
collective
bargaining
agreement
would
continue
in
place
with
the
north
and
I
offer
a
service
and
Dentistry
answer.
The
trade
unions
have
been
writing
to
ministers
and
feel
antigua
street
answer
an
essential
part
of
the
fear.
What
first
principle
assailed
by
the
scottish
government
is
that
there
will
be
trade
union
access
and
support
for
collective
bargaining
agreements,
as
the
government
absolutely
clear
about
that.
U
V
I
find
an
odd
question.
I
was
very
clear
in
relation
to
the
point
service
that
we
published
our
federal
action
plan,
which
said
so
the
importance
we
place
on
the
principles
laid
out
by
the
independent
fear.
What
convention
I
don't
genuine,
what
place
engagement?
Yes,
I
think
trade,
union
representation
and
collective
bargaining
as
an
important
element
of
that
activity.
We
are
currently
taking
forward
for
what
first
agenda
we
are
working
with
partners
to
ensure,
as
ruled
out
right
now.
V
We
are
engaging
with
a
range
of
early
adopters
who
are
committed
to
the
field
work
agenda,
but
also
will
contain
what
were
the
H.
Do
you
see
the
fear?
What
innovation?
Indeed
mr.
Rowley,
is
protect
the
keen
to
discuss
this
matter
with
me.
I,
don't
think
he's
contact
me
directly
ahead
of
may
not
be
very
happy
to
be
done
about
it.
E
V
Got
his
comments
committed
to
increasing
the
rest
in
what
place
is
part
of
our
ambition
for
inclusive
growth?
We
aim
to
encourage
diversity
in
a
lot
place
through
the
implementation
of
the
actions
across
the
range
of
activity,
including
the
Fair
Work
action
plan,
a
theaters
gone
for
disabled
people
upon
an
action
plan,
a
fear
of
Scotland
from
and
gender
pcap
action
plan,
and
that
is
a
quality
action
plan.
E
Claire
Adamson,
thank
you.
Does
the
minister
agree
with
me
that
schemes
such
as
the
Korea
Coalition
for
equality
and
rights,
parliamentary
shadowing
scheme
and
also
the
disability,
internship
programs
in
the
Parliament
are
an
excellent
way
to
engage
with
underrepresented
groups
in
a
workforce
and
with
the
minister
in
case
other
members
like
me
to
take
part
in
these
activities.
V
I
would
I
have
taken
part
in
these
programs
in
the
past
as
well.
If
he's
an
officer,
I've
found
them
to
be
invaluable.
To
me,
I
hope
those
who've
participated
in
the
programs
as
well.
Working
with
me
have
found
them
useful
to
I
think
they
are
of
great
benefit.
That's
why
the
government
rights
funding
to
the
equal
representation
coalition
to
do
things
such
as
the
toolkit
to
help
the
parties
improve
the
diversity
of
their
membership.
That's
why
we
fund
inclusion
is
going
to
operate
internships
and
Scottish
Government's.
W
I
ask
how
the
Scottish
government
can
encourage
diversity
when
their
own
agency
Marine
Scotland,
aided
by
their
own
personnel
department,
the
Scottish
Government's
own
personnel
department
continued
to
abuse
my
constituent,
a
whistleblower
who
stood
up
against
peace,
a
piece
of
sexist
behavior
in
a
male-dominated
workplace.
The
ski
saloon
discourages
women
from
applying
for
work
in
male-dominated
sectors.
V
I'm
not
gonna
comment
and
the
specific
issue,
because
I
believe
that
can
be
subject
to
ongoing
activity
and
I,
don't
think
present
officer
or
anyone
else
would
want
me
to
do
that
by
hardly
the
range
of
activity
that
we
are
utterly
serious
about
in
relation
to
the
federal
action
plan
the
to
undertake
him
in
relation
to
at
least
having
the
test
about
the
employment
gap.
The
gender
pay
gap
are
implying
that
he's
a
quality
Ashland
listener
gem.
They
were
very
serious
on.
A
X
A
P
Property
and
land
transactions
undertaken
by
Scottish
Enterprise
are
governed
by
the
Scottish
public
finance
manual
and
are
also
subject
to
the
rule
in
internal
government
processes.
Exclusivity
agreements
are
commonplace
in
the
property
industry
and
are
considered
by
Scottish
Enterprise
on
a
case-by-case
basis,
as
I
say,
with
reference
to
Scotch
public
finance
manual
as
an
exclusivity
agreement
as
a
contract
between
two
or
more
parties.
Anyone
considering
a
challenge
to
such
a
contract.
We
need
to
seek
the
appropriate
legal
advice.
X
You
I'm
sure
the
cabinet
secretary
is
aware
of
the
specific
example
of
flamengo
lands
proposed
development
at
Loch
Lomond,
which
has
seen
nearly
60,000
objections,
making
it
the
most
unpopular
planning
application
in
Scottish
history,
and
yet,
despite
this
application
having
now
been
withdrawn
in
the
face
of
such
huge,
widespread
opposition,
the
community
are
not
able
to
pursue
other
alternatives,
such
as
a
community
or
an
option.
Because
of
the
exclusivity
agreement.
The
Scottish
Enterprise
have
surely
that
community
should
have
other
options
than
having
to
go
to
court.
X
P
Well,
to
be
fair,
Patrick
Harvie
did
ask
me
in
general
terms
and
I
replied
in
those
general
terms,
but
speaking
specifically
about
the
proposition
in
question
and
I'm
sure
I
heard
Jackie
Baillie
ask
the
question
of
the
First
Minister
about
the
possibility
of
public
ownership,
a
and
community
bio
I.
Remember
correctly,
the
first
minister
said
that
should
be
explored.
The
nicer
and
I
concur
with
that
proposition.
Of
course,
ministers
can
a
prejudiced
any
planning
application
or
indeed
interfere
with
our
operational
independence
of
Scotia
enterprise
in
relation
to
a
matter
that
might
be
life.
P
So
let
me
see
this,
of
course,
without
pleasure
to
say
any
planning
application.
Everyone
should
reflect
everyone
without
prejudice.
Every
plan
and
application
should
be
considered
on
the
merits
of
the
case
and
the
appropriate
planning
material
considerations,
but
everyone
involved
in
there
should
maybe
reflect
on
the
outcomes
and
also
on
the
public
opinion
and
the
level
of
objections
that
were
generated
and
I
hope.
That's
helpful
for
everyone's
understanding.
V
Of
the
19th
September
2019,
there
are
fifteen
hundred
eighty
six
lovingly
declared
to
employers
and
Scott
proportionally
over
five
times
more
than
the
rest
of
the
UK
and
a
total
of
eighty
point.
Six
percent
of
our
employees
and
Scott
low
receive
the
real
living
wage
ahead
of
England
at
77.1%
wheels
at
74%
and
northern
island
72.3%.
The
best
performing
of
all
the
UK
nations
Rona.
Y
Mckay
thanks
the
Minister
for
that
answer
and
those
two
figures
that
are
really
encouraging,
but
then
still
I
might
stir
around
about
20
percent
of
people
working
in
Scotland
not
receiving
the
living
wage.
Does
the
most
that
agree
that
every
responsible
employer
should
pay
this
as
the
clues
and
the
title
living
wage
Jimmy.
V
S
Forks,
we
understand
the
economic
challenges
faced
by
businesses
in
our
small
towns
and
are
providing
a
50
million
pound
town
centre
fund
to
stimulate
growth
as
part
of
the
wider
5
billion
pound
capital
infrastructure
investment
and
our
non-domestic
rates
relief
is
the
most
generous
in
the
UK
worth
over
750
million
pounds
and
the
small
business
bonus
scheme
removes
or
reduces
rates
burdens
on
small
businesses
across
Scotland.
In.
Z
Glee
and
yet,
in
spite
of
that,
small
towns
struggle
to
access
funds
to
regenerate
their
communities,
but
it
isn't
always
just
about
money.
Dunbar
Community
Council
recently
took
me
round
a
number
of
derelict
residential
and
business
properties
in
their
time
with
speculators,
have
bought
and
refused
to
maintain
or
to
sell
undermining
the
community's
efforts
to
regenerate
the
town's
economy.
How
does
the
Scottish
government
intend
to
address
this
blight
of
derelict
properties
and
recalcitrant
owners,
hate.
S
Farms
I
think
angry
is
right
to
point
out
that
it's
not
just
about
money.
In
many
cases,
it's
about
empowering
local
communities
to
take
action
in
those
circumstances
and,
of
course,
communities
where
and
power
to
do
so
and
through
the
community
empowerment
act
so
that,
in
conjunction
with
supporting
businesses
in
the
centre
of
towns
through
a
rate
system
and
through
our
funding
and
grant
system,
should
hopefully
provide
the
support
to
Dunbar
Community
Council
that
they
need.
AA
You
presiding
officer,
the
UK
government
announced
in
July
a
3.6
billion
pound
package
of
support
for
town
deals
in
England,
which
will
benefit
a
hundred
different
communities.
Given
that
there
are
a
number
of
small
times
in
Scotland
are
facing
similar
challenges
to
those
sites
at
the
border.
As
the
Scottish
government,
any
plans
to
follow
suit
and
introduce
town
deals
here
at.
S
Farms
we
await
further
clarity
from
the
UK
government
on
that
specific
proposal,
but
our
commitment
from
the
Scottish
government
is
to
ensure
that
every
area
of
Scotland
a
is
covered
by
a
deal
that
includes
regional
deals,
which
of
course
include
some
of
those
M
tens
as
well.
But
in
this
case
we
do
await
further
detail
from
the
UK
government.
