C
Officer
last
week,
this
government
committed
to
putting
plans
in
place
to
decarbonize
Scotland's
railway
by
2035,
Transport,
Scotland,
Rosero,
details
and
actions
in
spring
2020.
We
also
committed
to
identifying
opportunities
across
the
rural
Rio
network
in
the
south-west,
drawing
on
a
successful
approach
adopted
on
the
lane
north
of
Inverness
to
exploit
the
value
of
those
lanes
for
the
benefit
of
local
communities
and
the
wider
economy.
Not
what
will
include
the
prospect
of
wind
speed
improvements
and
the
review
of
service
patterns
and
I
expect
this
investigation
to
report
by
the
autumn
of
2020
America.
B
Thank
the
cabinet
secretary
for
that
response.
Constituents
and
on
businesses
regularly
contact
me
with
their
concerns
and
frustrations
over
the
journey
frequency
and
times
on
both
of
these
arterial
routes,
and
they
feel
that
this
is
acts
as
a
bar
er
to
attract
in
people
an
investment
to
the
recent
gala.
We
can.
The
minister
can.
B
The
cab
SEC
therefore
provide
me
with
assurances
that
the
government
is
committed
to
improve
in
this
general
and
refresh
lines
both
to
improve
passenger
satisfaction
and
to
reduce
emissions
on
the
diesel
lines,
particularly
given
the
claimant
emergency,
rightfully
declared
by
the
Scottish
Government
cabinet
secretary.
Well,.
C
Saying
officer
s
day,
we
discussed
the
rural
economy,
a
committee
just
yesterday.
This
is
an
area
where
the
government
is
serious
ambition
to
decarbonize
the
neonate.
What
part
of
that
will
be
further
electrification
but
I'm,
also
working
at
alternative
propulsion
methods,
including
battery
and
also
hydrogen
sail,
and
we're
in
advanced
discussions
with
a
range
of
parties
or
looking
at
the
prospect
of
bringing
any
such
types
of
training
systems
into
the
Scottish
Network,
which
will
be
taking
forward
over
the
coming
months.
C
But
I
can
give
the
member
of
the
assurance
that
she's
looking
for
that
the
work
that
we
are
commissioning
to
look
at
how
improvements
can
be
made,
but
should
report
by
the
autumn
of
next
year.
It's
to
specifically
address
the
very
concerns
that
the
member
has
raised
on
behalf
of
our
constituents.
Finley's.
D
November
last
year
is
the
closure
of
the
airline
at
Eastern,
our
weather,
the
First
Minister,
asking
as
better
contingency
plans
will
be
put
in
place
to
avoid
disruption
in
the
future.
I
was
pleased
at
the
First
Minister
took
that
undertaken
to
ensure
no
disruption
in
the
future,
given
that
they're
still
ongoing
walks
to
the
air
hotel
and
with
electro
fish
electrification
now
been
mooted,
can
the
cabinet
secretary
confirm
that
those
contingency
measures
are
in
place?
D
C
An
authorized
was
mentioned
it
time
at
Network,
Rio
and
through
the
Transport
Scotland,
put
a
considerable
amount
of
effort
into
addressing
the
issues
about
the
station
retail,
which
was
causing
an
impact
on
the
lane.
I
know
that
the
accounts
are
also
seeking
to
vaction,
taken
forward
innovation,
to
the
condition
of
the
hotel
itself.
But
I
can
assure
the
member
that
there
is
a
ongoing
work
and
looking
at
how
we
can
it
continue
to
help
to
protect
the
lane.
Should
anything
unforeseen
develop
in
the
future,
as
you
would
expect
that
something.
C
That's
always
considered
everything
that
he'll
network
and,
as
I
mentioned,
to
Emma
Harpal,
a
key
part
of
what
we're
looking
at,
is
not
just
electrification
but
also
looking
at
alternative
propulsion
systems
for
for
trains,
which
includes
the
hydrogen
sail
and
also
battery
trains,
which
allows
us
to
then
look
at
removing
the
diesel
trains
from
the
network.
So
these
are
all
issues
which
I've
been
working
worked
at
and
will
be
part
of
the.
What
which
will
continue
to
take
forth
as
part
of
our
decarburization
of
the
leo
network
and.
E
C
Saying
often,
as
I
mentioned,
do
what
there's
no
being
undertaken
by
Network
Rail
to
look
at
the
improvements
that
can
be
made
on
the
lane,
we'll
all
form
part
of
our
thinking
about
what
further
investment
will
be
made
into
this
particular
route,
including
looking
at
the
potential
for
electrification
or
looking
at
alternative
types
of
trains
which
can
be
used
on
it
other
than
our
of
diesel
trains.
These
are
all
matters
will
be
looked
at,
but
I'm
not
going
to
do
is
a
jump
to
a
conclusion
as
to
what
will
come
from
that
report,
Rome.
F
G
I
certainly
recognized
ongoing
need
for
businesses
in
the
Highlands
and
Islands
to
have
access
to
banking
services,
particularly
to
withdraw
unto
deposit
cash.
The
UK
government
has
legislative
and
regulatory
responsibility
for
banking
and
financial
services
and,
despite
representations
from
the
Scottish
Government
and
from
mps
and
ms
peas
right
across
the
political
spectrum,
the
UK
government
has
made
clear
that
it
will
not
intervene
in
band
closure
decisions.
F
That
deal
in
cash
are
especially
vulnerable
because
there
appears
to
be
an
increase
in
break-ins
around
in
those
types
of
businesses.
That's
costing
them
financially,
but
it's
also
impacting
on
business
confidence.
I
wonder
what
the
Scottish
Government
is
doing
to
protect
and
support
these
businesses
that
are
vulnerable
to
break-ins
I'm.
Just
looking.
A
G
Member
raises
a
very
good
point
and
and
practical
advice
on
how
to
develop
and
business
crime
reduction
and
prevention
strategies
is
carried
out
by
the
Scottish
business
resilience
center,
which
has
received
grant
funding
from
the
Scottish
Government.
There's
also
work
going
on
with
the
the
banks
themselves,
particularly
through
their
banking
and
economy
subgroup,
Phi
sub,
to
insure
that
between
government
and
banks.
We
give
businesses
the
security
that
they
need
when
it
comes
to
dealing
with
cash.
Edward.
H
I
J
J
The
any
review
of
the
guidance
on
the
standards
would
consider
the
recommendation
for
five
year,
electoral
electrical
safety
inspections
and
I'm
happy
to
reiterate
that
today
there
is
a
range
of
activity
currently
already
underway
that
will
improve
our
has
already
improved
the
Scottish
housing
quality
standard
on
safety,
fire
safety
and
energy
efficiency
standards
that
are
now
being
adopted
by
the
social
housing
sector.
John
me,
sir
I
think.
J
Resign
officer
standards
in
different
ten
years
have
evolved
separately
over
time,
as
mr.
Mason
is
well
aware,
review
looking
at
improving
consistency
between
10
years
concluded
with
recommendations
of
the
common
housing
quality
standard
forum
and
we've
already
started,
making
some
identified
changes
to
the
repealing
standards
and
we're
also
currently
reviewing
the
tolerable
standard,
which
applies
to
all
housing
in
Scotland.
The
few
changes
that
were
recommended
for
the
Scottish
housing
quality
standard
included
that
requirement
for
5-year
electrical
safety
checks,
which
is
already
based
practice
within
the
sake
the
sector.
J
Any
further
changes
to
this
each
qsr,
well,
I'm
sure
mr.
Mason
will
understand,
will
be
undertaken
with
closely
Azon
west
partners
in
the
social
rented
sector
and
that
process
itself
will
determine
the
timing
of
changes
to
the
standard.
But
mr.
Mason
can
be
assured
that
I
will
continue
to
keep
him
a
contact
with
him
to
let
him
know
exactly
how
we're
going
to
move
forward
in
that
front
and.
K
J
M
Scottish
government
continues
to
work
collaboratively
with
by
fabs
majority
stakeholder
and
shareholder
DF
bonds
and
pursuit
of
a
strong
future
pate
line
of
works
for
the
company,
with
the
aim
to
secure
and
deliver
future
contracts
and
increase
employment
opportunities
and
clearly
occurs.
One
of
the
members
of
some
attendants
are
very
helpful.
A
briefing
I
had
with
members
with
an
interest
and
by
fun
clearly.
H
L
Thanked
the
cabinet
secretary
for
his
answer,
the
Saturday
and
Kirkcaldy
they
will
be-
are
fighting
for
our
future
march
and
rally
was
the
by
fab,
workforce,
local
community
trade
unions
and
supporters.
The
workforce
and
people
of
faith
are
throwing
commitment
and
determination
to
bring
jobs
to
leave
in
mouth.
It
is
important
that
all
who
have
a
stake
in
the
future
of
my
fab
work
together
can
I
ask
the
cabinet
secretary
what
preparations
are
in
place
for
the
next
offshore
wind
supply
chain
summit
and
when
that
will
be
every.
A
L
M
Think
those
are
very
helpful
points
and
I
appreciate
the
efforts
of
all
politicians
to
try
and
help
the
government
in
pursuing
a
work
in
that
regard,
and
we
are
proposing
to
take
for
about
the
range
of
actions
that
I
discussed
at
the
last
summit.
Also
to
challenge
the
UK
government
around
a
contract
for
deference
as
well
a
there
have
been
investment
decisions
that
are
welcome.
But,
crucially,
we
must
secure.
M
Some
contracts
will
lead
to
the
positive
benefits
and
a
expansion
and
growth
a
four
by
fab,
so
the
range
of
actions
underway
I'm
happy
to
play
a
further
briefing
but
working
very
hard.
Your
contracts
here
and
now
I
think
it's
an
important
point
to
make
presiding
officer
that
we
mustn't
confuse
a
campaign
for
work
with
pure
industrial
relations,
because
actually
industrial
relations
are
really
strong
with
the
workforce,
West
regions,
West
management,
as
we
try
and
secure
what
four
by
five
yards
Annabelle.
A
Ewing
Thank,
You,
presiding
officer,
candy
cabinet
sects
provide
an
update
further
to
his
ongoing
discussions
with
the
UK
government.
As
to
when
the
UK
government
will
act
to
address
the
feelings
of
its
contract
for
difference
process.
We,
regrettably,
we
see
no
conditionality,
which
would,
of
course
support
indigenous
supply
chain.
Companies
such
as
buy
fab,
3,
SEC,
Annabelle.
M
Ewing's
absolutely
correct
to
see
if
there
was
a
change
in
CFD
process,
it
would
be
materially
significant
to
the
outcome
and
the
prospects
of
the
UK
in
Scottish
supply
chain,
and
that
would
not
be
really
important
to
buying
fab.
You
government
could
make
that
decision.
They
haven't
made
that
decision.
They
are
reviewing
its
the
FD.
A
process.
M
I
wrote
much
more
to
offer
at
this
time
we're
trying
to
get
progress
from
the
UK
government
in
that
regard,
but
it
seemed
somewhat
distracted
on
many
other
matters,
but
as
a
massive
priority
for
this
government
could
make
a
difference
and
that's
why
we
will
pursue
a
process
that
would
allow
conditionality
that
we
didn't
sure
what
can
and
welcome
it
to
Scotland.
If
the
UK
government
made
that
decision,
I
don't
contract
for
difference,
Alastair.
N
Darwin
thank
presiding
officer.
I
was
very
pleased
with
the
partnership
by
five
recently
announced
with
loose
Castle
College,
which
will
see
new
engineering
training
opportunities
and
what
placements
are
Amish.
A
complete
lie,
often
heard
from
what
established
prior
to
the
takeover
by
D
F
Barnes
was
that
no
training
or
apprenticeship
were
being
offered,
and
this
is
an
especially
important
issue,
given
the
older
age
profile
of
the
workforce.
N
M
They
absolutely
agree
with
Alistair
Allan
say
comments,
the
other.
We
want
to
secure
that
pipeline
of
work
that
will
further
enhance
the
job
numbers,
new
opportunities
for
training
apprenticeships
within
as
well
I.
Welcome
that
collaboration
and
that's
why
we're
focused
on
securing
those
contracts,
so
they
can
lead
to
further
positive
benefits,
4x5
and
particularly
Amish
and
other
faiths
who
will
benefit
from
those
opportunities.
O
P
Also,
unfortunately,
our
assessment
is
that
the
egg
production
is
another
of
our
successful
food
and
drink
sectors
that
will
be
negatively
impacted
by
a
new
deal
breaks
it,
and
this
is
particularly
true
if,
as
expected,
the
UK
government
leaves
the
sector
without
the
protection
of
tariffs
or
quantitive
restrictions
on
egg
products
coming
into
the
UK.
That
would
leave
Scottish
producers
as
an
unfair
disadvantage
with
the
potential
for
imported
products
of
much
lower
quality
and
welfare
standards
flooding
the
market
here.
O
The
cabinet
Secretariat
for
that
answer
and
I
how
many
concerns
about
this
because
of
a
number
of
major
egg
producers
in
my
south
of
Scotland
region?
Does
he
share
the
British
egg
industry
councils
concern
that
an
audio
breaks
threatens
the
provenance
of
Scotland's
egg
production
and
the
quality
of
the
food
we
all
eat
because
of
the
risk
of
eggs
produced
under
much
lower
welfare
standards
entering
our
food
chain
and
can
I
ask
what
the
Scottish
Government
is
doing
and
what
it
can
do
to
protect
our
producers
and
reputation
for
high
welfare
egg
production
every.
P
I,
do
it
beggars
belief
that
the
reckless
approach
by
the
UK
government
to
a
low,
complete
trade
liberalisation
in
the
egg
production
sector
could
wipe
this
out
in
one
fell
swoop?
Not
only
will
it
leave
our
hard-working
egg
producers
unprotected
and
vulnerable
to
cheaper
imports,
but
could
also
lead
to
consumers
unwittingly
eating
egg
and
egg
products
produced
to
a
lower
welfare
standard
than
than
we
do
thanks
to
being
members
of
the
EU.
Now
these
issues
to
answer
miss
mcoppins
question.
These
issues
were
raised
with
Defra
ministers
on
Monday,
but
yet
again
presiding
officer.

uptake
for
the
HPV

continues
to
exceed
80%
and
we
know
from
the
evidence
and
the
recommendations
made
by
the
Joint

on
vaccination
and
immunization,
that
extending
the
program
to
include
s1

will
help
reduce
diagnosis
of

and
save
lives
and
years
to

The

has
also
been
available
to

clinics,
since
July
2017
in
Scotland.
Q
The
cabinet
secretary
I
state
the
Minister
for
that
very
welcome
answer.
Last
week,
Teenage
Cancer
Trust
launched
the
campaign
jobs
for
lads
aimed
at
securing
the
vaccination
for
boys
and
young
men.
Can
the
minister
confirm
of
boys
who
have
missed
this
due
to
their
age
will
be
offered
the
opportunity
to
get
the
vaccination.
R
Minister,
it
is
really
important
that
everyone
who
is
entitled
to
this
vaccination
take
up
the
the
offer
and
I
mean
that's
based
on
the
evidence
through
vaccination
policy
in
Scotland
as
worth
the
rest
of
the
UK
is
based
on
the
recommendations
of
the
Joint
Committee
on
vaccination
and
immunisation,
the
gcd
I,
an
independent
expert
panel,
which
provides
evidence
based
on
impartial
advice
on
matters
relating
to
vaccination.
The
JCV
I
has
not
recommended
a
catch-up
program
for
HPV
boys
programme.
Should
that
change,
of
course,
I
would
not
hesitate
to
act
and
extend
our
program.
R
Achieving
such
a
high
uptake
in
the
girls
program
that
I
helped
stop
the
spread
of
HPV
to
boys
and
that's
that's
known
as
he
had
them
in
a
clearly
there's:
a
grip
of
young
boys
out
there
who
would
not
be
protected
by
herald
immunity
from
from
from
girls
and
women
and,
and
that
is
mainly
of
sex
with
men,
which
is
why
I
would
encourage
anybody
in
that
category
to
make
sure
that
they
get.
The
vaccination
question
needs.

for
that
response
and,
while
I
note
the
consultation
over
the
summer,
the
only
mention
in
the
program
for
government
was
the
setting
up
of
a
working
group.
So
I'd
ask
that
the
minister
who
had
agreed
with
Kate
Campbell,
the
SNP
convener
for
housing
in
the
economy
and
city
of
Edinburgh,
and
so
when
she
says
about
short-term
plates
that
we
are
absolutely
clear.
We
need
a
licensing
regime
because
it
would
mean
that
we
could
set
local
policies
that
address
the
particular
challenges
we
faced
in
Edinburgh.
J
Minister
I'm
presenting
officer
as
I
indicated
in
my
initial
answer.
We've
had
two
over
a
thousand
responses
which
we
will
have
to
analyse
and
look
at
very
carefully
before
we
decide
how
to
move
forward
and
also
take
ignite
sense
of
different
circumstances
in
different
parts
of
the
country,
as
well
as
the
analysis
which
is
underway.
J
The
government
has
also
commissioned
research
to
explore
the
positive
and
negative
impacts
of
short-term
lights
on
communities,
with
a
focus
on
neighborhoods
and
housing,
and
that
research
involves
short-term
lay
hosts
residents,
local
businesses
and
community
actors
across
five
places
in
Scotland
Edinburgh,
the
East
Nika
Fife,
Fort,
William,
Glasgow
and
Skye,
and
a
report,
and
that
research
will
also
be
published
before
the
end
of
the
year.
We
must
get
this
right.
We
must
listen
to
all
and
we
should
not
rashly
move
forward.
Was
they
taken
cognizance
of
all
of
the
responses
that
we
have
had
bad?
