meeting
in
2019
of
the
delegated
powers
and
Law
Reform
Committee.
We've
got
apologies
from
Mary
fee
and
Stuart
McMillen,
but
can
a
welcome
Alex
Neal
to
his
first
meeting
of
the
committee
Alex's
attending
as
a
substitute
member
on
behalf
of
Stuart
McMillen.
So
the
first
item
on
our
agenda
is
declaration
of
interests
and
in
accordance
with
section
3
of
the
Code
of
Conduct
kind
by
Alex
Neal
to
declare
any
interest
relevant
to
the
remit
of
the
committee.

thanks
Alex,
the
next
item
of
business
is
to
propose
the
committee
takes
items
four
and
five
on
consideration
of
the
delegated
powers,
provisions
in
the
fuel
poverty
bill
and
a
paper
on
our
work
relating
to
Scottish
law,
commission
bills
in
private.
To
agree
to
that
agreed.
Okay
item
three
were
considering
an
instrument
subjects
a
negative
procedure:
it's
the
local
government
pension
scheme,
miscellaneous
amendments,
Scotland
regulations,
2019
SSI,
2019,
one
six,
one.
A
The
main
purpose
of
these
regulations
is
to
provide
the
entitlement
to
retire
at
55
applies
to
deferred
pension
members
of
the
local
government
pension
scheme.
It
also
makes
some
changes
to
the
requirements
for
cohabiting
partner
pensions.
There
are
a
couple
of
errors
in
the
regulations
relating
to
a
misplaced
word
and
a
paragraph
that
appears
twice,
albeit
with
slightly
different
wording,
and
full
details
are
in
our
published
papers.

the
committee
wish
to
draw
the
regulations
to
the
attention
of
the
Parliament
on
the
general
reporting
ground,
as
they
contain
a
couple
of
drafting
errors:

committee
wish
to
welcome
the
government's
undertaking
to
lay
a
further
instrument
to
correct
the
errors,

regulations
to
come
into
force
on
the
28th
of
June?
