We
were
in
fact
to
have
a
presentation
by
our
facilitator,
Michelle
sue,
who
was
instrumental
in
the
development
of
the
Toronto
indigenous
overdose
strategy.
Unfortunately,
she
resides
in
a
part
of
the
province
that
seems
to
have
suffered
more
significantly
from
the
weather
of
the
last
24
hours
and
was
unable
to
join
us
today.
But
by
way
of
introductory
remarks,
which
I'll
make
a
few
comments
in
respect
of
this
strategy
and
then
perhaps
turn
it
over
to
my
colleague,
Susan
Shepherd
who's.

have
successfully
managed
to
see
our
way
through
that
process,
which
is
why
you
have
a
report
in
front
of
you.
I
I
think
I
would
be
remiss
if
I
did
not
comment
on
the
fact
that
the
the
facilitator
Michelle
sue,
who
helped
us
and
helped
to
organize
the
meetings
with
various
members
of
the
community,
which
I
suspect
you'll
hear
about
from
my
colleague,
Susan
Shepherd.
In
just
a
few
moments.

the
Toronto
central
Lynn

I
just
wanted
to
acknowledge
that.
So
with
that,
that's
a
very
high-level
summary,
at
least
contact
setting
in
respect
of
how
we
came
to
this
point
and
just
to
give
you
a
little
further
by
way
of
high-level
detail,
I'm
going
to
turn
it
over
to
my
colleague,
Susan
Shepherd.

sure
you'll
hear
more
about
that
in
the
deputations,
and
certainly
we
heard
a
lot
about
the
trauma
and
grief
that
people
are
experiencing
in
their
lives
and
the
ongoing
impact
of
colonialism
and
racism
and
how
that
impacts,
people's
quality
of
life
and
their
ability
to
access
services
in
this
community.
I
think
that
the
recommendations
are
comprehensive.
They
reflect
prevention
of
harm
reduction
and
treatment
kinds
of
initiatives
and
are
directed
at
all
orders
of
government,
including
the
Toronto
Public
Health
at
the
City
of
Toronto.

For
me,
I
think
the
biggest
message
to
come
out
of
this
report
was
that
people
want
indigenous
services
delivered
by
indigenous
service
providers,
in
particular
people
with
lived
experience,
and
that
was
really
the
overall
tone
and
message
that
I
think
came
out
of
the
report.
The
recommendations
aligned
with
those
in
the
Toronto
overdose
action
plan,
which
has
already
been
endorsed
by
the
Board
of
Health
and
we're
in
the
process
of
actually
refreshing
and
updating
that
strategy,
as
well
as
the
Toronto
indigenous
health
strategy
that
Toronto
Public
Health,
is
supporting
in
terms
of
next
steps.

Toronto
Public
Health
is
committed
to
helping
to
support
implementation
of
this
strategy.
This
is
a
community
strategy.
This
is
not
our
strategy,
we
don't
have
ownership
of
it,
but
we
want
to
be
walk
with
the
community
and
support
the
community
to
implement
the
recommendations.
We
are
going
to
dedicate
an
indigenous
staff
person
to
help
with
that
coordination
and
to
work
with
indigenous
service
providers
and
the
community
on
this
work,
and
we
will
implement
the
recommendations
directed
to
Toronto
Public
Health
and
will
report
back
to
the
Board
of
Health
in
a
year's
time.

indigenous
languages,

I'll
speak

English,

the
executive
director
at
na
Mira's
native
men's
residence.

Did
you
miss,
run
organization
with
an
indigenous
board
of
directors
and
dizziness
staff,
and
we've
been
around
for
about
33
years.
We
operate
a
menu
or
services
for
homeless,
indigenous
men,
and
you
know
it's
well
documented,
and
it's
mentioned
in
the
report
throughout
that
indigenous
people
in
Canada,
poorer
health
on
average,
the
non-indigenous
people,
both
measures
of
health
and
well-being,
indigenous
people
comprising
of
First
Nations,
Metis
and
Inuit.
People
in
Canada
also
carry
a
disproportionate
burden
of
the
harms
related
to
substance,
use
the
Toronto
indigenous
overdose
prevention
strategy.

The
health
inequities
experienced
by
indigenous
people
represent
structural
and
systemic
disadvantages
that
result
in
the
enduring
legacy
of
colonization,
which
has
served
to
displace
indigenous
people.
Connections
to
indigenous
culture
has
shown
to
play
a
role
in
reducing
disparities
and
health,
including
substance
related
harm.

For
the
last

Street
needs
assessment
assessments
that
the
City
of
Toronto
conducted.
It
clearly
demonstrates
that
the
indigenous
homeless
population
is
predominantly
male
in
2018
the
number
was
64%
of
all.
The
indigenous
respondents
were
male
in
2013,
the
indigenous
male
respondents
was
72%,
that's
staggering
numbers,
Vietnam
--red,
so
all
of
our
programs
and
services
are
culturally
based.
We
have
a
wide
array
of
programs
and
services
that
reflect
the
diversity
of
indigenous
cultures
in
this
country.

No
often
people
mistakenly
think
that
there's
one
indigenous
culture
well
that
that's
not
true,
there
would
be
like
me
saying
you
know
all
the
Irish
and
Scottish
people
are
all
the
same.
You
know
I
know
some
people
might
take
offense
to
that.
But
you
know
that's
not
the
case
where
indigenous
people
are
diverse,
as
this
country
is
from
coast
to
coast
to
coast.
So
nami
res
is
interested
in
expanding
its
current
spectrum
of
services
to
include
harm
reduction,
shelter
program,
primarily
there's
a
significant
service
gap
for
indigenous
men
that
are
chronic
substance.

You
know,
Nami
Reds
has
had
in
our
strategic
plan
for
the
last
ten
years
to
operate
a
harm
reduction,
shelter
to
serve
population.
I
know
we're
in
the
midst
now
Toronto
opening
up
a
thousand
shelter
beds.
You
know
I
strongly
urge
our
officials
from
shelter
support
housing
administration
to
let
the
next
shelter
be
an
indigenous
one,
but
one
that's
harm-reduction.
It
might
possibly
save
lives.
We
have
a
model
in
place.
You
know
we
submitted
and
participated
in
various
research
projects.

I
think
we're
now
on
our
fifth
one
and
just
like
the
Toronto
indigenous
overdose
prevention
strategy
recommends
an
indigenous
run,
harm
reduction,
shelter
I
urge
you
to
please
get
this
up
and
running.
That
should
be
the
number
one
priority
for
the
next
round
of
shelters
in
closing,
I
would
like
to
mention
that
this
is
a
day
and
age
of
reconciliation
with
indigenous
people.

Garden

First,
Nation,
I'm
physically
dependent
to
opiates
I've
overdosed
about
four
times
two
of
the
times,
I've
overdosed
and
came
on
my
own
I'm,
lucky
to
be
alive.
I,
never
overdosed
before
until
I
started
using
fentanyl,
which
is
basically
all
that's
around.

My
tolerance
is
so
high.
That's
the
only
thing
that
makes
me
on
SiC
I've
been
on
suboxone
a
lot
of
chronic
things
happen
to
me
and
so
I
started
using
again.
I
tried
getting
better
by
moving
back
to
my
res,
but
I
was
forced
back
to
using,
because
clinics
wouldn't
give
me
medication.
I
tried
to
take
suboxone
again
and
so
I
started
using
again
these
drugs
because
of
intergenerational
trauma
being
homeless,
because
all
Mobe
I
not
wanting
to
deal
with
and
feel
the
things
that
effect
indigenous
people
because
of
colonization
and
historical
trauma.

This
overdose
Christ
has
been
going
on
for
years,
and
it
really
sucks
to
see
it's
taken
this
long
for
you
to
acknowledge
on
paper
its
impact
on
us
indigenous
people.
The
overdose
emergency
is
severely
affecting
our
people,
and
our
youth
I
lost
my
first
love
at
the
beginning
of
January.
While
you
were
writing
this
whole
strategy,
how
many
indigenous
people,
like
my
first
love,
overdose
and
died?

My
best
friend
she
died
when
you
were
starting
your
consultations,
we
need
law,
barrier,
open-minded,
culturally,
based
spaces
that
are
community
minded
like
the
overdose
prevention
site
at
mas
Park.
We
want
the
city
to
continue
to
support
these
as
they
are
needed
throughout
to
spare.
People
are
particularly
neglected
and
overlooked.
We
need
to
be
included,
we
need
our
own
services
for
and
by
our
people,
our
own
shelters,
our
own
safe
spaces
that
include
overdose
prevention
sites,
drop-ins
housing,
employment,
centers,
poverty
impacts.

happened

a

count
that

communities

communities

abstinence

organizations

don't
allow
our
own
people
to
be
serviced
in
those

those
organizations

there

indigenous
people

circles,
but
the
process
of
it

created
for
the
different
groups
of
different
people.

process
done?

was

report

and
then
some
people
got.

traditional
way

looking
at
this

report,

harm
reduction
based,

have
very
few
things
that

abstinence
based
that
people

allowed
allowed
to
go
to
that
are
using
in
circles.
But
most
programs
in
indigenous

city
here
do
not
allow
people
to
be
around
culturally
activities,
and
so
how
are
we
going
to
be
able
to
fix
those
things?

people

drugs

able
to
use
those
those
places
because
they're
in
need

their
outlook,
they're
not
able
to

fit

criteria

those
programs,

we
need

relatives
have
died
of
overdoses
in
the
short
time
that
this
report
has
gone.

continuously-

it

not
looked
at

isn't

no

no
inquest
on
any
of
these
overdoses
that

happened

Toronto

died

indigenous,
but
we
see
people
that
have.

non-indigenous
have
a
lot
of
media
outlook
on
that
when
we
need
that
more
on
our
own
people
and
that
we
need
to
have
that
space
and
we
need
people
to
step
aside
to.

providing
housing
and
culture

teachings,
sweat,

ceremonies
are
harm
reduction
ceremonies
are
treatment,
prevention
and
harm
reduction.
The
fact
that
these
ceremonies
are
available
in
transitional
housing
absolutely
saves
lives,
I,
no
doubt
about
that
I'm.
Just
speaking,
I
want
to
speak
about
like
the
impact
of
what's
really
going
on
like
people
like
Sigrid
Neve
Oakland
way,
myself.

Many
many
other
people,
First
Nations
matey
anyway.
Urban
people
have
been
doing
street
work
for
a
really
long
time
before
even
the
overdose
prevention
centers
were
opened.
People
like
Zoe,
who
were
doing
things
on
the
street
as
well,
and
many
many
many
other
people
just
imagine
for
a
second
it.
When
you
lose
people
in
your
life,
maybe
people
here
you
go
through
like
losing
debt,
someone,
you
know
dad
sent
grief,
maybe
a
couple
times
in
your
life.

For
many
indigenous
people
were
in
a
constant
state
of
grieving.
We
lose
imagine
losing
dozens
of
people
or
even
more
than
that.
Every
single
year
when
I
lived
in
Nara
is
s'agit
a
shelter
I
myself
lived
in
Sagat,
a
shelter
housing
when
I
was
homeless.
A
friend
of
Mines
name
was
rains
and
thundercloud.
He
completed
his
law
degree
while
staying
at
Saget
a
and
he's
one
of
the
people
has
been
lost
to
this
so-called
opiate
overdose
crisis.
I
found
out
that
he
passed
away.

I
lived
with
him,
I
found
out
on
a
streetcar
that
he
passed
passed
away
and
the
streetcar
actually
had
to
stop
and
I
had
to
be
brought
out
of
the
streetcar.
I
was
so
distraught
when
I
found
this
out.
Since
then,
I
found
out
dozens
and
dozens
of
friends,
loved
ones
and
community
members,
and
you
know
we
need
this
disproportionately
hits
First
Nations
communities,
the
the
overdoses
are
hitting
our
communities
hardest
and
we
need
to
have
more
services
that
are
led
by
our
people
in
the
harm
reduction
communities.

We
definitely
need
indigenous
overdose
prevention
sites,
I
created
a
pitch
called
elder
and
residents
pitch
for
mas
Park
overdose
prevention
site.
It's
won
the
George
Brown
Social
Innovation
Award
this
year
and
the
idea
is
to
bring
a
permanent
elder
that
is
available
at
mas
Park
overdose
prevention
site
two
to
three
days
a
week
for
one-on-one
with
indigenous
clients,
I
conduct
a
talking
circle,
I,
miss
gob,
a
I
mean
ceremonial
helper,
and
we
can
we
conduct
a
weekly
talking
circle
at
the
mosque
park,
overdose
prevention
site.
That's
an
example
of
ceremony.

That's
low
barrier
readily
available
and
bringing
ceremony
to
the
people
want
to
do
that
in
a
in
a
more
permanent
sense.
With
the
elder
have
an
elder
there
that
can
easily
refer
indigenous
clients,
broad
range
of
harm
reduction
options.
And/Or
treatment
can
quickly
refer
them
to
lodges,
to
medicine
people,
moss
parks,
doing
a
really
good
job
at
developing
referral
relationships
with
agencies
like
an
agave
health
and
we
need
more
funding
to.
Can
you
continue
to
do
that?

overall,
so
anyway,
I
just
wanted

speak
about
that
I
hope.
That
brings
like
a
lived
experience
to
this
room,
we're
doing
the
work.
We
have

solutions
within
our
own
communities.

support

terms

funding
for
these
ideas,
make
which
just
come
out
the
night.

process
of
consultation
and
what
that
feedback
loop
consisted
of,

it

staff
asking
or
the
consultants
asking
questions
by
email
and
asking
for
answers
by
email.
Where
were
there
other
ways
of
soliciting
feedback
beyond
that
and
beyond
the
circles?

consulting
developed,
the
consultation
plan
and
let
it

executed
it
so
I
don't
want
to
speak
on
her

but
to
answer

question

best

my
knowledge,
there
wasn't
an
advisory
committee
that
provided
some
input
along
the
way
that
got
broadened
as
the
project
went
along.
The
input
points
were
advice,
circles
with
people
with
lived
experience
and
also
a
session
with
service
providers,
and
she
did
a
follow-up
survey
with
service
providers
and
got
a
number
of
responses
that
way.

feedback
loop
that
she
used
was
building
on
that
input
and
aware
of
the
need
to
try
to
get
a
strategy
developed
and
a
as
quickly
as
possible.

think
she
then
pulled
the
information
together
and
circulated
those
recommendations
and
what
she
heard
from
the
community
back
out
to
this
Advisory
Committee
by
email,
so
that
was
the
email
loop
to
that
broader
Advisory
Committee
on
the
recommendations
and
the
report
itself.
Although
she
was
very
clear
in
my
communication
with
her
that,
in
her
words,
the
people
have
spoken
is
what
they
want.

of

recommendations

asked
many
things

federal
provincial
governments

support
the
indigenous
community
through
this
strategy?

report

ones

our
view,
including
advocacy
to
other
orders
of
government,
but
we're
also
referring
the
strategy
to
shelter,
support
and
housing

other
parties

me

them
to
respond
to
the
recommendations
directed
to
them.
So
if
you
look
in
the
main
report,
you
will
see
that
there
are
recommendations
directed
to
the
city
and
including
Public
Health,
social
support
and
housing.
Trying
to
urban
have
fun.
Those
are
things
I.

that
particular
recommendation

during
the
reports
to
those
divisions,
but
there
isn't
a
more
public
process
for
that,
so
those
reports
will
be
received
by
the
directors

GMs
or
the
executive
directors

division

report

recommendation
will

report
will

it
could

up
sitting

respect

the

notion
that
a
number
of
the
existing
service
providers
that
are
already
out
and
up

operating
they're
already
being
funded,
but
that
they
may
not
be
meeting
the
specific
needs
of
this
particular
population,

with
the
harm
reduction
lens
to
their
service.
How
do
we
respond
to
that
so.

part,
I
think
that's
the
role
of
this
indigenous
coordinator
that
we're
looking
to
hire
to
help
work
with
indigenous
service
providers
on
those
very
things.
So
it's
not
up
to
us
to
tell
indigenous
service
providers
how
to
deliver
their
services,
but
we've
received
some
important
feedback
that
they
need
to
be
sure
that
they
hear
and
take
onboard,
and
if
there's
some
way
you
can
support
them.
As
you
heard
from
the
deputies
to
deliver
more
harm
reduction
based
services,
then
that
would
be
our
role
in
supporting
that
not
in
doing
it.

metrics
that
are
critical
or
important
for
an
indigenous
LED
CTS?

might
differ
from
a
more
mainstream
approach
to
the
long-term
sustainability
of
that
kind
of
program.

needs
of
indigenous
people
living
in
Toronto.

levels

government

know

chair

follow
up

thinks
it's

MPs
and
MPPs
directly,
including
opposition
opposition
members,

so
that
we
flag
this
across
the
board
on
what
has
the
indigenous
community
in
Toronto,
told
Toronto
public
health
staff
needs
to
be
done
to
address
the
over
door
Oh
an
opioid
crisis
in
the
City
of
Toronto
and
I.

this
because
far
often
I
think
far
too
often,
I
think
we
just
submit
these
reports
and
request
the
ministries
and
it
ends
up
in
a
stack
of
communication.
Then
the
ministers
don't
see
it,
and
and
neither
do
any
of
the
other
caucus
members
who
might
want
to
take
on
and
champion
a
file
like
this,
including
the
opposition
members
that
I
think,
and
rightly
so,
have
a
duty
for
to
respond
to
the
requests
made
by
the
City
of
Toronto
and
Board
of
Health
in
this
matter.

So
I
would
leave
that
to
the
chair
to
take
whatever
action
he
sees
fit.
The
other
is
in
in
the
hiring
of
the
indigenous
consultant
or
the
permanent
position.

I
could
just
offer
a
little
bit
of
advice
that
we
have
two
great
resources
here
at
the
City
of
Toronto,
one
with
our
new
Indigenous
Affairs
office,
to
give
any
thoughts
about
the
hiring
process.

also
there
there's
expertise
within
our
HR
department
at
the
city
around
our
Aboriginal
employment
strategy
and
very
specifically,
they've
got
relationships
with
with
some
employment
agencies,
as
well
as
the
recognition
of
some
of
the
partiece.
That
comes
out
of
the
indigenous
community
that
can
sometimes
get
lost
in
our
traditional
HR
practices.
So
again
you
don't
need
a
motion.
It's
just
it's
just
my
my
advice.

some
grave
concerns
that
vulnerable
populations
that
are
already
subject
to
harm
that
are
already
feeling
left
behind
are
going
to
continue
to
fall
through
the
cracks
and
so
therefore,
as
well
as
this
intent
as
well

this,
this
report
is
out
there
laid
out
and
has
some
key
recommendations.
I
am
very
very
concerned
that
we
will
not
get
the
support
that
we
need
from
the
provincial
government.

particular,
which
means
that
we're
going
to
have
to
do
a
pivot
in
the
2020
budget,
if
that
continues
to
be
the
case,
and
that
pivot
will
be,
what
do
we
do
as
a
city
as
a
local
government
to
support
the
communities
that
live
in
Toronto?
And
we
know
that
these
are
not
necessarily
services
under
our
purview,
but
I
cannot
imagine
an
agreeable
solution
would
be
to
say.

I
know
that
we
can't
do
too
much
right
now
in
the
20
20
19
budget,
because
there's
already
so
much
in
there
that's
a
fight,
but
in
2020
this
path,
as
we
get
to
drafting
that
2020
draft
budget
will
be
which
will
be
drafted
by
staff
very
shortly.
We're
gonna
need
to
make
some
big
adjustments
and
I
think
that
pivot
will
require
us
taking
on
more
temporarily
until
we
actually
get
a
another
order
of
government
in
another
government
in
Ontario
that
is
actually
going
to
care
about
these
issues.

principle
that

think
is

critical

thinking
about
the
indigenous
strategy,
which
is
nothing
about
us
without
us
and

Think
we've
heard
that
not
just
throughout
the
consultation
leading
to
this
strategy,
but
from
our
deputies
today
and
to
that
end,
I
want
to
thank
members
of
the
indigenous
community
who
were
part
of
developing
the
strategy
and
spoke
to
it
today
and
I'd
also
like
to
thank
and
recognize
the
medical
officer
of
health
and
Susan
Shepherd
from
the
Toronto
Drug
Secretariat
for
their
work
on
this.

of
this
is
long
overdue
and
necessary.
I
will
acknowledge
a
concern.
I
often
have
when
we
bring
forward
but
I,
think
our
our
thoughtful
and
an
important
proposals
and
strategies
like
this,
that
we
are
dependent,
as
always
in
healthcare
on
other
levels
of
government
and
I'm,
often
worried
that
we
are
too
reliant,
and
so
as
we
look
to
continue
to
implement,
not
just
the
overdose
action
plan.
But
this
strategy.
This
will
be
coming
back.

the
outcome
of
this
strategy
and
its
implementation
next
year
will
have
an
opportunity,
as
part
of
that,
to
hear
from
a
new
indigenous
staff
person
lead
at

city
on
it.

certainly

my
capacity

just

ensure
that
I
reach
out

the
ministries,

also
the
members
of
parliament
and
provincial

think
we'll
look
back
at
this
point
in
time

lives
that
have
been
lost.
The
families
that
have
been
impacted,
the
devastation
that
the
drug
war
has
wreaked

city
and
we'll
all
collectively
wonder
why
we
didn't
act
sooner,
all
levels
of
government
that
why
we
allowed
this
people
to
die
needlessly
and
I
think
this
this
term,
especially
for
new
members
of
the
board
who
are
here
today.

more
important
task
than
continuing
to
confront
the
overdose
crisis
and

think
you
will
see
at
meeting
after
meeting

we

hold
ourselves

as
we
will

couple
of
stories
about
people
that
that
have
changed.
The
names
that
are
I
think
important.
There
was
a
gentleman
Michael
who
was
involved
in
a
motor
vehicle
accident.
He
was
prescribed,
opioids
and
unfortunately
became
dependent
on
them.
Like
we
see
all
too
many
times
eventually
went
to
licit
sources
on
street
started.

Using
injection
drugs,
tried,
methadone,
didn't
didn't
work
with
the
methadone,
and
the
oral
programs
went
back
to
using
injection
drugs
and
one
day
he
overdosed
came
in
and
he
didn't
die,
but
now
has
irreversible
brain
damage
and
is
living
in
assisted
living
forever.
He's
a
shell
of
his
former
self.

His
two
children
who
are
in
their
early
teens
will
never
be
able
to
be
raised
the
same
way
that
they
would
have,
and
his
families
left
now
living
frankly
in
poverty,
because
they're
his
wife
is
trying
to
raise
two
kids
that
that
she
couldn't
before,
and
this
isn't
something
that
I
see
all
the
time.
So
the
deaths
are
do
not
represent
fully
the
picture.
There
are
people
who
are
suffering
from
major
complications
of
opioids
that
are
preventable.

Endocarditis
kills
people
it
results
in.
A
lot
of
complications
can
result
in
stroke
can
result
in
death
and
we're
seeing
in
Toronto
in
an
Ontario
that
the
risk,
the
the
number
of
injection
drug
users
who
have
had
endocarditis
has
gone
up
by
a
hundred
and
fifty
percent
over
the
past
ten
years,
despite
the
fact
that
actually,
we
haven't
seen
a
big
difference
in
the
number
of
people
who
who
are
being
admitted
to
hospital
because
of
complications
of
injection
drug
use.

We,
we
have
actually
pretty
good
evidence
from
from
high
quality
randomised
trials
that
prescription
injected
opioids
like
heroin,
like
hydromorphone,
lead
to
much
better
outcomes.
We
know
that
the
retention
in
program
in
in
opioid
treatment
programs
from
the
trials
that
have
been
done
at
one
year
is
is
less
than
50%,
with
the
oral
option,
such
as
methadone
suboxone
alone,
it's
over
90%
when
you
have
availability
of
the
safe
supply
of
injection
opioids.

So
through
the
chair,
this
is
exactly
what
we're
aiming
for
to
provide
a
broader
range
of
options.
I
think
you've
heard
through
a
number
of
deputations
or
the
deputation
for
this
particular
report,
but
as
well

deputations

preceding
report
that,
in
fact
there
are
existing
opioid
substitution
treatments
that
have
been
longer
standing.
They
don't
always
work
for
the
various
people
who
do
try
them
and
I
think
that
we
have
seen
in
other
jurisdictions,
British
Columbia,
Alberta,
Ottawa,
now
and
certainly
jurisdictions.
Elsewhere,
we
heard
about
the
Netherlands
Switzerland.

are
many
jurisdictions
that
are
doing
this
I
think
we
have
strong
opportunities,
we're
actually
in
the
process
of
working
through
a
potential
pilot.
There's
some
funding.
One
of
our
partners
here
in
the
city,
looks
like
they're
going
to
be
able
to
proceed
with
we're
just
in
conversations
with
them
now,
and
we
hope
that's
just
the
first
of
many.

an
issue

certainly
is
a
role
for
us
to
make
recommendations
to
the
province,
but
I
would
echo
councilor
wong-tam
comments,
which
is
the
province
may
fund
these

healthcare
and
healthcare
delivery?

we

not
have

ally
in
the
province
and
the
delivery
of
some
of
these
resources,
we
may
need
to
think
about
more
direct
municipal
federal
partnerships
in
the
delivery
of
substitution
treatment,
as
we
seek
to
combat
the
overdose
crisis,
and
those
are
the
only
comments.
I
would
make
and
I'm
happy
to
move
the
medical
officer
of
health
recommendations
on
this
report
with
that
all
those
in
favor
of
the
Rex
oppose
defending
carried
I
will
now
move
to
the
third
item
on
our
agenda.

really
talked
about
this
edibles
in
cannabis.

Anytime,
you
put
lollipops,
edibles
and
gummy
bears
in
cannabis
in
the
same
sentence.
Everybody
seems
to
have
an
opinion
very
colorful,

pre-registered
deputies
on
this.
Is
there
anybody

impacts
as

one
has
to
be
mindful
of
those
kinds

impacts

not
seen
when

comes
to
consuming
cannabis.

and
Washington,

there

increase

legalization

they

the

of

and

think
what
was
very
troubling
from
the
perspective
of
public
health
authorities
within
those
jurisdictions
was
that

significant
proportion

was
almost
35%
of
those
incidents
actually
led
to
hospitalizations,

preventable,
hospitalizations
and
I.
Think
you
know.

Some
of
your
recommendations
speak
specifically
to
the
form
in
which
edibles
can
be
produced
and
sold,
such
as
in
forms
like
gummy
bears
and
lollipops.
That
may
be
appealing
to
young
people.
Your
recommendation
here

clear
one,
is
that
those
should
not
that
should
not
be
produced
in
that
manner.
Why
is
that
so?.

As
I
just
mentioned
earlier
there,
this
was
the
experience
within
the
context
of
other
jurisdictions
that
legalized
ahead
of
us.
They
noted
that
accidental
ingestion
of
cannabis
products
increased
post
legalization
and
that
a

in
fact

to
products
that
were
appealing
to
youth

regard
to
cannabis,

measures

board
to
track

different
organization

tobacco.

been
fighting
tobacco
for
thirty
years,

the
forefront
of
tobacco

in

80s,

I
was
bad

rid
of
tobacco
and
restaurants,

think
a
bigger
issue.

when

counterpart
in
Washington
and
Colorado,
the

one
issues

edibles
was
introduced
in
those

hotline

off

make
sure
the
future
report
coming
from
staff
to
this
board
have
those
information,
so
we
could
be
advocating
and
I
was
very
pleased
to
see
the
two
school
board
trustees
are
here
on
this
table,
because
the
good
old
days
when
I
was
here
before
there
was
alternate.

it's
very

important
that
how
do
we
ensure
these
recommendation
is
shared
with
local
MPs
but,
more
importantly,
the
school
board
trustees
as
well,

when
we
advocate
positions
on
this
magnitude,

work

eight
legalization
is
long
overdue
for
the
notion
of
just
saying
no
trying
to
arrest
your
way
to
a
solution.
It
didn't
not
work,
it
didn't
work,
and
so
it's
a
good
thing
that
we're
finally
at
the
point
of
legalization
and
that
edibles
will
be
coming
forward
in
a
legal
framework.
But
we
we
endorsed
and
supported
legalization
to
remove
the
harms
associated
associated
with
criminalization.
There
were
many
we
had
people
obtain
getting
criminal
records
that
had
a
lifelong
impact
on
them
needlessly.

We
had
a
disproportionate
number
of
people.
Frankly,
people
of
color
who
were
getting
those
criminal
records.
We
had
a
black
market
that
was
uncontrolled
taking
place,
and
so
we
wanted
to
remove
the
harms
associated
with
criminalization,
but
we
also
want
to
mitigate
the
harms
associated
with
consumption.
Cannabis
isn't
a
benign
substance,
and
so
there's
we
have
to
get
this
right.
Mechana
does
only
the
second
country
in
the
world
to
legalize
cannabis.
Uruguay
is
the
only
other
country.
That's
done
this,
and
so
we've
seen
experiences
by
some
states
and
in
the
u.s.
A
we've
seen
other
approaches
such
as
in
Portugal
around
decriminalization,
but
we
are
now
the
second
country
in
the
world
to
legalize
cannabis,
the
first
in
the
Western
industrialized
world,
and
we
need
to
ensure
that
there's
a
public
health
approach
overseeing
this,
and
we
need
to
think
about
this
as
as
sue
wants
it.
Just
like
tobacco
is
just
like
tobacco,
it
might
be
legal,
but
we
don't
want
people
to
consume
tobacco.
So
you
need
restrictions
on
advertising.

need
quality
control
and
regulations
reticles
on
the
quantity
of
THC
that
is
used
because
it
are
different
than
can
then
inhalation
in
terms
of
how
its
metabolized
in
the
bottom
body,
we
need
advertising
restrictions,
public
education
on
labeling,
and
so
just
as
legalization
may
be
overdue.
We
don't
want
to
end
up
with
a
framework
whereby
everybody
is
excited
to
consume
edibles.
It's
looking
forward
to
it

walking
down
the
street
with
lollipops.

weren't
enough
landlords
who
were
listening,
who
were
being
reasonable.
My
experience
in
last
few
years

year,

that
some
landlords
were
reasonable,
but
far
too
many
would
either
not
want
to
either
turn
the
AC
on
or
turn
the
heat
off,
because
they
were
frankly
being
selfish
and
they
were
worried
about
costs.

Some
had
concerns
around
turning
it
on
and
then
it
would
take
a
couple
weeks
and
you
know
how
difficult
would
it
be
to
do
that?
Others,
I
think
legitimately
were
worried
that,
because
of
our
bylaw,
that
they
would
be
fined
and
they
didn't
want
to
be
in
violation
of
the
bylaw,
even
if
they
could
have
done
something
and
that's
why
it's
not
only
important
to
take
a
second
look
at
really
what
these
dates
mean.
Should
they
be
set
in
stone?
Should
there
be
more
flexibility
allowed
within
the
bylaw?

What
can
we
do
to
support
retrofitting
within
buildings
to
make
sure
that
the
buildings
themselves
can
allow
for
co
air
to
circulate
in
the
units?
And,
ultimately,
if,
if
we
have
bylaws
that
seem
arbitrarily
restrictive,
but
with
good
motivation,
we
want
them
to
turn
the
heat
on
when
it's
too
cold
outside.
Obviously,
and
we
don't
want
them
to
skirt
on
that.

we
make
sure
that
there
is
a
formal
declaration
by
a
person
of
authority,
whether
it
be
the
medical
officer
of
health,
whether
it
be
the
mayor,
whether
it
be
a
title
that
we
create
and
we
provide
that
authority
to
them,

some
way

able
to
get
out
there
to
the
ears
of
the
landlords
to
say
be
reasonable
and
you
know
do
not.
Keep
the
heat
on
just
because
you're
worried
that
it's
gonna
get

little

maybe

days

that
is
that
some
will
say
well

gets

far
easier

I

tenants

the

to

escape
the
extreme
heat
that
there
are.
They
are
boiling
in
their
apartment.

with

coming
to
my
time,

while
there's

kind

a
health
emergency
or
disaster
that
a
government
has
carriage
of-
and
the
question
that's
always
asked-
is:
why
didn't
you
accent

prevent
this
problem?
We
have
good
solid
evidence
that
this
disaster
is
going
to
happen
in
Toronto
and
happen
over
and
over
again.

It
has
already
happened
to
the
south
of
the
Great
Lakes
in
Chicago,
and
it's
entirely
predictable
that
it's
going
to
happen
here
soon
beyond
that,
within
a
few
decades,
the
kind
of
heat
emergency
that
will
kill
people
is
going
to
become
the
normal
summer
in
Toronto,
in
an
exercise
done
by
the
jointly
by
our
office
of
emergency
services
and
and
the
medical
officer
of
Health.
Couple
of
years
ago,
we
identified
that
over
100,000
Torontonians
are
at
risk
of
death.

In
the
event
of
a
heat
emergency
and
the
infrastructure
in
the
apartment,
buildings
and
rooming
houses
and
older
houses
in
the
City
of
Toronto
that
have
been
cut
up
into
you
into
apartment
units
simply
will
not
be
adequate
to
deal
with
it.
One
of
the
outcomes
in
that
sort
of
modeling
exercise
gaming
out
how
Toronto
would
fare
in
a
heat
emergency
was.

would
not
have
enough
body
bags,
so
we
know
this
is
coming
and
we
know
that
from
what
we've
seen
in
Central
Europe
and

saw
in
Chicago
within
the
last
decade,
the
number
of
people
who
died
can
run
up
into
the
thousands
and
that
we
are
not
prepared
anyway,
to
prevent
those
deaths.
So
here
we
are
in
one
of
those
moments
where
we
can
act
with
foresight
so
that
next
year
or
10
years
or
whenever
the
first
heat
emergency,
true
heat
emergency
hits
Toronto,
we
can
say
we
acted
and
we
save
lives.

say
thank
you
for
this
report.
It's
very
important
that
not
only
are
the
seniors
being
affected
by
this,
but
so
are
the
children
in
our
schools.
A
lot
of
our
schools
do
not
have
air
conditioning,
so
we
might
not
be
getting.
We
might
assume
that
they're
they're
getting
the
heat
relief
when
they
walk
into
our
schools,
but
a
lot
of
times.
There
is
no
heat
relief.
We
don't
have
filters
in
our
schools,
there's
no
ventilation.
So
it's
stale
air
that
a
nine
o'clock
in
the
morning
we
have
students
that
are
fainting.

so
when
I
read
it,
the
report
I
notice
on
bottom
of
page
three
talks
about
the
summer
season,
I
think
he
probably
started
in
spring.
Like
we
start
seeing
heat
alert
as
early
as
probably
April
I
would
say:

put
the
summer
season.
I
think
we're
gonna
have
to
be
mindful
the
fact
that
this
climate
change
is
real.

we

work

partners
and

see
that
180
locations
being
considered

push
by
the
two
trustees

identify
which
schools

expanded

of
the
day

worried
the

in
Scarborough.

these

locations
are

they
don't

the
capacity

don't
have

Center
for
the
cooling
center,
unless
it's
a
neighbor
in
high
school
that
they
could
go
to
okay
and
the
transportation

TTC

inaccessible,
so
where's,
the
water?
Is
there
a
style,
pop
stockpiling
of
water
so
that
they
can
go
to
get
water
because
hydration
is
so
critical
for
little
ones?

this

we
talk
about
heat
relief,
counselor
perks
has
spoken
about
climate
change
in
inclement
weather
and
how
this
is
a
pressing
public
health
concern
not
just
today,
but
it
will
increasingly
be
won
in

future.
We've
heard
about
how
it's
taking
place
in
schools
from
from
trustees
here.
We
also
know
that
there
are
3,400
buildings
in
the
City
of
Toronto
that
don't
have
air-conditioning
and
so
for
those
3,400
buildings.

can
be
brutal
in
the
summer,
and
there
are
measures
talked
about
in
this
report
and
in
the
moat
in
in
the
amendment
of
motion
I'm
placing
to
improve
them
there.
But
imagine
the
shoulder
seasons.
Imagine
in
April-
and
this
is
an
experience-
many
of
us
have
dealt
with
where
I
recall
last
April
being
in
a
Chinese
seniors
home,
a
Toronto
Community
Housing
Building,
where
it
was
32
degrees
that
day
and
the
heat
was
on
and
the
windows
couldn't
open
because
of
child
protection
strategies.

People
were
roasting,
and
so
that
imagine
that
situation
and
part
of
where
we
have
an
approach
here
is
how
do
we
have
cooling
spaces
throughout
the
city,
so
there's
180
spaces,
and
how
do
we
have
signage
for
them?
That
simple
and
part
of
the
conversation
here
is:
how
do
we
have
cooling
rooms
and
shades
for
structures?
Those
are
all
important,
but
then
I
want
to
take
a
step
back
to
say
it's
3:00
in
the
morning
you're
a
senior.

What
are
you
gonna
do
you're
not
going
to
a
cooling
space
and
you're
not
going
to
the
school
today's
AC,
and
so
that
I
think
really
helps
to
to
frame
this
conversation.
So
so
why
are
we
here
we're
here
in
part,
because
this
issue
is
so
damn
complicated
in
terms
of
who's
in
charge?
You
have
Planning
Act
provisions,
municipal
code
provisions
related
to
window
and
window
protection.
You
have
licensing
and
standards
involved
in
this
related
to
enforcement
and
landlords.
A
You
have
the
City
Planning
Department
Toronto
Public
Health,
the
strategic
communications
division
around
communicating
at
private
landlords.
Who,
often
when
you
reach
out
to
say,
hey,
you
can
turn
off
the
heat.
They
don't
want
it
because
it's
gonna
cost
money
to
turn
off
the
heat
and
turn
it
back
on
so
a
lot
of
people
involved.
So
how
do
we
move
forward?
So
the
motion
in
front
of
you
and
and
some
of
the
city's
work
on
the
long
term?

need
to
look
at
buildings
in
general
and
whether
it's
air-conditioning
and
buildings,
and
how
do
we
ensure
that
through
tower
renewal,
they're
improved
so
new
buildings
and
redeveloping
buildings,
we
need
to
look
long-term
at
those
and
there's
part
of
the
motion
in
front
of
you.
Talks
about
the
development
application
process
and
measures
that
City
Planning
can
look
at
there.
That's
in
the
long
term.

one
of
the
items
in
the
motion
here
is
for
that
overarching,
citywide
strategic
communications
plan,
and
how
do
we
make
sure
that
everybody
is
aware
of
it
in
terms
as
landlords
that
they're
aware
they
don't
have
to

on
that
we
communicate
to
them,
and-
and
so
there
is
a
call
for
a
report
back
from
the
medical
officer
of
health
in
April.

that
there's
also
in
this
motion
to
look

on

to
make
sure
that
they
know
that
they
need
to
turn
off
to

some
of
our
immediate
short-term
items,
and
so
this
is
it's
a
complicated
issue,
as
somebody
who's
only
being
at
City
Hall
for
five
years
and
others
who've
been
on
this
a
far
longer
than
me,
I've
come
to
appreciate
how
tough
this
is.
But
fundamentally,
this
is
about
adaptation
and
mitigation
with
climate
change.
It
is
a
public
health
issue
and
in
this
term
this
is
an
issue
that
you
have
my
commitment.
We
are
going
to
be
on
again
and
again
and
again
it
may
be
complicated.

that
I'm
very
happy
I
mean
this
is
the
first
year
I
said
on
the
fourth
held

I
don't
even

This
is
one
of
the
issues
that
we
deal
with
in

city
and

really
eye-opening

used
to
live
in
the
in
a
condominium,
and
we
always
have
property
managers.
You
know
it's
too
hot
or
too
cold
or
something
and
nobody
acted,
I
think
you
know
just
to
add
on
the
communication
strategy.

think
we
we
should
probably
include
those
property
managers
Association
as
well.

need
actually

know
whether
they
you

they
could
be
flexible,
as
some
you
know,
as
a
very
good
medication
measure
for
climate
change,
I
think
it's
a
very
good
that
I'm
very
happy
that
I'm
actually
sitting
