in
order
I'd
like
to
acknowledge
the
land
we
are
meeting
on
status
is
on
the
traditional
territory
of
the
many
nations,

Mississauga's

ANA
swabby
Chippewa,
the
hood
and
Shawnee
and
the
Wenda
peoples,
and
is
now
home
to
many
diverse

We

the

the

first

section
37
and
section
45
reserve
funds
statement
2016
to
2018.

I,
do
not

currently

City
Hall's.
The
province
has
never
given
the
City
of
Toronto
Express
statutory
authority
to
do
this.
So
this
item
in
large
part,
has
to
do
with
section
37
funds.

So
I've
come
here
today
to
explain
to
all
of
you
how
section
37
funds
are
wasted
here
with
within
the
city
of
Toronto.
So
in
this
report
there's
a
table,
it
says
table
4
and
it
mentions
the
Toronto
Public
Library
capital
improvements.
Just
so
you
all
know
at
the
last
Toronto
Public
Library
Board
agenda.
They
had
something
a
capital
spending
chart,
building
projects
and
the
Northern
District
Library
was
mentioned
twice
in
it,
something
about
streetscaping
to
the
tune
of
nine
hundred
and
ninety
thousand
dollars.

Six
new
projects
have
been
added
to
the
10
year:
capital
plan,
northern
districts,
streetscaping
new
project
added
in
2020
2021,
as
section
37
funding
has
being
received
so
I
say
to
myself
what
does
streetscaping
mean
so
I
email,
the
service
area
manager
there
for
northern
district,
and
she
responds
to
me
hi
Derek
I,
consulted
with
capital
projects
and
found
out
that
streetscaping
refers
to
outdoor
work
when
there
is
essentially
no
land
or
green
space
to
work
with
it
adds
interest,
comfort
and
sometimes
vegetation
to
a
hard
street
environment.
It
can
be
benches
paving
now.

You
know
whenever
you're
paving
right
off
the
bat
I
think
of
the
bid-rigging
paving
scandal
here
at
the
city,
it's
around
a
couple
of
years
ago
right
so
it
makes
hearing
that
makes
me
antsy
right
out
the
to
begin
with
planters
are
signage
lighting,
etc.
The
money
originated
from
development
charges
and
was
allocated
by
the
city
councillor
about
five
years
ago.
There
is
a
capital
plan
to
do
work
along
Orchard,
View
and
possibly
around
the
perimeter
of
the
building,
including
improving
the
outside
silence.

Now
this
is
a
picture
I,
don't
know
how
clear
that
is,
but
that's
a
picture
of
the
ramp
in
front
of
northern
district
library.
That's
a
pretty
plain,
looking
ramp,
they're
nice
and
why
you
know
I'm
free
move
about
that.
Ramp,
however,
does
not
look
like
that
anymore.
That
ramp
over
the
past
couple
years
was
I,
guess
upgraded.

No,
no
ice,
no
snow
buildup
they
broke
that
ramp,
upgrading
the
ramp.
They
had
to
go
back
and
spend
even
more
money
on
top
of
it
over
the
past
year
in
phases
redoing
it
because
water
ended
up
leaking
through
the
roof
into
the
youth
center
below
okay.
So
we've
already
had
money
spent
on
streetscaping
section
37
funds
on
that
ramp,
so
councillor
Crawford,
you
and
councillor
Annunziata
must
remember.

I
spoke
at
Executive
Committee
recently
on
the
Toronto
Public
Library
I
mentioned
how
in
the
library's
own
agenda,
they
say
that
in-person
visits
are
down
at
the
library
they're
doing
a
study
on
who
and
why
people
aren't
going
to
the
library
anymore.
Do
any
of
you
think
that
people
have
stopped
going
to
the
library?
Because
it's
not
interesting
enough
for
them,
because
there's
not
enough
vegetation
out
on
the
street
do
any
of
you
think
people
have
stopped
going
to
the
library
because
they
don't
find
them
comfortable,
because
there's
not
enough
benches.

Paving
planters
are
signage
lighting
on
the
street
in
front
of
it.
Think
about
that
this
we're
talking
about
the
street.
How
does
the
Toronto
Public
Library
figure
by
spending
almost
a
million
dollars
on
the
outside
of
the
Northern
District
library
that
they're
going
to
be
able
to
fix
what's
wrong
on
the
inside
of
the
Northern
District
Library,
which
is
a
lot
of
noise,
because,
quite
frankly,
that
library
is
first
a
daycare
center,
a
high
school
cafeteria
for
the
students
that
show
up
after
school?

curious
have
we
ever
done
an
analysis
of
section

money
and
how
much
is
generated?
How
much
remains
in
the
ward
that
the
project
is
and
how
much
is
goes
to
citywide
resources,
because
the
section
37
is
one
one-half
of
sort
of
one
half
of
the
contributions
that
are
being
made
by
developers
with
respect
to
there
are
these
monies
that
can
be
assigned
by
the
counselor?
But

is
a
huge
number.

the
chair,
just
if
you
look
at
the
last
page
of
the
report,
there's
actually
a
comparison
of
reserve
fund
balances
based
both
on
the
old
board
structure,
as
well
as
the
new
ward
structures.
You'll
see
it
based
on
the
44
Awards
and
the
very
last
page
would
show
the
balances
as
of
December
31st
2018,
based
on
the
25
ward
structure,.

broad
terms,
yes,
correct,
as
you
know,
we
have
a
significant
backlog
of
of
road
rehabilitation
work
around
1.5
billion
dollars
for
local
roads,
so
we've
been
working
hard
to
try
and
accelerate
the
program,
so
that
were
in
a
position
to
deliver
quickly
on
on
roadworks
and
working
with
our
partners.
In
EECS
this
year,
we've
been
up
to
accelerate
and
bring
forward
more
contracts
and
we'd
anticipated.
Hence
why
we
need
we
need
more
money.
So
this
is
money,
that's
already
committed
and
will
be
spent
this
year.

a
reason
why
I
know
that
we
hadn't
staffed
the
the
senior
position
in
the
unit
which
is
now
staffed,
but
is
there
any
other
indication
why
vision,
zero

cycling
budget
seemed
to
be
behind?
What's

scheduled,
I
only
ask
because
these
are
two
areas
that
this
council
has
tried
to
put
some
focus
and
if
we
don't
have
the
necessary
staff
resources
to
to
to
implement
those
dollars,
I
think,
then,
that
we
might
want
to
look
at
that.

extends

This
is

easternmost
section

it's
the

that
is
literally
at
the
end
of
its
service
life
near.
