Mercer
and
with
the
Toronto
Coalition
for
better
child
care,
we
represent
over
200,
not-for-profit
childcare
members
across
the
city
and
try
to
speak
for
the
thousands
and
thousands
of
families
who
desperately
need
our
care
in
this
city.

It
is
a
real
pleasure
to
come
here
to
the
budget
committee
in
June,
instead
of
January
to
come
and
speak
with
you
in
a
really
good
news
week
for
childcare
instead
of
a
bad
news
week.
I
want
to
thank
you
very
much
for
your
support
of
childcare
and
especially
the
Toronto
jakka
growth
strategy,
which
passed
with
such
incredible
support
just
a
few
weeks
ago
that
it
was
very
heartening
to
see
our
City
Council
step
up
in
such
a
huge
way.
So
we
thank
you
for
your
leadership
in
that
the
province
has
just
announced
this
week.

A
huge
commitment,
I
think
the
largest
commitment
we've
had
for
childcare
in
well
over
a
decade.
I
know
that
there
will
be
all
sorts
of
strings
attached
and
details
and
it
won't
all
come
in
one
big
fat
check,
but
nonetheless
it
is
over
36
million
dollars
for
child
care
in
Toronto,
which
is
a
massive
investment.
So
we
are
very
excited
about
that.
As
we
know,
you
must
be
and
your
staff
must
be
and
that
Toronto
growth,
child
care
growth
strategy
will
be
the
plan
that
you've
already
got
ready
as
to
how
to
roll
that
out.

So
we
look
forward
to
working
with
you
and
your
staff
on
that.
I
would
like
to
emphasize
just
stress
that
the
city
did
have
a
commitment
in
that
Toronto
child
care
growth
strategy
of
20%
to
be
added
into
the
child
care
budget.
You
will
remember
because
it's
only
been
six
months
and
it
comes
around
on
a
regular
annual
basis
that
we
frequently
have
to
fight
to
hang
on
to
all
of
our
dollars
for
child
care.

So
I'm
coming
here
at
the
midway
mark
to
urge
you
to
please
find
everything
you
can
do
to
make
sure
every
dollar
possible
from
the
province
and
from
the
city
are
both
at
the
level
that
you've
committed
to
and
that
they
all
get
directed
into
childcare,
spaces
subsidies
and
keeping
fees
affordable
for
parents.
It
is
really
tough
out
there
and
we
want
parents
to
really
feel
the
the
impact
of
this
I
was
at
a
Toronto,
Catholic
District
School
Board
Board
meeting
last
night
to
urge
them
to
do
exactly
the
same.

We
have
three
levels
of
government,
the
province,
the
city
and
the
school
boards,
and
we
need
every
level
of
government
to
come
together
at
the
same
time.
So
there
was
a
positive
response
at
the
school
board
yesterday
and
we
want
to
thank
you
and
urge
you
to
keep
working
together
and
for
all
the
families
across
Toronto.

a
quick
question
because
I
was
planning
on
on
raising
this
issue.
When
we
get
to
the
operating
variants,
isn't
it
isn't

Is
it
true
that
we
have?
We
have
a
dual
problem
if
we're
not
putting
something
in
the
childcare
Stabilization
Reserve,
as
we
are
a
number
of
other
stabilization
reserves,
then
we
have
a
problem
in
that
area
with
the
plan
in
both
capital
and
operating.
Is
that
not
the
case
said.

Recent
announcement
in
the
funny
right
right,
the
recent
announcement
funds
coming
our
way
talking
about
building
more
spaces,
but
it
also
talks
about
being
ready
to
fund
more
spaces
and
even
yes,
a
new
program
to
to
expand
how
we
regulate
and
fund
spaces
in-home
childcare.
So
we
should
be
ready
to
to
address
both
building
of
spaces,
which
would
be
capped
yes
and
funding
of
spaces
on
a
day
to
day
basis.

province
announced
capital
money
that
we
have
not
yet
heard
about
in
terms
of
the
actual
mount
Toronto
can
be
receiving
mm-hmm,
but
there
will
be
growth
with
additional
capital
money
from
the
province.

understanding

consultation

revised
strategy
comes

parents

community

childcare
sector,

understand

give
some
feedback
on
that
revised
version
for
the
fall.

Catholics
that
was
actually
because
the
Catholic
school
board
had
a
staff
report
coming
preparing
the
board
for
giving
notice
to
child
care
programs
that
the
childcare
options
grant
was
going
to
end
and
I
was
there
to
just
urge
them
to
not
drop
the
ball.
On
the
you
know,
just
not.
We've
got
three
levels
of
government,
the
province,
the
city
and
the
school
board,
and
you
would
think
that
three
levels
of
government
can
make
it
three
times
as
great
in
the
organising.

school
board
was
preparing
life
preparing
to
prepare

childcare
programs
for
life
after
the
grant,
after
the
occupancy
grant.
So
I
was
there
to
try
and
urge
them.
Don't
move
so
fast,
because
CDRC
sent
a
different
message
to
city
staff,
so
we've
with
just
my
message
from
all
of
this
is
just
like:
don't
anybody
take
a
dollar
out
of
childcare?
Please
don't
take
a
dollar
out
of
childcare.

We've
still
only
got
twenty
percent
of
the
families
that
need
childcare
in
care,
so
it
doesn't
even
matter
even
if
you
get
a
ten
percent
increase
or
a
20
percent
increase.
You
still
only
got
twenty
four
percent
of
the
families
that
okay
we've
got
a
long
way
to
go,
and
we
really
encourage
every
level
of
government
to
invest
their
money
and
every
team
of
staff
to
work
really
to
lift
this
up.
We
need
a
gold
star,
not
just
beside
the
province
but
beside
every
level
of
government.

better
understanding
of
the
amounts
that
are
being
assigned
in
a
recommendation
to
I
think
I

increase

two
million

back
the
provincial
wage
enhancement
program

a

fund

actual

costs

this

childcare
operators.
So
this
year
we
received
one
point,
four,
seven
million
more
than
we
needed.
If
the
opposite
had
been
true
and
we
needed
more
than
they
had
originally
allocated,
they
would
have
provided
more
money
to
cover
the
gap.

just
didn't
need
the
money
that
we
had
budgeted
for
okay,
but
then
it's
and
so
it's
being
it's
been
allocated,
I'm
just
trying
to
get
the
proportion
of
what's
being
allocated
where
what's
being
allocated
allocated
for
subsidy
what's
being
allocated
for
special
need
and
what's
being
allocated
between
the
per
diem
rate
and
operating
grant.
Okay,
general
affordability.
So.
I
In
terms
of
increased
subsidies,
that's
the
majority
of
the
investment.
For
now
it's
31
million
dollars
for
two
2100
subsidies.
Those
subsidies
are
slightly
more
expensive
because
it's
the
younger
children,
the
800,000,
is
to
provide
as
the
about
10
percent
of
children
in
the
system
have
extra
support
needs
so
that
837
thousand
is
to
ensure
that
we
have
the
capacity
in
the
communities
to
support
child
care.
Serving
children
with
extra
support
needs.
I
1.44
million
going
to
the
general
operating
grant
is
to
increase
affordability,
so
it's
based
funding
that
operators
receive
that
will
help
to
reduce
the
cost
that
they
have
to
put
in
their
per
diems
and
then.
Finally,
we
added
at
1.9
million
to
the
line
that
the
per
diems
that
we
pay
to
operators
to
ensure
that
we
can't
pay
actual
costs.

nobody
would
go
without
any
money
it.
It
means
that
the
overall
budget
for
burdens
increased
by
one
percent,
in
some
cases,
child
care
costs
and
some
agencies
increased
by
more
than
one
percent,
in
other
cases,
by
less
depending
on
expansion.
So
we
occasionally
will
cap
what
we
give
those
operators
that
increase
by
more
than
the
inflationary
amount,
and
this
is
to
limit
the
number
of
caps
we
would
have
to
install,
but
nobody
would
receive
everybody
would
receive
their
per
diems.

then
you
get
where
I'm
going
here,
because
we
were
told
that
we
wouldn't
need
that
additional
1%.
We
shouldn't
consider
it
a
cut,
but
if
people
were
applying
for
more,
if
we
clearly
need
money
for
more
cos,
you're
asking
for
a
point,

increase,
then
we
could
have
been
providing
more
money
through
that
through
that
per
diem
program,
to
cover
eligible
costs
right.

giving

budgeted

a

increase,

there
was
more
money
in
the
pot.
We
anticipate-

did
see
this
at
the
budget
process,

2017

good
year.

we
had
to
cut
back,
it
was
the
best
year
to
do
it
to
1%,
because
we
were
introducing
the
general
operating
grant,
which
would
give
operators
more
stability.

an
important
distinction
to
make
and
when,
when
answering
questions
next
year
of
why
we
had
to
reduce
the
amount
of
money
that
we
were
making
available
to
childcare
rather
than
say
well
we're

been
allocating
too
much.

we
know

money

being
spent

it's

spent
on
childcare,

any
reduction
in
that
amount
will
result
in
less
money
being
spent
on
childcare.

make
the

think
it
is

they
fund
the
actual
cost.
So
they
give
us
an
outlook.
Nation

on
the
previous
year's
operators,
apply,
we
review
the
applications,
do
the
calculations
and
then
pay
the
actual
costs.

last
year
they
happen
to
give
us
1.4
million
dollars
more
than
we
actually
need
it.

Have
to
have
invested
the
new
thirty
four
million
dollars
by
the
end
of
2018,
which
is
why
we
have
a
recommendation
that
any
under
expenditure
this
year
get
moved
into
the
reserve.
So
we
can
ensure
that
its
invested
next
year.
The
reason
they
did.
That
is
because
we
did
not
get
our
allocations
until
May
this
year,
so
we're
already
halfway
through
the
year.

and

I
was
going
to
ask
this
question
with
respect
to
the
surplus
disposition,
but
I'll
ask
it
here
with
respect
to
the
investment
being
made
here.
These
are
provincially
funded
top-ups,
but
in
our
childcare
strategy
is,
is
it
a
stated
goal
that
if
we
get
enhanced
investment
from
the
province
that
we
keep
pace
with
that
investment
on
the
city
side,
the.
I

Yesterday,
when
we
went
to
the
budget
we
as
far
as
the
occupancy
fees,
we
instructed
the
school
board
that
we
would
give
them
we
put
money
back
in
and
we
would
give
them
one
year
to
to
notify
the
parents.
So
what's
the
status
on
that
because
listening
to
the
deputy-
and
it
looks
like
the
school
board,
now
is
not
doing
that.

I'll
start
and
then
maybe
the
gym
can
continue.
So
during
the
17
budget
process
there
was
a
recommendation
to
eliminate
the
occupancy
grant
halfway
through
the
year
that
was
amended
by
council
to
extend
it
to
year
end
to
give
the
board
time
to
provide
notice
to
the
various
recipients
of
the
occupancy
grant,
and
so
that's
what
council
approved
so
there's
funding
in
the
budget
to
year-end,
but
it's
to
be
eliminated,
starting
at
the
beginning
of
2018,
based
on
the
budget
decision.

other
day
at
our
CDRC
committee,
there
was
a
recommendation
that
the
committee
made
directing
the
GM
and
the
CFO
to
included
in
the
base
for
consideration
the
18
budget
process.
So
that
will
be
a
recommendation
going
to
council
to
think
about
the
disposition
differently
for
the
18
budget
process.

Well,
accidents
say
that
sometimes
Council
has
wording
that
directs
us
to
include
in
the
budget,
and
that
happens.
We
do
that.
That

rare.
More
often
than
not,
council
requests
that
the
city
manager
the
CFO,
consider
including
something
and
then
what
we
do
is
we
look
at
all
available
funding.
We
look
at
priorities
and
see
what
we
can
accommodate
in
the
specific
case
of
the
Gardner.
We
have
heard
repeatedly.

So,
looking
at
these
allocations,
and
though
the
allocations
you're
recommending
here,
you
are
putting
32
out
of
34
million
dollars
of
new
money
into
subsidies
when
there
still
is
a
there.
Still
is
a
great
deal
of
concern
about
affordability,
for
families
who
aren't
eligible
for
subsidies
and
increasing
that
general
funding
of
child
care
to
keep
the
lid
and
then
reduce
to
40%
by
40%,
which
was
in
the
strategy
fees
for
for
parents.
How
are
we
going
to
reduce
fees
for
parents
if
we
don't
add
more
than
that
into
the
funding
of
the
general
operating
grant?.
I
The
the
growth
strategy
had
fees
being
reduced
by
25
to
40
percent
over
10
years.
The
way
to
reduce
them
is
to
continue
to
increase
the
general
operating
grant
right.
So
as
we
get
additional
money,
we
will
continue
to
increase
that
and
you
will
see
in
the
report
that
we
bring
forward
in
the
fall
the
projected
cash
flow
in
terms
of
how
that
will
roll
out
over
the
10
years.
So.

we

to
ask
you
to
go
out
and
consult
with
parents
and
to
look
at
options
around
affordability
to
address
that
particular,
you
know
slice
of
the
parent
population
or
families
in
Toronto
who
aren't
eligible
for
subsidies
but
are
still
hard-pressed
with
IVs.
You
could
come
back
to
help
inform
your
report
in
the
fall.

It
also
commits
significant
additional
funding
to
add
fee
subsidies,
but
the
provincial
government,
despite
the
language
that
was
used
in
their
announcements,
that
talked
about
universality
and
moving
towards
a
broader
program
to
serve
all
families,
which
is
very
consistent
with
our
service.
Our
growth
strategy
has
given
us
some
flexibility
around
affordability
and
they
are
undertaking
a
review
of
the
subsidy
system
so
that
we
can
look
at
changes
to
that
system
to
enhance
access
for
middle-income
families
and
I.
Think
that
will
be
terrific
and
I
hope.

Those
changes
can
be
done
quickly
because
they
require
provincial
legislative
change,
but
in
the
meantime,
in
the
meantime,
parents
are
struggling
and
we
have
to
find
ways
to
keep
the
lid
on
fees
in
the
City
of
Toronto.
They
are
totally
totally
beyond
the
reach.
As
our
study
said,
the
affordability
and
demand
study
demonstrated
beyond
the
reach
of
75
percent
of
families
in
the
City
of
Toronto.
So
our
strategy
said
if
we
were
to
reduce
fees
by
25
to
40
percent
and
we
were
able
to
create
more
spaces.

We
could
serve
up
to
half
of
the
children
in
the
city,
and
that
is
something
that
is
embedded
in
our
plan
and
I'm.
It's
one
of
those
situations
where
it's
very
exciting.
We've
got
all
this
money,
but
now
it's
gotten
spent
and
quickly
and
I
know
that
this
division
has
the
capacity
to
do
that
and
I'm
very
excited
that
we're
going
to
see
I
hope
some
very
significant
change
for
families
in
the
City
of
Toronto.

it's
easy
to
be
annoyed
that
we're
talking
about
childcare
once
again,
but
I,
don't
think!
There's
anybody
in
this
room
that
makes
less
than
70
grand
we're,
probably
the
lowest
paid
in
the
room
making
110,
because
on
a
budget
committee
meeting
you,
you
got
a
lot
of
executives,
some
of
whom
make
a
lot
more
than
us,
so
to
try
and
understand
what
it
would
be
like
if
even
in
a
two-parent
family.

They
have
to
not
be
worrying
about
who's,
taking
care
of
my
kid
in
the
most
expensive
city
in
the
country
to
live
in
so
it
is.
It
is
a
pain
in
the
neck
to
talk
about
it
on
a
Friday
morning,
but
I
really
think
you
look
to
need
to
look
back
at
the
numbers
of
the
announcement
and
by
executive
be
able
to
tell
executive
committee
and
Mara
Tory
whether
or
not
this
is
a
good
news
announcement
this
week
or
not
on
childcare.

process
adjusted

numbers

order
to
meet

budget
target,
reducing
the
amount
of
money
that
would
go
to
to
childcare
subsidies
by
way
of
up
to
two
per
the
per
diem
rate,
and
now
we're
just
filling
that
back
in.

want

know
that
the
the
budget
chief
has
a
press
conference
later
today,
I
sincerely
hope
a
member
of
the
of
the
media
gallery
doesn't
say:
well,
you
just
use
provincial
money
for
childcare
to
backfill

tax
reduction
or
less
of
a
tax
increase
in
new
2017
budget.

I
was
a
member
of
media,
that
would
be
one
of
my
first
questions
and

hope.
You
have
a
good
answer
for
that,
because
I,
don't

don't
know

that
would
be.

barely

dimes
to
rub

like
that

equated
over
the

childcare,

five
years

like
adding
two
years
to
my
mortgage,
essentially
because,
like
like
many
people,
we
don't
have
much
of
a
buffer
in
our
monthly
budget
to
absorb
twenty
four
thousand
dollars
a
year.
We
we
own
our
home.
Thankfully
we
own
our
home
in
Toronto.

we
bought
just
before
it
took
off
like
crazy,
but
twenty
four
thousand
dollars
a
year
is
a
lot
of
money
for
a
family
and
that's
on
the
full
fare.
So
we
do
have
to
also
look
at
that
general
affordability
across
the
board,
because
that
brings
it
down
and
makes
these
centers
more
saleable
for
everyone.
It
will
help.

will
help
the
bottom
line
for
new
centers
that
are
trying
to
open
up
that.
Don't
have
subsidized
spots
like
the
new
ones
will
be
in
Ward
19,
because
we
we
have
met
our
equity
level.

line
for
many
new
subsidies,
so

think

important

us
to
look
at
the

the
system
on
how
we

increase
affordability
to

attention

that

through
subsidy

affordable

more
subsidies,

staff
as
to

consultation
we

people

largest
surplus
the
Toronto
water's
had
in

career,

lot
of
it
has
been.
It
was
tied
directly
to
fifty
eight
million
dollars
of
that

tied
to
extra

significant
chunk
of
that
additional
revenue,
I
think
about
thirty.
Eight
million
of
it
was
tied
to
metered
consumption
because
we
had
an
extremely
dry
hot
summer.
First
time
we've
had
that

many

the
best
way

describe
the
overall
2016
year
for
Toronto
water.

best
conditions
for
us
to
generate
a
big
surplus
are
having
a
mild
winter,
so
few
water
main
breaks

lesser
expenses

hot
dry
summer,

increases
our
revenues
we
had
both
last
year.
So
we

everything

right
to
generate
the
largest
volume
increase.
We've
had

so

we
examine

ten-year
rate
model,
but
what
primarily
drives
the
rate
calculation
is
the
capital
program.
It
is
not
the
annual
operating
cost
over
the
years.

operating
component
of
it
has
remained

is
the
accelerated
capital
program.
That's
been
a
commitment
of
council
for
over
a
decade
that
really
drives
the
rate
increases,
and
so
we
do
model
that
we
take
the
surplus.

see,
the
recommendations

this
report

to
put
the
surplus
into
the
capital
reserve
with
a
minor
component,
seven
and
a
half
million
dollars
into
our
fleet

rate
model
and

recalculate

vehicles

do

at

expenses

kept

that
makes
me
think
that
maybe
we're
at
an
appropriate
staffing

all
expenditures
combined
salaries
and
benefits.
Surplus
was

million.
There
was
another
5.5
million
in
utilities,
primarily
savings

electricity,
with
the
implementation
of
some
of
our
efficiency
measures
that
we
put
in
place
in
Toronto
water.
In
addition
to
that,
there
was
another
five
and
a
half
millions
saved
on
on
the
FACA.

Through
to
you,
mr.
chair,
whenever,
when
we
look
at
the
capital
program
in
place
that
we
aren't
having
to
defer
projects
because
we're
in
the
process
right
now
we're
preparing
the
2018
budget
and
as
we
usually
report
every
year,
it
is
not
a
situation
of
trying
to
manage
the
next
one
or
two
years
of
capital
we're
fine
there,
because
we
have
reserves.
It's
when
we
look
at
it
year,
six,
seven
and
eight,
because
we
have
some
very,
very
large
programs
that
are
about
to
start
construction.

grow

harmonisation

us
even
more
money.

harmonization
is

us
another

and
it's
always
kind
of
a
wake-up
call.
For
me
every
time
this
report
comes
in
June
that
we
spend
months
and
months

months

months
fighting
over
a
million
here
in
a

around
service
levels,
and
then
we
come
back
with
these
very
large
surpluses.
I
know,
if
you
take
out
the
land
transfer
tax,
it
represents
only
0.7%,
very
which
is
small,
considering
the
considering
the
size
of
the
budget.

to
comment

water,
I
didn't
ask
the
general
manager
how
many
years
we
underestimated
the
revenue
from
water
that
created
a
pressure
in
our
budget.

fact,
every
single
year,
I'm
sure
you

attest

say
can't
you
estimate
the
volume
of
water
used
to
accurately
project
our
revenues,
because
we
were
consistently
under
projecting
the
revenues
from
water
use
from
water.

now
that
we
have
next
the
storm
water
charge
and
as
the
EAS
come
back
from
all
the
basement,
flooding
areas
in
all
of
your
wards
that
are
not
yet
included
in
the
budget,
because
they're
not
there's
dozens
more
of
them
to
come,

will
not
have
the
capacity
to
build
all
of
that
infrastructure
so
anyway,
I
hope
that
we
will
be
revisiting
that
tax
in
the
future
anyway.
