comment,

it

my
tradition

start
of
the
new
term
of
counsel
and
chairing
a
committee
that
I
do
a
bit
of
a
statement.

I'd
like
to
proceed
with
that
statement.
Now.
This
is
the
first
meeting
of
this
committee
since
its
expansion
to
encompass
the
community
development
and
Emergency
Services
functions
in
previous
year.
We
began
each
term
of
council
by
defining
a
specific
set
of
objectives,
expectation
and
aspiration
for
the
committee's
portfolio
of
responsibilities.

I
have
been
a
member
of
counsel
for
some
time,
and
I
have
to
say
that
every
time
I
learned
something
new
every
day
that
I'm
here-
and
this
was
no
different.
I
learned
a
great
deal
from
these
briefings
that
we
had
from
the
division
head
and
Madam
DCM.
Your
leadership
was
fantastic,
so
thank
you
and
I
want
to
thank
councilor,
Grimes
and
councilor
Crissy
for
being
able
to
be
part
of
that
process.
For
example,
I
learned
that
across
the
board,
our
cluster
has
strong
leadership
with
a
focus
on
organizational
skills
or
excellence.

Each
divisions
within
the
cluster
has
a
concise
vision
and
a
forward-looking
strategic
plan
to
execute
the
vision
that
vision
all
divisions
are
open
to
innovation,
dedicated
to
continuous
improvement
and
focusing
on
sound
financial
management
and
they're,
led
by
talented,
enthusiastic
people
with
a
strong
commitment
to
our
city.
Toronto
is
in
fact
lucky
to
have
them
and
their
team
on
our
side.

believe
that,
where
this
committee
should
start
is
to
focus
on
ongoing
initiatives
within
our
portfolio
that
are
closely
aligned
with
the
cities
of
values
and
goals,
first
and
foremost,
we
should
encourage
broader
internal
collaboration
within
the
cluster
and
with
other
city
departments,
collaboration,
promote
innovation
and
improve
efficiency
in
the
use
of
our
resources.
We
have
already
made
great
strides
in
this
area.
For
example,
toronto,
fire
and
paramedic
services
are
exploring
opportunities
to
share
facilities
where
their
service
models
overlap
and
space
is
available.
A
Our
shelter
and
housing
people
are
working
with
affordable
housing
and
several
other
city
divisions
and
agency
to
develop
a
comprehensive,
multifaceted
housing
plan.
This
initiative
takes
a
holistic
approach
to
one
of
the
city's
most
important
and
most
difficult
challenges.
We
can
expect
to
see
the
result
of
there
in
the
coming
months.
I
believe
that
now
is
also
the
time
to
revisit
the
city's
youth
and
senior
strategies.
We
should
look
forward
for
ways
to
advance
these
strategies
through
a
broader,
more
integrated
collaborative
service
models
throughout
the
cluster.
Widespread
collaboration
is
already
taking
place.
A
Intergovernmental
intergovernmental
collaboration
is
also
critical.
The
province
of
Ontario,
the
federal
government
provide
financial
support
for
many
toronto
services.
The
province,
for
example,
provides
significant
funding
for
the
paramedic
services
tests,
housing,
long-term
care
and
Children
Services
at
the
staff
level.
Channels
of
collaboration
between
the
province
and
city
are
well
established.
As
a
committee,
we
can
help
by
actively
working
to
keep
political
challenge,
a
channels
open
and
strong.
We
must
champion
ways
to
provide
divisions
with
sustainable
financial
and
other
resources
to
support
and
enhance
service
levels.
A
This
includes
ensuring
that
our
provincial
and
federal
government
partners
live
up
to
their
financial
obligations
to
the
people
of
Toronto.
We
should
also
encourage
and
support
broader,
more
proactive
external
partnership
with
the
private
sectors.
Many
of
the
divisions
within
our
portfolio,
including
economic
development
and
culture
tests
and
children's
services,
amongst
others,
incorporate
such
partnership
in
their
service
models.
This
committee
can
play
a
significant
role
by
bringing
to
the
table
new
private
sectors
and
nonprofit
partners
to
support
Toronto's
community
building
initiatives.
A
Partnership
also
helps
reduce
financial
pressure
on
the
city.
Equally
important
are
our
own
efforts
to
incorporate
best
practices,
approach
and
emphasize
efficiency
to
this
maximum
level.
Let's
be
clear
for
the
most
part,
toronto
city
government
is
already
very
efficient,
but
through
innovation
and
the
adoption
of
best
practices
and
constantly
looking
for
better
ways
to
deliver
our
service,
we
in
fact
can
get
better.
Our
committee
should
seek
out
great
ideas
and
bring
them
to
the
table.

it's
really
important
for
us
to
tell
our
story
to
the
world
and
to
ensure
that
we
tell
ourselves
a
story
so
I'm,
proposing
that
we
develop
a
real,
a
new
dynamic
way,
multifaceted,
communication
plan-
for
not
just
this
give
me,
but
it's
something
that
we
have
to
do
for
the
City
of
Toronto
as
well.
There
is
clearly
a
need
to
target
and
continuously
broadcast
our
success
stories
and
challenges
to
the
public
and
other
stakeholders
to
gain
the
respect
and
confidence
of
the
public
and
to
get
people
on
side.

we
improve
our
city
governance,
we
have
to
let
them
know
that
Toronto
is
serious
about
operational
excellence.
I
believe
that
this
committee
should
take
the
lead
on
this
initiative
and
I
trust
that
the
committee
members
will
support
it.
The
economic
and
Community
Development
Committee
has
a
very
complex
dynamic
and
is
a
very
complex
and
dynamic
portfolio
for
housing.
Emergency
services,
childcare,
economic
development.
We
oversee
some
of
the
city's
most
vital
division,
divisions
for
health
safety
and
prosperity
for
the
City
of
Toronto.
A
To
succeed
as
members
for
the
of
this
committee,
we
must
commit
ourselves
to
our
responsibility,
I'd
like
to
ask
my
fellow
members
of
this
committee
to
become
activists
to
become
advocates
and
bring
forward
your
ideas
and
support

activities
of
the
division
in
our
portfolio.
Promote
these
activities
in
your
ward
and
across
the
city,
listen
and
help
spread.
The
word
ask
people
for
their
ideas
and
pass
them
on
along
to
this
committee
or
to
our
staff.
Overseeing
economic
and

is

big
job

know
it's
one
that
we
have
obviously

talent

hard

community

the
opportunity

speak

I'm.

resident
abuse
residing
in
East
End
Toronto
I'm
here
today
to
speak
on
the
motion
before
you
today
to
optimizing
youth
service
delivery
in
Toronto
and
why
this
is
important,
an
important
step
towards
meeting
the
needs
of
Toronto's
youth
and
creating
pathways
for
success.
I'm
asking
to
you
to
support
the
recommendation
in
front
of
you
today.

I
also
see
the
high
rates
of
youth,
homelessness
and
inadequate
housing
and
newcomer
youth
who
face
challenges
finding
services
to
support
their
integration
in
our
city.
In
our
discussions
that
we
have
about
in
accessibility
and
unaffordability
in
our
city,
we
must
consider
the
roots
of
the
issues
in
our
provincial
government,
pulling
their
money
out
and
downloading
more
responsibility
onto
our
city.

If
our
ultimate
goal
is
really
to
build
a
system
that
reflects
the
needs
and
experiences
of
youth
across
communities
in
Toronto,
we
must
ask
ourselves:
what
can
we
do
better
when
delivering
these
services
to
youth?
We,
the
youth,
need
our
city,
two
divisions
to
work
together
and
stop
working
in
silos.

Our
city's
truly
needs
to
step
up
our
coordination
efforts
between
divisions,
the
lack
of
coordination
and
strategic
division
is
not
just
missed
opportunities
to
improve
the
quality
of
these
services,
but
there
are
missed
opportunities
to
increasing
youth
input
around
decisions
that
are
made
that
affect
them
every
day.
I
mean
there's
also
a
missed
opportunities
when
youth
want
to
access
these
services.
So
it's
time
that
we
as
a
city
made
a
meaningful
and
proactive
efforts
to
serve
youth
in
our
city
and
truly
address
the
gaps
to
meet
the
needs
of
youth
in
Toronto.
To
wrap
up.

am

you

today
to
the
motion
in
front
of
you
and
support
the
review
of
all
City
of
Toronto
youth
services
and
programming.
I'm.

the
report

the

this
committee

recommendations

best

meet
the
needs

youth
like
myself,

when

with
that

a
big
review
and
it's
gonna

long
time

I'm
just
wondering

you

it

little
more
tangible
when
you
say
there

missed
opportunities
for
engagement
and
making
sure
that
that
you're
part
of
it
youth
cabinet
and
beyond,
do
you
do
you
have
any
examples
that
come
to
mind
where
we
have
already
missed
opportunities
to
make
sure
that
you're
part
of
deciding
what
we
do
about
youth?
Absolutely.

definitely
do
think
there
are
a
list,
a
lot
of
missed
opportunities.
One
example
I
can
think
of
on
top
of
my
hat
is
the
high
rates
that
of
youth
and
unemployment
that
our
city
is
facing
here
today,
I'm
Toronto
has,
if
not
I'm,
one
of
them
like
the
most
I'm
highest
gap
between
youth,
employment
and
adult
employment.
In
the
city
with
I'm
in
2018,
we
had
an
11
percent
increased
rate
of
youth
unemployment
in
our
city,
and
when
you
look
within
city
divisions,
we
have
various
city
divisions
who
deliver
job
related
services.

We
have,
for
instance,
a
social
development
unit
that
has
a
Toronto
Youth
job
corpse
program,
supports
skill,
development
of
youth
seeking
employment,
and
we
also
have
parks
and
forest
recreation,
which
is
one
of
the
most
significant
youth
employers
I'm.
So
when
we
look
at
that,
you
know
we
should
ask
ourselves:
are
there
opportunities
for
collaboration
to
increase
the
realities
of
youth
unemployment
facing
our
cities?
If
cities
of
city
divisions
do
come
together
and
enhance
those
services,
they
provide
to
youth
right.

think

No
collaboration
is
really
important,
especially
because
communities
across
Toronto
have
so
much
different
needs
with
some
communities
facing,
for
instance,
going
back
to
the
example
of
employment,
more
barriers
on

it

access

jobs
and
discrimination.

I
do
think

public
input
is
really
important
in
the
realities
that
we
face
with
some
communities
disproportionately
facing
more
challenges
in
other
communities.

process

governing

highest
point

decision-making.

included

of
us
well
off

face
barriers,
and
those
of
us
specifically
that
are
most
vulnerable.

belief
in
government
is
strengthened
by
this
practice
of
inclusion
and
meaningful
engagement.
In
that
spirit,
we
hope
that
I
hope

you
can
listen
and
interact
with
some
of
the
issues,
perspectives
and
approaches.
We

highlight,
as
you
begin
to
discuss
and
make
important
decisions
that
affect
all
of
us.

starting
us
off
with
a
recommendation
that
renews
our
intention
purposes
and
vision
when
it
comes
to
how
the
City
of
Toronto
allocates
its
resources
and
services
and
programs
at
the
heart
of
this
intention
is
youth
and,
most
specifically,
vulnerable
youth.
The
councillor
has
identified
two
sets
of
issues
in
how
the
city
delivers
its
services
and
programs.
The
first
issue
is
the
problem
of
working
in
silos
and
I.
Think
councillor.

The
chair
has
already
mentioned
the
need
for
collaboration.
This
issue
is
not
just
horizontal
or
vertical,
within
and
across
divisions,
but
I
would
comment
at
times
categorical,
meaning
that
not
we're
not
residents
are
not
included
in
the
implementation
or
the
working
of
the
strategies,
but
may
be
involved
at
the
beginning
stages
like
councillor
Shelley
I
would
recognise.
Improvements
have
been
made
from
previous
times,
but
that
a
lot
of
good
work
remains
for
us
to
do.
The
second
issue
identified
in
the
recommendation
is
a
lack
of
strategic
vision.

would
comment
here
that
the
lack
is
not
exactly
what
the
vision
itself,
but
that
the
difficulty
lies
in
city
council
council
has
had
in
operationalizing
its
strategic
visions.
There
are
several
strategic
visions
embodied
in
several
strategies
that
have
been
approved
by
City
Council,
such
as
Toronto
poverty
reduction
strategy,
Toronto
strong
neighbourhood
strategy,
Toronto
action
plan
to
come
from
anti
black
racism
and
most
relevant
to
this
item
toronto.
At
youth
equity
strategy.

These
strategies
have
been
developed
collaboratively
with
strake
holders
across
the
spectrum,
they're,
inclusive,
comprehensive,
action-oriented
and
very
relevant,
but
council
has
failed
to
operationalize
these
strategies
within
and
across
their
divisions
and
corporations.
Why
is
that
the
case?
What
is
so
hard
about
following
through
a
vision
and
strategy?
You
yourselves,
have
set
out
what
outcomes
you
yourself
have
identified.
What
are
the
challenges
here
and
I
think
in
many
cases
until
these
two
sets
of
problems
have
been
addressed,
our
odds
of
improving
outcomes
for
most
vulnerable
youths
will
remain
locked
in
comprehensive
inclusive
strategies.

just
identified
some
of
the
issues
now.
I
want
to
start
making
comments
about
possible
approaches
to
remedy
some
of
these
issues.
What
approaches
can
we
take?
What
approaches
can
we
take
to
tackle
these
two
problems
of
working
in
silos
and
not
being
able
to
operationalize
our
strategies
and
I
say
we
should
start
with
the
principle.
There's
a
principle
called
people
and
processes
before
outcomes.
In
many
cases
the
people
side,
it
has
to
be
inclusive,
it
has
to
be
collaborative
and
I
think
we
can
all
agree
on
that
approach.

we
should
also
seek
equity
use
these
services
so
that
they
can
help
inform
in
that
review
as
well.
So
I
would
really
hope
you
support
the
motion
before
you
of
an
overall
review
of
all
the
services,
but
also
add
a
community
engagement
element
in
this
review,
so
that
equity
seeking
groups
like
myself,
who
come
from
Regent
Park,
a
group
called
access
to
recreation.
We've
been
working
very
hard
to
make
recreation
work
for
our
neighborhood,
and
so
I
would
really
hope
that
you
include
a
collaborative
element
in
this
review.

long
deadline

outlined

wondering
if
you

speak

What
you
mean
the
difference
between
engagement,
consultation
and
collaboration?

think
I've
only
began
my
community
work
about
a
year
and
a
half
and
in
many
cases
it's
City
programs
that
have
really
informed
my
programming.
For
instance,
in
the
TSN
2020
program.
The
goals
is
to
activate
people,
activate
resources
and
activate
policies
that
help
neighborhoods
and
I
was
part
of
the
local
champions
program.
And
it's
here
where
I
learned
the
idea
of
what
type
of
collaborations
do
we
look
for
so
there's
a
spectrum
of
collaboration
where
you
merely
inform,
consult,
involve
and
empower
right.

So
in
one
case
is
the
more
you.
The
the
lowest
end
of
the
spectrum
is
to
merely
inform
people
and
then
call
that
collaboration,
but
the
other
much
more
engagement
is
to
actually
involve
right,
and
that
also
means
to
consult
them.
But
the
next
step
is
to
collaborate
where
partnerships
where
people
come
in
not
only
at
the

reason
that
we
brought
it
forward
to
council
was
that
you
know
every
time
a
young
person
in
this
city
was
either
the
victim
of
a
crime
or
ended
up
being
the
perpetrator
of
a
crime
and
involved
in
youth
violence.
In
any
way,
politicians
would,
without
exception,
get
up
in
front
of
a
microphone
and
say:
we've
got
to
do
something.
We
need
a
report.

We
need
a
blue-ribbon
study,
we
need
a
panel,
we
need
to
figure
this
out,
but
time
and
time
again
the
reports
were
written
and
studies
were
done
and
strategies
were
developed
and
approved
and
supported.
So
what
we
wanted
to
do
was
look
at
what
the
city
could
do
to
support
the
spirit
and
intent
of
the
roots
of
youth
violence
report
that
was
delivered
to
the
province
and
see
what
we
could
do
on
our
own
to
make
a
difference
in
our
communities
lives,
and
there
was
a
deeply
consultative
process.

The
report
was
really
co-authored
by
the
community
with
city
staff,
and
it
was
meant
to
be
this
living
document
that
would
be
funded
and
seen
through
to
fruition
and
then
constantly
supported
as
new
needs
came
up
and
you
know
as
a
dialog.
What
happened
was,
though,
that
while
it
was
supported
at
council,
we
we
receive,
and
actually
initially
they
weren't,
even
gonna
put
any
funding
requests
into
it
and
we
sort
of
pushed
back
and
said
you
can't
announce
a
strategy
and
they
just
have
nothing
connected
to
it,
or
else
people
won't
take
it
seriously.

So
we
got
a
a
mirror.
You
know
I
think
roughly
around
436.
If
I
my
memory
serves
me
correctly
thousand
dollars
on
an
annual
basis
to
support
ten
new
spaces,
and
that
was
it
now
over
the
past
few
years.
There
certainly
is
a
strong
suggestion
that
work
has
been
done
on
it,
so
I
want
to
I
want
to
thank
staff
for
all
the
good
work
that
they
do.
What
hasn't
happened,
though,
is
a
real
assessment
about
exactly
what
has
happened
to
see
through
the
hundred
and
ten
recommendations
of
the
strategy.

I
think
those
are
reasonable
questions
to
ask,
and
then
we
can
determine
as
a
budget
committee
any
council
what,
if,
if
not
any,
if
not,
perhaps
all
of
it
I
hope
can
we
do
to
actually
get
results
and
I
hope
that
you
will
support
that
letter
today,
so
that
we
can
have
a
meaningful
discussion
as
part
of
the
budget
process
about
how
to
not
just
announce
strategies
to
actually
implement
the
strategies
that
we
say
that
we're
behind.
So
thank

actually
have
points
of
tests
and
stress
on
whether
or
not
the
strategy
as
we
designed
it,
is
going
to
have
the
meaningful
outcome
that
we're
looking
for
and
I
would
encourage
that.
Even
if
there
is
no
amendment
to
the

recommendation
from
councillor
Carroll
is
that
when
staff
go
out
to
do
the
longer
review
and
having
the
results
come
back
in
q2
of
2020
is
that
there
is
this
deep,
meaningful
engagement
and
that
actually
empowers
communities.
So
we
see
it
as
real.

This
is
in
the
rise
in
the
neighbourhoods,
the
Regent
Park
that
I
now
represent.
We
have
a
shooting
every
single
week
that
takes
place
whether
the
bullet
Pierce's,
skin
and
flush.
That's
when
we
don't
hear
about
it,
that's
when
we
do
hear
about
it,
but
literally
every
week
something
is
going
wrong
in
our
communities
and
yet,
at
the
same
time
we've
got
gleaming
new
facilities.
I
We
have
a
Youth
equity
strategy
and
what
I'm
hearing
from
the
community
members
is
a
sense
of
frustration
is
that
perhaps
the
outcomes
that
were
intended
from
these
good
strategies
that
were
developed
and
Co
partnered
and
co-authored
with
them
is
not
necessarily
getting
the
results
that
we're
all
hoping
for,
and
they
are
prepared
to
help
and
and
step
up
to
respond
to
it,
and
it
will
not
be
a
burden
for
them
to
speak
to
us.
It
would
actually
be
an
absolute
pleasure
and
honor,
and
that's
what
they're
asking
for
so.

so,
let's
take
a
moment
to
recognize
that,
because
there
is
a
yet
and
yet
we
have
a
youth
poverty
rate
in
the
25
to
29
percent
range
and
a
youth
unemployment
rate
in
the
25
percent
range
and
as
all
of
us,
every
single
member
of
this
councillor
is
all
too
aware.
We've
had
a
spate
of
gun
violence
this
year.
That
is
deeply
destabilizing
for
our
neighborhoods
and
for
our
youth,
and
so
where
I
think
this
recommendation
from
councillor
Carroll
is
so
helpful.

that
there's
no
question
that,
alongside
all
of
our
exceptional
youth
programming,
we
can
have
a
much
greater
level
of
alignment
across
our
departments
and
across
the
city?
We
do
not
have
a
single
person
in
charge
of
youth
outreach
within

city.

how
do
we
align
our
youth
employment
work?
We
are
parks,
hoarser
and
Recreation
is
the
largest
employer
of
young
people
in
the
City
of
Toronto.
So
how
do
we
align
our
youth
employment
work
across
the
divisions
along
with

pay
program?

a
repudiation
of
their
work
rather

think
this
is
a
an
approach
to
help
strengthen
and
align
their
work,
but

am
conscious

this
requires
us
to
scale
up
the
work
and

would
close

saying

principle

nothing

us

us

we
have
the
Toronto
youth
cabinet.

have
tables
whether
it's
through
our
MVP
youth,

ties
and
others

youth
are
engaged.

really
learning

lot

terms

working

a
counselor
to
have
community
members
actually
engage
in
some
of
the
decisions

it's
complex.
It's
comprehend,
there's
a
lot
of
things,
moving
parts
but
I
think
in
terms
of
moving
items
together,
we
have
to
sort
of
work
strategically
and
collaboratively,
so
in
one
of
the
principles
I
use
is
that
we
have
to
work
at
multiple
scales
because
the
problems
are
complex.

require
multiple
people

engage

that's
why
we
have

prioritize
doing
different
things

right

terms

asking

a

review

it
talks

equity
seeking
neighborhoods,

they

way

city
works
is

high
level

sometimes
in

of
the
strategies.

neighborhood

of

problems

compounded

need
to
react

piece

developed
by
a
resident
group

revitalization.
They
always
knew
that

challenges

a
neighborhood

programs

percent

programs

for
the
community
and
region

neighborhood

was
fully

percent

all
the
services
and
programs
were
catered
to
that
community.

the
challenges

equity
seeking
groups
who
used
to
get
a
hundred
percent
access

getting

same
access
that
they
once
did
and
that's
not
gonna
be

case
because
before
revitalization
has
ended,
we've
already
noticed
the
level

level
of
accessibility
has
decreased
so
that
when
you
look
at
the
actual
numbers
of
people
who
visit
the
Aquatic
Center,
you
don't
see
neighborhood
kids,
neighborhood
vulnerable
youth.
In
these
spaces,
you
see
a
variety.
What
they
call
the
the
percentage.

I
think
in
one
sense
was
seventy
percent
of
those
people
using
was
not
our
local
neighborhood.
So
sometimes
that's
why
we
really
have
to
take
on
a
neighborhood
lens
with
this
specific
issue.
It's
an
issue,
that's
focused
in
and
I
would
say
it's
focused
in
on
neighborhoods
that
are
going
through
revitalization
and,
at
the
same
time,
our
neighborhood
improvement
areas.
So
it's
a
specialized
item
and
I
can
see
that
and
I
would
really
appreciate
to
work
with
the
councillor
and
to
actually
figure
out.
How
do
we
work
on
multiple
scales?

have
the
same
access
as
anybody

Why?
Why
is
the
local
community
not
gaining
access
to
services

now
things
are
much

much
centralized
so
that,
on
registration
day
for
any
of
the
swimming
programs,
it's
opened
across
the
board
so
that
families
have
to
have
a
faster
internet
has
to
have
multiple
devices
at
the
same
time,
to
register
and
in
many
cases
in
that
the
language
barrier
the
system
bear
is
the
understanding
of
how
this
is
all
these
compounded
together,
so
that
on
registration
day
we
you
have
several
families
sitting
trying
to
register,
but
they
cannot
register
at
all
right.
Oh
and
some
families
have
taken
different
approaches.

we
don't

should

to

community
center

we

strategy

parent
has

has

conviction

hope
for
her
kids
she's
able
to
do
that.
The
other
one
said
well:
I
was
not
able
to
access
it.
Last
year,
the
year
before
I'm,
not
gonna,
even
bother.

we've
had
a
lot
of
families
who
don't
even
bother
accessing
these
programs.
So
when
so
for
us,
revitalization
was
a
catalyst
moment
to
galvanize,
because
there's
a
lot
of
attention
on
the
neighborhood-
and
we
said
as
a
group
as
a
resident,
we
can
highlight
our
issue
and
bring
it
before
City
Council,
and
that's
why
we
worked
very
hard
for
the
past
four
years
to
get
this
item
into
this
into
the
conversation.

There's
this
not
a
problem
throughout
the
whole
city.
I
know
it's
a
problem
in
my
area
also
about
getting
access
to
these
when
they,
when
they
come
available,
there
seems
to
be
a
line
up
on
the
phone
or
whatever
is
to
get
these
sirs.
But
this
is
not
just
unique
to
that.
Council
wong-tam
sure
it's
not
throughout
the
city
through.

The
chair
we
we
identified,
certainly
not
with
the
thirty-nine
free
centers
that
exist
across
the
city.
There
was
a
higher
demand
for
programming
once
we
expanded
those
centers
and
a
higher
proportion
of
folks
on
waiting
lists
to
access
services,
and
so
some
of
the
approaches
that
we've
taken
on
the
front
end
in
terms
of
supporting
the
registration
is
improved
search
tools,
improved
our
capacity
in
terms
of
server
capacity
and
actually
improve
the
experience
that
residents
were
having
when
trying
to
register
on
rush
registration
days.

As
a
result,
more
than
90%
are
now
done
online,
significant
reductions
in
in-person
lineups
and
through
our
pre-registration
leisure
counseling,
we're
trying
to
help
families,
particularly
those
with
language
barriers
or
newer
to
Canada,
with
understanding
our
system.
So
we've
done
some
intentional
things
to
assist,
but
there's
still
work
to
do
and
that's
why
we
have
a
multi-year
growth
plan
as
an
example
that
councilor
council
invested
in
last
year,
expanding
20,000
spaces.
So
there
is
for
sure
a
supply
demand
issue,
particularly
in
swimming
and
summer
camps,
that
we're
trying
to
work
through
across
the
city.

we
don't
we
don't.
We
haven't
engaged
with
the
group
on
what
what
they
envision,
that
demographic
based
policy
would
look
like,
but
currently
the
the
thirty-nine
free
centers
were
established
based
on
a
financial

designated
free
and
fees
were
removed.
Any
Toronto
resident
in
need
of
programming
has
access
to
that
programming.
Simply
because
not
every
community
has
equitable
infrastructure.

we

technology.

are
some

conflicting
sets
of
goals

we

want
to

Equity

not
necessarily
equal.

it
if,

instance,
we
have
a
community
such
as
Regent,
Park
or
other
communities
like
it
around
the
city
having
a
problem
with
access
for
the
people
right
in
that
area,
then
then
we
as
a
city
have
a
whole
different
set
of
problems
in
that
area.
Don't
we
it's
a
long
hot
summer?

So
if
we,
so
if,
in
that
area,
the
local
residents,
along
whatever,
whatever
demographic
we
want
to,
go
on,
but
particularly
socioeconomic,
if
they're
not
gaining
access
and
they're
the
people
with
the
least
ability
to
chase
access
all
over
the
city
and
they're,
not
car,
owning
there,
they're
rooted
in
that
neighborhood,
if
they
don't
have
access
to
the
recreation
facility.
Well,
we
may
have
lovely
welcome
letters
and
equal
access
and
free
community
centres,
if
they're
not
getting
in
then
the
problem
for
the
city
crops
up
somewhere
else,
if
not
in
person
recreation.
Am
I
right.

That's
a
tough,
tough
question
to
answer.
I
would
say
we
have
a
couple
of
approaches.
We
have
sort
of
macro
approaches
which
are
council
approved
policies
in
terms
of
how
residents
access
financial
subsidies
such
as
welcome
policy,
free
programming
and
the
system
itself
sets
up
opportunities
for
both
instructional
programming,
leisure
drop-in
programming
and
also
our
staff
are
working
hand-in-hand
with
community
groups
and
agencies
around
right.
You
know
how
how
to
address
local
need,
even
within
that
system,
and
that's
very
much
what's
been
happening
in
Regent
Park
and
the
work
that
I
know.

Staff
in
the
region,
Park
community
and
the
Downtown
East
have
been
doing
to
just
address
some
of
the
specific
needs
around
youth,
employment,
youth,
engagement,
recreational
opportunities
within
Regent
Park,
and
we
do
that
differently
in
different
communities
to
respond
to
issues
that
come
up
and
we
need
to
be
nimble
and
responsive
and
I.
Think
that
we
are
and
there's
work
that
I
need
to
continue
doing
for
sure
right.

And
so,
when
you
say
differently
in
different
communities,
we
had
a
goal
and
we
started
reaching
a
park.
Revitalization,
we
told
the
whole
world
about
it
that
that,
at
the
end
of
the
day,
we
were
going
to
have
a
different,
broader
and
different
mix
to
the
community,
but
that
we
were
going
to
continue
to
have
a
priority.
Neighborhood
well
know
a
strong
neighborhood
strategy
there
and
that
it
was
absolutely
essential
to
making
that
part
of
town
and
indeed
the
whole
downtown
core
a
healthier
place
to
be.

can't
we
can't
let
that
slide
because
of
what
your
internet
access
is
getting
getting
access
to
swimming
lessons
for
any
parent
is
always
difficult
was
ever.
Thus,
we
have
internet
now
and
it's
it's
still
hard,
because
everyone
does
it
took.
It,
took
four
devices
to
get
my
grandchildren
to
camp
this
summer
and
and
in
the
end,
the
12
year
old
was
the
one
who
wasn't
got
the
ax.

That's
registered
the
whole
family
twas
ever
thus,
whatever,
whether
we're
using
technology
or
phone
in
your
line
up,
but
we
do
we
do
have
to
somehow
rather
than
just
zero
in
on
a
word
here
and
a
word
there,
we
do
have
to
take
a
look
at
if
we're
not
meeting.
What
was
the
outcome
that
we
all
said
is
our
goal
of
revitalization.
If
we're
not
meeting
that
for
these
purposes,
is
it
a
good
idea
to
look
at
it
at
this
juncture.

forward

fact,

commitment
that
we
made

The
registration
software
replacement
project
forward
is
to
engage
in
public
consultation
and
areas
of
the
city

we

ensure
that
we
don't
design
and
build
a
technology
that
creates
other
unintended
barriers
and
Regent
Park
is
is
absolutely
one
of
the
community
groups
that
we
would
do
that
work
with
so.

then,

me
draw

attention
to
recommendation
number
two.
First
of
all,
they
just
asked
you
to
comment
on
that.
Specifically,
it
looks
as
if
it's
asking
for
to
to
create
localized
recreation
programs
within
the
context
of
these
particular
two
schools
as
part
of
a
pilot
program
for
period
of
two
years,
so.

I
will
say
that
over
the
past
year,
we
we
had
created
some
local
pilot
initiatives
and
the
resources
that
we
have
available.
Toronto
sport,
Leadership
Program.
As
an
example,
we
certified
24
youth
in
Regent
Park,
and
we
worked
with
the
Regent
Park
access
to
recreation
group
in
terms
of
having
to
identify
those
youth,
and
that
is
access
to
employment
opportunities.
We
just
had
a
very
successful
recruitment
night
for
employment,
for
local
youth
and
we've
done
some
other
local
programming
initiatives
to
try
and
enhance
services
and
we're
fully
prepared
to
continue
that
work.

Thank

thank

for
the
further

The
the
issue
before
us
is
around
equity
and
I
want
to
help
help
unpack
what
seems
to
be
troubling
some
of
the
questions
and
how
it's
being
answered,
because
if
we
don't
get
to
equitable
access,
meaning
those
who
are
the
least
advantage
socioeconomic,
perhaps
living
with
structural
racism
infrastructure
deficits
with
respect
to
high-speed
Internet.
I
They
are
not
going
to
have
access,
even
if
they're
part
of
the
city,
they
will
not
have
access
to
facilities
and
recreation
services
in
the
city.
So
the
reason
why
the
motion
is
sorry.
The
reason
why
the
letter
is
before
you
is
that
this
community,
which
is
one
of
the
poorest
communities
in
the
city
and
where
Toronto
Center,
is
living
with
50%
child
poverty.
I
The
reason
why
these
community
members
have
been
advocating
through
councillor
McConnell
through
counselor,
Troi's,
II
and
now
myself
and
have
been
meeting
I,
think
two
or
three
times
now,
with
Howie
Dayton,
to
address
the
structural
barriers
that
exist
for
this
immunity
to
access
the
recreation
facilities
that
are
built
as
a
part
of
the
revitalization
that
was
promised
to
them.
If
you
move
out,
if
you
let
us
tear
down
the
69
acres
and
tch
sea
and
we're
gonna,
give
you
these
shiny
and
new
facilities
and
life
is
going
to
be
better.
I
Unfortunately,
they
haven't
materialized
into
the
tangible
outcomes
and
changes
that
will
get
us
the
better
results
for
the
community
and,
as
we
know,
counselor
Meccano
is
no
longer
here
to
advocate
for
this
community.
That
is,
she
loved,
very
dearly.
I
know
that
counselor
troi
see
her
big
mandate
and
what
her
expertise
was
was
recreation
services
and
she
tried
really
hard.
I
know
this
to
try
to
get
her
community
better
access
and
now
they're
on
their
third
counselor
who's
before
this
committee,
who's
actually
taken
their
body
of
work,
and
this
has
actually
been
deeply
researched.
I
They
actually
brought
this
in
numerous
times
and
said:
how
do
we
actually?
How
do
we
actually
bring
equity
and
equitable
access
to
the
community?
And
the
challenge
here
is
that
not
enough
has
been
done,
and
so
it's
not
a
technology
issue
about
whether
or
not
we
have
the
the
the
digital
infrastructure
to
make
it
done.
It's
not
about
the
fact
that
it
is
because
we're
going
to
prioritize
or
perhaps
give
equitable
access
to
a
demographic
group
that
is
designed
that
these
services
were
designed
to
be
to
be
provided
to
them
for
in
terms
of
access.
I
I
Seeing
perhaps
is
perhaps
that
we
were
talking
about
all
this
extraordinary
work
and
that
arc
was
going
in
a
very
good
place.
But
if
you
don't
support
this
recommendation
from
this
local
community,
that
has
actually
supported
all
the
other
work
that
we
just
passed
in
terms
of
adopted,
motions,
you're
actually
missing.
Unfortunately,
we
would
be
missing
their
entire
point.
This
is
probably
the
most
important
thing
for
region,
Park,
families,
the
low-income
families
and
the
families
that
are
oftentimes
racialized
and,
let's,
let's
name
it
black
and
brown.
I
Families
who
are
failing,
who
are
feeling
structural
barriers
beyond
belief
and
comprehension
that
probably
very
few
of
us
sitting
in
the
council
chambers,
will
fully
understand
and
that's
why
this
this
letter,
with
their
support
and
with
their
authorship
to
be
quite
honest,
is
so
critical.
If
you
pass
this,
you
demonstrate
to
them
that
you've
heard
them
and
that
that
you
are
ready
to
respond.
If
you
water
it
down
or
if
you
decide
to
defer
it
or
perhaps
receive
it
or
anything
else,
it
actually
does
something
else.

every
other
revitalization.

well

note
of

Grove
when
we
finished
doing
the
different
model
of
revitalization
that's
going
on
there,
because
what
happens
is
if
you
haven't
done
one
yet
in
your
neighborhood,
and
you
will,
because
we
are
doing
them
in
the
suburbs.
We
are
doing
them
one
day,
we'll
get
to
yes
and
we'll
be
doing
it
at
Chester,
Lee
and
councillor
Kerr
giannis
will
be
in
here
describing
to
us
a
problem.
What
happens
as
we
move
in
and
we
revitalize
the
neighborhood,
and
we
actually
tell
the
world
that
we're
doing
this.

People
come
from
all
over
the
world
to
see
how
we
do
it,
so
they
can
do
it
as
well,
but
two
years
in
you
realize
you
do
have
a
challenge,
some
of
the
things
that
you
said
that
we're
gonna
happen
that
make
this
neighborhood
strong
or
not
bricks
and
mortar
homes.
It's
all
the
other
stuff
that
you
that
you
build
around
it
the
stuff
that
was
missing
before,
but
then
you
have
a
magnet
in
the
middle
of
that
neighborhood.

have
a
magnet
that
draws
everyone
else,
I'm

part
of
the
problem
at
least
three
times
a
year.
We
live
in
Don
Mills
and
at
least
three
times
a
year.
My
husband
is
in
that
pool
with
our
three
grandkids,
because
if
there
isn't
a
facility
in
your
neighborhood
once
you've
made
the
leap
I
got
to
get
in
a
car.
There's
there's
nothing
in
this
neighborhood.

Now
that
I'm
in
the
car
I
might
as
well
go
to
the
best,
and
where
are
we
building
the
best
we're
building
them
along
with
our
revitalizations
and
so
those
start
to
load
up,
and
we
have
to
have
strategies
long
ago
and
the
day
before
the
computer.
We
had
a
free
Center
at
Jimmy
Simpson,
and
we
had
a
strategy
to
make
sure
that
the
people
in
Jimmy
Simpson
the
desperately
needed
to
be
in
there
had
a
way
of
making
sure
they
got
to
be
in
there.

Online
registration
has
created
a
surprise
impact
and
one
we
have
to
deal
with
I'm
slightly
bitter
and
twisted,
because
I
was
a
fan
of
not
the
priority.
Centers
that
draw
people
out
of
their
neighborhoods
into
another
place.
I
wanted
a
universal
free,
swim
program.
All
over
town.
There
was
a
model
for
it
at
a
similar
cost,
a
band
at
a
certain
age,
everyone's
getting
free,
then
you
can
stay
in
your
neighborhood
and
whatever.
Well,
there
is
there.
We
went
this
way
and
now
there
are
a
couple
of
challenges
associated
with
it.

may
not
like
a
hundred
percent
the
way
this
is
worded,
but
what
we
just
heard
is
some
of
the
most
articulate
community,
deputations
I've
ever
heard.
Trying
to
describe
to
us
the
problem
and
all
they're
asking
us
to
do
is
sit
down
with
them
to
solve
it.
That's
going
beyond
engagement
and
consultation
and
all
the
way
to
collaboration
and
they're
asking
to
collaborate
on
this
problem
now
the
way
that
the
motion
ended
up
being
worded
may
be
problematic,
but
staff
are
well
and
truly
experienced
in
dealing
with
that.

about
the

in
the
main
action

groups

Heights.
There
are
many
others,

this

related

not
just
revitalization
but
an
impact
of
gentrification
in
our
growing
city.
So
what
are
our
objectives?

say
as
a
city
and
through
a
revitalization
process,
there
are
two
objectives:
one
is
social
inclusion
to
build.
True
mix
communities,
the
other
objective
and
the
primary
objective
is
around
social
and
economic
development
for
the
residents
of
the
communities.
Revitalization,
it's
not
about
buildings.
It's
about
people!
That's
what
revitalization
is
about.
Rebuilding
buildings,
rebuilding
housing
units-
that's
that's
a
nice-to-have
creating
a
social
and
economic
context
whereby
people
can
thrive.

is
the
spirit
of
revitalization,
and
so
let
me
speak
to
my
motion
and
where
I
think
this
helps
I
hope
to
bring
this
together
and
to
bring
us
together.
As
a
committee
is,
let
me
tell
you
about
Alexander
Park,
very
briefly:
we're
rebuilding
a
thousand
our
GI
units,
we're
adding
a
hundred
new,
affordable
housing
units
and
we're
bringing
in
three
thousand
new
market
units.
So
what
are
we
trying
to
do
here?

That's
housing,
we're
also
building
a
new
park,
we're
also
building
a
new
community
center
and
we're
also
seeking
through
social
enterprise,
to
add
jobs.
So
I
come
back
to
our
objectives.
Our
objective
here
is
one
social
inclusion.
I
want
to
make
sure
as
we're
building
this
in
Alexandra
Park
that
the
park,
the
community
center,
the
social
enterprise
that
it's
bringing
a
mixed
income
community
together.
That's
one
objective.

objective

to
ensure

social

development

the
existing
residents
of
Alexandra
Park,
those
who
are
on
our
GI,
and
so
if
we
reach

scenario

I'm
building

the
services
they

beyond
building
buildings,
but
empowering
people
isn't
working
and
so

that

what
I've
tried

do
here

bringing
this
together
is
as
part

rebuy
communities

we're
hearing

Regent

social

plans

I've
indicated
that
I'm
going
to
have
a
cut
off
with
respect
to
and
will
accept
items
coming,
because
it
requires
us
to
do
a
dive
into
and
understand,
what's
being
asked
of
us
and
so
on,
and
so
I
have
some
concerns
with
respect
to
that
I'm
not
going
to
sort
of
be
labor.

has
already
been
stated
much
I
too,
do
not
support
the
recommendations
that
are
written
in
this
particular
fashion.
I,
don't
support
the
this
idea
around
the
demographic
base
policy
and
so
on
because,
as
been
stated,
every
one
of
us
have
areas
in
our
community
where
we're
a
challenge
and
not
just
young
people.
We
also
have
seniors
as
well
a
lot
of
seniors
come
to
me
saying:
hey
now,
what's
going
on
here
and
so
on,
I
can't
get
into
these
particular
program
in
my
own
neighborhood
I
used
to
be
able
to
get
into
them
before.

Basically,
everything
became
free
and
so
on,
and
so
it's
really
a
problem
all
around.
And
so
what
do
we
do?
Do
we
try
to
fix
it
on
the
floor
of
council
or
committee
I
would
submit
to
you
know
what
we
should
do
is
to
allow
the
process
which
we've
heard
from
staff
is
ongoing.
There's
a
working
relationship
with
our
staff
and
the
community
allow
that
to
take
place
and
ensure
that
it
actually
happens,
so
that
can
benefit
everyone.

So
if
we
were
to
now
just
set
policy
on
the
fly
specifically
for
one
area
of
the
City
of
Toronto,
we
would
be
derelict
in
our
duties
and
our
responsibilities,
because
we
know
that
this
problem
is
not
just
simply
rooted
in
one
area
of
the
city.
If
it
was
then
I
think
it
would
have
a
different
conversation.

Staff
have
assured
me
and
have
indicated
to
me
that
they
have
been
working
with
this
community
and
will
continue
to
do
so
and
so
I'm
going
to
suggest
that
we
allow
them
to
continue
that
on
recommendation,
two
from
the
councillors
communication
I'm
asking
that
we
refer
that
to
budget
process,
because
it
will
require
funding
and
so
on.
I
think
that's
the
way
it
should
be
directed
to
the
budget
committee
so
that
they
can
decide
on
how
to
fund
this
I
will
be
supporting
councillor
crusties
motion
it
as
he
has
indicated
it
brings
it
all
together.

So
this
is
not
the
first
time
that
I'm
aware
of
that
region
park
is
having
some
challenges,
which
is
not
inconsistent
with
respect
to
the
challenges
that
each
and
every
one
of
our
respective
communities
are
actually
I'm
not
suggesting
to
the
people
who
have
been
here
today
to
say
we're
not
interested.
We
are
very
interested,
however,
I
think
what
we
need
to
do
and
I
think.
Mr.
A
afar,
you
seem,
sir,
to
be
extremely
knowledgeable,
very
competent
and
so
on
and
I'm
really
looking
forward
to
working
with
you
as
your
counselor
and
so
on,
to
help
to
deal
with
this
issue,
because
it
is
a
citywide
issue.
I
know
that
your
focus
is
on
Regent,
Park
and
I.
Get
that
because
this
is
where
you
are,
and
so
we
want
to
figure
out
how
to
help
you
to
do
that
and
the
community
at
large.

want
to
instruct
our
staff
to
continue
to
working
with
you
and
the
local
councillor,
so
we
can
bring
this
forward
and
address
this.
We
do
believe,
as
you've
stated
that
we're
100
percent
of
the
service
offering
was
for
the
community.
It
has
now
been
such
that
it's
been
cannibalized
in
a
way
that
it
is
no
longer
that
and
I
think
that
we
need
to
address
that
and
so
I'm
supportive
of
that.

really
just
how
the
process
is
and
I
would
just
simply
say
that,
in
terms
of
going
forward,
members
of
council
have
any
concerns
and
issues
in
terms
of
how
to
address
these
things.
I
think
it
would
be
great
to
be
able
to
consult
before
we
actually
bring
those
particular
items
here
so
that
we
have
to
deal
with
them
this
particular
way.
So
this
is
what
we
have.

I've
spent

lot

time

george
I've
traveled,

George,
often

try
to
secure
a
business
opportunity
for

City

Toronto

investment

so

think
we've
done

amazing
job

that.
That
is
a
part
where
we're
going
to
miss
George,
but
all
the
other
things
that
you
do
as
well.
As
counsel
Grimes
pointed
out,
you
are
still
a
very
young
men.
It's
a
great
opportunity.

that
there's

great
contribution

you
have
continued
to
give
I'm,
hoping
that,
as
we
move
forward

future

our
path
as
a
city
will
cross
with
you
again
wherever
you

economic
development,

creation
and
all

you

paycheck

retirement

such
an
instrumental

integral
part
of

success

reorganization

Committee

started
working

2010

are

in

years
