It
was
important
for
us
that
when
we
looked
at
the
event
that
we
considered
the
venue,
because
the
venue
from
our
perspective
was
half
the
story,
we
chose
the
former
Unilever
Factory,
because
it
was
a
space
that
was
accessible
and
it
really
allowed
people
to
rethink
placemaking
and
look
at
the
how
we
can
repurpose
industrial
space
in
the
city
for
cultural
purposes,
when
looking
at
an
event
like
this
and
talking
about
design
design.
For
many
people
is
about
aesthetics.
It's
about
beauty
and
certainly
beauty
should
never
be
forgotten.

But
when
I
learned
about
the
sustainable
development
goals,
it
was
clear
to
me
that
it
was
an
opportunity
for
design
to
do
some
heavy
lifting
and
to
really
look
at
how
design
can
help
solve
some
of
the
global
challenges.
And
so
we
approached
the
UN
asked
them
to
partner
with
us
and
create
this
unprecedented
event.

We
invited
Carla
ROTC
from
the
sensible
city
lab
at
MIT
to
look
at
how
we
can
rethink
cities,
how
we
can
rethink
resilient
cities.
How
can
we
create
healthy
cities?
The
photo
there
is
a
cricket,
shelter.
Looking
at
new
proteins,
we
looked
at
how
food
can
change
what
the
future
of
food
will
look
like
working
with
organizations
like
impossible
food,
Second,
Harvest
newcomer
kitchen,
to
demonstrate
what
we
can
do
with
food
waste.

We
worked
with
Julie
Lynn
Wong,
with
a
Siriano
base
dock,
an
engineer
to
curate
and
exhibit
all
about
the
future
of
healthcare
and
how
healthcare
must
be
accessible
for
all
people
and
definitely
through
technology
like
drones,
for
example,
we
can
make
health
care
accessible
in
remote
communities.
Educate
was
a
huge
hit
among
children
and
all
people
we
created
workshops.
This
is
a
Microsoft
workshop
that
we
did
working
with
various
organizations
to
allow
kids
to
really
get
roll
up
their
shirtsleeves
and
get
involved.

The
purpose
of
edit
again
was
to
really
create
this
interactive
immersive
experience,
not
something
where
people
just
read
panels.
We
created
a
speaker's
program
that
was
accessible
to
all
people.
Unlike
many
symposia
and
conferences
in
the
city.
Where
tickets
are
thousands
of
dollars
for
us,
it
was
$15.
You
could
see
David
Suzuki,
you
could
see,
you
could
see
Sylvia
macadam
from
idle.
No
more,
you
could
celebrate
various
people
like
Emily
Haines
from
metric
Ian,
Campo
and
again
it
was
all
included
with
the
price
of
admission.

The
event.
The
event
ended
with
feeding
the
5,000,
where
we
created
meals
for
5,000
people
out
of
food
waste,
and
we
had
a
number
of
councillors
join
us.
For
that
event,
we
had
35,000
people
join
us
over
the
10
days,
as
well
as
400
million
people
that
we
reached
through
media
included
that
35,000
people
were
the
people
that
came
to
the
talks.
It
came
to
feeding
the
5,000
and
again
reaching
400
million
people
through
media,
and
we
think
we
made
a
difference.

demonstrated
to
people
that
design
can
change
the
world
and
make
the
world
a
better
place.
So
thank

city

Toronto
for
the

wouldn't
have
been
possible

thank

are
so
what
were
what
did
you
sort
of
take
away
from
it
in
terms
of
when
you
set
out
two
years
ago?
I
know
that
we
heard
from
people
that
were
thinking.

this
probably
won't
fly
or
the
thinking
and
the
concepts
weren't
weren't
as
supported
as
what
really
came
together
and
as
we
spoke
about
in
the
board
meetings,
once
certain
players
came
on
board,
then
it
was
just
more
and
more
exponentially.
So
what
did?
What
were
your
takeaways
from
from
everything

Mean
ultimately,
you
know
I
had
people
stop
me
in
tears,
thanking
me
for
creating
the
event,
because,
because
it
was
so
optimistic
and
it
was
so
positive
and
what
what
we
learned
was
that
people
want
to
have
that
kind
of
positive
experience,
but
also
that
there
is
so
much
talk
about
technology
and
innovation
and
for
many
people
it's
scary.
The
jobs
are
being
lost
and
lifestyles
are
being
changed
and
affected.

But
this
was
the
opposite
of
that
that
we
were
looking
at
how
innovation
and
technology
can
actually
make
the
world
a
better
place
and
ensure
prosperity
for
all
people,
and
so
this
really
for
us
was
it
was
a
great
learning
because
it
also
will
inform
our
programming
moving
forward
with
the
design
exchange.
We
also
plan
to
do
edit
again
in
2019
and
and
it's
clear
to
us
that
this
kind
of
programming,
that's
interactive,
accessible,
is
really
the
way
the
way
to
go.

what
we
demonstrated
as
well
was
that
Toronto
and
I
mean
there
are
many
people
in
the
city
doing
this
and
together
we're
making
very
loud
voice
about
it,
but
that
that
we
are
a
platform
for
all
this
innovative
thinking
and
all
this
great
work,
that's
being
done
and
to
be
able
to
talk
about
it
on
a
global
perspective,
is
something
that
we
want
to
continue
doing,
and
so
the
planet,
as
it
always
has
been,
is
for
the
Edit
to
be
a
biennial,
and
so
the
next
one
is
planned
for
fall.

private

we
respond
to
the
spatial
needs
because,
obviously,
there's
a
requirement
for
space
it'd
be
great.
If
we
had
a
permanent
space
like
many
cities
around
the
world
seem
to
do,
and
they
can
actually
put
events
in
and
move
them
in
and
out
and
so
on.

mean
I
would
have
to
say
that
we
were
very
fortunate,
MPO
cellars
working
with
us
and,
and
so
the
the
City
of
Toronto
team
was
unbelievable
in
terms
of
making
things
happen
and
making
things
possible.
But
I
have
heard
that
there
are
challenges
with
other
facilities
in
in
the
city
and
so
I
think
there
has
just
to
be
more
discussion
and
conversation
about
it.
The
reality
is
an
event
like
this
doesn't
belong
the
traditional
tradeshow
venue,
Convention
Center.

we
ensure
that
there
is
a
more
elongation
of
time
to
ensure
that
there
is
an
opportunity
for
more
people
to
see
it
and
I
realized
the
social
media
impact
and
so
on
that
it
actually
had,
but
literally
being
able
to
go
in
and
walk
up
and
down
and
seeing
the
creativity
and
so
on?
It
was
just
outstanding.
How
could
we
allocate
and
ensure
that
there's
more
time
as
their
resource
initiative?
Is
that
the
space
I
don't
know
how
much
time
you
had
for
that
particular
space,
etc?

I
mean,
ultimately,
it
is
a
budget,
a
budget
challenge,
but
I
would
also
say
that
you
know
I
come
from
the
background
of
consumer
shows
and
trade
shows
and
I
feel
like
there's,
there's
something
to
be
said
for
creating
something
in
a
short
period
of
time.
It
creates
compels
people
to
want
to
be
there
and
see
it
within
that
shorter
period,
because
we
operate
as
a
DX
without
great
12
months
a
year,
and
we
don't
get
that
caught
those
kinds
of
numbers
in
that
period
of
time.
So
it's
creating
this
urgency.

out

can
transform
in
a
positive
way
what
we're
seeing
globally
with
technology
and
innovation.

we
hosted
the
games
here
in
Toronto.
I
think
everyone
would
agree.
It
was
a
massive
success,
not
just
for
the
City
of
Toronto,
but
for
the
for
the
country.
First
of
all,
I'd
like
to
on
behalf
the
organization
thank
the
Economic
Development
Committee,
and
the
tireless
effort
that
you
and
your
team
put
behind
these
games
to
help
us
deliver
it,
and
it
took
a
village
to
be
able
to
do
this.

Multiple
levels
of
government,
lots
of
other
great
partners
that
helped
us
make
this
success,
and
particular
I
like
to
recognize
Michael
Williams
as
a
Sheikh
who's
here,
mado,
who
is
also
here
and
laurajane
Elkin,
who
really
got
behind
this
in
a
meaningful
way
right
from
the
beginning
and
helped
us
deliver
I.
Think
it's
spectacular
experience
for
all
those
who
were
here
competing
their
family
and
friends
as
well
as
spectators
from
across
the
city.

me
just
give
you
a
high
/,
a
high
view,
or
a
high
overview
of
sort
of
the
numbers
that
came
out
of
the
games.
We
had
17
nations,
including
Canada,
that
competed.
We
had
more
than
900
media
outlets
here
across
Canada
and
around
the
world
that
we're
covering
the
games,
recruited
close
to
700
volunteers
to
help
us
deliver
these
games
and
we
had
more
than
7500
spectators.

Take
in
all
of
the
events,
the
competition,
as
well
as
the
opening
and
closing
ceremonies
making
this
a
complete
sellout,
the
first
of
its
kind
in
the
Invictus
experience
in
history.
Since
the
game
started
in
2014
some
of
the
big
numbers
we
had
a
hundred
and
eleven
nations
livestream
these
games
around
the
world.
We
generated
more
than
two
billion
global
marketing
oppressions
for
the
games.
E
We
had
more
than
40
million
people
tuned
in
to
the
games
to
watch
the
competition,
as
well
as
the
opening
and
closing
ceremonies,
and
we
had
more
than
7.5
million
Canadians
tuned
in
to
watch
the
competition.
These
numbers
were
way
beyond
our
wildest
expectations.
When
we
started
this
project
just
over
two
years
ago,
how
did
we
do
that?
We
did
it
by
you
know
not
waiting
until
the
game
started,
but,
as
you
know,
we
activated
across
the
country
and
across
the
city.
E
More
than
300
events,
we
hit
more
than
50
communities,
we
activated
at
more
than
22
military
bases
and
15
Canadian
legions
as
part
as
part
of
the
national
flag
tour.
We
were
in
more
than
8,500
schools
across
Canada
and
we
reached
more
than
a
million
youth
through
multiple
partners
and
events.
I
mentioned
the
number
of
volunteers
that
we
had
it
correspondent
to
close
to
a
or
more
than
80,000
volunteer
hours,
and
we
leveraged
nine
venues
here
across
the
city.
So
with
all
of
that
activity
in
that
excitement.

What
did
we
actually
achieve
in
terms
of
national
awareness,
as
well
as
local
awareness
here
in
Toronto?
We
did
polling
before
during
and
after
the
games,
when
we
went
out
to
the
public
and
we
asked
the
public
before
the
announcement
was
made
that
the
games
were
even
coming
to
Toronto
5%
of
the
country
put
up
their
hand
and
said
that
they'd
heard
of
the
Invictus
games
in
Toronto.
E
That
number
was
slightly
higher
at
8%
after
18
months
of
activation
promotion
in
awareness
those
numbers
jumped
across
the
country
from
five
percent
to
eighty
four
percent
and
in
Toronto
from
8
to
97
percent.
I
can
tell
you
right
now
when
the
pollsters
and
the
researchers
came
into
our
office,
they
have
never
seen
a
company
a
product,
the
service
or
a
cause.
Then
ever
has
grown
from
those
numbers
to
where
we
ended
in
18
months.

So
it's
a
credit
to
the
team
that
that
delivered
these
games,
along
with
the
volunteers
and
all
of
our
partners,
including
the
city
of
Toronto.
The
other
thing
that
I
think
is
also
important
to
recognize
is
that
we
didn't
just
create
lots
of
awareness,
but
we
changed
Canada's
perspective
and
attitudes
about
our
military
families
in
particular.
What
I
think
was
really
really
powerful
was
the
fact
that,
at
the
end
of
the
games,
when
we
asked
Canadians
why
they
were
tuning
in,
why
are
they
were
following?

Certainly
Prince
Harry
grabbed
a
lot
of
attention,
but
his
numbers
were
at
11%
what
really
captured
the
imagination
and
inspired
the
nation
and
people
here
in
the
Toronto
were
the
stories
of
the
competitors
which
came
in

games

Toronto,
there
were

games,

in
London
and
one

Florida,

Orlando.

right

then
Toronto
was
going
to
be
the
ultimate
coming
of
age.
For
the
Invictus
games
and
I
could
say
Michael
you
and
your
team
have
demonstrated
a
leadership,
organizational
skill,
the
capacity

fact
it
has
in
fact
touched
many
hearts
many
souls
what
I
found
was
that
it
was
hard
to
recognize
that
there
were
any
physical
disabilities
or
mental
disabilities
with
any
of
the
athletes.

may
have
been
walking
with
an
arm
or
a
leg,
missing
and
or
walking
with
mental
issues
and
dealing
with
war,
as
we
know
that
war
is
healthy
and
it's
a
standard
thing.
Laura's
help
the
camaraderie
amongst
everyone

unique.
They
weren't
really
competing
for
medals,
although
they
won
medals.
It
was
a
real
sense
of
humanity
that
I
saw
where
you
don't
see
it
in
Olympia

they
weren't
competing
because
they
were

to
get
major
contracts

event

were
competing
for
life.

hear
often
that
government
or
not
governments

not
providing
the
appropriate
assistance

them

gentleman
and

they
showed

film
of
him
and
he
was
sort
of
in
a
bit
of
a
dulled
room
and

something

he

games

report
on
the
assessment
that
we
did
of
the
incremental
impacts
of
the
new
or
the
incremental
funds
that
were
dispersed
over
a
four-year
period.
2013
2016.
Now
the
council
had
set
at
four
or
six
priority
objectives
and
our
evaluation
was
was
conducted
against
those
objectives
and
you
could
see
them
listed
there
and
you're
probably
fairly
familiar
with
them.
A
Just
like
to
give
you,
before
turn
over
to
my
colleague
McCain
a
quick
overview
of
the
highlights.
First
of
all,
the
the
increase
put
the
city
on
track
to
get
to
the
per
capita
$25
per
capita
target,
which
was
established
some
15
years
ago
as
a
target
and
I
think
we
think
you're
going
to
be
able
to
reach
it
by
by
2018
in
looking
at
the
numbers
in
over
the
four-year
period.
Well,
the
city's
increase
was
61%.
A
The
total
funding
from
the
federal
and
the
provincial
governments
was
down,
including
in
fact
the
Ontario
Arts
Council,
which
was
down
by
21
percent
fort
for
Toronto,
but
the
impact
of
the
city's
funds
generated
some
twenty
to
twenty
one
percent
increase
in
private
donations
in
earned
income.
So
really
that
meant
that
every
dollar
of
increase
you
had
another
eight
dollars
was
was
increased
from
those
those
private
sources
and
from
attendants,
and
so
on.
The
number
of
activities
was
up.
Attendance
was
up,
the
youth
engagement
was
up
and
and
community
arts
participation
was
was
also
up.
A
So
it's
a
pretty
solid,
positive
story,
including
the
new
Toronto
Arts
Council
operating
funding
recipients,
some
30
organizations
that
are
given
new
organizations
given
money
at
that
time,
23%
were
outside
the
downtown
core.
We
have
made
observations
on
the
not
recommendation
so
much,
but
because
that's
your
job
on
the
sustainability,
diversity,
collaboration,
space
and
funds
allocation
which
again
we'll
get
into
the
one
thing
we
felt
competent
to
do
from
where
we
sit,
was
the
recommendations
about
the
measurement.
That's
that's
our
business.
A
The
approach
just
a
minute
on
the
approach
we
use
the
data
to
provide
the
outputs,
the
immediate
outputs
like
number
of
activities
and
dollars,
and
so
on.
We
address
the
six
objectives
through
interviews
with
stakeholders,
some
sixty
stakeholders
in
in
the
in
the
city,
and
there
therefore
came
up
with
the
the
the
evaluation
one
point
I
should
make.
Is
that
when
you
do
an
evaluation
like
this?
A
It's
a
question
of
what
is
attributable
to
the
original
funds,
and
so
what
we
we
know
is
that
there
are
many
variables
that
go
into
making
you
know
making
increases
or
decreases
or
whatever,
and
what
we
did
not
try
to
do
is
evaluate
what
part
was
attributable
to
to
the
city.
All
we
did
was
said
was
was
conclude
that
these
things
happened,
the
city
put
in
money
and
the
combined
output
its.
What
what
the
evaluation
is.
No
I'll
turn
over
to.
I
So
Peter
did
mention
the
five
percent
decrease
across
the
the
rest
of
the
public
sector
funding
sources
more
significantly
at
the
provincial
level.
In
fact,
it
seems
like
some
of
the
broader
funding
cuts,
disproportionately
impacted
Toronto
arts
organization,
so
the
drop
that
we
see
in
the
Ontario
Arts
Council
Ontario
Arts
Council,
announced
a
five
percent
cut
across
the
board.
I
But
what
we
found
was
that
Toronto
arts
organizations
in
particular
felt
that
a
bit
a
bit
more
significantly
with
twenty
five
twenty
one
percent,
and
there
was
also
a
five
percent
drop
in
funding
from
the
Ministry
of
Culture,
which,
in
this
that
we're
looking
at
also
includes
the
Ontario
Trillium
Foundation.
Our
consultations
did
reveal
that
the
increase
in
municipal
funding
was
essential
than
to
keeping
organizations
afloat
during
this
period,
where
other
public
sources
declined
to
remain
stagnant.
I
At
the
same
time,
we
heard
that
getting
funding
from
the
city
does
better
equip
arts
organizations
to
secure
funding
from
other
levels
of
government
because
they
had
the
capacity
to
do
so
and
that
capacity
that
was
that
was
essentially
maintained
because
of
the
increases
in
cultural
grants
also
allowed
increased,
earned
revenues
increased
the
private
support
through
donation
sponsorships
and
support
from
public
foundations.
So
again,
each
incremental
dollar
of
city
funding
was
related
to
eight
dollars
in
10
cents
of
increased
earned
revenue
and
private
support.
I
And
here
we
just
wanted
to
give
you
an
idea
of
how
those
increases
were
allocated.
The
torna
Arts
Council
made
the
largest
portion
of
the
city's
cultural
grants,
so
an
increase
of
72
percent,
the
major
cultural
organizations
on
increase
of
28
percent,
the
local
arts
service
organizations
saw
the
largest
proportional
increase
and
in
the
cultural
build
program
was
reinstated
in
support
of
state
of
good
repair
projects.
I
So,
as
Peter
mentioned,
one
of
the
objectives
which
we
evaluated,
the
increased
funding
against
was
the
expansion
of
arts
activity
outside
the
downtown
core,
and
this
was
a
significant
area
of
progress.
The
downtown
core
remains
the
location
for
the
highest
density
of
activity
and
funding.
But,
as
you
can
see
from
this
these
two
maps,
the
distribution
of
support
really
did
increase
tremendously
in
to
the
inner
suburbs.
I
I
Another
key
area
was
in
terms
of
opportunities
for
young
and
emerging
artists,
which
is
of
course
essential
to
the
continued
development
and
sustainability
of
the
sector.
Overall,
we
did
find
that
new
funding
enabled
significant
capacity
building
for
community
arts
organizations
that
have
a
real
focus
on
young
and
emerging
artisan.
We
include
some
examples
of
that
in
the
report
and
community
arts
was
perhaps
where
the
funding
increased
had
the
greatest
impact,
so
we
saw
significant
increases
in
the
number
of
activities.
I
There
were
several
programs
that
were
introduced
that
the
benefited
from
funding
increases
to
improve
cultural
spaces,
including
culture,
builds,
and
some
of
the
strategic
funding
programs
at
Toronto,
Arts,
Council
part
of
a
broader
suite
of
programs
that
the
city
supporting
affordable
access
to
space.
But
this
continues
to
be
the
top
challenge
for
arts
organizations
and
we
see
it
as
a
major
risk
to
sustainability
of
the
sector.
I
So,
overall,
the
cultural
grants
did
result
in
significant
benefits.
In
a
time
that
was
quite
challenging,
given
the
state
of
other
public
sources,
we
found
that
the
city's
artists
and
arts
organizations
would
have
faced
serious
financial
challenges
that
the
city
had
not
made
this
investment
and
will
be
important
to
continue
respond
to
respond
to
the
needs
of
the
sector
and
build
on
the
momentum
that's
built
over
the
four
years.
So
some
of
the
areas
that
we
see
as
considerations
for
future
priorities
include
supporting
organizational
sustainability
through
optimizing.
I
The
operating
grant
structure
are
looking
at
other
ways
of
strengthening
the
overall
ecology
of
the
sector,
focus
on
diversity,
focus
on
collaboration
and
knowledge.
Sharing.
There
are
centers
of
excellence,
especially
in
the
areas
of
diversity
and
accessibility
that
have
emerged
in
the
city
with
more
capacity.
They
could
share
this
knowledge,
international
exchange
and
engagement,
which
is
a
priority
at
other
levels
of
government,
of
course,
addressing
the
space
challenge,
focusing
on
collective
impact
within
the
broader
arts
funding
landscape
and
addressing
allocation
issues
and
sources
of
new
funding.

we
haven't,
we
haven't
compared
that
to
other
municipalities
to
be
able
to
speak
to
that,
but
it's
it's.
It's
gonna
be
a
gradual
change
in
terms
of
the
overall
funding
allocations,
but
the
fact
that
a
larger
proportion
of
the
new
recipients
that
are
coming
in
or
outside
the
downtown
core,
I'm
sure
that
that
change
is
is
happening.

remember
that
there
are
some
thirty
new
organizations
we're
brought
into
the
operating
funding.

nature
of
the
operating
funds.

long

they
continue
to
opportu

perform
well,
and
so
you
can't,
you
know
if
you've
got
an
investment
of
decades
for
a
particular
arts
performing
arts
organization
and
they
continue
to
perform.

it's

difficult
to
say.

now
it's
time
for
someone
else,
there
is
that's,
that's
really
an
unsure
the
Toronto
Arts
Council
will
and
citizen
spades,
but
that's
really
the
the
toughest
thing
is
to
how
do
you
grow
the
new,
as
well
as
as
sustain
the
old
and
not
the
old,
but
the
continuing
ones.
So
thirty
new
organizations
in
that
period
was
is
not
bad
and
we
preferred
then
to
look
at
the
the
bagel
on
the
right
as
opposed
to
two
histograms,
and
that
is
a
direction
over
time
will
increase.

impact

cannot
be
extracted
from
current
data
or
will
only
begin
to
be
being
felt
in
the
coming
years.

agencies,
which
creates
space
opportunities
for
artists
and
libraries,
museum
schools
and
parks,
and
then
the
increasing
access
to
audiences
outside
the
downtown
and,

our

program
that
supports
innovative
ideas,
one-time
opportunities
and
collaboration.
As
noted
in
the
presentation,
TAC
grants
to
community
arts
organizations
have
really
increased
significantly,
resulting
in
strong
growth
in
the
number
of
events
presented
and
overall
participation
by
Torontonians.

really
worked
hard
to
share
the
funding
increases
among
both
the
established
arts
organizations
and
the
new
to
support
increased
stability,
as
well
as
encouraging
those
transformative.
New
ideas
under
the
directions
in
the
report
for
new
funding
nor

suggested
many
areas
already
identified
by
TAC,
some
of
which
we've
begun
and
others
which
we
look
forward
to
tackling
under
recommendations
for
improved
measurement
and
evaluation,
we're
tackling
in
the
future
under
Serratia,
under
recommendations
for
improved
measurements
and
evaluation.

history

into

have

that
the
largest
recipients
of
city
funding
who
are

in
the
downtown
core
are
doing
their
part
in
ensuring
that
they're
serving
the
city
as
a
whole
and
thereby
making
not
just
their
offerings
accessible
to
Torontonians
wherever
they
may
live,
but
meeting
those
Torontonians
where
they
live
and
there's
an
active
discussion
with
our
recipients.
For
example,
the
major
cultural
organizations
program
about
how
they
meet
a
public
benefit
test
to
ensure
that
they're
serving
all
Torontonians
will
continue
to
work.
That
way
at
the
third
level.

city's
got
to
be
very
conscious
about
how
it
allocates
its
own
resources,
and
this
is
where
we've
seen
the
investment

increase
in
velocity
to

build
that
capacity.

cultural

of

resources
into
the

and

be
partnering
with
Garber
and

a
period
beyond
our
investment
in
Scarborough.
We're
looking
at
other
city
priorities
such
as
the
work
at
six
points
in
Etobicoke,
and
to
see
how
cultural
investment
can't
help
contribute
to
the
cultural
animation
of
significant
city
infrastructure
projects.

obviously
there's.
Actually
everybody
on
this
committee
is
outside
the
downtown
core
so
and
a
lot
from
Scarborough.
Thankfully,
on
this
side

used
to
sit
on
the

board
of
the
Toronto
Arts
Council,
and
they
they
did
a
phenomenal
job
at
trying
to
outreach.
But,
as
Claire
mentioned
it's
hard
when
there
hasn't
been
a
history
there.

do

the

lassos
added

this

can
really
see
them
as
seed
funding,
they're
being
scaled

york
was,
is
on
its
way.

end
was
incubated
by
the
toronto
arts
council,
but
the
levels
of
investment
currently
available
to
them
east
is
170
thousand
dollars
a
year,
which
is
something
that
we
do
hope
to
bring
up
either
through
growing
that
budget
as
a
whole
or
in
looking
at
how
we
distribute
the
existing
allocation
but

We
have
measured
expectations
of
any
community
organization
for
what
they
can
deliver
for
us
for

with
a
catchment
of
that
size,
but
they
are
building
capacity.

phenomenal
work

continue
with
the
example
of
East
End
arts,

developers,

at
the

for
project
and

ultimately
operating
and
ideally,
we
grow
the
entire
ecosystem.

the

The
recommendation
was
to
ensure
that
it
wasn't
dropping
down
something
from
downtown
in
the
inner
suburbs,
but
to
engage
with
enough
advance
timing,

community,

community

put
forward

own

case
of
the

expansion,
there
have
been
public
consultations
enabled
by
Scarborough
Arts
and

University
Ramos
Carville
campus,
with
a
strong
commitment
of
support
from
the

leadership

together
organizations
to
articulate
clearly
what
they
want
from
in
terms
of
a
city.
Investment
through
a
new

months
that
discussion

evolved

shared
principles
and
a
definition
of
what

required,
bringing
the
community
to
foreground
issues
that

important

them,

as

scarborough,
it
needs
to
be
accessible.

will
entail
thinking

the

the
convening
power
of
the
city

its
agencies,

the
arts
sector,

ensure
good
levels
of
collaboration,

particularly
bringing
business
to
the
table
with
arts
organizations.

Rana
Arts
Council
will
soon
be
wrapping
up
its
arts
best
the
arts
best
program
of
business
for
the
Arts,
which
does
exactly
that
brings
business
together
with
small
and
medium
sized
arts
organizations
to
improve

quality
of
the
conversation
about
the
value
proposition
and
ultimately
yield
more
support.
So
that's
been
a
phenomenal
success.
We
look
to
replicate
that
and
to
equip
the
arts
organizations
that
we
support
to
continue
the
trajectory
you
see
in
here

expanding
the
Earned
revenues
that
they
draw
beyond
public
funding.

whether

investment

sort

historical

in

suburban
area
being

councillor

suburbs.

response
was
no.
In
fact,
we
wanted
to
enhance
not
to
actually
detract
from
or
not
to
remove
those
who
are
successful.

wanting

assess

or
not
programs
are
working
and
if
they
are
working,
we
want

continue
them.
If
they're
not
working,
we
want
to
maybe
look
at
something
else,

the
cultural
hotspots

things

we've
done.
We've
seen
the
transformation,
that's
taking
place
and
I,
don't
think
miss
madeira
Patterson's
here,
but
she
has
been
absolutely
outstanding

our
energy

our
passion
and
so

this
is
what
it
takes.

takes
resources,
but
it
takes
energy
takes
passion,

takes
advocacy,

it
also
requires
us
to

have
analysis

be
able

the
rich
resources

citizens

crisis
in
our

Hotel
industry
Toronto
has
never
been
more
popular

visit,

downtown
hotel
supply

truth.

last
17
years,
downtown
midscale
hotel
are
critical,

to
host
conference
and
large
convention.
Yet
these
hotel
are
disappearing
from
our
supply.

travel
segments

asking
the

help

the

prosperity

be
advocate

competition

also
highlights

stagnant
growth
of
our
downtown
hotel
room
supply,
despite
the
fact
that
our
tourism
industry
is
truly
thriving.
It's
alarming
that
we're
losing
so
many
downtown
hotel
rooms
to
redevelopment,
particularly
those
that
best
serve
meetings,
conventions
and
incentive
travelers.

good

Recently,
there
was
a
redevelopment
application
submitted
from
my
hotel,
the
Western
Prince,
and
we
consider
ourselves
to
be
lucky
the
redevelopment
application
for
our
hotel
plans
to
add
more

rooms

property,

as
condos
and
office
space,
actually
adding
hotel
rooms.

more

real
developments

tourism
industry

thriving

developers

invest

strike

the
city

was
hard

get

rooms

reduce,
then
we're
having

big
problem,

that's
a
big

very
exciting

this
report
is
to
make
the
city
notice

stronger
this
report
is

behalf

convention

can

be
bidding

conventions

it's

centers

the
city

well-paying

the
housekeeping
staff
earn
over
$20
an
hour.

have
full
medical
benefits,

have
a
pension
plan

we've
set
up

years

it's
gone
they're
replacing
those
five
hundred
and
seventy
five
rooms
with
98
rooms
and
those
98
rooms
are
going
to
be
of
a
higher
caliber
of

higher
cost
to
the
city.
So
what
I've
seen
happen
over
the
years,
which
you
know
I've
kind
of
sounded
the
alarm?

The
Sutton
Place
has
closed
down,
we're
having
a
lot
of
moderately
priced
hotels
being
taken
off
the
market
being
replaced
by
high-end
hotels,
we're
basically
pricing
our
city
out
of
the
competition
when
it
comes
to
travelers
choice,
they're,
not
having
the
choice,
because
it's
just
becoming
New
York
City.
Where
that
it's
getting
so
expensive
to
travel
to
the
city.
We
we've
come
to
the
conclusion
or
to
the
realization,
really
that
the
hotels
are
only
worth
the
land
that
they
sit
on
and
I
think
that's
wrong.
We
need
to
protect
those
hotels.

have
something
in
place

redeveloping

discussion

planning

the
impact
and

removing
the
stock
and

replacing
them

attract
more
people
than
less
people
to
come
into
the
city.
The
question
is:
where
will
they
stay
and
how
will
they
do
that?

am
aware
that
there
is
a
tremendous
need
for
a
variety
of
space
in
in
in
in
the
city,
there's

lot
of
people
that
we're
trying
to
attract
Chinese,
visitors
and
so
on,
and
they
want
really
high-end
hotels.

are

think
that
I
saw
some
numbers
recently.
There
were
about
600
thousand
visitors
from
China
that
came
to
Canada
last
year
and,
of
course,
a
Vancouver
and
Toronto
would
have
gotten
the
bulk
of
those
particular
visitors
and
so
on.

are
and

looked
at
those
additional
numbers,
there's
34
million
Chinese
who
are
traveling
global
and
we
want
to
get
more
of
those
to
come
to
Toronto
and
so
on.
So
we
know
that
some
of
the
hotels
are
looking
at
creating
that
visitor
experience,
which
includes
the
type
of
facilities
that
are
in
demand
and
so
on.
The
City
of
Toronto
has
not
lost
track
and
is
not
unaware
as
to
what's
happening
when
the
industry
councillor
Kelly,
is
right.

teal
core
report
really
speaks
to
some
of
the
challenges
that
are
taking
place,
so
it
is
important
to
receive
that
we've
seen
the
expansion
that's
taking
place
in
the
airport.

fact,
a
few
years
ago,
some
of
those

who
are
interested
in
purchasing
some
of
those
facilities
out
in
the
airport
area,
came
in
to
talk
to
me
about
what
they
were
going
to
do
and
so
on.

replacing

zone,

that's
not
really
something
that
we

in

support

being
built
in

broadband

megabits
per
second

everyone,

affordability
of
that
level
of
broadband
connectivity

household
affordability
reach

as
the
need
for
higher
bandwidth
and
broadband
progresses.

upper
levels
always
remain
out
of
reach,

the
sort

we'll
call
them
the
discounted
levels
tend

stay

of
broadband
connectivity

as
make

megabits
per
second
sort

less

achieve
at
that
level

negligible

almost

economic
development
standpoint

foster
those
types
and

of
entities
to
exist
in
the
City

tough

a
very
tough
question,
because
part
of
what
our
view
is,
the
city
should
not
be
necessarily
putting
funds
into
those
types
of
environments.
So,
from
our
perspective,
access
is
a
very
considerable
item
that
the
city
has
control
over
that
doesn't
cost
anything.
So
when
I
say
access,
you
have
significant
amounts
of
infrastructure
available
that
can
help
facilitate
a
number
of
these
types
of
entities
for
to
exist
in
the
City
of
Toronto.

It's
a
different
way
of
thinking
from
the
city's
perspective
when
it
comes
to
their
infrastructure,
but
it's
one
that
can
definitely
be
leveraged
so,
as
opposed
to
the
city
saying
I
need
to
buy
something
it's.
How
can
we
support
somebody
coming
in
and
partnering
with
us
and
then
there's
various
aspects
of
that
that
can
cascade
down
into
different
projects
when
I'm
stepping
a
little
bit
outside
of
the
bounds
of
force
sort
of
what
we
were
reporting
on?
But
that's
really
one
of
my
biggest
personal
opinions
on
on
the
biggest
thing
the
city
can
do.

terms

sort

deep
dive

it

it's
federal.

we
haven't
see
TRC,

issue,

finding

gaps?

it
in
the
downtown
core
or
where
throughout
the
city?
Are
you
finding
that
it's
become
problematic

the
reaches?
Where
you're
saying
that
it
becomes
cost
prohibitive,

one
of
the
goal
in
the
beginning
was
how
can
we
identify
actual
gaps
where
we
don't
have
broadband
in
the
city?
The
gaps
don't
have
necessarily
any
type
of
that
can
actually
have
a
geography
as
opposed
to
any
other
sort
of
real
legitimate
issue.
So
if
you
go
into
a
poorer
neighborhood,
obviously
they
have
the
exact
same
levels
of
connectivity
that
an
affluent
neighborhood
might
have.

However,
it's
just
a
factor
of
the
pricing
does
not
change
between
the
affluence.
You
have
a
neighborhood
and
then
you
go
one
step
beyond
that
and
believe
it
or
not
from
a
wireless
broadband
perspective,
the
affluent
neighborhood
actually
has
less
connectivity
than
the
less
affluent
neighborhood
simply
because
the
infrastructure
is
not
there
that
you
can
actually
utilize.
So
if
you
go
into
a
very
affluent
neighborhood,
it's
very
low
density,
a
lot
of
polls
infrastructure
might
be
buried.

There's
been
a
lot
of
opposition
to
cellular
networks
in
the
city
over
time,
so
they
don't
actually
have
that
infrastructure,
whereas
in
a
low-income
area
there
will
be
that
type
of
infrastructure.
We
have
buildings,
the
ability
to
have
you
know
a
neighboring
industrial
area
where
you
can
put
some
of
these
towers
on
the
infrastructure,
so
in
terms
of
where
a
gap
might
be
I.
Think
it's
really.
It
was
one
of
the
comments
we
were
starting
to
work
on
as
an
almost
deeper
dive
is.
How
do
you
correlate
the
sort
of
census
information
to
say?

Yet
very
little
crtc
is
this
a
federal
jurisdiction
so
when
it
comes
to
thing
that
are
specifically
cellular
or
specifically,
broadband,
there's
a
limit
on

jurisdiction.

something
that
needs
to
be
known

city

have
a
significant
influence.

you

you
can't
necessarily
lobby
the
CRTC,
but
what
you
can
do
is
actually
almost
like
reverse

infrastructure

we
put

example
with
Toronto

in
our

no
business
model
yet
on

broadband
