initiative
in
2017
I

have
the
pleasure

acknowledging
the
leadership

three
city
divisions,

Toronto
employment
and
social
service
tests
and
the
general
managers

us.

connecting
youth

2017
2017
was
another
successful
year
for
the
city's
pay
initiative.
More
than
22,000
youth
received
support
from
the
program
more
than
320
employers
brought
forward
employment
and
work
based
learning
opportunities.

Nearly
doubling
the
number
of
employers
in
in
2016
and
I
think
that's,
absolutely
terrific
and
close
to
1300.
You
found
jobs
and
aide
placements.
I
am
also
proud
to
report
that
in
2017
pay
on-boarded
more
than
a
hundred
and
fifty
city
staff
to
support
the
youth
networking
program
networks
commemorating
canada's
150th
anniversary
pay
leadership
awards
are
presented
annually
to
individuals
and
organizations
in
three
categories:
impact
influence
and
involvement.

This
year's
award
recipients
are
also
innovative,
inspiring
committed
and
visionary.
Our
first
award
this
morning
is
for
impact.
It
is
presented
to
civic
action,
civic
action,
yes,
Leadership
Foundation
and
LinkedIn
Canada.
We
are.
We
all
know
that
to
level
the
playing
field
for
youth.
Looking
for
work,
we
need
to
put
information
about
potential,
career
paths
and
in-demand
jobs
right
at
their
fingertips
and
that's
exactly
what
our
impact
award
recipients
have
done
with
youth
connect,
youth
connect
as
part
of
civic
actions,
escalator
initiative
which
connect
you
facing
barriers
to
employment
with
jobs.

It
is
say,
real
challenge
for
them
and
if
we
recognize
the
fact
that
they
are
the
future
recognizing
that
we
need
to
give
them
a
helping
hand
and
giving
them
sort
of
a
platform
to
be
able
to
land
on
and
the
support
that's
actually
necessary.
This
is
the
reason
why
these
employers
and
these
partners
are
in
fact
important
to
this
initiative
to
help
our
young
people.
Since
its
inception,
youth
connect
has
trained
over
600
frontline
youth
workers,
who
can
potentially
reach
25,000
young
people.

So
our
second
award
this
morning
is
for
influence
and
it
is
awarded
to
Oxford
properties,
Yorkdale
shopping
centre
in
recognition
of
the
company's
exceptional
commitment

working

colleagues

professional
network
to
offer
employment
opportunities
to
pay
youth
pace.
Partnership
with
York
BL
shopping
centre
began
in
2012
when
Oxford
asked
the
city
to
partner
on
a
job
fair.

This
partnership
has
in
fact
grown
exponentially
since
the
first
job,
fair,
the
city
and
Yorkville
in
Oxford
have
collaborated
on
eight
large-scale
recruitment
events
attended
by
close
to
4,000,
jobseekers
and
121
employers.
These
events
have
led
to
at
least
750
confirm,
hires
and
maybe
as
many
as
1500,
and
these
numbers
do
not
include
the
most
recent
two
weeks
event
that
was
held
two
weeks
ago
for
their
commitment
to
collaboration
and
for
bringing
more
than
a
hundred
and
twenty
employees
to
pay.

features

coaching
provided
to
participants.

connecting
them
to
services
and
support
provided
by
community-based
organizations.

The
city's
primary
community
partner
at
pay
are
the
youth
focus
employment
service
providers
that
make
up
yepp
network

network
has
I,
guess

neighborhood
base
employment
agencies
are
convened
by
Social,
Development,
Finance
and
Administration.
They
support
a
number
of
annual
and
semi-annual
hiring
events,
including
landscape,
Ontario,
job
fairs,
each
spring
community-based,
hiring
events,
events
for
youth
on
probation
and
parole
and
the
twice
annual
retail
Council
of
Canada
event,
which
attracted
more
than
30
employers
and
1,000
jobseekers,
resulting
in
four
to
eight
hundred
hires
annually.

They
could
not
succeed
without
the
strong
support
and
commitment
of
the
hip
network.
We're
pleased
to
welcome
several

advisory

commercial
technology
products,
leader
and
I'm,
also
specializing
in
smart
cities
for
about
the
last
15
years
or
so,
and
I
work
with
cities
all
over
the
world.
So
today,
I'll
share
with
you
some
of
the
learnings
from
some
of
the
other
cities
and
I,
have
my
colleague
with
me
mark
McDonald,
who
fortunately
is
a
global
leader
in
financial
management.

First
cities
in
government
so
he's
able
to
bring
us
a
super
interesting
perspective
on
how
cities
are
starting
to
fund
and
finance
social
outcomes
differently
and
before
so
without
further
ado,
I'll
talk
to
you
a
little
bit
about
what's
been
going
on
in
Toronto
and
around
the
world,
as
some
of
you
may
have
heard,
we
had
the
Smart
City
challenge,
which
was
the
federal
government
program
that
cities
all
over
the
country
competed
in.
We
competed.
E
We
didn't
win
I'd
like
to
think
it's
because
we're
very
smart
already,
but
this
is
our
opportunity
to
continue
to
plow
ahead,
even
though
we
didn't
win
the
submission
with
the
many
great
ideas
that
came
from
all
of
the
consultations
with
corporations
and
citizens
and
nonprofits
and
education.
So,
throughout
that
whole
citizen
engagement
program,
we
really
we
really
covered
a
lot
of
exciting
and
interesting
topics,
and
it
became
clear
that
terno
does
a
lot
of
smart
things
already.
E
We
really
are
positioned
to
win
in
the
global
competition,
for
new
businesses,
for
attracting
new
enterprises
to
Canada
and
for
thriving.
What
we
really
do
need
to
do
is
to
take
our
smarts
and
turn
it
into
something
brilliant
for
our
city
and
what
makes
us
different
really
is
the
inclusion
and
how
we
bring
everybody
together,
we'll
probably
set
us
apart.
What
we
need
to
do
is
to
keep
all
of
our
citizens
educated
digital
literacy
day
that
just
happened
may
31st
with
councilor
Holland
and
Susan
Vegas.
E
It
wasn't
an
excellent
150
event
all
over
the
city,
and
it
really
showed
how
committed
the
city
is
to
educating
its
citizens
and
to
being
ready
for
the
fourth
Industrial
Revolution.
Our
connected
business
ecosystem
is
four
hundred
and
fifty
eight
thousand
technology,
people
and
a
whole
bunch
of
others
and
and
keeping
our
businesses
connected
and
thriving,
is
critical
for
the
smart
city
and
I.
E
Think
the
smart
city
working
group,
with
Toronto
Board
of
Trade
for
the
last
two
and
a
half
years,
have
done
an
excellent
job
of
engaging
with
corporations
and
getting
ideas
and
and
helping
to
sort
of
create
a
movement.
If
you
will
that
could
lead
to
a
smart
cities
cluster
and
then
they
access
for
citizens
to
services.
We
do
have
a
lot
of
amazing
services
in
toronto.
Thank
you
to
all
over
your
efforts,
making
sure
that
all
citizens
have
access
to
that
technology
is
really
critical.
We
can't
leave
anybody
behind,
so
we
need
digital
literacy.
E
We
need
connected
businesses
and
we
need
to
make
sure
that
our
citizens
are
able
to
do
that.
And
then
we
have
a
truly
inclusive
City,
that
sort
of
representative
how
we
live
offline.
We
can
also
do
it
online
so
mark.
If
you
wouldn't
mind,
please
explaining
to
all
of
our
guests
today
what
technology
and
finance
could
do.
First.
D
I'm
happy
to
do
that
and
again
just
echoing
Tracy's
appreciation
for
the
opportunity.
So
thank
thank
you
very

One
of
the
things
that
you'll
hear
us
talk
about,
and
then
hopefully
we
can
engage
in
a
bit
of
a
conversation
around
is
that
a
smart
city
is
is
one
that
that
that
is
more
than
just
the
collection
of
lots
of
cool
things
that
technology
has
enabled
us
to
do.
D
We
actually
think
that
its
primary
purpose
is
to
deliver
a
substantially
better
set
of
social
outcomes
and
one
of
I
think
the
most
exciting
opportunities
that
we're
starting
to
see
emerge,
particularly
from
an
economic
development
perspective
as
well.
Is
that
it's
not
just
about
technology
for
technology's
sake?
It
is
about
techno
as
a
way
of
enabling
greater
levels
of
social
investment,
real
capital
being
put
into
the
delivery
of
higher
social
outcomes.
D
That
has
not
only
the
social
outcome
benefit,
but
also
the
economic
development
benefit
for
the
investors,
for
their
providers
of
service
and,
most
importantly,
for
folks,
like
yourselves,
who
are
charged
with
the
governance
of
the
city's
authority
technology
we've
outlined
here,
can
do
a
lot
of
different
things,
but
I
think.
Most
importantly,
it
allows
us
to
have
a
stronger
focus
on
what
the
actual
level
of
outcome
is,
what
its
objective
can
be
and
how
we
can
leverage
innovative
approaches,
new
models
of
investment,
new
models
of
delivery
to
actually
achieve
better
outcomes.
E
So
before
I
go
too
far
into
and
I
just
want
to
make
sure
everybody
understands
what
a
smart
city
is
and
I'm
gonna
borrow
this
definition
from
one
of
your
own
staff
in
your
transformation
team
who
attended
the
digital
literacy
session
on
May
31st
here
where
I
spoke
of
smart
cities
and
the,
and
he
did
a
fabulous
job
of
making
it
real
short
and
sweet,
but
as
you're
thinking
about
smart
cities.
Think
about
that
you
need
a
sensor.
E
That
is
a
piece
of
technology
that
a
thermostat,
for
example,
is
a
sensor
or
a
lighting
condition
or
an
air
condition
sensor,
or
maybe
it's
sensing
cars
driving
through
an
intersection.
So
you
need
a
sensor
to
pick
up
data
and
then
you
need
an
internet
connection
again
connected
is
critical
here
you
need
an
internet
connection
to
take
that
data
from
the
device
up
into
the
cloud,
which
is
just
a
little
ocean
of
computers
up
in
cyberspace
and
then
from
that
data
from
the
device
you
can
make
a
decision.
E
So
if
the
thermostat
is
your
device
and
it's
sensing,
the
temperature
is
very
has
risen
all
of
a
sudden.
The
event
it
might
cause
might
be
to
turn
the
air
conditioning
on
to
cool
it
down.
So
it's
a
device.
It
captures
information,
sends
this
information
to
cause
a
reaction.
Think
about
that,
as
you
think,
about
smart
cities
and
an
example
of
that
is,
the
Department
of
Water
has
sensors
that
go
along
the
pipes.
Underground
is
a
little
ball.
Actually
that
floats
along
and
detects
where
the
next
water
break
might
happen.
E
If
there's
a
weakening
in
the
pipes,
so
you
can
imagine
how
much
better
it
is
to
know
of
some
problem.
That's
going
to
come
ahead
of
time.
So
a
lot
of
this
is
about
preventive
maintenance
and
about
automation,
about
learning
information
from
sensors
to
make
the
city
operate
better
and
at
every
turn,
there's
opportunities
to
make
the
city
function
better.
E
But
the
exciting
part
is
really
what
it
as
Mark
said,
the
social
outcomes
that
we
can
create
when
we
put
things
together
so
imagine
if
grandma
was
walking
to
the
intersection
and
we
knew
it
was
grandma,
and
maybe
we
knew
she's
in
a
chair
or
has
a
wheel
or
a
walking
device.
Maybe
we
could
make
the
lights
stay
on
a
little
longer
for
her
to
cross
or
make
the
noise
a
little
louder.
E
So
a
couple
of
things
that
are
being
done
around
the
world
that
are
pretty
interesting:
smart
dubai
as
a
client
of
ours
and
also
one
of
the
world
leaders
in
bringing
government
services
to
the
citizens.
So
the
citizens
have
an
app
that
allows
them
to
connect
to
everywhere
within
the
government,
in
the
city
of
Dubai
and
get
all
of
their
information.
That
means
there
is
a
central
definition
of
Michael
Thompson
instead
of
Mike
Thompson
or
M
Thompson.
E
There's
one
identity
that
allows
the
all
the
information
about
the
city
to
show
up
on
screen
in
the
Netherlands
they're,
connecting
together
to
address
climate
change
in
Malaysia,
they're
right
next
to
Kuala
Lumpur.
It's
an
adjacent
economic
development
play
and
they've
specified
five
sectors,
so
they're
using
smart
technology
for
manufacturing
to
attract
new
development
to
their
region.
Tempura
Finland
has
used
technology
to
address
their
aging
population,
which
a
lot
of
cities
around
the
world
are
doing.
Everybody
has
got
an
aging
population
that
we're
gonna
have
to
take
good
care
of.
E
So
there's
lots
of
examples
of
smart
city
work
happening
worldwide
on
that
even
small
cities
ranked
Vic
and
Croatia
cities
and
Croatia
are
doing
work
so,
as
we
saw
in
the
Smart
City
challenge,
it's
not
the
size,
but
we
have
the
size
swear,
I'd
managed
when
we
have
a
bigger
social
impact
opportunity
than
other
cities
so
mark.
If
you
can
so
I'm,
not
gonna,
dwell
on
this
too
long,
but
Toronto
has
done
a
lot
of
investment
over
the
last
20
years.
That
positions
us
very
well
to
win
in
the
in
the
global
stage.
E
We
have
high-speed
networks,
we're
getting
agile
at
adjusting
to
change
and

we
really
have
invested
to
have
this
world-class
infrastructure.
We
need
to
maintain
those
investments.
This
is
the
time
to
really
pull
ahead
and
and
new
technologies
emerging
for
LTE
5g
you'll
hear
about
these.
They
just
make
things
go
faster
and
you
believe
me
when
you
have
autonomous
vehicles
and
there's
a
sense
of
an
accident
coming.
You
want
that
speed
to
make
sure
that
that
that
act
could
be
stopped.

we're
gonna
need
to
continue
to
invest
the
smart
cities
working
group
that
we
have
now.
The
digital
literacy
efforts,
the
pedestrian
safety
efforts
that
we're
doing
the
traffic
flow
efforts.
Those
are
all
really
critical
and
important
things
and
things
we
should
be
very
proud
of.
The
Amazon
and
sidewalk
labs
attractions
that
are
happening
now
are
happening
because
this
investment
has
been
made
we're
seeing
their
economic
impact
of
all
of
this
investment
over
the
last
20
years.
So
if
we
continue
to
that,
you
know
we
can.

we
think
that
there's
a
significant
opportunity
to
introduce
at
scale
the
opportunity
for
social
investment
and
and
from
a
definitional
perspective.
Essentially,
what
that
is,
is
that
I
invest
in
the
outcome
in
the
achievement

safer
society
in
the
achievement
of
a
more
inclusive
society.
Some
of
the
examples
that
you
just
gave
awards
to
around
youth
employment.
Well,
if
I,
could
invest
in
a
series
of
programs
leveraging
smart
cities,
sorts
of
technology
to
improve
the
economic
sustainability
of
youth
employment
in
the
City
of
Toronto.

Examples
of
ways
that
private
sector
government
and
interested
parties
could
come
together
for
major
social
change.
I've
got
up
here
identified
as
pedestrian
safety,
so
there's
at
least
20
companies
today
that
have
technologies
that
sit
at
street
corners
and
observe
traffic
and
can
make
the
streetlights
change
that
the
lights
get
brighter.

There'd
be
noises
but
you're,
not
more
importantly,
coming
in
the
future
they'll
be
devices
on
people
are
cell
phones,
for
example,
and
devices
at
the
corner
and
devices
on
cards,
and
when
you
can
triangulate
the
information
from
those
three
sources,
you
can
make
the
intersections
behave
differently.
Maybe
our
traffic
flows
better,
but
we
can
certainly
address
our
aging
population
and
our
children
who
are
having
challenges
at
the
intersections.

But
when
you've
got
all
these
devices
all
over,
the
city
could
be
millions
and
millions
to
think
that
IT
can
manage
all
of
this
alone
without
participation
from
the
vendor
community
and
keeping
all
the
technology
live
is
is
is
not
the
newest
way
of
thinking
so
partnering
with
society
with
corporations
can
not
only
help
offset
the
cost
but
also
offset
the
ongoing
management
of
these
technologies.
Things
like
Google
glasses
and
to
direction
glasses,
can
allow
people
to
take
courses
while
they're
riding
on
the
bus.

So
if
you've
got
a
long
commute,
but
you
have
education
glasses
on,
you
could
be
taking
your
skills
upgrades
while
you're
traveling
on
the
bus.
If
we
have
Wi-Fi
on
the
buses,
so
there's
connections
have
to
be
made
and
there's
lots
of
companies
who
would
invest
in
things
like
this
health
and
wellness.
You
know
making
sure
that
grandma
can
live
safely
at
home
for
the
last
twenty
years.

There's
lots
of
insurance
companies,
lots
of
pharmaceutical
companies,
drug
makers
that
have
a
vested
interest
in
grandma's
health
and
we
as
citizens
have
a
vested
interest
in
keeping
your
grandparents
at
home
and
healthy
part
of
society,
and
technology
can
allow
for
that
quality
of
life
at
home
and
the
gig
economy
for
sure
can
connect
youth
at
risk.
People
new
Canadians,
with
job
opportunities
that
maybe
aren't
the
traditional
40-hour
weeks
with
pension
benefits.

But
the
gig
economy
gives
a
variety
and
an
opportunity
for
new
people
to
come
into
society
and
start
to
prove
and
get
their
experience,
and
the
citizen
engagement
is
the
key
to
all
of
this,
not
just
corporate
citizens,
but
our
tax
payers
and
our
visitors
and
people
who
have
ideas.
The
ecosystem
approach
allows
us
to
really
take
advantage
of
the
brilliance
around
Toronto
and
our
goal
from
smart
to
brilliant.
We
can
certainly
leverage
our
ecosystem
and
the
money
that
the
ecosystem
has
and
is
interested
in
investing
for
a
return.
So
there's
different
ways.

just
skip
to
the
concluding
slide
and
just
talk
then
about
how
you
know.
Tracy
has
mentioned
some
really
high
potential
examples,
but,
of
course
the
question
and
I
raised
it
a
little
bit
earlier
is
how
would
you
go
about
from
an
economic
development
perspective
from
enabling
the
level
of
change
that
we
think
is
possible?
How
would
you
go
about
funding
that?

And
ultimately,
what
you
end
up
with
is
that
you've
got
a
connection
point
between
three
major
classes
of
players:
investors
who
are
interested
in
a
return
on
investment,
but
that
return
on
investment
is
not
in
its
traditional
sort
of
purely
market-based
consideration.
They
are
willing
to
invest
in
a
higher
level
of
social
outcome.
The
providers
and
again
we
saw
wonderful
examples
in
each
of
those.
Three
Award
recipients
of
multiple
players
who
are
already
engaged
in
their
local
communities
around
the
delivery
of
higher
social
social
outcomes.

let's
link
some
of
the
funding
that
they
receive
either
directly
from
the
city
from
our
other
partners
at
the
provincial
or
federal
level,
directly
to
the
outcomes
that
they
are
achieving,
as
opposed
to
just
the
effort
that
they
provide
and
then
from
the
policymakers
perspective.
From
your
perspective,
with
the
opportunity,
then,
is
to
switch
a
focus
towards
the
actual
outcome.

satisfaction
of
the
demand,
if
you
will,
that
citizens
and
and
and
and
other
players
have
within
the
city,
as
opposed
to
always
having
to
think
that
you
know
what
I
have
to
design
a
system
that
allows
me
to
sort
of
provide
that
service.

think
now.
What
we've
got
an
opportunity
to
do
is
is
to
think
about
leveraging
that
pool
of
private
capital
of
social
capital.
That
is
interested
in
in
in
investment
opportunities.
Where
the
city
is
a
player.

city
enables

focus

outcome,
but
doesn't
necessarily
have
to
be
the
one
that
actually
provides
the
service
and,
if
we
think
about
smart
City
social
investment
leading
to
that
brilliant
society
and
doing
it
at
scale
through
new
and
innovative
forms
of
financing
and
funding
models,
we
think
that's
actually
one
of
the
more
exciting
opportunities
that
we
face
right
now
in
real
time
as
Toronto
continues,
its
growth
towards
being
I
think
the
objective
is
the
smartest
city
in
the
world.

we

great
example
of
they
have
an
app
it's
called
my
Dubai
and
from
my
Dubai.
Virtually
every
form
that
you
would
submit
at
a
desk
or
by
mail
is
automated.
Basically,
every
query
that
you
would
do
with
300
today
is
automated
through
this
system
and
because
it's
all
connected
by
the
person's
name
from
a
time
savings
for
the
consumer.
It's
great,
because
it's
all
automated
in
behind
the
scenes,
the
ability
for
Dubai
to
scale
so
they
can
serve
their
customers.
They
engage
with
them.

So
money
is
less
of
an
issue
in
Dubai
the
same
way
we
worry
about
it,
they
have
less
their
telco
costs,
aren't
as
high.
They
do
have
more
broad
public
Wi-Fi,
but
not
all
over
in
in
destiny's
in
destinations.
So
I
don't
think
their
connection
costs
are
as
challenging
as
ours
are,
but
ours
are
a
big
challenge:
yeah,

you
have
some
models
with
respect
to
areas
around
the
world?
First
of
all,
do
you
have
comment
on
that
then?
Secondly,
they
have
some
models
where
those
types
of
service
offerings
and
practices
are
being
put
into
place
in
collaboration
for
exam

the
private
sector
and
the
government
sector,
because,
as
you
pointed
out,
I
think
what
I'm
hearing
the
threatened
or
the
theme
that
I'm
hearing
it's
that
you
don't
have
to
go
it
alone.

Africa
is
is
a
great
example,
as
is
India.
India
has
a
very
advanced
smart
city
movement
and
what
they
discovered.
Obviously,
the
first
thing
was:
we
have
to
get
people
connected
right,
so
they
went
out
to
market
and
they
brought
an
entrepreneur
to
build
them
very,
very
low-cost
devices,
so
everybody
that
needed
to
connect
could
have
a
very
low-cost
way
to
do
that.
Some
cities
have
actually
become
the
telco
in
India,
because
that
was
the
way
that
they
were
able
to
address
the
the
least
that
could
afford
the
connections.

So
in
countries
where
poverty
is
the
biggest
issue,
yes,
they
found
low-end
devices.
They
put
up
satellites
to
create
free
Wi-Fi
areas,
because
there
they
just
don't
have
hardwired
lines
like
we
do
so.
They're
they're
not
really
stuck
with
the
old
technology,
they're
able
to
leap,
frog
and
I
think
some
interesting
5g
trials
are
going
to
happen
in
those
countries
for
the
connectivity,
but
the
devices
is
the
key
and
if
we're
gonna
try
and
address
something
that
would
be
excellent
to
get
affordable
devices
and
affordable
connect
ship
connectivity.

we
were
just
when
we
were
I
mean
I
was
struck
by
one
of
the
recipients,
and
I
won't
get
their
names
correctly,
but
it
was
the
it
was
it

It
sounded
to
me
like
it
was.
It
was
the
second
one,

the
Oxford
property
and
the
Yorkdale
mall
and
so
forth.
It
sounded
to
me
like
there
was
a
program
there
that
could
have
a
digital
literacy
component
to
it.

have

future

work
sort
of
component

it
was
an
investment
that
had
been
made
in
a
private
way
to
train
youth

connect
them
directly
into
the
labour

could
potentially
expand
that

you
have
got
a
significant
investment
through
things
like
the
Ontario
Works
and
through
employment
services
and
so
on.

for

about
ways

offset
or
an
adjunct
and
enabler
to
a
greater
level
of
success
and
what
the
city
is
already
trying

the

that

is
yes,

what

would
suggest
the
opportunity
might

corner

that
can
help
safety,
but
those
same
cameras
can
help
generate
revenue

those
same
cameras
can
capture
information,
not
about
people

statistical
information

data

sold

the
question
of
how
much
it
costs
is.

even
know
that
there

numbers
out
there
yet,

this
stuff

a
couple

years

the
road

being
priced

definitely
there's
a
premium
to
invest
in
these
technologies,

devices
themselves
that
there
might
be
millions
of
they.
They
might
be
$50
devices
we're
not
talking
about
putting
hundreds
of
thousands
of
dollar
devices
everywhere.
There's
lower-cost
devices
that
can
offset
the
information
that
we
get
back
and
then
we
can
have
savings.

usually
how
people
are
considering
how
they're
going
to
make
these
investments,
as
Mark
said,
the
outcomes
that
they
advantages.
If
you
don't
have
to
have
people
in
the
hospital
you've
got,
you
know
some
offsetting
costs.
If
you
have
community
doing
work
and
commute
investing
in
some
of
the
technologies
beside
the
city,
you're
spending
less
so
it's
gonna
be
about
multiplier.

it's
the
only
way
we
can
look
at
it.

recently
on

which
will

another
environment

into
a
lot

things

city

doing
in

utilization

technology

a
big
plan

have
big
costs
associated
with,
but
the
question
is:
are
those
costs
are
going
to
be
leveled
to
one
entity,
one
individual
organization,
or
will
he
be
shared
across
the
platform
based
on

all

service
to
be
derived
data,
information,
etc?
So
we
need
to
look
at
it.
In
that
sense,
it's
not
just
a
matter
of
the
arm
of
government
or

armours
of
the
private
sector.

a
collaboration

things

now

expanded
in
terms
of
all
the
pressure
traditionally
relying

municipality
to
cost,
implement
and
operate
that
has
changed,
and
that

now
changed
into
a
global
ecosystem

that

local
technology
firms

then
firms
that
provide
data,
but
all
over
the
world
are
coming
together
through
the
advancement
of
different
technologies
and
utilisation
of
data,
and
so
when
you
look
at
that,
it
creates
a
world
of
opportunities.

opportunity
to
you
know
utilize
sensors.
We
heard
an
example
of
Toronto
water.

The
opportunity
use,
sensors
and
extract
data
office
City
assets
is
is
exponential.
The
amount
of
anybody
who's
involved
in
smart
cities.
There
are
so
many
new
things,
so
many
things
out
there.
It's
very
difficult,
in
fact,
to
keep
up
and
track
of
all
the
opportunities
that
are
out
there,
and
so
what
we
are
seeing
and
experiencing
is
that
the
way
cities
are
approaching.
This
is
through
proof
of
concepts.

So
the
idea
with
the
cost
model
is
that-
and
you
see
this
in
Barcelona-
you
see
this
in
New
York,
you
see
it
really
all
over
the
world.
You
take
one
sample,
so
in
Barcelona
they
they
call
it
the
Golden
Mile.
They
took
one
mile
in
Barcelona
and
apply
different
technologies
and
then
proved
out
their
concept
to
build
their
business
case
to
substantiate
the
operational
efficiencies.
The
cost
savings
are
revenue
opportunities.

all
use
technology,
it's
trying
to
find
the
greatest
economic
impact,
social
impact,
environmental
impact,
prioritize
those
and
then
strategically
find
a
way
to
do
a
proof
of
concept
to
validate
the
return
on
investment,
and
so
that's,
typically

cities
are
approaching
it
that's
the
way
we
want
to
approach
it.
We
have
a
lot
of
partners
again
in
the
ecosystem,
willing
to
step
up
and
make
those
investments,
and
we
will
continue
to
explore
them
accordingly.

at
the
cities
and
we

doing

people

not
still
understand
exactly

city's
smart
cities
in
the
working
group
and
all
the
initiatives
that
we're
doing.

test
studies
that
that
Rob
was
mentioning
are,
is
absolutely
critical
to
proof
out
the
concepts
and
that's
what
I
think
we're
doing
right
and
whether
and
I
think
that
we
should
actually
have
our
own
gold
mile,
because
we
do
in
Scarborough
and
and
proof
it
out
right
along
the
gold
model,
because
we
have,
we
are
having
the
other
tea
come
in.
There's
major
transformation
taking
place,
it's
sort
of
the
perfect
ground
to
have
that
happening
in
the
city.

we
have
sidewalk
labs.

that's
what
Pete

then
people
really
get
nervous
about
privacy
issues
which
can
be

can

believe
can
be

say,
met
with
blockchain
and
other
forms

technology

can
ensure
that
privacy

person.

the
holder
of
that
identity.

we
know
that

blockchain

it's
something
that
we
can
harness
for
the

reality

that
there's
funding

money
to
be
made,
and

long

take

cautious

the

utilize
that

transform

exact
technology
that
we're
building
that
benefits

residents

want

slower

big

entities,

we're
dealing
with
big
banks

educational
institutions

their

private
sector

smaller
businesses.

harder
to
write
those
ship,
especially
when
you
don't
have
endless
amounts
of
money,
but

terms
of
the
smart
cities.

types

services

municipalities

governments,
municipal

around
the
world.
It
offered
it's
a
different
day
now
for
government.
Quite
frankly,
in
fact
we're
moving
ahead
of
some
of
the
decisions
that
we
in
government
don't
make,
but
we
need
to
move
ahead
because
of
the
rapid,
changing
environment
of
the
world.

Kelly
points
out
that
it's
challenging
and
it
is,
but
it's
also
quite
exciting
if
you
peel
back
all
of
the
things
that
are
taking
place
in
this
utilization
of
technology
and
subsets
to
that
smart
cities
and
smart
technologies,
the
Internet
of
Things
and
all
the
things
that
are
taking
place,
the
ability
that
we
have
as
humans
now
at
our
fingertips
is
just
astronomical.

think
that
many
of
us
can

ourselves.

born

look
at

experience

we
had

someone's
told

the
new
technologies
that

coming

That's

blow
your
mind

figure
it
out
how
to
utilize
it
and
I
think
for
government
in

in
all
categories
and
levels.

can't
see
that
today,
then
there

a
problem
for
us
in
terms
of
you
making
decisions
because
you'll
never
make
the
right
decision,
because
you
always
use
a
cost
as
a
stumbling
block
or
something
that
doesn't
allow

move
forward,

so
many
of
us
are
able
to
see
that
you
need
to
use
the
opportunity
on-ramp
to
basically
be
in
the
game.
This
is
a
big
city.
We
talk
all
the
time
about
how
we're
a
global
city
and
so
on.
We
are,
but
we
have
to
work
at
making
it
happen.

at
how
we
compete.

have
to
look
at
what
others

to
engage.

be
part
of
that

got

collaborate,

lot

our
citizens,
but
as
leaders,
it

our
duty

provide
that

CIO

working

this

advocates

their

wealth
generation,

creation,

all
about

do

community
that's
responsible
for
that.

that

make
things

not

in

recent
manufacturing

Technology
Roundtable
and
highlighting
the
ongoing
importance
of
manufacturing
in
Toronto
turned
over
to
Ian

tell
you
today
about
something
that
I
think
is
is
quite
exciting.
That's
happening
in
Scarborough
and
I
know
mr.
chair.
This
is
an
initiative
that
that
you
have
spearheaded
and
is
near
and
dear
to
your
heart.
So
forgive
me
if
you
know
everything
that
I'm
about
to
say,
the
presentation
will
will
cover
how
much
manufacturing
matters
to
Toronto,
including
Scarborough
and
the
rest
of
the
city,
the
rationale
behind
the
manufacturing
and
technology
roundtable
and
some
of
its
history
and
success.

How
employment
in
manufacturing
is
actually
on
the
upswing.
What
are
the
key
challenges,
with
particular
focus
on
how
different
organizations
are
addressing
the
difficulty
in
finding
the
skills
needed
to
compete,
especially
as
industry
becomes
increasingly
digital,
interesting
in
light
of
the
the
previous
presentation,
so
60
people
came
together
on
April
23rd
to
learn,
share
best
practice
and
identify
priorities
for
both
government
and
industry.

Conclusions
from
the
participants
and
recommendations
are
included
and
as
well
as
next
steps
that
we've
mapped
out
so
manufacturing
investment
everywhere
in
Toronto
is
active.
For
example,
sanofi
pasteur
is
investing
in
major
new
building.
A
major
new
building
on
their
campus
to
manufacture
vaccines,
Mondelez
is
just
completing
a
major
expansion
to
their
biskits
plant
in
East.
York
Scarborough
has
several
exciting
new
projects
and
Canada
Goose
you
can
see
here
on
this
slide
has
just
doubled
their
manufacturing
capacity
in
Toronto,
increasing
from
30,000
to
200,000
square
feet,
actually
in
two
plants
in
Scarborough
going
forward
there.

There
are
other
opportunities.
I
know
there
are
some
exciting
things
happening
in
in
Etobicoke
with
steam
whistle,
and
we
have
a
situation
in
Scarborough
where
an
existing
manufacturer
is
moving,
is
going
to
move
to
a
new
400,000
square
foot
project
which
will
allow
them
to
consolidate
and
and
modernize
their
operations.

Manufacturing
has
the
highest
employment
multiplier,
which
means
more
jobs
for
the
city
in
general,
in
Scarborough
manufacturing
represents
seventeen
and
a
half
percent
of
all
employment.
The
decline
in
manufacturing
jobs
has
actually
reversed.
An
industrial
vacancy
is
at
historic
and
historic.
Low
of
less
than
2%
output
has
continued
to
increase
even
in
periods
when
jobs
have
not.

So
several
concerns
came
up
with
the
round
table
competition
not
just
from
the
905,
but
also
from
us
Asia
and
Europe.
So
population
growth
in
Toronto
demands
growing,
diverse
forms
of
employment
when
employment
lands
are
converted
to
residential
use,
there's
less
room
for
man
factures
to
expand
the
the
photo
here.
Mayor,
Tory,
visiting
automatic,
quoting
limited
to
see
a
major
project
which
they
had
just
completed
for
export
to
San
Diego
other
jurisdictions
are
increasingly
competitive,
for
instance
Mississauga
Ohio,
and
sometimes
what
what
makes
it
difficult
is
a
lack
of
industrial
policies,
including
trades
training.

So
this

is
is
of
the
roundtable
itself.
You
can
probably
barely
see
Meritor
either
at
the
very
left
side
of
the
of
the
group
addressing
the
group.
The
group
was
brought
together
to
inform
with
expert
speakers
to
challenge
participants
to
get
involved,
to
create
discussion
groups
with
industry,
educators,
students
and
and
agencies
present
to
come
up
with
new
ideas
and
perhaps
provide
some
policy
recommendations
quickly.

We
had
npower
who
who
were
introduced
to
us
by
Tess,
and
they
talked
about
how
their
technical
training
for
non-technical
grads
helps
to
provide
skills
needed
by
all
employers,
including
manufacturing,
Robert
cattle
of
the
Canadian
tooling
and
machining
Association
explained
how
their
group
had
developed
programs
to
help
train
workers
for
CNC,
machining
and
aerospace.
But
it
was
a
bit
of
a
bittersweet
story,
because,
despite
many
satisfied,
employers
and
employees,
government
funding
has
run
out.
H
However,
there
were
some
key
points
of
learning
from
from
his
presentation
and
finally,
scott
mcneil
smith
of
the
excellence
and
manufacturing
consortium
described
described
how
and
why
they
developed
their
manufacturing
gps,
which
is
a
survey
company's
complete.
They
receive
those
who
participate,
receive
the
findings
free
in
and
he
presented
some
of
the
recent
findings
which
generated
considerable
interest.

Manufacturing
today
is
modern
and
innovative.
There's
a
major
skills.
Training
shortage,
however,
and
so
manufacturing
needs
the
city's
help
in
improving
its
image
to
attract
that
those
skills.
A
couple
of
recommendations,
that's
the
event
through
its
success,
indicates
perhaps
future
events.
We
need
more
dialogue
with
school
board's,
post-secondary
and
training
providers.

We
need
to
increase
promotion
through
things
like
manufacturing
week
and
industry
initiatives,
including
local,
and
we
need
to
work
more
closely
with
representative
groups
such
as
the
Canadian
Manufacturers
and
exporters
Toronto,
Industry,
Network
and
local
groups.
Finally,
the
next
steps
we're
going
to
begin
with
recommended
collaboration,
we're
going
to
communicate
the
findings
to
the
appropriate
organizations.

modest
relative
to
you
know
some
of
the
declines
that
have
taken
place,
but
I
think
what
it's
indicating
is
is
that
those
manufacturers
who
have
stayed
and
have
invested
are
growing
and
that
some
of
the
new
technology
is

bringing
in
new
new
investment,
and
that's
really
why
I
alluded
to
what's
going
on
in
North,
York
and
Ann
Etobicoke
as
well,
because
certainly
there
are
increases
happening
there
as
well.

think
the
increase
in
office,
employment
has
probably
been
a
little
stronger,
downtown
and
I.
Think
Scarborough
has
has
probably
been
experiencing
its
fair
share
of
institutional
investment.

can't
really

retail

it's
continued
to
grow
over
the
years,
as,
of
course,
has
the
service
economy.

has
a
number
of
target
sectors,

first

foremost,
I'd
like
to
come
that
we've
been
fortunate
to
have
some
vacant
industrial
land
remaining,
although
it's
there's
great
competition
for
it
and
it's
rapidly
building
out,
but
in
that
area,
logistics
and
light
assembly
have
been
in
general,
most
I
think
been
where
a
lot
of
the
growth
has
occurred,
but
some
of
our
key
sectors,
such
as
food
processing,
have
certainly
have
certainly
been
growing
as
well

Would
you
like
to
comment
on
that?

Here
in
the
community,
and
so
thank
you,
and
so
as
far
as
trying
to
promote
opportunities
for
those
firms
through
export
development
programs
and
supporting
additional
export
and
trade
to
new
markets
is
certainly
key.
I
think
again,
as
far
as
your
points
in
on
warehousing
and
value-added
I
think
from
a
manufacturing
and
technology
standpoint,
we're
certainly
seeing
more
value
out
in
manufacturing,
as
opposed
to
larger,
larger
manufacturing.
If
you
will.

Mr.
chair,
through
you,
the
there
are
many
many
strong
attributes
that
Scarborough
and
Joy's
and
if
I
could
just
comment
on
on
the
airport,
ass
fact.
What
we
have
found
recently
is
that
perhaps
because
of
increased
congestion
and
focus
on
the
last
mile
of
delivery,
both
to
consumers
and
businesses,
that
there's
a
need
for
regional
facilities
in
Scarborough,
as
well
as
in
the
West,
End
and
and
Scarborough,
is
actually
well
positioned,
perhaps
relative
to
some
of
the
areas
in
the
905
that
that
people
were
looking
at
in
prior
years.

Simply
because
it's
closer
to
the
to
the
locus
of
population
and
and
business.
It
sits
at
the
center
as
opposed
to
on
the
periphery.
But
there
are
many
other
factors.
The
labor
force,
the
incredibly
diverse
labor
force
is,
is
absolutely
key.
The
educational
institutions,
which,
of
course
we
have
we
have
across
Toronto,
but
both
UTSC
and
Centennial
have
been
very
engaged
in
this
process
and
I
guess
I
guess
finally,
I'd
like
to
just
say
that
there
there's
a
bit
of
a
buzz
lately
in
Scarborough,
which
maybe
maybe
didn't
exist
for
a
while.

I
can
help
to
answer
that.
First,
mr.
chair,
through
the
chair,
councillor
Fred
a
cassette.
So
it's
very
good
point.
We
are
actually
doing
quite
a
bit
of
work.
There's
a
number
of
organizations,
one
called
SIA,
the
South
Etobicoke
industrial
employers
association
that
we
do
quite
a
bit
of
work
with
who
also
have
had
a
I,
wouldn't
call
it
a
roundtable.

so
I
was
just
wondering
why
you
weren't
focusing
on
other
parts
of
the
city,
because
it
was
that
I
described
as
an
update,
so
I
was
assuming
that
it
would
be
for
the
rest
of
the
city
and
perhaps
at
a
later
date
we
could
get
an
update
on
some
of
that
in
a
more
formal
capacity
rather
than
just
through
questions,
absolutely
be
happy
to
do
that.

most
immigrants
want

best
life
possible

kids

not
as
desirable
as
working
with
your
mind
and
the
professions,
and
so
I
would
hope
that
going
forward
that
we
would
also
work
with
ethno-cultural
organizations
and
get
across
to
them
that
labor
has
changed.

real
challenge,
but
the
rewards,
if
successful,
are
impressive,

both

aggressively
exploiting

this
committee

think

this
government

as
much
as
possible
develop
the

the
wealth,
the
creative
wealth
of
this
city.

Scarborough
Community
Council,

four
members

councillor
Thompson
was
driving
and
bringing
out
the
technology
sector
within
Scarborough
and
bringing
that

the
Scarborough
Community
Council.

as
I
always
say
you
know,
Tech
is
is
now
horizontal,
there's
no
longer
verticals
in
technology
and
those
verticals
are
emerging.
But
as
we
see
that
we
know
that
even
with
manufacturing,
even
when
you
do
look
at
the
employment
sector-
and
you
listed
that
out
on
on
page
three,
the
manufacturing
momentum
I
mean
really.
Tech
is
still
running
through
they're
still
running
through,
even
when
you're
mentioning
manufacturing,
warehousing
or
institutional
retail
service.

All
of
these
different
areas
still
have
technology
within
them
and
that's,
what's
so
important
to
identify
as
we
as
we're
moving
forward
in
this
new
innovation
economy.
So
and
I'm
really
proud
to
see.
All
of
this,
especially
with
and
it
comes
to
employment
lands
as
councillor
Kelly
mentioned,
we
have
so
many
of
them
in
Scarborough,
where
very
protective
of
them
I
have
been
very
protective
of
them
over
the
years
wanting
to
ensure
that
we
have
that
live
work,
balance
that
we're
always
talking
about
and
always
trying
to
promote.

That's
not
always
been
historically
so
easy
to
do
in
the
built
form
in
Scarborough,
which
is
post-world
War
two,
and
with
our
the
way
that
our
built
forum
is,
though
there
is
not
typically
urban,
but
still
quite
suburban,
transforming
absolutely
and
we
still
want
to
make
sure
the
manufacturing
is
growing
and
thriving,
and
then
that
tech,
the
tech
is
growing
and
thriving.
In
Scarborough
we
have
the
capacity
the
ability,
the
employment
lands
to
do
it
and
I
see
a
revitalization
and
in
actual
reverses
which,
which
is
mentioned
here
of
that
manufacturing.

thankfully
we
retained
the
employment
lands
that
we
did
and
that
those
are
thriving,
especially
my
area
with
Upton
and
and
Comstock
in
all
of
the
areas
that
are
in
my
in
my
area
in
my
neighborhood
and
that's
going
to
just
continue
to
attract
and
grow
all
the
new
types
of
technology
that
that
are
out
there
and
even
with
Scarborough

of
T,
the
UT
campus.
They
have
their
own
incubator,
they're,
working
with
local
businesses
and
they're,
promoting
that
technology
and
advancement
within
that's
within
our
whole
manufacturing
sector
in
Scarborough.

successes

happening

part

the
brand

they

in
China

Beijing
or

lot

export

it's
important
that
candy
was
made
in

Canada,
but

think
you

we

some
wind

plants

transformed.

news
story,
steam

How
are
you
getting
that
product
and
we're
seeing
a
lot
of
logistic
companies?

you
go
up
northwest
of

airport
you

at
the
top
of
the
427
up
up
the
Steel's,
you
see
the
the
the
warehouse
and
that's
being
built
out
there.
That's
we're
gonna
see
those
jobs
go
to,
but
we're
too
important.

remain
on
the
offense
and

these
Duke
lands
do
come
available,
rethink
how
we're
gonna
do
that
which
comes
into

technology,

see
a
different
type
of
manufacture.

it
was
a
series
of
roundtable
manufacturing
technology.
We
had
the
black
business
and
professional
association,
a
variety
of
others.
We
have
a
youth
young
people
roundtable
as
well.

In
this
one
we
seem
to
have
gone
off
track
as
a
result
of
the
change
in
administration
and
so
on,
and
so
we
didn't
seem
to
follow
through
on
it,
and
so,
when
I
had
and
to
the
question
that
cancer

Atticus
asked
you
know,
is
it
just
Scarborough?
No,
it
actually
isn't
just
Scarborough
it's
right
across
the
board
and
I
know.
Councillor
and
former
deputy
mayor
Chris
auntie
was
very
instrumental
in
having
an
number
of
roundtables
in
the
in
the
Etobicoke
area
and
so
on
and
he's
still
doing
them.

Although
he's
no
longer
the
deputy
mayor
so
and
so
all
those
things
are
happening,
but
we
have
staff
working
right
across
the
board.
In
this
particular
area.
We
chose
Scarborough
because
we
had
seen
that
there
is
a
large
decline
and
they
we
had
gotten
wind
of
the
fact
that
there
just
seemed
to
have
been
within
the
context
of
the
leaders
in
the
manufacturing
industry.
There
is
great
concern
about
the
lack
of
interest
in
terms
of
being
involved
in
their
industry.
We
had
companies
are
manufacturing
parts
for
Boeing,
we
had
companies
they're
doing
all
great
things.

Companies
are
manufacturing
and
developing
and
inventing
you
know,
equipment
for
the
US,
Navy
and
so
on,
and
there
was
a
lot
of
work
that
is
going
in
to
the
innovation,
but
there's
great
concern
with
the
lack
of
entry
into
this
area,
and
so
we
wanted
to
get
a
better
sense
of,
and
we've
basically
said.
Okay,
let's
start
again
with
Scarborough
and
let's
then
figure
out
if
we
can
actually
have
a
process
and
or
a
platform
or
a
framework.
That's
going
to
help
us
to
work
right
across
the
city.
I'm,
really
happy
that
mr.
B
Brown's
leadership
and
others
mr.
Elvidge
and
Swan
and
the
team.
We
now
see
a
way
going
forward
where
we
will
reignite
a
lot
of
the
thing,
the
ones
that
had
basically
been
rather
dormant
and
so
on,
but
focusing
on
utilizing
the
technology
focus
on
news
lying
with
staff
now
I
have
to
say
we
don't
have
enough
people
to
do
all
the
things
that
we
want
to
do
and
I
want
to
say
and
acknowledge
this
publicly.

Brown,
because
you
and
I
have
talked
about
it,
there's
a
lot
of
desire,
a
lot
of
interest
in
terms
of
making
things
happen,
and
so
we
don't
have
enough
people
and
all
of
a
the
the
the
the
talks
always
know
more
FTEs
and
so
on.
So
the
fact
the
matter
is
that
we
have
a
limited
number
of
people
who
can
do
limited
number
work
based
on
a
24
hour
and
base
on
any
type
of
work,
operation
and
so
on.
So
we
really
need
to
revisit
that.

We
need
not
to
go
cheap,
because
if
we
do
go
cheap,
then,
where
you
have
a
greater
impact
in
terms
things
that
we're
trying
to
do,
we
don't
have
enough
people
to
really
roll
it
all
out
and
I.
Think
this
is
something
that
we
need
to
understand.
We
can
basically
you
know
the
old
adage.
We
can
be
penny
wise
and
pound
foolish.
All
we
want,
but
at
the
same
time
we
want
to
look
at
efficiency.

We
want
to
save
and
as
much
as
we
can,
but
if
we
have
a
game
plan,
we
have
to
action
it
out
based
on
what
the
needs
are,
quite
frankly,
as
the
benefits
are
numerous
and
so
on
a
lot
of
young
people
who
are
now
interested
and
we
are
working
with
a
variety
of
different
groups.
It's
not
just
a
city,
a
lot
of
partners,
the
federal
government's
they're,
the
provincial
governments
they're,
the
ministries
are
there,
the
institutions
are
there
and
the
school
board.

We
try
to
drag
them
and
pull
them,
but
they're
not
always
there,
but
we
need
to
make
sure
they're
part
of
it
as
well,
because
we
have
to
ensure
that
the
training
that
young
people
are
getting
is
such
that
the
information
that
technology
is
manufacturing
manufacturing
is
technology,
it's
it's
interchangeable
and
then
could
you
need
a
level
of
intelligent
level
of
understands?
No
longer
just
you
know,
rote
moving
point.

A
to
point
B,
there's
a
meant
tremendous
amount
of
skill,
that's
actually
required
and
that's
right
across
the
board
in
terms
of
the
city,
the
area
around
you
know
having
our
LED
the
the
lens
that
are
allocated
for
employment
and
protecting
those
we're
really
serious
about
that.
We
really
mean
business
on
that
because,
right
now,
as
you
talk
about
the
the
sort
of
you
know,
decline
in
or
the
percentage
that
available,
and
it's
it's
it's
something
that
impacts
us.
I
brought
two
mr.
farmer,
a
businessman,
and
he
brought
his
partners
from
China
in
they're.

Looking
for
250,000
square
feet
of
space
that
could
produce
up
to
what
800
new
jobs
we
can't
find
it
in
Scarborough.
He
spoke
to
me
this
morning,
he's
thinking
of
going
to
Windsor,
and
so
we
need
to
protect
those
employment
lands
as
part
of
that
to
create
the
jobs
and,
oh
then,
the
jobs
go
to
the
north
of
Steel's.
That's
fine!

We
can
still
have
our
residents
and
so
on,
but
I
mean
we
need
to
make
sure
in
the
sense
to
find,
in
the
sense
that
if
we
don't
have
the
space
I'd
rather
be
north
of
Steel's,
where
at
lease
our
people
can
still
get
to
those
jobs,
it's
harder
to
drive
to
Windsor
on
a
daily
basis
back
for
to
a
job.
Quite
frankly,
so
it's
it's.
It's
more.
The
reason
why
we
actually
have
to
protect
it.

So
we
can,
you
know,
stretch
it
out
as
much
as
we
want,
but
there
is
a
limit
with
respect
to
where
they
can
go
and
so
on,
and
it's
not
about
hiring
more
people
for
the
sake
of
iron,
more
people.
But
it
is
that
we
need
to
make
sure
that
we
have
the
people
to
do
the
jobs
that
we're
commanding
and
so
on,
and
we
know
now,
as
we
move
into
budget,
you
know,
there's
a
reduction
about
finding
your
efficiency
within
your
envelope
and
so
on
so
forth.

Well,
if
it's
impossible
to
do
it
now,
how
do
you
do
it
moving
forward?
Quite
frankly,
again
I'm
not
advocating
we
waste
money,
that's
not
what
it's
all
about,
but
if
you
have
a
game
plan
you
figure
out
what
your
needs
are,
then
you
figure
costing
how
to
make
sure
you
can
be
implemented
and
so
on.
So
that's
a
challenge.
We're
gonna
have
to
work
on
as
members
of
council
remember
this
committee
in
school,
but
I
just
want
to
lay
it
out
there,
and
so
