meet

mr.
Cresswell

last
couple
weeks.

the
counselors

allowing
me
the
opportunity
to
present
this
brief
overview
of
the
secondary
plan
that
were
bringing
forward
for
your
consideration
today.
My
name
is
Melanie
Melnick
and
I'm
here,
representing
the
City
Planning
Division
part
of
a
team
developing
the
secondary
plan
over
the
last
year
in
twenty
twenty
thirteen
just
four.
By
way
of
background,
the
city
initiated
a
review
of
the
sure--we
area
and
that
was
undertaken
by
a
consultant
team
led
by
glad
key
planning
consultants.

It
was
undertaken
in
four
phases
between
2014
and
2016,
that
included
a
robust
consultation
program
with
both
area
landowners
and
the
public
at
large,
with
opportunities
for
input.
At
each
phase
of
the
study,
the
study
recommendations
were
presented
in
a
staff
directions
report
toward
the
end
of
2016
and
Council,
adopted
these
and
directed
staff
to
complete
the
secondary
plan
based
on
its
findings.

Since
2019,
we
have
been
very
busy,
the
City
Planning
prioritized
the
project
for
completion
this
year,
so
draft
secondary
plan
was
developed
and
then
released
for
consultation
in
May
that
was
followed
by
two
public
open
houses.
We
also
circulated
to
all
commenting
divisions
and
agencies
and
held
individual
meetings
with
landowners
staff
reviewed
and
considered
all
the
comments
we
received
and
considered
revisions
and
adjustments
to
the
final
secondary
plan
policies.

So
the
vision
for
the
sure
Way
area
is
really
for
it
to
be
transformed
over
time
from
a
car
oriented
commercial
center
to
a
more
urbanized,
green
and
walkable
environment
summarized
here.
The
guiding
principles
for
the
plan
are
to
be
achieved
in
three
key
ways.
So,
first
of
all
promoting
a
balanced
mix
of
uses,
this
will
be
achieved
for
the
incremental
introduction
of
residential
uses
to
complement
what
is
already
existing
while
minimizing
conflicts
and
providing
an
optimal
quality
of
life
for
the
new
residents.

The
same
time,
we
will
be
creating
a
green
and
cohesive
environment
with
both
with
built
form
standards
that
will
establish
a
new
urbanized
character
for
the
neighborhood,
as
well
as
a
greening
strategy
that
will
connect
people
with
parks
and
open
spaces
that
are
currently
lacking
in
this
area.
Finally,
supporting
community
vitality
and
mobility
will
be
achieved
by
building
a
complete
community
with
the
services
and
transportation
options
needed
to
ensure
its
success.
The
overall
approach
for
this
plan
is
to
establish
a
high
level
framework
to
achieve
the
long
term
vision
for
the
sure--we
area.

public
street
network
network
will
be
critical
to
realizing
the
goals
of
the
transportation
master
plan,
as
well
as
defining
more
human
scaled
block
structure
for
the
neighborhood.
The
main
streets
of
the
sherry
area
was
shown
in
green
will
be
e,
the
Queensway,
the
North
Queen
Street
and
West,
and
the
West
mall,
and
these
would
be
characterized
by
a
distinctive
built
form
character
along
the
street
edge,
the
wider
setbacks
and
animated
uses,
such
as
local
serving
retail
service
and
restaurants,
etc.

At
grade
certain
streets
that
are
shown
in
red,
solid
lines
must
be
provided
in
these
fixed
locations,
while
the
red
dotted
lines
show
important
linkages
that
can
be
delivered
in
more
flexible
locations.
That
would
be
determined
through
detailed
precinct
planning.
Other
private
roads
shown
in
blue
indicate
streets
that
would
be
conveyed
and
realigned
to
city
standards
to
help
complete
the
street
grid
over
time,
and
these
are
also
considered
to
be
flexible
in
location.

The
secondary
plan
leaves
current
land
use
designations,
largely
unchanged
with
one
important
difference.
It
does
refine
the
existing
mixed
use
areas
into
three
distinct
categories:
mixed
use,
areas,
a
are
primarily
residential,
their
to
be
clustered
along
the
main
streets
near
the
future
transit
hub
and
to
maximize
access
to
shared
community
services
and
facilities.
Areas.

Beef
predominantly
office
and
commercial
uses
are
strategically
located
along
the
highway
edges
to
provide
visibility,
highway
access
and
provide
a
buffer
for
the
more
sensitive
residential
uses
in
the
interior
of
the
area
and
finally

retail
would
build
on
the
existing
uses
and
their
success.
No
changes
are
proposed
to
employment
areas
or
institutional
areas,
but
hey,
there's
a
parcel
city
owned
lands
currently
designated
in
mixed
use
areas
within
the
ravine
lands
that
would
be
designated
to
natural
areas
to
put
reflect
current
conditions.

As
I
said
earlier,
the
plan
is
built
on
the
conclusions
of
the
sheer
weight
area
study
and
as
well
as
the
approved
transportation
and
servicing
master
plans
which
recommended
maximum
total
gross
floor
areas
for
residential
office
and
retail
uses.
So
this
total
development
capacity
you
see
here
has
been
distributed
equitably
among
the
various
land
use
designations,
with
approach
to
using
a
gross
floor
space
index
to
offer
greater
flexibility
in
determining
the
ultimate
build-out,
as
well
as
the
delivery
of
new
streets
and
parks.
Through
redevelopment,
the
secondary
plan
promotes
a
predominantly
mid-rise
character
for
new
buildings.

Tall
buildings
may
be
considered
through
the
sure--we
area,
where
they
can
be
designed
to
limit
their
impact
on
the
public
realm
and
within
the
permitted
densities,
where
the
secondary
plan
does
specify
built
form
standards.
It's
to
ensure
consistent
setbacks,
building
step
backs
and
street
wall
Heights,
which
are
all
intended
to
contribute
to
the
establishment
of
a
cohesive
character
for
the
neighborhood.

Complete
community
will
be
achieved
through
the
provision
of
a
true
mix
of
land
uses,
including
residential
commercial,
institutional
and
employment.
Residential
development
must
be
accompanied
by
the
community
services
and
facilities
to
support
the
growing
population.
The
plan
identifies
priorities
for
those
services
and
facilities
to
be
considered
at
the
precinct
planning
phase
of
development
and
provides
for
ongoing
monitoring
to
respond
to
emerging
community
needs,
as
development
occurs
over
time
with
respect
to
housing,
40%
of
new
residential
development
will
consist
of
units
with
two
bedrooms
or
more
and
units
suitable
for
families
with
children.

The
expanded
street
grid
referenced
earlier
will
facilitate
also
different
modes
of
travel
through
improved
pedestrian
connections
and
sidewalks
on
and
off
street
cycling
facilities
and
multi-use
trails,
as
well
as
improved
bus
service.
The
secondary
plan
also
protects
for
a
subway
extension
to
a
potential
West
Mall
station,
as
is
reflected
in
our
official
plan,
and
I
should
note
that
the
recommended
densities
of
the
plan
are
based
on
a
pre-sub
scenario,
with
policies
allowing
for
a
reexamination
of
the
plan.
Should
this
aiwei
be
prioritized
and
funded.

Precinct
planning
will
be
the
vehicle
for
more
detailed
planning
and
phasing
of
development,
including
the
provision
of
public
streets
parks,
open
spaces,
community
services
and
facilities,
building
types
and
Heights
precinct
plans
will
be
required
as
a
part
of
a
complete
application
for
the
first
proposed
development
in
a
precinct
and
will
be
council
adopted
as
part
of
the
approval.
The
intention
is
to
demonstrate
the
full
phase
build
out
of
the
precinct
through
the
plan
and
insured
unfolds
in
a
logical
and
orderly
manner.

The
secondary
plan
is
accompanied
today
by
the
sure--we
area,
urban
design
and
streetscape
guidelines
before
you
in
your
package.
These
guidelines
will
assist
in
the
review
of
development
applications
by
illustrating
how
the
built
form
and
public
realm
objectives
can
be
implemented
in
the
area.
Together,
these
documents
set
the
stage
for
realizing
the
ambitious
and
transformative
vision
for
the
sure--we
area.

We
say
that
appreciating
the
city's
initiative
and
its
long-term
vision
for
the
area,
but
we
want
to
also
ensure
that
Home
Depot's
long-term
interests
are
taken
into
consideration
as
well,
and
in
particular
we
raise
this
because
Home
Depot
intends
to
remain
on
the
property
for
a
long
time.
It
has
no
desire
to
sell
it
or
rent
it
out,
and
so
this
means
we're
going
to
be
in
the
neighborhood
as
it
redevelops
and
as
the
community
changes
as
the
city
is
intending,
and
so
we
want
the
flexibility
to
adapt
to
those
changes.

might
need
to
deliver
our
products
and
services
in
different
ways.
For
example,
Home
Depot
may
need
to
make
use
of
pad
or
out
parcel
facilities
as
the
neighborhood
is
redeveloped
and
it
changes.
So
this
is
why
we
are
proposing
a
dual
designation
of
an
interim
mixed
use
area,
see
retail
for
the
property
and
then
an
ultimate
mixed-use
are
sorry,
an
ultimate
air
mixed
use
area.

residential
designation
after
the
redevelopment
is
complete
and
that's
the
essence
of
our.
A

First
I
want
to
thank
city
staff
and
counselors
Grimes
and
Holliday
in
particular,
for
spending
so
much
time
with
us,
Neal,
Cresswell
and
and
Melanie
Melnick
Melanie
in
particular,
particular
I,
don't
know
where
she
went,
but
has
just
been
a
pleasure
to
work
with
over
the
last
the
last
couple
months.
So
we're
very
happy
she
got
assigned
to
the
file.
As
many
of
you
know
our
region,
our
city,
our
community,
is
growing
and
we're
going
to
continue
to
grow
over
the
years
to
come.

Today,
Trillium
Health
Partners
provides
1.7
million
patient
visits
across
all
three
of
our
sites,
including
the
Queensway
Health
Centre
and
over
the
next
20
years.
We
know
that
that's
going
to
double
the
ministry
of
health
data,
it
tells
us
that
that
our
hospital
is
going
to
grow
more
than
any
hospital
in
the
province
of
Ontario.

The
Queensway
Health
Centre
is
central
to
this
plan
and
we
think
that
the
best
way
to
redevelop
the
hospital
means
we
need
to
think
of
today
and
we
need
to
think
of
50
years
in
the
future.
As
we
will,
we
will
continue
to
serve
our
community
if
we
don't
get
our
yet
land-use
planning
right
today,
we
will
be
denying
future
residents
the
services
that
they
need
in
the
future
and
though
some
of
the
elements
of
the
secondary
plan
may
seem
insignificant.

It
is
pivotal
at
this
planning
juncture
for
our
Hospital
in
order
to
support
the
future
development
and
expansion
in
the
hospital.
We're
asking
that
the
sure--we
secondary
plan
address
outstanding
issues
in
regards
to
the
street
network
building
heights
and
park
space
for
our
hospital
site,
but
simply
I'm,
asking
Council
to
support
a
thoughtful
and
fiscally
responsible
redevelopment
of
the
Queensway
Health
Centre.

That
is
going
to
help
us
meet
the
needs
of
our
community
over
the
years
to
come,
and
that's
why
we're
requesting
council
do
not
adopt
the
sure--we
secondary
plan
as
it
currently
stands,
so
that
the
hospital
and
city
staff
can
continue
to
resolve
these
few
remaining
issues.

future
of
the
hospital
site,
which
you
know
as
an
Etobicoke
resident
is
important
to
me
in
the
future,
because
I
might
be
going
there
for
care
there
was
you
mentioned.
There
were
a
couple
of
the
issues
there
was,
there
was
building
heights
and
there
was
a
road
concern
and
I
noticed
on
the
on
the
secondary
plan.
That
was
up
the
map
up.
There
shows
a
dotted
line
for
the
road.
In
other
words,
it
told
me
it
was
a
bit
flexible.

Yep,
so
to
address
your
your
question,
the
issue
for
us
is
that
there
are
two
streets
that
are
currently
shown
connecting
across
the
Queensway
Health
Centre
site.
Yes,
both
of
them
in
the
policy
of
the
plan
are
indicated
as
flexible.
The
issue
is
that
the
northerly
connection
in
particular,
is
fundamentally
incompatible
with
our
phase
1
development.
We
submitted
this
as
part
of
our
pre
application
to
staff
I
think
that
staff
understand
it.
We've
also
discussed
with
them
providing
an
alternate
southerly
connection,
which
you
see
in
the
dotted
line:
they're,
not
the
thick.
I
Instead
of
that
in
the
Official
Plan
today,
there's
one
Street
connection
stretching
across
the
strike
across
the
site
connecting
the
West
Mall
and
the
Queensway.
We
only
need
one
of
those
connections
to
meet
the
intent
of
the
official
plan.
We
think
that,
if
we're
able
to
protect
for
a
southerly
connection,
we
can
meet
the
intent
of
the
Official
Plan
and
an
additional
norther
connection
is
superfluous.
To
that.

All
of
our
development
is
essentially
at
that
northern
corner
of
the
site.
That
road
runs
right
through
the
middle
of
where
we
need
to
place
our
phase
one
tower.
We
did
have
a
number
of
meetings
with
city
staff
to
have
them
understand
the
overall
constraints
of
our
site.
A
lot
of
what
drives
us
from
the
hospital
side
and
from
a
planning
perspective
is
the
phasing
of
development,
and
when
is
the
fiscally
responsible
point
to
replace
hospital
facilities.
I
So
from
a
fiscal
perspective,
it
makes
the
most
sense
for
us
to
locate
development
at
the
north
end
of
the
site
that
enables
the
logical
redevelopment
of
the
rest
of
this
site
and
unfortunately,
due
to
the
size
of
the
acute
impatient
tower
that
we
need
to
serve
the
community
it
just.
We
can't
accommodate
a
road
in
that
area.

I
I
The
conveyance
of
roads
as
public
facilities
upon
the
first
application
of
a
development.
We
have
some
concerns
about
this
because
as
much
as
the
hospital
invests
in
a
long-term
master
plan,
so
much
of
it
is
contingent
upon
provincial
funding,
support
from
the
municipality
and
also
funding
from
donors
as
well
too.
So
the
hospital
requires
a
great
deal
of
flexibility
to
be
able
to
make
some
of
these
big
moves
on
its
site
over
time,
and
we
feel
that
that
conveyance
of
ownership
doesn't
allow
for
that.
I
Another
couple
of
issues
are
the
wording
around
how
building
Heights
are
to
be
interpreted
and
applied
on
the
site.
We
feel
that
the
policy
is
vague,
as
it's
currently
worded
and
applies
to
the
site
and
could
be
interpreted
in
a
way
that
imposes
a
building
height
equivalent
to
any
street
right-of-way
which
simply
isn't
going
to
be
sufficient
for
future
phases
of
development
of
the
hospital.
We
don't
feel
that
the
form
of
the
hospital
should
be
tied
to
these
arbitrary
restrictions
of
building
height.
I
We
support
the
idea
of
creating
a
park,
and
certainly
the
hospital
wants
to
be
a
good
city
builder
and
contribute
to
an
active
public
realm.
So
in
the
master
plan
we
do
show
an
open
space
in
that
area,
but
the
hospital
needs
to
retain
ownership
of
that
just
in
case.
There's
a
need
to
develop
healthcare
uses
in
that
area
in
the
future.
It's
not
to
say
that
there
wouldn't
be
an
equivalent
open
space
provided
elsewhere
on
this
site.

I
can
answer
that
and
there's
there's
policy
in
the
Official
Plan
that
speaks
to
how
you
structure
the
massing
of
bill
form
to
protect
for
a
lively
public
realm
to
restrict
shadow
impacts
on
adjacent
areas.
You're.
Well
aware
of
this,
we
think
that
that's
sufficient
to
be
able
to
achieve
the
city's
objectives
too
and
live
in
the
public
realm.
We
don't
feel
that
the
hospital's
building
height
should
be
dictated
by
urban
design
policies.

hospital's
height
needs
to
be
dictated
by
the
needs
of
the
community
and
how
the
community
and
the
province
and
the
city
want
to
serve
healthcare
needs
in
the
future.
It
should
be
driven
by
the
service
model
of
a
hospital.
How
much
the
community
grows.
We're
not
a
private
developer,
our
building
height
nurse
and
the
size
of
our
facilities
aren't
tied
to
how
much
money
the
hospital
makes
or
or
any
ambition
to
grow
needlessly.
Fundamentally,
it's
driven
by
the
healthcare
needs
of
the
community,
and
that
should
be
what
dictates
our
built
form
so.

properties
that
are

of
staff.

you
can
see
from
our
letter
that
we
submitted
October,
8th,
Our
client
continues
to
have
significant
concerns
with
the
timing
of
the
approval
of
the
sure--we
secondary
plan
and
as
you've
also
heard
from
other
landowners
within
the
plan
area.
We
feel
that
additional
consultation
with
this
key
stakeholders
will
allow
us
to
actually
bring
forward
a
secondary
plan
that
is
significantly
or
endorsed
by
the
majority
of
the
landowners
stakeholders,
as
well
as
the
public
as
councils.

Well
aware,
this
is
an
existing
complex
urban
environment.
That's
intended
to
incremental
e
transition
over
time.
Although
there's
a
suggestion
that
flexibility
is
built
into
the
secondary
plan,
we
believe
the
language
as
it
stands
right
now
is
actually
more
prescriptive
and
will
limit
the
ability
for
the
landowners
to
respond
in
transition
their
properties.

time
we
have
concerns
associated
with
the
land,
use,
the
density
and
the
heights
being
assigned
the
ownership
of
the
road
network,
as
well
as
the
parkland
and
generally
be
overall
structure
of
the
plan.

continue

work
with
city
staff
on
at
this
time,
we
would
request
the
council
consider
returning
the
secondary
plan
back
to
city
staff
with
the
direction
to
continue
stakeholder
consultation
in
order
to
bring
forward

comment

the
existing
outdoor
storage
use
on
the
site,

policy
size
if
it
policy
was
provided
in
the
most
recent
draft.

employment
precinct
and,

policy

only
permits
limited
outdoor
storage
in
this
precinct,
the
existing
use
would
be
subject
to
the
restrictions
provided
in
the
intern
use
policies

owner
has
a

concerns
with
these
policies,
as
the
wording
says,
existing
uses
in
some
instances
and
may
remain
on
an

of

refinement
of

mixed

areas
designation

would

residential

highway
corridors,

it
also
serves

purpose

maintaining

intention

shuwei

plan

the
city
of
Etobicoke
to
create
a
real
office.

this
neighborhoods

increased
residential
permissions

online,
we've
preserved
that
corridor
for
non-residents
use
as
well.

it
makes
the
most
sense

future
terminal

future
subway

flexible,

happy

that
road
configuration.

to
them

development
plans

impact
on

height

what
do
we
say
to
them
about
that
road?

things
to
talk

in
terms
of
the
road
and
the
heights
and
the
building
locations
I
think
it's
clear
that
the
secondary
plan
wishes
to
see
a
consistency
of
treatment
across
the
entirety
of
the
secondary
plan,
and
we
hope
we
can
fit
Trillium
within
that
consistency,
which
is
why
the
urban
design
guidelines
and
the
building
heights
and
the
rest
of
it
apply
to
their
lands.
We
also
understand
and
I
certainly
understand
it
very
well,
because
I
did
the
campus
at
kealan
Wilson.

So
I
understand
that
when
there
is
a
funding
commitment
by
the
provincial
government,
it's
tied
to
a
particular
way
that
you
express
your
services.
So
that's
why?
For
example,
the
Humber
River
Hospital
at
Kiel
and
Wilson
looks
like
it
did
when
those
funding
commitments
come
in
from
the
province,
and
it
sets
this
the
the
program
for
the
hospital.
Then
the
hospital
will
come
in
and
talk
to
us
through
a
zoning
and
site
plan
applications
if
it
emerges
that
those
kinds
of
things
and
I'm
very
I
heard
what
the
hospital
had
to
say
about
everything.

services
should
trump
everything
I,
don't
know
that
I
necessarily
agree
with
that.

I'm
very
sympathetic
to
it
because
of
my
experiences
in
the
past,
but
I
think
it's
the
matter
for
conversation.

would
disagree

trillium
that
they
feel
that
they're
being
boxed
in
by
the
policies
in
front
of
you
today
I
would
suggest
that
they're
quite
flexible
the
road
itself.

says
it's
a
flexible
location.

understand
the

challenge
that
the
hospital
has
about
relocating
its
course
servicing
about
how
it
needs
to
attach
the
functionality
of
the
new
services
to
the
old
service
house
that
can't
take
away
the
hospital
and
scratch
the
property
clean.
We
fundamentally
understand
all
of
that,
but
we
think
that
the
plan
before
you
provides
the
flexibility
to
be
able
to
go
through
that
process
and,
ultimately,
if
it
doesn't,
then
they
can
bring
forward
an
official
plan
amendment.
We
hope
you
don't
have
to
do
that.
We
hope
we've
built
that
in
that
they
don't
need
to.

hot

local

regional
hospital
means.

understand
what
it
means
to

services
provided

the

residents

southern

had
before
you
would

a
lot
different
than
it

it

size

related

public

are

those
kinds
of

believe,
there's
enough
flexibility
that
you
wouldn't
have
to
amend
the
plan.

it
turns
out,
we
do
have
to
amend
the
plan,
there's
three
or
four
or
five
different
ways
that
could
play
out.

recommendation.
We

been
doing
this

long

nice

got
the
recognition

knew

to

everybody

balancing

plan

could

got
boxes
and
files,

this
thing
was
almost
funded
back
in
the
day,
but
it
kind
of
just
went
onto
the
shelf.
But
you
know
I
think
the
transit
has
be
heard
of
the
conversation
right
at
the
get-go
right.
The
chicken
before
the
egg
has
to
be
there
buses.

they

don't
know,

we
want

encourage
people
go
to
their
cars.

transit
has
to
be
there
going
at

along
with
