first
executive
committee
meeting
and
so
I
thank

that
staff
should
keep

we're
gonna

we

the

tell
you
to
please
keep
your
foot

the

what
I
did
do
is
confirm
and
download
that
the
last
published
ridership
open
data
set
for
bike
share.
Toronto
was
in
fact
for
2018
q4,
which
is
a
year
and
a
half
ago,
but
really
like.
What
can
you
do
with
here
with?
What
can
you
do
with
data
that's
a
year
and
a
half
old,
because
things
move
so
fast,
we've
got
the
pandemic.
We've
got
the
actions
taken
to
solve
the
issues
of
systemic
racism
and,
if
I'm,
a
toronto-based,
epidemiologist,
anthropologists
or
sociologists
I
can't
depend
on
the
ridership
data.

provided
by
the
bike
share
program.
Now
here's
an
example
that
I
put
together.

actually

we

data

at
the
graph
that
I
posted
you'll

there's
definitely
two
very
clear
patterns,
one
I
was
able
to
find
out.
It

with
the
release
with
the
lockdown
announcement,
as
well
as
letters
that
were
sent
by
the
government.

second
one

haven't
been
able
to
figure
out
yet
after
some
research,
but
there's
certainly
something
that
happened
because
there's
a
huge
spike
in
ridership
and
I'm,
hoping
that,
if
you're
able
to
see
their
breath

this
data
could
be
very
helpful
for
the
right
person.

next
point-
I'm

to
make
is
that
about
40%

of
the
regularly
refreshed
open
data
sets
on
the
Toronto
open
data
portal
are
updated
on
a
real-time,
daily,
weekly
or
monthly
basis.

regularity

a

stations
and
2,300

documents
to
the
bike
share
network.
None
of
the
trip
level
data
from
that
year's
expansion
will
be
available
as
open
data
until
January
2021
this
year,
you're
expanding
1850
bikes,
160,
new
stations
and
3600
new
talking
points
I'm

18
month
plus
delay,
not
of
the
data
will
be
available
till
early
in
2022.

not
rest

CTO

the
council
has
never
provided
them
with

tools

enforcement
methods

city's
dozens

departments

have
no
carrot,
they
have
no
stick
and
they
can
essentially

told
to
go
away
by
a
city
agency
like
they
were
in

responsibility
for
sharing
bike
share

own
trip
level.

and
recurring
process
rests
solely
upon
the
Toronto
parking

York,
City,
I'm
a
little
bit
frustrated
because
I
Robbins

said
that
the
information
we'd

provided
down

road
and

for
almost

years

the
parking
authority

I'm
just
asking,
in
the
first
part,
for
staff
to
report
back
a
progress
report
back
on
the
anti-racism
strategy
to
the
executive
committee
in
the
first
quarter
of
2021
and
the
second
part
release
all
of
the
ongoing
data
collected
through
the
strategy.

this
City
of
Toronto
open
data
portal
and
just
make
sure
it's
in
compliance
with
the
Ontario's
any
racism
data
standards
which
was
released
by
the
province
to
ensure
that
there's
no
personal
information
released,
and
we
can
also
help
monitor
this
is
systemic
racism,
racism
and
racial
disparities
within
the
public
sector.
So
that's
my
motion
and
once
again,
I
want
to
thank
staff
for
all
the
work
to
date
so
far
and
looking
forward
to
seeing
the
results
of
this.

assured
that
there
are
great
people
bearing
the
TTC
that
our
not
only
well
intended,
but
our
working
really

certainly
on
leadership
of
regulary
I,
say
this,
because
I
speak
to
mr.
Lehri,
often
in
terms
of
my
own
interest
in
the
status
of
the
ongoing
work
to
address
the
issue
of
racism
and
the
strategy
that
they're
looking
at
putting
in
place
than
the
Altman's
been
reported.
I
I'm
assured
and
satisfied
at
this
point
that,
given
the
recognition
that
the
TTC
does
not
have
the
in-house
expertise
fully,
and
they
have
in
fact
gone
out
to
acquire
external
expertise
to
address
and
to
help
address
the
system
that
are
in
place
to
combat
racism,
systemic
and
otherwise,
and
we
all
know
they-
you
know
much
televised
a
cases
of
fare
inspectors
and
their
interactions
with
members
of
the
community.
This
problem
that
the
TTC
didn't
start
recently.
I
It's
been
long-standing
and
it's
finally
getting
the
attention
that
it
is
needed
for
very
long
time,
and
so
I
am
encouraged
by
the
work.
That's
going
on,
I'm
encouraged
with
a
conversation
of
some
of
the
people
that
the
TTC
has
hired
in
order
to
help
them
is
I.
Do
think
that
not
only
that
they
come
with
the
skill
set,
they
really
do
come
with
a
broad
base
of
knowledge
and
experience
in
order
to
effect
the
change.
I
I
The
anti
black
racism
unit
in
the
City
of
Toronto,
by
led
by
Anthony,
Morgan
and
India
Grant,
that
work
is
being
done
in
this
five
unit,
was
set
up
by
the
mayor
to
try
to
in
fact
changes
that
are
needed,
not
just
simply
to
have
pretty
words
on
paper
and
policies
that
are
stated
but
not
really
enforced.
The
time
has
come
for
us
to
address
these
issues
in
the
city,
not
specifically
looking
at
what's
happening
elsewhere
in
the
world.
I
Looking
through
a
microscope
in
terms
of
our
only
community,
our
own,
there
is
in
our
own
institutions,
our
own
effective
departments
within
those
entities,
no
I'm
encouraged
by
the
work
that's
going
and
finally,
with
respect
to
the
body,
camera
I
have
been
looking
at
that
for
some
time.
The
mayor
just
rightly
pointed
out.
You
know,
look
and
you're
dealing
with
a
small
group
in
terms
of
trying
to
implement
that
there's
a
huge
issue
there
and
that's
why
I'm
not
moving
such
a
movement.
I
So
there's
a
lot
of
work
to
be
done,
I
think
all
of
us
as
members
of
council,
whether
or
not
you're,
black
white
or
whatever
you
are
have
a
responsibility,
because
we
all
represent
a
diverse
population
and
I.
Don't
think
it's
a
question
of
just
that
one
black
guy
on
council
that
they
attention
to
this
issue
I
think
all
of
us
have
an
opportunity
and
responsibility
to
address
this
issue,
because
it's
about
human
rights,
it's
about
humanity!
I
It's
about
concern
about
our
residents
are
made
to
feel
and
how
they're
treated
when
they
are
using
the
services
that
are
offered
or
all,
and
so
it
should
be
done
in
a
way.
That's
transparent,
open,
fair
and
without
bias,
whether
or
not
an
intentional
or
otherwise
so
I'm.
Looking
forward
to
information
coming
forward,
I
know
that
the
reports
are
not
going
to
come
tail
it
in
a
way
specific
time
and
date
and
then
as
much
as
they
may.
The
real
work
will
begin
with
implementation.

First

all,
thank
the
staff
at

work
they're

example

council
deputy
mayor
Thompson
made
allusion
to
this.
But
you
know,
leadership
starts
at
the
top
and
I
think
that
mr.
Leary,
from
all
of
my
conversations
with
him,
some
of
them
are
rising
out
of
unfortunate
incidents
that
have
taken
place
on
the
TTC.

He
is
very
committed
to
leading
on
this
and
I
want
to
thank
him
for
that,
because
I
think
that
is
going
to
help
to
change
the
culture
and
indeed
a
deputy
mayor.
Thompson's
comments
are
correct.
On
that
I've
said
this:
before
I
had
I've
had
the
experience
previously
in
other
lives
of
running
big
organizations,
and
the
task
of
changing
a
culture
is
not
only
something
that
doesn't
happen
immediately,
but
it's
very
hard
work,
because
there
are
things
that
get
entrenched
and
there
in
French,
not
because
anybody
wants
them
to
be,
but
just
because
they
are.

And
here
we
have
something
that
not
just
confined
to
the
TTC,
but
as
I
made
reference
to
the
other
day
and
writing
to
the
business
community.
This
is
a
pandemic
of
centuries
of
age,
not
on
the
TTC,
of
course,
but
centuries
where
we've
been
confronting
anti
black
racism
and
I
would
just
say
that
the
attention
that
is
being
paid
here
is
entirely
appropriate
in
respect
of
another
pandemic,
and
we
probably
have
to
pick
up
the
pace
and
and
address
this
with
a
sensitivity
and
a
determination
and
an
intensity
that
is
equivalent
to
what
we're
doing.

With
regard
to
the
other
pandemic
that
we're
dealing
with
in
the
shorter
term.
It
was
interesting
because,
in
the
course
of
the
anti
black
racism
that
is
offered
by
the
city,
anti
black
racism,
training,
which
I
took
last
week
together
with
members
of
the
mayor's
staff
and
I,
would
commend
my
colleagues
and
commend
everybody
else.

That's
watching
this
on
the
city
staff,
if
they
haven't
yet
had
the
opportunity
and
I
think
we've
trained
several
thousand
people,
but
there's
still
quite
a
few
thousand
to
go
and
one
of
the
things
that
that
that
you
know
you're
left
with
and
it's
these
are
all
things
that
in
some
respects
you
knew
about
before.
But
it's
worthy
of
having
those
emphasized
to
you
is
that
people
who
are
black
and
it
isn't
confined
to
just
black
people-
I
suspect
it
as
well.
In
fact
I,
don't
suspect.
A
I
know
it
extends
as
well
to
people
who
have
a
color
of
skin
other
than
white
or
who
are
indigenous.
They
go
about
things.
The
rest
of
us
would
consider
to
be
ordinary
events
in
their
lives,
going
on
the
transit
going
for
a
walk
going
for
to
visit
a
park
going
for
a
drive
with
a
degree
of
fear
and
anxiety
that
that
everybody
else
would
just
say.
Well,
how
could
you
possibly
be
afraid
of
going
on
the
transit
er?
A
How
could
you
be
afraid
of
going
for
a
walk
or
how
could
you
be
afraid
of
going
for
a
drive
or
going
to
the
park,
but
there's
a
fear
because
of
things
that
happen,
and
that
happened
because
of
systemic
racism.
Racism
that's
baked
in
in
certain
quarters,
and
so
these
are
the
kinds
of
things
that
we're
going
to
have
to
address
and
I
will
just
move
on
from
there.
By
saying
beyond
saying
that
we
have
the
leadership
from
the
top
for
mr.
A
Think
a
number
of
the
questions
that
were
asked
alluded
to
this
and
I
think
we
got
answers
that
certainly
suggested
people
are
working
intensively
at
this,
but
time
is
a-wasting.
We
can
see
from
the
demonstrations
that
are
taking
place
peacefully,
thank
goodness
on
our
streets.
How
concerned
people
are
about
this,
how
much
hurt
and
anguish
and
built-up
frustration
there
is
with
this,
and
so
I
would
only
hope
that
the
staff
under
mr.
Leary's
direction
and
ultimately
Jaspreet
sand
and,
of
course,
all
the
people
that
have
been
invited
to
help
with
this.

can't
come
to
some
conclusions
and
make
some
recommendations
and
take
some
steps
which
could
include
a
body
worn
cameras,
I'm
convinced
we
could
find
a
way
to
do
that
economically,
perhaps
piggybacking
on
some

investments

the
police

confident
that
we
can
do
that
too,
because
I
think
that
is
ultimately
an
accountability
and
a
protection
measure
for
everybody

to

with
lived
experience,

of
the
many
barriers

they
still
face

you
look
at

situation

people

brought

poverty
with
one
of
the
main
reasons,
one
of
the
main
contributing
factors
in
a
positive
way
to
being
brought
out
of
poverty
is
to
have
gainful
employment.

we're
making
progress
on
I
mean
again.
You
know
I've
come
to
realize
in
this
job,
as
my
colleagues
I'm
sure
have
done,
because
some
of
most
have
been
around
longer
than
me
that,
no
matter
what
you
do,
they're
going

be
people
who
claim
probably
with
degree
of
justification
that
it's
still
not
enough
and
you
can
only
you-
can
do
whatever
you
can
do.
But
I
just
think
in
the
case
of
this
very
marginalized
group
in
this
very
underemployed
group,
in
this
very
ambitious
group
to
be
employed
and
to
be
more
independent.

that
there
is
more,
we
can
do
it

sure
we'll
learn
something
from
this
exercise,
and
so

think
it
is
something
that's
worth
doing

make
sure

put
in

reference

budget

addressed

likely

options
and
providing

or
the
location,
for

through
the
zoning
provisions.

quite
right
that
municipalities
across
the
province
are
contracted
with
it.

have
already
moved
zoning
amendments,
but
others
have
not
and

are
discussions
through
involve
with
the
province
on
whether

expeditious

hard

patios

not
going
to
be
very
helpful
to
them.

extraordinary
performance
on
the
part
of
our
public
service
and
I

say
thank

them
in
the
case

this

a
broader
thank

been
just

Herculean
effort
that
I've

the
course
of
the
pandemic
and

kind

fairly

and

extra

to
be

heard

restaurant
tours

viable

period
of
extended
non-viability
because
they've
already
eaten
into
in
many
cases
a
lot
of
their.

other
seniors
in
our
city
would
be
taken
as
the
increase
for
2020
if
it
hasn't
already
been
baked
into
the
$41,000
number
and
for
2021,
because
what
you've
got
there
is
a
10%
increase
effectively
that
councilor
Pasternak
is
recommending
in
which
I
will
support.
But
pardon
me
if
you
took
the
CPI,
which
I
took
our
revenue
chief
revenue
officer
to
say,
was
what
was
applied
to
that
number.
Otherwise,
it
would
be
say
two
times
two,
which
is
four
so
we're
doing.

6%
more
and
I'd
like
to
do
more
still
as
part
of
our
overall
program
to
assist
those
most
in
need.
But
I
think
if
we
do
that,

we're
at
least
giving
a
nod
to
the
fact
that
we're
that
we're
asking
other
governments
to
help
us
with

lot
of
different
things
of
which
amount
to
a
billion
dollar
shortfall
and
that
what
we're
not
doing
is
simply
taking
money
from
them
and
using
it
to
enhance
programs
that
already
exist.

trying
to
say
to
them
is
we
need
that
billion
dollars
to
maintain
current
programs
and
I
recognise
this
again.
The
cost
estimate
I
have
to
take
councilor
Pasternak's
word
for
it,
because
we
were
passed.
Questions
to
staff
at
four
hundred
and
fifty
thousand
dollars
is
not
going
to
make
a
material
difference
to
the
billion
dollar
shortfall,
but
I
just
think
we
have
to
be
consistent.

think
we
have
to
make
these
decisions
responsibly,
and
my
amendment
is
to
say:
yes
will
support
it,
because
I
think
it
does
something
that's
in
the
right
direction,
but
I
think
we'll
do
it
in
a
way.
That
also
is
measured
in

context
of
our
current
financial
state,
which
is
not
only
difficult
for
this
year,
but
it
is
too
proposed
or
projected
to
be
difficult,
based
on
my
initial
meetings
on
2021,
with
with
the
staff
for
next
year
as
well.

on

basis,
for

that
if
transit
ridership
doesn't
come
back,

I
don't
think
it
will

percent
of
what
it
was
before.

may
have

shortfall

could
be

the
