Our
program
supports
a
safe,
inclusive

economically
viable

Provincial
Offences
courts
and
also
for
hearings
for
the
three
of
the
cities:
tribunals,
a
Toronto
licensing
Tribunal,
who
adjudicates
disputes
on
licences
that

denied

municipal
licensing
and
standards,
the
administrative
penalty
tribunal,
which
adjudicates
disputes
on
parking
matters
and
the
local
Appeal
Tribunal,
which
adjudicates
disputes
on
land-use
development,
planning
of
minor
variances
and
consent
applications
through
Provincial
Offences
court.
We
support
the
vision,
zero
road
safety
plan.

Our
dispute
resolution,
we
measured
this
dispute
resolution
from
outcomes
from
times
to
trial,
for
the
Provincial
Offences
courts
and
for
the
turnaround
time
for
administrative
penalty
tribunal,
and
we
also
measure
this
for
the
Toronto
local
appeal
body.
So
you
can
see
our
service
levels
on
we
measure
how
quickly
someone
gets
their
dispute
heard
before
court
or
before
ru
tribunal
for
a
default
defined
collection.
This
is
providing
collection
management
services
for
the
timing,
collection
and
processing
of
outstanding
Provincial
Offences
fines.

Our
default
defines
outcomes,
we've
seen
an
increase
over
the
last
couple
of
years,
and
we
continue
to
see
an
increase
in
improvement
of
our
collection
of
default.
Of
fine
rates.
What's
important
to
remember
is
the
majority.
People
do
pay
their
provincial
offences
fines
on
time,
but
this
really
speaks
to
the
ones
that
are
late
in
payment
and
in
which
we
have
to
take
extra
effort
to
collect
or
court
case
management.

So
here
are
some
of
our
key
service
issues
and
challenges
for
2020
and
belong.
We
we
have
a
continued
escalation
of
cost
to
maintain
services
for
the
time
to
trial
and
and
resolution.
We
do
have
a
backlog
of
collection
of
default
defines
which
we
are
working
through.
The
Auditor
General's
recommendations
and
improving
our
collection
strategy,
and
part
of
that
is
also
developing
and
procuring.

Our
recent
accomplishments
I
touched
on
briefly
was
the
two
adjudicative
city
tribunals,
administrative
penalty
tribunal
in
Toronto,
local
appeal
body,
which
were
the
first
and
the
second
digital
paperless
tribunals
in
the
province.
We've
collaborated
with
legal
services,
revenue
services
and
Toronto
police
services
to
launch
the
administrative
penalty
system
for
parking
violations,
which
has
been
very
successful.

We've
worked
with
the
Ministry
of
the
Attorney
General
to
enhance
our
default
affined
collection
tools
and
we've
set
up
a
strategic
approach
to
collecting
default,
defines
that
tracks
our
collection
benchmarks
and
we've
had
some
very
early
success
in
2019
when
moving
the
turning
the
curve,
as
we
say,
and
that
we
have
brought
in
an
additional
five
million
dollars
into
our
collection
of
default,
defines
in
the
first
ten
months
as
in
comparison
to
the
entire
2018.
So
some
of
the
strategies
and
processes
that
we've
put
in
place
I've
already
shown
improvement
of
outcomes.

Our
planned
projects
this
year
and
going
through
to
2022,
obviously
online
service
improvements
that
allow
public
to
access
additional
information
about
charge,
charge
information
online,
and
that
is
in
partnership
with
transportation
services
and
legal
services
and
corporate
information
services,
and
that
is
in
support
of
vision.

with
the
automated
red-light
camera
and
the
future
automatic
speed
enforcement.

When
provincial
legislation
is
enacted,
we
are
looking
as
council
mandated
to
procure
a
new
collection
software,
we're
in
consultation
with
the
counting
services
and
the
office
of
the
controller,
to
make
sure
that
whatever
we
procure
aligns
with
our
financial
systems.
In
the
city,
and
that
will
really
help
us
manage
our
defaulted
accounts
and
improve
our
collection
rates
continue
to
improve
our
collection
rates.
We
are
working
with
partners
on
developing
and
procuring
a
new
administrative
penalty
case
management
system,
as
mandated
by
counsel
and
that's
in
consultation
through
city
partners.

Casey
Brendan

so
Revenue
Services
is
certainly
our
key
partner
in
that
we
also
are
introducing
a
new
payment
notice
and
consultation
with
municipal
partners
and
with
the
province.
It's
based
on
behavioral
science
and
it's
being
tested
with
one
of
our
partner
municipalities
in
York
Region,
and
has
shown
improved
success
in
the
payment
and
collection
of
Provincial
Offences
fines
and
a
larger
project
that
we'll
be
entering
into
next
year
is
the
implementation
of
provisions
in
bill
177,
which
has
several
changes.

Reporting,
the
last
quarterly
variance
it's
five
hundred
and
ninety
eight
million
dollars
and
defaulted
fines
that
are
currently
owing
to
the
city.
Part
of
that
is
going
through
a
review
in
consultation
with
the
controller's
office.
We
believe
a
segment
of
that
really
is
uncollectible
fines
that
would
be
ineligible
for
collection
and
will
be
applied
through
a
write-off
part
of
the
council's
write-off
policy.
So
I
believe
that
number
should
be
considerably
lower,
but
we
are
actively
pursuing
the
collection
of
those
phone
and
there
is
the
limitations.

There's
31
recommendations
made
by
the
Auditor
General,
not
all
of
them,
applied
to
Court,
Services
Division
and
we're
on
track
with
implementation
of
all
of
those
recommendations.
Some
are
completed
and
we're
currently
working
with
the
Auditor
General's
Office
on
a
review
and
what
we've
completed
to
date
and
what
is
still
being
worked
on.

MoU
to

want

pursue
additional
tools
at
the
provincial

example,
we've
had
discussions
with

MoU
and
ultra
around
how
we
can
have
the
province
recognize
Provincial,

that
is
eligible
for
collection
through
the
Canadian
Revenue
Agency's
tax
set-off
program,
and
those
are
the
types
of
discussions
we
would
have
with
a
MoU.

to

work
out
the
best
option
to
deal
with
people
with
disabilities,
it's
being
one
full
year
that
I
have
been
experiencing
barriers
to
access
to
washing
some.
This
report,

disability
advisory,
a

this

security
measures

the

mat
security

but

disabilities.

beyond
what

believe

reasonable.

month

coming
back

exact
same
number,
not
in
Toronto
anymore,
but
in
many
places
outside
of
Toronto

can

basically
you
can
buy
it,

condo,
you

buy
a
small
house,
it
is.
It
is
a
number
that
I
don't
think
any
reasonable
Torontonian
would
accept
as
part
of
a
feasibility
study
without
even
a
single
nail
put
in
the
wall
and

a
single
you

the
table
secured.
It
just
doesn't
make
sense.

like

think

Chancellor
holiday

aptly
saying:
let's
really
look
at
what
has
to
be
done

come
back

us
with

breakdown
in

not

consultants,

exorbitant
amount
of
money
for

project
like
this
before
even
the
project
has
begun
so

back

next
month
and
we'll

degree

integration
with
those
processes
and
then

applications
up

of

restaurants

nightclubs

ourselves
up
for

enforcement

Clerk's
was

part
of
this

a
part
of
our
working
group
where
they
take
in
I,
guess,
applications
for
liquor
permits
and
events,
and
they
are
shared
with
the
local
councillor
as
well

we
are
working
with
them
and
we
do
want
to
find
efficiencies
in
streamline
where
possible.

are

exemptions

act
relating

law
enforcement
purposes

in
a

sharing

sharing

this

deal
with
liquor
license
establishments
for
years
committee,
and

know
the
problem
is
with
the
with
the
AGCO.

that
if
there's
an
issue

particular
bar
that
what
they
do,
is
they
just
suspend
their
license
for
two
weeks?
And
then
they
reopen
I've
had
one
bar
in
my
ward,
where
there
was
a
shooting
and
there
was
a
shooting
two
months
prior
to
that
there
was
a
knifing.

There
was
drugs
in
this
particular
bar
and
what
happens
that
the
liquor
license
gets
suspended
two
weeks
later,
they
reopen
the
gangs,
have
taken
over
these
bars
and
they
just
they're
just
in
there
and
they
do
whatever
they
want
to
do
we're
sending
please.
There
are
all
the
resources
out
there
to
to
enforce
ongoing
ongoing,
and
then
we
had
a
shooting
and
then,
when
you
speak
to
the
AGCO,
they
go
well,
you
know,
there's
a
process
they
have
to
write,
they
have
a
right
to
a
hearing.
They
have
a
right
to
have
their
liquor
license.

used
to
be
a
privilege,
and
now
it's
it's
a
right
and
you
can't
close
these
estab
it's
down
and
at
the
same
time
they
also
have.

have
a
license
with
them

city.
They
have
a
business
license.
So
why
are
we
revoking

business
license?

can't

problem

ongoing

need
to
be

little
more
aggressive

zero-tolerance
with
the

number

cheating's

we've
had
and
predict.

ward

know
other

councillors
where
there's
drug
dealings
going
on

these
bars
are
open.

three
four
in
the
morning
disturbing
the
the
public
and
ongoing.
All
we
do
is
send
please
out
there.
We
do

nothing's
being
done.
I
want
these
places
closed
permanently,
I,
don't
want
their
license
suspended
for
a
week
or
two
permanently.

They
don't
deserve
to
have
a
license
if
they
continue
to
operate
with
criminal
activities
and
when
you've
had
so
many
shootings
and
problems
within
one
establishment.
Please,
like
you
know,
we
had
that
committee
that
was
formed
a
few
years
ago.
I
don't
know
nothing,
nothing
has
changed,
and
and
and
at
one
time
we
were
even
when
the
liquor
licenses
come
forward
to
the
counselor's
office
and
to
the
clerk's.
Even
if
the
city
counselor
puts
conditions
on
these
licensee
licenses,
because
that's
all
we
have
the
authority
to
do,
we
can't
refuse
a
liquor
license.

takes
years
to
work
on
these
problem
establishments
and
I'm
really
fed
up
and
I
think
that
we
need
to
take
the
step
forward
and
we
need
the
province
to
review
legislation

and
as
far
as
the
city
with
their
business
license,
we
should

able
to
revoke
their
license
as
well
I'm
just
talking
about
establishments
when
there's
ongoing
issues,
I'm,
not
saying
that
we
should
revoke
a
you
know.
If
there's
a
history-
and
you
have
reports
from
the
police-
and
you
have
reports
that's
submitted
into
the
city-
automatics
automatic-
we
should
revoke
them
like.

the
guns
in
the

shootings

homicides

the
most
dramatic
example
of
that,
but
there's
day
to
day
and
night
tonight,
disturbances
and
impacts
on
the
neighborhoods
quality
of
life
that
put
a
lot
of
fear
and
worry
into
people.
There
was
this
one
place
right
at
Glenora
and
gone
called
paradise
place
that
for
many
many
years
was
the
spot.

It
was
one
of
the
big
spots
and
after
after
a
couple
of
homicides,
there
I
heard
from
residents
as
their
new
counselor,
who
told
me
about
how,
like
their
kid
had,
you
know,
was
going
to
bed
and
they
heard
the
shootings
and
the
shootings
was
were
like,
like
across
the
street,
from
where
they
lived
and
just
put
yourself
in
their
their
situation.
It's
the
most
frightening
experience
and
they're
worried
not
only
about
what
did
happen,
but
they're
also
worried
about.

What's
gonna
happen
in
the
next
night
and
there
many
people
in
the
neighborhood
who
really
do
go
to
bed
every
night.
Worrying
will
tomorrow,
be
the
next
day
that
we
hear
about
a
shooting
and
we'll
the
source
of
the
shooting
be
at
one
of
these
problem.
Drinking
establishments
know
we
know
that
there
is
so
much
work
that
we
need
to
do
collectively
on
addressing
these
issues:
the
roots
of
youth,
violence,
rationalization,
poverty,
so
many
different
ingredients
that
lead
to
the
problems
that
we
experience,
no
matter
where
they
are
in
the
city.

But
these
establishments
are
exacerbating
the
existing
problem.
They
are,
they
are
hosting
the
problem
and
it
needs
to
be
addressed
and
there
needs
to
be
responsibility
taken
so
I
work
with
my
colleague
counselor
Cole,
along
with
our
community
in
the
Oakland,
to
draft
a
motion
that
really
reflects
some
of
the
work
that
we
did.
You
may
remember.

Few
years
ago,
I
had
a
problem
hoarder
in
one
of
my
neighborhoods
and
I
brought
forward
emotion
that
led
to
the
spider
initiative,
which,
based
on
a
great
example
in
Kingston
elsewhere,
where
they
do
something
that
is
intuitive,
which
is
that
they
break
down
the
silos
where
they
actually
bring
all
the
relevant
staff.
Different
divisions,
everybody
together
literally
and
figuratively,
at
the
same
table,
and
they
work
together
and
they
say,
like
you've,
got
you've
got
that
responsibility.
You've
got
that
power.
You've
got
that
purview.

We
had
a
date
that
council
approved,
which
was
that
the
report
come
back
in
q4
of
19
if
I
hadn't
had
some
some
difficult
but
productive
conversations
with
our
staff,
we
wouldn't
even
be
seeing
this
report
here
today
now
staffs
understandable
responses.
Well,
we
wanted
a
bundle.
We
are.
We've
got
this
many
resources.
You
guys
keep
telling
us
to
do
a
million
things.

We
got
to
figure
out
a
effective
and
efficient
way
to
put
all
this
together
in
a
way
that
we're
not
writing
a
million
reports
on
a
million
things
that
all
seem
to
have
to
do
with
each
other
night.
I
think
that's
completely
valid
response,
except
for
one
thing:
if
council
has
a
vote
and
we
decide
in
our
infinite
wisdom
or
anything
else,
you
might
choose
to
call
it
that
we
expect
to
report
back
in
a
certain
month
or
a
certain
time
period.
It
is
not
staffs.

not
is
not
up
to
staff
to
decide
unilaterally
that
they
just
start
choosing
not
to
do
that.
It
just
can't
work
that
way.
It's
not
the
way
the
system
works.
I
would
expect
that
they
wind
up
councilor
the
wind
up

this
I

expect
that
staff
come
to
whether
it
be
the
council
remove
the
motion
or
the
chair
of
the
committee
or
both
and
say
for
these
reasons,
for
these
reasonable
reasons
we
would
like
an
extension.

want

do
things

little
differently

we
work
together
and
we
figure
it
out,
but
I
can't
just
disappear.

can't

that's

way
it

happen

just

is
why
I
look
to
the
chair

chair

has

change
either
they

more
resources

or
we
need

stop
telling
them
