co-chair
of
the
Toronto
film
television,
digital
media
board,
I'm.
Also,
the
president
of
Navy
bet
700m
unifor,
which
represents
about
3,000
technicians
in
the
film
industry,
located
in
Toronto
I'm
here
specifically
today,
to
talk
about
the
Unilever
planning
study
in
East,
Harbor
application
review
and
talk
about
how
great
this
plan
is.

This
is
a
plan
that
reflects
the
world-class
changing
city
that
Toronto
wants
to
be,
while
also
respecting
the
film
industry,
which
is
a
major
economic
driver
for
the
city
of
Toronto.
Last
year,
about
2.1
billion
in
economic
activity
was
generated
by
the
film
and
television
industry
here
in
the
city
of
Toronto,
and
so
the
recent
motions
that
have
been
passed
in
relation
to
Unilever
that
incorporate
either
the
restructuring
of
the
studio
space
within
the
site
or
the
moving
of
the
studio
space
somewhere
else
in
the
precinct
are
encouraging
to
us.

It
shows
that
there's
the
changing
city
that
front
wants
to
be
the
world-class
city.
That
Toronto
ought
to
be
we'll,
also
incorporate
the
sustainability
of
a
viable
industry
for
the
film
and
television
digital
media,
ensuring
Toronto
and
I'm.
Here
in
my
capacity
to
thank
you
for
that
work,
the
work
that's
been
done
to
ensure
the
survival
and
success
of
the
film
Street,
which
is
clustered
in
around
the
Unilever
site
down
in
South
of
Eastern
Portland's
district.

making
sure
this
film
industry
is
sustainable
here
in
the
city
of
Toronto.
That
encouraged
and
thank
general
manager,
Mike
Williams
from
economic
development
who
was
working
so
hard
on
this
file
to
thank
the
mayor.

strong

support
of
the
film
industry
and
making
sure
that
this
file
and
other
files
located

around
what
is
there
cluster
down
the
Portland's
are
working
towards
building
and
growing
and
sustaining
studio
space
and
what
is
obviously
a
very
hard
part
of
the
city
to
encourage
employment
lands.

the
hard
work
that's
being
done
by
the
mayor
by

development
city
councillors
around
this
table
and
city

councillors

areas

economic
development

such

currently
working
with
the
general
manager

economic
development
on
an
overall
studio
plan
as
referenced
in
some
of
the
directions
that
counsel
has
given
around
the
Unilever
site
and
in
general,
is
that
the
case
I
just
want
to
be
clear.

of
you

We
also
have

report
that
talks
about
how
we
can
get
studios
and
support
them
in
the
city.
Yes,
and
it
says
in
there,
if
I
read
it
correctly,
that
they
need
government
support
me
correct
it,
because
the
cost
of
land
and
to
build
in
an
industry,
that's
hard
to
finance
is
difficult.
What
activities
why
you
be
aware
of
that
the
province
can
do
to
help
fund
additional
studio
space
in
our
waterfront,
as
there
is
currently
assistance
with
the
current
studio
to
an
infrastructure
Ontario
alone?

That's
a
nuanced
question,
and
so
last
night
the
premier
received
questions
about
that
exact
same
topic,
sir,
and
it
was
specifically
loan
guarantees
from
the
province
grants
from
the
province.
She
mentioned
it
herself
at
the
microphone.
If
I'm
not
mistaken,
about
grants
from
the
province.
There
is
a
number
of
levers
the
province
has
at
its
disposal
which
it
can
pull
to
encourage
studio
growth.
We
are
going
up
against
other
highest
and
best
use
challenges
for
properties
anywhere
in
the
city,
we're
clustered
down
in
the
Portland's
and
there's
specific
challenges
with
that.

That
are
evident
and
there
are
studio
owners
through
developers.
I
am
now
as
part
of
my
capacity
as
president
of
a
bet
potentially
going
to
be
one
of
them
in
the
near
future.
The
industry
is
doubling
down
on
that,
putting
money
up
and
the
province
and
the
city
can
definitely
take
part
in
assistance.

Did
she
she
is
taking
those
steps
and
without
trying
to
disclose
private
financial
matters
of
specific
developers
in
the
city,
but
I
do
know
for
a
fact
that
there
are
Studio
developers
that
have
been
in
talks
with
her,
where
they
have
put
forward
loans
and
the
suggestions
of
loans
with
certain
stipulations.
One
of
those
is
loans
that
are
guaranteed
by
other
parties,
and
so
my
second
component
to
that
is
the
city.
If
it
really
wanted
to
take
bold
initiatives
could
be
a
loan
guarantor
for
some
of
the
loans
that
would
be
in
grants.

an

name
is
David
Rossi
I'm
CEO
of
first
Gulf
I've
spoken
here
previously
regarding
our
plans
to
develop
a
major
new
transit
oriented
employment
node
on
the
former
Unilever
lands,
which
we
now
call
East
Harbor
the
staff
report
before
you
provides
an
update
on
how
we
have
been
progressing
since
we
filed
our
rezoning
application
in
December
2016.

We've
worked
very
closely
with
city
staff
over
the
last
11
months.
As
a
result
of
that
work,
we've
made
significant
revisions
to
our
master
plan
on
the
basis
of
our
working
sessions
with
the
city,
which
have
really
been
very
productive
and
based
on
input
that
we've
received
from
other
agencies
as
well
as
members
of
the
public.
We
think
our
plan
has
improved
as
a
result
of
the
input
and
suggestions
that
we've
received.

There
continues
to
be
significant
interest
in
Toronto
as
a
location
for
new
jobs
and
investment,
and
now
I'm
here
to
reaffirm
our
commitment
to
developing
this
commercial
node
in
order
to
help
accommodate
that
growth.
I
previously
stated
that
our
support
for
the
planned
new
transit
hub
and
smart
track
station
at
this
location
and
I
want
to
reiterate
that
we
are
keen
to
help
advance
that
project,
because
it
is
critical
for
East
Harbor
to
succeed
in
delivering
jobs
to
the
city.
Our
success
will
help
drive
the
city's
economic
competitiveness,
attract
new
investment
and
jobs.

To
this
note,
unless
there's
a
way
for
their
people
and
their
employees
to
get
there
they're,
certainly
not
going
to
be
coming
by
car,
they
have
to
be
able
to
come
by
public
transit,
so
the
delivery
of
that
transit
hub
is
critical
to
the
success
of
the
economic
development
and
jobs.
We've
been
working
closely
with
the
city
and
Metrolink
staff
and
I
want
to
say,
they've
been
very
supportive
and
those
talks
are
ongoing.

least
weekly.

we
have
gone

record
and
I'll
restate
it
today
that
we
are
prepared
to
make
a
significant
contribution
to
that
transit
hub
I.
Don't
believe
that
there's
any
precedent
for
it
in
the
city
of
Toronto,
where
a
private
developer
has
contributed
to
a
public
transit
hub
public
infrastructure,
but
we
have
gone
on
the
record.
We
remain
prepared.

put
a
proposal
in
front
of
the
city,
in
fact
we're
already
spending
tens
of
millions
of
dollars
through
the
engineering
of
the
station,
and
we
provided
all
of
that
information
and
all
of
that
work
by
hatch
engineering
to
the
city
and
to
metro
links
in
order
to
keep
this
moving
and
and
move
the
project
forward.
So.

consular
and
I
do
want
to
say
we
are
at
the
table
with
the
city
of
metro.
There
are
ongoing
meetings.
Those
meetings,
in
fact
at
least
two
meetings
this
week,
so
I-
feel
that
we're
getting
to
that
point,

I
want
to
reiterate
the
importance
of
that,
because
we
simply
cannot
finalize
any
arrangement
to
bring
any
company
or
any
employer
to
the
site
until
we
can
guarantee
transit
service
at
East.
Harbor,
that's
fundamental
and
we're
at
the
table
and
the
city
of
Metrolinx
are
there
with
us.

Just
brings
me
to
my
second
point
about
being
able
to
deliver
jobs
on
that
site,
and
you
have
a
very
fulsome
plan
to
bring
quite
a
few
jobs
to
that
site.
Recently,
global
Toronto
advertised
that
site,
as
residential
and
I'd
like
you
to
confirm
that
that
isn't
in
your
plan,
because
there's
some
confusion
around
that,
whether
or
not
this
is
a
job
site
or
it's
a
jobs
and
residential
site.
Well,.

Our
application
is
as
an
employment
node.
Our
application
does
not
include
any
residential
uses,
nor
are
those
uses
permitted
under
provincial
or
municipal
policies,

we

bid
book
there
was
a
bit
of
confusion.

It
certainly
wasn't
as
a
result
of
anything
that
we
did,
but
I've
mentioned
some
members
here
that
they
inadvertently
I
think
in
their
rush
to
get
this
bid
booked
out
because
it
was
under
a
great,
you
know,
hurry
to
get
it
done
had
shown
residential
on
our
site.
That,
clearly,
is
not
the
case.
The
residential
they
were
referring
to
was
on
the
McCleary
lands,
which
are
south
of
lakeshore,
which
have
certain
residential
uses
and
and
mix
use
uses.

we
are
very
close.
There
are
proposals
on
the
table.
There
are
meetings
as
I
say
there
been
meetings
this
week
and
there
more
meetings
this
week
with
various
agencies
and
departments,
both
at
Metro
links
and
the
city.

very
important
meeting
at
Metro
Lakes
yesterday
and
members
of
the
city
as
well,
where
that
anywhere.

there
are
two
critical
things:
there's
the
transit
and
there's
the
rezoning.
We
need
a
rezoning
done
by
spring
I
think
that
everyone
and
the
team
at
the
city
and
at
Planning
have
been
very
good
about
aiming
for
that
kind
of
a
timeline
we
are
making
every
effort
and
I
believe
that
the
city
that
city
staff
and
planning
are
to
get
this
before
council
for
a
vote
to
affirm
the
rezoning
before
the
council
breaks.
So
we're
really
aiming
for
something
for
spring,
which
means
we've
got
less
really
less
than
six
months.

question

timing

the
both
the
transit
and
the
rezoning.
Are
they
looking
as
if
they're
achievable
by
the
spring.

Through
the
chair,
the
the
timeline
we've
been,
we've
been
probably
in
weekly
meetings
with
first
Gulf
out
in
the
public
working
hard.
It's
an
aggressive
schedule.
I'm
not
going
to
you
know,
say
that
it's
gonna
be
easy,
but
we
are
mindful
of
the
objective
to
bring
to
put
the
applicant
in
position
to
be
able
to
go
to
the
market
with
zoning,
which
is
often
what
we
hear
from
applicants.

We,
of
course,
have
many
public
objectives
to
resolve
the
transit
and
the
assurances
on
the
infrastructure
that
are
needed
to
be
able
to
recommend
a
zoning
bylaw
to
council.
I
would
note
that
spring
ends
on
June
the
21st,
so
we,
where
we
know
they
may
be
like
a
bylaw
in
April,
we're
working
very
hard
with
them
and
we're
mindful
of
the
timeline.
We've
got
to
bring
a
fulsome
recommendation
to
Council.
That's
appropriate
conditions.
Any
zoning
bylaw
that
we
feel
is
appropriate
in
a
manner
that
council
can
support.
So
we're
working
hard
on
that.

Obviously,
the
long
term
potential
of
Unilever
would
mean
50,000
jobs
on
in
the
precinct
and
city
lands,
at
least
not
the
heritage
buildings,
but
the
rest
of
the
additional
lands
would
be
a
valuable
resource
and
so
we're
in
the
process
of
evaluating
where
and
we
can
relocate,
some
yard
functions
to
other
sites
to
free
up
the
lands
eventually
for
other
uses
consistent
with
the
planning
framework.
That's
emerging,
there's
no
rush
on
this
we're
taking
our
time.

Don
Mills
crossings,
a
land
was
already
by
Council
given
to
build
Toronto,
so
they
are
involved
in
that
review
of
the
process.
This
line
is
still
with
the
city,
but
we're
forming
a
new
realty
corporation.
Would
it
be
reasonable
to
expect
that
the
Realty
corporation,
then,
on
behalf
of
the
city
and
our
divisions,
would
put
a
lens
onto
this
as
well,
and
if
so,
can
you
coordinate
that
and
work
with
that
in
the
new
year?

I'm
glad
you
acknowledge
the
local
councillor,
even
though
this
is
here
planning
and
growth
and
is
such
a
big
city
building
project.
There
are
certain
things
that
the
local
community
is
very
interested
in.
We
do
have
a
stakeholder
group,
but
I
think
some
of
the
impacts
of
the
traffic
and
flows
on
the
neighborhood
are
something
that
our
staff
are
looking
at,
and
the
stakeholder
group
is
looking
at
and
I
just
want
to
flag
for
you
that
it's
very
low
rise
development
in
that
neighborhood
and
we
are
going
to
be
doing
a
lot
there.

So
I
certainly
know
that
the
neighbors
appreciate
the
sensitivity
that
the
city
has
in
such
a
large
project
to
the
surrounding
community.
This
is
a
huge,
huge
huge
project.
I
can
just
talk
about
the
river
and
the
reen
analyzation
of
the
mouth
of
the
river
and
the
dawn
that
it's
going
to
feed
up
to
this
site
that
the
Gardner,
which
will
be
revamped
and
affect
this
site
as
well
and
all
of
the
sewer
and
are
the
other
works
that
will
be
ongoing
down
in
this
area.

That
will
add
to
the
success
of
this
very
large
project.
I'm
glad
we
talked
about
the
two
types
of
relocations
here.
One
definitely
is
the
city
yards
and
I.
Think
I
put
that
long
ago
in
emotion
that
we
have
some
critical
industries
that
the
city
has
for
the
success
of
the
south
end
of
our
of
our
entire
city,
that
solid
waste
runs
out
of
their
parks,
run
out
of
their
MLS
runs
out
of
there
and
I.

Think
buildings
also
has
offices
there,
so
in
particular
the
solid
waste
and
transportation
functions
must
be
replaced
somewhere
in
the
south
end
because
they
service,
Toronto
and
East
York
area.
So
that's
a
big
challenge
and
I
know
that
our
deputy
city
manager
is
very
involved
in
that.
Mr.
Libi
is
grasped
that
understands
that
all
those
hard
hard
services
that
need
to
find
a
new
home
in
order
to
achieve
this
master
plan-
that's
before
you
and
as
well,
we've
heard
from
mr.
F
aji
about
the
other
challenge,
which
is
relocation
of
a
very
critical
industry,
which
is
the
square
footage
and
the
large
cinah
space
that
exists
on
this
site
as
well,
which
is
another
piece
of
infrastructure.
It
isn't
city-owned,
but
it
is
part
of
a
2.2
billion
dollar
industry
and
can't
be
forgotten
and
I
do
have
to
thank
mr.

duros,
because
I
think
he
really
understands
the
pressures
that
we
are
under
in
creating
this
brand
new
jobs
campus
with
relocating
and
finding
a
place
for
the

area
left
in

city
of

worth

Unilever

first
Gulf
plan,
the
other
end
GM,
has
bought
there
for
a
very
big
development
that
they're
putting
down

on
only
seven
acres,

it's
becoming

popular
second
downtown

offices
and
many
other
functions.

just
want

also
say
quickly
that
the
heritage
buildings
are
absolutely
beautiful
on
this
site.
They
are
owned
by
the
city.

think
that's
a
conversation.
That's
happening
at
the
stakeholder
committee
and
there'll

recommendations
to
that
end
and
that
I
also
want
to
thank
our
acting
chief
planner
and

for

This
presentation
relates
to
the
protection
of
downtown
heliports,
one
of
which
is
at
st.
Michaels
and
the
other,
which
is
at
the
Hospital
for
Sick
Children.
These
heliports
serve
basically
the
transfer
of
critically
ill
patients
from
a
number
of
different
venues
to
our
hospitals.
These
are
generally
very
sick
patients
who
need
urgent
care.
The
types
that
you
might
expect
to
be
accommodated
by
the
helicopters
are
trauma
victims.
In
that
regard.
We
talk
about
the
golden
hour,
which
is
the
first
hour
after
a
trauma.
I
That
is
the
time
when
lives
can
be
saved,
and
once
you
get
past
that
hour,
the
mortality
rate
actually
skyrockets
considerably,
but
it's
more
than
that
there,
any
patient
that
requires
specialized
acute
treatment.
So
these
are
often
trained
first
from
other
hospitals,
where
they've
kind
of
reached
their
capacity
to
care
for
the
patient.
They
need
more
specialized,
complex
services
like
brain
surgery
or
cardiac
surgery
or
there
they
have
severe
infections
that
sort
of
thing
that
require
very
specialized
care
and
they're
very
sick
to
transport,
so
that
quick
and
rapid
transport
is
a
necessity.
I
Other
conditions,
like
organ
transplantation,
which
is
a
downtown
Toronto
function,
those
those
sorts
of
those
sorts
of
patients
might
come.
So
that's
a
brief
introduction.
St.
Michael's
is
an
adult,
acute
care
hospital
that
provides
these
specialized
services
and
sick
kids,
obviously
is
pediatric
providing
the
same
sorts
of
services,
but
for
for
younger,
younger
patients
and
I
turn
it
over
to
dr.
I

You
dr.
hard,
the
heliport
on
the
roof
of
the
Hospital
for
Sick
Children
serves
the
entire
University
Avenue
Hospital
set.
We
receive
roughly
one
child
a
day
to
sick
kids
by
helicopter
and
the
kind
of
patients
that
we're
receiving
a
ton
of
babies,
we're
receiving
or
coming
to
sick
kids
for
services.

many
cases
that
are
not
available
anywhere
else
in
the
province
and
as
as
an
example
over
the
last
few
weeks,
I've
come
to
learn
met
with
two
families,
one
both
with
newborn
babies
that
were
transferred
very
soon
after
birth
for
complex
congenital
heart,
defects
that
are
not
cared
for
anywhere
in
the
province,
except
that
sick
kids,
one
baby
came
from
Aurelia.
The
other
came
from
Windsor
both
received
life-saving
procedures
almost
immediately
after
arrival
and
what
you.

The
the
difference
between
a
3-hour
transport
from
Windsor
and
a
half
an
hour
helicopter
ride
is,
in
a
very
real
sense,
the
difference
between
life
and
death
for
these
babies
and
so
having
access
to
teleport
in
close
proximity
to
our
intensive
care
unit.
Our
operating
rooms,
our
emergency
department,
is,
is
really
vital.
Interest
of
the
children
of
Ontario.

doctor

a
privilege
to

the
hospitals
contribute
so
much
to
the
city
and
the
city
has
contributed
so
much
to
the
hospitals.
It's
been
a
long-standing
and
very
productive
collaborative
relationship.
What's
before
you
is
an
unusual
bylaw,
it's
a
bylaw
that
is
being
enacted
pursuant
to
a
federal
aviation
regulation.
The
the
federal
government
regulates
flight
paths,
so
in
order
to
properly
to
protect
them
to
prevent
buildings
from
encroaching
into
the
flight
path,
the
federal
government
regulates
that,
but
the
challenge
is
and
I'm
grateful.
They
don't
do
this.
They
do.

They
cannot
issue
building
permits,
and
so
a
very
special
collaboration
between
the
federal
government
and
the
city
was
required
for
this
to
happen.
So
this
is
a
bylaw
which
will
regulate.
If
you
look
at
your
packages,
there's
some
triangular-shaped
flight
paths.
Any
building
in
those
flight
paths
is
going
to
have
to
submit
to
the
city
as
part
of
their
development,
application
and
Aeronautics
report
to
demonstrate
that
the
building
and
structures
don't
interfere
with
that
flight
path.
You've
heard
from
the
and
that
study,
if
you're
in
that
flight
path
area,
will
just
become
a
routine
practice.

the
city's

zoning
provisions

questioned

site-by-site
basis
for
the
last
a
long
period
of
time

development

comes
in
that
pierces
these
flight,

matter
of
very
urgent
and
priority
public
policy
to
have

enacted

Toronto.

us
time

out
their
wishes,
reflected
in
the
needs
and
aspirations
of
the
hospitals,
protect
those
flight,
peut

the
zoning
orders.
Then,
as
I
said
in
place
now

2016,
and
they
extended
it

order
to
give
us
the
additional
time
to
have
this
bylaw
come
into
effect.

our
deputy
city
manager
because
the
bottom
line
is
it
doesn't
matter.

is
the
flight
plan.

years

going
to
be
protected,
they're
being
protected
now
by
the
province.

to
work
through
our
regulations
and
a
regulatory
requirements
in
here

look
at
those

come
up
with
the

planning

film
friendly
designations
in

of
the
program

studio

doing
to
ensure

uses

promoting

obvious
candidate
for
a
mixed-use

had

robust
film
industry.

been
times
when
the
film
industry
has
been
down
on
his
luck
and
times
when
it's
been
very
bullish
is
when
it's
really
going
and
it's
going
right
now.

want
to
make
sure
that
we
have
a
film
friendly,
responsive
land
use
designations
which
we
have.
As
I
said.
The
vast
majority
of
the
last
north.
The
ship
channel,
are
in
film
friendly
designations
and
we
have
lots
of
interest
from
a
variety
of
people
of
locating
there's
been
recent
enquiries
and
suggestions
about
other
studios,
Mike
Williams
and
his
team
of
in
vetting
them,
and
we

have
lots
of
interactions
with
TP
LCS
so
that
we
know
that
we've
got
some
lands
available.

you
need
government
land
and
you
need.
You

50
year
leases
to
produce

produce

right
investment
opportunity
for
this
to
happen.

we

need
minimum

It's

acres.

you

up
to
20
acres

you're
gonna,
get
140,000
square
feet
of
stages,
you're
gonna,
put
5
stages

big
productions.
We
know
that's
gonna,
be
1,200
jobs
coming
into

area

but
now
without
making
it
pick
core
the
minute
someone
puts
in
an
application
for
a
mixed-use
in
that
area,

heard
loud

clear
that
that's
gonna
be
negative
to
the
film
industry.

address

couple
things
first,
the
expected
mixed-use
development
in
the
Portland's
is
expected
on
villiers
island,
and
that
will
happen
after
the
North
Keating
precinct
is
built.
We're
talking
some
considerable
period
of
time
for
the
market
to
absorb
the
mixed-use
community,
that
Waterfront
Toronto,
the
city
federal
provincial
partners,
have
been
planning
for
some
time.
There
isn't
any
city
initiative
on
our
leased
lands
to
encourage,
put
an
RFP
or
invite
people
to
have
residential
in
the
McCleary
district.

Our
principal
object
right
now
is
a
to
deal
with
the
relocations
for
the
existing
film
that
are
displaced
or
will
be
displaced
by
the
flood
protection,
and,
secondly,
we
have
a
film
first
attitude
towards
lance
and
McCleary
district,
in
any
case,
fully
controlled
by
the
city,
not
ramrod,
by
any
application
by
anybody.
We
have
control
over
our
destiny
and
we
would
have
to
come
back
to
committee
if
we
were
ever
to
want
to
have
in
the
near
term
and
I,
don't
believe
we
would
any
mixed
use
on
that
site.

precinct
planning

for
residential
in

near

in

short
term

long
term
we've

mixed-use
designation

by
making

of
this
area

don't
have
to
worry
about
all
that

we

go
tomorrow

industry
is
in
a
negative.

of
the
zoning
regarding
any

film
issues

just

forward

mayor

necessary
tweaks

any
kind

fully

willing
to
make
those

there

a
group
in
city
planning,
policy
and
you'll
recall
in
2011.

were
year
that
the
Portland's
planning
framework
was
put
together
after
what
might
have
seemed
to
be
an
inappropriate
move
by
then
mayor
to
make
moves
on
the
Portland's
that
had
had
no
public
consultation.
No

consultation

a
result
of
that
was
the
Portland's
acceleration
initiative,
which
is
jointly
constructed
by
Waterfront
Toronto
and
the
City
of
Toronto
and
I
would
add.

Get
those
hundred
acres
on
villiers
Island
started,
get
them
started.
95
of
those
hundred
acres
belong
to
us
we're
putting
a
quarter
of
our
lands
in
to
making
the
first
mixed-use
community
in
the
Portland's
and
it's
being
held
up.

we
pass
this
framework,
we
will
have
a
very
useful
framework
in
order
to
deal
with
sidewalk
because
they
are
very
interested
in
the
Portland.
We
need
our
Portland's,
so
I
believe
that
this
framework,
that's
in
front
of
us,
is
the
product
of
many
many
years.

about

Portland's

what
I

going
to

city

after
really
spending

underwhelming
plan.
Unfortunately,
you
know
you've
got
five
minutes
to

minutes
ask
questions,
there's
a
lot
of
issues
that
I

with
the
plan,
but
right
now,
I
want

focus
on
protecting
and
allowing
film
industry
to
be
better
prepared
to
invest
in
these
areas
and
if
we're
going
to
be
losing
studio
space
today
and
tomorrow,
because
of
the
river
construction,
we
need
to
replace
those
tomorrow.
This
is
not
an
option
where
we
can
wait
five
years
or
ten
years.
It's
got
to
happen
tomorrow.

There's
no
reason
why
Atlanta
should
be
a
five
to
seven
billion
dollar
industry,
which
stages
and
in
Toronto
we're
sitting
at
two
billion
dollars.
When
we
know
the
film
industry
knows
that
they
prefer
to
be
here,
why?
Well,
they
can
film
in
our
hotels
that
are
more
beautiful,
our
streets
that
are
more
beautiful.
The
opportunity
is
here
and
I'm
really
concerned
that
and
I'll
focus
on
McCleary
I
haven't
had
the
answers.

we
have
those
assurances,

can
explain
that
to

Ward
five,
because

Ward

McCleary
to
me,
where
we
have

largest

land

make
investments
tomorrow

other

something

change

here
is
a
little
bit
of

direction.

bones

major
infrastructure
to
be
built

here

to
be
honest
with
you,
we'll,
probably
going
to
be
doing
fine-tuning
as
the
municipal
comprehensive
review
comes
through
as
Opie's
come
through
as
the
city
needs
change.
In
terms
of
housing
in
terms
of
industry
in
terms
the
industry
needs
also
change
as
well.

You
know
it
is
true
that
now,
even
in
the
film
industry,
the
the
way
that
they
adapt
in
residential
areas
is
very,
very
different
and
a
lot
of
those
post-production
companies
don't
want
to
be
in
industrial
parks.
So
this
pictu
area
and
I
appreciate
the
concerns
of
councillor
the
channel,
but
it's
probably
more
of
those
kinds
of
industries
and
those
people.

know
they
like
to
walk
out
of
their
post
production
and
have
you
know
a
coffee
shop
that
they
can
buy

sandwich,
and
you
know,
and
probably
have
a
more
of
a
mixed
use
area
in
there.
So
I
think
we
need
to
have
a
plan
that
is
flexible
enough
with
good
bones,
with
good
structure
to
to
to
give
us
that
and
I
know
that
the
mayor
is
very,
very
keen
on
this
and
and
he's
been
a
huge
advocate
for
the
film
industry.

vision

residential

recommendations
to
counsel
and

makes

decision
with
everyone's
input,
including
the
mayor's
which
is
very
important

this

involved
for
a
long
time.
This
is
a
50-year
plan.

to
me
it
looks
like
we're
saying
the
doors

open,
but
nobody's
going
through
them
for
a
very
long
time,

yet

hear

need
now

have
film
friendly
space,

what
people
think
it
is
and
get
moving
with
residential.
It's
a
50-year
plan,
I
guess
I'm,
just
more
impatient
than
other
people,

think
my
colleagues.

them
are
also
the
same
thing

move
quicker
on

let's
try

define
what
we
can
do,
because
we're
losing
studio
space
as
the
lands
become

valuable,
they're
moving
out

one

afford
to
buy

land

type

work

all
this
I

really
surprised.
Last
week,
I
don't
hear
anything
about
it
here.
Big
trailer
in
front
of
the
building
saying
Waterfront
Toronto
is
doing
all
these
things,

their
dealing
with
it

Portland's
project.

let
me
tell
you
I,
think
the
staff
at
the
city
here
are
terrific
and
can
deal
with
it
and
can
manage
it
themselves.
I,
don't
think
we
even
need
that
involvement
anymore
and
if
there
is
going
to
be
any
additional
involvement,
the
it
should
be
through
our
new
real
estate
company,
putting
a
dedicated
crew
on
it
that
can
work
with
the
local
councillor
and
the
planning
staff
to
make
sure
things
happen,
because
Waterfront
Toronto
was
there
to
share
the
funding
from
three
levels
of
government.
It's
gone.

Well,
we
have
a
problem
today
in
the
fact
that
we
finally
got
the
funding
for
the
river
work
in
the
flood

but
we
did
not
fast
enough
to
find
a
way
to
relocate,
Studio,

and

studio

they're
all
gonna
be
torn
down,
because
we
didn't
act
fast
enough
to
find
a
way
to
save
those
who
didn't

saving
land
before
for
these
things,

years
is
not
a
long
time.

think
we
need
a
coordinated
approach
to
find
this
and
to
push
this
forward
into
channel
and
staff
to
do
more.

we
need

should

residential
couldn't
be.
Council

not
like
that
staff
may

like

think
we
should

vision,

positive

down
zoo
community
to
create
a
vibrant
neighborhood
and
to
create
reintegration
of
this
particular
community
with
the
rest
of
down
zoo.

a
bridge
mentioned
in
this
report
on
the
north
side
of
the
site.
This
bridge
is
a
pedestrian
and
cycling
bridge
that
will
connect
residents
to
the
Wilson
BIA
to
the
shops,
to

economic
engine

to
down
g-park.
Our
local
BIA
is
very
supportive
of
this
plan.
It's
almost
four
hectares
of
land,

community
consultation
for
the

scale

bylaw
and
zoning
bylaw
amendments
to
all
applicable
general
zoning
bylaws
to
create
and
to
define
a
new
permitted
use
short-term
rental.

subject
was
part

a
two-year
collaborative
effort
involving
a
number
of
divisions
led
by
municipal
licensing
and
standards.
Tomorrow,
licensing

registration
regulations
for
short-term
rentals
will
be
at
the
licensing
and
standards
committee.
At
this
time,
I'd
like
to
turn
this
over
to
Tracy
Cook
to
go
over
some
background
and
how
we
got
here
today.

Thank

Planning
and
growth
management
committee,
so
just
very
briefly
to
ground
us
in
the
discussion
that
we're
about
to
have
today
we're
discussing
short-term
rental
in
the
City
of
Toronto,
the
short-term
rental
platforms,
commonly
known
as
Airbnb
Expedia
and
others
that
are
operating
worldwide.
We
have
presented
in
the
past
and
in
the
reports
that
the
report
that
is
in
front
of
you
today
a
sense
of
the
scale
of
Airbnb,
early,
short-term
rentals
that
we're
aware
of
that
are
happening
in
the
city
of
Toronto.
P
The
data
we
had
going
back
to
2016
was
over
ten
thousand
eight
hundred
properties
in
the
city,
utilizing
the
Airbnb
platform
in
particular
for
short-term
rental,
72%
of
which
are
condominiums
apartments
or
lofts
and
53%
of
which
are
actually
located
at
downtown.
Just
briefly,
how
we
got
here
and-
and
mr.
Mitzi
already
articulated-
that
this
is
one
of
a
number
of
reports,
so
this
issue
has
been
before
Executive
Committee
in
the
past.
P
It
has
been
driven
through
a
couple
of
committees
prior
today,
where
we're
here
with
part
1
of
3
dealing
with
the
issue
of
short-term
rental.
This
is
coming
off
of
the
direction
we
received
from
executive
committee
in
June
of
2017.
I
won't
go
into
too
much
detail.
Suffice
to
say
that
there
has
been
significant
consultation
both
before
the
exactitude
and
report
and
since
on
this
particular
issue,
including
our
efforts
to
engage
people
through
social
media
using
Twitter,
a
Twitter,
Town,
Hall
and
other
mechanisms.
P
At
the
same
time,
we
want
to
make
sure
that
we
don't
see
a
commercialization
of
our
residential
neighborhoods
and
mitigate
any
nuisances
that
may
arise.
It
was
really
important
for
us
throughout
this
that
access
to
participate
in
this
was
equal
between
people
who
owned
property
and
people
who
rent
property.
The
key
of
the
report
in
front
of
today
is
dealing
with
the
particular
zoning
provisions.
I
will
kick
to
michael,
so.

What's
the
defined
use
you
have
before
you,
it
will
mean
part
or
all
of
a
dwelling
unit.
That
is
a
used
to
provide
sleeping
accommodation
for
any
rental
period
that
is
less
than
28
consecutive
days
and
it's
the
principal
residence
of
the
short-term
rental
provider,
short-term
rental,
if
approved,
would
be
permitted
citywide
in
any
residential
zone
and
in
the
residential
component
of
a
mixed
use
zone.
This
definition
is
in
keeping
with
that
table
that
and
adopted
by
the
executive
committee.

At
its
meeting
this
past
summer,
On
June
19th,
as
proposed
a
short-term
rental,
would
be
permitted
in
any
residential
building
type
and,
as
previously
stated
provided
it
is
the
principal
residence
of
the
short-term
operator
within
their
principal
residence,
a
person
could
rent
their
dwelling
unit
a
bed
sitting-room,
but
no
more
than
three
of
them.
A
secondary
suite.
All
three
of
these
uses
are
defined
by
the
city's
zoning
provisions.
P
So
noting
that
the
matter
in
front
of
PGM
is
dealing
with
the
zoning
provisions,
we
still
felt
as
this
is.
These
are
all
pieces
of
one
whole
that
you
get
some
context
on
what
we
will
be
presenting
to
licensing
and
Standards
Committee
tomorrow
in
respect
to
the
regulatory
regime
that
will
lay
on
top
of
the
zoning
permissions
that
are
ultimately
decided
by
you.
P
So
at
a
high
level,
the
license,
the
registration
and
licensing
provisions
are
such
anyone,
who
is
an
operator
someone
who's
offering
their
home
pursuant
to
the
permissions
under
the
zoning,
would
be
required
to
register
with
the
city.
We
are
indicating
that
if
the
person
is
participating
by
offering
for
rent
their
entire
home
that
it
not
happened
any
greater
than
180
days
in
a
year,
if
the,
if
the
operator
hosts
some
call
them,
are
sharing
their
home
so
offering
a
spare
bedroom
or
their
secondary
suite,
then
that
is
an
unlimited
number
of
nights.

We
feel
that
that
follows
in
line
with
the
notion
of
home
sharing,
so
there's
a
contrast
between
the
allowable
amounts
of
time
between
an
entire
unit
and
a
time
when
a
home
is
shared.
There
would
be
a
$50
annual
fee
for
each
operator
and
other
provisions
that
they
would
be
required
to
meet,
such
as
ensuring
that
they
meet
all
Ontario
building
code
in
Ontario
fire
code
and
other
applicable
laws
as
necessary
and
keep
records.

One
of
the
pieces
of
this
as
been
of
great
discussion
is
this
notion
of
principal
residence,
and
that
certainly
does
underpin
the
approach
that
we
are
taking
or
presenting
to
you
for
your
consideration
in
permitting
short-term
rentals
to
occur.
We
feel
the
the
principal
residence
will
help
address
those
concerns
and
issues
of
commercialization
of
residential
properties
as
such.

There
are
other
provisions
that
we
will
be
outlining
in
the
registration
process
that
involves
a
submission
of
identification,
etc.
What
is
important
to
note
as
well
on
this,
at
least
in
respect
to
principal
residence,
is
we
are
embedding
in
the
bylaw
proposed
by
law,
the
opportunity
for
us
to
require
additional
information
or
evidence
to
support
the
principal
residence
declaration.
We
are
also
proposing
tools
for
us
to
use
if
we
find
that
the
principal
residence
designation
has
not
been
adhere
to,
or
has
been
falsely
stated,.

Flipping
over
so
on
the
licensing
side,
we
are
proposing
licensing
for
the
short
term
rental
platform,
the
short
term
rental
company.
So
in
these
contexts
we
know
Airbnb,
there's
Expedia
with
HomeAway
VRBO
and
others.
We
would
propose
licensing
those
short
term
rental
platforms.
They
would
face
a
licensing
fee,
a
$5,000
initial
application
fee,
and
then
their
licensing
fee
would
be
promised
on
a
$1.00
per
night
booked
in
in
perpetuity
per
year.
There
will
be
requirements
on
that
platform.

They
can
only
list
properties
that
have
valid
registration
number,
is
issued
by
the
city
and
must
have
protocols
and
procedures
to
address
issues
of
nuisance
and,
lastly,
implementation.
So
we
are,
we
are
going
to
be
seeing
these
reports
go
forward
to
City
Council
for
the
December
meeting.
We
are
anticipating
a
June
first
coming
into
force
and
effect
date
for
the
rent,
short-term
rental,
registration,
bylaw
and
zoning
amendments
I
believe,
are
in
the
same
timeline.

we're
happy
to
answer

heard

deputations

think
you

what
I
would

is
what
we
have
tried
to
achieve
is
a
balance
across
the
various
competing
interests

we

issue

Service
Providers,

coming
together
of
over
15
tronto
based
companies
that
provide
dedicated
property
management
services
for
the
short-term
and
medium-term
rental
market
across
the
Greater
Toronto
Area
Home
Sharing
service
provider,
members
subscribed
to
a
core
set
of
service
delivery
principles.
We
are
in
theory
and
support
of
regulation
and
taxes.
If
it
is
done
correctly,
we
want
to
work
together
with
the
city
to
weed
out
the
bad
actors
in
our
industry
through
regulation.

However,
after
doing
a
jurisdictional
scan,
we
have
concerns
that
the
proposal
will
not
achieve
the
results.
It
seeks
doing
a
jurisdictional
scan
taking
data
from
numerous
North
American
cities.
It
seems
as
though
the
regulation
of
commercial
operators
causes
one
of
two
things
to
happen
either
our
industry
is
recognized,
operators
licenses
are
created
and
our
industry
can
be
taxed
to
produce
a
net
economic
benefit
to
the
city
or
regulation.
Targeting
commercial
operators
is
created,
an
expensive
enforcement
body
is
also
created,
the
industry
simply
doesn't
comply,
and
the
city
inherently
drives
this
economic
activity
underground
similar.

What
we're
seeing
in
New
York
in
New
York
its
outright
bans,
there's
36
full-time
employees
that
are
in
charge
of
enforcing
this,
and
still
there
are
7400
active
listings
in
New
York
and
to
be
clear
by
active
listings.
What
I
mean
here
is
the
calendars
are
widely
open
and

cities
across
North
America,
it's
rational
to
expect

compliance
rate
of
the
proposed
regulation
to
hover
around
10%.

risk
doing

putting
forward

expensive
that

followed
and
it's

products
pensive
solution
in
search
of
a
real

to

affordable

and

the

more

mean
by
that
is
if
we
were
taxed
and
those
funds
were
earmarked
for
affordable
housing
in
the
long
term,
you
produce
more
units
of
affordable
housing
and
putting
our
not
affordable
housing
units
on
the
market
outright.

public
nuisance
side,
we
do
extensive
guest
screening,
so
we're
often
seen
as
letting
in
partiers
that's
hardly
our
our
primary
user.
Our
primary
user
because
of
our
guest
screening,
is
usually
corporate,
travelers
families,
people
coming
into
the
city.
We
actually
have
noise
sensors
in
our
units
to
modern
noise
activity.
96%
of
time
we
can
limit
noise
activity
within
an
hour
and
just
in
the
interest
of
time
and
wrapping
up.

council
is
to

step
back,
bring
all
actors
the
table
really
consider
things
from
all
sides

city

La

of

really

and
make

City

model

category

rental
