We're
talking
about
downs.
You
park
here
and
I've
had
the
opportunity
on
many
occasions
to
visit
down
you
densha
park.
I've
joined
mayor
there
on
Canada
Day
celebrations
have
attended
local
barbecues,
including
those
of
elected
officials,
of
all
political
stripes,
cultural
events,
charity
dinners,
giving
him
free
turkeys.
The
market
there
at
Christmastime
with
the
mayor
and
I
represented
the
area
as
the
local
school
board
trustee,
and
during
that
time
we
establish
the
Afrocentric
alternative
school
which
sits
right
across
the
street.

It
is
a
wonderful
park,
a
wonderful
community
and,
of
course,
a
wonderful
part
of
Toronto.
Now
has
high-level
transit
through
subway
stops
and
a
ghost
stop,
and
it
has
a
great
opportunity
or
a
great
future,
but
for
too
long
far
too
long,
the
Downsview
local
neighborhoods
have
been
disappointed
in
the
City
of
Toronto
and
federal
planning.
Outcomes
at
this
transformational
park
that
they
were
promised
is
turning
into
a
subdivision
and
don't
think
and
and
I,
don't
think
any
affordable
housing
was
ever
included
in
those
plans.

It's
certainly
not
to
my
knowledge,
so
there's
been
an
enormous
disconnect
over
the
years
over
the
decades
between
the
local
community
and
the
custodians
of
the
park
and
then
supposed
to
be
a
world-class
urban
green
space
park
of
unique
design
that
the
world
that
would
not
only
serve
the
local
community
but
also
attract
people
from
all
across
Toronto
and
the
GTA
again
after
all
these
years.
Well,
there
has
been
some
progress
made
and
I
enjoy
going
there,
we're
still
not
there
at
that
level.

So
the
governance
and
operating
model
of
selling
off
sections
of
the
park
pay
for
operations
is
deeply
flawed
and
would
occur
in
no
other
federal,
provincial
or
municipal
park.

We
don't
sell
sections
of
wildlife
reserves
to
pay
for
visitor
centers
staff,
my
finger
roads,
we
don't
sell
off
green
space
or
biodiversity
habitats
to
pay
for
washroom
facilities
or
water
infrastructure.
The
model
of
selling
off
parts
of
downs.

You
part,
under
the
damage
of
secondary
plan
to
pay
for
operations
is
unsustainable
developers
will
always
try
maximum
value
in
real
estate
and
that's
their
mission
and
I
understand
it.
But
let's
be
clear
outside
of
the
debate
of
social
justice
issues
and
programs
in
the
city,
land
use
is
the
biggest
battleground
in
the
city.

So
let
me
be
clear:
the
official
policy
of
the
City
of
Toronto
and
on
my
office
stands
behind
it
and
staff,
also,
as
we've
just
heard,
is,
for
the
most
part,
protect
employment
lands,
as
it
has
been
this
historical
position
of
the
city
Toronto
not
to
give
these
up
easily
the
problem
before
you-
and
this
is
gonna-
keep
coming
back
for
years.
This
is
a
long-term
plan.
The
problem
before
the
planning,
a
members
of
staff
go
beyond
disappointments
of
the
past.
The
optics
here.
Massive
application,
which
is
chief
Glen,
is
correct.

It's
not
Mia
before
us
is
being
rushed
and
we
have
to
make
sure
their
local
school
boards
have
planned
the
area
appropriately
and
that
any
community
built
have
a
daycare
community,
centers,
seniors
resources,
more
parkland
trails,
cycling
network,
to
ensure
this
is
a
complete
community
and
of
course,
we
must
always
explore
affordable
housing
options.

safe
and
green
and
not
another
hodgepodge
of
development
should
add
more
green
space,
not
less,
but
we
need
to
consult
with
the
local
community
in
person.

Current
rush,
minimalist
zoom
consultations
and
town
halls
during
the
pandemic
during
the
sleepy
days
of
summer
are
insufficient,
unworkable
and
not
fair
to
the
local
populations.
Speed
at
which
this
is
going
means.
Other
planning
priorities
will
be
sidelined
and
that's
a
social
medical
challenges
of
the
day
and
not
be
adequately
addressed.
