applications

criteria

this

expect
that
the
applications
would
be
approved
in

supports

just
because
commercial
properties
have
a
wide
range
of
users,
a
wide
range
of
owners?

ensure
that
small
businesses,
commercial
properties

store

storefronts

streets,

they
don't
get
overlooked
like
how?
How
you
determine
that
there
is
some
type
of
equity
sort
of
process
in
recruiting
those
type
of
applicants.

determine
the
detailed
program
design
still
because
we
still
are
awaiting
the
approvals.

can
confirm
is
that
a
business
will
only
be
eligible
to
receive
funding
through
this
particular
program
at
this
time
with
the
federal
government
funding
and
which
runs
through
march
of
2024
for
one
business.
So
it
would
not
be
possible
for
multiple
franchisees
of
a
larger
firm
to
be
able
to
receive
multiple
grants
through
this
particular
program.

perhaps

can
explain

how
these
two
programs
will
interact
and
complement
each
other?
So
therefore
we

sure

the
funding
is
distributed
across
the
city
where,
where
it's
needed,
and
how
do
we
ensure
that
the
businesses
most
hard
hit
receive
funding?
I
think
that's
important
for
for
many
businesses.

the

the

This
will
be
an
expansion
obviously
of
the
program
as
it
exists
today,
which
is
limited
to
the
commercial
facade
improvement
program.
So
if
we
are
able
to
obtain
council's
approval
for
this
new
proposal,
we'll
need
to
make
an
effort
to
explain
the
expansion
of
the
program.
The
new
streams
of
the
program
that
will
be
available
for
funding
and,
as
mentioned
previously
ensure
that
businesses
in
harder
hit
areas
of
the
city
are
being
made
aware
of
this
new
opportunity
for
funding.

we
would
be
seeking
support
and
getting
the
word
out
about
the
program
using
both
existing
bias,
your
own
efforts
and
those
of
other
counselors
and
critically-
and,
as
I
think,
is
explained
in
this
report.
Quite
clearly,
an
important
change
is
being
made
for
these
programs
in
the
fact
that
they
will
no
longer,
at
least
for
the
commercial
facade
improvement
program,
which
is
the
existing
one,
be
restricted
to
businesses
that
are
currently
attached
to
a
bia.

it
expanded
outside
the

My
final
question
is,
with
with
respect
to
quantums
for
funding
availability.
So
storefronts
are
often
times
just
with
one
facade,
just
one
elevation,
but
there
are
those
corner
locations
that
have
often
times
two
elevations.

understanding
is
that
various
improvements
would
be
would
be
available
for
funding
to
this
program.
All
facades
would
be
available
so
again,
some
of
those
program
details
are
still
being
finalized,
but
we
will
be
taking
into
account
the
needs
of
the
business
operators.

One
of
the
recommendations
is
that
the
general
manager
of
economic
and
development
and
culture
be
requested
to
request
funding
through
next
year's
budget
process
to
enhance
the
funding
for
the
existing
commercial
facility
improvement
program,
essentially
doubling
it
from
approximately
five
hundred
thousand
dollars
a
year
to
one
million
dollars
a
year
and
should
council
choose
to
enhance
the
funding
for
that
program.

colleagues
from
city
planning
or
from
the
bia
office
to
to
speak
to
that
there
are
opportunities
through
the
program
to
include
environmental
upgrades.
So,
yes,
the
opportunity
exists
to
name
the
types
of
improvements
that
would
be
available,
but
our
colleague
from
city
planning
can
perhaps
provide
further
detail.

option
is
to
tie
in
some
environmental
performance
options
into
this
program
in
order
to
link
and
align
council's
goals
for
both
main
street
improvements
and
commercial
industrial
improvements
with
our
our
green
economy
goals.

it's
certainly
something
that
we

investigate
further.

I
do
have
a
quick
motion
to
place
onto
the
screen
and
the
motion
is
essentially
to
direct
the
interim
general
manager
of
economic
development
and
culture
to
consult
with
the
bias
and
to
make
sure
that
their
feedback
is
taken
into
consideration
when
creating
the
evaluation
matrix
to
to
ensure
that
funding
is
distributed
and
made
available
to
businesses
along
main
street's
hardest
hit
by
the
pandemic.

I
think
that
we
can
all
recognize
with
respect
to
struggling
small
businesses,
especially
small
businesses,
along
main
streets
that
have
that
are
really
reliant
on
tourism,
and
I
I
know
that
it
would
make
a
huge
tremendous
difference
to
see
some
level
of
support
coming
in,
especially
for
them.
It
is
critically
important
to
to
recognize
that
the
federal
government
is
stepping
up
with
this
program.
We
should
thank
them
for
for
that.
They
carved
it
out
specifically
that
that
that
the
city
of
toronto
should
have
our
dollars,
there's.

The
the
other
thing
I
want
to
flag
is
that
oftentimes
businesses
will
tell
you
that
they
would
like
to
apply
for
these
grants
in
these
programs,
but
the
barriers
to
application
are
significant
and
I
need.
I
know
that,
from
my
experience,
even
through
the
commercial
facade
improvement
program,
I
remember
canvassing
church
street
asking
people
if
they
want
to
participate
in
the
grant
that
grant
program.
They
were
resistant
to
filling
out
the
application
they
just
had
too
much
on
their
plate
being
able
to
carve
out
some
time
to
fill
out.

Some
forms
was
a
little
bit
more
than
they
could
they
could
do,
and
that
was
pre-pandemic,
let
alone
understanding
where
businesses
are
especially
with
their
diminished
capacity
to
advocate
for
themselves.
So
if
there
is
also
the
ability
to
support
these
businesses
as
they
apply
for
these
grant
programs,
I
think
that
will
make
a
big
difference
in
who
you
can
get
and
how
you
can
get
to
those
who
are
hardest
hit
by
the
pandemic.

report
I
did,
it
did
feel
like
we
were
missing
a
bit
of
an
opportunity
not
to
have
some
of
these
improvements
respond
to
some
of
the
environmental
changes,
challenges
that
we're
having
and
so
giving
the
opportunity
to
to
have
more
environmentally
friendly
energy,
efficient
materials
projects
being
included
as
a
criteria.
I
thought
it
was.
It
was
a
great
addition.
I
did
work
with
staff
on
this
on
this
motion.

I
think
we
have
to
use
every
opportunity
to
further
our
agenda
on
this
on
this
on
this
item,
and
a
lot
of
these
initiatives
will
also
further
help
the
the
business
owners,
because
some
of
them
might
actually
translate
into
even
bigger
operating
savings
right
if
your
building
is
better
isolate
insulated.
If
you
have
more
energy
efficient
systems
at
the
end
of
the
day,
you
might
be
also
saving
on
your
operating
costs
as
well.

I
think
it
is
important
that
these
are
included
in
in
the
criteria
of
these
programs
and
give
the
opportunity,
as
business
owners
are
renovating,
that
they
do
it
in
an
environmentally
friendly
way.
So,
with
that
said,
I
would
like
to
I
think
we
can
move
the
motions
as
a
package
if
the
committee
agrees
sounds
good,
yep,
okay,
all
those
in

that

amended
and

very
briefly
on
this
item.
Our
volunteers
from
housing.
Now
teo
were
not
going
to
address
this
item
until
we
read
the
letter
from
jeff,
cattell
and
fontra,
we've
been
involved
in
monitoring
all
of
the
housing
now
and
all
the
modular
housing
public
meetings
for
the
last
two
and
a
half
years,
which
included
the
in-person
meetings
that
took
place
pre-covered
and
the
meetings
that
are
now
taking
place.
Virtually
we
are
strong
supporters
of
maintaining
the
virtual
meetings.

The
the
challenge
with
the
in-person
meetings
is
that
you
have
to
be
there
in
person
and
that
excludes
a
lot
of
people.
The
virtual
meetings
on
the
housing
now
on
the
modular
housing
sites,
we've
had
students
who
were
able
to
speak
while
doing
their
homework
from
home
or
from
a
library
we've
had
speakers
speaking
in
support
of
new,
affordable
housing,
who
you
know,
are
feeding
their
kids
dinner
people
who
can't
make
it
to
a
community
center
or
a
church
basement
at
6

on
a
wednesday
night.

We
spoke
to
this
item
way
back
in
2019
when
this
was
first
in
front
of
you.
I'd
really
advise
you
to
go
back
and
look
at
those
slides
where
we
talked
about
connecting
with
renters,
connecting
with
new
canadians,
doing
more
on
the
social
and
and
the
e-outreach
side,
so
that
you
can
really
connect
to
people
who
exist
beyond
the
150
meters
around
a
particular
site.

I
Careful
associations
are
huge
champions
of
public
participation
and,
frankly,
are
very
effective
at
getting
the
word
out
about
community
consultations
regarding
planning
exercises
and
development
applications.
However,
residents
have
numerous
concerns
regarding
the
virtual
consultation
process,
which
has
become
durger
in
the
past
year,
based
on
feedback
from
multiple
residents
and
ras.
The
consensus
is
that
virtual
consultations
have
unfortunately
resulted
in
in
an
overall
reduced
ability
of
residents
to
have
meaningful
participation
in
the
planning
process
and
effectively
influence
decision.
I
There
needs
to
be
a
conscious
and
sustained
effort
to
design
and
implement
processes
that
not
only
overcome
the
inherent
barriers
to
participation
raised
by
virtual
environment,
but
ensure
fairness
and
even-handedness
in
managing
that
engagement.
There
may
be
a
need
for,
like
an
ombudsman
function
to
review
the
conduct.
I
Looking
ahead
to
the
day
when
corporate
pandemic
restrictions
are
lifted,
we
are
of
the
opinion
that
in-person
meetings
should
remain
the
core
element
of
the
city,
planning's
community
consultation
process.
While
there
is
a
role
for
supplementary
virtual
meetings,
they
should
not
be
viewed
as
a
substitute
for
in-person
public
meetings.
I
I
City
planning
is
to
report
back
on
issues
with
committee
of
adjustments
specifically
and
needs
to
consult
with
residence
groups.
Before
doing
so,
the
report
acknowledges
the
need
for
equity
focused
engagement,
but
there
is
not.
There
are
no
proposals
presented
for
additional
tools,
techniques
or
ways
to
attract
such
groups
to
a
planning
discussion.

in
time:
you're
not
prescribing
any
significant
changes.
You
are.
You
are
saying
that
in
your
report
that
you
want
to
go
out

speak

wide
range

stakeholders
to
determine
what
is
the
best
way
to
achieve
the
outcome
that
was
outlining
council
robinson's
letter,
which
is,
of
course
improved
consultation,
greater
access
to
diverse
communities
and
so
forth.

the

We
want
to
cons.

to
do
consultation
on

if
you
will
and
we're
going
to
take
advantage
of
the
fact
that
we're
already
out
there,
probably
on
average,

night

week

the
weekends,
if
you
do
the
math,
so
we
we've
got
an
opportunity
to
as
a
sidebar
at
our
meetings
to
be
talking
to
people
about
their
consultation
experience,
which
is
what
we,
what
we're
going
to
do
as
well.

also
have
an
equity
tool
kit
that
we
hope
to
be
launching
this
fall,
which
is
something
that
I
think
will
enhance
right
across
the
board,
not
just
for
city
planning
but
for
others
how
to
reach
people
who
are
not
actively
engaged
in
the
consultation
process.
So
the
report
outlines
it's
very
much
a
live.

with
respect
to
the
the
the
feedback
you've
heard,
because
this
is
not
the
first
time
that
city
planning
was
asked
to
improve
its
consultation
process
to
to
broaden
its
sort
of
discussion
tables
to
ensure
that
diverse
communities
can
come
to
to
give
you
feedback,
newcomer
communities,
communities
that
don't
speak
english
intergenerational
communities
like
this,
this
has
been
something
that
you've
been
striving
to
achieve
over
a
number
of
years.
This
is
not.

Through
chair
very
much
so
it's
it's
a
trend
line.
If
you
will
for
a
number
of
years
and
we've,
we
have
have
already
instituted
many
improvements
around
engaging
communities
who
who
do
not
feel
that
they
have
access,
which
is
an
important
principle,
around
equity,
so
being
very
deliberate
about
how
we
go
about
that
and
some
things
like
the
do-it-yourself
kids.
Getting
getting.
You
know
giving
communities
the
tools
to
engage
in
in
a
way
that
works,
that's
safe
and
comfortable
for
them
among
surveys.

if
there's
a
need
for
additional
funding,
because
sometimes
child
care
costs,
additional
money,
sign
language
interpretation
closed
captioning
like
all
those
different
accommodation
tools
to
ensure
that
people
who
are
living
with
disabilities
or
people
with
young
children
or
people
who
are
just
their
primary
caregivers
to
adults
who
need
some
additional
supports
personal
support
workers.
If
there
is
the
need
for
increased
budgets
so
that
participation
can
be
broad
and
accessible
to
everyone,
will
you
have
enough
dollars
in
your
your
2022
budget
that
can
accommodate
some
of
these
changes?

some
of
it
is,
as
you
point
out,
passed
on
to
applicants
currently
depending
on
on
the
situations.
Some
of
the
consultations
that
we
do
are
city
initiated
projects,
and
this
and
the
city
absorbs
those
costs.
It's
a
good
question
and
I
think,
as
part
of
the
report
outlines,
the
fact
that
the
city
manager's
office,
more
broadly,
is
is
undertaking
a
community
engagement
project
around
best
practices
and
I
think,
from
a
city-wide
perspective,
not
just
city
planning,
you're,
raising
councillor
an
important
principle
around
supporting
engagement
with
with
budget
dollars.

tricky
because

people

they're

well

us

what
we're
noticing

find.

are
some
real
advantages
to
it,
in
particular,
because
everyone,
a
larger
number
of
people,
get

hear
the
same
thing
they
get

hear

policy

get

hear
information
that
sometimes
gets
very
distorted.

community
meetings
or
development
meetings
or
any
kind
of
thorny
issues
it.
They
then
get
to
hear
directly
from
city
staff
and
directly
from
the
experts
concerned
directly
from
the
counselor
so
with
I'll
just
say.

think
this

exciting
and
I'm
going
to
assume
that
that
mr
lintern
will
take
my
suggestion

also
we'll
be
checking
how
it
worked
on
with
counselors,
because
I've
had
so
many
hundred

so
meetings
now,

started

some
interesting
observations
about
what
works.

improve

consultation

think

there's

pandemic
has
created
a
new
digital
environment
that
we
all
sort
of
call
into
the
experiences
that
I've
had
in
the
local
community.

With
the
virtual
meetings
is,
I

say,
mixed,
it
has
not
been
consistently
that
we
should
proceed
only
with
virtual
meetings
or
to
go
back
to
in-person
meetings.
There
are
probably
some
advantages
to
both
and
there
are
some
disadvantages
to
both,
but
those
advantages
would
be
the
ones
that
we
want
to
keep
and
the
disadvantages
are
the
ones
that
we
want
to
work
on.

I
want
to
just
offer
a
few
other
comments
which
I
think
may
be
helpful
to
to
our
chief
planner
and
the
planning
staff
who
are
tasked
with
doing
this
work.
Some
of
the
best
consultations,
I've
actually
attended,
have
been
hosted
by
toronto
community
housing.
To
be
quite
honest,
I
am
just
so
incredibly
impressed
with
the
how
they
roll
out
and
go
to
their
communities
and
engage
so
deeply
in
those
conversations,
whether
with
tables
to
make
sure
that
there
are
smaller
conversations
that
are
facilitated
by
community
members.

So
they
empower
them
to
do
the
work.
They
are
tasked
and
then
paid
to
do
that
work.
There
are
usually
a
whole
host
of
of
of
interpreters
that
are
available
if
they
need
to
have.
You
know,
for
example,
cantonese
speaking
tables,
mandarin
speaking
tables
tagalog
speaking
tables
spanish-speaking
tables.
I
have
never
seen
anything
better
than
tchc
consultations
and
and-
and
I
wanna
just
say
that
you
know
oftentimes,
the
information
is
very
technical.

They
break
it
down
in
the
most
accessible
manner,
it's
not
perfect,
but
they
certainly
have
figured
out
how
to
work
with
with
the
population
that
we
are
trying
to
figure
out
how
to
work
with,
and
that's
oftentimes
newcomers,
racialized
communities,
people
who
don't
speak
english
as
their
first
language,
there's
a
lot
to
be
learned
from
them.
They
also
provide
some
type
of
child
minding
and,
of
course,
there's
the
provision
of
some
light.
Snacks
and
beverages
just
to
sort
of
keep
the
blood
sugars
going.

I
also
see
in
those
public
meetings,
is
real
community
connection
when
community
members
come
together
physically
in
one
space,
the
dialogue
changes
and
then
how
they,
how
they
provide
feedback,
also
changes
and
there's
an
incredible
way
of
watching
ideas
grow
from
just
the
germination
of
idea,
where
another
community
layers
on
a
conversation
and
another
comment
and
so
forth,
and
so
forth.
The
other
great
community
partner
we
have
out
there,
who,
I
believe,
also
does
excellent.

Community
consultation
has
been
waterfront
toronto
and
I
know
that
city
planning
in
particular,
you've
spent
a
lot
of
time
with
waterford
in
toronto
on
all
their
big
projects,
and
they
also
have
found
a
bit
of
a
sweet
spot.
So
I
do
believe
that
you
know,
as
you
go
out,
to
engage
with
communities
of
how
to
best,
consult
and
and
get
the
best
results.

should
also
encourage
you
to
contact
and
speak
with
the
other
partners
that
are
there
doing
good
city
building
work
and
between
those
sort
of
big
thinking,
groups,
you're,
probably
going
to
get
the
right
approach.
It
also
is
going
to
take
money.

I
don't
want
to
leave
you
with
the
impression
that
you
should
have
staff
do
this
on
their
own.
There
should
probably
be,
I
believe,
a
consultation
unit,
that's
built
into
city
planning
that
goes
out
to
every
single
application
review.

it

know,
because
I've
expressed
concerns

the

find
it
a
little
bit
meek
and

that
it's
important
to
be
able
to
stand

sure
they've
got
good

information
in
front
of
them,
but
also
to
be
able
to
very
clearly
conduct
a
room.

I
just
offer
you
that
as
some
additional
thoughts.

successful

all
on

residents
complain
that
they
can't
link

not
connect.

up.
The
incorrect
link
was
on
the
notice
and
what's
frustrating
for
me
as
a
counselor,
is
that
when
you
have
a
virtual
meeting,
we
as
a
counselor
do
not
get
the
information
on
who's
connected
to
the
meeting.

it's
a
planning
meeting
at
the
residence
in
the
community,
because
you
don't
need
to
when
you
link
into
a
meeting,
you
don't
need
to
put
your
address.
So
it's
very
difficult
when
you
have
a
planning
meeting
on
determining
how
many
community
members
in
that
particular
community,
attended
the
meeting
and
gave
input.
So
I
I
have
not
had
positive
results
with
me
and
any
of
the
meetings
I've
had.

more
complaints
from
people
that
can't
connect
and
that
don't
have
computers,
especially
to
tenants
that
live
in
tchc
buildings.
They

have
the
access
to
internet.

can't
connect
to
any

meetings,

my
comments
so
me
in
particular,
I
I'm
having
a
lot
of
issues.

family
purchased
this
property
from
metris
developments
in
1971,
who
developed
this
parcel
from
farmland
for
close
to
50
years,
my
family
and
I
have
operated
a
hotel
in
banquet
hall
on
this
site.

approved
2006
official
plan.
The
employment
area
designation
under
the
north
york
zoning
bylaw
7625
currently
permits
hotel
and
banquet
hall
use.
As
of
right
in
mid
2013,

city
adopted

harmonized
zoning
bylaw
569
2013
in
late
2013,
the
city
adopted
official
plan
231.,
my
property
was
designated
general
employment
area
in
the
adopted,
opa
231
hotels
and
banquet
halls
were
always
permitted
as
such.
I
did
not
have
any
concerns
at
that
time.

However,
council
did
resolve
that
city
council
requested
chief
planner
and
executive
director
city
planning,
in
light
of
the
location
of
3710
chesswood
drive
to
the
extended
young
university
subway
line

given
the
opportunities
to
provide
for
intensification

rapid
transit
corridors
for
both
residential
and
office
development
to
include
these
lands
in
any
future
review
of
land
use
in
the
vicinity
of
rapid
transit.
On
the
basis
of
that
direction,
I
did
not
file
an
appeal
to
opa231.

Notwithstanding
the
promise
of
council,
this
further
review
of
land
use
did
not
occur
yet.
The
ttc
downsview
park
subway
station,
which
also
connects
to
goldberry
transit
line,
was
constructed
in
commenced
operations
in
2017.,
opa
231
was
appealed
in
whole
and
cited
specifically
by
a
number
of
parties.
So
the
appeals
process
mediations
in
negotiations
occurred
is
through
this
process
that
the
industry
representatives
led
to
what
I
believe
was
a
predominantly
south.
Etobicoke
advocacy
group
raised
issues
of
sensitive
land
uses
which
included
hotels
and
banquet
halls
through
private
settlement.

With
these
advocacy
groups,
the
city
modified
opa
231
to
delete
hotels
and
banquet
halls
from
the
list
of
permitted
uses
and
only
permitted
them
in
employment
areas
around
pearson
airport.
The
settlement
was
approved
by
council
in
february
2018
and
the
contents
of
the
policy
modification
being
released
for
the
first
time
to
us,
the
public
on
april
5th
2018.,
the
notice
to
approve
the
settlement
was
only
provided
to
those
parties
involved
in
the
appeals.

The
city
is
now
bringing
forward
amendments
to
all
the
bylaws
in
569
2013,
as
well
as
well
as
a
former
bylaws,
to
remove
a
number
of
uses,
including
hotels
and
footholds
permitted
in
the
employment
areas.
Monica

creation
of
this
land
parcel.
We,
like
many
others
here
today
form
part
of
the
fabric
of
this
community
for
the
last
half

This
non-inclusionary
cloak
and
dagger
process
really
has
no
place

city
of
toronto.

august
2020,
I
was
permitted
to
reapply
for
conversion
for
mixed
use,
which
I
did
so
on
good
faith.
I
spent
a
lifetime
volunteering
in
charitable,
endeavors
and
causes.
Some
of
you
may
know
that
I
served
as
president
chairman
of
bill
of
charities
and
columbus
center,
as
well
as
the
chairman
of
the
italian
canadian
seniors
apartment
corporation,
which,
during
my
tenure,
was
instrumental
in
the
creation
of
the
non-profit,
affordable
housing
complexes
known
as
cobalto
terrace,
casa
del
zado
and
casa
de
bruzzo
to
those
to
this
day.

Those
buildings
stand
as
a
testament
of
the
community,
the
provision
of
dignified
shelter
to
our
members
and
beyond.
I
as
well
served
on
the
board
of
the
ontario
housing
corporation,
and
I
was
its
ex-official
member
of
the
then
metropolitan
toronto
housing
corporation.
I
currently
serve
on
the
board
of
canada
lands
company
limited,
which
oversees
downy
park
downsview
park
in
this
very
community.

These
experiences
provide
me
insight
into
the
real
and
genuine
need
of
affordable
housing
for
our
city.
Accepting
that
the
current
building
and
built
form
of
mona
casino
is
near
the
end
of
its
useful
life
expectancy.
I
wanted
to
leave
a
legacy
of
continued
service
to
the
community
as
such.
Through
the
conversion
policy,
I
am
proposing
a
100
percent,
affordable
rental
housing
project
in
this
community
that
will
give
dignity
and
respect
to
those
who
are
in
need.
In
total,
I'm
proposing
712
affordable
one
two
and
three
bedroom
units
along
with
144
suites
within
a
hotel.

The
hotel
component
will
remain
and
become
larger,
but
with
a
specific
focus
on
newcomers
to
canada,
we
are
proposing
the
first
ever
purposefully
built
newcomer
hotel
in
the
city
of
toronto,
I'll
be
partnering
with

united
way
on
this
initiative,
and
I've
already
commenced
a
meaningful
dialogue.
The
united
way
service
provider
will
be
recognized
pursuing
the
regulations
of
the
federal
resettlement
assistance
program
and
will
be
charged
with
the
duty
to
resettle
the
newcomers
into
the
community.

goal
is
to
turn
over
each
hotel
suite
six
to
eight
times
per
year,
resulting
in
the
settlements
from
900
to
1200
families
per
year.
I
approach
the
redevelopment
of
my
casino
without
profit
motive.
The
land
will
remain
free

clear
and
contributed
as
equity
in
the
project
I'll
take
advantage
of
the
current
city
housing
initiatives,
as
well
as
the
senior
scene,
loading
guarantees
for
interest
rates
already
at
generational
lows

affordable
housing,
and
I
will
build
the
unit
sizes
that
will
have
an
impact
on
the
social
need.

critical
part

city's
pivot
to
housing,
away
from
shelters

emergency
housing
and
the
rapid
housing
initiative
phase.
One
was
very
important
to
us
to
receive
the
kind

government
investment
necessary
to
really
start
to
deliver
on
our
supportive
housing
goals.

funding
will
continue
to
be
delivered
through
cmhc,
the
canada
mortgage
and
housing
corporation
primarily
focused
on
new,
affordable
housing
for
people
who
are
vulnerable
and
marginalized,
including
people
experiencing
homelessness
similar

first
phase
of
rapid
housing
initiative.
There
are
two
streams:
one
is
the
city
stream
and
the
other

the
project
stream.
The
city
stream
is
provides
guaranteed
funding
allocations,
direct
municipalities
like
ours
to
ensure
that
investments
are
directed
to
local
areas
where
chronic
homelessness
is
most
prevalent
and
on
the
project
stream.

is
where
provinces,
territories,
municipalities,
indigenous
governing
bodies
or
other
non-profits
and
co-op
organizations
can
compete
nationally
for
funding
because
of
the
success
of
rapid
housing
initiative.

there's

additional
500
million
dollars
allocated
towards
the
project
stream
in
reflection
of
the
number
of
projects
that
exist
in
the
country.

The
sites
were
across
many
areas
of

city

wards,

was
a
combination
of
both
city,
non-profit
and
indigenous,
led
projects,
we're
expecting
to
hear
back
from
cmhc

agreements
in
early
december,
like
the
first
phase,
projects
must
be
completed
within
one
year
in
terms
of
priority
projects.
They
really
remain
the
same
as
before,
making
progress
for
women-led

We
have
a

target

indigenous
black
and
other
racialized
households,
as
well
as
seeing
progress
on
2s
lgbtq
plus.

this
report
really
gives
us
the
ability,
once
we
receive
hear
back
from
cmhc,
to
start
to
make
progress
on
delivering
on
rapid
housing
initiative
too
we're
asking
for
approval
or
pre-approval
of
open
door
incentives

1000
units
that
we
submitted.
We
may
not
receive
funding
for
all
1000,
but
this
enables
us.
This
report
enables
us
to
move
forward
quickly.

in
terms
of
some
milestones,
I've
spoken
briefly
about
some
of
the
timelines
involved.
As
I
said,
we
submitted
our
projects
and
our
investment
plan
to
cmhc
by
the
end
of
august,
we're
here
today
with
our
report
to
planning
and
housing
committee.
In
late
october,
we
anticipate
hearing
back
from
cmhc
on
which
projects
are
eligible
and
we
want
to
move
forward
on,
and
we
will
then
begin
our
engagement
and
communication
plans
for
those
projects
that
we've
received
funding
for
in
terms
of
the
actual
work
to
acquire
renovate
and
do
modular
housing
development.

anticipate
being
able
to
move
forward
with
engagement
in
early
2022,
where
we
will
start
to
see
acquisitions
completed
and
renovations
underway,
as
well
as
potential
manufacturing
of
modules
for
modular
housing
and
also
looking
for
rfp
release
for
non-profit
operators
and
then
towards
the
end
of
2022.
This
is
when
we
would
see
our
non-profit
operators
come
on
board
and
also
see
the
completion
of
construction
and
renovation
work.

big
focus
for
the
city
staff
team
working
on
this
has
been
to
try
and
find
opportunities
for
supportive
housing
all
across
the
city
and
across
many
communities,
the
the
need
for
supportive
housing.
The
need
for
this
kind
of
housing
is
across
our
entire
city,
and
so
we've
tried
to
find
opportunities
for
development
for
acquisitions
in
all
wards
or
as
many
wards
as
possible
in
many
as
many
communities
as
possible.

This
map
shows
you
that
we're
really,
along
with
rhi,
there's
other
supportive
housing
and
we're
looking
to
spread
that
across
the
whole
city
in
terms
of
the
six
rapid
housing
initiative,
one
projects
we're
looking
to
develop
at
least
600
new,
affordable
and
supportive
homes.
So
we
remain
on
track
to
deliver
around
200
new
supportive
housing
opportunities
by
spring
2022
through
both
this
funding
stream
and
others
as
well.

then,
just
finally
just
a
reminder
about
our
initial
focus
and
how
and
why
we
were
able
to
use
rapid
housing
initiative
to
such
good
effect.
Back
at
the
towards
the
beginning
of
the
pandemic.
We
really
started
to
make
a
plan
of
what
how
we
wanted
to
accelerate
our
housing
to
plan
and
we
developed
a
24-month
housing
and
homelessness
recovery
response
plan
which
targeted,
3,
000
permanent,
affordable
housing
opportunities,
including
2
000
new
homes.

But
we
acknowledge
that,
alongside
the
significant
capital
investment
that
we've
seen
under
rapid
housing
initiative,
one
and
we
hope
to
secure
under
phase
two,
we
also
need
operating
dollars
from
the
provincial
government
to
support
all
of
those
units
becoming
supportive
housing
and
being
managed
effectively
in
our
communities.

lot

work
to
do

just
around

funding,

continued
due
diligence
associated
with
some
of
those
sites.

submission,

successful

funding
we've
requested

strong
submission
and
would
like
to
secure
as
much
funding
as
possible
and
until
we
hear
back
from

improved
improvement
in
the
performance
of
our
housing
stock.
Currently,
though,
the
rapid
housing
initiative
does
not
allow
us
to
use
that
source
of
money
to
buy
existing
residential
buildings,
which
are
in
a
good
state
of
repair.

has
some
significant
constraints
around
it
and
directs
the
funding
towards
other
types
of
purchases,
but
outside
of
rapid
housing
initiative.

certainly
agree
that
the
the
purchase
the
acquisition,
the
securing
of
existing
rental
buildings,
is
something
positive
and
we
would
like
to
pursue
as
part
of
our
broader
housing
to
plan.

effort

utilizing

maximizing
the
rapid
housing
initiative
funding.

there
are
many
many
good
projects.

fact,

of
the
projects
really
that
we've
submitted

high
standard.

if
we
once
we
don't
once
we
hear
back
from
cmhc
and
should
we
not
receive
the
100
grant
capital
funding
that
we're
requesting,
then
we
can
take
another
look
and
see
if
there's
other
ways
for
us
to
support
those
projects
and
continue
moving
forward.

is
the
kind
of
funding
stream
that
we've
all
collectively
been
asking
for
from
government
because
it
doesn't
require
any
debt
financing
on

part
of
the
partners.

our

port
of
call
is
to

much

secondary
strategy
to
see
if
we
can

of

projects

submitted

would
be
submitted

city
council
before
our
our
next
council
meeting.

that
that
was
really

can
see
where
you
folks
are
going
and
how
much
work
is
involved.

also
recognize
that
you're
working
with
some
very
prescribed
timelines
and
criteria
set
by
the
federal
government.
I
do
want

raise

point
that
I
have
raised
in
private
with
city
staff,
and
I
thought
I
would
just
bring
it
here
to
the
committee.
I
have
grave
concerns
about
the
purchase
of
hotels
and
motels
for
the
conversion
of
exclusive
use
to
residential.

are
under
the
lockdown
in
the
pandemic
and
at
some
point
in
time,
those
borders
and
all
the
businesses
will
reopen
and
we
will
not
be
able
to
be
competitive
in
the
in
the
big
meeting
and
convention
sector
if
we
don't
have
hotels
to
host
these
businesses
and
these
events,
and
so
it's
not
just
about
not
providing
affordable
housing.
We
want
to
do
that.
Berlin
has
shown
us
a
great
way
of
doing
that
and
that
is
by
purchasing
residential
apartment
buildings
for
supportive
housing
for
any
type
of
affordable
housing
and
they're.

do
not
want
us
to
be
negotiating
the
purchase
of
hotels
without
speaking
to
the
unions
or
the
workers
first,
because
we're
going
to
be
laying
off
tens
of
thousands
of
people
and
potentially,
if
all
we
do
is
buy
up

city's
hotels,
and
I
want
to
be
really
clear
that
this
is
not
about
not
supportive,
affordable
housing
supporting
affordable
housing,
which
I
think
we
all
do
at
this
committee.
This
committee
has
approved
more
affordable
housing
than
any
other
committee.
I
can
remember
in
the
history
of
our
city
as
a
local
counselor.

The
other
thing
is
that
we
spent
a
lot
of
time
lots
of
time
regulating
airbnb.
They
have
had
a
very
difficult
and
devastating
impact
on
our
housing
stock.
It
has
also
been
extremely
challenging
in
in
pulling
in
that
beast,
but
we
finally
did
it.
You
have
to
be
licensed,
you
have
to
be
regulated
and
I
think
that
we're
going
to
be
creating
unintentionally,
perhaps
some
incentives
for
the
airbnb
platform.

we
lose
our
hotel
supply
in
2016,
I
moved
a
motion
specifically
asking
city
planning
staff
to
think
about
how
do
we
create
a
replacement
policy
for
the
diminishing
supply
of
hotel
rooms
and
that
that
report
was
supposed

never
did,
but
part
of
those
recommendations
included
consultations
with
hotels
representing
hotel
workers.

out
on
the
table
that
if
the
intention
is
to

really
drive
supportive
housing
by

away

to
have
a

be

unintended

thinking

done

rapid

when
the
pandemic
hit,
we
brought
together
a
table
of
stakeholders
and
with
staff
we
really
put
together
a
report
that
was
which
main
goal
was
to
accelerate
housing
and,
in
particular
supportive
housing,
and
we
went
straight
to
the
federal
and
provincial
governments
to
start
advocating
for
exactly
what
it
is
today,
the
rapid
housing
program.
This
was
advocacy
that
was
done
not
only
by
our
city
but
eventually
by
fcm
and
cities
across
the
country.
A
To
have
this
kind
of
response
towards
the
pandemic,
not
only
respond
with
shelter
spaces
but
come
out
of
it
with
much
larger
number
of
supportive
housing
units
and
they've
responded
and
our
staff
responded
and
the
sector
responded.
It
was
an
overwhelming
response
for
the
phase
one
to
the
fact
that
they've
recognized
that
and
launched
phase
two.
So
thank
you
to
everybody
that
that
really
has
been
involved.

know
that
as
staff
explained,
this
program
is
not
we're
not
allowed
to
use
to
buy
existing
residential
stock,
so
that
reduces
the
kinds
of
properties
that
we
are
allowed
to
purchase.
We
haven't
been
able
to
do
rooming
houses.
It
has
been
something
that
we've
asked
the
federal
government
to
consider
changing
some
of
that,
because
we
think
it
would
be
a
good
change,
but
it's
not,
and
so
right
now
we
are
doing
a
lot
of
modular
and
we
are
doing
acquisitions.

other
thing
that

wanted
to
mention
is,
and
I'm
going

the
example
of
some
of
the
hotels
that
that
we've
bought,
so
we
have
bought

spadina.
That
was
a
hotel
and
then
it
was
used
as

shelter

now
we're
acquiring
for
supportive
housing.
So
when
we
talk
about
you
know,
convention
spaces
and
the
hotel
space.
Yes,
these
are
all
good
things,
but
we're
not
taking
out
of
the
market,
really
hotels
that
are
used
by
you
know
people
that
come
to
the
conventions
in
toronto.

these
are
properties
that
are
are
important
to
look
at
understanding
like
I
said
that
there
is
that
sector
out
there
with
the
hotels
that
we're
doing
some
work
and

like
councillor
fletcher
said,

think
economic
development
has

around
this.
It
is
an
area
that
I
think
needs
further
discussion,
and
I
hope
that
our
colleagues
at
that
committee
will
look
into
that,

all

us

council

opportunity

deal
with

a

zoning
order
this
morning

the
site
at
150
dunav,
which
will
be
creating
51
approximate
new
units

supportive
housing

councillor,
perks,
ward,
really,
good
pace
on
that.
Considering
that
the
first
meeting
was
june
4th
and
now
right
here,
we
are
in
middle
of
september
late
september
and
we're
already
making
requests
for
mzo.

That's
really
the
kind
of
pace
we
need
to
be
at
specific
to
the
site
that
we
are
talking
about
now
at
11
brock.
Our
volunteers,
from
housing
now
to
civic
tech
and
open
data
project
are
very
encouraged
to
see
the
city.
Finally,
moving
forward
on
development
of
new
and
supportive
housing
on
this
11
brockhalf
site
in
part
dale,
the
province
via
the
lcbo
declared
this
2.6
acre
site
surplus
back
in
july
of
2015.
So
it's
taken
over
six
years
to
get
the
decision
point
that
is
before
you
today.

However,
our
volunteers
are
deeply
troubled
by
the
title
of
the
item
that
is
before
you
today:
creating
40
new
supportive
homes
at
11,
brock
have
and
the
incredibly
small
three
story
with
a
step
back
a
fourth
story,
with
a
step
back
at
the
third
floor,
building
massing
that
staff
have
provided
in
the
attachments
on
this
item
that
clearly
does
not
maximize
housing.
We
would
respectfully
suggest
that
during
a
housing
crisis,
the
city
of
toronto
cannot
afford
to
squander
0.25
acres
of
service
surplus
government
land
in
the
near
core
areas
of
toronto.

This
is
going
to
be
purpose-built,
affordable
in
support
of
housing
development,
but
it's
currently
only
targeted
to
achieve
40
units,
a
lower
unit
count
than
any
of
the
modular
housing
sites
that
you've
developed
so
far.
For
some
context,
this
11
brock
avenue
site
is
at
the
corner
of
brock
and
noble,
which
is
only
75
meters
from
the
24-hour
ttc
streetcar
lines
on
west
queen
west,
and
is
only
150
meters
away
from
a
five
and
a
half
story.

meter,
warehouse
building
that
is
now
condominium
apartments
at
24,
noble
our
volunteers
would
encourage
council
to
remove
the
current
prescriptive
details
of
four-story
and
40
units
that
are
in
the
staff
report
and
instead
instruct

staff
to
maximize
the
site
for
housing
and
look
to
using
a
ministerial
zoning
order
to
achieve
higher
density
for
new,
affordable
and
supportive
housing
units
on
this
site.
We've
provided
some
attachments
and
visualizations
with
regards
to
the
zoning
and
the
nearby
buildings.

addition,
I
know
when
we
provided
similar
advice
to
this
for
the
parkdale
hub,
it
was
quite
contentious.
I
want
to
assure
council
we're
not
picking
on
individual
councillors,
we've
been
out
in
etobicoke
on
a
create
to
site
and
counselor
holidays
ward.
We
were
out
at
scarborough
council
last
friday
for
the
80
dale
site,
which
is
going
to
be
back
at
your
your
meeting
in
a
few
weeks.
You
know
that's
3.2,
acres
of
city-owned
land,
that's
only
going
to
generate
about
47,
affordable
housing
units.

We
are
consistent
across
the
city
in
trying
to
make
sure
that,
during
this
housing
crisis,
you
maximize
your
affordable
housing
opportunities
on
every
site.
We
would
encourage
you
similar
to,
as
you
did,
on
the
bellevue
avenue
site,
the
denison
site
of
the
dundas
and
austin
site
that
you
have
recently
surplus
green
tea
parking
lots.
You
are
less
prescriptive
about
what
gets
built
on
that
site.
You
provide
direction
to
staff
to
maximize
housing
and
we
let
the
math
and
the
available
programs
take
it
from
there
and
that's
it.

province
of
ontario
decided
to
declare
this
property
surplus
six
or
seven
years
ago,
and
since
then,
every
month

me.
It's
like
taking

trip
to
the
dentist
and
getting
my
teeth,
drilled,
trying
to
figure
out
how
to
get
this
property
advanced
at
the
beginning
of
the
process.

Only
after
that
were
we
able
to
begin
the
conversation,
then

province
of
ontario
threw
up
every
obstacle
that
they
could
conceive
of
trying
to
put
new
term
terms
on
the
they
offered
a
purchase
that
were,
unlike
anything
we

seen
before.
Then
they
suddenly
decided.
Maybe
it's
not
surplus;
maybe
we
need
it
for
a
cannabis
store
and
then
they
decided
not
to
do
that.

been
painful,
just
painful,

it
underscores
the
fact
that

province

ontario
has
little

no
interest
in
working
cooperatively
with
the
city

toronto
to
build
affordable
housing.

exhausting
to
get
this

enormous
support
from
the
community
and
members
of
the
toronto
public
service,
who
have
put
up
with
my
monthly
calls
for
six
years
now
to
advance
this
project,
so
I
want

really
congratulate

briefly

points

about
the
number
of
units
in
the
size
of
this
building.

conversation

we
have
to
intensify
use

neighborhood

missing

smaller
buildings

mid-rise

their
efforts

to
get
replace

properties

the

heritage
planning.
There
have
been
legislative
changes
and
we
have
put
those
legislative
changes
through
council
last
year,
they've
come
into
force
and
we're
now
adjusting
the
way
that
we're
administering
designations
in
order
to
respond
to
the
time
demands
that
have
been
put
in
place
by
the
legislation.

Bit
of
a
reminder,
since
it's
a
couple
of
years
ago
now,
bill
108
was
brought
forward
the
more
homes,
more
choice,
act
by
the
provincial
government,
and
there
were
a
number
of
amendments
made
to
pieces
of
legislation
and
schedule.

of
the
act
included
amendments
to
the
oha,
the
bill.
108
amendments
took
a
while
to
come
into
force,
which
is
why
you're
just
seeing
the
changes.
Now
they
came
into
force
july,
1st
2021,
while
we
were
in
break
which
included
a
shift
in
part
four
designations
related
to
certain
planning
applications.

And
a
couple
other
highlights
related
to
designation
is
there's
now
a
new
two-part
objection
and
appeal
process,
and
this
is
relevant
because
you
will
begin
to
see
addresses
twice
on
the
agenda,
perhaps
one
or
two
cycles
apart
the
first
one.
You
will
see
the
recommendations
relating
to
council
designation,
there's
an
objection
period.

An
owner
can
object
to
the
notice
and
that
objection
has
to
be
reported
back
to
the
planning
and
housing
committee
for
staff
reviews
the
objection
and
then
we'll
write
a
report
indicating
whether
or
not
we
would
recommend
council
continue
with
the
designation
or
perhaps
we
might
modify
the
statement
of
significance
based
on
new
information,
received
their
number
of
possibilities,
but
you're
not
seeing
things.
If
you
see
the
see
things
twice,
only
if
someone
objects
and
then
at
the
end
of
the
process.

So
finally,
and
sort
of
the
the
bow
on
on
this,
for
you
today
is
that
the
standalone
part
four
designation
reports
are
now
being
routed
through
planning
and
housing
committee.
We
did
make
this
recommendation
to
this
committee,
along
with
a
number
of
changes
to
the
municipal
code.
So
council
has
approved
this
routing.
This
is
just
the
first
meeting.
We've
had
an
opportunity
to
put
it
in
place.

This
will
streamline
and
consolidate
a
single
committee
path
to
counsel-
and
this
is
really
helpful,
particularly
with
these
virtual
meetings,
where
all
the
community
councils
are
on
different
days
and
timing
is
really
really
critical
and
it
also
confirms
the
city-wide
significance
of
designated
heritage
properties.
Heritage
designations
are
are
approved
by
council,
recommended
by
council,
and
so
properties
are
considered
to
not
just
be.
They
may
have
special
importance
to
individual
districts
and
wards
and
streets
and
neighborhoods,
but
they
are
also
important
to
the
entire
city.

So
as
a
city-wide
function,
planning
and
housing
is
the
place
to
be
so.
You'll
see
the
objection
reports
and
just
a
minor
note
in
case
this
happens.
We
did
through
that
municipal
code
change
also
get
a
special
authority
for
the
chief
planner
to
report
directly
to
council
when
there
are
urgent
heritage
act.
Matters
because
timing
is
is
such
an
issue
for
us.

We
will
always
endeavor
to
come
through
this
committee,
but
if
we're
running
out
of
time,
we
will
need
to
go
directly
to
council,
but
we
will
still
be
required
to
go
to
the
toronto
preservation
board.
So
there
will
be
a
public
moment
for
the
reports
to
be
heard
and
we
also
have
the
ability
to
agree
to
time
extensions.

The
whole
task
needs
to
be
completed
with
a
couple
with
one
extra
task,
which
is
the
clerk
has
to
serve
notice
of
the
intention,
also
within
the
90
days,
but
the
90
days
doesn't
start
when
the
application
comes
in
the
door.
It
starts
when
the
clerk
advises
an
applicant
that
their
planning
application
is
complete,
so
we're
paying
a
lot
of
attention
to
that
period
of
time
between
the
submission
in
an
application
and
the
complete
application,
because
that's
when
things
get
moving.

just
this
question
has
to
do
with
election
years,
because
in
election
year
we
know
that,
starting
at
whatever
date,
that
is
in
august
all
the
way
through
till
the
end
of
election.
There
are
no
standing
committees
until
january,
so
there's
far
more
than
90
days
in
there,
and
I
wonder
if
greg,
if
you
can
tell
us
what
you're
thinking
is
there
to
handle
that
that
vacuum
period.

the

that's
an
excellent
question
and
I
would
assume
that
well,
I
won't
assume
anything
but
because
it's
the
first
time
for
this,
maybe
mr
haley
can
comment.
But
I
know
that
we,
we
council
delegates
authority
for
committee
of
justin
mattis,
for
example,
for
appeals
during
council
breaks
and
hiatus,
and
things
like
that.
I'm
wondering
if
mr
haley
can
comment
on
whether
or
not
we
have
that
option
in
this
situation.

legislation
did
not
build
in
any
delegations
for
this
purpose.
City
of
toronto,
in
commenting
on
the
regulations
did
raise
this
point,
but
it
there
are
also
other
timing
implications
to
other
aspects
of
the
act
to
do
with
bylaws
they've
now
put
a
period
of
time
when
bylaws
have
to
be
brought
forward.

may
well
take
us
outside
of
certainly
council
breaks,
so
it
is.

are
discussions
happening
currently
with
city,
clerks
and
city
legal,
with
consideration
of
actually
calling
special
meetings
to
deal
with
this,

easiest

members

council
on
the
toronto
preservation

designated
many
years
ago
that
there

needs
to
be
technical
amendments

that's
that's
legal.

our
recommendations
have
to
be
based
on
what
exists
and
if,
if
the
size
of
the
lot
and
the
location
of
of
various
elements
are
not
spelled
out
in
a
designation,
then
it
is
very
difficult
to
defend
that.
But
I'm
certainly
I
understand
and
I'm
receiving
messages
from
staff.
But
there
have
been
conversations
very
happy
to
take
this
offline
with
you.
If
you
have
further

the

so
yes,
we
have
submitted.
We
won't
hear
about
confirmation
of
which
sites
have
received
funding
until
the
end
of
october,
and
then
it
will
take
us
until
likely
the
beginning

december
to
complete

associated

in
the
meantime
we
will
be
continuing
to
do
due
diligence
in
relation
to
the
site.

unlikely,

council
is
articulate
that
we
would
close
on
properties
prior
to
prior
to
the

of
november
early
december.
Unless
we're
able
to
expedite
the
agreements
with
cmhc
and
then
the
only
exception
would
be

non-profits
are

they
already
own
buildings,
that
they
are
looking
to
renovate
as
part
of
the
rapid
housing
initiative,
then
there
would
obviously
be
no
acquisition
or
closure,
and
the
projects
would
move
ahead.

nobody
went

to
talk

with

rapid
diminished

supply,

that's
the
only
reason
why
I

it

matrix

it
is
that's
wonderful,
but

it
should
take
place
before
any
final
decisions
are
made.

don't
tell

that

consult
with
them

decision
is
