say
a
few
words
because
it
is
our
last
meeting.
It's
been
31
meetings
and
I
just
want
to
acknowledge
the
amazing
work
of
our
of
our
team,
our
pubic
team
and
I
like
the
accomplishments,
and
there
are
many
accomplishments.

So
the
largest
change
came
from
Toronto
water,
with
an
increase
of
1.7
billion,
big
surprise,
Lou
you're,
a
big
spender
and
transportations
ten-year
capital
budget
increase
by
1.3
billion
over
that
period
as
well.
So
very
impressive
and
I
just
want
to
highlight
some
of
the
there's
so
much
so
I
can't
do
it
all.
But
some
of
the
accomplishments
of
this
term
include
the
of
course,
Toronto's
vision,
zero
road
safety
plan,
that's
been
accelerated
several
times
through
P
WIC,
and
it's
now
at
a
total
investment
of
a
hundred
million
dollars
as
of
just
recently.
A
So
that's
one
of
our
biggest
accomplishments
cities,
congestion
management
plan,
which
is
on
our
agenda
today,
a
15-5
million
dollar
plan
and
lots
of
new
initiatives
around
that
which
you'll
hear
about
more
later.
Of
course,
our
ten-year
cycling
Network
plan
and
the
plan
laid
out
525
centerline
kilometres
of
new
infrastructure
focused
on
connecting
the
gaps
which
we're
all
passionate
about
growing
the
cycling
network
and
renewing
the
existing
routes
to
improve
their
quality.
A
So
again,
great
work
done
by
staff
and
very
important
to
acknowledge
that
I
think
out
of
the
31
meetings
and
I'm,
probably
not
going
to
get
this
right,
but
I
think
out
of
the
31
meetings.
We've
had
almost
30
cycling
reports.
I'm
gonna
confirm
that
later,
but
it's
been
very
I
think
it's
been
more.
We've
had
more
reports
and
meetings
on
cycling
and
pedestrians,
a
very
similar
number,
so
pedestrian
safety.
So
again,
and
so
many
reports
have
been
churned
out-
it's
just
unbelievable.
A
The
expansion
of
the
Dufferin
organics
facility
to
55,000
tons
per
year
and
the
initiation
of
the
development
of
a
third
organics
facility.
This
successful
but
unnerving
roll
out
of
the
green
bin
and
we
did
beat
the
raccoons
I
believe
accepted,
maybe
two
or
three
instances,
but
some
pretty
wily
raccoons
out
there,
but
we
did.
A
We
were
nervous
about
that
as
a
as
a
committee
and
council
was
nervous
about
these
bigger
green
bins,
but
it's
been
very
successful
in
the
end
initiation
of
the
development
of
the
one
of
the
first
food
waste
to
renewable
natural
gas
facilities
in
North,
America,
huge
for
Toronto
and,
of
course,
another
favorite
topic.
The
gardener
approved
in
December
of
2016,
representing
a
commitment
of
2.4
billion
dollars
over
the
next
10
years
and
you'll
see
some
more
action
on
that
later.
A
This
fall
the
extended
construction
work
hours
again,
a
new
initiative
under
the
P
wick
wing
and
25
of
54
major
road
projects
in
2018
are
using
extended
hours
again
getting
things
done
faster
and
more
efficiently
and
less
impact
on
on
congestion
and,
of
course,
the
Coxwell
bypass
tunnel.
Certainly
one
of
my
favorites
and
certainly
I
know
one
of
staff's.

The
water
meter
program,
the
lead
in
drinking
water
mitigation
strategy,
the
wet
weather
flow
master
plan.
It
goes
on
and
on
even
just
the
improvements
just
recently
a
council
to
the
utility
cut
process.
All
of
that
is
making
Toronto
a
much
greater
place
and
I
just
really
want
to,
on
behalf
of
the
committee,
think
our
four
general
managers,
Barbara
gray
from
transportation,
our
newest,
recruit
I'm
sure
she
doesn't
feel
new
anymore
she's,
been
put
through
the
paces.

Michael
d'andrea
from
engineering
and
construction
services
and
Michael
is
responsible
for
a
lot
of
that
amazing
work
on
the
dawn.
River
I
know
it's
his
lifelong
dream
to
see
that
to
come
to
fruition,
but
along
with
Lou's
work
as
well,
Jim
McKay,
again
fairly
new
to
the
fold
but
really
has
stepped
up
very
quickly,
even
though
I
think
he's
only
25
years
old
from
solid
waste
management
services,
so
happy
to
have
Jim
on
board
and
then,
of
course,
both
lou
and
frank
from
toronto.

loo,
acting
currently
in
the
deputy
city
manager
job,
but
for
the
majority
of
this
term,
lou
was
at
the
helm
of
toronto,
water
and
I
still
think
participates
and
some
of
their
activity,
but
also
Frank.
Thanks
to
you
for
stepping
up
and
taking
the
role
while
Lou
has
been
very
busy
overseeing
many
divisions.
So
on
behalf
of
Public
Works
and
Infrastructure
Committee,
all
the
members,
we
want
to
thank
our
four
general
managers
who
are
stellar
and
all
their
stuff.

I
found
the
numbers
that
I
was
looking
for,

it
was

committee

meetings.

if
people

saying
otherwise
they're
wrong,
I
think
that's
an
impressive
accomplishment
and
I
think
it's
also
unprecedented.
So
I
just
wanted
to
share
that
with
you
and
now
councillor
mammal
lady
go
ahead.

for
the
most
part,
I
agree
with

Our
staff
are
wonderful
and
while
I
know
that
there
are
many
times
where
we
don't
disagree,
they
are
of
the
utmost
professional
and
I'd
want
to
thank

listen,
maybe
not
enough
to
the
ward

councillor,
but
they
do
listen
and

I
do
appreciate
their
work

much

different
role
sitting

last
four
years

the
last

and
it's

little
different

sense

over

last
little

try

side

each
of
each
equation,
and
it's
been
a
little
frustrating
for
me,

chair,
knowing
that
when
I
do
that
in
the
best
way

I
can
there
are
people
that
want
to
criticize
it.

disconnect,

opinion,
between
city
hall
and
neighborhoods
in
this
city
and

I
think
that
I've
been
very
vocal
about
bringing
that
out
again

think
that

part

job

is
to
bring
out
the
other
sides
of
each
equation,
so
everybody
can
listen
to
them.

listen
to

communities

little
better

decisions

This

a
call
to
revolution.
That's
a
rather
strong
statement.
Just
to
put
it
all
in
perspective.
We
absolutely
do
need
to
make
sure
that
we
clean
up
our
environment.
There's
a
lot
of
great
work
in
this
report.
Thank

We
have
to
make
sure
that
people
can't
just
make
their
chemicals
go
away
by
pouring
them
down
the
drain.

If
we
manage
to
storm
water,
if
that's
part
of
the
intent
of
it
I
think
we're
missing
the
D
paving
and
the
disconnection
of
parking
lots
for
instance,
and
yet,
if
you're
trying
to
clean
up
the
ecosystems,
I
would
suggest
that
we
really
have
to
go
beyond
merely
the
sewer
things
to
actually
work
on
the
the
more
mundane
on
non-point
sources
which,
according
to
the
state
of
the
Great
Lakes
1997
I,
was
looking
for
an
earlier
one
point
sources
here.
Action
is
well
and
a
non
well
underway
to
address
point
sources
of
pollution.

Now
is
the
time
to
focus
more
efforts
on
non-point
sources.
I
would
strongly
suggest
that
we
have
an
incredible
issue
with
a
void.
You
know
all
the
oil
that
you
see
spilled
from
the
taxis
from
the
cars
from
the
trucks
from
the
side
of
the
city
vehicle,
sometimes
I,
don't
think.
That's
clean
and
green
I
think
it's
a
horrendous
problem.
It's
ubiquitous
you
onto
the
roads.
After
ordering
the
rain,
you
can
see
them
all
wash
with
oil.
It
goes
down
to
the
drains
into
the
sewers
in
the
Great.
Lakes.

You've
got
a
huge
issue
here
that
I
think
is
not
being
addressed.
I
don't
know
who
should
address
it,
but
we
have
to
get
going
on
cleaning
up
the
the
autumn
ability
loading
onto
the
sewer
system,
which
also
includes
brake
dust
and
tired,
us
and
other
other
other
things.
So
please
work
on
on
this.
Oh
yeah,
windshield,
wiper
fluid
sometimes
has
Teflon
in
it
that
doesn't
disappear.
That
goes
down
the
drains
into
the
lake.

would
suggest,
with
this
item
once
again
that
we're
actually
missing
the
real
route
of
congestion,
which
is
that
the
cars
create
the
congestion.
We
can't
tweak
ourselves
out
of
the
laws
of
physics.
If
we
have
a
congestion
problem,
it's
and
I
think
that's
a
sign
of
economic
activity
as
well
that
we
can't
deny
that
congestion
is
sometimes
good,
but
really
it's
the
cars
that
are
creating
the
congestion.
So
the
real
solutions
for
congestion
are
better
transit.
Yes,
we
are
very
lucky
with
the
goal
system.

However,
we
have
really
not
been
doing
well
enough
to
actually
fix
things
properly,
with
providing
transit
into
the
core,
especially
the
east-west
transit,
to
supplant
the
Gardiner,
which
we
have
not
done.
Here's
something
from
merely
1900
2005.
That
I
was
suggesting
I,
didn't
bring
down
all
the
old
paper,
but
something
direct
I've
even
had
a
thought
of
doing
something
reversible
like
the
Jarvis
bike
lane
or
the
Jarvis
car
way.
So
you
have
a
one-way
transit
way
coming
in
there's
a
pinch
point
at
the
base
of
High
Park.
G
So
if
you
can
somehow
manage
to
bring
a
fast
transit
route
in
that
will
allow
us
and
that's
reversible
it
flows
in
in
the
morning
flows
back
in
the
in
the
afternoons.
That
I
think
would
go
a
long
way
to
reducing
the
congestion
that
we
have
in
the
center
of
the
city,
and
that
is
unfortunately,
really
really
not
happening.

It's
unfortunate
that
we're
building
Subway's
in
the
in
the
suburbs,
even
though
Scarborough
needs
transit,
the
suburban
Subway's
do
not
fix
the
congestion
problem
nearly
as
much
they
blight
the
system,
I
think
and
if
we
can't
actually
Steve
Monroe
was
saying
just
on
Metro
morning.
I
guess,
the
other
day
that
the
transit
is
full
Street
streetcars
are
full
buses
are
full.
Subway
is
full
even
councillor.
Robinson
apparently
tweeted
about
June
12th,
no
room
on
the
subway,
the
Yonge
subway.

So
if
we
can't
actually
make
sure
that
there's
increased
capacity
on
a
transit,
we
should
stop
building
the
congestion
is,
is
actually
actually
really
bad.
Sometimes,
almost
at
the
point
that
Kenny
emergency
vehicles
get
through-
and
you
know
the
young
overload
is
really
a
problem
at
the
TTC,
for
instance,
I
believe
council
has
said:
no
don't
do
anything
to
expand
the
the
young
line
further
north
and
yet
the
TTC
is
going
ahead
with
design
work
for
the
tunnel
and
for
the
stations
and
I
think
that's
at
odds
with
what
the
direction
of
council
has
been.

There
is
a
simple
solution
of
a
quick
bike
way
which
has
been
studied
and
planned,
or
at
least
studied.
It
was
the
best
in
1992
there
and
there's
that
little
gap
between
Sherbourne
and
Bloor
that
would
be
25,000.
Don't
have
to
do
bike
lanes
now,
I'd
like
to
see
a
little
motion
on
that
to
give
us
wide
curb
lanes
repaint
the
road
this
summer.

This
fall
give
us
a
little
bit
of
bike
safety,
because
that's
a
huge
gap
and
biking
on
Bloor
Danforth
actually
is
subway
relief,
and
it's
a
shame
that
when
we
have
such
overloaded
conditions
on
the
subway
that
you
cannot
grasp
that
bike
way,
relief
is
important,
I'm
also
seeing
some
in
terms
of
congestion.
There
was
a
tweet
yesterday
from
someone
photographing,
seeing
a
officer
halt
traffic
to
bring
out
cars
from
a
parking
lot.

As
mentioned,
my
name
is
Brody
Johnson
I'm
the
planning
and
advocacy
manager
for
the
financial
district
BIA
I'm
here
today
at
the
state
that
our
organization
supports
city's
efforts
to
manage
congestion
through
the
development
and
execution
of
the
congestion
management
plan
and
to
encourage
a
continued,
regular
and
robust
update
and
reporting
schedule
with
congestion
impacting
the
economy
up
to
11
billion
annually.
Our
organization
continues
to
prioritize
improving
access
and
mobility
into
and
through
the
city
in
a
growing
region.
H
Congestion
cannot
be
eliminated,
so
proactive
congestion
management
in
Toronto
is
critical
to
improving
the
efficiency
and
reliability
of
our
road
networks.
For
all
users.
Our
organization
has
been
actively
involved
with
congestion
and
traffic
management
since
our
inception
in
2013,
having
worked
with
city
staff
to
the
completion
of
the
2013
downtown
traffic
operations,
study
the
2014
completion
of
our
own
congestion
management
pilot
project
on
Wellington
Street
and,
most
recently,
the
curbside
management
strategy
approved
by
City
Council
in
late
2017.

Throughout
this
time
we
have
consistently
supported
staff
efforts,
while
reiterating
continued
investment
in
the
most
advanced
technology
and
staff.
Resources
are
needed
for
successful
congestion
management.
These
measures
and
proactive
approaches
are
important
for
ensuring
the
greatest
positive
impact
to
the
transportation
network.

We
are
pleased
to
see
that
many
of
the
36
projects
outlined
in
the
original
congestion
management
plan
have
been
completed
in
a
timely
fashion,
with
several
projects
receiving
additional
capital
funding
to
expand
their
positive
results,
while
others
receiving
funding
to
ensure
their
efficient
operation
in
the
2016
to
2020
plan
update
the
continued
and
further
use
of
advanced
innovative
technologies
such
as
monitoring
diverted
traffic
using
unattended
aerial
vehicles,
insulation
of
traffic
detection
devices
and
real-time
traffic
data
and
analysis
tools
inform
the
necessary
traffic
signal.
Timing
changes
to
alleviate
congestion
on
our
roads.

The
financial
district
BIA
recognizes
that
the
congestion
management
plan
is
a
critical
tool
in
curbing
congestion
in
Toronto.
We
strongly
encourage
the
continued
execution
against
the
approved
timeline
of
its
many
projects,
already
underway
and
and
continued
funding
for
those
projects
scheduled
to
begin
in
future
years.

Finally,
I
would
like
to
commend
Council
for
directing
semiannual
semi-annual
report
back
updates,
stressing
that
a
robust
and
regular
reporting
process
is
important
to
ensuring
continued
plan
and
implementation
and
success
and
a
thank
you
to
councillor
Robinson
and
merit
or
eating
this
item.

Well,
it's
you
know:
Canada's
and
Toronto's
largest
employment
hub
working
downtown,
and
we
know
that
congestion
is
not
just
strictly
restrict
related
to
downtown.
We
understand
that
from
our
2015
work
day,
population
survey
that
roughly
people
who
work
downtown
or
a
third,
a
third
a
third,
so
a
third
live
in
the
downtown
area.
Another
third
live
in
the
greater
four
one:
six
suburbs
and
then
a
third
come
from
the
905,
so
really
fighting
congestion
and
managing.
That
is
a
citywide
issue
that
that
impacts
and
improves
everybody's
lives.
You.

Know
I
don't
know
if
you're
aware
that
a
lot
of
councillors
I
know
this
is
my
experience
as
I
hear
about
congestion
and
gridlock
issues
every
day,
because
a
lot
of
I
represent
an
area
in
North,
Toronto,
mid
mid
to
North
Toronto
and
a
lot
of
people
are
travelling
to
your
area
to
work
and
throughout
the
city.
Also
they
have
services
that
they
have
that
are
trying
to
get
around
the
city
to
provide.
You
know
it
provides
employment
for
for

pilot

transportation

engineering

services

Jarvis
water
main
replacement.

have
deployed
trailers
on
sites
particularly
a
queen
and
at
Adelaide
that
provide
travel
time
information
and
will
provide
any
kind
of
traffic
incidents,
so
a
crash
or
breakdown
within
the
construction
zone.

regarding
those
incidents
to
the
public
as
they
travel
northbound
through
the
area
and
the
intent
there
is
to
provide
the
traveling
public
with
some
forewarning
of
the
travel
time
through
the
area
to
Gerrard
and
whether
or
not
there
is
some
kind
of
problem
ahead,
and
that
gives
them
the
ability
to
divert
either
at
Adelaide,
Richmond
or
Queen
before
entering
the
construction
zone.

understand

patterns

travel

we
can
have
the
most
effective

one
of

most
important
emerging
technologies
is
the
availability
of
commercial
traffic
data
flow
data.
We
use
a
number
of
different
technologies
to
to
measure
traffic
flow.
Traditionally,
we've
just
used
Lupin
that
provides
us
with
speeds
and
some
count
information.
I
But
now
we
have
a
lot
more
available
to
us
things
like
Bluetooth
technology
for
providing
flow
and
travel
time,
information,
commercial
traffic
sources
that
provide
travel
time
and
flow,
and
this
isn't
just
Google
Maps
data,
but
really
fine
level
of
detail
that
provides
us
with
not
volumes
but
very
specific
things
like
speed
and
travel
time
between
any
two
points
on
our
arterial
road
network.
That
kind
of
data
is
now
available
to
us
and
we
can
really
leverage
that
to
do
a
lot
of
work,
not
just
for
travel
information,
but
things
like
before
and
after
studies.
I
We
no
longer
need
to
run
out
and
do
a
lot
of
intensive
before
studies
when
we're
trying
to
assess
what
the
impacts
of
an
improvement
on
the
roadway
it
might
be,
because
we
can
look
back
through
the
commercial
data,
historical
data
and
and
be
able
to
compare
that
to
current
conditions.
So
it's
really
changing
quite
significantly.

way
we
do
our
work.

wrong

political

out

quickly
as
they
can
and
they've
succeeded.

the
politicians
that
are
to
blame
for
the
decisions

we've
made
around
congestion,

this

have
a
different

decided
to
throw
cycle

lanes
wherever
whenever
and
however,
very
quickly,
with
very
little
thought
to
it,
and
in
return
we're
getting
congestion,
we
have
decided
to
close
down
one
of
our
biggest
networks,
King
Street,
who
cares
that
we
have
destination
places
and
restaurants
and
for
for
people
all
over
the
world
to
come
and
enjoy
our
cuisine
on
King
Street,
we
decided
to
put
an
end
to
that
by
closing
down
the
road
really
quick,
really
fast.
Why?

Because
of
the
political
pressure
being
put
on
some
councillors,
the
councillors,
by
the
way
who
choose
that
they
don't
want
cars
in
the
City
of
Toronto,
and
so
when
you
get
the
bicycle
lanes,
when
you
get
road
closures,
you
get
people
upset
no
BIS,
I'm
glad
the
BIA
can
came
down
here,
it's
great,
but
at
the
end
of
the
day
the
bas
are
governed
by
our
bylaws.
That
say:
you're
not
allowed
to
speak
against
City,
Hall
and
and
their
ventures.

So
you're
not
gonna,
hear
any
BIA
come
here
and
say
how
how
crappy
our
particular
decisions
are
because
they're
not
allowed
to
that's
very
clear.
The
message
is
clear
to
them:
they're
not
allowed
to
be
speaking
negative
about
City
Toronto
policy.

but
if
you
were
to
ask
them
like

do
behind
the
scenes,
how
do
you
feel
about
these
particular
issues?
They

tell
you
something
completely
different.

the
decisions

are
crippling
their
businesses

talk
to
any
owner
along
King
Street
of
one
of
those
restaurants

find
out

the
real
numbers

management

wrong,

managing
anything

alluding

fact
that
we
could
possibly

can't

to
relieve

highways
on
top

point

any

major
city
in
Europe.

can
point
you
to
many
major
cities

third
world's
that
have
decided
to
do
this,
to
alleviate
congestion
by
building
highways
on
top
of
highways
and
while
I
don't
agree
on
toll
roads
on
existing
highways.
I've
always
said
that
if
you're
going
to
build
new
roads,
I
would
I
would
probably
be
the
first
one
to
come
to
it
to
say
a
toll.
Road
is
probably
needed
to
build
it.
Just
like
we
did
the
407.

So
we
need
to
not
only
talk
about
public
transportation,
as
many
people
want
to
to
relieve
congestion,
but
we
need
to
talk
about
new
roads
as
well
and
we're
not
doing
it
as
a
matter
of
fact
we're
refusing
to
do
it.
We're
refusing
to
bring
that
to
the
table
because
of
the
lobby
effort.
That's
going
on
we're
afraid
to
upset
the
cyclists
in
the
City
of
Toronto
and
I
I
for
one
am
not.

I
do
believe
that
we
introduce
noise
into
the
system
so
that
it
doesn't
work
as
efficiently
as
it
should
and
there's
a
lot
of
reasons.
Why
that's
a
concern-
and
you
know
the
obvious
ones-
are
you
know,
frustration
and
health?
And
you
know
just
personal
time
about
trying
to
get
around,
but
the
one
that
worries
me.

The
most
is
aggression
as
congestion
Rises
in
this
city,
I
think
it's
promoted,
aggressive
behavior
by
a
lot
of
people
and
drivers
for
sure
we
see
that
I
think
it
affects
cyclists
and
pedestrians
as
well,
and
what
happens
when
people
get
frustrated
and
congested?
Is
they
start
to
take
chances
and
break
rules
to
try
to
get
ahead?
And
that's
where
you
get
into
those
conflicts
and
sometimes
that's
fatal
and
the
other
dimension
I
would
like
to
just
mention
is
just
that
congestion
is
an
isolating
factor
in
the
city.
This
is
a
big
place.

The
four
one
six
is
a
really
big
place
and
I
think
people
live
in
different
footprints,
and
we
have
to
be
cognizant
to
that.
When
we
make
decisions.
Some
people
live
in
a
really
small
footprint.
They
maybe
stay
within
a
few
blocks
of
their
home.
They
work
close
to
home,
they
don't
venture
far
and
they
have
a
different
viewpoint
of
the
world.
Other
people
live
in
a
larger
footprint.
You
know.

Take
someone
like
me
who
lives
out
on
the
edge
of
the
city
near
the
Mississauga
border
in
one
day,
I'm
in
Etobicoke
I'm
in
downtown
the
same
day.
I
could
be
in
Mississauga,
and
you
know
up
to
Brampton
for
a
ball
game,
and
that's
because
the
the
footprint
that
I
live
in
is
is
really
large
and
there's
people
that
live
in
larger
footprints.
That
may
be
somebody
that
lives
in
the
countryside
that
could
be
in
North
Bay
one
day,
Barrie
the
next,
depending
on
where
their
work
takes
them
and
they
do
different
modes
of
transportation.

do
different
modes
of
transportation,
but
I
think
over
time
as
congestion,
especially
in
the
inner
core
city,
continues
to
evolve.
It
isolates
us
from
the
inner
city-
and
you
know
those
that
live
only
on
the
edges,
like
myself,
begin
to
feel
detached
with
the
inner
core,
we're
less
likely
to
come
here
to
come
to
a
restaurant,
to
come
down
for
a
ballgame
or
less
likely
to
come
here
to
shop.
I
mean
the
Internet.

You
know
even
councillor
Perutz
has
talked
about
the
signs
everywhere
and
how
that
creates
congestion
on
Main
streets
and
as
decision-makers,
we
should
think
about
that.
As
those
that
are
advocating
for
certain
positions
of
public
policy,
we
should
bring
that
into
balance,
and
you
know
I
think
we'll
have
a
better
city.
If
we
can
keep
that
in
mind.

space

developed
city

people
live

what

residential
neighborhoods
and
because
we
are
sensitive
to
the
electorate
and
we're
very
responsive
to
the
electorate.
What
we'll
do
is
we'll
put
up
one-way
signs
will
put
up,
do
not
enter.

do
put
up,
don't

come
into
this
neighbourhood
from
this
time
to
that
time,
so
we
we
create
a
maze
of
situations
for
people
where
we
basically
funnel
people.
Just
sound
is
simply
on
two
major
arterial
or
certain

routes.

prescribed
routes
and
everybody
then
gets
stuck
because
we've
gummed
it
up.

on
one
hand
we
say
we
want
to
make
our
roads
safe
for
pedestrians,
for
cyclists,
for
all
of
the
users
and,
on
the
other
hand,
we're
taking
the
people
that
actually
have
the
equipment
to
make
the
roads
unsafe,
ie
the
people
in
their
SUVs
and
cars.
You
know
these
two
thousand-pound
vehicles
that
are
very,
very
dangerous
for
everybody
and
you're
frustrating
a
haircut
of
them
you're,
making
their
commute
times
longer
and
longer
and
longer
you're
making.

know
that
there's
sort
of
their
mobility
very,
very
restricted
and
in
the
name
of
road
safety
we
did
something
very,
very,
very,
very
bad,
the
other
night,
in
my
view,
we
took,
for
example,
Avenue
Road
from
st.
Clair
down
to
DuPont
and
in
the
name
of
our
Road
Safety
School
plan,
we
basically
took
I,
don't
know
a
four-lane
highway,
one-way
in
four
lanes,
the
other
way
down
to
30
kilometres
an
hour.
All
downhill,
I
travel
that
road
quite
consistently.

Because
there
was
a
mood
at
council
that
we
were
going
to
make
it
safe.
Who
knows,
we
know
best
on
how
to
make
things
safe.
Don't
we
especially
when
we're
doing
it
at
11
o'clock
at
night,
you

sitting-

you

a
council
chamber,
that
you've
been
sitting
in
all
day,
long
really
really
really
frustrated
by
by
the
exercise
and
by
the
activity.
So
we
should
really
give
ourselves

straws

group
working

open,
meaningful
discussion
on
dramatically
reducing
and
eventually
banning
single-use
plastics
in
the
City
of
Toronto.
When
we
talk
about
single-use
plastics,
we're
talking
about
bags,
straws
takeout
containers,
those
little
convenience
items
that
you
use
for
10
minutes
and
stay
on
the
planet
for
hundreds
of
years.

Sure
you
saw
the
headlines
yesterday
about
Starbucks
commitment
to
eliminating
plastic
straws
worldwide
by
2020,
which
will
save
around
a
billion
straws
annually
and
W.
Canada
is
also
banning
all
plastic
straws.
These
are
corporate
examples,
but
cities
as
diverse
as
Montreal
Vancouver,
Seattle,
Malibu,
Nairobi
and
Mumbai
now
have
banned
single-use
plastics
or
have
plans
in
place
to
slowly
reduce
and
then
ban
them.

Know
that
an
overnight
solution
won't
work,
but
we
do
think
that
a
reasonable
plan
that
lays
out
several
years
of
education
and
transformation
can
bring
about
a
successful
ban
on
single-use
plastics
because,
as
Leila
just
said,
it
is
already
working
in

many
cities
worldwide.
For
instance,
in
Montreal,
a
bylaw
that
was
adopted
in
August
of
2016
only

these

difficult
for
us
to
avoid
using
these
convenience
items
because
they're
everywhere
often
a
straw
is
put
in
your
drink
or
a
bag
is
put
in
your
hand
without
asking
for
one
without
municipal
action
without
any
actual
legislation.

of
this
will
change.

facts
are
plastics,
have
innumerable
detrimental
impacts
on
our
society
and
the
environment
at
large,

million
pounds
of
plastics
under
the
Great
Lakes
every
year
and
fiscal
responsibility
demands
council,
take
action,
councillors,
McMahon
and
Layton
pointed
out
in
April
that
25
percent
of
materials
that
end
up
in
Toronto
blue
bins
are
not
actually
recyclable,
and
this
is
costing
the
city
of
4
million
dollars
annually
an
alternatives
do
exist.

just
need
more
education
on
these
options,
everything
from
lightweight
reusable
bags
to
stainless
steel,
paper
or
pasta
straws.

Toronto
to
focus
on
single-use

blacks,

empower
citizens
to
vote
for
candidates
in
the
upcoming
municipal
elections,
who
will
take

towards

Toronto
should
not
only
rely
on
corporations

all

nor
should
we
only
follow
them.

should
lead
and
join
other
major
Canadian
cities,
Vancouver.

takes

a
ban
on

foam
cups
and
involve
restrictions

plastic
shopping

City
Council's
unanimously
passed
this
policy

people
can
still
purchase
single-use
drawers
from
stores

at

these
are

by

to
the

something

adapt

should
be
paying
attention
to
with
this,

there
are
exceptions
that
could
be
made
and
there

work,

workarounds

think
it's
important
to
acknowledge

there
can
be
exceptions

level
of
change
would
still
be
massive
and
really
positive,

for
instance,

these
cities

banned
plastics

a
lot
of
cases.
Places
like
hospitals
clearly
are
you
know,
they're
still
using
plastic

bags,
there's
still
a
lot
of
plastics
being
used
in
cases
that
are
more
complicated.
So
we
think
that
common-sense
kinds
of
exceptions
do
have
a
place
and.

educate
the
public,
because

the
previous
plastic
bag
patent
ban.
Maybe
it
was
too
soon
for
people
and

public
support
has
come
a
long
way,
we're
finding
overwhelming
support
already
and

bands
still
sort
of

be
confirmed.

event
is
not
to

awareness

or

thinking

what
they've
done
is
they've
created
a
lid,
it's
sort
of
like
a
consid
cup

to

it,

the
plastic
lid
is
made
of
a
compostable
plastic
they're,
also
investing
10
million
dollars
into
research
to
come
up
with
compostable
cups
as
well.

actually
started
a
petition
last
year
against
a
large
grocery
chain
that
was
just
seemed
to
be
on
another
in
another
time
zone
like
they
were
putting
everything
in
styrofoam
and
they
have
all
their
vegetables
on
styrofoam
trays,
wrapped
in
plastic
on
it
like
it
was
just
offensive.
The
level
of
waste
and
consumption
that
they
had
on
display.
So
I
started
a
petition
and
found
it
went
viral
and
got
overwhelming
support
from
the
community
and
I
think
that
it's
got
to
be
a
conversation
with
each
business
owner,
but
the
same
time
it
would.

try
and
focus
on
those
small
actions.

know
a
few
years
back,
I
rode
my
bike
across
Alberta
and
Saskatchewan,
doing
environmental
theater
advocating
for
small
change
and
the
idea
being
that
you
in

same
way
you
vote

your
wallet,
you
vote.
You
know
in
a
sense
for
the
initiatives
and
for
the
types
of
plastics
and
pieces
or
papers
that
you
want
to
be
using
and
wasting.
You
can
do
small
things
in
your
daily
lives,
so
I
think
for
us.

really
tried
to
kind
of
lead
by
example
and
just
get
better
ourselves,
because
I
mean
we're
all
busy
we're
all
people.
We
have
kids.
We
have
professional
lives
as
well
outside
of
this
campaign,
and
the
idea
is
sometimes
you
do
forget
your
bag.
You
do
forget
your
reusable
stuff
at
home.
You've
left
in
a
rush.

I'm
the
waste
campaigner
for
the
toronto
environmental
alliance.
Tea
has
been
working
with
residents,
workers,
businesses
and
city
hall
to
build
a
greener
city
for
over
30
years,
we've
heard
from
our
supporters
and
many
more
toronto
residents
and
businesses
that
they're
concerned
about
waste
about
plastic
pollution,
and
they
want
to
see
our
city
move
towards
zero
waste
and
a
healthy
circular
economy.
Products
and
packaging,
especially
plastics,
caused
significant
environmental
harm,
and
this
is
increasing,
as
there
are
more
single-use
products
and
more
complicated
packaging
than
ever.

Packaging
still
causes
problems
when
people
put
it
in
the
recycling
bin.
As
you
can
see
here,
people
are
trying
to
put
it
in
the
right
place.
Recycling
costs
for
plastics
are
going
up
and
the
city
is
seeing
increased
contamination
when
unrecyclable
materials
are
mistakenly
put
in
the
blue
bin.
A
city
staff
reported
in
April
that
this
could
cost
an
extra
nine
million
dollars
in
2018
alone
some
contamination
as
a
result
of
confusing
labeling
products
that
appear
recyclable
or
have
a
recycling
symbol
on
them,
but
are
not
recyclable
in
Toronto.

This
is
things
like
black
plastics,
small
plastics.
Like
straws
or
coffee
pods.
He
created
a
letter-writing
campaign
so
that
Toronto
residents
could
ask
Council
to
take
action
on
single-use
plastics.
We
collected
more
than
1,400
letters
online
and
at
events
these
were
sent
directly
to
councillors
and
to
this
committee.
But
this
isn't
the
first
time
Torontonians
have
said
this,
as
this
staff
report
points
out
public
consultation
events
over
two
years
on
the
long
term.
Waste
strategy
also
showed
that
the
public
strongly
supports
action
to
address
problem
waste,
including
using
bylaws
or
other
mandatory
measures.

Unfortunately,
while
some
businesses
are
taking
action,
many
aren't
most
aren't.
Regulations
to
ban
restrict
or
put
a
fee
on
materials
are
tools
that
ensure
that
all
businesses
do
their
part
leveling
the
playing
field
so
that
all
businesses
take
responsibility
for
the
materials
they
promote
and
distribute.
That's
why
governments
around
the
world
are
taking
action
in
addition
to
the
jurisdictions
that
the
previous
debutantes
mentioned,
the
European,
the
European
Union
just
released
a
directive
to
ban
and
restrict
many
single-use
plastics
in
all
EU
countries.

Another
essential
part
of
reducing
problem
materials
and
contamination
is
addressing
false
or
misleading,
labeling
and
advertising.
Currently,
companies
claim
their
product
is
recyclable
or
compostable,
even
when
their
product
isn't
actually
accepted
in
Toronto's,
blue
or
green
bins,
for
example
with
compostable
plastic
cups
and
with
some
recyclable
coffee
pods.
They
just
contaminate
Toronto's
system
costing
us
money.
These
recycling
claims
are
aggressively
promoted
and
ad
campaigns
or
with
big
symbols
on
the
package.

We
think
it's
an
issue
of
fairness
that
the
city
also
look
at
penalties
for
producers
that
continue
to
contribute
to
blue
bin
containment
and
confusion.
In
summary,
we
have
some
recommendations
for
this
committee.
The
timeline
for
this
project
needs
to
be
accelerated.
We
believe
that
the
city
staff
could
research
and
consult
with
public
and
stakeholders
as
quickly
as
possible,
with
a
report
back
to
Council
in
early
2019.

needs
to
connect
with
businesses
go
beyond
letters
to
educate
them
about
the
impact
of
single-use
plastics,

stakeholder
consultation
to
test
messaging
and
to
identify
how
best
to
support
Toronto
businesses

think
the
city
needs
to
lead
by
example.
City
can
and
should
immediately
look
at
reducing
and
eliminating
single-use
products
where
possible,
and
finally,
we
think
the
city
needs
to
seriously
consider
pursuing
legal
action
and
fines
for
companies
that
continue
to
create
and
promote
products
that
are
shown
to
be
pollutants
and
contaminants.

question

those

till
it
cools

up

drinking
water

in
our

plastics

people

needs
to
do
is
looking
at
all
single-use
products,

replacing
single-use
plastics
with
single-use
compostable
plastic
smell
actually
solve
the
problem.

have
a
lot
of
the
similar
problems.

just
using
up
resources
for
something
that
takes
a
long
time
and
a
lot
of
energy
to
make
something
that
you

only

five

seconds.
So
we
should
avoid
using
paper
straws
as
well,
but
in
the
long
term
they're
much
better
than
plastic
straws.

it's
often
the
part
that
many
people
forget
about,
but
when
we
create
materials
paper
means
we
have
to
cut
down
trees.
Plastics
means
there
has
to
be
fossil
fuel
extraction,
more
gas
pipelines,
oil

what
we
want
is
to
reduce
the
amount
of
unnecessary
single-use
products
and
ensure
that
when
we
do
make
something
that
those
products
are
valuable,
durable,
they
last
a
long
time
and
when
we're
done
with
them
that
they
can
be
recycled
or
we
papa
repurpose
into
something
new,
so
that
paper
could
be
recycled,
so
plastics
could
be
recycled
and.

I've
talked
a
lot
about

this
term
too.
I've
talked
too
much
about
coffee,
pods
and
move
motions
on
that.
But
I
want
to
zero
in
on
textiles,
which
I
see
is
a
huge
problem.

think
you

concur
with
that.
I
know:
I
can't
throw
it
anything
so
I
have
a
garage
full
of
textiles
figuring
out,
trying
to
figure
out
where
to
to
take
them
next.
But
what
what's
your
associations
organizations
perspective
on
textiles
and
what
we
could
be
doing
more
effectively
as
a
city
yeah.

agree:
textile
waste
is
another
major
issue.
There's
been
a
lot
of
research
that
shows
that
textiles
create
you
know
the
amount
of
textile
waste
and
the
age
of
fast
fast
fashion
is
just
growing
and
we
don't
have
places
to
send
that
text
always,
unfortunately,
there
isn't
a
existing
robust
recycling
market
for
textiles
in
ontario
yet,
but
we
know
that
there
is
a
move
for
that.
As
more
and
more
people
are
saying,
we
can't
just
keep
giving
these
clothes
away
or
throwing
them
to
landfill.

have
to
find
a
way
to
actually
recycle
those
textile
fabrics.
So
I
think
what
Toronto
needs
to
do
is
create
a
textile
recycling
program.

move
ahead
with
signage,
at
stores,
encouraging
retailers

responsibility
for
what
they're
putting
on
the
market
and
to

sure

that

were

about
pollution
in

of

of

being
made
and
when

throw
it

and

don't
like
it-

want

to
stop,

makes
me
worried
and
scared

things

can
use
instead
of
plastic

not
pollute

much
but

least

most

recycle

want

to

heard
that
in
one
restaurant

neighborhood
they
were
using
black
plastic
for

take
out
and

one

customers
explained
that
black
plastic
couldn't

recycled

Toronto

them
to
switch
to
white,
they
did.

seems
like
the
right
thing
to
do
and
pretty
easy
too,
and
we
think
that
everyone
should
do
it,
which
is
why
we
would
like
you
to
make
that
rule.

we
try
to
do
our
part
to
stop
pollution,
then
maybe
the
planet
will
have
more
animals
in
plants,
so
there
won't
be
any
more
endangered
or
threatened
species.

been
intercepted
and
temporarily
removed
from
Toronto's
environment,
and
most
of
it
is
single-use
plastic.
The
other
pile
is
a
collection
of
single-use
plastic
bags
handed
out
willy-nilly
by
merchants.
In
the
city,
not
one
of
them
has
nefarious
intent
in
doing
so,
but
the
impact
on
our
environment
will
last
for
centuries,
a
friend
of
mine,
a
self-employed
gardener
makes
use
of
Toronto's
excellent
composting
program.
Q
She
reports
on
a
grater
contamination
of
shredded
plastic
in
that
beautiful
compost
that
she's
spreading
on
Toronto
Gardens.
The
wise
use
of
tax
revenues
is
also
a
justice
issue
because
collecting
it
affects
taxpayers
and
the
environment
on
which
we
depend
for
life.
Why
should
residents
be
forced
to
process
corporate
waste
generated
by
single-use
plastics
such
as
bags,
water,
balled
bottles
and
straws?
Q
Personally,
as
a
taxpayer
and
a
stop
plastics
volunteer,
when
I
learned
that
recycling
costs
have
gone
up
by
more
than
9
2.2
million
this
year
alone,
I
am
horrified
at
the
reduction
that
means
and
allocations
of
needed
tax
funded
initiatives
like
the
housing
short-film
mentioned
by
Mayor
Tory
implementation
of
transform,
tío
objectives,
roadworks,
etc.
A
large
part
of
waste
and
recycling
costs
are
due
to
the
sheer
volume
of
plastic
being
processed
and
revenue
is
being
diverted
to
deal
with
single-use
plastics
like
bags
and
water
bottles,
and
that's
not
forget'
plastic
straw
pollution.
Q
When
recyclable
options
exist
like
paper,
for
example,
the
situation
of
a
gull
on
the
south
side
of
Ward's
Island
with
its
head
trapped
in
one
of
those
awful
six-pack
holders,
you
can
see
that,
but
I
think
we
all
know
what
those
look
like
is
seared.
No
sorry
a
head
in
one
hole
and
a
wing
stuck
out
behind
in
another
hole
is
seared.
In
my
memory,
I
couldn't
catch
it.
It
jumped
off
the
rocks
into
the
water
and
surely
would
have
perished
in
a
short
time.

This
past
spring,
a
young
child
traumatized
by
a
similar
memory,
told
me
of
having
seen
another
girl
trapped
around
the
neck
by
a
plastic
six-pack
holder.
These
are
horrible
images
that
we
could
prevent
her
children
from
seeing
and
knowing
that
such
events
are
due
to
our
own
negligence
because
of
our
indiscriminate
production
of
waste
materials.

Like
the
plastic
I
just
mentioned,
our
council
not
only
has
the
challenge,
but
also
the
responsibility
to
reject
and
refuse
the
creation
of
more
of
the
same
I
applaud
those
councilors
who
understand
that
our
city
and,
by
extension,
our
province
country
and
planet,
cannot
continue
to
allow
the
unbridled
manufacture
and
use
of
even
more
of
this
toxic
deadly
and
harmful
material.
I
was
so
struck
recently
by
the
wisdom
of
a
young
immigrant
woman
who
said
that
a
plastic
bag
fee
should
go
up
across
the
board
on
all
such
bags
to
$1.00.
Q
Wouldn't
that
fee
have
an
immediate
effect
in
curbing
the
use
of
those
bags.
It's
time
for
Toronto
to
join
hundreds
of
enlightened
jurisdictions
in
Canada
and
around
the
world,
but,
incidentally,
we
risk
being
upstaged
by
Guelph.
We
need
to
bring
back
the
ban
on
single-use
plastic
bags
when
so
many
excellent
options
are
available.

past
weekend,
I
heard
from
residents
returning
from
England
Germany,
France
and
Spain,
that
no
more
plastic
bags
are
being
handed
out
anywhere,
all
are
being
made
from
a
form
of
paper,
a
material
that
is
totally
recyclable
and
renewable,
because
it's
a
sensible
and
life-saving
thing
to
do.
I
hope
that
the
Public
Works
infrastructure
committee
will
make
the
wise
recommendation
to
Council.
That
is
essential
for
the
health
and
welfare,
not
to
mention
the
pocketbooks
of
all
Toronto
residents
and
just
to
follow
up.

banners
which

are

of

kits

offering
for
sale

We
have
citizens
who
want
the
plastic
bag
banned
again
or
some
kind
of
charge.
They
want.
This
they're
urging
this
plastic
folks
is
forever.

Recycling
doesn't
work,
we
know
this.
We
know
recycling
is
costing
us
a
huge
amount
of
money
and
most
of
it
ends
up
in
the
landfill.
So
folks,
I
like
to
have
your
attention
just
think
a
moment
about
the
genesis
of
a
water
bottle,
how
much,
how
many
liters
of
water
it
takes
to
make
one
water
one
plastic
water
bottle
who
needs
to
collect
it.
It
then
needs
to
be
brought
to
a
site.
The
the
label
needs
to
be
removed,
so
we
have
more
chemicals.

it's
taken
to
get
cleaned
more
energy
is
used
for
the
cleaning
of
the
water
bottle.
Then
we've
discovered
that
plastic
by
its
very
nature,
is
a
volatile
substance.
That
means
that
it
cannot
be
recycled
usually

than
once
when
it
does
end
up
in
recycling.
We
know
it's
night,
maybe
thirteen
percent
of
plus
ends
up
in
recycling.
Now
we
have
a
very
fancy
term
right
now
and
I
commend
the
city
for
the
circular
economy.
But
if
we're
going
to
really
refuse,
we
have
to
refuse
plastic
we're
talking
about
really
short
term
stop
measures.

focus
really

the
users
of
their
recreational
trails
that
lie
in
the
City
of
Toronto,
and
what
we've
been
seeing
over

years
is
a
lot
of
garbage
and
and
trash
that
comes
from
the
communities
around
at
the
tops
of
the
ravines,
and
we
see
it
piling
into
the
ravines
and
has
chokes
all
these
little
rivers
that
connect
into
the
dawn
and
make
it
down
to
our
beaches.

we've
been
working
with
community
members
with
the
building
management
as
well.
We've
contacted
councillor
Burnside
and
we've
had
a
few
meetings
with
him
and
a
few
other
councillors,
but
we
did
a
cleanup
a
few
weeks
ago
and
we
just
wanted
to
come
and
share
some
of
the
results
from
that.
So
we
chose
two
areas
around.
These
are
where
we
saw
the
the
worst
areas.
This
is
near
a
thorn,
cliff,
Park
and
et
Seton
Park
and
across
behind
some
of
these
buildings.

garbage,
the
majority,

course,
was
plastics,
so
we're
just
here

support

With

77%

the
trash
that
we
pulled
out

small

so
it's
nothing
very
big
and
there's
way
more
in
there.

hills

behind
these
buildings,
and
the
majority
of
it
is
plastic,
so
we're
working
with

community
members,

I

before,
we're
trying
to
figure
out
how
it's
getting
into
the
ravine

that
this
initiative
to
stop
Plastics
at
the
sources
is

key

keeping
it
out

ravines

and
the

some

the
process
and
it's
sort

describing
the
report

we
have
to
remain
aligned

a
consultation

approach

terms

what
we
could
see
over
there

marketplace

media
attention

couple
months

about
Toronto,
not
accepting
black
plastics
within
a
few
days
of
that,
I
was
inundated
with
phone
calls
from
processors
who
say
that
they
will
be
able
to
recycle
black
plastics.

So
so
there's
a
good
example
as
to
why
we
don't
want
to
jump
quickly
into
something
like
this,
because
we
might
actually
banning
a
product
that
does
have
an
end
use
that
could
be
recycled
again,
so
we
need
to
do
our
homework
on
it.
We
need
to
understand,
in
some
cases
what
the
the
full
lifecycle
of
that
product
is.
You
know
we're
hearing
black
plastic
people.
Aren't
manufacturers
aren't
actually
dyeing
plaques
and
plastic
to
be
a
black
plastic.
The
black
plastic
in
many
cases,
is
a
plastic.

That's
already
been
recycled
several
times
before,
and
it's
only
option
left
is
to
then
turn
it
into
black
plastic
because
it
can't
be
dyed
into
another
color.
So
if
you
outright
banned
plastics,
maybe
the
issue
is,
if
there's
no
more,
if
you
can't
do
any
of
them
with
black
plastics,
instead
of
actually
turning
it
into
a
cup
one.
Last
time
it's
just
going
directly
to
landfill
now,
so
we
want
to.

we've
talked
about
this
a
lot
already.
This
is
putting
a
fine
point
on
exactly
what
it
is
that
we
want
to
do,
go
and
talk
to
the
market,
talk

stakeholders

back
with
specific
recommendations
so
that
there
is
an
end
point
on
this
discussion
with
respect
to
vans
and
the
new
council
in
hopefully
early
2019
be
able
to
make
a
decision
on
how
they
want
to
move
that
forward.

working

the
point

sale
with
textiles
and
making
sure
that
when
somebody
buys
that
pair
of
blue
jeans,
what
the
options
are
to
deal

of

of
its
life
for
the
person
who
bought
it.
It
may
not
be
the
end
of
life
for
that
blued
pair
of
blue
jeans,
but
make
sure
that
they're
aware
at
the
point
of
sale
what
those
options
are.

you

start
to
deal
a
lot
of
the
the
work
that
we
do
from
an
advertising
education
promotion
is
attack,
is,
is
tackling
it
from
a
resident
perspective.
The
the
approach
we'd
like
to
take
with
textiles
is
and
tackle
it
from
a
consumer
perspective,
start
targeting
the
materials
at
the
point
of
consumption
and
making
sure
that
people
are
aware
of
what
their
options
are
moving
forward
and
then,
in
the
background,
we'll
also
be
looking
at
what
are
the
various
recyclability
options
and
different
collection
programs.

topic

mine,
coffee,
pods
and
you've
got
a
section
here
on
misleading
advertising,
which
I
think
a
lot
frustrates
a
lot
of
consumers,
because
they're
mislead,
even
I,
always
bring
up

flushable
wipes
thing.
That's
not
your
area,
that's
Toronto
waters
issue,
but
this
is
very
frustrating
when
products
are
being
really
sold
under
the
premise
that
they
are
compostable
or
they
can
be
facilitated
through
the
city
system.
So
what
do
you
think's?
The
best
thing
we
can
do
to
address
misleading
advertising
in
the
corporate
world?
Well,.

It's
that
you
know
advertising
on.
If
you
take
a
coffee
pod,
for
example,
there's
specific
instructions
on
each
one
of
those
packages
on
what
you're
supposed
to
do
with
it
in
terms
of
recycling,
in
some
cases,
there's
no
disclaimer
on
there.
That
says
check
with
your
local
municipality
for
recyclability
and
and
the
the
you
know.
Everybody
talks
about
the
the
municipality
taking
responsibility
for
this,
but
in
in
a
case
like
this,
where
it's
on
the
package
itself,
it's
a
municipal
issue.

It's
a
provincial
issue
in
many
cases,
it's
a
federal
issue,
because
a
lot
of
these
packaging
decisions
are
made
by
multinational
corporations
and
they're
made
at
a
national
level
as
to
what
type
of
packaging
they're
going
to
be
putting
into
a
specific
country.
So
that's
where
we
again,
we
need
to
work
with
and
consult
with
those
larger
organizations.
The
smaller
in
a
smaller
restaurant,
for
example,
or
something
can
can
make
packaging
changes
much
more
quickly
than
say
a
larger
multinational
can
and.

Similar
to
the
the
single
use
type
plastics
will
go,
it
will
do.
The
consultation
will
understand
the
viability
of
those
markets,
in
particular
for
the
types
of
quantities
that
Toronto
would
produce
and
then
bring
forward.

outlet

what
cost
is
an
outright
ban

implications

doing

reduce
single-use
plastics,

report
back

vague.
What
we're
gonna
do
between
now
and

wouldn't
want
us

lose

the

the
coffee
pod
report
came
the
to
the
last
I
guess
it
was
a
couple
of
months
back
I
I
went
pretty
hard
at
some
in
the
industry
and
I
got
some
industry
folks
reaching
out
I
to
be
honest,
was
was
kind
of
impressed
over
the
direction
that
one
particular
company
is
taking
in
other
municipalities
and
I
just
wanted
to
draw
it
to
some
of
your
attention.
I
think
the
chair
may
find
this
interesting
as
well.

For
this
very
same
reason,
even
though
it
cooks
food
really
quickly
but
I
I
had
them
in
the
office
and
I
said
you
got
to
show
me
what
are
you
doing,
and
so
they
showed
me
this
plastic
one,
that
there
really
is
a
lot
of
work
to
recycle,
and
then
they
showed
me
theirs,
which
is
entirely
aluminum
with
the
organic
material
on
the
inside
can't
be
recycled
by
our
system.
Still,
they
are
clear
with
that.
But
they've
come
up
with
a
couple
of
different
measures
internationally,
that
they're
bringing
to
the
Canadian
marketplace.

is
with
a
with
a
red
bag.
I
I
just
found
this
fast
name,
I'm,
not
saying
I'm
gonna
start
buying
these
things,
but
I
did
find
it
very
interesting.
So
it's
a
red
double-sealed
bag
that
you
can
put
your
coffee
pods
in
and
then
you
toss
it
right
in
Canada,
Post,
again,
single-use
you're
still
using
a
lot
of
energy
to
create
that
pod.

But
if
we
don't
have
the
ability

works
in
our
system
or

sent
them

MuRF
the
sorting
facility
to
take
the
bag
out,
put
it
aside,
and
then
this
company
comes
and
picks
it
up
and
recycles
it
at
a
facility
in
in
Quebec.
They
are
building
one
of
these
recycling
facilities
in
Hamilton.
So
there
will
be
one
closed.
Reducing
the
carbon
footprint
I
guess
a
little
bit
I'm
still.
The
best
approach
would
be
make
a
full
pot
of
coffee
or
just
making
a
coffee
machine,
but
that
is
an
approach
that
they
have
worked
out
without
the
municipalities
and
other
large
municipalities.
These
aren't
small
ones.

Whether

not
the
technology
works
with
ARDS
I,
don't
know,
but
I'm
eager
to
find
out
if
it
can,
because
if
we
know
that
one
company
can
do
it,
there's
no
reason
why
we
couldn't
start
getting
other
companies
to
try
to
treat
it
the
same
way
through
a
regulatory
system
that
that
that
funnels
people
into
at
least
something
that
can
be
diverted
from
landfill.

look

commitment

happier
there's
no

first

down

River

mayor's

the

Lakes

them

happening,
it's
a
gift:
it

gift
to
swim
in
clean
water
and
we
are
slowly,
you

really
taking
that
opportunity

that
gift
away
from
ourselves
by
not
addressing
this

cannot
even
talk
about
plastics
or
I
will
lose
it.

textiles,
which
was
also
a
result
of
my
motion
again,
a
big
problem
that
we
need
to
address
I'm
glad
to
seeing
staff,

some
tactical
approaches
to
that
in
this
report
and

lastly,
false
advertising

gotta
stop
corporations
cannot
tell
us,
we
can
do
this
or
that
and
slap
it
all
over
their
labels
and
expect
that
the
city
can
facilitate
that.
So
I'm
very
happy
to
see
this
report
and
the
staff
have
taken
this
very
seriously
and
they've
got
a
really
concrete
plan.

Lastly,
I'll
just
do
a
little
punch
on
the
circular
economy.
Many
meetings,
this
term,
as
the
chair
of
this
committee
on
that
with
the
province,
went
up
and
spoke
to
them
multiple
times
and
they
dropped
the
ball
and
it
didn't
happen
last
term
and
I
highly.
It's
highly
unlikely
it'll
happen
this
term
now
or
this
next
with
new
administration.
So
a
huge
opportunity
lost
by
the
province
to
get
that
circular
economy
in
place
which,
although
not
perfect,
it
would
have
helped
really
rein
in
the
corporations
and
get
them
to
be
responsible
for
their
garbage.

they're
producing.
Where
is
all
the
garbage?
It's
outside
of
Tim
Hortons,
it's
outside
of
Starbucks,
it's
outside
I'm,
sorry
to
pick
on
those
two
because
Starbucks
just
banned
straws
yesterday,
which
is
a
great
movement
forward,
but
it's
outside
of
these
fast-food
joints.
I
could
name
a
million
of
them.

That's
where
all
the
garbage
is,
and
yet
we're
responsible
to
go,
get
clean
that
up
and
that's
wrong
and
the
province
had
a
chance
to
fix
that
and
they
drag
their
heels
and
they
they
really
did
us
in
as
a
municipality
the
biggest
in
Canada,
and
not
seeing
that
through
so
I
can't
say
how
disappointed
I
am
about
that.
It
can't
begin
to
describe,
but
at
the
same
time
as
the
city
we're
stepping
in
with
this
report,
we're
moving
forward.

every

it's

public
works
committee
meeting

the
year
or

this
council
term.
So

I've
spoken
to
this
committee
on
this
topic
before.
Basically,
green
bin
processing
is
a
really
important
part
of
Toronto's
long
term
waste
strategy
and
getting
the
city
to
zero
waste.
We
are
here
to
urge
the
city
to
act
more
quickly
and
to
focus
efforts
on
building
a
third
anaerobic
digester.
O
The
city
already
has
far
far
more
organics
and
it
can
process
and
this
problem
of
finding
where
to
process.
It
will
only
get
worse
in
the
coming
years.
Toronto
residents
hate
wasting.
They
love
their
green
bins.
In
fact,
Greenman
materials
collected
by
city
staff
or
collected
by
the
city
exceeded
projections
and
staff
reports.
O
Just
last
year,
city
staff
estimated
the
city
would
collect
about
a
hundred
and
forty
four
thousand
tons
of
organics,
as
it
did
in
the
previous
year,
but
instead
2017
saw
10%,
increase
and
2018
will
see
another
eight
percent
increase,
meaning
the
city
is
collecting
far
more
than
anticipated.
This
is
great
news.
Food
waste
and
other
organic
material
is
a
largest
single
category
of
household
waste.
We
need
to
get
this
out
of
our
garbage
and
out
of
our
recycling
bins,
it's
key
to
the
success
of
Toronto's
waste
strategy
and
to
the
climate
change
strategy.
O
The
city
will
soon
have
to
digesters
up
and
running,
but
this
still
won't
be
enough.
The
city's
to
digesters
will
only
handle
one
hundred
and
thirty
thousand
tons
of
organics
and,
if
numbers
don't
increase,
that
means
sending
at
least
40,000
tons
to
other
processors
this
year
in
the
next
ten
years
staff
estimate
this
number
could
go
up
to
one
hundred
and
thirty
thousand,
but
our
estimates
being
more
optimistic
is
that
this
number
could
be
double
in
the
staff
report
before
you,
staff
looked
at
all
the
options
the
city
has
for
where
to
process.
O
Organics
of
the
91
processors
across
Ontario,
only
three
processors
were
found
to
be
able
to
process
Toronto's
wastes
and
actually
have
the
capacity
to
do
it
as
a
staff
reporter
in
the
fall.
This
creates
a
real
risk.
There
are
very
few
processors
and
there's
growing
competition
as
more
cities
implement
GREENman
programs.
Relying
on
contractors
is
risky
enough.
Private
organics
processors
and
composters
frequently
face
odor
complaints
and
have
shutdowns
or
slowdowns
imposed
by
the
province.
Just
last
year,
two
of
the
three
processors
the
city,
had
contracts
with
faced
problems.
O
If
there
are
only
three
processors
across
all
of
Ontario,
the
city
needs
to
rethink
its
plan.
We
need
to
build
a
third
anaerobic
digester
and
manage
the
organics
in-house.
The
city
can
look
at
expanding
the
pre-processing
of
waste,
as
is
recommended
in
the
staff
report
for
the
short
term,
but
it
takes
up
to
10
years
to
build
a
new
anaerobic
digester,
so
the
city
needs
to
get
moving
on
that
right
away.
O
So
our
recommendation
is
that
while
staff
recommend
looking
at
building
pre-processing
capacity
so
that
more
contractors
can
take
city
wastes,
we
think
that
building
city-owned
digesters
within
the
city
limits
is
the
only
way
to
ensure
the
city
won't
have
to
compete
with
others
in
the
coming
year
and
to
meet
our
long
term.

Greenway
comes
out
of
a
4-year
community
proposal.
That's
been
going
on
across
the
northwest
to
look
at
mobility
in
the
context
of
a
suburban
community.
That,
of
course
relies
on
industrial
work
as
well
as
as
residences
all
across
the
community.
Now
I'm
sure
many
of
us
remember
this
occurrence
back
in
2006
when
Finch
was
torn
apart
by
heavy
flooding,
and
that,
of
course
caused
severe
challenges
to
our
businesses
and
community
that
had
to
deal
with
that,
but
also
severe
across
the
city
as
well.

Now
our
Greenway,
therefore,
is
proposed
as
a
mobility
pathway
that
includes
greening
living
green
infrastructure.
So,
like
this-
and
you
know
it
doesn't
really
matter
what
the
city
chooses
to
go
along
Finch
and
suburban
streets,
but
there's
still
a
need
for
local
mobility.
You
know
you
can't
run
a
business
off
the
TDC
and
for
those
simply
getting
around
with
their
groceries
or
whatnot.
No
matter
where
you
leave
transit,
you
still
have
to
get
home.
Many
people
have
to
walk.
You
know
multiple
kilometres
after
they
get
off
transit
in
suburban
area
just
to
get
there.

Just
out
of
that
came
the
concept
for
this
pathway
and
it's
won
an
award
from
the
government
of
Germany
specifically
for
mobility
and
putting
mobility
and
green
infrastructure
together
to
manage
this
flooding
and
storm
water
and
preventing
the
issues
that
we've
seen
there,
as
you
can
see,
would
stretch
across
the
community,
and
this
has
been
deep
community
consultation.
I'll
speak
to
the
supporters
in
a
second
that
has,
you
know,
said
they
would
like
to
have
this
from
the
arterial
roads
off
streets
you're
having
the
ability
to
have
a
couple
of
things.
Certainly,
you
know
it's.

It's
mobility,
scooters!
A
lot
of
a
lot
of
people
who
have
seniors
who
have
disabilities
have
to
maneuver
off
into
the
grass
sometimes
to
get
around
people
running
businesses,
for
example,
want
to
be
able
to
do
that.

Ups
last
year
was
here
with
their
cargo
bikes.
There
are
a
big
cargo
trike
that
can
carry
up
to
half
a
ton
except
they
have
it
on
the
road.
So
that's
not
really
helping
businesses
or
it's
not
helping
companies
need
to
drive
as
well.

just
adding
more
traffic
unnecessarily
and
additionally,
not
only
does
it
accommodate
all
those
sorts
of
devices.

note

the
bottom
corner
there
it
accommodates
fire,
ambulance
and
police

well,
so
it
provides
them
a
dedicated
pathway
to
get
through
it's
entirely
permeable
and
would
prevent
the
sort
of
stormwater
issues
that
we've
had
on
finish

just

speak
specifically
to
a
list
of
supporters
and

this

idea
of
how
long
this
has
been
going

opportunity

right
now,
apart

the
currently
the
government
has
a
disaster
mitigation
and
a
adaption
fund.

fund
is
specifically
for
infrastructure
that
can
manage
stormwater
and
prevent
damage

loss
and
we're
requesting
that
the
letter
of
intent
has
to
be
put
in
for
that
fund,

the
model,

requesting
that
we
looked
into
you.

police

fire

use

the
City

Brampton
regarding
who
are
Ontario

fire
chief.
There

really
excited
about

possibilities
behind
this,

built

a
bike.
Lane
is
a
poor
investment
in
that
community.
It
makes
more
sense
to
have
a
pathway
that
can
accommodate
a
larger
number
of
mobility
devices
and
also
solve
problems

are
prevalent

example,

moans,
as
fire
and
police
getting
stuck
in
traffic
right.

terms
of
people.
You
know
you've
said
you
have
people
with
mobility,
wheelchairs,
I,
invite
anyone
to
stand
neck
oil
tanker
and
ask
them
if
they
feel
you
know
particularly
comfortable.
We
see
a
lot
of
lovely
renderings
that
come
to
City
Council
and
none
of
them
ever
have
oil
tankers.
In
fact,
the
roads
are
perfectly
clear
and
it's
it's
rather
amusing
until,
of
course,
an
oil
tanker
runs
into
somebody
and
it's
far
less
amusing.

Having
me,
my
name
is
Francine
I'm,
an
accountant,
I'm,
a
Canadian
risk
manager,
as
well
as
an
educator
and
I've
been
working
with
in
that
area.
Northwest
area
for
the
last
16
years,
so
I
have
taught
about
400
students
within
that
time
and
that
really
equates
to
about
6,000
to
8,000
persons
in
that
area.
Why?
Because
they
speak
to
me
about
their
husbands
or
their
wives,
the
children,
as
well
as
the
neighbors,
the
families
next
door.
So
that
equates
four
hundred
roughly.

Lessons
may
not
know
English
math
and
computers,
but
that
does
not
mean
they're,
not
entrepreneurs
or
they
have
entrepreneurial
qualities.
Many
of
them
that
come
to
classes
can't
afford
to
pay
the
TTC
fare,
so
they
get
help
from
the
city,
so
we
taxpayers
are
paying
for
them
to
come.
Some
of
them
would
want
to
ride
bicycles.
As
a
matter
of
fact,
I
had
a
couple
of
them
who
did
ride
bicycles,
they
got
into
terrible
accidents
and.

Some
drive
a
couple
of
them
new
drive,
we've
heard
and
we've
heard
today
about
the
plus
the
people
I
teach
today.
I,
don't
like
by
the
way
I
teach
adults,
so
the
adults
range
between
nineteen
years
to
sixty
audios,
the
most
of
them
are
between
25
and
55
years.
So
in
my
classes
we
try
to
get
them
back
into
employment
off
the
system
back
into
employment,
continue
the
secondary
schooling
to
apprentice.

Something
that
I
have
listened
as
I
said:
I
speak
from
my
heart,
because
it
really
hurts
me
speaking
and
hearing
that
what
they
would
really
would
wish
they
had
the
opportunity
and
when
they
heard
about
the
mobility,
we
have
been
to
community
events
when
they
would
speak
about
their
transportation
problems
and
the
mobility
Greenway
is
a
community
wish,
that's
what
from
hearing
them
and
speaking
to
them,
that's
what
they
came
up
with
if
they
had
a
safe
way
to
travel.
Okay,
I've
heard
lots
of
people
here
today.

Talking
about
using
vehicle
in
a
car
can
do
they
can
be
afford.
Many
of
my
students
came
out
for
a
car,
but
they
can
for
a
bicycle
that
can
get
them
from
place
to
place
a
bicycle.
I
could
give
them
a
job,
okay,
bicycle
that
they
could
be
an
entrepreneur
and
if
they
had
a
safe
way
to
write
this
gentleman
here,
mister
I
think
it
mister
perusal.
He
mentioned
that
he
was
driving
at
some
Street,
maybe
about
30
miles
per
hour.
Bumper-To-Bumper.

He
didn't
see
many
pedestrians.
He
didn't
see.
Many
cyclists
I
quite
agree
with
him.
Why
would
the
cyclist
want
to
drive
along
a
20
foot,
heavy
steel
which
is
cars,
one
person
in
it?
So
all
this
back
up
and
this
bumper-to-bumper
we're
talking
about
it's
just
one
person
every
person
practically
in
this
cars.
It's
12
feet
long.
Some
of
them
are
96
feet
like
those
true
those
tankers
who
wants
to
ride
a
bicycle
or
cycle
or
trike
on
such
on
such
streets.
However,
something
like
the
mobility
Greenway,
it
would
be
safe.

You
would
feel
safe,
they
would
start
small
businesses,
you'll,
be
able
to
get
to
work
and
even
get
to
school.
Some
of
them
don't
come
all
the
time
because
they
can't
afford
it
and
what
we
do
the
city
has
to
pay
for
them
to
come.
They
give
them
tokens
to
come,
that's
wrap
up,
okay,
I'm
going
to
wrap
up,
and
what
the
green
garden
is
very
important.
The
rain
garden
is
instead
of
having
all
those
dreams.

I
heard
the
persons
you're
talking
about
I'm
talking
about
the
plastics
and
the
oil
and
the
windshield
wiper
getting
into
the
streets,
which
is
true,
but
if
you
use
a
mobility
Greenway
where
the
rain
gardens
are
that
wouldn't
be
the
case,
they
wouldn't
need
all
those
grips
that
gets
blocked
up
and
get
flooding.
Many
of
my
students
say
their
places,
get
flooded.
It
costs
them
money.
It
causes
city
money
because
the
city
pays
insurance
and
pays
them
back
for
it.

I'm
covers
part
of
their
losses,
so
all
these
things
I
do
believe
whether
we
have
Nietzsche
who's.
Wishing,
as
one
of
the
council
said
earlier,
thank
you.
We
don't
listen
to
the
community
and
this
I
think
we
should
really
start
doing.
I
would
do
I'm
really
hope
that
you
would
ask,
would
maybe
a
pass,
allow
this
to
go
to
City
Council
so
that
maybe
the
community's
vision
would
become
a
reality.

an
interesting
and
novel.
A
novel
idea.

Don't
think
that
any
of
us
have,
you
know
properly
assess
what
the
notion
of
a
mobility
Greenway
is
how
an
environmentally
friendly
you
know
stretch
of
of
space
where
people
can
move
around
in
in
this
format,
how
that
would
work
and
how
that
could
be
accommodated
along
our
city
streets
or
what
the
cost
of
some
of
the
some
of
that
might
be
so,
but
I
think
it's
an
idea.

That's
worthy
of
a
serious
consideration
and
serious
thought
by
the
appropriate
by
our
appropriate
staff.
I
suspect
that
our
staff
would
not
only
want
to
consult
mr.
Harris
on
his
idea,
but
it
would
also
want
to
consult
some
of
the
other
departments
such
as
parks
and
and
so
on,
because
because
the
idea
is
it's
just
not
an
idea
about
how
you
move
people
around
on
a
roadway,
it's
about
how
you
create
spaces,
for
people
to
to
move
in
that
are
environmentally
friendly
and
and
and
much
more
sustainable
than
done.

are
doing
it
today.
So
it's
a

a
very,
very
modest
task
and
I'm,
hoping
that
the
that
the
committee
will
see
the
wisdom
and
in
simply
having
our
staff,
our
experts
look
at
this
with
you

eye
to
see
if
it's,

it's
something
that
we
should
be
considering

we
should
be
doing
on
a
go-forward
basis.
