I'm
projecting
that
we
could
have
potentially
about

000
deficit
at
the
end
of
the
year,
depending
on
how
collections
go,
whether
it's
the
tax,
sale
and
or
the
60-day
collection
number
that
we're
allowed
to
accrue
back
once
we
do
have
the
audit.

numbers
are
very
difficult
to
project
in
that
60-day
window,
but
I
would
be
hopeful
and
we
will
be
aggressive
with
collections
so
that
we
could,
potentially
you
know
end
the
year
at
a
zero
deficit
or
surplus,
correct,
correct.
There's
a
60-day
window
for
the
july
and
august
collections
of
back
taxes
were
allowed
to
accrue
it
back
to
this
fiscal
year
and
recognize
it
as
revenue.

to
be

taxes,

can't

the

years
previous
years,
anything
previous
to
the

we're
hopeful

will

did
provide
a
report
to
the
division
of
municipal
finance
at
the
state
of
rhode
island,
as
required
each
year
without
tax
rates

have
to
provide
them
with
a
disclosure
indicating
the
changes
from
one
rate
to
another.

However,
when
I
presented
that
to
them,
they
do
not
feel
that
the
town
has
the
jurisdiction
to
be
able
to
create
a
separate
code
for
the
owner-occupied
owner-occupied
two
family
houses,
as
we've
previously
discussed,
they
feel
that
the
rhode
island,
general
law
that
actually
is
in
place
right
now
actually
limits
the
number
the
classifications
and
would
not
allow
us,
so
they
cannot
based
on
the
previous
disclosure
that
I
provided
or
we
provided,
and
the
council
discussed
last
week.
They
cannot
grant
us
their
approval
for
that.

First
and
foremost,
because
the
there
can't
be
a
dollar
amount
associated
with
what
the
division
of
municipal
finance
is
not
going
to
support.

can't
really
give
you
a
cost
benefit
analysis
about
whether
or
not
there's
a
risk
to

it

court.
But
what
I
can
tell
you
is
that
the
way
this
was
drafted-
and
that
was
the
last
year

was
in
the
general
assembly.

we
put
this

cold
question
was

allow
west
warwick
to
have
a
different
classification
simply

two
family
homes,
whether
or
not
they
were
owner
occupied
or
whether
or
not
they
were
not
owner-occupied,
and
this

council
came
up
with

gave
that
opinion
yesterday
to
rudy
falcone
of
the
state.
I
guess
they
sat
down
today
with
a
few
of
their
people
and
suzanne
grechner
and
informed
john,
that
they
were
not
going
to
support
it.

Therefore,
if
the
town
goes
forward
with
this
different
classification,
the
ad
cannot
have
the
the
statement
that
the
state
is
supporting
it
correct.
Now
there
is
a
question
of
whether
or
not
it
would
be
challenged
at
a
later
date
and
again,
because
I
can't
give
you
a
cost
benefit
analysis,
because
I
don't
know
what
the
expense
would
be
or
the
cost
would
be,
because
I,
I
think,
there's
minimal
risk
and
there's
really
no
mechanism
in
writing
to
challenge
the
state
unless
you
want
to
go
through
the
administrative
procedures.

I
really
don't
know
how
to
advise,
because
I
don't
know
what
the
dollar
amount
would
be
if

taxpayer

successful

cents
to
a
different

the

is
still

reduction
of
last
year's

we
talked

but
it's
just
not
as
much
of
a
reduction

originally

can't
have
that
additional

rework

disclosure

municipal
finance
and
request
their
approval,

whatever
