Me
I'm
sorry
to
interrupt,
but
I
am
here
exercising
my
right
as
a
citizen
of
west
warwick
to
object
to
portions
of
tonight's
agenda
that
I
suspect
are
illegal
in
january
when
there
was
a
meeting
situation
that
took
place
without
the
proper
time
frame.
The
council
president
suggested
in
the
future
that
I
advise
the
town
council
that
there
could
be
something
illegal
happening
and
I
am
doing
so.
F
Councilman
padula,
you
placed
an
item
on
the
agenda
this
evening
for
the
discussion
action
number
one
town,
solicitor
options.
When
you
place
that
item
on
the
agenda,
did
you
request,
restrictions
and
or
censorship
of
any
kind.
A
A
F
The
town
council
in
west
warwick
consists
of
five
members:
five
equal
members
from
five
equal
wards
that
have
been
elected
by
their
prospective
wards.
No
one
person
has
any
more
importance
than
the
other.
As
far
as
I
am
concerned,
or
anybody
would
be
council
president
gosling,
can
you
tell
me
and
the
citizens
of
west
warwick
under
what
authority
be
it
the
charter
code
of
ordinances
or
state,
rhode,
island,
general
law
that
you
have
acted
upon
to
apply
restrictions
or
censorship
to
another
council
person's
item
of
discussion?
Actually,
I
said.
A
It
last
meeting
we're
going
down
a
subway
slope
if
you're
going
to
address
a
appointed
official
in
this
town
in
public.
This
should
have
been
an
executive
session.
Why?
Why?
Because
you're
going
down
a
slippery
slope,
because
this
gentleman
here
is
an
appointed
official
that
madam
right,
there
is
an
appointed
official
most
department
heads
are
appointed
by
they.
F
A
F
A
G
G
G
We
always
criticize
the
school
committee
for
not
letting
them
have
comment,
and
I
don't
think
anybody
has
has
ever
challenged
that.
Second
of
all,
I
brought
this
up
because
the
solicitor
sits
at
the
pleasure
of
the
council
just
like
when
the
majority
of
the
council
chose
to
fire
a
town
clerk
a
week
before
christmas.
He
didn't
have
a
hearing.
He
sat
at
the
pleasure
of
the
council
and
councilman
jerus
sat
right
here,
and
he
said
we
don't
have
to
give
them
any
hearings.
Anything.
G
He
sits
at
the
pleasure
of
the
council
and
our
solicitor
gave
his
opinion
and
said
that
ed
was
correct.
So
what's
good,
for
one
is
good
for
the
other.
He
sits
at
the
pleasure.

And
we
got
an
email
to
table
this
by
our
solicitor.
I
have
the
email
right
here
and
he
said
it
was
a
political
move.
The
political
move
was
him,
putting
my
his
sister-in-law
up
against
me
to
run
in
this
election,
because
I'm
questioning
his
2.4
million
dollars
that
he
got
from
the
taxpayers
and
150
a
day
to
read
the
newspaper.
That's
why
he's
putting
his
sister-in-law
against
me?
So
if
that
political
flowing
around
on
political.
G
I
got
a
call
from
mr
baucher
and
I
appreciate
it.
We
always
have
the
president's
picture
behind
us
like
them
dislike
them,
indifferent,
non-different,
but
I
appreciate
your
efforts
in
getting
that
for
us,
because
a
lot
of
councilmen
have
been
asking
for
the
picture
of
the
president
and
we
couldn't
seem
to
get
one
but
chris
well.
C
I
thank
you
very
much,
mr
pedula,
and
on
behalf
of
the
west
work
republican
town
committee
and
the
citizens
of
west
warwick.
We
thank
you
for
this
audience
tonight
and
the
the
the
opportunity
to
make
this
presentation
and
in
the
2016
election.
C
I
understand
that
donald
j
trump
was
voted
for
overwhelmingly
in
our
town,
and
so
with
that
in
mind,
we
offer
him
the
due
respect
by
having
the
portrait
as
prior
presidential
portraits
have
been
displayed
in
the
town
council
chambers,
and
so
with
that
in
mind,
we
wanted
to
help
and
so
part
of
that
helping
is
providing
you
with
that
portrait
and
so
town
council.
C
We
thank
you
very
much
on
behalf
of
the
town
committee
and
the
citizens
for
allowing
us
to
do
this,
and
so
I'd
like
to
just
present
this
to
you
right.
A
E
One
of
the
reasons
I
put
this
I
put
this
on
for
several
reasons,
but
as
we
all
know,
social
media
is
playing
a
big
part
into
our
society
and
it's
punctured
west
warwick
a
few
years
ago,
where
a
lot
of
people
I've
spoken
with
whether
it's
constituents
or
town
employees.
E
You
know
when
you
talk
about
facebook,
they
get
this
negative
look
on
their
face
and
I'm
not
a
social
media
guy.
I
said
that
in
the
very
beginning,
I
I
really
don't
care
for
it,
but
if,
if
it's
used
in
the
right
way,
I
think
it
could
be
very
beneficial
to
our
town
and
I'm
gonna.
I'm
gonna
pick
on
somebody
because
I
see
their
post
all
the
time.
E
Nicole,
not
is
is
constantly
posting
different
things
about
recycling
and
when
trash
pickup
is
and-
and
I
think
we
need
a
person,
I
don't
care
who
it
is
an
official
from
the
town
or
official
officials-
plural
that
ernie
you
would
deem
to
be
in
charge
of
a
single
town,
facebook
page,
and
that
would
be
just
an
information
page
no
comments.
There's
no
drama
to
it,
because
every
every
page.
J
E
Anyway,
maybe
you
can
maybe
you
can't?
I
don't
know
that
I'm
looking
to
have
an
information
page
with
without
the
drama
involved,
because
a
lot
of
times
I'm
not
on
social
media,
probably
as
much
as
as
a
lot
of
other
people,
especially
the
kids,
but
I'm
finding
things
through
social
media
that
we
should
be
aware
of
as
a
as
a
councilman
first
and
I'm
getting
calls
on
it.
Asking
me
questions,
and
I
don't
have
those
answers
because
I'm
being
told
we
have
this
is
closed.
Why
is
this
happening?
E
How
come
this
isn't
being
done
and
I
don't
spend
my
day
on
social
media?
I'm
sorry
and
I
don't
think
the
employees
should
have
to
either.
I
think
if
we
had
one
page
dedicated
to
information
similar
to
something
you
brought
up
last
week
about
a
calendar
that
could
tie
into
it.
I'm
bringing
this
up
very
vaguely.
E
As
I'm
told,
I
put
vague
items
on
the
agenda
sometimes,
and
the
reason
for
that
is
to
have
a
discussion,
it's
under
discussion
action
to
have
a
discussion
with
four
of
my
colleagues
to
see
if
they
have
any
ideas
to
share,
because
I'm
not
saying
I'm
always
right,
but
we
have
five
minds
up
here.
That
should
be
working
together
and
one
of
the
things
that
I've
been
told
and
I've
been
questioned
about
for
many
people
is
why
doesn't
the
town
council
work
together?
E
E
B
Well,
I'd
like
to
jump
in
first
of
all,
we've
talked
about
this
before
I
I
think
we
need
it.
I
think
that
it's
good
to
have
a
facebook
page
where
information
is
provided.
B
You
made
a
key
point.
It
shouldn't
be
commented
on
and
for
the
single
fact
that
we've
seen
this
over
and
over
again,
we
are
afraid,
as
councilman
across
the
board.
Often
and
we've
talked
about
this
to
post
things,
because
we
want
to
put
information
out
and
within
a
few
comments,
it
becomes
negative.
It
goes
in
a
whole
nother
direction
and,
and
then
you
stop
posting,
you
know
people
say
well
where's
the
information.
B
E
E
J
J
B
Just
a
matter
of
matchmaking,
we
didn't
have
that
if
they
could
be
turned
on
and
off
there
might
be
some
areas
where
we
want.
You
know,
opinions
or
thoughts
or
or
whatever
it
might
be,
because
maybe
that's
information.
That
is
pertinent
right,
but
there
are
simple
things
like
you
know.
You
want
to
you
want
to
post
something
about
the
sweeper
or
something
it
should
be
as
simple
as
here's,
where
the
sweeper.
E
J
Town,
we
did
have
this
page
on
a
history
lesson
about
a
year
and
a
half
ago
we
and
it
had
about
20
posts
in
about
a
year
and
a
half
for
when
I
took
it
over
for
three
months.
We
had
125
posts
within
the
class
of
three
months,
recording
such
things
as
the
graduation,
the
the
grand
opening
of
the
of
the
pair,
the
jason
pizano
pierre,
the
the
station
memorial,
and
it.
J
O
Just
for
information,
currently,
there
are
a
number
of
departments
that
have
facebook
pages
that
are
used
to
disseminate
information.
Department
of
public
works
has
one
with
recycling.
The
police
department
has
one
fire.
Prevention
has
one
the
civic
center
ice
arena
has
one
for
events.
The
animal
shelter
has
one,
and
I
noticed.
E
O
O
Don't
know,
but
so
there
is
information
getting
out
and
they
do
have
followers.
If
you,
I
guess,
that's
what
it's
called.
Also
the
sewer
department
has
one,
but
it
looks
like
that's
not
been
updated
for
a
few
years.
O
J
O
Make
a
page
so
if
there's
a
way,
they
can
post
it
on
their
website,
their
facebook
page
and
it
goes
into
a
central
one.
Certainly
that
could
be
done
is
for
informational
purposes.
You
know,
for
I
believe
they
do
it
now
for
schedules
for
street
sweeping
that
information's
out
there.
O
I
believe
I
believe
they
do
it
for
snow
emergencies
and
snow
plowing.
So
that's
done.
I
think
the
the
process
has
been.
You
know
these
major
departments
have
the
activities.
O
You
know
they
have
their
their
facebook
pages,
that
they
administer
to
get
the
information
out,
and
then
the
town's
website
is
sort
of
the
central
focus
point
point
where
these
websites,
these
facebook
pages,
are
on
our
website
too.
If
you
go
to
their
departments
but
say,
but
given
that
but
saying
that
if
there
was
a
way
to
have
a
a
town,
a
worthwork
official
site
that
the
infra
it
would
be
for
informational
purposes
like
the
departments
do
now
that
could
be
somehow
transmitted
to
that
site.
O
As
you
said,
no
comments,
just
informational
purposes,
yeah.
Certainly
that
would
be
a
certainly
a
positive
another
way
that
public
could
go
and
access.
Current
events.
E
You
know
I
mean
I
want
to
get
the
information
out
and
I'm
thinking
it's
an
if
it's
official
town
business
so
I
sent.
If
I
wanted
to
send
something
in
an
email
or,
however,
correspondence
to
just
say
your
secretary
and
then
she
could
put
it
on
and
it
would
come
directly
from
a
town
page.
It's
not
my
opinion.
This
is
what's
happening
and
the
people
will
eventually
I
mean
this
will
start
to
take
off.
I'm
thinking.
O
Okay,
if
it's
something
that's
a
a
I'm
just
speaking
from
top
of
my
head,
if
it's
informational
purposes
for
the
public,
so
they're
aware
of
something
aware
of
a
public
meeting,
if
they're
aware
of
a
project
going
on
in
their
neighborhood
that
the
you
know,
painting
would
be
in
your
neighborhood.
So
if
it's
informational
like
that,
certainly
that
would
seem
appropriate
if
the
direction
is
to
explore
a
facebook
page.
I
would
survey
other
communities
to
see
if
they
have
any
policies
on
it.
O
How
does
it
run
if
not
then
create
a
policy
on
how
we
would
administer
it,
but
clearly
it
would
be
something
that
would
just
be
for
informational
purposes.
It
wouldn't
have
anything,
have
anyone.
You
know
posting
anything
other
than
just
information
that
the
public
should
be
aware
of.
So
certainly
that's
something
that
we
could
explore.
If
that's
what
the
direction
of
the
council
is.
O
Okay,
I
can,
I
don't
know.
As
was
stated,
you
know
there
are
a
number
of
officials
that
are
not
very
savvy
with
technology
or
social
media.
I
am
one
of
them.
I
have
daughters,
so
you
know
they
are
experts,
but
what
I
can
do
is
inquire.
O
So
then
you
have
the
information
on
the
department
page
as
well
as
the
main
page
for
those
who
don't
go
to
the
department,
and
these
are
the
major
departments
that
I've
listed
or
we
could
have
a
central
person
that
if
that
could
be
done,
that
would
be
great
because
we
really
don't
have
anyone
with
the
really
time
to
manage
a
site
right
I
mean
there
could
be
if
there's
a
special
posting.
O
You
know
that
could
be
done.
You
know
the
town
hall
is
going
to
close
on
columbus
day.
That's
also
on
our
website.
You
know,
so
if
there's
a
way
that
we
could
do
what
just
take,
what
we're
doing
now
put
it
into
a
town
web
page,
so
there
isn't
that
much
additional
work.
Someone
have
to
do,
then.
That
seems
to
be
fairly
easy.
If
that's,
that
can
be
done,
and
certainly
we
can
check
into
that
all
right.
A
Yes,
just
like
last
year,
the
music
department
reached
out
to
the
council
wants
to
know
if
they
want
to
put
an
advertisement
in
their
book.
I
guess
they're
having
six
or
seven
musicals
this
year,
so
I
just
want
to
get
approval
from
the
council
to
move
forward
with
100
donation.
A
Yes,
this
mrs
young,
actually
emailed
the
entire
council
over
the
past
week.
I
told
her
I'd
put
this
on
the
agenda
and
mrs
young.
If
you
want
to
come
on
up
and.
E
H
E
N
P
Okay,
I
did
address
a
letter
to
the
town,
council
and
other
representatives
of
the
town
that,
since
the
animal
shelter
is
presently
closed,
I
thought
it
was
a
good
opportunity
to
do
a
makeover
and
our
idea,
general
levitt,
is
my
co-conspirator
and
we
so
we
did
a
walk
around
at
the
shelter
and
our
idea
is
to
address
some
needed
repairs
which
are
mostly
minor
to
get
the
fencing
installed.
I'm
not
sure
where
that
stands.
A
J
From
the
hunt
from
the
the
center,
not
the
centennial,
the
that
other
event
the.
What
was
that
they.
E
There
was,
there
was
fifteen
thousand
dollars
remaining
in
an
account
and
we
voted
as
a
council.
I
brought
it
up
to
to
move
that
money
to
an
addition
to
an
account
for
fencing
towards
the
end
towards
fencing
for
the
animal
shelter,
so
that
money
is
the
money's
saying.
P
Good,
thank
you.
The
other
thing
is
the
it
could
use
a
good
cleaning
and
painting
and
the
grounds
being
refreshed
the
other
thing.
Well,
I
noticed
in
the
last
financial
report
that
only
a
very
little
of
the
11
000
budget
for
supplies,
I
think,
was
225
dollars
had
been
expended
in
the
first
couple
of
months,
so
I
was
looking
for
maybe
accessing
some
of
that
money.
B
Can
I
just
ask
a
quick
question
yeah,
so
the
shelter's
been
closed,
correct?
I
guess
I'm
addressing
it
to
me,
you're,
not
in
the
period
that
it's
been
closed,
there's
probably
no
supplies
being
purchased.
Can
that
money
be
allocated
for
things
like
paint
or
supplies.
Q
Just
as
an
overall
update,
we
appreciate
joan
and
mary's
concern
for
this
and
and
we're
kind
of
excited
to
be
able
to
dedicate
some
time
to
get
this
done.
It's
it's
long
overdue.
Q
Every
lieutenant
that
gets
promoted
to
the
day
shift,
whether
it's
a
a
noose
or
a
curse,
gets
tasked
with
oversight
down
there,
so
every
lieutenant
kind
of
put
their
mark
on
what
they
could
do
to
kind
of
fix
it
up
and-
and
that
was
my
spot
back
in
2005
and
everybody's
done
a
little
bit.
So
we
agree
that
this
is
a
good
opportunity.
Q
While
you
know,
sadly,
we
have
our
personnel
shortage
at
the
moment,
we're
hoping
that
we'll
have
a
update
daily
on
on
the
status
of
that
and
we'll
be
able
to
get
our
assigned
personnel
back
there.
In
the
meantime,
we
do
have
a
dpw
employee
who
is
there
to
care
for
the
animals?
We
have
very
limited
animals
there
now
they're
being
facilitated,
not
completely
shut
down
correct.
Q
We
have
had
to
pick
up
two
animals
over
the
past
week,
so
they
are
being
sheltered,
fed
and
cleaned
after
daily
and
try
to
get
them
some
exercise,
but
we're
trying
to
keep
that
to
a
minimum
coventry
in
the
woolwick
animal
services
have
been
very
cooperative
and
generous
and
their
support
to
to
keep
us
going
while
we're
dealing
with
this.
But
to
go
back
to
your
question,
so
the
roof
pricing
came
in
significantly
higher
that
triggered
levels
of
rfp
or
state
bidding
process.
Q
I
bet
with
dave
pacose
and
robert
assalone
and
major
levine
at
the
animal
shelter.
On
monday
morning.
We
went
through
that
list
and
a
couple
others
that
we
had
a
handful
of
the
things
that
we
need
to
organize
that
I'm
going
to
take
care
of
will
be
to
select
the
bidder
for
the
fencing
to
get
quotes
on
the
air
conditioning
option
I
reached
out
to
rise
earlier.
They
had
done
a
study
a
few
years
back
on
the
lighting
and
electrical
system
there.
Q
Q
What
I
call
punch
list
items
guillotine
doors
with
rails
and
pulleys
and
damaged
drywall
and
and
paint
and
they're
actually
going
to
replace,
with
a
couple
of
the
other
doors
that
have
absorbed
water,
because
the
place
gets
power
washed
very
effectively
so
effectively
that
it
climbs
wooden
doors,
some
gutters
and
downspouts,
and
some
other
minor
things
and
then
we'll
be
looking.
I
know
both
mary
and
joan
had
mentioned.
Volunteers
would
like
to
get
involved,
obviously
the
place
that
place
can't
function
without
their
assistance,
so
to
help
get
them
involved.
Q
There
are
some
things
that
I
think
would
be
appropriate
for
them,
such
as
some
of
the
minor
landscaping,
some
of
the
painting
in
easily
accessible
areas
and
just
maybe
helping
as
our
animal
control
officers
come
back
and
while
it's
empty
to
give
the
place
a
kind
of
a
delayed
spring
cleaning,
because
we
do
get
into
the
habit
of
hoarding
things
around,
and
you
know
I
know
there
was
at
least
a
dozen
paint
cans
there
that
are
rusted
shut.
That
should
be
appropriately
and
properly
disposed
of.
Q
E
Have
we
ever
thought?
Thank
thank
you
mike
sure.
The
issue
I
have
and
I'll
I've
brought
this
stuff
several
times
now.
I've
spoken
a
major
knot
about
it.
So
he's
done
a
lot
of
work
with
this,
but
he's
also
a
major
in
the
police
department,
and
I
I'm
pretty
sure
that
when
he
went
to
police
academy
he
didn't
go
to
bid
out
for
fencing.
E
D
E
But
we
have
an
organization
right,
that's
involved
with
this
correct,
so
would
we
think
possibly
down
the
line
doesn't
have
to
be
tomorrow.
Let's
get
all
this
stuff
behind
us,
but
it
seems
like
we
have
more
volunteers
that
are
willing
to
take
the
issue
of
the
animal
shelter
on
than
we
have
employees
and
staff.
E
So
what
would
stop
us
from
and
there's
always
seems
to
be,
an
issue
from
having
the
volunteers
take
over
the
town
building
similar
to
another.
The
other
outbuildings
we
have
like,
like
the
concession
stands
right,
whether
river
point
natick,
whatever
it's
still
a
town
building
and
people
would
have
to
get
approval
to
do
any
type
of
work
like
this
in
a
town
building,
but
but
they
would
run
it.
E
E
We
would
take
a
lot
of
responsibility
off
us
and
definitely
off
the
police
department,
which
would
be
my
main
goal
unless
they
won,
which
I
know
you
don't
so,
but
I
think
it
puts
things
into
perspective.
I
did
like
and
that's
why
I
brought
up
the
idea
before
the
facility
manager,
because
all
of
this
would
have
been
not
the
police
department
doing
this.
E
B
I
would
not
be
averse
to
that.
I've
had
discussions
with
other
people
along
the
same
lines,
especially
with
the
frustrations
we've
had
with
some
of
the
employees,
so
I
feel
like
possibility
right.
Why
can't
we
maintain
the
building
and
maybe
turn
it
over?
This
is
just
the
thought
turn
it
over
to
a
volunteer
organization.
O
Again,
when
you
look
at
an
animal
shelter,
there
are
a
number
of
models.
The
way
it
is
currently
here.
As
we
know,
the
police
department
is
in
charge
oversees
the
two
animal
control
officers,
who
do
animal
control
officer
work
as
you
know,
for
animals
that
are
wayward
or
vicious,
and
then
care
and
feeding
of
the
animals
there's
a
model
where
the
animal
control
officer
it
really
works
for
the
police
department
and
those
taking
care
of
the
animals.
O
For
the
you
know
the
care,
the
adoption
are
civilians,
they
can
be
civilian
employees
and
then
animal
control
is
a
policing.
Function
goes
with
the
police
or
there's
one
where
an
organization
can
come
in
and
I
would
think
can
run
it
for
the
town
and
and
then
the
town
would
be
have
some
arrangement
with
them,
whether
there's
a
fee,
a
payment
for
that
insurance
or
whatever,
but
that
could
be
a
model
and
then
the
animal
control
is
under
the
police.
You
know
that
type
of
model,
so
so
there
is
different.
O
However,
there
are
some
restrictions
currently
in
what
we
can
do
based
upon
our
collective
bargaining
agreement.
So
as
we
look
at
as
as
we
look
forward
in
order
to
do
some
of
these
items,
we
have
to
have
more
flexibility
in
our
contract.
B
But
it's
definitely
something
to
consider
for
the
simple
fact
that
and
I've
had
probably
about
30
separate
conversations
over
the
last
year,
or
so
with
past
day
lieutenants
with
former
employees
of
the
shelter
with
volunteers,
former
volunteers,
people
who
run
some
of
these
organizations
and
the
sense
that
I
get
is
they've
run
it
anyway
for
the
last
several
years
with
the
aco.
So
I
mean
what
would
be
that
much
different
other
than
the
legalities
of
contracts,
so
I'm
just
putting
it
out
there
something
to
consider
jim.
H
B
H
H
F
Anna
spadnik
carpenter
court.
There
is
absolutely
no
reason
why
we
can't
shut
that
shelter
down
completely
offer
a
lease
to
the
animal
groups
that
are
taking
care
of
it
now
takes
the
liability
off
the
town
opens
them
up
to
bigger
donations
from
nationwide
companies
that
will
donate
food.
That
will
donate
money
that
will
donate
facility
upgrades
because
that's
what
they
do.
F
You
see
it
on
television
look
on
any
saturday
morning
and
you
will
see
programs
about
shelters
that
are
independent
shelters
all
over
the
country
getting
help
from
companies
that
are
willing
to
do
so,
because
they're
not
attached
to
a
town
government.
We
don't
need
it.
If
it's.
If
it's
a
collective
bargaining
issue,
that's
pretty
sad
that
you
know
we
can't
afford
it.
If
we
can't
afford
it,
we
can't
afford
it.
So,
let's
take
it
out
of
the
entire
equation.
F
A
A
F
This
is
this
is
the
same
way
that
they
do
it
with
the
independent
shelters,
the
city
officials,
that
will
have
one
animal
control
officer
or
a
random
person
on
whenever
to
do.
This
will
have
they'll,
have
an
agreement
with
them
that
they'll
take
in
the
animals
that
are
brought
in
from
the
west
warwick,
the
town
of
west
warwick.
I
mean
that
would
only
make
sense
that
would
be
their
supply
of
animals
per
se.
It's
just
you're
talking
people
that
are
so
dedicated.
F
F
This
is
something
that
is
better
suited
to
people
that
know
what
they're
doing
that
have
experience
with
fundraising.
For
this
type
of
thing,
I
think
you
would
end
up
with
an
absolutely
beautiful
shelter
that
would
attract
more
people
and
get
more
animals
placed
in
a
healthier
environment.
Thank
you.
P
Yes,
the
town
is
also
eligible
for
grant
funding
if
your
facility
is
kind
of
up
to
speed
right,
no
yeah.
Okay,
I
think
you
know
some
good
ideas
have
been
tossed
out
here.
I
think
I
some
of
it
is
a
little
scary.
P
In
a
sense,
my
bias
has
always
been
to
give
more
authority
to
the
animal
control
officer
as
it
is
written
in
the
town.
It's
a
resolution,
as
I
understand
it,
as
opposed
to
an
ordinance,
but
the
authorities
of
the
the
animal
control
officer
are
spelled
out
there
and
my
experience.
What
I
see
happening
is-
and
I'm
so
grateful
for
major
stepping
up
and
saying
all
the
things
that
he
did.
You
approved
the
money
for
the
fencing
april,
or
so
I've
lost
track
of
time.
A
Mrs
young,
you
know,
first
of
all,
you
know
you've
been
coming
to
the
meetings
now
for
almost
a
year
and
holding
our
feet
to
the
fire.
So
thank
you
holding
the
town's
feet
to
the
fire
joan
you
know.
Like
john
said,
your
name's
always
brought
up
and
by
your
dedication.
Hopefully
this
gets
done
and
we
can
continue
to
work
together
and
have
the
volunteers
in
there
also
thank.
P
M
I
was
just
talking
to
joan
and
she
would
like
me
to
say
that
we
need
officers
there.
We
need
dog
officers.
This
is
what
she
was
trying
to
say
right
volunteers,
you
can
volunteer
all
the
time,
but
you
need
someone
a
dog
get
hits.
We
call
her
up
something
straight
in
the
neighborhood.
We
call
the
dog
officer.
You
need
that
dog
officer
there
we
we
have
to
up.
I
agree
with
these.
Ladies:
I'm
going
to
join
to
help
them
with
our
animals.
M
M
This
is
what
they're
trying
to
tell
you
these,
ladies,
do
give
a
lot.
I
know
because
I
do
help
them
right,
but
they
do
give
a
lot,
but
you
need
the
dog
officers
there
for
any
kind
of
emergency
bites
or
put
a
dog
down
or
you
need
those
officers.
I'm
sorry,
okay!
Thank
you.
This
is
what
the
ladies
will
I'm
came
forward.
Thank.
E
A
D
G
Let
me
let
me
just
let
me
just
add
to
that
when
it
was
edmontorji
and
williamson
and
you
can
look
up
the
minutes.
G
I
don't
remember
what
I
ate
for
breakfast
this
morning,
but
I
remember
edgaroo's
words
when
he
said
we're
switching
it
from
inman
and
torji
and
just
putting
tim
williamson,
because
that's
who
this
council
appointed
for
solicitor
and
that's
our
friend,
so
it's
tim,
williamson,
no
law,
firm,
tim
williamson
period,
the
contract,
I've
seen
I'm
trying
to
find
it
that
mark
carulla,
originally
originally
wrote
up
before
ernie
got
it
and
whatever
modifications,
because
I
questioned
that
when
the
contract
come
up.
G
If
it
was
different
than
the
previous
one,
and
it
was
definitely
different,
because
I
had
many
conversations
with
carullo.
B
B
Essentially,
if
you're
set
up
as
an
entity,
you
can
do
business
as
so
he
does
business
as
tim
williamson
under,
and
you
can
correct
me
if
I'm
wrong
under
another
name
like
I,
I
have
a
name
of
my
company
and
then
I
have
two
dbas
under
it.
Well,
I
would
assume
he's
registered
too.
G
G
A
A
B
A
H
H
There's
a
question
as
to
why
I'm
here,
because
I
think
that's
kind
of
what
everybody
wants
to
address:
it's
customary
in
the
legal
field
that
if
an
attorney
is
supposed
to
have
like
a
backup,
that's
the
way
it
is
when
you,
your
court
excused,
you
have
to
write
down
somebody
who
can
fill
in
for
you.
It
doesn't
necessarily
have
to
be
from
the
same
firm,
but
it's
just
to
assure
that
there's
always
legal
representation.
H
A
E
O
F
No,
it
has
to
do
with
the
proper
minutes
from
the
last
meeting.
Maybe
something
was
in
error
if
it
states
that
it's
williamson
law-
that's
one
thing,
but
it
does
say
timothy
williams,
on
that
contract
and
there's
also
a
part
of
the
contract
that
says
he
has
to
have
an
approval
by
the
town
council
or
the
town
manager
for
a
replacement.
If
he's
not
going
to
be
available,
we
have
other
solicitors
in
this
town
under
contract
that
should
have
been
here.
D
G
A
A
D
E
A
D
Q
Chief
good
evening,
again
going
back
to
our
capital
improvement
plan,
there
are
several
things
that
we
try
to
keep
ahead
of
the
curve
and
keep
up
to
date
as
far
as
technology
and
officer
safety
being
our
cruisers,
our
weapons,
our
computers
and
our
radio
systems.
Being
the
primary
with
this
purchase
of
two
new
moba
data
terminals
will
replace
our
the
last.
I
believe
we
have
three
left
of
our
10
year
old
systems
that
run
slow
and
require
additional
maintenance,
so
these
purchase
will
go
into
the
two
of
the
four
new
cars
we
just
took.
Q
Delivery
of,
hopefully
they'll,
be
all
transitioned
within
the
next
45
days
and
be
ready
before
the
winter,
and
we
can
get
that
done.
So
this
is
our
lowest
bidder
and
the
company
that
we
have
been
purchasing
from
for
the
last
six
cycles.
O
Yes,
this
was
discussed
at
our
last
meeting.
The
study
that's
going
on
with
you
know,
department
of
public
works,
recreation
and
the
civic
center
is
going
well
with
dave
percosi.
Our
new
director
of
public
works
recently
started
working
with
charlie,
I
think
there's
he
like
you
know
director
picozzi
asked
for
an
opportunity
to
work
with
charlie
to
go
into
some,
maybe
some
additional
areas
or
look
at
some
areas
in
more
detail
than
what
was
planned.
So
the
request
was
an
additional
80
hours
or
four
weeks
of
work.
O
O
You
know
I've
had
updates
on
the
progress
of
the
work
and
I
believe
that
when,
when
submitted,
the
council
is
going
to
be
very
pleased
in
the
sense
of
understanding
where
we
are
right
now
what
changes
have
been
made,
what
can
be
made
in
their
future
and
what
what
can
be
done?
O
You
know
long
term
to
make
the
these
departments
work
to
the
best
that
they
can.
So
I
think
it's
a
very
optimistic
that
could
have
a
very
good
report
and
again
we
know
the
type
of
work
that
the
consultant
does,
because
he
did
a
a
report
and
review
for
the
the
school
department.
So
it's
recommended
that
the
additional
funding
be
awarded
and
another
with
80
hours
of
work,
be
added
to
this
project.
A
O
Just
three
items:
the
first
two
are
meetings
that
I've
attended.
Last
week
I
attended
the
new
england
state's
government
finance
offices
association
annual
conference.
It
was
in
mystic,
so
I
was
running
back
and
forth
to
the
office
between
sessions,
but
it
was
very
interesting.
O
There
was
a
session
that
was
partic
particular
of
interest
to
me
on
financial
financial
planning
model
modeling
software
system,
where
you
can
download
10
years
of
data
current
data
and
then
make
projections
going
out
to
the
future,
and
you
can
change
your
variables
and
and
use
that
for
long-range
planning.
It's
a
very,
very
interesting
session,
although
the
software
is
very
expensive,
so
something
we
can't
do
at
the
present
time.
O
But
it's
given
me
ideas
how
to
formulate
our
own
model
on
a
spreadsheet,
so
it
was
very
interesting,
also
topics,
current
topics
in
human
resources
and
and
federal
tax
law
changes
both
affecting
municipalities
and
and
state
and
and
businesses.
So
that
was
quite
boring,
as
you
can
imagine,
but
you
know
some
good
information
there
as
well.
O
I
also
attended
the
league
of
season
towns
annual
dinner
last
week
and
the
main
speaker
was
the
executive
director
for
the
national
league
of
cities
and
very
interesting
individual
with
his
analysis
of
the
state
of
affairs
and
municipalities
today.
So
that
was
very
interesting
as
well,
and
the
last
item
is
something
that
I'm
mentioned
from
the
last
meeting.
O
There
was
a
comment
that
was
was
made
about
public
comment
and
I
interjected
and
the
comment
was
well.
I
should
read
the
statute.
Well,
I
knew
what
the
statute
said,
but
I
had
the
statute
that
was
referred
to
and
it
is
chapter
42,
6,
42-46-6
notice,
on
public
meetings,
and
these
section
d
and
speaker
was
correct.
O
When
you
have
an
open
session,
nothing
in
this
chapter
shall
prohibit
a
public
body
or
member
from
responding
to
comments
initiated
by
a
member
of
the
public
during
a
properly
noticed
open
forum.
So
that's
correct,
but
again
it
reads
more.
You
know
it's
a
paragraph
and
I'll
skip
the
whereases
and
at
the
end
nothing
contained
in
this
chapter.
Shall
require
any
public
body
to
hold
an
open
forum
session
to
entertain
or
respond
to
any
topic,
nor
does
it
prohibit
any
public
body
from
limiting
consent.
O
O
The
any
counsel
does
not
have
to
have
a
public
comment
section
now,
just
by
every
community
does
I
know
some
that
have
restrictions.
Some,
don't
one
community
has
a
restriction.
You
have
15
minutes
one
meeting
a
month
and
if
there's
five
people
you
divide
to
15
minutes
by
three,
you
have
three
minutes.
Others
are
more
open.
O
O
O
O
The
constitution
does
not
allow
the
public
body
from
from
from
to
keep
you
from
speaking
for
any
arbitrary
reason.
They
can
impose
time
limits,
for
example,
but
they
can't
buy
you
from
speaking
if
it's
something
they
don't
like
under
the
open
meeting
act,
however,
you
can
be
removed
from
a
public
meeting
if
you
willfully
disrupt
the
meeting,
to
the
extent
that
orderly
conduct
of
a
meeting
is
seriously
compromised
and
that's
from
the
aclu
who
is,
if
you
want
to
say
a
watchdog.
O
So
again,
you
know
public
public
translate
to
comment
under
our
system
here
the
council
may,
if
you
want
to
respond,
you
don't
have
to
so
I
just
wanted
to
clarify
that,
and
certainly
the
public
law
is
available
for
anyone
who
wants
to
have
it.
I
mean
a
copy.
I
can
make
it
to
everyone.
So
again,
I
think
it's
the
reason
why
I'm
saying
that
was
a
section
was
written.
It
was
said,
not
the
full
extent
and
I
was
told
to
go
back
and
read
it.
So
go
back
and
read
it,
I
have
it
here.
O
Yes,
just
let's
give
a
quick
overview.
This
is
the
first
of
our
departmental
presentations
to
the
council.
O
There
will
be
departmental
presentations
first
quarter
right,
so
normally
there
will
be
july
october
january
and
then
april
we
have
the
first
departments
tonight
they're
listed
here
and
then
the
second
meeting
in
october
will
have
the
remaining
departments.
You
know
public
works,
civic
center
building,
official,
slash
minimum
housing
and
the
town
clerk
and
the
other
departments.
O
O
N
N
Last
one
was
conducted
as
of
12
31
15..
N
We
are
going
through
sales
studies
and
field
reviews
that
were
finished
through
2018.
N
N
The
main
one
would
be
a
sales
ratio,
sales
to
assessment,
see
where
we
stand
currently
most
we're.
Looking
at
around
20
to
25
on
residential
property
increases.
There
are
some
that
are
more.
Some
are
a
little
less
doesn't
necessarily
mean
that
the
values
are
going
to
be
going
up
by
that
much
we
try
to
be
as
close
to
100
percent
as
we
can,
because
that's
the
state
law,
but
what
that
also
means
is
that
there
is
a
change
in
the
tax
rate,
so
people
here
your
values
going
up.
N
N
N
N
There
was
a
software
glitch
that
affected
about
less
than
two
percent
of
the
cars.
They
were
all
2004
models,
looking
at
an
average
of
a
20
20
credit
being
given
to
these
people,
we've
gotten
all
the
information
from
all
the
vendors
involved.
We
will
be
getting
that
money
back
from
the
state.
N
N
Real
estate
appeals.
There
are
approximately
a
dozen
appeals
that
have
been
submitted
to
date.
Two
were
approved.
One
was
drawn
we're
waiting
on
the
answers
from
the
appalance
as
to
whether
they
want
to
proceed
to
the
formal
border
review,
the
town
which
we
are
still
short
one
member.
N
So
if
anyone
knows
of
an
appraiser
or
a
young
attorney,
a
real
estate
sale
salesman,
a
realtor
in
town,
looking
for
something
to
put
on
their
resume.
N
N
I
believe
we
have
found
a
funding
source
for
this
and
we'll
be
bringing
it
to
the
council
later
at
a
later
date
later
this
month
or
in
november.
That's
my
report.
D
L
Elaine
mancello's
cdbg
manager,
the
past
quarter
in
the
cdbg
office,
has
entailed
approximately
five
to
six
meetings
in
the
last
few
weeks
regarding
the
shippy
avenue,
drainage
project,
multiple
emails,
phone
conversations
with
town
staff,
cdbg
staff
and
residents
on
a
daily
basis,
as
well
as
familiarizing
myself,
with
reporting
requirements
and
specialized
forms
which
are
specifically
required
for
the
disaster
recovery
funds.
L
I've
been
working
with
cdbg
staff
to
ensure
timely
and
proper
completion
of
all
of
that
required
paperwork.
This
is
new
funding
for
us,
so
there
are
different
requirements
and
different
reporting
forms
that
I'm
not
familiar
with.
So
we've
been
working
through
that
the
program
year
2017
award
was
received
in
the
amount
of
567
500
and
I'm
currently
preparing
the
environmental
review
for
that.
L
housing,
rehab
funds
will
be
awarded
per
application
and
the
administration
was
at
22.5
as
anticipated,
the
admin
portion
of
the
funding
has
been
reduced
and
in
the
past
the
town
was
guaranteed
a
minimum
amount
of
funding
and
that
funding
formula
has
been
discontinued,
resulting
in
reduction
of
the
admin
portion
of
the
grant
on
a
quarterly
basis.
I
repair
I
prepare
reports
that
go
to
state
cdbg
and
then
they
in
turn,
send
them
to
the
federal
government.
L
The
housing
rehab
program
is
a
continuous
operation
on
a
daily
basis,
which
involves
qualification
of
the
applicants.
Inspection
of
the
properties,
preparation
of
bid
packages,
scheduling,
lead
inspections
when
required
and
subsequent
lead
clearance
certificates,
preparation
of
loan
documents,
as
well
as
final
inspection,
property
and
closeout
documents.
L
I
enter
and
process
purchase
orders
as
required
for
the
department
submit
drawings
at
the
state
when
necessary,
for
reimbursement
of
all
costs
to
the
town.
I
maintain
my
own
cdbg
budget
in
addition
to
what
we
have
on
the
finance
system
and,
of
course,
daily
operations
of
phone
calls
emails
as
they're
received
any
questions
for.
Q
Q
Good
evening
mark
not
the
interim
chief
of
police,
thank
you
for
the
opportunity
to
share
a
three-month
snippet
of
the
police
department.
First
would
be
the
finance
and
the
budget.
I've
reviewed
our
fiscal
performance
for
the
first
quarter,
and
there
are
three
areas
that
I'll
be
monitoring
closely
overall,
we're
at
approximately
79
remaining,
so
we're
doing
well
so
far,
but
the
three
that
we'll
be
watching
closely.
The
first
is
overtime
where
we're
at
approximately
69
percent.
Q
We
have
several
vacancies
within
the
patrol
division
from
retirements
and
injuries
that
require
replacement
to
satisfy
our
minimum
manning
requirements
for
officer
and
public
safety.
We'll
talk
more
on
staffing
in
a
moment.
The
second
item
that
we'll
be
watching
closely
is
education,
we're
at
65
percent,
after
paying
for
the
fall
semester
of
classes
for
officers
seeking
to
enhance
their
knowledge
with
degrees
in
law
enforcement
or
related
courses
with
the
retirement
of
several
of
our
seasoned
officers
with
degrees.
Many
of
our
recently
hired
officers
are
still
in
the
initial
or
middle
stages
of
their
continuing
education.
Q
The
third
is
our
computer
services,
where
we're
currently
at
50
percent,
we've
been
working
through
several
issues
on
our
remote
access
server,
completing
some
necessary
upgrades
to
software
and
hardware,
and
the
shifting
of
our
personnel
has
required
some
costly
labor
time
from
our
I.t
contractors
to
get
them
set
up
in
their
new
places,
with
everything
that
they
need
to
be
operational.
I'll,
be
working
much
more
closely
with
kristen
to
monitor
and
assess
our
department.
Computer
needs
to
try
to
rein
that
in
and
be
as
efficient
as
possible.
Q
Our
biggest
topic
tonight
is
our
staffing.
We
currently
have
five
vacancies
in
the
patrol
division
due
to
three
normal
retirements
and
two
resignations
of
younger
officers
that
decided
to
go
to
other
agencies.
We
have
three
recruits
in
our
current
police
academy
and
expect
them
to
graduate
at
the
end
of
december.
They
will
go
through
our
field
training
program
and
we
hope
them
to
have
them
ready
for
full
duty.
In
march
of
2019,
we
have
three
vacancies
in
our
communications
unit,
one
full-time
and
two
part-time
weekend
positions.
Q
I
have
one
officer
on
a
long
term,
injured
on
duty
status
and
hope
to
have
him
back
after
recovery
from
surgery.
I
have
one
supervisor
on
short-term
injured,
on
duty
status
and
one
supervisor
on
long-term
military
leave
on
an
active
duty
assignment,
and
both
animal
control
officers
are
out
on
leave.
Q
Q
Q
We
had
approximately
55
applicants
for
our
police
officer
eligibility
list
with
anticipation
to
send
numerous
officers
candidates
to
the
january
2019
police
academy.
This
past
saturday,
we
offered
our
agility
test
of
the
55
applicants.
46
people
recruits
potential
recruits,
showed
up
to
take
the
agility
and
then
from
there
later
that
afternoon
later
that
morning,
35
people
took
the
written
test
that
does
not
include
the
seven
potential
lateral
transfers
of
from
other
police
agencies.
Q
683
offense
reports,
225
investigations
and
707
motor
vehicle
summons,
issued
an
update
on
our
training
and
some
events.
We
have
drug
take
back
day
coming
up
on
saturday
october
27th.
We
have
the
facilities
at
both
headquarters
and
our
youth
center
available
to
take
those
items.
A
couple
schools
we
have
going
on
right
now
are
coming
up
soon.
First
line
supervisor
school
for
recently
promoted
or
soon
to
be
promoted,
first-line
sergeants
that
just
happened
finished
last
week
we
have
records
management
system
software
conference
coming
up
in
october.
Q
A
basic
investigation
course
for
our
new
detectives
in
november,
a
much
more
in-depth
crime
scene
and
forensic
costs
sponsored
by
the
crime
lab
at
the
university
of
rhode
island
in
the
fall
and
spring
semester
will
be
sending
a
detective
to
that
and
a
use
of
forced
risk
management
summit
for
the
command
staff
coming
up
in
november
and
then
finally,
a
department-wide,
firearms,
shotgun
and
patrol
rifle
certification
and
recertification
courses
after
november.
First
as
well.
Q
Finally,
just
a
couple
hot
topics:
all
of
our
police
department.
Employees
now
have
westwalkri.org
emails
before
that
was
restricted
based
on
cost,
I
believe
for
supervisors
and
detectives.
So
we
were
maintaining
two
male
systems
and,
as
the
second
one
was
a
little
bit
cheaper,
but
it
just
it
caused
efficiency
issues.
So
I've
made
the
decision
that
everyone's
going
to
have
the
same
one
will
absorb
the
cost
and-
and
I
think
the
efficiency
will
just
make
things
a
lot
more
responsive
and
better.
Q
Hopefully,
a
majority
of
them
to
be
done
over
the
next
30
days
with
funding.
That's
been
reserved
for
that
purpose
and,
finally,
I'm
working
with
the
superintendent
of
the
school
department
to
seek
funding
from
the
state
department
of
education
to
look
into
the
possibility
of
adding
a
second
resource
school
resource
officer
at
the
high
school
middle
school,
complex,
based
on
call
volume
and
just
increased
need
in
our
belief,
to
provide
a
safer
environment
for
our
children.
G
Mark
one
question:
on
the
educational
part:
I
spoke
to
a
few
officers.
I
don't
know
three
or
four
weeks
ago
we
get
a
new
officer,
rent,
we
educate
them,
taxpayers
pay
for
their
schooling,
they
get
masters,
they
get
the
bachelor's
degrees,
whatever
they
do,
four
or
five
years
they
get
their
bachelor's,
they
get
their
masters
they
leave.
Is
there
any
stipulation
that
the
taxpayers
are
paying
tens
of
thousands
of
dollars
for
an
education?
G
Q
To
to
answer
your
question
directly,
there's
nothing
in
place
that
prohibits
that's
from
that
from
happening,
obviously
getting
our
staff
educated
and
in
the
best
position
to
make
quality
decisions
in
in
usual.
Very
quick.
Unhealthy
circumstances
is
what
we
strive
to
do,
provide
the
best
training
and
resources
available.
E
I
have
a
few
when
so
you
have
three
officers
they're
in
currently
in
the
academy.
Yes-
and
this
is
kind
of
you
may
have
answered
this
with
with
councilman,
so
three
officers
academy's
over
three
officers
come
out,
can
are
they
staying
here?
Do
we
know
they're
staying
in
westwall.
Q
There's
nothing:
well,
there
is
protections
in
place.
Should
they
decide
to
go,
take
another
agility
test
and
written
exam
and
get
on
an
eligibility
lift
list
for
another
department
within
certain
time
frames
they
would
be
required
to
pay
us
back
our
investment
at
certain
percentages
over
a
period
of
years.
E
E
I'm
not
employing
no
mike,
it's
not
about
the
the
pay
or
the
money.
It's
the
fact
that
we
may
have
eight
vacancies
by
june
of
19
and
that's
not
counting
if
one
two
or
three
of
those
recruits
want
to
take
off
too.
Is
there
a
plan
in
place?
If
I
mean,
are
we
just
going
to
be
down
down
offices
or
how
do
we.
Q
The
class
is
a
little
bit
bigger
and
they
only
do
it
twice
a
year
so,
depending
on
when
we
get
a
vacancy
and
we
have
an
eligibility
list
in
process,
sometimes
it
takes
up
to
13
or
14
months
before
we
get
a
body
on
the
road
and
and
capable.
So
we
do
have
an
eligibility
list.
Now,
the
one
that's
in
place
we're
taking
two
people
off
of
it.
We
have
a
new.
The
new
list
should
be
in
place
within
hopefully
three
weeks,
and
you
know,
based
on
what
we
saw
on
saturday.
Q
They
seem
to
be
some
very
good
candidates
out
there.
You
know
there's
a
lot
less
applying
right,
but
the
ones
that
are
applying
that
we
saw
look
like
they'll,
be
good.
You
know,
hopefully,
they'll
kind
of.
E
Q
Q
Obviously
we
have
mutual
aid
agreements
when
things
get
when
things
spike,
as
we
help
those
agencies
out
when
they,
when
they
need
us,
we'd,
have
to
be
creative
and
depend
if
there
is
such
a
thing
as
a
mass
exodus,
we
have
to
be
creative
and
and
work
with
the
union
and
talk
about
how
we
can
do
a
temporary
delay
and
some
movements
to
make
sure
that
we
have
the
manpower
available
to
our
patrol
division,
that
those
officers
aren't
getting
beat
up
for
lack
of
a
better
phrase
working
too
many
hours
without
the
appropriate
rest
to
be
safe.
B
Q
J
A
You
lose
experience
is
what
you're
doing
and
as
major
knot
said
earlier
that
I
know
when
I
first
became
a
councilman
when
you
saw
the
police
advertisements
this
one
position,
75
people
would
be
applying
for
it,
but
unfortunately,
in
this
day
and
age,
people
are
nervous,
become
police
officers
and
they
don't
want
to
apply
to
be
that
police
officer.
They
want
they.
You
know
this
generation
wants
office
jobs
or
don't
get
their
hands
dirty
where
we
are
now
like.
You
said,
we
have
three
four
positions
and
you
got
ten
applicants.
A
A
Q
I,
for
one
consider
it
still.
I
still
think
it's
the
best
job
in
the
world.
You
know
you
have
your
support
mechanisms
and
you
know
people
are
proud
of
what
you
do
and
you
do
the
best
you.
A
D
R
R
Hi
jeffrey
verron,
fire
chief
and
I
believe
everyone
got
a
copy
of
the
package
that
we
put
together.
So
it's
a
quarterly
report
for
the
west
warwick
fire
department
department
is
within
budget
for
this
period
and
we
project
to
stay
within
it.
R
We're
currently
operating
with
four
open
positions,
and
we
look
to
fill
three
of
those
positions
with
trainees
that
we
have
at
the
state
municipal
fire
academy.
Now
they
should
be
graduating
in
november,
then
we
have
like
a
field
training
program
for
them
and
they
should
be
sworn
in
as
west
walk,
firefighters
in
mid
to
late
december.
R
We
also
anticipate
one
retirement
one
additional
retirement
before
the
end
of
the
year
and
there
are
11
members
that
are
eligible
to
retire
before
the
end
of
the
contract.
R
R
Numbers
are
down,
as
the
major
said,
the
next
municipal
academy
is
in
february,
so
we're
hoping
to
get
at
least
two
of
the
individuals
to
fill
the
two
vacancies
that
will
be
left.
I
would
like
to
put
four
people
into
the
into
the
program,
but
we'll
we
have
to
see
how
the
budget
looks
at
that
time.
If
we'll
be
able
to
accommodate
that.
R
So
far
this
year
we've
had
about
5
500
alarms.
That's
that's
up
about
200
from
this
point
last
year,
3600
were
ems
and
about
1900
were
fire
related.
Our
fire
prevention
bureau
is
investigating
24
different
incidents
of
fire.
This
year
we
are
continuing
with
the
apparatus
replacement
plan
that
was
put
in
place.
We
just
took
possession
of
a
new
engine
company
engine
3,
which
will
be
in
the
natick
area
just
came
in,
and
that
was
mostly
funded
by
a
federal
grant.
R
The
apparatus
replacement
plan
is
exceeding
its
expectation
that,
when
it
was
put
in
in
place
and
we're
getting
specifications
to
get
a
new
apparatus,
the
assistant
for
firefighter
grants
just
opened.
We
have
members
that
are
working
on
getting
a
submission.
Together,
we
have
several
new
trainings
that
have
been
going
on
in
the
department,
as
emt
cardiac
refresh
is
going
on,
there's
also
for
the
first
time
advanced,
cardiac
life
support
certification.
That's
going
on
for
some
of
the
members.
R
R
I
was
also
going
through
some
training
on
solar
panels
to
deal
with
solar
panel
fires
and
new
technology.
That's
going
on
with
that.
A
lot
company
that
we
have
is
in
1998.
It
actually
blew
a
turbo.
Last
week
we
just
got
it
back
in
service,
was
about
2
500
to
replace
that
turbo,
and
we
called
around
to
get
a
replacement
ladder
and
we
called
the
surrounding
communities
it
took
us
to
north
attleboro
to
before
we
could
get
a
ladder
as
a
reserve,
so
it
took
a
little
bit
of
legwork
to
get
that.
R
So
I
appreciate
north
attleborough's
generosity
and
allowing
us
to
use
their
rum
their
ladder
so
going
through
the
salaries.
I
did
a
just
a
quick
comparison
between
last
year
and
this
year,
and
I
think
you
all
have
them
in
front
of
you,
and
salaries
are
pretty
much
even
with
where
they
were
last
year.
Overtime
is
down
and
there's
really
no
other
significant
changes
from
last
year
to
this
year.
So
we're
pretty
much
right
on
on
target
with
where
we
were
last
year.
E
Have
one
the
same
question
I
have
from
asia,
not
when,
if
I'm
thinking
kind
of
worst
case
scenario
for
us,
if,
if
you
have
11
men
and
they
all
decide,
you
know
what
we're
done,
we're
leaving
what
is
and
I'm
not
saying
that's
a
probability,
but
it
is
a
possibility.
So
we
have
a
minimum.
R
Rotate
people
around
as
best
we
can.
We
end
up
ordering
people
to
stay
if
we
have
to
to
make
sure
there's
a
appropriate
number
of
people.
Okay,
so,
but
fill
in
those
positions.
Municipal
academy's
doing
the
same
thing:
they're
only
running
two
classes
a
year,
so
they
started
one
in
august.
The
next
one
is
starting
in
september
in
february.
R
Got
like
40
something
we
have
21
that
are
taking
the
test
on
thursday
night,
so
they
have
to
take
that
they've
already
taken
the
physical
agility
and
they'll
do
a
swim
test
a
week
from
saturday
and
then
there'll
be
an
oral
board
and
they'll
be
ranked
after
the
oral
board,
and
if
we
have
enough
we'll
send
as
many
as
we
need
to
or
that
we
can
into
the
academy
following
and
we
do
not
have
in
place
what
the
major
has
as
far
as
reimbursement
once
we
send
them
to
the
academy
and
we
buy
them
their
gear.
R
A
A
B
Okay,
three
items,
one
I
haven't
received
any
new
updates
from
the
planner's
office
regarding
the
proposed
development
at
the
end
of
crossbow,
where
it
meets
nottingham.
As
I
get
information
I
will,
I
will
put
that
out.
The
developers
at
some
point
will
be
holding
a
propose
like
a
proposal
meeting
for
the
abutting
neighbors,
so
I
will
put
that
information
out
as
soon
as
I
have
it.
The
faded
lines
along
east,
greenwich,
ave
and
greenbush
will
be
repainted
as
needed
and
hopefully
extremely
soon,
that
hideous,
yellow
and
blue
trash
can
stop.
B
Sign,
will
be
removed
and
replaced
with
something
a
little
bit
more
aesthetically
pleasing.
So
it
was
somebody
hit
it
a
few
weeks
back
and
dpw
did
replace
the
base,
but
the
sign
has
to
go.
It's
awful
and
people
have
been
commenting
left
and
right.
So
dave
picose
said
that
he
would
take
care
of
that.
That's
all.
I
have.
E
Four,
I
may
have
said
this
last
last
time,
but
we
we
do
have.
I
call
it
an
island,
it's
it's!
E
It's
not
really
an
island,
but
well,
we'll
call
it
that
for
for
this
purpose
with
charities
island,
it's
yeah,
it's
it's
temporary
island,
coming
off
of
manchester
street
onto
if
you're
going
on
to
pulaski
street
and
it
is
temporary
because
if
we
don't
want
to
set
something
in
concrete
first,
because
if
this
isn't
working
the
way
that
we
think
it's
going
to
work,
then
we're
able
to
adjust
it
for
next
spring.
E
So
when
the
question
comes
up
of,
why
is
this
like
this?
It
does
make
sense.
I
met
with
dave
becozy
out
there.
He
had
a
lot
there's
a
lot
of
good
ideas
going
forward
if
you're
familiar
with
the
with
the
area
when
you're
coming
out
of
manchester,
you
have
to
you
used
to
have
to
go
about
30
feet
before
you
can
see
what's
coming
out
of
pulaski
street
and
the
issue
is:
is
the
vacant
white
house?
That's
on
the
corner?
It's
it's
vacant!
I'd
like
to
move
that
I
looked
here
for
the
house.
E
I
think
that'd
be
would
solve
a
lot
of
problems.
Obviously
we
can't
do
that
so
we're
making
it
so
we
have
a
better
view
of
the
cars
coming
up
from
our
left
as
you're
coming
out
of
there
again.
This
is
temporary.
It
should
be
something
concrete
moving
forward,
so
we're
going
to
be
working
with
the
traffic
commission
as
well
to
see
what
the
best
suited
for
the
spring.
J
Three,
thank
you.
First,
I
want
to
say
we
talked
about
this.
Last
winter,
barbara
tayback
was
working
on
getting
a
permanent
christmas
tree
in
at
the
arctic
gazebo
each
year
she
usually
goes
out
and
for
months
and
months
tries
to
select
a
tree.
So
this
is
going
to
be
no
cost
of
the
town.
The
arctic
village
association
is
going
to
be
paying
for
it.
They
purchased
the
tree
this
past
weekend.
It's
going
to
be
installed
within
the
next
week,
or
so
it's
a
12-foot
tree.
J
So
it's
a
little
taller
than
we've
had,
but
I
think
it's
kind
of
cool
it'll
grow
with
the
town.
It's
gonna
grow
about
eight
to
ten
inches
per
year.
It's
gonna
be
on
the
left-hand
side
of
the
gazebo,
so
I
think
that's
gonna
be
exciting.
To
have
something
permanent
there.
We
don't
have
to
keep
cutting
down
the
trees
every
year.
J
J
And
I'm
gonna
be
there
to
take
part
in
it.
100
of
the
tips
will
go
towards
the
angel
in
action
and
I
think
their
plan
is
to
do
each
week
kind
of
pick,
a
different
organization
in
the
town
to
be
a
celebrity
bartender
to
raise
money
for
a
different
organization.
So
I
think
it
was
a
great
idea,
and
finally,
this
saturday
we
have
the
west
warwick
walk
for
wellness
5k
up
at
the
westward
civic
center.
It
kind
of
took
a
little
longer
to
get
to
put
it
together.
J
So
I'm
expecting
I'm
not
expecting
it
to
be
a
huge
turnout,
but
if
anybody
wants
to
come
up
there,
the
details
are
on
my
town
council,
facebook
page.
It's
9
a.m,
signings
at
the
civic
center.
If
you
haven't
registered,
you
can
show
up
that
day
and
register.
It's
a
suggested,
25
donation,
but
you
feel
you
can
just
come
and
walk.
If
you
want
to
bring
your
family,
it's
not
necessary,
you
can
bring
a
check,
write
it
out
to
the
the
providence
center.
J
A
A
Echo
valley
has
been
purchased
by
an
entity
and
for
14
a
little
under
14
million
dollars
and
they're
going
to
be
renovating
echo
valley
for
another,
about
14
million
dollars
in
renovations.
That
includes
possibly
rip
down
and
put
new
buildings
up.
So
I
just
want
to
give
everybody
a
heads
up
on
that.
A
It
is
required
that
the
town
council
president
sign
the
bond
agreement.
I
still
have
to
read
these.
You
just
handed
these
to
me
tonight
so
I'll.
Let
you
know
more
about
that.
Once
I
get
done
reading
this
knight
street,
they
had
a
little
bit
of
issue
last
week
with
the
rain.
A
Dpw
went
down
with
dave
pokozi.
I
want
to
thank
them.
I
know
they're
still
not
done
yet,
but
they
actually
cleared
out
three
additional
drains
in
there,
so
they
have
better
flow
for
the
water.
Hopefully
that
will
be
done
this
week.
I
know
the
weather
hasn't
cooperated
well
with
them
east
maine.
Thank
god.
It's
done,
except
for
some
minor
issues
that
we
brought
back
to
the
state.
There's
a
couple
of
curbs
the
curb
on
the
side
of
dunkin
donuts
I
mean
duncan
dominoes.
A
They
took
out
put
a
temporary
crosswalk
in
that'll,
be
back
to
sidewalk
they're
gonna,
put
the
curb
back
in
they're,
going
to
fix
the
curb
on
east
main
and
the
curve
on
pike
street
that
have
collapsed
during
the
process,
the
tops
of
them,
which
are
drains
they're
well
aware
of
it.
They
just
they're
going
to
come
back
later
in
the
fall
to
maintain
and
take
care
of
that.
G
I
want
him
notified
in
due
time
performance
of
the
town
solicitor
also,
this
email
that
he
sent
the
council
earlier
and
I'm
going
to
read
part
of
it.
I
am
respectfully
requesting
that
the
town
council
take
this
matter
until
after
the
november
6th
election
election
in
order
to
avoid
the
appearance
of
political
interference
and
political
grandstanding.
G
So
I'm
here
now
I
requested
it.
I
want
it
before
november
6,
because
after
november
6,
you
don't
know
what's
going
to
happen
to
the
council,
you
might
not
be
here
so
I
want
that
on
the
agenda
and
I'm
going
to
check
with
a
few
solicitors
that
I
know
and
my
own
attorney,
to
get
a
legal
advice
if
he
is
actually
entitled
because
he
wants
this
an
executive
session.
He
doesn't
want
an
open
session,
so
I
think
it's
open
to
the
public
and
I
think
the
public
should
be
aware
of.
G
What's
going
on,
that's
my
opinion.
I
could
be
wrong,
but
I
will
get
the
law
on
that
and
find
out
if
it
has
to
be
executive
or
he
has
his
choice
or
it's
the
council's
choice.
The
other
thing
ernie
east
avenue
bridge
and
the
province
street
bridge
any
news
from
d.o.t
about
these
barriers.
O
O
O
The
guard
rails
are
not
up
to
a
current
code
and
that's
why
the
barriers
are
there,
but
that's
my
belief
when.
O
There
was
actually,
I
was
driving
into
work
listening
to
wpro
with
gene
vallicente
and
the
director
was
on
the
radio
and
someone
called
about
a
very
the
same
question.
It
was
a
bridge
in
warwick.
It
was
fixed
a
few
years
ago.
Why
are
the
barriers
there?
He
didn't
know,
but
his
belief
was
that
because
of
the
guardrail
situation
so
but.
G
Again,
it
looks
like
as
soon
as
you
come
in
from
wallet
to
west
warwick
or
cranston
or
west
warwick,
it's
like
a
dump,
all
all
the
debris,
all
the
weeds
grown
in
between
those
barriers.
So
if
it's
just
a
matter,
what
he
told
you
last
time
is
that
if
they
have
to
put
a
speed,
a
weight
limit
on
the
bridge,
it's
better
than
those
barriers
and
a
sign
costs
50
dollars
compared
to
500
a
piece
for
the
barriers.
O
The
next
next
next
point
would
be
sending
a
copy
of
the
letter
to
our
state
representatives
and
senators
and
asking
them
to
intervene
to
get
a
response.
G
And
the
other
thing
is
west
scott
manner
now
that
people
in
wheelchairs
are
going
through
those
sidewalks
and
demo
federally
funded,
sidewalks
and
roads.
I
know
vinnie
marzullo
was
making
some
contacts
before
the
polls
are
right
in
the
middle.
The
wheelchairs
can't
pass
if
they
want
to
go
to
the
store
if
they
want
to
go
to
speedway.
If
they
want
to
go
to
westgard
house,
if
they
want
to
go
to
wherever
they
want
to
go,
they
cannot
pass.
They
have
to
go
on
the
road,
very
dangerous
on
providence
street.
G
I'm
gonna
see
what
else,
because
I
know
a
letter
was
sent
to
the
feds
about
that,
but
I
don't
know,
but
then
the
sidewalks
all
busted
again
for
the
wheelchairs
to
pass
and
that's
a
state
road.
So
you
probably
can
add
that
in
when
you
talk
to
alvini
the
lines
on
wakefield
street
and
the
crosswalks
were
supposed
to
bend
on
freddy
said
it
was
coming
up
shortly.
That
was
before
school,
it's
after
school.
A
Councilman
just
to
answer
your
question
on
the
other
issue
about
the
open
or
closed
session
chapter
42-46-5
purposes,
of
which
a
meeting
may
be
closed
using
electronic

judicial

the

may
hold
a
meeting
closed
to
a

pursuing
to
42-46-4
for
one
or
more
of
the
following
purposes:
any
discussion
of
job
performance,
character,
physical
or
mental
health
of
a
person
or
persons
that
such
person
a
person's

shall
have
been
notified
in
advance
in
writing
and
advised
that
they
may
require
the

Meeting.
A
Failure
to
provide
such
notification
shall
render
any
action
taken
against
the

or
persons
affected
null
and
void.
Before
going
into

Pursuant
to
the
subsection,
the

shall
state
for
the

that
any
persons
to
be
discussed
have
been
notified,
and
this
statement
shall
be
noted
in
the
minutes
of
the
meeting
and
then
there's
other
sections
on
that.
If
I
can
give
you
that's.
A
H
G
I
would
want
an
open
session,
so
I
could
explain
myself
how
you
get
150
to
read
the
newspaper,
how
you
get
2.4
million
dollars
from
the
taxpayers
and
how
you
talk
to
different,
I'm
not
going
to
get
into
it.
It's
just
I'm
going
to
check
myself
because
there's
a
there's,
some
kind
of
stipulation
in
that
appointment
of
the
town
solicitor.
Then
I
don't
think
it
applies
and
I'll
get
it
in
writing,
but
send
a
notice
whether
it'll
be
whether
I'm
right
or
wrong.
It's
going
to
happen.

G
Remember
what
I
had
to
say
major:
you
had
the
traffic
study
meeting
and
you
approved
the
stop
signs
that
we
requested
off
phoenix
avenue.
Yes,
sir,
what's
the
time
frame
on
that?
When
would
they.
G
H
That's
correct:
if
freddie
gill
has
them.
H
J
Q
B
B
We
we
did
look
that
up
with
the
tom
clerk's
office
and
we
did
find
the
ordinance
that
had
those
approved.
A
I
got
two
things:
one
kent
county
water.
They
sent
us
their
yearly
report,
so
if
you
can
make
a
copy
for
the
council,
but
also.
A
Come
present
this
to
the
town
council,
so
if
you
can
reach
out
to
him,
see
if
he's
availability
for
the
next
town
council
meeting,
if
not
meeting
in
november,
but
again
just
want
to
pass
that
off.
Also
this
is
sent
to
every
town
and
community
has
nothing
to
do
with
me.
I
want
to
make
that
clear
now,
but
from
cox,
communications
we
are
excited
to
share
with
you
the
report

This

is
intended
to
quantify
the
overall
impact
of
cox,
communications
on
the
lives
of
people
and
businesses
in
rhode,
island
by
providing
numbers
relative

they've,
enclosed
a

each

would
appreciate
if
you
could
share
with
them.
Please
let

you
have
any

or
require
any
additional
details,
please
do
not
hesitate
to
contact

A
There's
plenty
here
for
the
council.
There's
also
here
for
the
public.
If
you'd
like
some
again,
this
is
every
city
in
town
gets
these.
It's
not
just
west
florida.
C
Chris
boucher
44
brat
lane
I'd
like
to
briefly
address
something
to
the
council
in
regards
to
a
statement
that
was
made
by
mr
d'amico
and
I
understand
the
value
of
our
first
responders
and
law
enforcement.
It's
a
very
good
thing
and
you
know
I
I
would
say
that
that's
a
reasonable
thing
to
consider
when
you're
saying
well,
if
we
are
leaving,
maybe
we
should
pay
them
more
to
be
more
competitive
with
other
towns.
However,
they
are
paid
by
the
taxpayers
and
we
are
currently
and
cranston.
C
The
city
of
cranston
was
kind
enough
to
knock
us
out
of
fifth
place
for
the
highest
municipal
taxes
into
sixth
place.
We
should
not
be
competing
for
first
place
when
it
comes
to
taxation.
Our
taxes
are
high
and
we
face
some
real
challenges.
We
had
the
station
fire,
we
had
the
flood
and
so
we've
been
we've
been
embattled.
C
However,
at
the
same
time,
though,
we
have
to
keep
in
mind
that
these
things
cost
money
and
they're
expensive
and,
and
we
don't
want
to
take
any
more
from
the
people
of
the
town
of
west
work
than
we
need
to.
So.
My
hope
and
my
encouragement
to
the
council
is
this-
is
that
when
you're,
considering
that
there
is
an
area
that
we
are
falling
short
on,
my
hope
is
that
you
will
say
rather
than
say.
C
Well,
we
need
to
raise
taxes
rather
than
saying
that
what
departments,
what
less
essential
areas
of
of
our
town
services,
can
come
into
consideration
so
that
we
can
have
the
money
to
be
able
to
pay
for
the
more
important
things.
And
that's
my
that's
my
statement.
Encouragement
to
the
council
to
take
under
consideration.
Thank.
B
You
thank
you
chris.
We,
we
will
definitely
take
that
under
consideration
and
those
things
will
be
weighed.
I
Absolutely
good
evening,
council,
richard
hull,
41
pike
street,
I'm
gonna
read
something
quick
that
I
had
sent
out
I'll
short
it
up
as
much
as
possible
before
I
get
there.
I
met,
and
I
spoke
to
a
lady
named
rose
in
regards
to
the
council
president
mentioned
knight
street,
who
owns
the
brook
in
the
back.
There
is
that
a
town
property
or
holy
ghost.
A
It's
that's
still
in
debate.
We
were
discussing
that
the
other
day
also.
I
So
I
appreciate
the
town
going
out
and
handling
some
of
the
drains,
but
it
was
told
to
me
by
this
lady.
The
town
was
back
there,
cleaning
up
some
of
the
brook
if
it
turns
out
that
the
holy
ghost
owns
that
are
we
going
to
get
reimbursed.
A
A
I
Okay,
thank
you
for
the
clarification
on
that.
So
the
next
thing
I
want
to
do
is
on
september
19th
2018.
I
I
sent
an
email
out
to
the
council
president,
I'm
going
to
read
a
little
bit
of
that
email
before
I
read
the
email.
I
want
to
make
it
clear
that
I
was
told
by
the
council
president.
I
would
not
get
a
response
on
any
of
this
information
until
november
7th
granted.
Yes,
I
am
running
for
town
council.
I
am
david
gosling's
opponent.
I
Currently
I
am
just
a
constituent
of
the
award
that
you
represent,
so
I
wrote
allow
me
to
start
this
letter,
just
as
if
I
was
at
another
council
meeting,
my
name
is
richard
hull
and
I'm
a
constituent
in
your
ward.
I
have
consum
some
concerns
and
some
questions
that
I
would
like
to
bring
up.
I
was
going
to
do
that
at
the
last
town
council
meeting,
but
I
figured
I
may
get
more
answers
here
so
bear
with
me
a
little
as
this
is
just
a
tad
bit
long.
I
First,
please
allow
me
to
start
by
addressing
the
talents
list
and
the
problems
I
see
with
the
current
situation.
As
you
and
I
both
know,
there
have
been
numerous
issues
between
the
town,
solicitor
and
the
constituents.
There
have
been
many
back
and
forth
arguments
for
the
lack
of
better
words
with
the
town.
Solicitor
has
become
aggressive
and
completely
disrespectful.
I
Now,
there's
also
been
very
little
action
taken
on
this
matter.
Besides
one
public
apology,
which
was
issued
by
yourself
the
same
time
of
the
public
apology,
you
also
mentioned
that
this
behavior
would
not
continue
to
happen
that
the
solicitor
would
not
address
the
crowd.
Lo
and
behold,
you-
and
I
both
know
that
didn't
happen.
I
I
believe
it
may
have
been
the
following
meeting.
You
know
we're
discussing
the
follow-up
meeting
from
when
you
made
the
public
apology
or
one
directly
after
that,
that
there
was
another
outburst
and
another
attack
on
a
constituent.
I
I
We,
as
taxpayers,
still
have
to
pay
for
him
to
quote
unquote
recover
from
a
wedding.
I
want
to
know
why
haven't
you
taken
any
action
now
I
I'm
reading
the
email
as
it
is.
I
don't
expect
an
answer
from
him.
We
all
know
that
why
you
have
not
put
it
on
the
agenda,
it
had
to
be
placed
on
the
agenda
by
another
councilman.
Thank
you
angelo.
I
What
are
your
plans
to
correct
the
actions
of
the
solicitor?
Now,
let's
get
back
to
another
point
regarding
the
town
solicitor,
if
he
is
in
violation
of
his
contract,
why
is
it
allowed
to
continue?
Why
is
he
allowed
to
continue
to
do
business
with
the
town
few
meetings?
Prior
to
that,
you
stated
that
there
is
an
ordinance
that
states
no
vendor
who
was
in
violation
of
any
contract,
or
always
any
taxes
would
be
allowed
to
do
business
with
the
town.
I
A
I
I
I
I
look
forward
to
your
responses.
Again.
I
didn't
get
a
response.
It
was
told
to
me
in
facebook
on
november
7th.
I
would
get
an
answer
yep.
Let
me
just
make
sure
that
I'm
done
here.
I
just
want
to
bring
one
thing
to
attention.
Item
number
four:
on
the
agenda:
the
westwork
high
school
music
department.
I
just
I
didn't
hear
a
vote.
I
think
it's
a
great
idea.
We
should
give
them
their
100
bucks.
I
didn't
hear
a
there
wasn't
a
vote.
It
was
just
a
yes.
I
Is
that
legal,
I
just
I
don't
want
them
to
get
screwed
out
of
getting
their
100
bucks.
Everything
else
is
voted
on
you
guys
say
you
know.
Yes,
there's
habits,
so
it's
just
a
consensus
today,
not
a
vote.
I
just
want
to
make
sure
it's
done
right
cause.
I
don't
want
to
come
back
and
bite
you
all
right.
I
In
regards
to
the
facebook
page
that
was
sponsored
by
councilman
lechardi,
I
think
it's
a
good
idea.
I
would
recommend
it
be
ran
by
a
town
official,
not
a
council
member,
as
we
both
know.
Council
president
had
a
facebook
page
that
said,
ward
two
updates
turned
out
to
be
a
political
page.
He
changed
the
name
of
it.
Thank
you
for
doing
that
and
I'm
good.
Thank
you.
Council
have
a
great
day.
F
Anna
spodnik
carpenter
court,
richard
hull,
just
brought
up
a
comment
that
was
made
at
the
previous
meeting
by
the
council
president
at
2.06
on
the
meeting
meeting
timer,
where
the
excuse
for
the
town
solicitor
being
missing
from
that
particular
meeting
at
that
time
was
because
of
a
wedding.
F
F
So
basically,
when
you
use
the
excuse
that
she
who
was
not
there,
because
you
gave
him
time
off
because
of
a
wedding
that
was
a
lie,
and
I
don't
think
that
ward
two
deserves
to
be
lied
to,
I
don't
think
ward,
1,
2,
3
or
4
decide
should
be
lied
to
it.
It
looks
like
a
cover
up
as
far
as
you
are
protecting
him
in
any
way,
shape
or
form
that
you
can.
F
This
stems
back
to
comments
from
last
year
when
we
attempted
to
have
an
open
bid
for
a
solicitor,
and
I
can
quote
you
on
this-
I
can't
tell
you
the
exact
meeting
date,
but
your
words
verbatim
were.
I
am
happy
with
my
solicitor
now.
Having
said
that,
that
does
give
you
a
sense
of
total
bias.
If
you
look
at
it
because
it
just
seems
like
every
single
time,
we
have
an
issue
with
the
solicitor
who
has
publicly
publicly
insulted
and
spoken
to
members
of
this
audience
in
a
way
that
is
so
unprofessional.
F
He
should
not
still
be
part
of
this
town,
but
you
continuously
put
off
and
put
off
and
put
off
dealing
with
him.
He
doesn't
respect
you,
he
doesn't
listen
to
you
and
yet
you
sit
back
and
let
him
diminish
your
authority
as
the
council
president.
He
sat
right
next
to
you
and
completely
ignored
you.
He
has
totally
had
no
concern
for
anybody
in
this
room
that
dares
to
get
up
and
speak,
even
though
he
has
no
right
to
speak,
even
as
you
stated
his
opinion,
isn't
he
is
not
a
town
council
member.
F
F
F
B
F
Do
you
do
you
need
more
than
videos
to
defend
him
seriously?
I
think
you
know
this
is
at
the
point
where
you're,
showing
your
degree
of
respect
for
the
taxpayers
also
and
as
far
as
the
comment
you
made
a
little
while
ago,
mr
goslin,
you
should
be
damn
lucky
if
you
were
the
man,
my
father
is.
That
was
an
insult.
That
was
another
person.
What
are.
A
F
F
A
F
F
Maybe
you
should
start
listening
to
the
taxpayers
and
treating
people
with
respect,
and
you
wouldn't
have
to
put
up
with
anything
like
this.
Would
you
now
you've
definitely
displayed
the
bully
tactic
that
takes
place
on
this
council?
And
it's
believe
me
when
I
tell
you
it.
Oh,
the
the
performance
at
the
beginning
of
the
meeting
was
priceless
and
that's
typical
of
you,
you
don't
like
the
the
bragger.
Oh,
we
want
people
to
come
to
meetings
sure
as
long
as
you
keep
your
mouth
shut,
you
don't
question
anything.
F
F
A
Of
the
council
wants
him
he'll,
let
him
let
me
know
right
now:
we
got
an
active
lawsuit
berating
every
week.
People
just
coming
up
here.
Harassing
individuals
have
hitting
agendas,
and
I
brought
this
up
four
weeks
ago,
five
weeks
ago,
with
an
apology,
the
hidden
agendas
in
the
politic
and,
I
said,
keep
outside
the
door.
F
You
are
apologizing
for
the
person
that
made
the
accusations
and
made
the
statements
and
made
the
insults.
That's
not
an
apology,
and
you
know
it.
You
continue
to
protect
him.
You
continue
to
stand
behind
anything
that
seems
to
be.
You
know
a
disruption
to
this
council
majority
and
I
hope
people
see
it.
I
really
do
I
hope
people
can
see.
Clearly,
it
just
seems
like
the
taxpayers.
Don't.
A
M
F
M
M
I
M
Oh
wow
awake,
oh
my
god
is
this
how
it
gets
dirty?
Oh
my
god
is
this
how
it
gets
dirty
like
this?
Okay,
hey,
hey,
hey,
hey,
hey,
I'm
just
giving
you
an
opinion.
I
worked
with
timmy
williamson
eight
years
as
a
councilwoman
when
I
needed
his
help.
He
was
there.
He
saved
this
town
a
lot
of
money
and
this
is
firsthand
experience.
M
So
let
the
talk!
Okay!
Let
them
talk.
Yes,
I
lost
that
election
and
I
am
glad
to
put
up
with
people
like
used
to
so
thank
you,
but
my
opinion
on
timmy
williamson
after
eight
years
he's
there
when
you
need
them
and
that's
the
truth,
there
was
a
lot
that
happened
in
miss
roik
and
those
times.
Those
days
we
had
the
station
fire
right
I
mean
mr
williamson
was
there.
I
had
a
couple
of
experience
myself
where
I
was
a
new
councilwoman
and
I
overdid
a
driveway.
M
K
Trying
to
reach
62
andrews
avenue
the
comment
about
the
now.
I
know
where
it
came
from
okay
about
the
intimidating
and
harassing
her
clients.
Now
I
know
where
it
came
from.
I
don't
know
if
any
of
you
counsel
me
know
that,
but
there
was
a
letter
of
communication
to
my
lawyer
that
I
am
intimidating
and
harassing
you.
K
K
K
The
only
issue
that
you
have
with
me
and
even
though
they
keep
saying
it's
litigation
litigation
is
I
give
you
factual
papers
that
are
public
documents
and
you
don't
like
to
see
them,
but
no
litigation
has
been
done
here.
I
have
lawyers
for
that
and
have
I
give
you
any
litigation
stuff
or
documents
that
are
public
knowledge.
K
K
K
K
K
K
That's
where
it
started
so
my
intimidation
and
all
this
other
stuff
she
wants
to
do
guys.
I
don't
know
where
it
comes
from.
It's
just
another
jab.
You
know
what's
going
to
lead
to
what
I'm
going
to
tell
you
motion
after
motion
after
motion
for
nothing
because
he's
aggravated
and
he
put
his
watch
dog
out.
