executive
session
that
was
held

february
27th
under
section

rhode
island
general
laws,
the
council
will
close
the
executive
session.
That
was
this
with

discussion
of
interest
arbitrations
for
wage
reopeners
for
fire
and
police
unions
under
the
prevailing
collective
bargaining
agreements.

town's
general
fund.
Again
it
is
the
single
most
important
fund
of
the
town
during
the
fiscal
year
that
ended
june
of
17,
total
fund
balance
degrees
decreased
by
a
million
eighty
five
thousand
six
hundred
and
twenty
dollars.

The
budgeted
change
in
that
was
zero,
so
we
had
a
excess
of
expenditures
over
revenues
of
just
under
a
million
one.
At
the
end
of
the
year,
the
unassigned
fund,
balance
in
the
general
fund
amounted
to
just
just
a
bit
more
than
217
thousand
dollars.

balance
represents
less
than
one
percent
of
the
operating
budget
and
is
certainly
well
below
the
healthy
target
of
eight
to
sixteen
percent
of
expenditures

we've
discussed

was
really
being
the
heart
of
the
town's
operations.
The
fund
balance.
There
hasn't
changed
all
that
much
over
the
past.

that
total
you
know
from

million,
still
around
6
million
in
total,
then
just
about
five
at
the
end
of
the
year.

change
you
can

the
towns
portion
of
that

decreased.

schools

increased

years
and
as
you

mentioned,
as
the
school
redeploys,
their
fund
balance
their
their
share.
That
fund
balance
will
be
decreasing.

wastewater
authority
generate
operating
revenues.
Just
under
5.7
million
operating
expenses
were
consistent
just

7.6
same
as
the
prior
year.
They
did
incur
a
small
loss
for
the
year
compared
with
income
from
the
prior
year.
However,

end
of
the
fiscal
year,
the
wastewater
authority
fund
still
has
net
assets
or
net
worth
of
just
under
41
million
dollars.

to
be
in

positive

pre-funding

funding

town
also

elect
to

implement
gatsby
statement

which
again
brings

total
opeb
liability

statements
of
the
town,
that
liability
being
just
over
56
million
dollars
at
the
end
of
june.

that
funded
ratio
is
only
3.2
percent,
as
I
mentioned,
most
of
other
communities
have
zero
funding.
So
it's
all
pay
as
you
go.

The
our
opinion
on
the
town's
government-wide
financial
statements
was
qualified
this
year
in
auditing,
the
town,
the
town's
share
of
the
teacher
pension
plan
obligation
and
reconciling
the
contributions
between
what
the
school
department
had
recorded

the
plan
had
recorded
and
allocated.
We
found
a
discrepancy
there
where
the
the
records
provided
did
not
support
changing
liability
from
the
prior
amount,
so
our
audited
opinion
on
those
government-wide
statements
was
qualified
for
that
item
not
being
updated.

town

school

state

state
teacher
pension
plan,

full
allocation
of
their
net
pension
liability
for
all
the
participating
employers
and
we
received
you
know
all
the
information
we
needed
again
was
reconciling
that
activity

plan
had
recorded
for
the
measurement
period
to
what
the
actual
contributions
were.
There
was
a
system
conversion
at
the
pension
plan,
where
certain
wages,
certain
contributions
on
wages
that
were
paid
after
the
end
of

were

on

animals
are

proactive

said

much
power
to
public
officials
that
could
lead
to

corruption.

for

freedom
to
express

you

people's

awards
broken

reason

people

18
years
old,
I
wasn't
immersed
in
any
governmental
type
of
things.

vote

in
who
you
think

best
person

represent

state

everything

think
that
it's
up
to
the
wants
to
decide
basically

they

representative.

take

whole
town
as
a
collective
and
let
them
vote
you're

get
some
people
that
may
come
out
in
your
ward,

people
that
come
out
in
your
award
and
they're
going
to
vote
that
they
don't
want
it,

maybe

other
people,
in
other
words,
don't
represent
the
numbers.
The
way
the
other
awards
do
and
it
gets
voted
down.
Is
that
fair
to
the
individuals
that
are
doing
a
fabulous
job
or
that
are
up
for
election
at
that
time?

other
than
that.

As
far
as
name
recognition,
if
you're
in
the
community,
you
could
have
a
fabulous
name
in
the
community,

anything
other
than
politics.

teacher
and

loved

community

and

may
even
stay

because

doing

great

at

really
busy

easter

auxiliary
unit,

sons

american
legion
squadron,

legion
riders
of
rhode,
island
state,
chapter

warwick
veterans
council,
and
that
cost
700
bucks.
It's
quite
a
bit.
So
kelly,
daugherty
approached
me
a
while
ago
and
she's
an
auxiliary
member,
and
she
organized
all
that
for
us.

really
like
to

for
doing
