A
B
Let's
follow
our
heads,
please
heavenly
father.
We
have
gathered
here
this
evening
as
your
humble
servants,
as
we
represent
the
good
citizens
of
the
town
of
west
wallach.
May
all
of
our
efforts
be
blessed
with
your
wisdom.
May
our
personal
faith
give
us
the
strength
to
act
honestly
and
accordingly,
in
all
matters
that
come
before
us
amen,
amen.
D
D
D
C
E
E
E
So
what
about
the
bins
that
are
out
there
then
like?
Have
we
got
a
number
on
those,
because
it's
been
a
couple.
It's
been
like
three
months
four
months
we
still
don't
have
like
a
number
of
all
these
other
ones.
So
how
are
we
giving
up?
Some?
Are
we
giving
some
permits,
but
we
have
some
out
there
without
hold.
A
On
we,
we
did
receive
previous
to
the
election.
If
I'm
correct,
nicole,
not
sent
us
an
email
with
all
the
locations,
then
the
town
manager,
also,
when
I
put
the
rfp
out
to
bid
for
the
ones
no
did
you
know
you
sent.
F
Something
out
to
the
private
yeah,
all
the
the
applications
were
sent
out
to
all
the
vendors
that
we
have
within
the
town,
all
the
companies,
a
copy
of
the
ordinance,
an
application
and
request
that
you
know
they
submit
those
to
the
clerk's
office,
completed
and
submitted
to
the
clerk's
office.
All
right
so
just.
G
To
my
understanding,
the
deadline
for
permits
to
have
been
submitted
has
passed
and
up
until
this
time,
and
maybe
a
week
or
so
ago,
I
don't
know
when
I
discussed
it
with
paula.
G
We
had
only
received
applications
of
permits
from
the
bins
that
were
placed
at
and
I'll
just
use
the
generic
term
religious
places
that
were
under
the
exempt
category.
A
G
G
I'll
I'll
follow
up
with
the
building
officials
office
as
to
the
notice
for
the
private
bins.
I
I
know
that
I'm
pretty
sure
nicole
had
prepared
that
list
ernie.
I
I'm
sure
there's
a
list
out
there
over
there
I'll
I'll,
follow
up
on
that
very
far
back.
F
H
A
Not
we're
not
going
to
move
we're
not
going
to
move
public
comment
up.
This
meeting
should
go
fairly,
quick
and
right
now,
the
longer
you
stand,
the
longer
we'll
have
to
wait.
A
A
C
A
G
G
This
is
a
pretty
simple
thing:
it
just
changes
three
places
in
the
ordinance
from
section
20
to
section
21..
The
reason
I
sent
this
to
the
council
was
when
I
came
upon
this.
I
wasn't
sure
whether
it
was
a
typographical
era
made
by
the
publisher
that
could
just
be
corrected.
That
way,
my
concern
was
that
when
it
was
passed,
which
I
didn't
know,
it
made
a
reference
to
a
section
that
subsequently
was
changed,
or
it
made
a
reference
to
the
wrong
section,
and
if
that
were
the
case,
it
was
done
by
council
action.
I
E
B
Second,
discussion:
are
there
any
anybody
here,
who's
against
this?
B
It
says
theatrical
what
is
theatrical,
what
does
that
mean
music,
dance
delays?
I
don't
understand
what
it
is
they
want
based
on
the
application.
This
isn't
my
ward,
so
I
mean
I
obviously
want
to
support
this
restaurant,
but
at
the
same
time
it's
just
so
big.
Do
you
have
any
idea
what
it's
just
indoor.
A
C
D
B
A
Have
it
looks
like
they
have
a
stage
here,
so
it's
indoor,
it
looks
like
music
and
they
have
the
stage
mocked
off
right
there
893.,
that's
the
store
itself,
that's
the
butters,
but
I
don't.
A
E
A
D
A
B
No
part
of
my
concern
is:
there's
a
veterinarian
next
door
and
they
keep
animals
there
overnight
and
that
could
cause
issues.
So
if
it's
as
simple
as
like
you
know,
music,
acoustic,
music
or
something
being
played
inside
the
restaurant,
that's
fine,
but
you
know,
I
don't
think
I
want
a
rock
band
there
of
any
type.
I
don't.
B
A
Second,
discussion
just
to
go
over
right
before
the
election
actually
in
november,
knowing
that
we
weren't
going
to
meet,
I
wanted
to
start
distributing
some
of
these
non-profit
funds,
specifically
to
the
veterans,
association
and
the
food
covers,
because
it's
that
time
of
year
and
with
veterans
day,
just
passing
and
thanksgiving
holiday,
now
we're
going
into
christmas,
and
I
reached
out
to
mr
sylvester
yesterday
to
let
him
know
this
was
on
the
agenda
because
I
know
he's
looking
for
a
little
more.
A
We
also
have
two
other
requests
and
a
third
one,
a
fourth
one
that
came
in
and
I
apologize
like
it's
a
hundred
dollars
I'll,
send
it
off
to
you
but
I'll
bring
that
up
tonight.
So
we
have
the
westbrook
food
covered
again.
They
were
given
6
800
last
year,
so
far
4
000,
we
have
actually
a
letter
from
mrs
young
and
joan
levitt
they've,
actually
originally
requested
a
thousand
dollars.
But
after
talking
to
mr
sylvester,
they
would
and
plus
the
work
that
the
town
has
done
over
there.
A
Lately
they're
asking
for
250
now
the
steam
scouts
was
originally
asking
for
is
asking
for
675
and
west
warwick
high
school
boys.
Basketball
is
asking
if
we
want
to
go
in
their
book,
as
sometimes
we
do
for
a
hundred
dollars
so
and
unfortunately
to
go
over
that
real
quick.
A
We've
used
seven
thousand
twenty
dollars
so
far,
there's
a
total
of
twenty
eight
eighty
remaining
in
that
fund
balance
in
that
account
that
the
council
budgeted.
So
we
wanna
stay
within
that
budget.
D
I
think
we
need
to
stay
within
the
budget.
Personally,
I
I
think
having
this.
This
has
come
up
for
the
third
time
now,
since
I've
been
involved
with
it
on
the
council,
I
think
we
need
to
set
parameters
because,
right
now,
it
just
seems
like
we
have
ten
thousand
dollars
in
a
budget.
It's
available
beginning
july
first,
and
it's
not
just
two
two
different
groups:
three
groups,
four
different
groups
who
are
not
requesting
part
of
that
money.
D
It's-
and
this
is
only
it's-
I
think,
we're
up
to
about
eight
and
it's
only
going
to
grow.
So
if
you
have
a
organization,
that's
a
civic,
social,
charitable
organization,
it's
a
non-profit
right!
Now.
How
can
you
can't
say
no
because
they
fit
on
the
under
the
parameters
that
we
have,
and
I
don't
definitely
don't
say
we
go
over
budget
with
this.
We
need
to
keep
in
effect,
but
my
whole
thing
is:
I'm
looking
at
a
different
picture.
D
A
Actually-
and
I
can
agree
with
you
on
that,
except
for
the
fact
that
since
I've
been
on
the
council,
you
know
six
and
prior
to
me,
the
food
covered
in
the
veterans.
Association
veterans
have
always
gotten
gotten
their
request,
but.
A
And
again,
it
all
depends
on
what
the
priorities
are.
So,
like
you
look
at
the
food
covered.
Okay,
that's
needy
families
in
need
for
the
holidays.
You
look
at
and
again
I
read
a
letter
from
the
steam
scouts.
You
know
I
I
know
roughly
what
they
do,
but
I
don't
know
everything
they
do.
I
don't
know
what
they
do
for
fundraising
or
whatever.
D
D
D
D
E
I
mean,
I
think,
a
lot
of
people
didn't
even
until
we
came
up
with
the
meeting
with
with
dead
rafa
with
angel
in
action.
I
think
that's
when
a
lot
of
people
found
out
about
that
money.
I
believe
so
then.
I
think
from
that
point
was
when
we
started
getting
the
letters
if
I'm
correct,
because
that's
what
well,
they
used
to.
A
Be
the
kent,
so
this
people
610
and
then,
if
you
want
to
get
up
and
speak
on
it
because
you've
been
involved
for
all
these
years.
But
again
they
used
to
be
the
ken
center.
They
used
to
be
different
and
I
don't-
and
they
haven't
requested
over
there,
the
years
every
single
year.
But
the
two
that
have
is
the
veterans,
council
and
the
food
cover.
J
Thank
you,
dan
sylvester,
33
grand
view
drive,
I'm
involved
with
the
west
walk
assistant
agency.
We
sent
a
letter
requesting
20
6
900
and
we
received
4
000..
I
was
not
able
to
come
to
that
meeting
and
I
just
want
to
point
out
that
we've
been
a
food
cupboard
in
west
warwick
for
36
years.
We
started
in
1982
and
last
year
alone
we
helped
three
thirteen
thousand
six
hundred
and
sixty
two
people,
and
this
year
with
december
still
in
play,
we've
already
961
people.
Over
last
year.
J
We
just
had
thanksgiving
214
people
signed
up
for
baskets
and
we
took
care
of
all
of
them
and
now
christmas
is
at
hand
and
the
same
thing
is
going
to
happen.
At
least
that
many
one
of
our
problems
is
that
the
fema
grant
we've
been
getting
a
nice
fema
grant
over
the
years,
11
600
to
be
exact.
J
Last
year.
It
always
comes
to
september
and
october
last
year.
We
didn't
get
it
until
february
and
it
was
only
six
thousand.
This
year
we
haven't
heard
a
word,
so
we're
afraid
we're
not
going
to
get
anything
this
year
and
the
council
over
the
last
three
years
has
given
us
sixty
eight
hundred
dollars
each
year
and
to
take
a
cut
to
4.
000
is
going
to
hurt
us
pretty
bad
and
so
on
behalf
of
the
30
volunteers
and
all
the
clients
that
we
help
provide
food
for
them.
A
First
of
all,
we
don't
have
2900
in
there,
but
so
it's
up
to
the
council
on
how
you
want
to
do
this,
like
I
said,
there's
four
requests.
A
D
I
B
B
Of
these
different
organizations,
we
do
have
to
have
better
parameters
rules
whatever
you
want
to
call
them
guidelines
well,.
A
A
It's
usually
it's
usually
distributed
by
december,
and
then
we
always
leave
a
few
hundred
in
case.
Somebody
comes
up
throughout
the
year,
but
we've
always
divvied
out
the
food
covered
in
the
veterans
council
in
november
every
year.
I've
been
here
and
and
that's
because
of
the
holidays
and
because
of
veterans
day.
A
So
that's
that's
the
only
reason
that
those
have
been
divvied
out
at
those
times
and
that's,
and
that
has
been
the
you
know:
6
900
and
1500
84
8400,
and
then
we
had
the
1600
in
there
to
move
around,
but
you
know
we're
getting
bigger
and
bigger
requests.
You
know,
like
I
said,
to
steal.
This
was
a
thousand
dollars.
A
I
A
B
They
would
do
that
because
they'd
like
to
see
it
go
to
the
food
company
personally,
I'd
like
to
see
as
much
of
this
movie
go
to
the
food
cupboard
as
possible.
It's
my
own
opinion,
but
I
would
if
I
were
giving
it
up.
I
would
do
250
of
the
angels,
because
that
was
request.
I
would
do
the
same
for
the
steam
scouts
and
give
the
remainder
to
the
food
covered.
B
B
I
To
leave
anything
in
reserve,
I
mean
I
I
hear
what
you're
saying
so
so
maybe-
and
I
know
it
falls
short
of
what
mr
sylvester
is
asking,
but
maybe
we
do
2000
to
them.
We
do
the
252,
the
angels
in
250
to
the
steam
scouts
and
basketball
would
have
to
would
have
to
have
a
different
conversation,
and
that
would
leave
that
would
leave
320.
D
D
B
Yeah,
I
think,
that's
steep
nothing
against
the
steam
stuff.
I'd
like.
I
L
L
Tammy
collins
crestwood
drive.
Actually
it's
not
steam
scouts,
it's
steam
club,
it's
a
4-h
club.
We
were
if
it's
in
the
letter,
but
we
were
a
scouts
organization.
We
switched
at
the
end
of
2017,
because
the
university
of
rhode
island
helps
with
providing
the
curricula
and
that
kind
of
stuff
to
us
that
the
scouts
doesn't
have
they've
got
the
steam
curricula
already
developed.
L
So
when
they
go
to
college
they're,
not
going
blind
and
no
offense
to
liberal
arts
degrees,
but
just
for
a
liberal
arts
degree
they've
got
to
focus
on
what
they
want
to
learn
and
even
if
they
don't
pick
it
as
a
career
path,
it
still
gives
them
hobbyist
interests
in
those
kind
of
things.
So
the
other
part
of
what
we
did
was
so
it's
educational,
but
it's
also
civic
minded.
We
help
with
well
the
food
pantry.
We
just
did
scouting
for
food.
We
helped
participate
in
scouting
for
food.
L
The
4-h
is
a
national
organization,
it's
actually
older
than
scouting.
It
began
as
an
agricultural
organization.
A
hundred
plus
years
ago,
over
the
years,
they've
realized
that
agriculture
isn't
the
entire
country
anymore,
so
they've
diversified
into
fields
that
would
be
more
appropriate
to
different
parts
of
the
country.
L
So
they
anyone
can
join
in
a
certain
age
group
up
to
age
18
and
they
in
a
way
it's
similar
to
scouts.
So
it's
5
to
18.
you
after
you're
18
years
old,
you
can
stay
on
as
an
alumnus.
L
You
can
become
a
leader
or
you
can
move
on
so,
but
it's
basically
just
an
organization
like
that.
It's
open
to
boys
and
girls
and
our
particular
club.
Because
of
the
things
we
do,
it's
a
little
too
advanced
for
elementary
school.
So
we
picked
middle
and
high
school
aged
for
this
club,
but
there
are
other
clubs
scattered
across
the
state
that
are
all
different
types
of
age
ranges
and
there's
a
lot
that
goes
on
at
the
library.
It's.
L
What
we
did
last
year
was
we
tried
to
sell
chocolate
bars,
so
that
was
how
we
paid
for
last
not
last
year,
the
beginning
of
it's
two
different
years,
because
it
goes
by
the
school
year.
So
from
january
to
june,
when
they
finished
the
school
year,
we
did
chocolate
bars.
That
was
our
fundraiser,
but
it's
very
difficult
to
you
know
a
buck
a
bar.
It
takes
a
long
time
to
raise
money
that
way.
So
all
right.
D
Charlie,
what's
impressive
about
this
is
the
fact
of
not
the
the
fundraising
doesn't
to
me.
It
doesn't
matter
it's
more
that
you're
out
there,
with
with
these
kids
throughout
the
whole
year,
and
just
looking
at
the
variety
and
I've
worked
with
the
steam
club
with
the
with
the
easter
egg
halloween
party
and
they're
there
they
show
up
on
time
they
do
their
job.
They
help
clean
up
they're,
it's
a
great
part
to
the
organization.
It's
it's!
It's
really
giving
back
to
the
community
is
what
it's
all
about.
A
Understand
that,
but
after
we
gave
to
the
steelers,
I
received
a
couple
of
calls
from
other
leagues
talking
about
it
and
saying
you
know:
hey
they
raise
money
in
their
concession
stand.
They
we
do
too,
and
we
raised
this
and
they
raised
that.
How
do
they
get
a
thousand
dollars
because
they
want
to
know
how
they
get
a
thousand
dollars?
And-
and
I
said
well
and
that's
one
of
the
questions
we
never
asked
this
deal
is
like
how
much
funds
do
they
raise
at
a
concession.
A
B
D
B
I
know
you're
involved
and
I
think
we
should
give
something
to
the
organization,
but
you
have
the
ability
to
fundraise
as
an
organization
so,
for
example,
like
pac-13
they're
having
a
breakfast
this
upcoming
weekend,
they're
gonna
make
a
lot
of
money
on
a
breakfast
that
will
go
towards
their
organization,
so
maybe
candy
bars
might
not
be
an
efficient
way
of
bringing
money.
There.
E
B
E
I
I
B
A
I
I
I'm
fine,
like
I
said
whatever
the
majority
wants,
it's
a
tough
situation
here,
we're
down
to
the
nitty-gritty
and
unfortunately,
the
food
cover
will
take
a
little
bit
of
a
hit.
I
L
A
F
Yes,
good
evening,
two
two
items
for
you
tonight:
the
organizational
assessment
for
the
department
of
public
works,
recreation
department,
the
civic
center
has
been
completed
and
the
copies
have
been
distributed
to
you
this
evening
on
your
desk.
F
Once
you've
had
an
opportunity
to
review
the
document,
I
would
recommend
that
a
workshop
be
scheduled
to
review
the
report.
The
author,
charlie
lombardi,
would
be
being
in
attendance
and
can
go
over
the
findings
and
and
respond
to
any
questions
that
the
council
may
have.
A
From
the
council,
thank
you,
mr
manager,
what
reports
I
am
going
to
save
three
for
last,
because
I'm
sure
there's
plenty
of
report
in
ward
three,
but
we'll
go
down
to.
B
Five,
just
a
few
things
one.
I
wanted
to
publicly
thank
dpw
for
the
work
that
they've
been
doing
in
ward
5.
we've
had
some
drainage
issues
which
they've
attended
to.
There
was
the
issue
in
front
of
the
green
bush
condominiums,
where
we
had
the
patchwork
that
needed
to
be
done
right.
I
appreciate
that
the
director
was
out
there
overseeing
that
work
that
the
developer
repaired
it
and
made
it
right.
B
I
wanted
to
remind
everyone
that
there
will
be
an
informational
meeting
on
december
17th,
which
is
a
monday
evening
six
o'clock
here
in
the
council
chambers.
There
is
going
to
be
a
proposed
condominium
development
in
the
green
bush
area
where
nottingham
meets
crossbow.
They
want
to
put
in
approximately
20
units-
and
I
know
a
lot
of
people
want
to
attend
that.
So,
if
you're-
not,
if
you
didn't
know
about
it,
please
put
it
on
your
calendar.
B
I
put
this
on
facebook,
but
I
think
that
people
should
be
aware
that
there
was
an
excessive
amount
of
rain.
Over
the
last
month
we
received
about
10
inches
of
rain,
where
we
normally
receive
about
four.
So
we
have
some
overflow
issues
and
one
of
the
problems
we're
having
on
the
screened
jab,
particularly,
is
the
water
is
coming
out.
It's
freezing
so
just
drive
cautiously,
and
while
I'm
on
that
topic,
you
know
we
are
heading
into
the
holiday
season
and
I
think
we
should.
B
We
need
to
be
vigilant,
and
I
think
that
we
need
to
be
mindful
of
increased
issues
that
might
occur
in
the
neighborhoods,
especially
regarding
theft
break-ins
things
to
that
effect.
So
I
would
just
remind
everybody
to
keep
an
eye
out,
keep
an
eye
on
your
neighbor's
front,
porch,
just
to
make
sure
that
everything
is
good.
D
We
we
have
two
new
businesses
that
just
moved
in
right
near
the
kfc
one,
it's
right
where
the
yeah
the
emergency,
the
emergency
center
used
to
be
so,
I
haven't
been
in
there
yet
thank
god,
but
I'm
sure,
with
with
the
holiday
season
coming
up
in
the
cold,
so
I'll
probably
visit
the
emergency
room
at
some
point
over
the
winter,
but
but
but
we
have
a
new
emergency
room
in
town,
which
is
good
so
and
it's
in
ward
4..
A
Two
tree
lighting
went
off.
It
was
mighty
cold
out
there
this
year,
at
wind,
chill
of
zero
degrees
for
down
in
phoenix
thanksgiving
night.
Also
dpw.
I
want
to
just
give
a
little
pat
on
the
back.
The
new
work
order
system
that
dave
picose
put
in
seems
to
be
working
very
well.
A
You
pretty
much
know
when
they're
going
to
work
on
something
because
they
put
once
a
complaint
comes
in
or
we
send
something
off.
They
put
a
work
order
in,
and
that
goes
in
order.
So,
as
the
work
orders
go
out,
it's
the
work
order
system's
working
great,
so
I
noticed
they
over
the
past
couple
of
days.
They
did
a
few
things
around
here,
plus
down
in
phoenix.
They
were
working
on
the
sidewalks,
so
excellent
job
on
them.
That's
all!
I
have
one.
I
So
I
I
asked
dave
at
the
tree
lighting.
What
award
report
was,
since
nobody
told
me
so
I'm
just
getting
my
my
feet
wet
to
be
honest
with
you.
We
did
have
a
situation
on
providence
street,
where
we
had
temporary
barriers
going
over
and
someone
brought
it
up
at
the
last
meeting
over
the
295,
overpass,
north
and
south
and
town
manager
was
nice
enough
to
look
into
it
and
we
got
a
letter
back
about
three
days
ago.
I
That
said,
the
barriers
were
in
place
and
would
be
there
until
2025
and
lo
and
behold
they
were
removed
yesterday
and
today,
so
we're
not
sure
exactly
what
happened
there,
but
that's
good
news
and
other
than
that.
I
just
look
forward
to
getting
out
and
talking
to
people
and
seeing
people
and
and
moving
forward.
So
thank
you.
Thank
you.
Three.
E
So
I'll
start
off
with
the
good
stuff
the
tree
lighting
in
arctic
was
rained
out
at
first.
We
ended
up
postponing
it
until
thursday.
You
know
I
ended
up
being
a
little
chilly,
not
quite
as
cold
as
yours
in
phoenix,
but
it's
a
great
night.
We
had
a
huge
turnout
with
the
new
tree
on
the
side.
I
know
it
is
a
little
smaller
than
the
past
one,
but
it's
a
permanent
tree.
We
didn't
have
to
kill
a
tree
and
then
nicole's
probably
excited
about
that.
E
We
didn't
have
to
kill
a
tree
and
we
had
a
lot
more
room.
Everybody
was
able
to
see
the
performances
throughout
the
area
and
the
drainage
project
on
shipyard,
but
we're
gonna
talk
now.
Yeah.
A
E
So
if
you
want
to
come
up
now,
I
know
you
had
some
questions
about
that.
A
E
H
H
H
E
H
H
A
That
conversation
did
you
meet.
This
is
the
didn't
you
meet
with
the
tom
plainer
and
everybody
after
that
meeting
to
discuss
that
trait
and
discuss
your
trees.
H
H
E
H
H
F
H
H
H
H
E
A
A
H
F
A
H
A
A
H
I
totally
agree
with
you:
cardi's
hired
somebody
another
tree
company
that
was,
they
came
in.
I
don't
know
it's
moa
or
it's
it's
out
of
new
bedford
or
fall
river.
A
A
H
E
I
would
find
it
hard
to
believe
that
everybody
on
that
project
didn't
know
because
pete
is
out
there
all
the
time.
So
I
would.
I
would
find
it
hard
to
believe
that
they
didn't
know
if
it
happened.
I
don't
know
how
it
happened,
but
I
there's
no
way
that
khari
didn't
know.
I
know
myself
dave,
mark,
carullo
and
fossen
o'neil
absolutely
knew.
H
A
G
If
the
tree
company
cut
it
down
without
any
direction
from
cardi,
then
both
the
tree
company
and
cardi
would
be
liable
if
cardi
is
going
to
say
that
the
town
didn't
give
them
any
direction
now
you're
right
back
to
where
you
are
right
now,
because
I
don't
know
what's
going
on
as
far
as
who's
talking
to
who
I
don't
know,
if
anything
was
ever
written
up,
I
don't
think,
does
it
change
up,
I
don't
know.
Can
I
just
stop
you
I
just
want
to
let
you
know
that
I
understand
if.
G
That's
all
I
can
tell
you
so
if
there
is
a
meeting
held
by
the
manager
with
all
the
appropriate
department,
heads,
fussen,
o'neill,
dpw
cardis
and
the
neighbors
each
and
every
one
of
your
individual
complaints
can
be
addressed
as
to
where
the
project
is
where
you
can
expect
to
be
in
the
next
20
days.
But
if
a
mistake
was
made
regarding
your
brother-in-law's
tree,
that's
going
to
be
remedied.
E
I
have
a
tomorrow
every
wednesday
there's
a
meeting,
and
tomorrow
it's
at
10.,
it's
not
on
site,
it's
actually
at
the
dpw,
I'm
going
to
mention
your
tree
and
I'm
going
to
also
mention
to
set
up
a
meeting
with
the
neighbors
before
any
of
the
other
concerns
too.
So
this
would
be
interesting.
E
I'm
gonna
I'll
I'll
make
sure
I
address
this
tomorrow
and
I'll
find
I'll.
Give
you
a
call
as
soon
as
I
get
out
of
that
meeting
and
let
you
know
what
we
said:
okay,
and
we
will
also
set
up
a
meeting
at
that
point
for
the
neighbors
within
the
next
near
future.
A
Because
I
know
the
lorenz
are
having
an
issue
with
their
yard,
also
that
they're
telling
them
it's
staying
that
way
that
the
town
of
west
forward
has
no
more
money.
I
I
don't
know
where
people
are
getting
these
stories,
but
this
is
a
million,
a
1.2
million
dollar
project
that
was
engineered
by
fuss
and
o'neill
and,
in
my
opinion,
as
a
homeowner.
A
If
you're
coming
through
my
property-
and
I
gave
you
permission-
if
there's
an
easement
already
there-
it's
in
my
deed-
you
have
the
right,
but
you
also
have
to
bring
my
property
back
to
the
way
it
runs.
I'm
not
satisfied
with
it
that
it
might.
If
my
yard
was
flat,
then
you
come
in
and
make
it
a
giant
hill
and
you're
gonna
leave
it
that
way.
There's
gonna,
I'm
gonna,
be
here
too.
E
We
should
be
connected
right
fully
connected
within
the
next
two
weeks
and
any
of
the
yards
there
is
some
of
the
yards
can
be
fixed
up
to
get
through
the
winter.
So
it's
not
a
total
mess
and
they
can't
put
any
loom.
They
can't
see
it
anything
right.
E
As
soon
as
I
get
out
of
that
meeting,
I'll
call
you
and
give
you
an
update
and
and
I'll
also
let
you
know
what
the
status
is
and
what
we're
going
to
do
in
neighborhood
meetings,
and
I.
A
Second,
I
went
by
this
property
at
10
o'clock
and
I
did
not
want
to
walk
on
it
because
it
was
after
after
it
was
after
the
last
council
meeting
and
I
couldn't
believe
the
amount
of
water
that
was
sitting
in
this
guy's
yacht
and
I
understand
projects
are
in
the
process
and
have
to
be
done
and
and
as
I
understand
that,
if
the
project's
not
done
you've
got
to
wait
till
it's
done
to
see
what
the
result
is.
But
this
guy's
got
a.
A
E
K
K
K
Correct
so
now
now
blair
is
a
belly,
so
all
the
water's
coming
in
and
if
you
go
there
and
look
at
it,
the
runoff
is
actually
taking
all
the
dirt
away
from
the
structure
on
one
of
the
properties
and
then
it's
creating
a
channel
under
a
fence
and
now
that
pipe
in
blair's
yard
is
actually
undermined.
Now,
if
I
wouldn't
walk
on
it,
I'll
tell
you
that
right
now
this
is.
K
The
new
part
there's
holes,
this
big
that
go
all
the
way
down
and
under
that
pipe,
I'm
gonna
tell
you
right
now
you
walk
on
there.
You're
gonna
call
for
a
tow
truck
to
get
you
out.
Okay,
so
I
don't
know
how
it
happened.
I
I
wasn't
there.
They
called
me.
I
called
david
when
the
place
was
flooded
out.
K
So
my
suggestion
to
blair
was
in
his
yard
is
the
stuff,
the
most
simple
fix?
No,
not
only
fill
it
in
it's
a
great
to
create
the
grade
or
even
put
a
landscape
catch
basin
in
the
center
of
that
yacht
connected
to
that
pipe
down
below
so
it'll.
If
it
does
flood
it'll
go
down
right
now,
it
just
sits.
It's
just
sitting
water
same
thing
with
laurent
the
same
thing
to
do
with
catch
basin.
A
And
my
my
other
opinion
on
this
is
you
know
we
paid
foster
o'neill
a
lot
of
money.
To
be
the
engineer,
I
I
think
personally,
we
should
maybe
ask
jim
jeremiah
to
take
a
look
at
this
and
go
on
site
and
see
what's
going
on,
because
we,
you
know
right
now,
the
construction,
the
country
I
want
to
compare
this
is
the
tail
wagon.
The
dog,
the
construction
company
is
doing
whatever
they
want
and
we're
not
following
we're
not
meeting
the
expectations.
K
D
A
If
it's
in
the
bid
and
if
they're
not
following
the
project
to
proper
standards,
I
mean
we
need,
we
need
to
be
closely
watching
this
project.
I
mean.
K
K
A
K
A
But
again,
cardi
has
to
bring
their
properties
back
to
that's
correct
the
original
state,
because
at
least
the
original
state-
and
hopefully
it's
improved
the
drainage
over
there.
Because
if
we're
spending
1.2-
and
I
know
from
the
very
beginning-
it
wasn't
going
to
be
the
fix-all.
But
if
it
didn't
fix
anything
in
that
area,
if
those
three
properties
aren't
improved
and
they've
gotten
worse,
we
blew
1.2
million
correct.
F
F
K
E
G
E
K
B
Just
wanted
to
publicly
thank
chris
for
his
work
as
chairman.
He
was
very
instrumental
in
getting
this
committee
back
up
and
running.
Unfortunately,
his
schedule
he's
continuing
his
education,
so
it's
making
it
very
difficult
for
him
to
participate,
but
I
did
want
to
thank
him
for
the
work
that
he
did.
C
public
comment.
Comments
will
be
addressed
to
the
town
council,
who
will
take
them
under
advisement
when
addressing
the
town
council.
Please
state
your
name
and
address.
Please
conduct
yourself
in
an
orderly
and
respectful
fashion.
The
comments
of
citizens
assessing
this
portion
of
our
meeting
are
neither
adopted
or
endorsed
by
this
party,
but
heard
as
requested.
A
One
minute,
just
from
the
council
any
comment
from
the
council,
I
do
have
one
going
back
to
appointments.
Having
some
brief
discussion
with
mary
beth.
A
I've
requested
an
email
email
address
of
every.
I
asked
for
every
boarding
commission
that
we
have
in
town
and
the
chairman's
email
address
and
mary
beth,
and
I
are
going
to
sit
down
with
all
the
chairmen
or
chair
women
of
those
boards
and
we're
going
to
put
together
a
basically
a
job
expectation
list
also
what
I've
done.
People
who
call
me
about
positions,
I've
also
directed
them
to
the
chairperson
of
that
board.
In
case
they
won't.
A
You
know,
want
to
sit
down
and
understand
the
board
better,
but
we're
going
to
have
within
the
next
month
or
two
depending
on
the
the
board
chairman,
if
we
we're
going
to
basically
have
job
descriptions
in
place.
So
that
way,
when
people
come
in
and
ask
what
this
board
does
or
that
board
does
on
the
top
clerk
be
able
to
hand
them
the
job
description.
So
it's
something
that
mary
beth
might
be
working
the
next
couple
months.
J
J
There
is
one
other
issue
out
there
that
concerns
me.
I
remember
when
this
building
was
built,
I
think
only
ben
sylvester,
maybe
bert
mollahan.
Remember
and
I've
raised
the
issue
a
couple
of
times
we're
starting
to
look
like
central
falls.
We
should
at
least
consider
power
washing
the
building
sometime
later
on.
But
while
I
was
out
here
on
saturday,
I
noticed
that
there
is
some
stone
work,
not
even
brick,
stone
work
that
I
consider
a
danger.
J
J
Maybe
we
can
get
to
the
high
school
to
put
a
band
around
it.
I'll
show
it
to
him
after
the
meeting.
The
other
issue
I
have
is,
I
had
posed
a
question
to
the
town
manager
a
couple
of
weeks
ago,
if
he
could
cite
the
town,
ordinance,
regulation,
chapter
and
verse
and
the
charter
that
requires
that
every
access
to
public
records
request
be
routed
through
the
town,
solicitor,
most
cities
and
towns.
J
Don't
do
that
and
to
me
if
our
department
heads
can't
decide
determine
whether
or
not
a
request
falls
outside
of
the
exceptions
listed
in
the
in
the
law?
I
don't
know
why
they're
department
heads
so.
A
Alan
that
was
rectified
almost
eight
months
ago.
You're
right
marianne
did
send
everything
to
the
solicitor
she's
been
directed
to
send
it
to
the
department
head
first,
if
the
department
head
cannot
answer
it,
it
goes
to
solicitor
now
because
the
solicitor
is
on
retainer
and
not
it's
it's
no
extra,
even
if
they
sent
it
to
the
solicitor.
It's
part
of
the
work
job
description,
so
that's
doesn't
cost
the
taxpayer.
J
I
understand
that
there's
there
are
23
or
26
exceptions,
and
I
understand
that,
but
they
should
be
able
to
determine
that
and
the
last
item
I
was
almost
going
to
make
you
guys
copies
of
this
with
regard
to
the
taxes,
I'm
still
waiting
for
a
reasonable
answer.
As
to
this,
and
I've
listed
everybody
on
here,
I've
listed
the
exceptions
that
you
made.
J
It's
westwork
taxes
1999
to
2018.,
and
I
took
a
random
selection,
mr
d'amico,
mr
leccardi,
mr
williamson
myself,
the
chief
of
police,
former
council
members,
and
it's
just
amazing
to
me
that,
with
the
exception
of
the
town
solicitor,
the
average
increase
over
a
20-year
period,
you
being
an
exception,
because
you
were
only
covered
for
13
years.
The
average
increase
ranged
from,
or
should
I
say,
the
minimum
increase
was
approximately
eleven
hundred
and
sixty
eight
dollars.
J
J
A
J
A
A
J
K
A
A
F
As
of
december
31st
they'll
be
coming
out
after
the
first
of
the
year.
I
would
suggest
that
you
sit
down
with
the
assessor
and
relay
the
information
that
you
have
I'm
sure
with
the
programs
he
has.
He
can
quickly
review
that,
although
he's
on
he's
on
leave
right
now
so,
but
I
would
suggest.
F
But
I
would
tell
you
that
when
you
look
at
valuations
and
just
somebody's
name
and
property
values
are
based
upon
the
style
of
house,
I'm
sure
everyone
has
a
different
style
of
house
values
on
the
amount
of
land.
They
have
the
improvements
of
the
house.
What
hardwood
floors,
carpeting,
neighborhood
neighborhood
sales
is
a
variety
of
factors
that
are
built
into
the
assessments
and
computer
programming.
D
F
A
A
A
A
Call
that
luck
because,
like
I
said
I
got
neighbors
who
are
in
the
same
tax
range
and
I
could
tell
you
there
was
candidates
that
are
paying
le
that
were
running
last
election
that
brought
this
up.
But
when
you
look
at
their
taxes,
they're
paying
600
less
now
than
what
they
were
10
years
ago.
I
mean
you
look
at
that,
and
you
say
how
does
it
happen?
It's
called
assessment
and
some
people
get
lucky
and
I
haven't
been
lucky
I'll.
Tell
you
that
no
I'm
at
7
400
a
year,
I'm
not
looking!
Oh.
J
D
Bernie,
so
something
in
writing
that
we
can
look
at
that.
You
just
said
it's
there's
a
variety
of
reasons.
Why
that
when
they
do
an
assessment,
is
this
something
that
we
that
we
can
see.
F
D
A
J
A
J
I
As
I
look
I
looked
at
mr
williamson's
house
after
there
were
comments,
and
I'm
all
I'm
only
going
to
say
this.
The
manager
is
correct.
It's
not
just
location.
It's
the
style
of
the
house
he's
living
in
a
style
of
a
garrison
in
west
warwick.
I
The
houses
are
ranches,
capes
and
and
raised
ranches
garrisons
don't
sell
as
much
as
these
other
homes.
So
yes
and
he's
sitting
in
an
area
that,
if
you
and
I
look
through
pulaski
street
and
all
the
the
streets
there,
which
I'm
very
familiar
with,
I
grew
up
in
crompton
and
if
the
garrisons
are
not
selling
as
well
as
a
cape
as
a
raised
ranch
or
a
ranch,
it's
the
price
per
square
foot
that
that'll
make
the
values
up
and
down
the
company
you
have
northeast
revaluation
is
the
same
company.
I
The
town
of
east
greenwich
have
they're
very
good.
I
highly
recommend
them.
The
town
of
east
greenwich
has
had
them
since
2003.
They
just
got
out
of
a
revaluation.
A
full
revaluation
is
when
I
retired
from
east
greenwich.
So
if
you
do
have
a
question
on
values
of
properties,
whether
it's
the
counselors
or
solicitors
or
or
your
neighbors
go
directly
to
your
assessor,
your
assessor
can
contact
the
company.
I
You
just
don't
have
the
information
in
front
of
you.
So
if,
if
you
feel
that
you
need
to
get
further
information
contact,
the
tax
assessor,
that's
where
it
should
be,
and.
A
I
A
A
lot
of
ranches
so
going
back
to
what
you
said
when
it
was
brought
up
to
me
last
meeting,
I
did
send
an
email
to
sao
and
he
did
a
comparison
of
30
properties
around
westworld
to
that
in
particular
property,
and
it
all
made
sense.
It's
not
like
it
and
and
again
I
don't
know,
what's
in
out
of
your
house,
I'm
not
going
to
go
look
at
every
house,
but
he
did
a
comparison
and
sent
it
off
to
me
and.
I
You
and
you
do
take
the
age
of
the
home
the
size
of
the
lot.
You
know
what
what
a
vacant
piece
of
land
is
going
to
sell
in
that
area,
how
big
of
a
lots?
How
old
is
the
home
and
and
how
you
know,
has
hasn't
been
any
updates
in
polls
do
not
add
value
whether
he
has
an
in-ground
pool
or
not.
It
may
add
a
little
value,
but
you
might
be
looking
maybe
at
2500
times
the
rate.
You
cannot
go
and
say
1990
to
2018
how
much
taxes
did
they
pay?
Because
you
know.
I
A
I
Well,
I
and
you
know
I
have
to
tell
you-
I
started
by
a
phone
call
by
mr
mullen,
who
was
the
superintendent
of
schools
who
was
the
brother-in-law
of
lombardi
needed
a
typist,
and
they
you
know,
I
was
a
very
fast
typist
when
I
was
17
years
old
and
that's
how
I
got
the
job.
M
Terrace,
I
have
a
question
for
councilman
lechardi.
You
stated
that
you
have
two
businesses
that
were
opening
in
ward
four,
and
you
mentioned
one
was
an
emergency
room.
E
A
M
M
M
Open
okay,
there's.
C
M
Yes,
please,
okay,
all
right,
because
I
don't
we
don't
know
anything
about
it
and
I'm
sure
the
tax
assessor's
office
doesn't
know
anything
about
it
and
then
town
clerk
doesn't
know.
You
know
they're
not
coming
in
to
apply
for
the
business
application.
So
if,
if
anyone
any
council
person
knows
of
a
business
that
is
opening,
sometimes
we're
not
aware
of
it
and
we're
like
the
last
ones
to
know
so,
if
you
know
ahead
of
time.
A
A
M
A
A
J
Anyway,
coming
up
new
london
avenue
this
afternoon,
behind
the
old
high
school
national
grid's
been
working
or
something
the
road
was
scraped
and
on
both
the
west
warwick
side
and
the
warwick
side.
There's
no
markings
and
I
have
a
very
low
car.
I
came
over
that
and
said
whoa
what's
going
on,
because
there
were
no
cones,
nothing
to
give
you
an
advance
warning,
and
I
know
it's
a
state
road.
No,
but
I
mean
you're,
not
even
going
oh,
I
thought
it
was
anyway.
