to

with

that
was

scenarios
to

would

was
somewhere
between
twenty

thousand
dollars,
so
we
put
on

high
side
just
in
case.

it
goes
higher
than
that,
and
this
would
be
the
first
step
to
look
at
this
type

feasibility.

resolution
you
know
has
some
a
little
bit
more
detail
as
to
just
some
basic
information.
You
know
there
are
16
open
plan,
open
pension
plans
that
are
locally
administered
in
the
state
of
rhode
island.

is
23.3
percent
funded
based
upon
a
a
study
that
was
done
last
year
and
our
valuable
most
recent
valuation
of
july,
1st
2018

funding
is
under

Funding
is
considered
a
critical
condition.

the
discussion

it
be
a
benefit
to
the
town
residents,
employees,
active

retired?

there
was

pathway
in

again,
the

step

be
this
type
of
stunning
review
conducted

state
with
their
actuary

our
information
and
data.
They
will
determine
various
scenarios
to
see
if
it
could
be
feasible
because
you
have
to

change.

changes
obviously
would
have
to
be
made
to
what
we're
doing
now,
but
again
it's
the
first
step
again.

of
the
advantages
of
going
into
the
emerge
system
you
know,
would
be,
as
the
treasurer
has
indicated,
sort
of
economies
of
scale.
You
know,
for
investment
purposes,
actuarial
services,
fiscal
and
by
advice
of
money
managers
and
so
on.
There's
certain
benefits
there,
as
well
as
their
administrative
system.
I
mean
they
have
a
complete
department
that
runs
their
pension
systems
and
the
town
would
be
required
to
make
an
annual
contribution
or
a
contribution
based
on
an
actual
valuation.
So
you
know
that
administration
would
be
done
by
the
state
murder
system.

indeed
the
first
step
in

even

it
is
determined

there
is
not
a
pathway

the
merc
system.

not
a
terrible
idea
to
expend
the
money
to
have
another
set
of
eyes.

look

we

recommended

employees
receive
a
salary
increase
of
3.75
effective.
As
of
july
1st,
2019
and

on

2020.

we
have
three
collective
bargaining
groups
and
we
negotiated
contracts
with
three
three
unions,
and
we
settled
two
out
of
the
three
one
is
a
mediation
again.
When
you
look
at
the
structure
of
the
town,
200
and
maybe
15
20
employees,
the
vast
majority
are
unionized.
You
know
they
are
represented
by
unions
to
negotiate
contracts
for
them
the
non-union
employees
are
not
represented
by
a
union
a
contract.

They
are
represented
in
essence
by
the
council
and
the
town
manager
to
make
recommendations
for
them.
So
at
this
point
we're
in
negotiations
at
this
point
we
settled
two
of
the
three
first.
I
see
no,
no
reason
why
the
council
can't
act
on
these
individuals
have
no,
no
other.
You
know
collective
bargaining
resource,
for
example,
in
the
general
fund.
There
are
17
employees,
17,
full
and
part-time
employees
representing
15.15
ftes.

again,
the
police
chief
and
the
police,
colonel
and
fire
chief
have
had
increases
pro
in
conjunction
with
their
bargaining
units.
Now
again,
when
you
look
at
police
and
fire
unions,
there's
one
employee,
one
non-union
employee

one

those
every
other.

those
employees
are
non-are
unionized.

is

situation

and

understanding

town
employees
number
of
years
ago
with

had
personal
days
longevity.

paid
time
off

people,

as
long
as
I
understand
it,
there
was
some
concern
represented
by
the
non-union

that
meetings
and
waited
this
not
really
fair

these
benefits
now
are
being
taken
away
in
lieu
of
this
paid
time
off,
which
some
believe,
I
guess
would
be
less
a
few
calculations
again.
That's
just
what
I've
been
told
anecdotally,
but
I
think
the
point
I
would
have
is
again.

don't
have

same
type

benefits.

council
meeting

commission

the

they
asked

they
asked
instead

having
one
giant
meeting.

second
meeting

a
sewer
commission
meeting,

third
tuesday,

we
will
be
meeting
twice
a
year.

council

collections
today
are

which
is
nine

percent

budgeted
amount.
This
line
has
been
adjusted

day
accrual,

we
move

taxes
back

line
generally
increases
closer
to
the
year

with
the
tax

budget

balance
equates
to

good
news

it
exceeds

mandate

back
up

million

job

everybody,
