A
B
Bow
our
heads
please
heavenly
father
we
have
gathered
here
this
evening
as
your
humble
servants,
we
seek
to
represent
the
good
citizens
of
west
warwick
with
honor
and
integrity.
May
our
personal
faith
give
us
the
strength
to
act
honestly
and
accordingly,
in
all
matters
that
come
before
us
amen,
amen.

Cancellation
of
taxes
results
at
the
attached
cancellation
in
the
amount
of
4097.73
presented
to
the
tax
assessor
for
approval
of
the
town
council.
In
accordance
with
article
25,
section
5
of
the
west
ward
code
of
ordinances
is
hereby
approved.
The
original
list
is
on
file
in
the
office
of
the
tax,
assessor
I'll
move.
A
E
E
E
E
I
want
to
let
you
know,
and
I
think
you
got
to
say
in
your
email.
Oh,
you
did
get
it
today
in
your
email,
fiscal
year,
2018
audited
financial
statements
were
emailed
to
you
and
they
were
put
on
the
website.
We
are
waiting
for
the
bound
copies
we
switched.
The
cover
sorry,
we
switched
the
cover,
so
it's
taking
them
a
little
extra
time
to
get
us
the
bound
copies
the
fiscal
year.
2020
budget
is
well
underway.
E
We
are
meeting
with
departments
this
week
to
go
over
all
of
their
requests
and
everything
is
compiled.
So
we
will
get
you
guys.
A
nice
neat
packet
by
the
end
of
the
month
and
w-2s
were
printed
today
and
we'll
be
going
out
tomorrow
with
paychecks
that
are
in
the
mail
or
so
any
questions.
Any
questions.
F
All
of
the
cdbg
grant
funds
that
were
allocated
for
the
project
have
been
spent,
so
we
had
dr
money
in
the
amount
of
just
over
200
000
and
then
the
annual
award
of
500
000,
which
we
had
a
december
31
deadline
to
spend
and
it's
been
spent.
So
that's
a
a
very
good
thing.
161
000
of
that
has
been
received
by
the
state,
so
we're
waiting
for
the
balance
of
that
and
moving
really
quickly
with
drawdown.
So
I'm
actually
pleased
that
we've
we've
gotten
that
amount.
F
F
F
F
F
I've
assisted
the
planning
office
with
preparation
of
meeting
packets
for
the
december
2018
and
january
2019.
Planning
board
meetings
posted
those
agendas
on
all
necessary
websites
and
kept
minutes
for
said
meetings,
process
purchase,
orders
as
needed,
including
the
hazard
mitigation
consultant
payment
and
planning
board
member
payments
as
well
submitted
drawdowns
to
the
state
for
reimbursement
of
all
costs
to
the
town
maintain
my
own
cdbg
budget
and
daily
office.
Operation
phone
calls
emails
as
needed.
G
Council
members,
I
think
you
received
probably
a
copy
of
the
memorandum
that
I
provided.
As
you
can
see
on
that
memorandum,
there
were
several
recorded
subdivisions
and
projects
that
were
reviewed
and
recorded
by
the
planning
office
in
the
last
quarter.
They
include
hilltop
estates,
which
is
a
project
that
dates
back
to
2006
50
condo
units.
We
granted
a
phase
one
approval
authorizing
22
units
at
this
time,
major
subdivision
off
of
main
street
in
brayton.
It's
a
two
lot
subdivision
that
received
a
master
plan.
G
Approval
went
to
the
zoning
board,
received
zoning
approval
and
coming
back
to
the
planning
board,
probably
in
the
upcoming
months.
Laramie
avenue
is
a
three-lot
subdivision
that
was
approved
and
recorded.
Recently.
Powersplat
is
a
two
lot
minor
subdivision
off
of
washington
street.
An
administrative
subdivision
called
the
mcgarrett
platt,
which
is
the
moving
of
the
lot
line.
I
was
involved
in
the
shippy
avenue
drainage
project.
Elaine
just
went
over
that
project,
I'm
sure
david
will
too
it's
been
suspended
for
the
winter.
It's
about
90
to
95
complete.
G
I
believe
they
just
the
contractor
just
needs
to
go
back,
do
one
short
connection
and
then
restoration,
work
for
sidewalks
and
yards
hazard
mitigation
plan
is
underway.
We've
had
two
committee
meetings,
councilman
lachardi
has
been
assigned
to
that.
He
is
attending
the
meetings.
Also,
we
just
completed
an
online
survey
of
residents
in
the
town
to
prior
to
try
to
gather
information
with
regard
to
hazards
and
hazard
of
project
hazardous
conditions
within
the
town
factory
street
playground
has
been
a
project,
that's
been
active
that
is
basically
complete.
G
We
did
have
it
inspected
by
the
building
official,
as
well
as
the
trust
went
out
and
inspected
the
playground.
I
believe,
last
week
they
provided
us
with
a
list
that
was
forwarded
to
dpw
with
regard
to
minor
projects
that
need
to
be
completed.
We
were
aware
of
them
to
begin
with.
They
include
the
path,
some
signage
hooking
up
the
swings.
I
think
that
in
speaking
with
the
council,
we're
probably
going
to
do
a
soft
opening
fairly
soon
with
some
sort
of
a
ceremonial
opening
in
the
spring
yeah.
H
I
think
so
just
to
clarify,
though,
because
because
I've
been
getting
a
lot
of
calls,
it
is,
it
is
safe
if
it's
not
open
now
I
don't
encourage
people
to
go
into
it
now,
but
it's
not
dangerous.
If
somebody
is
in
the
playground,
it
has
been
inspected
and
that's
the
reason
we
don't
have
the
swings
up.
So
I
just.
G
G
A
Can
we
do
a
soft
open
on
that
and
let
the
kids
use
it,
because
the
civic
center
between
the
amount
of
phone
calls
the
town
hall
and
the
civic
center
is
getting
per
week
about
being
able
to
use
it.
I
I
guess.
G
Are
so
so,
basically,
I
think
that
the
main
issue
is
because
there's
some
handicapped
equipment
on
there
is
is
the
path
and,
and
the
trust
won't
ensure
it
until
the
path
and
everything
is
complete,
so
that
list
has
been
provided
to
dpw
david
could
probably
update
you
as
to
you
know
when
the
path,
I
think
we're
going
to
do
a
temporary
stone
dust
path
david
for
the
time
being,
and
then
in
the
spring,
when
the
plants
open
we'll
do
a
permanent
path,
but
once
that's
done
we'll
we'll
notify
the
trust
ill
and
show
we
can
open.
G
H
G
Nottingham
estates,
we
had
a
neighborhood
meeting
for
a
potential
project
that
will
be
coming
up.
Councilman
d'amico
attended
that
meeting
it
was.
It
was
well
attended
by
residents
in
the
area
and
we're
continuing
to
have
discussions
with
the
develop
with
regard
to
that
project.
G
That's
that's!
Basically,
the
update.
Looking
at
the
planning
department
budget,
we're
at
about
58
through
the
year
we're
we're
trending
at
about
52
expenditures,
so
we're
we're
running
below
projected
and
part
of
that
has
to
do
with
and
and
chris
and
I
worked
on.
This
together
was
an
old
project
that
was
left
over
from
former
administration,
where
there
there
were
some
outstanding
bills
that
the
town
was
unaware
of
and
they
came
in,
and
we
actually
took
some
of
that
funding
out
of
the
the
planning
department
budget.
G
It
had
to
do
with
that
study.
For
the
excuse
me
yeah
the
stormwater
management
plan
and
project
and
ordinance
that
you,
gentlemen,
received
the
and
later
you
weren't
here
that
the
council
received
the
presentation
about
in
possibility
implementing
a
stormwater
management
district,
which
we
decided.
Not
the
town
council
decided
not
to
proceed
with.
I
Good
evening
I'll
adjust
that
playground
for
us,
while
I'm
here
I'll
turn
my
attention
to
that.
What
we're
going
to
do
is
yeah,
put
a
temporary
stone
dust
path
in
we
want
to
make
it
ada
compliant.
As
you
know,
we
had
to
move
the
original
gate
because
it
was
dumping
kids
right
out
into
the
parking
lot
off.
The
curb-
and
I
didn't
have
the
slope
to
make
it
88
compliant.
So
we
we
made
a
path.
The
gate's
in.
I
I
Etf
is
there
say
that
word
yeah?
I.
I
Overall,
our
budget
in
public
works
is
right
on
track.
Again,
we
haven't
had
any
snow
knock
on
wood
here,
because
you
know
snow
can
really
send
your
budget
itself
fast.
Currently,
we
have
a
couple
laborers
vacancies
open.
We
are
trying
to
fill
those
vacancies.
There
is
a
clause
in
the
union
contract
that
requires
you
have
a
cdl.
When
you
come
here,
you
know
we
used
to
have
a
requirement
that
the
back
in
the
town
I
worked
for
that
you
got
one
year
to
receive
your
license
after
you
are
hired.
I
I
As
you
know,
I
stated
in
our
last
meeting
I'm
working
on
a
lot
of
policies
and
procedures
there
that
and
that
we're
going
to
continue
to
do
that,
shippy
avenue
closed
for
the
winter.
I
can
happily
report
to
you
that
when
we
have
had
some
substantial
rain,
everything
worked
fine,
so
I
think
we're
going
to
be
in
good
shape
on
that
job
when
we're
done
we're
also
working
on
drainage
projects
throughout
the
city.
One
of
the
things
we
had
was
a
huge
backlog
of
drainage
jobs
dating
back
several
years.
I
We
have
a
crew
that
goes
out
and
works
on
those
every
single
day
and
and
we're
making
good
progress
on
that
now
parks
and
recreation
we
were
able
to
when
it
was
a
little
warmer
work
on
the
lights
on
the
tennis
courts
in
the
cal
ripken
field.
We
did
what
we
could.
I
What
we
could
afford
to
do
right
now
and
you're
going
to
see
later
on,
I'm
going
to
come
up
with
a
bid
to
approve
a
flail
cutter
for
the
bike
path,
we're
going
to
combine
forces
with
parks
and
recreation,
tony
duffy
and
our
department
of
public
works
and
we're
going
to
put
a
huge
effort
into
getting
that
bike
path
in
good
shape.
It's
a
long
time,
long
time
coming.
B
J
Good
evening,
good
evening,
on
behalf
of
the
police
department,
I
did
a
combo
summary:
some
are
a
calendar
year,
2018
and
also
some
fiscal
year.
Second
quarter
for
2019..
After
reviewing
the
budget
where
we
should
be
around
50,
most
accounts
are
in
good
condition.
The
three
that
I
mentioned
last
quarter
are
the
same
that
I
have
areas
of
concern,
first
of
which
is
over
time,
where
we're
currently
in
around
36
percent.
J
J
We
have
five
people
in
field
training
right
now
and
four
in
the
academy
I'll
go
into
that
a
little
bit
more,
so
we're
going
to
start
seeing
some
relief
at
the
end
of
february,
with,
as
far
as
some
of
our
vacancies
and
mandatory
overtime,
another
was
education
where
we're
at
21
we're
definitely
going
to
exhaust
our
education
light
item
our
spring
semester.
Tuition
bills
are
going
to
be
due,
we'll
be
using
up
the
rest
of
that
and
should
be
a
hair
over
an
addict
in
that
category.
J
Last
is
computer
services
which
we're
at
26
we've
had
a
couple
things
that
have
failed
with
our
remote
access
that
we
needed
to
replace
to
get
our
ex
external
operations
going
between
the
youth
center.
The
animal
shelter
and
a
few
of
us
that
use
remote
access
are
narcotics,
detectives
and
myself
and,
in
addition,
that
our
other
big
quest
item
has
been
transitioning
personnel
around
to
new
desk
new
assignments
and
moving
everything
that
they
need
and
have.
C
J
Going
back
to
staffing,
it's
amazing
to
say,
but
in
the
last
13
months
we've
hired
12
new
officers,
like
I
said,
two
are
working
patrol
assignments,
they've
completed
their
fields,
their
field,
training,
five
are
in-field
training,
four
in
the
academy
and
we'll
have
one
more
lateral
transfer,
that'll
be
coming
to
us
in
march,
from
maryland,
with
several
anticipated
retirements
in
the
spring.
J
Right
now,
with
the
four
in
the
in
the
academy,
we
kind
of
put
a
few
of
those
in
anticipation
of
retirements,
I'm
hoping
with
the
actual
retirements,
depending
on
how
collective
bargaining
goes
and
and
the
state
of
the
town
that
I
may
only
be
one
possibly
two
people
short
come
july.
1St
and
you
didn't
have
to
look
at
putting
somebody
in
the
july
academy.
J
We
also
hired
a
full-time
dispatcher.
We
were
short
a
full-timer
and
two
part-timers.
The
full-timer
is
currently
in
training
and
hopefully
he'll
be
fully
equipped
and
ready
to
go
mid
february
as
well.
Just
some
of
the
training
and
events
that
we've
been
doing
a
lot
of
training.
J
Crass
reconstructionists
will
be
losing
one
of
those.
That's
a
very
intricate
spot.
Internal
affairs
investigations
risk
management
issues.
Today
was
the
second
day
of
our
in-service
block.
To
do
things
that
we
need
to
do
on
an
annual
biannual
basis,
including
first
aid,
cpr
legal
updates,
bias-based,
policing,
courtroom,
presentation,
intelligence,
gathering
and
dissemination.
J
Also,
we
twice
a
year:
do
our
firearms
qualifications
and
recertification,
with
our
less
lethal
weapons
being
the
taser
oc
spray
and
expanded
tom
in
addition
to
staying
on
top
of
our
rhode
island
accreditation
processes
calendar
year,
statistics,
if
you
received
our
calls
for
service
this
year,
is
slightly
over
32
000,
where
last
year
was
slightly
over
31.
So
we're
up
about
1600
calls
for
service
this
year.
Arrests
for
the
year
were
1272
up
from
1081.
J
J
some
of
the
hot
topics
again
I'll
just
mention
that
all
our
police
officers
and
civilian
staff
now
have
rhode,
island.org
email
accounts,
which
makes
it
much
easier
and
efficient
to
communicate
with
our
staff
in
one
shot.
Our
police
fleet
is
doing
very
well
we're
hoping
for
an
easy
winter
for
reasons.
Other
than
dave,
we
like
to
keep
those
in
good
condition:
the
animal
control
unit.
We
still
have
a
temporary
animal
control
officer
assigned
to
fill
those
duties,
while
our
others
are
on
leave,
he's
very
handy
and
doing
a
great
job
there.
J
With
some
minor
bathroom
repairs,
guillotine
door
repairs,
insulation
upgrades
the
facility
upgrades
are
ongoing.
The
air
conditioning
unit
has
been
installed.
The
electrician
was
there
today
to
hook
it
up,
so
the
ac
people
will
be
back
to
test
it
and
then
the
electrical
personal,
big
deck
be
back
to
upgrade
the
amp
service
there.
The
fencing
should
be
done
within
the
next
two
weeks
and
the
electrical
efficiency.
J
Most
of
us
believe
that
that's
vital
and
the
demand
definitely
supports
that
again
with
the
loss
and
transfers
of
many
of
our
seasoned
veteran
officers.
We
have
experienced
a
tremendous
loss
of
talent,
experience
and
institutional
knowledge,
we're
going
to
continue
to
work
very
hard
to
get
our
newly
promoted
supervisors
and
newly
hired
officers
up
to
speed
to
minimize
any
losses
and
services
and
performance
performance.
D
A
few
just
maybe
a
silly
question,
but
when
you
have
an
officer
come
from
another
town
or
city
as
a
lateral,
yes
and
and
their
family
and
new
officer
do
they
have.
J
J
J
So
the
officer
officer,
beltrami
who's
up
there
now
works
very
well
with
the
administration
to
try
to
minimize
the
calling
her
calling
for
non-police
matters,
but
there
are
some
incidents,
whether
it's
some
type
of
possession
of
something,
whether
it
be
an
illicit
drug,
a
weapon
fights
that
rise
to
a
certain
level
that
the
administration
deems
law
enforcement
should
handle
as
opposed
to
an
administrative
function.
And
it's
like
I
said
it's
a
big
campus
with
a
lot
of
students
and
there's
a
lot
of
we've
referred
to
as
dcyf
reporting.
J
It's
definitely
not
an
over-reporting,
but
there
is
definitely
a
much
stronger
mandate
now
to
document
things
more
on
the
school
level
when
they
become
aware
of
allegations
that
they
may
have
handled
themselves,
but
because
of
past
incidents
on
not
getting
reported,
they
called
the
police.
So
now
it's
almost
double
reported
to
make
sure
it
follows
the
right
path
for
follow-up,
whether
it
be
prosecution
or
treatment.
B
I
assume
that's
because
of
some
of
the
things
that
have
happened
in
other
communities
where.
B
B
K
Just
a
synopsis
of
my
office,
I
know
council
person
williamson
wasn't
here.
Last
time
I
told
you
about
my
office
consists
of.
I
have
a
minimum
house
inspector
is
responsible
for
any
complaints
that
are
received
and
attends
municipal
court.
I
am
the
building
in
zoning
official,
my
responsible
review.
All
plans
approve
all
permits
inspections
and
attend
pre-construction
meetings
with
contractors,
and
I
work
closely
with
the
fire
department
and
police
department
and
I'm
also
on
call
24
hours
a
day
for
emergency.
I
also
have
a
plumbing
and
mechanical
inspector,
an
electrical
inspector.
K
K
She
also
helps
any
zoning.
Questions
is
responsible
for
scheduling
inspections
for
all
the
inspectors.
K
I've
reviewed
our
fiscal
performance
for
the
second
quarter
and
we
are
52.24
remaining
residential
property
maintenance.
We
have
currently
spent
two
thousand
one
hundred
and
forty
five
dollars
for
grass
cutting
and
boarding
up
of
residence
residences.
Where
needed.
We
have
received
a
total
of
1970
25
cents
for
payments
made
toward
liens
on
properties
and
payments
for
any
judgments
that
assess
against
properties
that
are
collected
through
municipal
court
total
revenue
for
october
through
december
2018
is
one
hundred
and
seven
thousand
six
hundred
and
fifteen
thousand
thirteen
cents.
K
It's
a
decrease
from
the
last
same
period,
which
was
was
eight
point.
Five
decrease
d.
Sorry,
eight
point:
five
percent
decrease
from
2017,
which
was
a
hundred
twenty
two
thousand
four
hundred
sixty
eight
thousand
sixty
three
dollars
fees,
open,
open
space
fee
collected
was
22
500,
there's
a
2500
fee
for
each
condominium
unit
that
is
built
and
for
any
new
homes
that
are
being
built
in
a
new
subdivision:
ongoing
projects,
madison
ridge,
condominiums,
171
and
175
greenbush
two
permits
have
been
issued,
one
for
threeplex
and
two
foot
duplexes.
K
K
There
will
be
a
total
of
23
condos
west
glen
cottage
west
glen
lane
all
permits
have
been
applied
for
five
units
have
received
cos,
total
of
eight
condos
villanova
550
wakefield
street.
There
will
be
a
total
of
17
condos,
built
to
the
for
the
first
duplex
to
be
built
was
issued
on
november
20th
2018
quake
elaine
condos
108,
101
quaker
lane
all
permits
have
been
applied
for
and
issued
there
will
be
a
total
of
12
condos
hilltoppers.
The
convenience
lily
lane
permits
for
the
first
two
buildings
have
been
applied
for
it.
K
K
I'm
happy
to
say
that
the
dwelling
that
was
unfortunately
burnt
on
24
carson
street
has
been
demoed
as
of
last
week.
K
K
K
B
K
B
So
I'd
like
to
make
a
motion
to
move
item
and
appointments
up
to
this
point.
We
have
two
applicants:
who've
been
sitting
here
very
patiently
waiting
for
over
an
hour
and
a
half
and
plus
we
went
longer
on
the
last
meeting.
B
E
H
B
Both
are
very
talented
young
men
both
are
here
this
evening.
Mr
stanley
has
over
13
years
of
experience
in
digital
marketing.
You
know
he
has
a
degree
in
computer
studies.
Mr
gomez
is
currently
working
on
his
network
administration
degree
and
they
they
would
serve
this
board
extremely
well,
and
we
definitely
need
two
positions.
A
I
have
a
motion
in
a
second,
mr
stanley.
Are
you
here
just
want
to
stand
up?
Certainly
thank
you
and,
mr
gomez.
Thank
you.
Any
other
comment
hearing
none
all
in
favor
all.
B
I
This
is
a
mower,
so
we
can
pay
attention
to
our
bike
path.
We're
gonna,
rent
it
for
a
period
of
two
weeks
to
get
most
of
the
heavy
cutting
down.
Then
we'll
continue
on
by
hand
after
that,
this
will
help
us
get
through
it,
a
lot
quicker
than
we
could
otherwise.
I
The
minute
you,
the
minute,
you
approve
this,
I'm
going
to
get
the
machine
down
here.
Actually
we
had
a
mess
up
on
the
contractor's
pot.
He
I
told
him
I
was
coming
to
council
tonight.
He
sent
the
machine
the
other
day.
It's
been
sitting
there.
I
will
not
touch
it
until
it's
approved
by
this
conference.
H
I
That's
when
I
will
talk
to
the
person
I'm
renting
it
from
telling,
I
cannot
use
it
and
I'm
sure
he'll.
Let
me
let
it
sit
in
the
yard
without
charging
me,
I'm
gonna
actually
I'll.
Have
that
conversation
with
him
before
I
even.
L
A
L
I
I
think
it's
worth
it
though
it's
worth
it,
but
there
are,
you
can
go
out
and
purchase
used
ones.
There
are
used
ones
around.
You
know
I've
done
that
already
for
a
new
one
yeah.
I
purchased
a
used
one
at
one
time.
It
was
probably
20
years
ago
and
they
still
use
it
today.
So
yeah
we
could
look
into
used
ones.
So.
D
I
I
I
I
I
tried
to
get
that
before.
I
even
went
into
an
agreement
with
him
and
he
wouldn't
budge.
I
tried
to
get
it
for
three
weeks
for
the
5
000.,
so
it's
very
see
these
machines.
You
can't
find
them
anywhere.
So
there's
big
demand
for
them.
I
D
I
I
H
I
H
I
As
yes,
it's
going
to
be
a
while
to
get
through
that
bike
path,
along
with
not
only
the
cutting
maintenance,
we've
gone
out
and
counted,
there's
close
to
500
poles
missing
from
your
rail
fence,
500
cross,
poles,
hundreds
of
fence
posts,
broken
missing
some
in
very
bad
areas.
We
have
someone
where
to
go
off
that
bike
path.
They're
going.
I
And
down
and
down
so
that's
another
project,
we're
going
to
be
working
on
I'm
going
to
go
out
getting
some
prices.
It
is
kind
of
an
emergency
in
some
spots.
You
know
I
hate
to
see
a
kid
right
off
the
side
of
that
bike
path,
especially
now
you
can
really
see
them
it's
winter
time
all
the
leaves
are
off.
You
can
see
where
it
could
be
a
danger.
So
that's
something
we're
going
to
be
looking
at
as
we're
cutting
through.
So
we're
going
to
be
working
on
this
for
the
foreseeable
future.
Once.
H
I
Once
you
cut
the
heavy
stuff
heavy
stuff
out
with
this
mower,
now
we're
gonna
be
able
to
maintain
it
better.
This
hasn't
been
done
here
in
a
long
time,
from
what
I
can
see.
It's
going
to
be
easy
to
maintain
and
we're
going
to
do
a
combination
of
things
we're
going
to
do
some
cutting
where
we
can't
cut
we're
going
to
do
some
spraying
with
some
wheat
killer,
just
just
to
keep
it
under
control.
I
H
I
C
C
I
This
is
santa.
The
automotive
chief
was
not
happy
with
receiving
one
bid;
it
was
a
sander
the
we
were
not
familiar
with
it's
from
new
hampshire,
we're
hoping
to
get
some
more
bids
on
it.
We
don't
know
why
we
didn't
get
any.
We
want
to
try
it
again.
We
know
there's
other
contractors
locally.
That
would
bid
on
this.
So
we
want
to
re-bid
and
we
think
we
can
get
a
better
price
for
the
town
by
doing
so.
Okay,
any
questions
for
dave.
C
Authorization
to
utilize
the
city
of
warwick's
bid
for
various
parts
of
for
sand
and
salt
spread
as
a
result
of
the
town
council
of
the
town
of
west
warwick,
hereby
authorizes.
The
department
of
public
works
to
utilize,
the
city
of
warwick's
bid,
2019-131
various
parts
for
sand
and
salt
spreaders
that
was
awarded
to
tri-power
sales
and
service
inc
of
warwick
rhode
island.
The
contract
period
of
this
award
is
from
november
26
2018
through
november
25.
I
Yeah,
this
is
basically
some
cleanup
they
were
using.
Tripower
is
to
buy
our
hydraulic
parts
for
sanders,
plow
pots.
I
was
getting
a
lot
of
invoices
from
this
particular
company
across
my
desk.
They
were
exceeding
what
they
should
have
without
having
a
bid
in
place.
So
I
know
I
had
a
bid.
I
had
this
particular
bid
in
warwick,
so
I
went
I
got
it.
I
want
to
piggyback
it
to
comply
with
our
ordinances.
C
Authorization
to
utilize
the
city
of
warwick's
bid
for
precast
items
for
catch
basins
and
manholes
resolved
as
the
town
council
of
the
town
of
west
warwick
hereby
authorizes.
The
department
of
public
works
works
to
utilize,
the
city
of
warwick's
bid,
2018-313
precast
items
for
catch
basins
and
manholes
that
was
awarded
to
anchor
concrete
from
cranston
rhode
island.
The
contract
period
of
this
award
is
from
june
18
2018
through
june
17.
I
Same
thing,
we
basically
are
using
this
company
already
without
a
bid
in
place
and
we're
going
over
the
amount
allowed
by
your
ordinances
without
a
bid
in
place.
So
I
want
to
have
a
bid
in
place
so
everything's
on
the
up
and
up
you're
going
to
see
this
from
me
a
lot,
I'm
finding
more
and
more
that
we're.
We
have
expenditures
out
there
that
that
totally
against
your
ordinances
without
bids
in
place
we're
spending
money
trying
to
get
a
bid
in
place
for
just
about
everything
you
do.
I
I
Yeah,
I
I
can
tell
you,
based
on
my
experience,
we're
small
here
in
the
town
of
westworld,
we're
not
going
to
use
half
of
what
warwick
does
going
out
the
bid
you're
not
going
to
get
a
better
price
than
what
war
it
gets,
and
you
know
I
did
this
when
I
was
in
work
with
the
state.
For
instance,
state
would
go
for
salt
everybody's
piling
on
you're
going
to
get
the
best
price.
I
was
forced
at
times
to
do
my
own
bid
and
99
of
the
time
it
didn't
come
in
any
better.
So.
D
The
reason
I
I
put
this
on
I'm
the
liaison
for
the
recreation
committee
and
we've
had
some
issues
meeting
and
part
of
that
was
we've
been
down
a
member,
so
out
of
five
members,
we're
at
four
it
became
spring
summer
time.
There
was
some
confusion
as
far
as
when
we
were
meeting
so
we
met
once
in
april.
D
Second
meeting
was
held
in
may,
and
our
town
manager
attended
that
meeting
and
it
was
very
frustrating
because
to
get
three
people
to
have
a
quorum
was
very
difficult
and
there
was
that
that
was
the
time
actually
when
the
factory
street
playground
was
being
introduced
and-
and
I
council
messi
understood
my
frustration,
yeah.
D
Day
I
value
the
recreation
committee.
I've
been
a
member
of
that
since
since
04
and
there's
always
something
to
do
whether
it's
parks,
sports
leagues,
even
just
general
wreck,
but
we're
either
going
to
have
it
or
not.
D
Now
we
have
two
vacancies
board,
one
and
ward,
three
I'd
love
to
to
fill
those
vacancies
very
quickly,
putting
it
out,
but
I'd
also
like
to
add
possibly
two
alternates
or
it
could
be
town
wide
and
that
way,
if
two
people
can't
make
it,
I
mean
alternate's
done
for
for
a
lot
of
reasons,
and
it's
it's
not
a
board
that
we
make
decisions
on.
It's
a
committee
that
where
people
come
before
us
and
we'll
make
a
suggestion
to
the
council,
so
it's
not
a.
D
We
don't
really
have
any
voting
power
or
anything,
but
but
I
don't
know
how
the
council
feels
as
far
as
adding
two
people
on
there
that
way.
Basically,
it's
just
if
we
don't
if
we
can't
have
a
quorum
with
fi
with
of
the
five
members,
we
have
it
because
we
have
alternates.
If
I'm
saying
this,
I
know
I'm
saying
this
a
little
jumbled,
but
that.
H
A
Yeah
and
jay
I
was,
I
was
on
that
from
06
to
2017
when
you
when
you
came
onto
the
council,
I
stepped
aside,
because
I
knew
your
passion
there
and
I
thought
you'd
do
a
great
job
there.
I
still
think
the
group
and
the
committee
is
very
valuable
to
the
community
into
the
town.
It's
just
a
matter
of
getting
the
structure
back
in
place.
D
A
Talk
and
drive
everybody
nuts.
He
did
a
great
job,
structuring
the
meetings
and
making
sure
they
happen.
So
we
need
to
get
that
back
into
place.
A
I
definitely
need
we
definitely
need
to
get
five
people
into
place
and
at
that
point,
if
we
get
the
five
in
there,
we
don't
have
any
issues
with
attendance,
because
we've
always
had
five.
We
never
had
problems
with
attendance
once
in
a
while.
We
had
one
person
not
show
up.
A
I
don't
it
doesn't
mean
just
because
it
says
board
one
and
one
three
doesn't
mean
the
only
thing
they
have
to
be
is
a
resident
of
west
wall.
So.
D
D
E
H
A
D
D
His
here's.
What
had
happened
we
had
jack
sugar
was
a
member
from
one
one:
oh
okay,
he
I
don't
know
where
he
is
he's
an
older
gentleman
gentleman
yeah
he's
ill.
So
that
was
the
reason
for
his
absence
and
chris
messier,
who
was
representing
one
three.
He
got
very
heavy
into
it
and
then
all
of
a
sudden
personal
obligations
came
up
and
he
couldn't
meet
so
when
he
did
resign.
Obviously,
last
month
or
so
or
two
months
ago,.
A
All
right,
so
if
we
can
get
those
advertised
because
we
do
have
to
advertise
them
three
times
and
listen,
anybody
up
here
has
people
that
they
know
want
to
go
on
these
boards,
bring
them
bring
them
forward.
Absolutely
I
mean
councilman
councilman
d'amico
here
has
been
on
the
technology
committee
and
I
know
he's
been
soliciting
and
soliciting
individuals
and
he's
now
got
that
board
filled
so.
H
It's
gonna
be
a
quick
one.
This
would
have
typically
typically
been
an
award
report,
but
trying
to
be
more
specific
now
on
the
agenda.
So
I
just
want
to
let
everybody
know
that
the
parade
is
actually
on
st
patrick's
day
this
year,
which
falls
on
a
sunday,
so
it
should
be
a
lot
of
fun.
Hopefully
we
get
nice
weather
like
last
year.
H
Anybody
that
wants
to
a
lot
of
people
have
emailed
me
asking
how
they
can
participate.
You
can
call
michael
o'connell,
either
at
401-828-8842
or
email
him
at
mik2716
aol.com
him,
and
I
guess
me
and
him
are
the
only
ones
with
aol
email
accounts
still
left
in
existence.
So
that's
going
on
that
sunday.
So.
A
H
Yeah
and
we
did
cover
it-
we're
gonna
try
to
get
a
ribbon
cutting
date
in
the
in
the
near
future.
Once
we
once
we
get
that
path
cleared
away
so
I'll,
be
giving
you
a
further
update
when
that
happens,.
C
A
Brought
this
to
the
town
managers
in
in
the
chiefs
attention
about
a
month
ago,
they,
they
appeared
all
of
a
sudden
on
maple
avenue,
right
in
front
of
the
church
in
front
of
a
resident's
home
four
to
six
of
them,
and
now
it
is,
is
a
person
who
lives
on
maple
avenue,
who,
I
guess,
is
contracted
by
bird
to
keep
them
charged
and
also
put
them
out
now.
I
know
providence
has
these,
they
use
them.
A
Providence,
also
removed
them
until
they
got
some
sort
of
permit
in
place
and
whatever
well
they've
been
popping
up
here.
One
here,
one
there
one
was
in
front
of
liquor
store
last
night.
Can.
A
A
M
I
B
A
And
the
next
person
wants
to
take
it,
they
can
rent
it
and
take
it
wherever
they
want
and
drop
it
from
stealing
now
they
supposedly
have
some
sort
of
gps
option
on
them,
and
the
people
who
work
for
them
are
responsible
to
go
pick
them
up,
charge
them
and
then
put
them
back
out.
Well,
they're,
just
I
mean
it's
not
a
major
issue,
but
again
four
to
six
of
them
have
showed
up
and
now
they're
popping
up-
and
I
just
wanna
are.
A
A
I
know
the
police
department
dealt
with
the
ones
on
maple
avenue,
they
discovered
who
owned
them
or
who
was
working
for
bird
and
they
went
and
made
a
visit,
but
now
they
just
showed
up
in
front
of
jeff.
The
liquor
store
right
here
in
attic
one
of
them,
but
they
just
pop
up
out
of
nowhere.
I
just.

M
A
M
We're
not
assuming
liability,
that
doesn't
mean
a
lawsuit,
can't
be
filed
against
the
town
because
we're
on
notice
now
and
if
something
should
happen
in
the
future,
you
can
expect
some
type
of
action
against
the
town,
whether
whether
it
you
know
it
stands
the
test
of
time.
I
can't
tell
you
right:
that's
the
whole
point
is
this
is
going
to
be
happening
not
only
in
westwork
but
other
cities
and
towns
and.
C
Public
comment
comments
will
only
be
addressed
to
the
town
council
will
take
them
under
advisement
when
addressing
the
town
council.
Please
state
your
name
and
address.
Please
conduct
yourself
in
an
orderly
and
respectful
fashion.
The
comments
of
citizens
accessing
this
portion
of
our
meeting
are
neither
adopted
nor
endorsed
by
this
body,
but
heard
as
requested
any
public.
B
L
Beginning
council
is
peter
trump
milwaukee
street.
First,
I
want
to
stop
by
giving
jay
a
copy
and
an
email
ernie,
I'm
not
coming
at
you
in
any
way.
I
respect
you
that
I
just
received
today,
but
I
have
some
concerns
that
I
want
to
put
on
public
record.
L
L
A
H
H
A
L
I
do
most
of
my
work
is
probably
just
as
much
as
you
do
on
your
phone.
That's
a
couple
of
concerns
that
I
have
that
I'm
graciously
going
to
disagree
with
you,
mr
manager.
L
As
far
as
the
soil
that
was
removed
from
the
from
between
the
property
lines
that
should
have
been
tested
automatically,
we
should
when
they
stop
the
project
once
they
hit
that
tank,
that
soil
should
have
been
not
put
on
pond
street,
it
should
have
been
stayed
there
covered
and
tested.
Then
I,
I
also
agree,
disagree
with
your
findings
of
of
of
your
statement
with,
with
the
existing
trees
that
the
town
isn't
liable
for
replacement.
L
There
are
trees
that
the
town
should
be
responsible
or
cardis
or
whomever
cut
them
down
the
company,
it's
well
beyond
the
area
or
the
perimeter
of
what
you
stated
in
your
email
that
they
were
put
in
in
the
easement
of
the
pipe
they
were
to
the
left
of
where
the
pipe
is
is
the
ones
that
I'm
talking
about.
I
have
photos,
mr
berkosi,
you
can
testify
or
testify.
If
that's
what
you
want
to
call
it,
I
take
photos
of
everything
now
of.
L
What's
going
on,
because
here
I
am
councilman
garzon
said
at
one
point
that
he
said
she
said:
that's
what
I'm
trying
to
stop
is
thing
he
said
she
said
so
in
regards
to
the
trees
that
you
can
come
out
yourself
tomorrow
with
with
jay
or
or
mr
picozzi.
I
I'll
show
you
what
I'm
talking
about.
That's
all,
I'm
asking
is
for
for
my
yard
to
be
put
back
in
the
way
that
it
was
prior
to
this
debacle.
We'll
call
it
that's.
L
L
L
My
house
was
built
in
1973.,
so
there
has
to
be
something
in
this
building
somewhere
that
states
or
whomever
signed
it.
I
know
who
built
my
house
it's
the
gentleman
that's
the
the
street
is
named
after,
and
the
people
that
purchased
that
that
he
purchased
that
lands
off
off
of
lives
directly
across
the
whole
family.
They
own
that
that
that
pipe
to
my
knowledge,
as
of
right
now
was,
is
put
there
just
put
there
by
the
town.
L
We
all
know.
There's
no
records,
that's
obviously
been
discovered,
there's
no
records
anywhere
of
any
the
the
pipe
that
runs
through
across
the
west
street,
from
my
neighbor's
yard.
To
my
yacht,
there's
no
documentation
of
that.
I
had
to
show
the
town
planner.
He
was
in
disagreement.
Oh
no,
that
doesn't
exist.
I
said
I'll
show
you
pictures
so
there's
no
easement
language,
then
there's
no
easement.
L
A
A
A
L
B
J
M
Mr
manager,
mr
that's
not
an
appropriate
question
to
be
asked
a
public
comment.
You
can
make
a
statement
which
you've
already
done
right,
but
that's
it
I
mean
you
can't
ask
questions.
It's
not
it's
not
properly
before
this
board
to
say
whether
or
not
you're
going
to
be
compensated
for
anything.
Well,
if
he's,
he
put
it
in
an
email.
M
That's
between
the
town
manager
and
you
it's
not
for
the
town
council
all
right,
so
it's
not
an
agenda
item
as
to
whether
or
not
pete
cottrell
has
anything
to
be
compensated
for
or
not.
You've
made
your
statement
as
it
relates
to
an
issue
pertaining
to
the
manager.
All
the
council
can
do
is
take
another
advisement,
the
buffer.
L
M
M
Told
from
the
beginning,
but
now
I'm
being
told
it's
not
well
well
wait
a
minute.
The
project
isn't
done
yet
correct,
correct,
okay,
so
here's
my
suggestion,
you've
made
your
statement
to
the
council.
The
council
is
going
to
take
another
advisement
as
to
whether
or
not
you
agree
or
disagree
with
the
town
manager
said.
That's
between
the
two
of
you
all
right.
M
Ultimately,
the
town
council
is
going
to
look
at
this
once
it's
done
to
resolve
any
issues
as
it
pertains
to
whether
or
not
a
constituent
or
a
landowner's
property
was
destroyed
and
put
back
to
its
original
condition,
and
then
at
that
point
in
time
a
decision
is
going
to
be
made
as
to
whether
or
not
anything
is
going
to
be
done
from
the
town
center.
That's
all.
I
can
suggest.
L
I
I
understand
what
you're
saying,
but
I
I
it's
frustrating
from
my
point,
because
I
look
at
this
there's
no
other
way
to
put
it
pile
of
every
day.
Okay,
I
have
piles,
I
have
I
they
didn't
even
put
soil
back
in
my
yard,
from
when
they
took
when
they
scratched
the
surface.
I
have
road,
pilings
or
palings
as
a
yard.
M
M
M
M
Again,
do
you
have
the
opportunity
to
go
through
your
councilman
to
request
a
meeting
to
have
fuss
and
o'neill
there
to
have
the
town
manager
there
to
have
cardi
there
to
respond
to
your
questions
that
they
can
answer
that
the
town
council
can't
answer?
Mr
picozzi
also
is
the
dpw
director.
You
have
that
right
to
make
you
make
that
request
to
your
councilman
to
have
a
meeting,
so
all
your
neighbors
can
go
to
find
out.
What's.
M
M
I'm
not
going
to
fight
with
you
again.
I
think
you've
made
your
statement.
I
think
you've
been
very
clear
in
your
position
over
the
past
six
months
about
this
project.
I
think
the
council
is
aware
of
that,
but
it's
not
before
the
council
properly
tonight
for
them
to
make
a
decision
about
you
being
compensated,
whether
trees
are
going
to
be
replanted,
whether
or
not
there's
an
appropriate
or
not
appropriate
easement.
None
of
that
is
before
the
council
tonight.
