Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Is
their
questionnaire
because,
due
to
an
ownership
change
and
a
new
permit
was
issued
for
that
facility
with
regards
to
the
private
lines,
the
quaker
lane
and
the
showcase
cinema,
private
lines
were
cleaned?
We
found
that
the
quaker
lane
line
was
found
to
be
in
poor
condition
and
the
owner
of
the
facility
is
hiring
a
new
contractor
to
make
those
corrections.
A
As
far
as
the
showcase
cinema
sewell
line
was
found
to
be
in
general
compliance
and
in
good
conditions.
With
regards
to
the
food
services
industries
that
were
inspected
during
the
month
of
march,
it
was
the
tavern
on
the
lake.
At
thai
oak,
there
we
found
that
the
grease
trap
was
in
poor
condition
and
a
notice
of
violation
was
issued.
A
All
those
plans
were
reviewed
and
those
in
compliance
were
sent
to
notice
to
proceed
as
far
as
new
connections,
the
police
station,
the
police
and
health
and
human
services
building
in
coventry
is
still
under
construction.
The
coventry
plaza
on
tiok
avenue
began
construction
and
dr
george's
facility
has
completed
their
upgrades.
This.
E
Two
thousand
nineteen
sewer
usage
collections
through
march
thirty,
first
to
five
million
one
hundred
and
fifty
five
thousand
nine
hundred
and
eighty
seven,
which
is
seventy
eight
percent
of
the
total
bills
fiscal
year,
2019
sewer
assessment
collections
through
march
thirty,
first
totaled,
three
hundred
and
eighty
three
thousand
twenty
six
dollars,
which
is
ninety
eight
percent
of
the
total
bills.
Cash
and
investments
through
march
31st,
total
3
million
196
307.
A
A
Both
of
the
descriptions
don't
add
enough
specific
information
as
it
relates
to
both,
but
the
order
of
the
generals
report.
The
count
of
the
school
sewer
commission
would
be
able
to
review
that
prior
to
asking
questions
on
may
7..
So
I
would
respectfully
request
that
both
of
those
matters
be
tabled.
A
Can
put
another
town
council
meeting,
but
just
so
everyone
understands
now
number
two
on
a
new
business
is
part
and
parcel
of
what
I
forwarded
to
yesterday
in
an
email
and
that's
also
going
to
be
part
of
a
claim
and
litigation
review
for
executive
session
on
may
7th,
so
it
all
kind
of,
but
I
think
it's
appropriate
to
have
that
more
specifically
named.
So
the
participant
that's
involved
in
that
may
want
to
come
to
the
meeting
and
address
the
sewer
commission.
E
C
Public
comment
anything
from
the
council.
I
only
have
one
thing:
bernie
christine:
if
we
can
get
the
agenda
a
little
quicker
on
friday,
possibly
so
we
have
time
to
review,
we've
been
getting
it
on
tuesday
afternoon,
and
it's
unfortunate
that
you
know
at
three
o'clock.
I
get
it
and
I'm
expected
to
have
it
all
red
and
up
to
speed
by
six
o'clock
and
that's
not
going
to
happen.
Okay,
take
care
friday
afternoon
it
you
know
before
the
close
of
business.
That'd
be
great
if
you
can
send
it
out
sure
yeah
I'll.
C
C
D
Sewer
bert
molin
monterey
drive.
Mr
president,
I'd
just
like
to
ask
a
question
on
this.
H
And
why
such
an
increase
in
the
sludge
removal?
It
went
from
actual
510.
D
To
604,
that's
like
94
dollars
a
year!
What
what
happened.
D
F
D
F
E
C
Before
you
walked
in,
I
know
we
had
a
budget
hearing
for
the
sewer
and
he
brought
to
the
council
that
he's
looking
to
put
a
second
centrifuge
in
so
that
way
there
there's
no
issues.
If
one
goes
down,
we
have
the
other
one
to
back
it
up
and
we
don't
have
to
get
that
increase
or
that
expense
of
hauling
out
liquid
instead
of
solid.
F
Any
the
so
the
actual
three-year
average
was
562.
We're
asking
for
in
the
upcoming
budget,
555.
C

J
D
C
H
C
Stands
one
nation,
under
god
indivisible
with
liberty
and
justice
just
before
we
start.
I
just
want
to
point
out
the
cameras
are
not
working,
so
people
might
be
texting
you
or
whatever
saying
cameras
are
not
working,
which
I've
received
a
few
already
until
we
get
granny
casey
or
whoever
to
fix
it.
We
will
not
have
cameras
until
then.
E
I
E
Swearing
in
ceremony
for
the
police
department.
J
Good
evening,
good
evening,
I'd
like
to
recognize
a
couple
of
officers
who
were
unable
to
make
it
to
our
promotional
ceremony
that
we
held
a
week
and
a
half
ago.
One
was
away
both
actually
we're
away
at
training.
So
I
want
to
acknowledge
their
hard
work
and
dedication
tonight
into
their
respective
positions
and
also
obviously
recognize
their
loved
ones
who
are
here
to
support
them,
because
it
is
a
difficult
job
that
falls
upon
us
to
do.
J
E
E
D
J
Besides
working
his
patrol
shifts
throughout
the
years
sergeant,
hazard
has
been
trained
in
standardized
field
sobriety
instruction
where
he
also
teaches
at
rhode.
Island
missile
police
academy
has
also
been
trained
as
a
drug
recognition,
expert
and
instructor,
and
currently
teaches
this
not
only
in
rhode
island
but
across
jurisdictions
throughout
the
country.
Lastly,
sergeant
hassan
is
also
a
commercial
enforcement
officer
he's
being
pinned
tonight
by
his
mother,
roberto.
E
E
B
H
J
Also
robert
hayden
was
hired
in
june
of
2016
became
a
permanent
patrol
officer
in
december
of
2017,
but
was
on
military
orders
during
previous
promotional
ceremonies,
he's
currently
assigned
to
the
florida
midnight
patrol
division.
Some
of
his
specialty
duties
include
being
a
field
training
officer,
a
trash
reconstructionist
and
a
swat
team
member
officer,
hayden
earned
a
bachelor's
degree
from
roger
williams
university
and
is
currently
attending
boston
university
working
on
his
master's
degree.

I
I
L
Good
evening
counselors
before
you
is
the
monthly
finance
report
for
march
2019,
current
year,
tax
collections
to
date,
total
49
million
905
thousand
62.53
cents,
which
is
78.99
of
the
budget
for
current
year.
Taxes
collections
are
ahead
of
where
we
would
expect
them
to
be
given.
We
are
three
collection
quarters
in
prior
tax
collections
to
date,
total
one
million
twenty
one
thousand
one
hundred
seventeen
dollars
and
sixty
five
cents,
which
is
equal
to
sixty
point,
seven
percent
of
the
budgeted
amount.
L
L
As
always,
I
provide
department
expenses
by
department
and
the
detail,
and
does
anyone
have
any
questions.
L
L
H
L
E
C
C
L
I
we
had
a
meeting
with
dmf
yesterday
department
of
municipal
finance.
We
had
a
conference
call,
and
I
told
them
I
would
get
everything
to
them
by
april
29th
because
they
need
a
week
to
review
it
review
all
the
calculations
review
the
ad
because
they
dictate
everything
that
goes
in
the
paper.
L
Thank
you
very
much,
so
I
need
to
have
it
to
the
paper.
I
would
like
it
to
go
in
the
paper
on
may
10th,
which
is
a
friday
that
is
10
days
before
the
financial
time
meeting.
So
I
really
need
to
get
it
to
the
paper
by
by
the
seventh
in
the
morning,
the
latest
so
by
giving
it
to
municipal
finance
on
the
29th.
It
gives
them
a
week
to
review
and
get
back
to
me
with
the
approvals,
and
then
I
can
get
it
to
the
paper.
L
C
N
The
reason
we
have
a
choice
tonight
is
number
one:
it's
revaluation
year,
so
you're
able
to
move
the
tech.
The
different
category
tax
rates
that
we
have
around
there
is
a
maximum
that
any
of
the
ones
except
for
the
residential
one
can
be.
I
think
it
can
only
be
two
times
the
res
one
and
a
half
to
two
times
the
residential
rate,
which
I
think
we're
below
that,
except
for
the
the
apartment
rate.
N
N
All
of
them
are
commercial
right.
If
you
change
all
five
rates
by
the
same
percentage,
it's
not
really
fair
to
all
of
the
different
classifications,
because
some
classifications
went
up
more
than
others
did
so
when
you
just
use
that
street
percentage,
it's
going
to
cost
some
of
the
categories
more
and
some
less
than
where
they,
where
their
liability
is
right
now,
and
if
you
look
at
the
other
scenario
that
we
have,
that
almost
keeps
them
at
the
same
rate
that
we
are
now.
C
C
Obviously
scenario:
two
is
the
best
scenario
on
this
sheet
that
you
gave
us
last
week
right.
What
scenario
was
that
here?
That's
what
I
just
wanna
know
was
that
scenario,
one
or
scenario
two,
I
just
wanna,
make
sure
it
didn't
get
swapped
because,
like
my
opinion,
I
I
like
scenario
two
last
time
well
that.
B
E
C
L
This
was
just
this
was
just
a
multi-family
scenario.
Two
was
yeah
scenario,
two
was
the
equal
across.
G
G
O
G
Go
up
to
205.,
yep
you're,
reducing
the
tax
rate
by
by
four
dollars,
correct,
correct,
but
there's
still
an
increase
of
in
the
end,
and
this
again
this
is
what,
when
people
call
me
this
they're,
not
looking
any
of
these
numbers
except
what's
what's
coming
out
of
my
pocket,
what
more
is
coming
out
this
year?
That's
what
people
are
saying
so
the
difference
between
scenario,
one
and
scenario:
two
there's
still
an
increase
of
eight
hundred
dollars.
L
M
G
L
N
D
G
C
So
if
you
take
a
look
at
the
last
page,
the
top
one
she
has
here
that
address
either
way
sees
a
decrease.
But
if
you
look
at
the
staggered,
it's
a
substantial
amount
of
decrease,
but
on
the
same
note
the
one
below
it
is
under
the
staggered
and
they're
seeing
a
decent
size
increase.
But
if
you
look
at
the
equal
increase
at
the
21
2100
increase
versus
the
750
increase,
so.
H
There's
like
code
four,
five,
six,
twenty
four,
four
nine,
those.
N
H
L
H
H
Is
that,
like
three.
H
N
H
N
Two
now
I
don't
wanna
occupy
three
four
and
fives
three
four.
N
The
last
page,
thirty
is
a
three
forty
is
a
four
450
is
a
five
okay.
27
is
occupied,
002
is
not
on
the
hunter,
which
is.
G
G
M
G
Hate
to
get
personal,
I
don't
I
want
to
refrain
from
mentioning
this.
I
went
up
almost
75
000
and
I've
done
nothing.
I've
had
three
years
of
depreciation
on
my
house,
so
I'm
in
I'm
feeling
that
same
pain
as
everybody
else
is
where
the
hell
is
this
money
going
to
come
from,
because
I'm
going
to
be
up
around
more
than
this.
You
know,
I'm
not
the
only
one
that
in
that
boat
and
I
understand
taxes
go
up.
G
I
understand
we
have
to
the
revenue
comes
in
has
to
meet
the
expenses,
but
you
know
I'm
in
a
position
where
I
can
work.
You
know,
there's
some
people
out
there
that
they
can't
70
75
years
old.
What
are
they
going
to
do?
You
know,
and
this
is
a
hell
of
an
increase
for
them.
You
know
if
you're
on
social
security
and
you're
on
a
fixed
income.
It's
like
you
know
and
maybe
preaching
to
the
choir
here,
but
where
are
they
gonna
get
it?
F
M
F
H
L
The
other
page
that
dave
has
from
last
week
had
the
assessment
value
change
in
total.
D
N
L
Is
that
twenty
twenty
six
point?
Two?
Twenty?
Six?
Okay?
So,
instead
in
in
scenario,
two
they're
they're
going
to
get
a
17
decrease
in
their
tax
rate,
rather
than
a
15.23
percent,
where,
as
you
know,
they
would
be
higher
than
the
residential.
You
know
the
code
4567
where
they,
their
values,
went
up
less.
L
N
N
You
know
yeah,
I
mean
now
looking
at
this,
and
you
know
the
the
the
commercial
properties
would
just
they
would
go
down
drastically
in
order.
N
H
H
N
C
C
L
M
L
L
It's
a
block
ad
that
does
the
budget
the
expenses
in
the
revenues
and
it
does
the
old
year
in
the
new
year,
and
I
think
it's
just
the
block
ad
and
then
it
has.
It
has
a
lot
of
writing
with
all
the
verbage
of
the
rates,
the
rate
old,
new
levy
change,
it's
at
the
top.
L
N
N
C
H
N
L
L
G
L
M
I
M
G
C
And
then,
if
any,
if
any
council
person
wants
scenarios,
I
would
email
kristen
to
say
hey
if
we
want
to
bump
this
up
to
this,
can
you
give
me
the
scenarios
and
then
we
can
look
at
what
you
can
do
there
in
the
past?
I
know
three
family
about
five
years
ago.
It
got
hit
really
hard.
It
was
a
25
tax
increase
across
the
board
for
them
and.
F
M
That's
why
you,
if
you're
just
basing
it
on
where
it
was
last
year,
you're
assuming
that
was
correct
or
and
what
again
I
don't
know
what
the
reasoning
was
first
having
it
set
out
the
way
it
was
in
years
past.
So
I
I
agree.
Staggered
is
the
way
to
go,
but
I
think
that
would
probably
I'd
like
to
see
a
couple
of
other
scenarios
changing
them
just
a
little
bit.
I
F
C
C
And
43.14
was
a
percentage
and
if
you
look
at
scenario,
two
going
up
43
you're
looking
at
751
dollars
a
year
on
scenario,
two,
if
you
go
scenario,
one
you're,
looking
at
2177
a
year
I
mean,
and
then
you
look
at
scenario
one
on
the
first
one
in
scenario:
two
either
way
is
a
reduction
in
their
taxes.
So
it's
kind
of
it's
how
it's?
How
the
luck
of
the
draw
went
with
your
appraisal.
I
guess.
D
N
N
M
L
M
L
B
M
N
M
N
Did
I
send
out
the
dashboard
that
I
received?
I
have
I
have
an
excel
spreadsheet
that
the
revaluation
company,
designed
that
has
all
the
sales
information
that
has
the
whole
account.
It
has
charts
and
graphs.
It
has
little
categories
you
can
pick
and
choose
in
one
families,
multi-family
residential
commercials,
nothing.
D
E
Remaining
steps
for
any.
L
But
go
ahead
budget
timeline
so
just
wanted
to
go
over.
Basically,
what's
going
to
happen
to
reiterate
that
I
need
to
get
the
ads
approved
for
the
financial
town
meeting
and
then
we
will
have
the
financial
time
meeting
we'll
have
the
vote
and
then
we
will
certify
the
budget
and
then
we
will
be
done.
Hopefully.
E
town
budget,
one
hundred
million
nine
hundred
fifteen
thousand
five
hundred
and
fifteen
dollars.
Total
estimate
revenue
other
than
property
tax.
Thirty
three
million
eight
hundred
four
thousand
two
hundred
and
eleven
total
estimate
to
be
raised
from
property
tax,
sixty
seven
million
one
hundred
eleven
thousand
three
hundred
and
four.
G
Yes
for
discussion,
I
mean
I,
I
think,
there's
things
I've
looked
at
this
budget
over
and
over
and
over
again
and
tried
to
come
up
with
look
at
from
different
angles.
I
don't
agree
with
cutting
the
500
here
and
a
thousand
there.
You
know
cutting
paper
for
the
for
the
clerk's
office.
You
know
that
kind
of
stuff,
but
I
do
think
there's
some
things
that
we
can
look
at.
G
G
I
didn't
agree
with
60
last
year
and
now
it's
put
at
30..
I
I've
never
seen
it
before.
I.
I
think
we
should
a
lot
some
type
of
a
cushion
for
it.
If
this
is
a
special
project,
I
did
speak
with
the
director
today
regarding
it.
I
I'd
like
to
drop
20
000
off
that
and
they
should
be
able
to
live
within
that
budget
I
mentioned
before
hr.
G
G
I'm
I'm
not,
for
the
library
increases,
no,
it's
nothing
against
the
library,
but
we're
still
in
negotiation.
So
I
don't
see
how
we
give
one
department
an
increase
without
knowing
what
other
departments
are
going
to
get,
and
I
also
with
the
capital
budget,
the
fifteen
thousand
dollars
for
a
a
mower
for
dpw.
G
I
I'd
like
to
give
parks
and
re.
Take
parks
and
rec's
worst
mower,
give
that
to
dpw
and
let
them
use
that
and
if
they
get
a
year,
if
they
get
two
years
out
of
it,
it's
great
they
don't
they
don't
and
give
parks
and
rec
that
the
new
mower,
so
they
can
take
care
of
the
fields.
G
So
what
it's
worth?
That's
where
I
see
it's
up
to
you.
C
G
G
We
just
lost
carlson
circle,
that's
four
fields
lest
they
have
to
cut,
and
I
don't
understand
why
the
fields
weren't
ready
in
april
for
games-
and
they
have
to
be
done
on
a
saturday
afternoon
and
you
have
120
man
hours
to
do
it
monday
through
friday
to
get
fields
ready
so
and
there's
other
issues
I
I
won't
bring
up
because
I
don't
want
to
embarrass
people,
but
I
just
think
what
I
saw
at
natick
was
was
neglect
in
in
march
and
I
don't
know
not
to
put
you
on
the
spot.
G
H
Okay,
I
agree
on
that
one
I
I
have
to
be
honest.
I
don't
know
enough
about
the
mowers
I'd
like
to
hear
from
dbw
from
the
director,
if
he's
still
here
so
like,
is
he
still
his
david
here?
No,
I
don't
know
enough
about
lawn
mowers
to
make
that
determination.
I
feel,
like
I
know,
you've
had
recreation
experience.
C
Well,
the
only
the
only
concern
I
have,
and
I
have
kind
of
what
a
concern
I
think
jay
has
is
we're
going
to.
I
mean
they're
looking
to
use
this
mower
once
they
get
the
bike
path
up
to
spec,
and
we
know
on
the
side
of
each
each
side
of
that
bike
path.
There's
a
lot
of
debris
and
whatever
and
I
hate
to
take
the
brand
new
15
000
lawnmower
and
run
it
through
there.
When
you
have
one,
that's
been
beat
up
and
has
a
lot
of
hours
on
it.
G
C
It's
once
they
once
they
supposedly
get
it
to
where
they
need
to
they're,
going
to
use
the
lawn
mowers.
So,
but
again
I
mean
that's
just
me:
you
get
one
more
ninja
hr.
I.
C
Every
department
head
has
come
to
us
and
said
we
need
hr.
You
know
I
I
I
think
we
cut
a
lot
out
of
hr.
I
think
we
cut
the
other
part
part-timer
out
and
you
know,
like
I
said
one
good
qualified
person
I
think,
could
run
that
department
just
like
it
always
has
as
long
as
they
qualify
and
doing
their
job.
G
M
P
P
D
P
The
the
again,
with
with
overtime
in
general
and
in
recreation
over
time,
I've
had
discussions
with
all
the
directors,
especially
director
of
public
works
and
again,
if
overtime
is
needed
for
a
purpose.
That's
fine!
If
it's
it's
needed
for
work
that
should
be
done
during
the
week.
P
While
you
do
the
work
during
the
week,
we've
allocated
more
funding
for
seasonal
help,
and
hopefully
that
will
be
done
we'll
get
more
seasonal
help
to
assist
with
with
that
work,
the
funds
seem
sufficient
based
upon
you
know,
I
think
what
would
be
needed
and
if
it's
not
needed,
it
won't
be
spent.
P
Any
overtime
needs
to
be
spent,
needs
to
be
authorized
and
spent
on
a
a
purpose
at
you
know
something
can't
be
done
during
the
day.
Now
there
are
some
times
when
you
know,
there's
leagues,
going
on.
We
understand
that.
There's
a
staggered
staff
that
works.
You
know
in
the
evenings,
so
the
goal
is
to
perform
the
duties
as
necessary.
P
You
know
to
you
know,
for
the
public
and
you
know
for
the
fields
in
the
evening,
but
no
unnecessary
overtime.
It
has
to
be
justified,
it
has
to
be
warranted.
So
that's
the
direction
that
has
been
given
and
I'm
sure
that's
the
direction
that
will
be
implemented
by
the
department.
M
P
G
F
C
P
P
The
same
as
any
department
would
have
that
you
have
to
fill
the
thought
was
it
can
be
managed
better,
reducing
it
and,
as
you
said
earlier,
with
another
expense,
we'll
see
we'll
see
how
it
how
it
goes,
but
certainly
we
don't
want
to
be
in
a
situation
where
it's
cut
too
short
and
if,
in
fact
the
seasonal
workers
are
working
out,
maybe
we
look
to
hire
another
one.
P
You
know
with
the
funding
that
could
be
available
so
again,
this
is
looking
at
it
almost
an
experiment
to
see
how
it
works
and-
and
in
fact,
no
matter
the
items
that
you
mentioned.
I
mean,
if
you
add
them
all
up.
P
P
M
L
M
F
C
H
G
G
C
No
I'm
saying
you're
gonna
go
around
right
now
they
have
three
modes:
yeah
right,
one's
gonna
be
decommissioned
or
whatever
it
may
going
to
bring
in
a
brand
new
one
all
right.
So
at
that
point
your
third
one
has
always
been
a
backup,
because,
obviously
maintenance
happens.
You
send
it
to
kent
county
lawn
mower.
They
do
the
maintenance
on
it.
They
take
the
machine
for
three
days
if
they're,
not
if
they
don't
have
a
backup
machine.
What
are
they
doing
for
three
days
to
cut
and
grab?
They
have.
C
C
Minutes
away,
you
know
how
that
goes.
That's
how
we
figure
out
about
a
camera.
We
said
borrow
it
from
the
borrow
it
from
whoever
power
from
the
sewer
department,
but
that's.
C
F
G
C
C
M
A
C
To
be
honest
with
you,
we
had
three
four
five
meetings
and
this
could
have
been
brought
up
when
every
department
head
was
here
at
the
very
last
public
hearing
and
now
it's
being
brought
up
tonight.
So
it's
a
little
tougher
because
not
everybody's
here
to
answer
those
questions
when
people
are
here
to
answer
those
questions,
we
ask
those
questions,
and
now
it's
here
to
people.
G
C
C
I
mean
plain
and
simple:
I
mean
right
now,
you're
talking
75
dollars
out
of
the
budget.
What
does
that
do
to
you're
still
at
four
percent
you're
at
three
point:
nine:
nine.
G
M
M
C
C
D
Andrew
voss
35
red
bond
claw
cranston,
three
properties
in
natick.
Actually
I
came
here
for
for
I'll
get
to
that
in
a
second,
but
just
to
get
back
to
the
tax
revaluation
percentages.
Just
as
a
for
instance
mine.
D
I
had
one
go
up:
31.5
percent
on
the
revaluation,
one
went
up
46
and
one
went
up
41.5
percent.
That
was
the
revaluation
increase
just
so
you
I
know
you
were
asking
about
similar
residents,
that's
what
mine
were,
but
the
the
reason
I
actually
came
up
here
tonight
was
just
to
say
during
the
past
few
meetings
I
came
up
here
and
got
a
little
passionate
and
hot
and
heavy
and
this
and
that
and
but
I
also
wanted
to
say
thank
you
because
you
guys
got
a
tough
job.
D
D
M
C
G
M
E
E
C
C
On
one
second,
anybody
here
for
a
license:
they've
all
been
approved;
okay,.
E
Town

B
H
C
Second,
second
discussion:
michelle
sent
us
an
email
today,
there's
two
outstanding
bills:
one
for
mclaughlin
moran
for
138
dollars
and
23
cents
and
rhode
island
distributing
184.53
I'd
make
a
recommendation.
If
we're
going
to
approve
this
transfer
that
it's
paying
these
two.
A
Bills,
that's
that's
following
the
statute,
which
is
renowned
general
law
3519,
mr
aruda
is
in
the
audience
he
might
be
able
to
address
whether
or
not
that's
being
paid.
C
A
C
A
C
They're
also
waiting
for
division
of
taxation
in
department
of
health
approval.
Thank
you.
It's
contingent.
N
C
E
Amplify
amplify
a

resolve
that
the
town

the
following
application:
portuguese

and

of

at

street
from
8
pm
to
midnight
on
friday,
1
pm
to
8
pm
on
saturday.
C
C
D
D
C
Miscommunication
on
the
bands
they
were
supposed
to
come
on
friday,
but
nobody
signed
the
contract.
C
D
H
D
H
D
A
A
C
C
D
H
John,
so
this
is
in
ward
5
and
I
do
I
do
have
some
concerns.
So
there
was,
you
know,
music.
I
mean
the
last.
G
H
F
F
H
Second
discussion,
so
it
looks
like
now
you're
looking
to
move
into
the
parking
lot
correct.
Yes,
so
some
of
my
concerns,
first
of
all,
the
footprint
that
you
will
now
be
moving
into
is
in
the
landlord's
parking
lot.
So
I
I
would
assume
that
you
have
permission
from
the
landlord
to
do
that
written
permission.
I
would
assume.
H
Other
thing
is,
you
would
need
an
insurance
rider
for
this
you're
gonna
need
a
police
detail
if
you
wanted
private
security,
but
that's
not
enough.
We
definitely
want
to
police
detail
there.
Okay,
that's
probably
what
I'm
thinking
I
don't
know
if
anyone
else
has
any
issues.
H
I
C
But
what's
what
section
of
the
parking
lot,
because
last
year
you
had
the
front
of
your
building
along
with
a
little
roped
in
area.
Now,
are
you
looking
to
move
over
to
papa
gino's
side?
I
know
I
know
most
of
the
businesses
are
closed
at
that
hour,
but
what
I'm?
What
I'm
trying
to
picture
is
where
you
want
to
go
and
what
interference
would
you
have
papa
gino's,
probably
be
open,
but
what
interference
would
you
have
here.
O
A
The
right
of
the
right-of-way
coming
in
off
of
each
kind
of
avenue,
depending
are
you
putting
up
cones
or
a
rope?
Yes
barrier?
All
right.
Do
you
know
how
close
the
small
southern
rope
is
going
to
be
to
the
intersection
with
each
greenwich
avenue?
Just
so,
there's
no
interference,
so
you
might
want
to
get
a
a
fire
department
official
over
there
to
give
you
an
idea
of
where
that
rope
or
that
boundary
should
be
so
there's
no
interference
with
that
intersection.
C
All
right
so
now
that
I
have
your
drawing-
and
I
just
shared
it
with
the
chief-
the
only
concerns
he
has
is
it's
a
roped
in
area
there's,
obviously
cinco
de
mayo.
There
will
be
drinking
taking
place,
people
leaving
people
hanging
out
outside
your
building
and
you're
actually
in
the
roadway.
C
C
Your
patrons
and
then
he
also
shows
that
you
have
the
bathrooms
across
the
parking
lot:
port-a-potties
and
he'd
hate
to
see
people
leaving
your
establishment
after
drinking
stumbling
across
the
parking
lot
into
those
porta
potties
and
becoming
obstruction
of
traffic.
Also,
even
and
again,
I
don't.
A
C
A
I
can
make
a
suggestion
that
he
would
sit
down
with
a
representative,
both
the
police
department
and
the
fire
department.
They
could
probably
lay
out
a
plan,
that's
acceptable
and
then
the
type
of
fencing
and
or
barrier
that
would
be
around
the
drink
and
establishment
make
it
similar
to
what's
done
at
the
ground
to
the
holy
ghost
and
then
just
to
make
sure
that
there's
no
interference
with
either
parking
and
or
ingressa
regress
off
of
east
greenwich
avenue.
That
might
be
the
best
way
to
go
about
it.
D
Yeah,
no,
there
won't
be
a
like
dj
or.
C
H
C
F
A
F
A
I
I'm
I
actually
run
the
one
in
smithfield,
because
my
brother
would
have
to
be
out
of
town
today.
But
if.
A
H
I
I
H
Contained
and
everybody
it
was
well
behaved,
but
I
think
it
probably
caught
on-
and
you
probably
will
get
more
people
this
year
and
I
can
understand
why
you
want
to
come
into
the
parking
lot.
We
just
want
to
make
sure
it's
safe.
J
F
A
Think
you
can
make
your
approval
contingent
upon
the
insurance
rider
written
authority
from
the
owner
of
the
of
the
parking
lot.
The
fact
that
he's
going
to
seek
assistance
from
the
police
department
of
fire?
Okay,
that
he
has
a
uniform
police,
there's
a
uniform
police
officer
there
and
then
the
only
issue
about
where
the
appropriate
place
for
the
porter
johns
would
be.
I
think
you
guys.
C
We
got
this
request
from
judy
t
we
getting
almost
yelling
to
be
advertised
in
her
dance
book.
Does
anybody
have
an
issue
with
donating
a
hundred
dollars
and
advertising
the
council
picture
in
the
judy
t's
dance.
C
C
M
G
Would
you
like
to
say
I
was
proud
to
take
place
to
take
part
in
the
earth
day
festivities
of
picking
up
trash
here
in
west
warwick
on
april
13th.
G
It
was
a
rainy
day,
but
not
many
people
came
out.
Barbara
tayback
does
an
enormous
amount
of
work
for
this.
G
Ty's
family
services
came
out
and
they
cleaned
the
surrounding
area
of
the
arctic
of
their
arctic
location.
Myself
and
five
others
cleaned
the
fishing
pier
in
the
crompton
playground
area.
It's
just.
We
cleaned
it.
Last
year,
it's
a
little
disheartening
to
to
find
almost
as
much
as
you
did
the
year
before.
G
I
personally,
if
I
didn't
pick
up,
40
nip
bottles,
and
that
was
just
me
most
of
them
floating
around
the
pier
in
the
river.
We
actually
went
in
the
well
almost
in
the
river,
but
but
those
surrounding
areas
there
in
the
playground
we
and
we
we
took
about
eight
hefty
garbage
bags
out
of
there
about
six
tires
microwave
bicycle.
G
This
is
all
between
off
the
pier
nothing's
on
the
pier,
but
in
that
area
trash
is
picked
up
along
the
bike
path
and
there
are
multiple
bags
of
trash
picked
up
along
the
hong
kong
area
and
due
to
the
weather,
it
kind
of
deferred
some
people
from
coming
out.
They
will
actually
so
there
will
be
another
earth
day.
Cleanup
it's
be
held
on,
may
4th
same
time
meet
at
8
30
at
the
vfw.
G
F
I
just
want
to
add
one
thing
to
that
we
were
supposed
to.
We
could
have
the
ribbon
cutting
the
official
grand
opening
for
the
playground,
which
is
already
it's
open,
just
a
formality,
but
when
speaking
with
barbara
tayback
we're
going
to
push
that
off,
because
I
don't
want
to
have
people
to
go
to
go
to
one
or
the
other,
and
that
way
we
can
make
sure
we
have
more
people
for
that.
Pushing.
G
F
G
G
E
G
G
This
event
took
place
last
last
saturday
takes
a
lot
of
family
time
and
cooperation
to
make
this
happen.
I
feel
it's
very
worth
worthwhile
for
the
community.
G
I'd
like
to
say
many
thank
yous
here
tonight,
one
to
john
parente
for
giving
me
some
radio
time
to
promote
this
true
to
kendra
from
the
from
the
times
who
did
publicity
before
during
and
after
the
event,
our
biggest
sponsor
belise
honda
of
west
warwick,
I'm
still
working
on
that
five
thousand
dollar
donation
that
they've
given
us
and
there's
quite
a
bit
left.
G
It
was
really
I'm
really
stretching
that
laurie
petruccinelli
was
was
our
easter
bunny,
who
spent
two
hours
in
a
costume
with
with
no
air
but
she's,
okay
and
the
costume
was,
was
donated.
We
led
jill's
kitchen,
let's
borrow
it.
So
thank
you
to
gel.
Before
the
event
I
had
some
some
people
contact
us
for,
for
I
call
them
donations,
but
they
want
to
be
part
of
the
event,
brenda
holmes,
local
realtor
in
town.
G
G
I
actually
was
able
to
go
on
on
a
mini
shopping
spree
with
the
manager
there
for
to
use
as
prizes
for
giveaways,
and
they
were
also
there
at
the
event
taking
pictures
for
free
and
if
people
wanted
their
picture
with
easter
bunny,
they
could
go
to
walgreens
beginning
yesterday
and
and
grab
their
picture,
and
they
were
also
there
with
giveaways.
So
they've
done
a
lot
for
this.
G
I'd
also
like
to
thank
barbara
tayback
for
her
help.
With
this
event
as
well,
the
lions
club
had
a
table
helped
the
homeless,
rhode
island
had
a
table
lori
laurie
swanson
from
civic
center.
She
had
a
table
promoting
the
summer
program,
which
was
great
and
nicole.
Not
our
recycling
coordinator
promoted
what
it
is
to
recycle
over
there.
So
they
had
a
lot
of
people
getting
information
the
4-h
steams
club.
They
were
here
to
volunteer
to
help
as
they've
done
for
the
last
two
years.
G
I'd
also
like
to
thank
the
chief
knot
in
the
westward
police
department.
I
actually
texted
the
chief
in
the
11th
hour
to
say:
if
an
officer
is
in
the
area,
can
they
just
stop
by
and
just
say,
hi
shake
hands,
be
a
presence
just
for
the
community
and
then
during
the
event,
five
officers
showed
up
and
they
were
more
than
they
weren't
a
detail.
They
were
just
there
to
hang
out
with
the
kids
for
a
while.
They
passed
out.
G
Candy
got
a
great
picture
with
the
easter
bunny
one
got
their
face,
painted
just
to
show
that
they
are.
They
are
part
of
part
of
the
town
as
well
and
in
the
end,
137
kids
in
total
came
out
on
a
on
a
rainy
day
which,
which
was
good.
It's
nice
event.
Council,
president
gosling
was
there,
along
with
councilman
williamson,
to
show
support.
G
So,
thank
you
and
one
last
thing
for
the
last
two
years
or
so
I
when
I
began
this,
I
began
to
ask
local
businesses
to
provide
funding
for
this,
and-
and
I
don't
like
to
do
that
because
everybody
taps
the
same
people
and
but
I
just
want
them
to
know
that.
That's
the
reason
why
I
don't
ask
them
it's
because
they're
always
giving
and
they
feel
bad
when
you
don't
give.
G
So
I
do
appreciate
everyone-
that's
given
in
the
past,
for
this
and
and
it's
great,
but
we're
gonna
still
play
off
this
grant
this
donation
we
have
from
belize.
So
again,
thank
you
very
much.
M
M
Comments
to
that
effect
at
some
point
in
time,
but
there
were
police
officers
there.
They
were
reluctant
to
have
their
faces,
painted
until
the
colonel
showed
up
and
then
felt
it
was
okay
that
they
did,
that
it
was
a
great
event.
Jason
and
his
family
do
a
tremendous
amount
of
work
and
they're
all
there
working
all
day
too.
So
hats
off
to
you
for
doing
it.
For
the.
C
Community,
yes
thanks,
I
said
that
to
you
the
other
day
you
and
your
family
do
a
great
job
with
it.
This
year
I
got
to
actually
participate
with
three
children
and
they
had
a
blast
and
they
spoke
about
it
the
entire
day
and
again
winning
the
prizes.
You
know
it
makes
the
kid
very
happy
again.
I
commend
the
police
department
for
being
there.
It
was
good
to
see
them
shaking
hands
the
kids
taking
pictures
with
them.
C
The
easter
bunny
yourself,
your
family,
your
friends
who
volunteer
with
that-
and
I
know
it's
it's.
You
know
you're
up
to
two
three
in
the
morning,
stuff,
eggs
and
whatever
else,
and
then
getting
there
bright
and
early
next
morning.
So
again,
that's
hats
off
to
you
and
thank
you
for
doing
that.
Thanks.
G
C
C
C
You
know
on
here
already
is
a
date.
New
appointment
reappointment
the
border
commissioner
comedians
you're,
applying
for
your
name,
your
address,
your
mailing
address,
telephone
cell
phone
email,
employer,
employer
name
and
address
your
work
experience
your
educational
background
and
an
explanation
of
your
interest
of
this
position
and
the
signature
of
the
applicant.
Again
I
put
on
ryland
bci
and
resume
attached.
Yes
or
no.
C
You
know
some
people
don't
want
to
attach
a
resume.
That's
up
to
them.
A
few
people
that
I've
spoken
to
that
are
on
the
boards
already
who
went
out
and
got
their
bci.
C
M
C
A
M
G
A
G
A
A
H
Format
of
the
application
doesn't
leave
much
space
for
information
like,
for
example,
educational
background.
There's
one
line
that.
H
F
G
G
A
K
G
G
C
A
A
Unless,
unless
you're
still
going
to
discuss
the
the
subcommittee
aspect,
but
if
that's
not
going
to
be
part
of
this
it'll
go
directly
to
all
members
of
the
council
and
the
councils,
will
council
will
vet
the
application
and
make
a
decision.
E
I
can
send
them
to
email
as
I
get
them
before.
It
goes
to
the
council
meeting.
If
you
choose
that
option
too,
like
say,
I'm
sending
out
letters
for
reappointment
like
four
canvases,
the
library
board.
Those
are
all
expired,
so
I
can
mail
those
out
and
when
I
get
them
I
can
email
them
to
all
you
guys.
You
guys
can
look
at
them
before
I
even
put
them
on
the
agenda
and.
G
C
G
A
Only
way
to
handle
that
would
be
is
to
contact
the
clerk
of
a
sitting
border
commission
with
the
pension
board
or
go
online
to
find
out
when
they
normally
meet,
but
usually
they're,
going
to
set
their
agenda
and
their
calendars
as
needed.
Okay,
because
again,
like
you,
you
know
with
the
recreation
committee.
F
M
E
C
P
Now,
as
you
are,
the
the
town
of
west
warwick
uses
a
a
company
to
assist
the
town
in
its
telecommunication
needs
from
everything
that
one
would
expect
from
having
you
know
signing
into
employees.
P
Putting
you
know
new
printers
online
as
well
as
projects
that
various
department
needs.
You
know
you
can
imagine
the
organization
that
we
have
with
the
police,
fire
wastewater
and
town
government,
a
lot
of
different
types
of
software
programs,
quite
a
bit
of
hardware
for
our
facilities,
servers
and
again,
police
and
fire
have
unique
aspects
to
their
professions.
P
P
P
I
asked
the
working
group
of
directors,
the
police
chief
fire
chief
and
the
is
a
director
of
communication
and
finance
director
to
work
together
as
a
team
to
review
our
infrastructure
technology
infrastructure
needs,
look
at
other
communities,
develop
an
rfp
and
send
an
rfp
out
and
review
the
responses
that
have
come
in
and
again
there
were
three
responses
ranging
from
190
000
hundred
to
about
eighty
four
thousand
four
hundred
dollars
and
one
in
the
middle
was
a
hundred
and
sixty
one
thousand
eight
twenty
and
an.
P
The
one
of
our
bidders
rcc
also
had
an
option
of
somewhat
of
a
current
system
that
we
have
where
we
have
phone
support
of
so
many
hours
or
blocks
it.
Although
it
was
an
expanded
block
system
at
a
reduced
rate
from
their
full
service
program.
So
the
the
department's
reviewed,
the
the
bids
spoke
with
the
vendors
and
made
a
recommendation
to
me
and
their
recommendation
was
to
go
with
continue.
P
Our
relationship
with
rcc,
the
police
and
fire
departments
especially
have
a
very
good
rapport
relationship
with
the
individuals
who
service
their
programs
and
their
hardware
support,
and
they
are
very
favorable
to
their
retention.
P
My
recommendation
is
to
go
with
rcc
as
well,
however,
not
the
support
for
the
160
thousand
dollars.
It
is
the
expanded
block
support.
I
believe
it's
30
35
hours
now
and
that's
going
to
go
to
65
hours,
so
I
believe,
with
the
additional
blocks
hours
to
use
on
a
monthly
basis,
as
well
as
the
cost
differential.
There
would
be
funds
necessary
for
if
there
were
an
overage
or
if
the
town
wanted
to
look
for
another
option
to
try
to
reduce
its
costs
outside
of
the
full
service
of
the
rcc's.
P
P
C
I
mean
the
unlimited
option,
one,
I'm
sorry,
I'm
just
trying
to
see
it
option,
one
unlimited
service,
24
7,
with
how
many
people
that
they
are
offering
to
back
us
up
nine
individuals
for
161,
000
and
then
or
at
the
119
option
two
and
take
the
risk
of
going
over,
which
we
have
every
single
year
right.
P
Well,
certainly,
the
the
full
service
option
is
is
desirable
and
it
comes
with
a
cost
special
special
projects,
but.
C
C
P
C
H
J
J
C
J
With
our
expense,
history
is
that
we've
typically
exceeded
the
30
all
the
time,
especially
during
the
onboarding
process.
When
we
were
new,
I
believe
it's
starting
to
taper
off
now
and
I
believe
the
manager
suspects
that
the
65
should
be
adequate,
that
we
should
not
go
over
that
under
normal
circumstances.
J
So
I
believe
his
proposal
is
to
save
the
difference
of
what
is
about
forty
thousand
dollars
a
year.
Thinking
that
the
sixty
five
hour
block
per
month
will
be
adequate,
and
so
did
the
committee
agree
that
so
far
the
committee
degree
again
we
we
understand
your
point
that
unlimited
and
not
worrying
about
it,
makes
it
easier
to
budget
and
dividing
that
throughout.
You
know,
12
months,
but
that's
an
additional
40
000
that
you
need
to
account
for.
M
C
Instance,
a
few
years
ago,
one
of
our
servers
got
hit
by,
like
in
john,
you
can
speak
to
that.
There
was
hours
and
hours
that
people
were
working
here
and
police
of
fire
there
24
7
anyway.
The
only
part
would
be
town
hall.
That
and
sewer
department
is
somewhere
there.
24
7.
K
My
only
concern
was
going
to
block
hours
and
I've
been
here
the
longest
having
dealt
with
this.
The
most
is
two
things.
One
we've,
like
the
council
president
said:
we've
gone
over
the
hours
two,
the
option
you're
going
with
the
rfp
stated-
and
this
was
suggested
by
the
president
of
rcc-
was
to
hire
somebody.
The
town
would
hire
somebody
to
be
like
a
middle
person
at
a
full-time
rate.
K
K
The
third
thing
that
is
being
not
being
talked
about
is
when
we
did
an
overview
of
all
the
computers
in
the
town
police,
just
the
police,
fire
and
town
hall.
There
are
several
computers,
and
I
can
tell
you
just
on
the
fire
side,
there's
at
least
a
dozen
computers
that
have
to
be
replaced
by
the
january
of
2020,
because
windows
7
will
no
longer
be
supported
by
microsoft.
K
So
at
that
point
I
have
to
start
looking
next
fiscal
year,
if
not
maybe
now
to
take
some
of
my
blind
item
budget
money
to
purchase
some
computers
when
I
need
rcc
to
come
in
here
to
start
taking
and
transitioning
those
computers,
the
let's
just
say
the
fire
chief's
computer,
he
has
a
brand
new
computer.
Let's
use
him
as
an
example.
If
I
needed
to
transition
his
present
computer,
take
all
those
files
that
the
fire
chief
has
on
his
computer
and
then
matriculate
it
over
to
his
new
computer.
K
That
is
my
concern
and
those
are
just
the
fire.
The
fire
department's
computers
that
need
to
be
transitioned
over
from
windows
7
to
I've,
been
going
to
different
cyber
security
classes
put
on
by
rima
and
by
fema
and
with
state
state
police
fusion
center.
We
are
vulnerable
right
now
to
cyber
security.
I
talked
to
a
couple
of
councilmen
about
this.
In
the
past
we
are
very
vulnerable.
The
city
of
atlanta,
the
city
of
atlanta,
was
taken
over
by
a
cyber
attack.
K
Can
you
just
imagine
the
amount
of
hours
it
took
to
get
the
city
of
atlanta
back
online
in
that
infrastructure
we're
in
a
small
town?
It
would
take
nothing
for
somebody
to
come
in
here
and
come
in
our
back
door
if
they
really
want
to
and
maybe
not
take
over,
our
town,
but
maybe
funnel
through
our
town
and
use
our
infrastructure
to
get
out
to
something
else.
K
Those
are
my
concerns
and
then
I
also
have
to
concern
about
hipaa
laws,
because
I
have
thousands
and
thousands
of
patient
contact
with
the
rescues
and
ems
next
door
that
I
keep
on
my
server.
So
I'm
very
concerned
about
that
as
well,
and
the
fire
chief
and
I
have
discussed
securing
our
server
even
more,
and
I
have
discussed
that
with
rcc
as
well,
because
we
need
to
secure
our
stuff
a
little
bit
more
than
what
we
have
now.
So
those
are
my
concerns
and
that's
going
to
come
off
the
block
hours
as
well.
P
P
The
recommendation
is
that,
with
the
difference
in
blocks,
you
have
forty
thousand
dollars
that
can
be
used
for
other
communication
needs
for
special
project
needs
that
come
up
and
play,
and,
quite
frankly,
to
have
a
full-time
person
or
a
tech
person
to
do
little
things.
It's
almost
like
the
maytag
repairman
I
mean
if
it
doesn't,
if
it's
not
broke
or
nothing's
happening
while
somebody's
here,
why
would
you
spend
the
full-time
salary
and
benefits
for
that
part-time
person?
The
same
thing?
Why
would
you
have
somebody
working
in
the
morning
and
a
problem
comes
in
the
afternoon?
P
P
Another
agency,
or
for
smaller
things,
you
know
we
could
go
out
to
look
at
some
other
communities
or
some
other
companies
that
can
do
minor
things
at
a
much
less
cost
than
an
implementation
for
rcc
or
if
we
have
people
that
are
savvy
and
smart
that
are
technologically
inclined,
they
can
be
trained
to
do
some
of
the
tasks
that
rcc
does
now,
such
as
setting
up
new
people
taking
people
off
the
computer.
Changing
the
email
rcc
does
that
with
their
people
they
have
templates,
they
have
things
to
follow.
P
This
is
what
you
do
one
two,
three
four
five
six
and
then
they
accomplish
the
task.
You
know
they
would
share
those
templates
with
us
work
with
a
person
that
we
would
designate
if
it
was
in-house
and
those
routine
things
could
be
done
with
in-house
staff.
So
there
are
alternatives
to
hiring
a
full-time
person
and
again
I
would
agree.
I
would
love
to
have
the
full
boat
160
fine.
You
know
no
problems.
That
would
be
great,
but
it's
not
just
160.
P
Then
it's
going
to
be
above
that
too,
so
don't
think
it's
not
going
to
rise
up
because
there's
going
to
be
special
projects,
they're
going
to
be
above
and
beyond
the
160..
There
can
be
needs
that
all
the
hardware
is
our
own.
We
buy
the
hardware.
In
addition
to
that,
I
mean
they
lent
advice,
support
technical
support,
installation,
that's
true,
but
again
there
are
much
additional
costs
other
than
it
can
be
to
160..
So
and
again
I
would
say
that
it
depends
on
how
many
special
projects
we
have,
but
again
that's
an
additional
cost.
P
H
C
C
I
Good
evening,
I'm
michael
rudnick,
founder
and
owner
of
rcc
happy
to
answer
any
of
your
questions.
So
the
I'll
just
a
couple
clarifications
based
on
what
you're
asking
there
are.
I
There
is
the
base
rate
for
maintenance
and
support,
and
then
there
are
projects
and
a
project
could
be,
for
example,
upgrading
to
windows
10
from
the
windows
7.,
another
project
could
be
a
server.
We
have
some
servers
that
need
to
be
replaced,
and
then
we
talked
about
cyber
security.
John
mentioned
a
few
things
regarding
cyber
security.
Certainly
those
would
be
outside
the
scope
of
the
normal
work
that
we
do
so
that
I
hope
that
answers
that
question.
I
Right,
so
I'm
sorry
in
option
one:
the
windows,
seven
desktop
upgrades
would
be
included.
K
J
K
Yeah
when
I,
when
I,
when
I
we,
when
this
came
up
in
the
interview
with
rcc,
because
we
had
a
conference
call,
the
committee
did-
and
that
was
part
of
our
concern
was
you
know
when
we
do
one
now
under
the
current
agreement
with
rcc,
it
does
come,
they
do
charge
us,
and
that
was
one
of
our
concerns
when
they
came
back
with
that
when
they
gave
us
the
an
analysis
of
all
the
computers.
K
That
was
one
of
the
questions
off
the
top
was
if
we
went
with
the
unlimited,
would
this
just
be
included?
If
I
went
on
purchase
like
I've
been
purchasing
purchasing
dell
computers,
I
found
them
to
be
a
reasonable,
more
reasonable
than
hp,
and
would
that
be
part
of
the
the
unlimited
service?
And
that
was
one
of
the
questions
was
yes,
it
would
be,
and
now
like
I
said,
I
have
12
off
the
top
of
my
head.
K
K
Less
than
well
just
less
than
a
month,
but
now
take
into
consideration
dpw
town
hall,
civic
center,
what
what
other
problems
may
arise?
I
mean
there
are
always
problems.
I
mean
you
can't
stop
computers
failing
now,
all
right.
C
K
Tech,
I
I
kristen
has
did
her
research.
I
did
my
research.
I
contacted
the
fire
chief
of
the
town
of
johnston.
He
did
not
give
them
one
eye
order
of
a
overwhelming
support.
He
flat
out
gave
me
a
very
poor
report
on
them.
He
did
not
like
them
at
all.
I
called
another
reference.
These
were
references
by
the
way
that
freedom
tech
had
given.
I
had
called
our
former
fire
marshal
jim
bubola,
who
works
it
down
at
dunn's
corner.
K
They
were-
and
I
don't
understand,
but
free
detected,
put
down
dunn's
corner,
but
duns
corner
had
severed
ties
with
freedom,
tech
for
poor
for
poor
performance,
and
I
called
jimbo
bowl
and
asked
him
why
he
gave
me
a
list
of
things
reasons
why
I
came
back
and
I
reported
that
back
to
the
committee,
so
that
was
those
were
two
out
of
the
three
references
that
they
put
down,
that
I
had
called
kristen.
You
know
had
some
friends
over
at
the
finance
department
and
clerk
and
finance
and
johnson
they
like
them
over
there.
K
H
I
would
add
from
my
experiences
on
the
tech
committee
and
just
like
asking
you
know,
questions
of
mr
patel
and
about
chief,
the
working
relationship
with
rcc
has
been
good
and
they're
responsive
and
there's
a
familiarity
there
there's
you
know
institutional
knowledge.
Obviously,.
K
I
can't
give
you
I
don't
know
if
we've
spoken
about
this
before,
but
last
capital,
this
past
this
fiscal
year,
you
you
gave
us
the
fire
department,
capital
improvement
to
put
in
a
new
server.
Oz
was
approximately
seven
years
old.
Rcc
came
out
with
the
bid.
We
followed
it
to
the
t.
K
They
came
in
under
budget
by
approximately
two
thousand
dollars.
Twenty
two
hundred
dollars.
They
came
in
under
budget
which
actually
helped
us
with
a
little
bit
of
shortfall
in
matriculating.
Our
computer-aided
dispatch
over
the
company
unbeknownst
to
me,
charged
us
for
a
block
of
hours
to
take
their
program
and
take
their
data
and
push
it
over
which
so
it
kind
of
evened
out
as
well.
But
their
transition
from
one
server
to
another
server
was
seamless.
K
We
had
approximately
three
hours
of
downtime,
which
was
planned,
and
so
we
had
three
hours
of
approximately
three
hours
of
downtime
on
a
monday
morning
when
they
did
the
big
switch
over
and
it
was
seamless.
We've
had
very
little
few
minor
issues,
but
nothing
that's
out
of
the
ordinary
when
you
go
from
one
server
to
another
and
it's
worked
seamlessly
since
we've
had
no
issues.
John
redman
has
been
on
top
of
it,
their
top
tier
engineer
and
he's
always
monitoring
it,
and
I
think
kristin
gets
the
report
as
well
as
I
do.
K
P
You
mentioned
freedom,
tech
again.
Their
main
municipal
client
is
the
town
of
johnston
and
they
still
have
the
tommy
johnson.
They
are
still
providing
that
service
to
town
johnson
as
well,
and
as
was
mentioned,
the
finance
director
contacted,
I
believe,
their
finance
director,
their
town
clerk
and
that
reference
came
back
good
and
apparently
they
are
good
enough.
That
mayor
paulistino
keeps
them
so
they're.
The
client
of
johnson.
P
P
But
as
looking
at
that,
looking
at
the
you
know,
the
client
list
I
felt
rcc
would
be
a
better
choice
because
they
have
gained
a
lot
of
knowledge
here
and
I
think
early
on
there
was
expenses
that
were
high
because
in
the
you
know
the
companies
built
bid
on
or
fill
on
these
types
of.
How
many
servers
you
have,
how
many
computers
you
have
your
inventory
and
when
they
came
on
the
inventory
was
not
correct
and
it
was
understated,
so
the
buildings
came
up
high
and
we
were
rcc's.
P
First
client
missile
client
only
missed
the
plan
and
I
think,
through
the
these
years,
they've
done
a
good
job,
educating
themselves
working
with
the
town
so
now
they're
in
a
very
good
position,
where
you
know
they
work
well
together
for
their
staff.
So
again
my
recommendation
would
be
rcc
again.
I
think
they've
done
a
good
job
for
the
town,
a
very
good
job
and
I
guess
the
difference
is:
how
do
you
pay
for
them?
It's
like
insurance.
Do
you
want
to
pay
for
everything?
P
The
other
option
gives
us
65
hours
of
work
and
again,
as
we
stated
earlier,
when
you
start
something
it's
going
to
be
more
expensive
because
you
know
you
have
to
take
what's
here,
look
what's
here,
there's
a
lot
of
work.
A
lot
of
you
know,
inventory
just
learn
the
systems
learn.
You
know
what
we
do,
how
we
do
it
and
they've
done
that
and
they've
done
that
and
now
they're
exceedingly
well
doing
a
great
job.
So
rcc,
I
think,
is,
would
be
the
recommendation
from
any
of
us.
P
M
So
the
the
financials
kristen
that
you
provided
show
that
in
the
general
government
line
computer
services
through
the
end
of
march
of
108
000,
has
been
spent
of
the
120.
That
is
that
so
so
you're,
I
think
you
gave
a
higher
number
than
that.
So
this
they
show
somewhere
else.
Do
they
also
show
in
fire
and
police.
L
M
But
that
is,
it
is
budgeted,
so
my
concern
is,
and
you
talk
about
going
to
a
full
blown
which,
maybe
maybe
it
is
warranted,
do
we
have
any
data
as
to
how
many
hours
we've
spent,
and
I
guess
the
second
question
I
would
have-
is
if,
for
some
reason
unusual
reason
it
sounds
like
we
don't
use
the
65
hours.
Did
they
do
what
we
not
use
roll
into
the
next
month.
B
I
Yes,
so
the
the
the
block
hours
approach
that
we
are
proposing
included
65
hours,
which
could
move
up
or
down.
That
is,
if
we
find
that
you're
using
less
than
65
hours,
it
would
go
down.
I
Our
estimate
is
that
you
probably
would
be
using
about
90
hours
a
month
that
is
based
on
history.
We,
we
don't
think
65
hours
is
enough.
We
assumed,
as
part
of
our
recommendation,
that
there
would
be
a
an
employee
that
would
would
do
some
work
for.
C
C
C
I
P
Okay,
yes,
I
mean,
am
I
confident
that
I
can
say
it
wouldn't
exceed
that
amount?
No,
I
mean
just
using
what
I
believe
based
upon
the
work
that
I
see
out
there
and
again.
We'd
have
to
have
something
in
place
to
offset
some
of
the
hours
that
would
be
spent
on
lesser
items,
more
routine
items
that
can
be
done
by
non-real
technical
staff.
G
Training
through
rcc,
for
I
know
john,
has
extensive
computer
training.
Can
we
get
others
trained
to
do
some
of
these?
Some
of
these
other
tasks?
That's.
I
A
great
question,
the
simple
answer
is:
yes:
we'd
be
happy
to
train
town
employees
in
basic
routines.
The
the
key
thing
is
somebody
that
would
have
good
basic
skills.
You
know
basic
knowledge
of
of
computers
and
able
to
take
take
direction.
Well,
good
attention
to
detail
with
that
person.
Certainly
we
could
have
them
perform
the
work.
So
our
estimate,
what.
G
I
In
the
in
the
in
the
option,
one,
it
would
be
part
of
the
flat
monthly
fee
in
option
two.
It
would
be
from
the
block,
but
we're
not
looking
at
a
lot
of
training
hours
if
that
person
has
some
good
basic
skills.
So
our
our
assumption
with
option
two-
I
just
want
to
clarify
our
assumption
with
option
two
was
that
there
would
be
somebody
that
would
be
a
town
employee
who
would
be
doing
about
25
hours
of
work
so
again
we're
we're
thinking.
I
90
hours
of
work
takes,
that
is
to
manage
the
town's
infrastructure
it
takes
about
90
hours
a
month.
We've
we've
seen
that
number
go
up
and
down,
but
but
on
an
average
we
think,
in
fact,
to
be
honest
with
you,
it's
a
little
higher
than
that,
but
we
think
that
that
we
could
aim
and
and
get
to
that
number.
I
So
so
90
is
the
number
and
all
our
calculations
went
on
that
and
what
we
wanted
to
do
was
offer
an
option
to
the
town
that
would
be
potentially
less
expensive,
hiring
an
employee
to
do
things
instead
of
having
rcc
do
it
could
potentially
lower
the
cost.
For
the
town,
which
is
why
we
offered
the
option
too
right,
I
hope
I
answered
your
question.
Dude.
I
I
G
G
I
G
I
Saying
something:
that's
warm
to
my
heart.
I
have
a
degree
in
education,
so
I
was
a
trainer
for
over
10
years.
So
so
absolutely
training
is
an
essential
part
of
learning
technology.
So
so
I
think
that's
very
important
and
could
be
valuable
for
for
for
staff.
Absolutely
thanks.
L
L
We
don't
have
march
yet
that
totaled.
L
L
C
A
month
so
even
he's
suggesting
90,
okay
he's
suggesting
65
and
what
historically
is
75,
that's
10
hours
a
month
change
your
month.
That's
still
a
couple
of
thousand
dollars
a
month
that
we're
going
over.
That's
what
I'm
saying
like
you're
looking
to
sit
there
and
say:
oh
we're
going
to
stay
within
budget.
C
This
is
what
gets
us
in
trouble
makes
more
sense.
It
may
make
us
stay
in
budget,
but
when
we
go
over
budget
and
then
we're
off
by
thirty
forty
thousand
dollars
the
end
of
the
year,
then
what
do
you
get?
That's
the
question
I
mean
it's
up
to
you
guys.
I
just
think
in
in
my
experience.
Unlimited
is
a
little
more
palatable
at
the
expense.
C
D
C
So
you
have
your
consultants
telling
you
hire
a
part-time
to
take
care
of
the
fixing,
the
models
fixing
the
keyboards
fixing
the
monitors
or
whatever
and
we'll
block
you
at
65.,
but
then
you're
looking
at
overall
saying
you're
going
to
pay
that
person
35
40
000,
yet
to
be
here
also.
So
it's
unlimited
is
option.
Two,
no.
H
P
If
the
council
chooses
option
one,
you
know,
certainly
that's
fine
if
it's
option
one
and
we
have
the
ability
to
call
on
them
for
all
kinds
of
things.
P
Certainly
we
would
do
that
in
addition
to
the
basics
you
said
there
could
be
training
activities.
There
could
be
all
kinds
of
things
where
we
could
really.
You
know,
just
you
know,
make
sure
we
we,
you
know,
use
their
services
to
the
fullest.
But
again,
certainly
it's
up
to
the
council's
decision.
I
mean
you
know.
The
recommendation
has
been
made
and
certainly
whatever
the
council
decides
is
certainly
fine
with
the
administration
and
we
move
forward.
So.
P
C
P
It
was
basically
a
two
to
three
majority
that
felt
that
the
full
service
was
the
best
finance
director
believed
that,
with
the
cost
difference
we
should
consider
freedom,
tech
if
I'm
correct
all
right,
so
that
was
the
recommendation
was
not
unanimous.
It
was
split.
P
I
spoke
with
freedom,
tech
about
their
proposal
based
upon
the
information
from
the
committee,
my
interactions,
when
I
made
a
recommendation
that
I
thought
would
serve
the
town
best.
But
again,
as
was
saying
do
I
know
that,
with
a
great
degree
of
confidence
that
we
would
not
expend
over
160
000?
No,
I
can't
say
that
I
don't
know,
but
my
sense
is,
it
would
be
less
and
the
less
could
be
used
for
something
else.
P
Technology-Wise,
but
again,
that's
one
opinion
based
on
the
process
that
was
done.
You
know
the
committee
speak
for
itself
as
they
have
and
I've
made
my
recommendation
and
I've
put
it
in
writing.
So
you've
had
a
chance
to
read
that
so
I've
articulated
what
my
issues
were,
and
you
know,
certainly
whatever
the
council's
direction
is,
I'm
perfectly
fine
with
that
and
we'll
move
forward.
P
The
issue
is
rcc
seems
to
be
the
best
vendor
and
we
all
agree
on
that.
It's
just
a
matter
of
what
is
the
process
and
either
option
is
fine
with
me.
G
P
Yeah,
basically,
each
department
has
funds
in
their
own
department,
they're.
P
P
The
big
departments,
major
departments,
have
funds
for
communications
above
and
beyond
the
120.,
so
again,
they're
going
to
have
to
determine
how
they
will
determine
where
the
difference
comes.
In
and
and
then
departments
will
need
to
have
a
funding
source
for
a
special.

Upcoming

again,
they
haven't
really
been
updated.

Burt
malagan
monterey
drive.
Mr
president,
coming
in
tonight
I
was
really
sad.
I
got
out
of
my
car
and
I
looked
across
the
street
and
a
drug
store
across
the
street
is
closed
and
I
can
remember
going
back
what
was
it
10
15
years
ago
when
they
got
the
permit
to
build
that
building
over
there
and
the
liquor
store
moved
over
to
their
new
spot
and
they
have
a
box
store
like
that
clothes?
D
B
I'm
here
again
to
discuss
my
property
again
on
the
record
if
some
had
done
their
due
diligence,
I
wouldn't
be
here
tonight
it's
my
understanding
that
the
fence,
stockade
fence,
has
been
bought.
B
They're
missing
two
sections
it'll
be
up
tomorrow.
It
was
seven
sections.
I
have
the
the
photos
of
my
property,
some
I
sent
to
council
president
gosselin
he's
aware
of
that
also
lost
my
train
of
thought.
B
B
C
B
Okay,
there's
also
an
email,
that's
in
circulation.
Is
there
any
way
that
I
can
get
a
copy
of
that
email,
that's
in
circulation
or.
B
B
C
B
C
Just
say
something
my
request
to
the
town
manager
to
elaine.
I
understand
to
mock
carullo
to
councilman
messier.
They
have
all
gotten
the
email.
My
request
doesn't
mean
it's
gonna.
Stick,
I'm
just
saying
that
my
request
was
including
the
five
abravades
were
the
rest
of
the
abu
vadi's
down
property
line
to
suffice
what
was
taking
out.
You
had
foliage
there
trees
and
whatever
it
may
be
correct.
Okay,
it
was
sent
to
fossen
o'neill.
A
A
B
Respond,
I
understand,
but
what
I'm
saying
to
me
david
is
this
was
all
suggested
by
yourself
and
the
town
solicitor
to
be
in
writing
months
ago.
B
C
More
thing,
I'm
going
to
end
it.
Shame
on
the
town.
Shame
on
you!
Shame!
Because
you
had
one
person
show
up.
You
should
listen.
If
you're
going
to
meet
with
the
town
manager
individually
you're
going
to
meet
with
freddie
individually
you're
going
to
meet
with
me
individual
you're
going
to
meet
a
messian
councilman
messier
individually
and
not
have
everybody
in
the
same
room.
I
can
tell
you
right
now.
B
C
B
H
B
With
all
due
respect,
vice
president
tamiko,
I
have
one
more
thing
pertaining
to
the
property.
The
chain-link
fence
was
that
was
cut
here.
They
are,
they
want
to
put
the
fence
back
up,
it's
gone.
Nobody
knows
where
it
is
so
now
I'm
going
to
be
stuck
with
a
piece
of.
B
B
Lastly,
I
want
to
have
somebody
put
on
the
agenda
to
discuss
the
kent
county
water
authority
and
the
fire
hydrants.
I
think
a
half
a
million
dollars
being
paid
out
for
something
that
we
don't
we
may
not
own
is
ludicrous.
B
D
O
A
O
Can
I
the
other
question
I
want
to
know
is
there
was
supposed
to
be
a
meeting
about
this
property
and
a
couple
other
properties
and
mr
messier
canceled
it?
O
O
Okay,
the
guy
miles
will
go,
get
a
fly,
fishing
rod
every
time
it
rains
and
go
trout
fishing,
because
trout
season
is
open.
Okay,
have
you
been
up
there?
Has
anybody
been
up
there?
The
answer's
gonna
be
no,
because
we're
gonna
look
at
our
pen
and
click
it
okay.
Well,
do
you
see
anything
wrong?
There.
O
You
stopped
that
way,
go
look
at
it.
Okay.
I
brought
this
up
to
you
before
you
asked
me.
In
my
opinion,
the
people
are
asking
my
opinion
again,
two
basins
higher
than
great
now.
What
they
did
was
on
one
side:
they
graded
to
the
top
of
the
basin,
the
other
side.
They
haven't
done
nothing.
Yet
they
finished
the
blaze
property
he's
now
even
lower
than
he
was
before,
because
they
brought
one
grade
up.
Okay,
I
think
you
should
go
look
at
it.
Here's
two
properties
that
people,
let
you
come
through
the
property
and
destroy.
O
O
It's
on
as
deep
so
the
least
you
can
do
on
a
1.5
million
dollar
project
because
we
know
one
way
over
a
million
okay
or
1.3.
As
I
was
told,
okay,
the
minimum
you
can
do
is
spend
a
thousand
dollars
extra
on
his
you're
up
here.
Talking
about
spending
extra
40
000
on
electronics,
also
stuff,
the
least
you
can
do
is
a
thousand
dollars
to
this
guy,
the
least
right
or
wrong.
O
I
mean
he
let
you
come
through
his
property.
He
you
know,
he
let
you
do
what
you
had
to
do
to
alleviate
the
water.
The
least
you
can
do
is
put
his
yard
back
to
somewhat
of
original
condition,
you're
not
going
to
replace
the
the
trees
with
the
leaves.
We
know
that,
but
at
least
give
him
his
fence
back,
give
him
his
whatever
he
wants.
You
ruin
the
they
ruin
the
facinthis
he's
not
asking
for
the
cynthia's
they
ruined.
O
I
dug
and
burlapped
the
abravadies
the
first
time
and
then,
when
we're
going
back
and
forth,
if
we're
going
through
a
peace
shot,
and
if
we're
going
back,
they
went
back
in
the
ground,
then
they
came
out
again.
Then
they
went
in
again
they're
dead,
you're
talking
about
cheap
trees.
You
want
to
buy
five
to
six
foot,
is
eight
eight
foot,
they're
all
different
prices,
but
at
the
end
of
the
day,
it's
a
thousand
dollars
or
less
on
a
1.3
to
1.5
million
dollar
project.
I
know
I
know
what
it
is.
O
C
What
did
I
say
last
winter
when
he
was
here
at
the
microphone
every
single
time
pete
when
the
project's
done
we'll
worry
about
it,
then?
Okay,
the
project's
almost
done,
and
that's
when
I
said
that's
when
I
said
okay,
I
agree
with
you.
I
agree
that
your
friends
should
be
here.
There
should
be
our
providers
back
here.
I
sat
there
and
agree
with
them.
100
percent.
