One
second,
under
section
42-46-4
in
the
following
sections:
rhode,
island,
general
laws.
The
west
warwick
town
council
will
close
the
executive
session
to
discuss
the
following
that
was
held
tonight
september:
17th,
a
42-46-582
collective
bargaining,
ibpo
local
312
regarding
contract
negotiations
b,
42-46-582,
collective
bargaining,
iaff,
local
1104
regarding
contract
negotiations
and
c
42-46-5.
G
Motion,
if
we
could,
I
would
appreciate
it
if
we
could
move
items
j
and
k
to
the
top
of
the
agenda.
A
second.
H
G
Quite
honestly,
I'll
be
that's
for
my
purposes,
I'm
going
to
give
it
the
college
try,
but
I
might
not
be
here
all
night.
I
actually
had
a
perforated
appendix
surgery
last
wednesday
night,
so
so
we're
going
to
move
it
along.
I.
E
D
D
Resolution
any
discussion,
any
public
discussion.
The
only
thing
I
want
to
say
before
we
vote
is
thank
you
again
is
on
both
unions
very
professional
on
our
end
in
their
end.
So
thank
you
for
getting
through
these
negotiations
and
congratulations
on
this
tutorial.
G
D
D
F
I
I
sponsored
it
after
numerous
observation
and
went
through
the
traffic
committee,
we're
looking
at
a
stop
sign
at
cochran
street
and
judy
terrace.
This
will
help
curb
a
lot
of
some
safety
issues.
I'm
sure
we're
going
to
get
some
some
push
back,
but
it's
all
in
the
interest
of
safety,
so.
D
B
Last
two
years
we've
had
movies
of
filmmaking,
while
it
covered
a
whole
lot
of
similar
things.
It
didn't
cover
film
or
movies.
So
all
I
did
was
added
that
into
the
same
ordinance,
you've
been
acting
in
the
for
many
years,
theatrical
licenses
it
just
has
filmmaking
for
that
mix
without
changing
any
of
the
details.
D
Let's
hope
more
filmmakers
come
to
westmont
any
questions
for
alec.
G
D
C
B
The
background
to
this
was
when
the
movie
came
in
last
year,
we
had
a
number
of
meetings
with
the
filmmakers
and
with
the
department
heads
that
would
be
involved
in
the
police
chief,
the
fire
chief
public
and,
as
these
readings
progressed,
I
made
notes
of
things
that
the
flag
chief
wanted
things
that
the
police
wanted,
and
it
was
just
kind
of
a
series
of
notes
that
I
made
from
the
meetings
when
we
had
the
movie
company
come
again
this
year.
What
I
did
was,
I
took
all
of
those
notes.
B
B
I
talked
with
david
about
the
ordinance
that
we
just
that
you
just
approved
david,
and
I
both
felt
that,
rather
than
this
being
a
set
of
regulations
that
comes
out
of
my
my
handiwork
and
passed
out
and
said,
follow
this:
let's
have
the
council,
make
it
a
formal
situation
and
pass
it
as
a
resolution
so
that,
as
we
go
down
in
the
future,
any
time
that
we
hopefully
have
more
movies
coming
in
this
will
just
automatically
be
handed
out
to
them.
B
D
And
I
know
I
I
sat
in
on
the
when
the
movie
first
came
into
town
and
you
know
they
they
actually
wanted
to
rent
the
school.
They
wanted
to
rent
the
civic
center.
They
wanted
to
rent
the
town
hall
and
we
had
nothing
in
place
to
make
those
decisions,
so
we
had
to
shoot
from
the
hip
at
that
time.
So
al
you
know
considering
they
came
back
and
they
have
redoing
again
this
year
we
said
we
need
to
be
proactive
for
the
future,
because
you
don't
know
how
long
they're
going
to
do
this.
D
For
obviously
the
show
is
very
successful
if
anybody's
watched
it,
I
got
it
on
dvr.
I
haven't
fully
watched
it
yet,
but
they're
going
to
continue
coming
to
rhode,
island
so
and
and
with
some
of
the
arts
tax
treat
stuff
that
they're
doing
at
the
state
house,
that's
drawing
more
of
the
actors
and
that
and
arts
into
the
state
of
rhode
island.
So
that's
going
to
be
good
for
us
as
a
state
and
a
town,
any
questions
for
that
hearing,
none
all
in
favor
all
right
opposed
eyes.
Have
it.
Thank
you.
C
The
verizon
new
england,
inc
and
national
grid
wakefield
street
resolved
at
the
town
council
hereby
approves
the
plan.
Number
276-32055
for
wakefield
street
proposed
wakefield
street's
proposed
new
joint
owned
poll
on
behalf
of
verizon
new
england
inc
and
eric
anson
electric
company
to
locate
to
relocate
full
38
50
feet.
East.
D
D
Polls
in
the
middle
of
the
street,
of
where
tanya's
way
is
so
they
want
to
move
it
50
feet
to
the
right
if
you're
looking
at
tanya
way.
So
then
we
just
give
approval
on
that
and
that
just
comes
before
us
on
occasion
when
these
developments
are
when
a
poll
needs
to
be
moved,
any
concern
questions
any
public
comment
hearing,
none
all
in
favor
opposed
eyes.
Have
it.
I
I
Right,
my
services
were
retained
by
the
town
of
west
warwick,
probably
about
a
year
ago,
and
I've
been
working
with
the
hazard
mitigation
committee
to
update
their
hazard
mitigation
plan
as
per
fema
requirements,
and
the
benefits
of
having
a
plan
are
to
make
west
warwick
more
resilient
to
hurricanes
and
flooding
and
damages
to
identify
certain
actions
which
might
be
important
to
to
consider
when
funding
becomes
available.
G
D
C
I
Your
mitigation
actions
you
want
to
get
to
the
meat
of
it
look
at
the
matrix
towards
the
end.
Just
talks
about
the
mitigation
actions
that
the
committee
thought
were
important
to
benefit
the
most
number
of
people
in
the
town.
You
don't
have
to
review
all
the
hazards
and
stuff
like
that.
If
you
don't
want
to.
F
Can
I
show
you
a
question?
Yes,
you
said
mentioned
fema
grants,
yes,
are
they
are
there
grants
for
that?
We
can
apply
for
to
be
proactive
versus
reactive.
I
Yes,
absolutely
famous
encouraging
that,
because
you
you
save
more
money,
doing
pre-disaster
mitigation
and
post-disaster
recovery.
F
And
are
those
grants
only
available
at
a
certain
time
or
do
they
just.
I
Pop
up
or
they
come
up
annually
and
in
order
to
to
apply
for
those
optional
grants,
you
need
to
have
an
approved.
I
Yes,
yes,
you
so
a
while
ago,
someone
had
the
forethought
to
apply
for
planning
grant
to
fema
and
they
to
hire
us
for
these
services
to
to
get
the
town
through
this
process,
it's
a
very
prescribed
process
and
yeah.
Everyone
worked
really
well.
G
I
G
I
I
Yep,
we
also
had
a
survey
at
the
beginning
of
the
process
we
like
to
get
the
general
public's
comments
and
suggestions
on
the
hazards
that
are
impacting
them
if
their
roads
flood.
If
they're
concerned
about
their
neighborhoods
or
their
services,
we
had
a
public
survey.
We
had
194
people
respond,
okay,
public
survey
at
the
end
of
the
public
survey.
I
There's
anything
else,
you'd
like
to
tell
us
and
that's
when
they
tell
us
all
the
good
nitty-gritty
stuff
that
whole
survey
is
included
in
the
back
of
the
plan
with
their
comments,
and
so
their
thoughts
were
considered
when
we
were
creating
this
plan.
I
E
I
What
you've
been
doing
down
here,
so
I
expect
it'll,
be
you
know
within
a
couple
weeks,
we'll
get
comments
back
from
the
state
and
then-
and
I
anticipate
just
editorial
comments
and
then
they
will
say:
okay,
fine,
we'll
add
an
extra
space
here,
that's
what
makes
you
happy
and
then
it
says,
sent
up
to
fema
once
it's
sent
to
fema,
it's
also
about
45
businesses,
but
we
can't
control
where
what
their
priorities
are,
because
sometimes
they
get
deployed,
it's
hurricane
season
etc.
I
G
I
It's
laid
out
differently.
I
think
it
goes
into
the
details
a
little
bit
more
in
terms
of
what
the
actions
are
and
how
to
get
there.
Sometimes,
if
an
action
that
you
create
is
just
too
large,
I
like
to
create
subsets
like
14,
a
and
b
or
16,
b
and
c
so
because
we're
you
need
to
report
back
when
you
update
the
plan
next
time,
what
you've
done
with
the
last
actions.
I
So
there
is
a
table
in
here
towards
the
towards
the
end
of
chapter
six,
when
it
talks
about
the
update
on
the
previous
actions,
if
they've
been
done,
if
they
haven't
been
done,
and
why
not?
So
I
think
this
is
organized
a
little
bit
more
cohesively.
This
is
following
a
format
that
the
state
has
approved,
so
it
may
look
a
little
different,
the
the
gist
of
it
isn't
going
to
be
about
the
same
okay.
I
I
A
fema
review
tool
and
they're
looking
for
specific
elements,
did
you
talk
about?
You
know
the
hazards
that
affect
your
town.
Do
you
talk
about?
You
know
your
committee
and
your
planning
process,
so
we
have
to
fill
that
out
when
we
submit
it
to
the
state
that
says:
yes,
we'll
see
page
12,
yes,
page
23.,.
F
Thank
you
with
all
the
the
new
developments
going
on
in
towns.
A
number
I
don't
know
the
number
up
hand,
but
would
there
be
again
I'm
thinking
proactive
yeah?
Would
there
be
grants
available
to
help
dealing
with
these
new
developments,
because
sometimes,
when
you
develop,
you
really
don't
know
what
you're
getting
into
sometimes.
E
D
D
I
think
so,
for
instance,
I'll
use
I'll
use
north
pleasant
street
as
an
example.
They
put
that
development
in
and
now
the
people
on,
the
bottom
of
north
pleasant
street
are
receiving
a
lot
of
flooding
in
their
backyards
and
all
that
due
to
runoff
and
whatever
does
that
qualify
if
we
need
to
fix
that
has
a
lot
to
do
with
drainage
and
it
actually
is
drainage
coming
all
the
way
down
north
pleasant
street
into
the
notre
dame
area.
So
with
that,
so.
E
E
D
E
D
Natural
disaster,
so,
for
instance,
in
it's
own,
actually,
let's
say
a
pond
that
we
know
when
we
get
a
lot
of
water.
Those
areas
flood
out.
Yes,
that's
a
natural
disaster,
so
we
can
possibly
dredge
or
do
whatever
you
know,
fight
for
those
grants.
I
I
H
No,
I
I've
taken
the
whole
tour
with
dave
lombardi
and
that
that
caused
a
lot
of
the
flooding
down
ship.
You.
I
And
in
the
future,
if
something
else
occurs,
that
wasn't
mentioned
specifically
in
the
plan
and
you're
applying
for
a
grant-
and
it
says-
was
this
mentioned
in
your
hazard
mitigation
plan-
you
can
say
there
was
no
specific
action,
but
it
fits
under
our
goals
for
the
hazard
mitigation
plan
to
reduce
flooding
to
you
know
to
address
extreme
weather
conditions,
or
something
like
that.
So
these
aren't
hard
and
fast.
I
I'm
encouraging
the
committee
to
review
these
annually.
D
Yeah,
does
anybody
have
any
concerns
with
them,
sending
it
to
the
state
not
at
all
got
the
blessing.
D
E
D
C
F
I
I
do
on
the
last
one,
the
license
for
the
for
the
halloween
party,
I
just
wanna,
and
just
because
I
have
my
name
on
it,
just
make
it
clear
that
I'm
doing
this,
I'm
not
receiving
any
fee
for
it.
F
There's
no
there's
no
money
exchanging
hands,
it's
actually
sponsored
by
belize,
honda
of
west
walwick,
who
just
for
those
that
don't
know
I
contacted
them
a
few
years
ago,
and
they
cut
a
check
to
the
town
for
five
thousand
dollars
for
to
run
events
with
the
town,
so
that
money
has
been
I've
been
using
that
to
drag
it
out
and
use
it
as
as
long
as
possible,
and
we've
already
done
two
events
in
easter.
We've
done
some
couple
things
in
the
summer
and
this
will
be
the
third
for
halloween.
F
So
so
it's
a
good
time.
Last
year
we
had
a-
I
don't,
maybe
75,
80
kids.
It
was
an
awful
night
one
of
those
nights
where
it
was
we
needed
to
have
it
hazard
mitigation.
It
was
really
bad
outside,
but
we
had
a.
We
had
a
decent
number
of
kids,
a
lot
of
ice
cream
eggs.
They
had
prizes,
everybody
had
a
good
time.
So,
what's.
F
Off
the
top
of
my
head
around
thirteen
hundred
dollars,
so
I
checked
with
joey
I
I
don't
know
the
exact
number
it's
around
1300.
F
G
A
That's
a
amusement
license,
though.
Yes
can
I
make
a
suggestion
councilman
next
time
you
do
this,
I'm
regarding
contact
information,
just
cross
out
owner's
name
and
owner's
address,
because
you're
really
just
presenting
it
to
the
council.
You're,
not
the
owner
of
the
organization
you're,
not
the
owner
of
the
presidency.
C
H
D
Move
and
seconded
again
just
I
just
want
to
point
out:
we
did
receive
a
letter
from
deb
rofo,
the
presence
of
angels
in
action.
It's
becoming
that
time
of
year
again-
and
I
know
we
keep
talking
about
it,
but
the
holidays
are
coming
up
also,
so
I
know
like
the
food
covered,
we'll
be
looking
veterans
day
is
coming
up,
and
I
know
post
tools,
veterans
council
will
be
sending
their
essential
ladder,
so
we
just
want
to
be
prepared
in
how
we
want
to
heal
that
this
year.
F
E
D
Second,
seconded
dean's,
a
great
asset
to
this
board,
brings
a
lot
of
knowledge
he's.
Definitely
he
knows
real
estate.
So
it's
I
want
to
thank
dean
for
his
years
of
service.
I
know
he's
been
on
there.
I
know
the
last
time
I
did
here
he
was
going
to
resign.
I
was
kind
of
disappointed,
but
also
I
hear
that
some
other
people
are
interested
that
have
a
lot
of
knowledge
and
assessment,
so
hopefully
we
can
get
it.
It's
going
to
be
some
hard
shoes
to
fill,
but
thank
you
again
if
we
can
send.
C
D
Second
seconded
peter
brings
a
lot
of
knowledge
because
he
worked
on
that
for
many
years,
so
it's
a
shame
that
he
had
to
resign.
But
that
being
said,
if
you
could
send
them
a
thank
you
letter
again
and
for
his
service
any
other
comment
hearing,
none
all
in
favor
opposed
eyes.
Have
it.
J
J
So
I
want
to
make
sure
that
this
was
highlighted,
as
this
is
very
important
to
us
to
apply
for
and
receive
grants,
and
if
we
remember
a
meeting
ago
or
two
meetings
ago,
we
received
notice
of
our
largest
cdbg
grant
in
the
town's
history.
So
again,
these
help
provide
very
important
needs
to
the
town
and
we're
very
thankful
for
the
receipt
of
those.
I
also
wanted
to
publicly
thank
our
senators
read
in
white
house.
They
are
very
champions
of
public
safety
throughout
the
state
and
they
certainly
help
any
of
our
requests
and
representative
langevin.
J
J
Also,
I
have
to
thank
chief
farron
and
firearm
technician,
donald
johnson,
who
was
instrumented
and
instrumental
in
writing
the
grant.
So
I
want
to
say
thank
you
and
let's
keep
them
coming
right.
I
do
want
to
prove.
I
do
want
to
provide
an
update
to
a
conversation
that
was
held
two
meetings
ago
and
august
6th
about
the
recycling
containers
and
bins
during
that
discussion.
J
Since
that
meeting,
I've
met
with
nicole
our
recycling
coordinator
and
now
planning
and
zoning
attorney
discussing
this
this
issue,
and
from
that
meeting
we
have
a
number
of
takeaways.
I
want
to
mention
to
the
council.
One
is
that
again
curb
curb
wide
curbside
recycling
programs
are
very
being
voters
well
received
by
the
public.
J
J
There
are
two
companies
that
we
are
aware
of
that
provide
this
service
curbside
recycling
llc,
which
is
a
partner,
is
a
local
representative
who
is
in
the
west
warwick
area
and
simply
simple
recycling,
which
is
a
national
company
based
out
of
ohio.
That
has
four
communities
in
rhode
island
that
they
provide
this
service.
For
so
again,
with
this
programs
being
successful,
and
certainly
we
have
two
vendors
that
can
do
the
job.
Some
type
of
selection
process
would
be
necessary
for
the
town
to
move
forward
with
the
recycling
curbside
recycling
program.
J
There's
also
discussion
at
that
meeting
about
this
possibility
of
passing
an
ordinance
which
would
prohibit
the
recycling
containers
and
from
what
we've
been
able
to
determine
no
community
in
rhode.
Island
has
done
that
and
I
believe
there
would
be
questions
of
legality
to
do
that.
To
ban
these
type
of
containers.
J
J
Pleasure
and
timing
to
take
that
those
items
off
of
the
table
and
discuss
them
at
a
future
meeting
where
we
can
present
this
information
and,
more
as
to
the
recycling
curbside
recycling
program
and
then
go
and
discuss
the
revisions
that
are
recommended
to
the
recycling
coordinators,
the
ordinance
we
have
that
regulates
these
containers
bins.
So
if
I.
B
B
Any
endowment-
and
I
don't
see
any
reason
to
do
that-
I
think
that
it's
only
separate
feeding
different
needs
with
what
I
presented
the
last
time
that
was
stable.
B
All
we
did
was
we
took
the
recycling
ordinance
that
we
presently
have
in
not
the
recycling
appointments,
recycling,
bins,
audience
that
we
have
in
place
working
with
chuck
davey
up
in
the
building
office
who
has
to
enforce
it.
We
put
some
more
teeth
in
it.
We
clarified
some
issues.
We
made
it
clear
that
not
only
is
the
operator
but
the
property
owner
responsible.
B
You
know
this
whole
thing
because
to
say
we're
only
going
to
go
after
the
operator
again
he's
in
ohio,
it's
gone,
but
if
the
owner
knows
that,
if
I
let
somebody
put
the
bid
on
my
property,
I'm
responsible
for
all
of
these
things.
So
if
the
council
puts
that
back
on
the
agenda,
which
I
would
like
to
see,
we
go
into
those
details,
but
I
think
one
of
the
things
that
happened
at
the
last
meeting
was
there
was
some
some.
B
D
H
J
D
We,
if
we
put
this
out
to
bid,
obviously
we
want
to
see
what
revenue
the
town
could
get
and
you
know
which
one's
dependable
and
professional
that
you
know
it's
going
to
maintain
and
continue
to
maintain
in.
H
D
Less
tonnage
going
fees,
it
helps
a
lot
of
different
things
and
it's
very
convenient
to
the
residents
of
west
work.
I
mean
that's
that's
one
of
the
reasons
why
it's
been
up
at
the
civic
center
for
many
years
is
how
many
parents
drop
their
kids
off
or
whatever,
and
they
kill
two
birds,
one
stone
by
just
stopping
it,
throwing
their
clothes
and
whatever
into
the
air,
and
it's
it's
very
accessible.
D
D
I
think
we
definitely
need
to
so
there's
no
controversy
or
whatever
with
any
company
and
saying
you
didn't,
give
me
a
chance
or
whatever
we
want
to
make
sure
that
thomas
will
get
the
most
bang
for
their
buck,
make
sure
we
get
a
good
relationship
and
make
sure
that
they're
going
to
be
reliable,
because
the
last
thing
we
want
to
hear
is.
I
got
40
pounds
of
clothes
on
my
sidewalk
for
the
last
three
weeks.
D
F
B
F
A
lot
of
calls
that
I've
gotten
and
I
mean
I
see
it
all
the
time,
it's
specific
to
one
bin
on
the
corner
of
revere
avenue
and
117.
There's
always
now,
there's
a
sink
with
a
pedestal
out
there.
There
was,
I
mean,
but
it's
constant
it's
when
something
leaves
another
thing
is
replaced.
B
H
J
D
I
have
it
sit
in
in
my
parking
lot,
knowing
that
my
customers
are
seeing
that
me
as
the
owner
is
going
to
say
that
either
gets
cleaned
up
or
that's
going
to
get
out
of
here
and
but
unfortunately,
there's
nobody
there
to
care
what
it
looks
like,
and
hopefully
I
saw
some
work
going
on
in
that
building.
It
looks
like
they're
going
to
be
doing
something
with
it,
so
hopefully
that
comes
about,
and
maybe
they
can
maintain,
that
a
little
better.
D
J
This
is
a
a
result
or
a
comment
from
the
citizens
comments
last
meeting
about
what's
happening
with
the
lipid
mill
and
the
council
president
shared
some
information
that
he
had
a
few
days
after
that
that
meeting
activity
started
at
the
mill
and
right
now
it
is
back
on
track.
The
project
is
going
on
at
full
speed,
it's
been
resumed
and
it's.
J
There,
because
the
the
same
owners,
the
same
individuals,
are
still
involved.
J
I
contacted
the
representative,
we
had
the
contact
person,
he
said
yeah,
we
are
resuming
and
we're
going
to
be
pushing
for
completion,
so
they've
been
to
the
building
office.
So
you
know
they
are
planning
to
resume
and
get
cranking
over
there.
So
that's
a
a
big
plus-
and
you
know
the
15
million
dollar
project
they
have,
and
that
would
certainly
be
a
big
plus
for
the
town
and
for
the
individuals
who
will
be
seeking
those
apartments.
J
D
Ironically,
going
back
to
when
that
individual
came
up
to
the
microphone
to
talk
about
lipid
mill,
I
think
every
area
that
person
talked
about
the
following
couple
of
days.
There
was
work
going
on
on
the
bridge
down
in
crompton.
There
was
work
on
the
cohesedav
walkway
from
and
they
were
starting
to
take
the
lights
and
the
stuff
off
there.
So
everything
that
was
kind
of
ironic,
because
I
said
wow
everything's
being
worked
on
that
was
brought
up
just
on
tuesday,
but
lipid
mill
security's
back
there.
D
They
were
they
weren't
there
for
almost
a
month
a
month
and
a
half.
And
this
morning
I
know
I
went
by
around
seven
o'clock
and
there
were
some
contractors
pulling
in
and
starting
to
resume.
It
wasn't
as
heavy
as
it
was
when
you
saw
30
40
trucks
all
working
here,
but
I
think
it's
slowly
trickling
in
and
they
are
looking
to
get
it
done
by
the
end
of
this
year.
D
So
that's
that's
a
good
update
because
one
of
the
concerns
I
know
mark
gorilla,
brought
to
us
via
email
about
other
developments
or
big
developments
that
want
to
come
into
the
community
and
they
said
well
that
doesn't
look
good
if
we
got
one
that
just
had
a
dead
stop
and
we're
gonna
start
another
one.
So
this
actually
helps
that
out
too.
G
E
90
90
10,
so
it's
a
total
project
is
240
and
we're
getting
220
000.
So
20
000
in
our
training
budget
we'll
be
able
to
use
to
meet
that
requirement.
Okay,
so
it
does.
It
gives
us
a
baseline
training
for
company
officers
to
the
national
certification
level
and
then,
as
people
get
promoted,
we'll
be
able
to
send
them
for
the
classes
right
now
to
get
everyone
up
to
that
standard.
E
It
be
a
quarter
million
dollars.
Okay,
so
by
just
getting
this
grant,
it's
going
to
allow
us
to
have
the
professional
standards
in
those
issues.
E
No,
we
do
have
some
training
for
the
firefighters
and
apparatus
and
aerial
apparatus,
so
the
firefighters
that
haven't
gone
through
a
thousand
and
two
program
for
aerial
alpha
apparatus,
alfred
they'll
they'll-
be
doing
that.
Okay
and
then
company
officers
will
be
doing
the
fire
department,
instructor
1041,
the
fire
department,
company
officer
and
then
the
captains
and
battalion
chiefs
will
also
be
doing
the
1521,
which
is
incident
safety
officer.
E
F
Chief
knott
sent
sent
all
of
us
a
description
of
what
he
wanted
to
do,
which
was
to
add
two
storage
containers
on
the
town-owned
land
across
from
legion
way.
Behind
the
municipal,
complex
he's
consulted
with
the
building
official,
the
trust
manager
of
the
legion
post
and
the
executive
director
of
the
ri
police
accreditation
commission.
So
he's
done
his
thorough
research
with
this,
and
I
know
major
levine's
here
tonight.
F
If,
if
he
can
answer
any
questions
that
we
may
have,
but
it's
pretty
self-explanatory
in
here,
two
storage
containers,
locking
mechanism
they'd
be
hooked
up
with
an
electrical
meter
for
climate
control,
containers
would
be
secured.
Obviously
a
slab
would
be
poured
so
there'd
be
one
container,
then
the
slab
with
a
small
facility
in
there
for
a
vehicle
storage
and
then
another
container,
and
it's
just
addition.
It's
what
we
have
price
would
be
between
32
and
36
thousand
dollars
for
materials
and
labor,
and
it's
all
the
money
would
come
from
the
2017
capital.
D
The
the
only
concern
I
have
with
the
storage
containers
there's
an
ordinance
out
there
about
storage
containers
on
property
and
I'll
use.
There's
a
business
right
across
the
way,
which
is
the
linen
in
place
right
there
on
factory
street.
He
had
containers
there
and
the
former
minimum
housing
and
the
former
manager
went
through
and
made
them
remove
their
containers.
D
So
my
concern
is:
if
we
put
containers
on
our
property,
which
is
right
across
street
from
his
property
he
want.
We
took
away
his
storage
and
out
of
his
building,
so
he
had
to
actually
supposedly
go
rent
another
portion
of
a
building
somewhere
for
his
stuff,
and
are
we
going
to
run
into
that
legal
issue
where,
if
he
puts
his
containers
back
and
we
got
our
containers
there?
Is
there
going
to
be
that
issue
I'm
going?
To
put,
I
know
I'm
going
to
catch
flack
on
that,
because
I
I
actually
had
during
election
time.
D
D
So
I
just
want
to
make
sure
that
we're
covering
our
bases,
because
there
is
a
container
ordinance-
and
I
I
don't
know
exactly
I
wish
I
was
still
here-
I
don't
know
where
that
ordinance
actually
lies,
but
they
gave
it
to
what's
his
name
over
there,
something
steamed
they
gave
it
to
him,
the
business
owner
and
he
had
30
days
to
remove
him,
but
he
was
going
to
be
fined
and
he
removed
them.
It
was
very,
he
was
very
bitter
situation,
so
I
just
want
to
point
that
out
in
consideration
across
the
street.
D
I
don't
know
if
you
feel
true,
because
if
he
puts
his
container
and
one
of
the
issues
was
there
was,
if
I
remember
correctly-
walgreens
was
looking
to
move
in
over
here,
and
that
was
one
of
their
concerns
for
those
containers
and
what
was
never
made
any
fruition
over
there,
and
I
don't
want
the
contain.
Let
me
tell
you
it's
it's
much
cleaner
over
there
without
the
containers.
D
A
The
only
thing
I
could
suggest
is
that
when
you
have
those
containers,
when
they
first
came
around
there
was
no
legislation,
no
ordinances,
nothing
to
either
prohibit
or
allow
for
an
individual,
commercial
or
business
to
put
them
up.
So
there
was,
it
was
kind
of
like
the
wild
west.
So
that's
why
the
council
moved
to
have
an
ordinance
prepared
to
address
those
situations
on
private
commercial
property.
It
didn't
really
address
town
property
or
state
property.
A
However,
if
it's
a
question
of
need-
and
there
is
no
place
else
to
store
either
the
items-
the
vehicles
or
the
property
of
the
police
department,
the
town
would
then
have
to
look
at
whether
or
not
they
could
build
a
building
or
purchase
a
building
for
some
type
of
storage.
And
then
it's
a
cost
benefit
analysis.
A
So
you
may
you
may
be
stuck
with
the
fact
that
economically
and
financially,
the
only
appropriate
outcome
would
be.
Is
these
types
of
facilities
that
are
storage
facilities
versus
building
a
building
the
question
about
the
gentleman
that
knows
the
commercial
property?
I
mean
I
can
understand
that
he
is,
you
know
distraught,
that
he
had
to
go
purchase
or
rent
other
space,
but
there's
always
a
difference
between
governmental
property
and
private
commercial.
A
Center
was
there,
but
prior
now
it's
a
dealership,
so
everything's
kind
of
tight
over
there
and
there's
all
sorts
of
cross
easements
because
of
the
property.
That's
I
believe,
is
still
owned
in
trust
that
rents
out
to
the
supermarket.
So
there's
a
lot
of
confusion
over
there
and
plus
you
got
that
new
apartment
complex,
that's
not
new
anymore,
but
it's
been
there
for
probably
10
or
15
years.
A
So
you've
got
a
lot
of
a
lot
of
things
going
on
in
a
very
small
area
and
plus
you've
got
that
bad
turn
coming
off
the
bridge
that
you
know
you're
going
around
the
corner.
You
can't
see
you
got
the
bike
path.
You
got
the
legion,
so
there
might
be
a
different
place
where
you
could
put
these
buildings
where
they
wouldn't
stick
out.
D
A
A
The
ordinance
doesn't
really,
I
believe,
doesn't
even
discuss
governmental
property.
D
A
Right
but
the
question
is:
if
you
want
to
wait
till
you
can
get
clarity
either
from
al
myself
on
the.
A
A
D
Ernie,
you
might
want
to
just
get
with
the
building
officials
office.
I
think
pm
and
might
know
a
little
history
about
it,
because
I
think
the
building
officials
office
was
here
at
the
time
but
herv
and
the
electrical
inspector.
The
only
two
are
here
at
the
time
that
that
might
have
been
going
on,
so
you
might
just
want
to
check
with
them
and
see
if
they
have
a
file
on
it
and
what
happened
and
plus.
A
F
Is
something
that
that
chief
chief
not
hasn't
explained
to
me?
Okay,
which
went
over
location
and
price,
his
contacts?
And
but
I
do
know
there
is
a
need
for
this.
H
Certainly,
I
I
don't
want
to
speak
for
the
chief
in
his
absence.
However,
certainly
there
is
a
need
for
it.
I
think
we
would
all
agree
with
that
without
actually
having
the
wording
of
the
ordinance
in
front
of
me,
which
I
clearly
don't
I
I
wouldn't
want
to
proceed
any
further
without
having
clarification
on
the
organs,
because
I
think
to
go
start
changing
the
the
plans,
as
proposed
by
colonel
locke,
isn't
really
what
my
position
is
here
and,
mr
lachardi?
That's
that's,
certainly
not
our
intention,
so
I.
J
D
H
F
A
Al
and
I
can
get
on
it
tomorrow
but,
like
I
said
since
the
the
need
is
self-evident,
your
options
are
very
limited:
you're,
either
going
to
buy
something,
that's
already
up
or
you're
going
to
build
something
or
in
the
alternative,
put
in
storage
because
again
because
of
the
expense.
So
if
this
is
32
000,
I'm
assuming,
if
you
put
up
a
building
of
similar
size,
that's
going
to
go
up
and
possibly
have
a
visibility
issue
or
an
observation
point
issue
you
know,
could
cost
double
that,
and
you
know
it's
so
right.
A
F
Was
in
contact
with
patux
river
authority
and
wanted
to
do
this
last
year,
it
just
didn't
happen,
but
we
want
to
use
the
the
fishing
pier,
I
think,
as
much
as
possible.
I
think
it's
used,
but
you
can
always
use
it
more.
So
I
spoke
with
stan
britson,
who
is
the
vice
chair?
They
would
like
to
do
a
fishing
derby
on
october
19th
from
8
to
noon.
F
He
mentioned
that
it
will
be
stocked
for
the
day
the
pra
is
going
to
who
maintains
the
property
is
going
to
provide
bait
poles
they're,
going
to
post
what
the
kids
catch
they're
going
to
make
a
big
deal.
F
One
of
the
things
that
I
would
like
to
do
is,
I
told,
stan
I'd
work
with
a
work
work
with
him
to
do
a
flyer
and
we'll
put
that
on
the
back
of
the
flyer
that
goes
out
for
the
halloween
party
so,
and
that
goes
out
to
all
the
elementary
schools
and
including
I
stopped
at
fifth
grade,
but
we
can
always
post
on
facebook.
Put
it
on
the
website,
put
it
in
the
newspaper,
so
the
word
will
get
out,
and
I
just
I
it's.
F
Right
I'll
contact
get
it
off,
but
I
was
already
in
contact
with
the
superintendent
regarding
the
flyers
and
they
hand
counted
by
me.
You
know:
25
lots
go
to
all
the
schools
so,
but
this
way
you
know
everybody
gets
to
see
it.
So
I'd
really
like
to
make
a
big
deal
out
of
this.
So
pra
does
a
lot
of
work
so
and.
C
Go
ahead,
can
I
just
quickly
say:
do
you
want
please
storage
on
the
next
on
the
october
1st
or
what
yeah.
C
D
C
On
the
agenda,
national
voter
registration
day
is
september.
24Th,
the
state
is
doing
different
things
and
what
the
town
of
westwork
has
chosen
to
do
to
participate
is
we're
going
to
open
at
7
30
in
the
morning
we're
going
to
close
at
6
at
night
on
that
day
to
extend
the
hours
to
be
able
to
come
in
and
register
to
vote.
C
We've
also
asked
the
library
and
the
senior
center
to
be
part
of
it
and
they
jumped
on
board
it's
wonderful,
so
they're
gonna,
and
they
asked
if
they
could
continue
to
do
voter
registration
after
that,
not
just
that
day.
So
we
put
together
packets
for
them
and
they're
going
to
continue
and
whenever
they
get
registrations,
they'll
call
us-
and
so
we
figured
it
out,
but
for
that
day,
specifically
we're
going
to
extend
the
hours
by
a
little
just
it'll,
be
in
the
kent
county
time.
So
we've
posted
it
everywhere.
C
C
C
C
E
C
C
F
I
stop
you
right
there,
please
recreation
committee
we've
been
putting
on
their
one
full
member
for
the
longest
time
there.
There
are
two
full
two
full
member
positions
available.
There
is
a
name
named
jack,
shigeru
who's
been
on
the
committee,
he's
no
longer
in
town,
not
quite
sure
about
the
health.
Last
I
heard
was
wasn't
in
the
best
shape,
but
so
there
are
two
full
members
available
and
that's
something
that
I
I
really
I've
kind
of
laid
off
it
a
little
bit.
F
But
with
all
you
know,
we
all
have
heard
a
lot
of
issues
with
the
parks
department
in
town
and
a
lot
of
it,
a
lot
of
negativity
and
a
lot
of
it's
coming
from
from
members
of
the
leagues,
and
I
think
that's
something
that
we
need
to
address
and
and
try
to
spend
that
negative
into
into
positive
and
that
liaison
committee
would
be
the
recreation
committee.
F
C
Result:
okay,
let's
see
pension
board
committee,
one
term
to
expire,
11,
18,
20,
20,
one
term
to
expire,
11,
18,
20,
21
and
three
terms
to
expire,
11,
18,
2019.
D
C
D
So
anything
that's
been
advertised
three
times
now
by
ordinance
by
resolution.
Why
don't
we
put
them
on
the
next
agenda?
So
we
can
get
some
of
these
thoughts
filled
up
because
I
know
councilman
d'amico
has
shared
some
concern
about
the
pension
board
not
being
able
to
meet
because
people
aren't
coming
in
or
people
aren't
showing
up
for
the
meetings
and
also
I'm
supposed
to
be
meeting
with
the
pension
board
chairman.
Hopefully,
tomorrow
5
5,
5
30,
if
my
schedule
allows
it
so
I
know
he
has
some
concerns.
C
C
Two
two
openings,
two
two:
I
mean
two
applications
for
one
position:
I'm
sorry
no
applications
for
pinch.
C
Do
that
public
comment
comments
will
only
be
addressed
to
the
town
council,
we'll
take
them
under
advisement
when
addressing
the
town
council.
Please
state
your
name
and
address.
Please
conduct
yourself
in
an
orderly
fashion
in
respectful
fashion.
The
comments
of
citizens
assessing
this
accessing.
This
portion
of
our
meeting
are
neither
adopted
nor
endorsed
by
this
body,
but
heard
as
requested.
D
Public
comment
I
do
have
one
thing:
october
meetings
is
the
first
in
the
14th.
I
will
not
be
in
the
state
on
the
14th,
so
I
was
wondering
if
anybody
had,
I
mean
the
15th.
I'm
sorry
is
anybody
having
a
problem
with
moving
to
22nd
the
22nd,
which
is
definitely
better?
