A
Second,
second,
I
just
want
a
brief
discussion
resident
actually
here
in
the
crowd
tonight
called
and
spoke
to
me
about
this.
I
had
him
reach
out
to
al
di
fiori
and
me,
and
I
will
kind
of
been
playing
phone
tag,
but
I
want
to
look
into
this
matter
a
little
further
before
we,
even
though
this
is
a
second
reading,
I
got
to
get
some
answers
from
al
and
alan's
looking
into
some
things
that
were
brought
up
to
him.
So
I'd
like
to
table
this,
if,
okay
at.

Ordinance
2020-4
first
reading
an
ordinance
amending
the
zoning
map
of
the
code
of
ordinances
of
the
town
of
west
warwick
petition
was
filed
by
padula
builders
and
arthur
c.
Karen
with
the
town
council
of
the
town
of
west
warwick,
requested
an
amendment
to
the
zoning
map
of
west
warwick
ap
30
law,
17,
changing
from
c1
to
r10.
H
H
This
council
referred
that
matter
to
the
westward
planning
board,
who
heard
the
matter
in
early
january
and
made
recommendations
which
I
believe
are
available
to
the
council.
It
is
a
single
lot,
so
it
won't
go
on
and
on,
but
if
the
council
will
indulge
I'll
give
them
a
brief
refresher
on
what
I'm
here
to
discuss
so
511
east
greenwich
avenue,
platte
30
lot.
17
is
8.93
acres
on
east
greenwich
avenue.
H
It
currently
has
a
single
family
home
in
the
northwest
corner
of
the
property
east
of
the
property
on
east
greenwich
avenue
are
two
single-family
homes
west
on
east
granch
avenue
is
a
single
family,
home
and
north
across
east
granch
avenue
is
a
residential
development
and
south
of
of
the
property
is
vacant,
land
adjacent
to
the
cox,
communications
property
not
currently
used
for
parking
or
buildings,
or
anything
else,
just
vacant
land.
The
problem
with
this
nice
lot
is
that
it's
divided
into
two
zones.
H
The
eastern
300
feet
is
owned:
commercial
industrial,
it's
about
one
thousand
square
feet,
the
western
remainder.
A
lot
is
on
residential.
It's
got
about
775
feet
of
frontage
and
about
275
000
square
feet
and
that's
owned.
R10
we've
petitioned
the
town
council
to
change
the
zone
of
the
entire
lot
to
r10,
so
we're
seeking
to
change
that
approximately
25
to
30
percent
of
the
lot,
which
is
zone
commercial
to
residential
and
to
go
forward
and
use
it
for
residential
purposes.
H
The
purpose
of
the
zone
change
and
the
reason
why
we
want
it
to
be
all
residential
is
that
to
purchase
the
property
we
need
to
obtain
title
insurance
and
and
some
financing
and
it's
important
to
the
title
company
to
the
banks
that
we're
not
going
to
use
attempt
to
use
commercial
property
for
residential
purposes.
We
need
to
clarify
these
issues
in
terms
of
conformity
to
the
community.
There's
public
water,
there's
public
access,
there's
sewers,
this!
It's
it's
in
a
residential
area
and
it
wouldn't
cause
any
particular
burden
on
the
surrounding
properties.
H
C
H
C
C
H
No,
no
one
has
contacted
me
directly
about
it.
I
I
met
a
gentleman
in
the
hallway
tonight
briefly
and
he's
here.
He
may
he
may
have
some
comments.
Okay,
so
car
currently
used
was
used
as
a
residential
property.
H
The
house
is
currently
vacant,
so
I'm
seeking
to
change
that
25
to
30
percent
of
the
property,
from
commercial
to
residential,
to
unify
the
zoning
of
the
lot
to
r10
I'll,
entertain
any
questions
or
specify
those
conditions
of
the
planning
board.
E
I
The
proposal
did
go
to
the
planning
board,
received
a
positive
recommendation
from
the
ward,
which
I
believe
was
forwarded
to
the
council.
Several
stipulations
on
that.
One
of
the
main
stipulations
was
that
if
there
was
any
proposal
for
multi-family
development,
it
would
have
to
go
back
to
the
planning
board
through
the
process
into
the
zoning
board.
I
There
are
some
wetlands
on
the
property,
so
there
are
some
sensitive
areas,
but
it
certainly
is
suitable
for
residential
development
as
opposed
to
commercial
industrial
and
it's
an
anomaly
in
the
in
the
town,
because
a
lot
is
actually
split.
It's
surrounded
by
residential
development
and
for
some
reason,
a
strip
of
the
property
is
zoned
commercial
industrial.
Although
you
couldn't
use
it
for
commercial
industrial,
it
just
isn't,
isn't
it
isn't
adequate.
I
I'm
not
sure,
I'm
not
sure
what
happened.
I
don't
know
the
history
of
the
property.
I
think
it
might
be
some
residual
from
when
the
town
re-zoned
the
property
to
the
rear
of
it
for
business
park.
I
think
this
might
have
been
an
oversight
or
something
it's
just
incongruous
with
the
zoning
on
the
street.
A
F
I
A
Better
than
a
plus
for
the
whole
area,
thank
you
thanks
with
that
being
said,
no
other
comment.
Roll
call
vote.
A
E
B
B
D
A
A
B
Cancellation
of
taxes
resolved
that
the
attached
cancellation
in
the
amount
of
262.27
presented
to
the
tax
assessor
for
approval
of
the
town
council,
in
accordance
with
article
25
section
5
of
the
west
warrior
code
of
ordinances,
is
hereby
approved.
The
original
list
is
on
file
in
the
office
of
the
tax,
assessor.
M
B
C
E
How
you
doing
I'm
doing
well,
how
are
you
doing
good,
okay,
so
yeah
the
rescues
actually
bring
in,
on
average
about
1.2
million
dollars
on
to
the
community
each
year?
The
rescue
that
we're
replacing
is
going
to
be
five
years
old
by
the
time
we
we
get
this
new
rescue,
they're
going
24
7.
E
E
C
D
E
E
No,
so
you
know,
we've
been
part
of
the
group
town's
been
part
of
the
group
for
a
little
while
now
and
what
they
do
is
they
get
the
best
price
for
municipalities,
and
you
know
you
join
it
and
then
you
get
the
guarantee
that
this
is
the
best
price
that
you
know
the
level
funding.
So.
C
C
I
do
have
one
yep:
this
may
be
for
tim
too,
when
it
when
it
says
here
it's
not
to
exceed
the
number
whatever
number
that
is
yes,
is
it?
Is
that
the
number
that
we're
going
to
pay
or
is
that
it
is
it
possibly?
It
will
be
less
could
possibly.
G
A
Second,
move
and
second
discussion
don
before
you
go
any
further
before
you
get
into
your
explanation,
because
you
called
three
of
us-
and
I
know
you
asked
us
about
our
roadbound
money,
but
we
received
an
email
from
kristen
earlier
this
week
about
who
has
road
bond
money
available
and
ward
one
two
three
four
all
have
road
bond
money.
It's
all
around
the
same,
except
for
ward
four.
It
does
have
a
larger
abundance.
What
five
has
zero
remaining
with?
That
being
said,
I'd
like
to
see
one
two,
three
and
four
all
pay.
A
And
I
know
one
of
my
discussions
I
had
with
you
was
with
our
budget
this
year,
especially
with
the
way
it's
going
between
being
short-handed
in
no
snow,
that
we
might
have
some
extra
cash
in
here
at
the
end
of
the
year,
that
you
reimburse
that
road
bond
money
back
to
the
council.
If
that
happens.
So
that's
that's
something,
but
I'd
like
to
make
an
amendment
to
this
that
one
two
three
and
four
are
all
at
7
500.
Instead
of
ten.
N
F
C
A
L
So
if
we're
out
there
and
we're
doing
pot
holes,
for
example,
to
do
the
pothole
properly,
you
need
to
cut
the
old
stuff
out,
you
actually
have
to
saw
cut
it
cut
it
out
and
dispose
of
the
old
asphalt.
Well,
the
old
asphalt
can
go
actually
right
into
the
hopper
it'll
get
heated
up
and
you'll
be
able
to
reuse
that
asphalt.
L
So
it
will
recycle.
It
will
recycle
the
curving
that
gets
tore
up
every
year,
so
there
are
items
that
we
can
use
to
get
that
we
have
to
get
rid
of
that.
We
can
get
rid
of
by
actually
heating
it
up.
In
this
hot
box,
the
hot
box
will
get
up
to
350
degrees
fahrenheit,
which
is
actually
a
little
too
hot,
and
the
nice
thing
is
that
it'll
hold
two
tons
of
mix.
L
So
one
of
the
problems
that
you
have
is,
as
a
dpw
you'll,
send
a
crew
out
to
pick
up
asphalt
and
they
get
there
at
six
o'clock
in
the
morning
because
we'll
send
somebody
out
early
and
at
six
o'clock
in
the
morning.
There's
250
trucks
ahead
of
them
and
if
it's
like
a
company
like
cottie's
or
something
like
that,
they
take
care
of
their
own
trucks.
First
versus
the
dpw's.
L
L
They
take
a
stop
and
they
go
get
a
break
whatever
by
the
time
they
actually
get
to
the
point,
where
they're
willing
to
turn
around
or
able
to
turn
around
and
start
filling
holes
and
doing
work
you're.
Getting
to
the
point
now,
where
you've
got
maybe
two
hours
that
day,
where
you,
without
paying
overtime
in
the
past,
you'd
have
to
use
up
all
that
material
and
you'd
have
to
pay
the
overtime
for
six
or
seven
hours
to
get
rid
of
everything.
L
That's
in
the
truck
with
this
piece
of
equipment,
you
can
button
the
thing
up,
put
it
in
the
backyard
plug
it
in
and
it'll
stay
at
250
degrees,
all
night.
In
fact,
it'll
do
it
for
72
hours.
You
can
come
back
the
next
morning
and
at
six
o'clock
or
seven
o'clock
in
the
morning
you
can
pull
it
out
and
it's
just
like
you
got
the
asphalt
from
the
plant,
so
it's
a
huge
advantage
to
dpw
to
be
able
to
do
that.
L
The
other
thing
it
gives
you
is
the
capability
during
the
winter
time
to
actually
do
asphalt.
Work.
You
can
bring
this.
You
can
buy
a
ton
of
asphalt,
put
it
on
the
ground,
spread
it
out,
break
it
up
into
chunks
and
store
it
when
you
want
to
actually
put
asphalt
together,
and
you
want
to
put
a
crew
together
to
do
potholes,
you
fill
the
machine
up,
you
heat
it
up,
it'll,
take
four
or
five
hours
to
heat
up.
You
do
that
overnight.
You
can
do
it
all
on
time
or
you
don't.
L
L
So
I'm
a
strong
advocate
for
it.
You're
spending
right
now,
somewhere
between
twenty
five
and
thirty
thousand
dollars
a
year
on
mix
and
material
to
fill
potholes,
and
you
probably
have
never
done
it
properly,
and
so
you
need
to
start
doing
it
right.
It
takes
longer,
it's
a
lot
more
effort.
This
is
a
year-round
effort.
It's
not
something
we'll
do
just
in
the
wintertime.
L
L
Just
landfill
we
have
to
dispose
of
it,
I'm
not
sure
if
cotty
will
take
it
as
waste
and
make
it
wrap
for
the
you
know
for
their
mix,
but
I
think
we
just
have
to
take
it
to
the
landfill.
At
this
point,.
A
Any
other
questions
for
the
council.
I
I
definitely
make
a
suggestion
I
like
to
make
the
motion
to
amend
for
four
wards
at
7,
500,
1,
2,
3
and
4.,
with
the
stipulation
that,
at
the
end
of
the
budget,
that
we
reimburse
each
one
a
second
any
other
discussion
on
that
hearing,
none
all
in
favor
all
right
opposed
eyes.
Have
it
thanks.
Thank
you
on
that.
L
Again,
don
willett
dpw
director,
I
I
every
time
I
say
this,
I
get
people
saying
you
never
say
it.
This
is
a
no-brainer
you
right
now.
You
store
your
salt
on
the
ground.
When
I
first
got
here,
you
had
actually
mixed
a
bunch
of
it
with
sand.
L
It
has
been
pretty
much
taboo
for
the
last
15
20
years
to
mix
salt
and
sand
sand.
Doesn't
do
any
good
and
it's
a
you
know
it's
a
crutch,
they've
done
it
that
way
for
100
years
and
but
unfortunately,
it's
not
the
right
way
to
do
it.
L
Second,
from
an
environmental
standpoint:
that's
why
you
haven't
been
cited
at
this
point
in
time.
It's
probably
because
the
dep
is
way
too
busy
or
dem
is
way
too
busy,
but
it
is
not
something
that
they
look
upon.
It
should
be
protected,
it
should
be
stored
and
right
now
it's
not
third.
We
have
to
try
to
cover
this
with
tarps.
Now
again,
when
I
first
got
there,
they
didn't
do
this.
I
made
them
cover
it
with
tarps
and
it
was
almost
comical.
L
I
had
four
or
five
guys
out
there
trying
to
get
the
tops
over
it.
They
did
that
and
then
that
windstorm
we
had
a
couple
fridays
ago,
blew
them
all
off
and
they
were
all
weighted
down.
I
mean
it
was
all
done
legitimately
right
and
then
they're
trying
to
get
it,
and
we
just
couldn't
do
it.
We
had
to
leave
them
until
the
wind
died
down
and
come
back
and
cover
them
up.
L
So
we
got
300
worth
of
material
covering
the
salt
right
now,
and
I've
had
at
least
10
working
hours
of
men
trying
to
do
that.
L
It's
not
talking
about
picking
it
up
in
the
spring,
with
the
street
sweepers
or
picking
it
up
out
of
the
catch
basins.
The
following
year,
you're
easily
going
to
save
30
to
35
000
a
year.
By
purchasing
this
salt
jet,
we
can
put
it
together
by
our
own
crews.
It's
it's
very,
very
simple.
We're
putting
we
have
to
bury
the
first
block.
We're
gonna,
put
three
blocks
in
the
blocks.
L
Are
three
foot
by
three
foot
by
six
foot
because
they're
that
big
I
have
to
rent
a
either
an
excavator
or
a
small
crane
so
that
we
can
stack
them,
but
once
they're
stacked,
it's
just
a
matter
of
putting
hoops
together,
and
we
can
do
that
using
the
bucket
truck
in
a
couple
of
labors.
So
again,
this
should
be
something
that
takes
us
two
days
three
days
max
to
put
together.
E
So
don
in
the
package
you
have
several
pictures
of
several
different
class
band,
pre-standing
structures.
Then
you
have
one
highlighted
at
8
600.
L
E
L
You
have
to
look
at
the
whole
estimate.
We
have
to
pay
for
the
blocks.
We
have
to
pay
for
the
stone
closure,
there's
an
end
piece
that
goes
on
the
back
of
that.
So
there's
a
lot
more.
That
goes
on
that
the
building
inspector
wants
me
to
strap
them
together.
Some
way
either
put
a
brace
on
them
so
that
the
blocks
all
act
as
one
he's
worried
about
wind,
actually
picking
the
thing.
L
A
L
L
This
right
here
should
last
you
15
to
20
years
without
any
problem.
The
metal
is,
I
believe,
a
25
year
warranty
on
the
metal.
The
concrete
block
should
last
a
lifetime
and
the
the
cover
is
about
a
15-year
warranty
on
it.
L
C
O
C
What
what
do
we
have
left
for
salt
and
sand
yeah?
Where
are
we
going
to
deal
with
it.
C
L
N
L
N
L
Again,
new
london
avenue,
as
you
all
know,
is
the
problem.
We
have
ground
water,
it
appears
to
be
groundwater.
Everybody
thinks
it's
groundwater.
It
is
actually
a
problem
that
I
found
records
back
to
1988.
L
That
has
been
a
problem
up
there,
and
so
all
we're
talking
or
proposing
to
do
is
to
run
a
couple
of
structures
up
and
to
run
a
12
inch
ada
pipe
perforated,
and
as
long
as
I
can
bury
that
pipe
at
least
a
foot
on
top
and
a
foot
on
bottom
I
should
be
able
to
or
it
will
be,
h20
loaded,
which
means
you
can
drive
an
abram
tank
over
and
it
won't
crush,
and
so
the
intent
is
to
do
a
three
foot
by
three
foot
trench
put
the
pipe
in
and
then
bury
it
in
three
quarter,
inch,
stone
and
compact
it
and
then
pave
over
it
later.
L
I
I'm
I'm
amazed
that
you
have
the
problem
there:
the
fact
that
you've
had
a
water
line
and
a
sewer
line
installed,
and
they
put
the
proper
bedding
material
and
again,
I'm
not
trying
to
call
them
out
this
was
done
20
years
ago,
but
if
they
put
the
proper
bedding
material
in
that
should
have
wicked
all
the
stuff
to
the
bottom
of
the
hill.
It's
not
doing
that
from
a
flow
standpoint.
What
you
have
coming
out
of
this
just
a
couple
of
gallons
a
minute,
a
12-inch
ada
pipe
will
more
than
handle.
That
would.
L
L
D
L
Again,
the
intent
is
to
rent
a
mini
excavator
for
a
month.
I'm
hoping
that
we
can
finish
this
up
in
less
than
three
weeks.
We've
we've
started
the
procurement
process,
but
I've
got
to
go
through
all
of
the
processes.
L
L
L
We
just
purchased
blinking
lights
to
put
on
the
barrels,
so
we
will
be
trying
to
fill
the
holes
in
every
night
so
that
there's
nothing
there
to
you
know
to
run
into,
and
just
so
I
I
don't
see
any
problem
with
us
working
just
on
the
shoulder
and
not
having
to
close
the
lane.
L
It'll
be
two-way
traffic,
obviously
it'll
be,
you
know,
restricted
somewhat
and
we
will
have
a
police
officer
at
either
end.
C
L
E
A
Finish
up
on
this,
so
I
gotta
go
back
and
ask
themselves
any
other
discussion
on
new
london
avenue.
A
Don
going
back
to
your
previous
two
items,
the
hot
box
and
the
shed
based
upon
the
the
dollar
amounts.
Oh,
are
you
going
out
to
bid
for
these
items.
L
Again,
if
you
look
at
the
the
shed
it's
multiple
items
and
they're
all
small
items,
so
we
will
get
bids
for
it,
but
we
will
not
go
out
to
bid
for
it.
So
it
won't
be
a
it'll,
be
more
of
a
quote
than
it
will
be
a
bid
we'll
look
for
things
that
have
mpas
on
them,
in
other
words,
master
price
agreements
and
so
we'll
purchase
it.
That
way,
the
same
with
new
london.
All
that
stuff
will
be
right
guidelines
how
about
the
hotbox,
the
hotbox
again,
that
is
a
they
have
a
state
bid.
L
They
have
a
national
bid,
so
we're
going
to
try
to
go
that
way.
If
I
have
to
put
that
out
to
bid
I'll
put
that
out
to
bid
that
really
depends
on
procurement
with
kristin
and
and
stuff.
But
I
will
show
her
what
they've
got
for
competitive
contracts
and,
if
that
suffices,
we'll
just
purchase
that
one
if
it
doesn't
suffice,
then
we'll
go
out
to
a
a
competitive
bid
on
it,
which
is
fine
and.
L
No,
that's
a
misnomer.
The
sand
does
absolutely
maybe
the
first
time
you
drive
on
it.
It
does
something,
but
after
the
first
time,
you've
driven
on
it.
It
has
no
traction
value
to
it.
If
you
look
at
sand
in
a
microscope
after
traffic
is
run
on
it
for
five
minutes,
it
goes
from
coarse
to
smooth
meaning.
Basically,
it's
now
no
longer
functional
these.
L
We
we
turned
around
and
used
it.
The
last
snowstorm
we
had.
We
didn't
put
any
sand
down
paul
and
I
were
at
a
work
site
and
we
saw
one
of
the
trucks
go
by.
It
was
putting
some
product
out,
not
an
awful
lot
it.
You
know
it
was
kind
of
surprising
it
wasn't
a
lot.
It
didn't
appear
to
be
a
lot
while
we
sat
we're
there
looking
at
the
site.
Five
minutes
later
there
were
little
white
patches
all
the
way
across
the
road.
L
By
the
time
we
left,
which
is
like
15-20
minutes,
it
was
white
completely
across
the
road.
As
long
as
you
pre-treat,
your
robes
it'll
do
better
than
trying
to
put
sand
and
salt
down
sand,
actually
inhibits
the
salt
from
working.
Okay,.
L
It'll
be
dramatic,
it
won't
be
this
year
because
we
did
put
sand
down
the
first
half
of
the
year.
You'll
see
some
improvements
next
year
will
be
a
dramatic
improvement.
A
E
F
This
is
barbara
tayback
with
those,
though
that
don't
know
part
of
the
arctic
village
association,
lions
club,
I
could
go
on
and
on
and
on
but
barbara,
don't.
P
P
It
would
be
a
good
idea
if
we
had
flower
baskets
and
it
was
never
possible
and
you
know
so
it
just
went
on
and
on
and
finally
I
I
started
doing
some
research,
some
due
diligence
and
feasibility
and
that
sort
of
thing-
and
it
was
a
couple
of
months
worth-
of
digging
in
and
making
phone
calls,
and
I
finally
located
this
company
in
upstate
new
york
that
had
just
developed
and
had
put
on
the
market.
P
The
self-watering
baskets
and
the
rest
is
kind
of
history
on
it.
But
anyway,
as
a
result
of
that,
I
then
took
the
time,
and
I
did
I
did
went
to
the
public
works.
John
d'amico
went
with
me.
Stan
was
also
with
me
and
we
spoke
with
the
manager
at
that
time
to
see
if
it
was
possible
and
hours
that
it
would
take
and
all
that
sort
of
thing
which
was
pretty
minimal.
P
The
the
big
deal
was
going
to
be
to
water
them
once
a
week
and
that
didn't
really
turn
out
to
be
much
of
a
problem.
They
went
out
early
and
that
got
done
so
in
the
meantime,
when
I
was
making
the
purchase,
I
had
figured
the
amount
and
it
included
hardware,
and
I
raised
six
thousand
dollars
by
going
to
businesses
and
so
forth,
and
how
I
did
it
was.
P
So
I
went
back
to
the
company
and
I
was
told
that
I
would
have
to
get
custom
made
brackets
because
the
pots
weigh
80
pounds
apiece.
So
that
was
another
two
thousand
dollars
I
went
out
and
I
did
raise
and
sold.
The
band
is
down
down
by
horgan
and
I
didn't
intend
to
do
that.
I
intended
that
to
be
just
totally
phase
two
someday
down
the
pike
to
do
both
again
so
now
they
sit
there
with
the
banners
they'll
be
going
back
up
soon
and
I
got
an
email
from
the
company.
P
They
were
having
a
sale
on
the
baskets.
So
of
course
I
looked
into
that
and-
and
I've
got
the
price
on
that-
and
of
course
it
means
more
flowers.
I
deal
with
hat
toys.
I
I
they're
treating
us
very
well
so
here
I
am
now
I've
exhausted
my
asking
everybody
multiple
times
for
money,
and
I
thought
you
know.
I
haven't
really
ever
come
before
the
council
to
ask
for
money,
and
I
was
thinking
in
terms
of
five
thousand
dollars
that
would
cover
the
baskets.
P
That
would
cover
the
flowers
this
year
and
it'd
be
a
one-time
deal,
and
you
know
then,
from
that
point
forward
it
would
only
be
a
matter
of
paying
for
flowers.
These
baskets
are,
are
we're
guaranteed
warranty
on
them
10
years,
so
that
we
should
be
fine
with
that
and
they
have
a
wicker
system,
which
is
also
covered
like
that.
P
So
that's
why
I'm
here
asking
if
you
can
help
me
this
one
time
so
that
I
can
secure
them,
they're
holding
them
for
me
at
the
moment,
so
that
I
would
because
they
had
a
time
frame
on
it,
but
because
we
did
business
with
them
before
they're
holding
them
to
see.
If
you
know
it's
going
to
be
feasible
that
I
can
make
the
purchase.
P
P
Going
to
go
down
in
front
of
the
mill
at
where
I
the
front
of
the
mill
and
in
front
of
hogan,
where
we
had
banners
last
year
so
we'll
put
the
same.
Banners
go
up
every
year,
but
they'll
also
have
pots
like
attic
does,
and
it's
interesting
since
I've
been
doing
it
again
and
talking
to
these
people-
and
I
was
thinking
about
the
visibility-
basically
is
probably
more
for
west
welcoming
and
that
sort
of
thing,
because
we've
got
the
people
at
the
mill.
P
F
E
Maybe
it
should
be
considered
as
a
line
item,
because
when
you're
thinking
about
the
beautification
of
the
attic
area
trying
to
entice
businesses
into
the
area,
it's
something
that
should
be
considered.
Aba.
E
F
C
C
C
C
C
A
L
You
know
clearly,
as
you
all
know,
we're
down
11
people
right
now,
so
you
know
if
I'm
able
to
hire
some
college
students
or
some
summer
help
from
high
schools.
If
I'm
able
to
even
fill
three
or
four
of
these
positions
that
are
vacant,
we
shouldn't
have
any
problems
we'll
find
a
way
to
get
it
done
now.
Okay,.
A
I
just
you
know
those
are
concerns.
I
brought
up
to
barbara,
I
know
at
times
we
have
trouble
getting
some
things
done
because
of
manpower.
I
just
want
you
know
and
bob,
and
I.
G
L
L
P
I
have
to
say
that
you
know
in
all
of
my
searching,
which
I
think
I've
probably
said
it
to
all
of
the
council
people
before
I
talked
to
east
greenwich,
the
woman
that
runs
that
program,
the
flowers
in
east
greenwich-
and
she
told
me
that
she
was
discouraging
me
to
get
to
do
this,
and
this
was
before
I
really
located
these
pots,
and
she
said
you
know
most
of
the
every
town,
every
village
they
has
these
moss
pots.
P
They
look
nice,
but
when
it's
hot
they
dry
out
in
the
day-
and
she
said
it's
so
expensive
because
they
have
to
pay
for
the
watering
every
single
day,
double
time
triple
time,
holiday,
weekends.
And
she
said
you
really
have
to
consider
that.
So
I
felt
like
it
was
a
real
bonanza.
When
I
found
these
pots,
they
were
more
expensive.
They
were
expensive
up
front
for
the
pots,
but.
B
D
P
D
I
am
concerned
about
well,
I'm
concerned
about
being
in
the
business
of
giving
donations.
We've
talked
about
that
a
lot,
and-
and
I
know
this
is
a
little
bit
different
because
it
is,
you
know,
involving
part
of
the
vision
of
what
we're
trying
to
do.
Absolutely.
There's
no
doubt
about
that.
So
that
concerns
me.
I
think
we
should
find
a
way
to
pay
for
it,
but
I'm
not
so
sure
donation.
D
G
A
G
G
You're
gonna
have
a
line
out
the
door
people
with
their
hands
out
asking
for
five
thousand
dollars,
and
when
do
you
say
no?
The
issue
you're
looking
at
regarding
passive
recreation
and
bird
watching
and
things
such
as
that.
That
might
be
the
way
to
go.
But
we'd
have
to
take
a
look
at
to
see
that
there's
not
any
type
of
precedent
that
has
been
set
by
the
historical
use
of
that
money,
because,
when
developers
come
before,
planning
they're
usually
told
that
you're
giving
us
money
for
open
space
for
recreation,
which
is
normally
a
playground.
G
Been
used
in
the
past
and
when
that
fund
has
grown,
it's
always
been
for
that
one
particular
use.
So
there's
a
couple
of
things.
My
suggestion
would
be
is
that
you
treat
it
as
a
donation,
any
monies
that
would
be
donated
from
the
town
to
the
group.
There
would
be
a
check
from
the
town
to
the
group
and
the
group
could
do
it
if
you
approve
the
donation.
However,
if
you
do
that
again
same
thing
happens:
every
christmas
when
that
select
group
of
individual
entities
comes
forward
asking
for
money.
What's.
P
C
P
P
P
D
D
F
D
L
Actually
had
a
brutal
beautification
in
trees,
five
thousand
dollar
line
item
whether.
A
P
A
Could
the
organization
fund
up
front
or
whatever,
however,
and
then,
when
the
budget
passes
in
july,
if
it
passes
in
june
that
comes
to
july
1st,
possibly
of
that
way
would
that
be
an
issue
because
that
would
be
in
our
budget?
No,
I
understand
the
line
item
for
beautification.
P
P
A
F
E
E
A
B
Barbara
governing
body
review
of
edward
byrne,
justice
assistance,
grant
program,
fy,
2018,
local
solicitation
application
sponsored
by
council
president
gosling.
E
Chief,
how
are
you
good
evening?
Thank
you.
So
this
item-
and
the
next
item
are
both
essentially
identical.
Westworld
participates
in
receiving
federal
money
on
the
burn,
jag
grant
and
one
of
the
requirements
for
that
funding
application
is
that
we
need
to
advise
our
governing
body
and
notify
the
public
that
we're
receiving
the
money.
E
To
obviously
just
make
you
aware
this
we've
been
using
this
jack
burn
grant
money
as
money
towards
the
purchase
of
a
police
vehicle.
It's
not
a
lot
of
money.
We
average
between
12
and
14
000
a
year
and
burn
jag
grant
funds,
so
police
cars
and
maintenance
of
those
vehicles
is
something
obviously
an
expense
that
we
experience
every
year.
So
traditionally
it's
just
easier
to
put
it
towards
that
for
application
purposes.
A
C
Part
of
this,
as
you
go
around
town
everybody
can
see.
You
know
we
have
some
roads
and
disrepair.
We
have
potholes.
We
have
some
sidewalks
in
disrepair.
C
C
So
what
I
was
looking
at
is,
if
you
take
all
the
all
the
roads
in
town,
minus
the
state,
roads
minus
roads
without
walkways
you're
left
with
town
roads
with
walkways
a
lot
of
them
are
in
bad
shape.
They
might
need
a
little
bit
touch
up
here
and
there
if
it's
a
safety
issue,
but
then
you
have
some
that
are
really
bad
shape,
which
are
really
really
safety,
real
safety
concerns.
C
C
What
if
we
have
maybe
for
next
year's
budget
couple,
the
snow
budget
you
have
with-
and
this
is
just
an
idea-
I
mean
couple-
the
snow
budget
with
a
sidewalk
repair
program,
so
we
could
do
is-
is
now
identify
the
sidewalks
that
need
repair
based
on
your
recommendation
is
safe
for
safety,
and
then
we
have
a
season
like
this.
Where
we
didn't
spend
all
the
money
in
the
budget,
we
have
a
lot
left
over.
We
could
just
chip
away
at
those
at
those
walkways
and
start
fixing
the
safety
issues
a
it
beautifies,
the
town.
C
C
And
I
think
it
would
be
a
good
thing
for
the
people,
because
the
people
have
approved
the
budget
and
if
there's
money
left
over
in
the
budget,
I
feel
it
should
go.
It's
not
going
to
go
back
into
their
pockets,
but
it
should
go
back
into
the
areas
that
that
they
see
because
there's
maybe
people
at
that
point
are
going
to
look
at
the
employees
a
little
bit
differently.
F
F
I've
only
requested
one
sidewalk
repair,
and
that
was
when
dave
lombardi
was
still
here
and
we
literally
had
a
sidewalk
that
had
come
up
from
some
work
and
it
was
like
this
and
it
was
a
safety
concern
that
was
the
only
one
we
ever
repaired.
I
mean
to
me
if
it's
a
safety
concern,
that's
the
difference,
then,
if
there's
like
a
nick
off
the
side
of
it,
you
know
it's
my
opinion,
but
no.
A
I
think
I
know
carson
street
is
one
of
mine
that
in
golf
avenue
hasn't
been
another
one
areas
that
have
had
sidewalk
issues
right,
but
we've
been
unable
to
fix
them
because
it's
the
homeowner's
responsibility.
A
A
A
H
A
Only
one
I
have
like
I
said
it's
not
even
an
ordinance.
It's
a
proposed
sidewalk
repair
ordinance
before
they
even
put
ordinances
in
place,
and
it's
signed
by
george
mckenna,
yep
joyce,
bulger
albert
rozzo,
jerry
rizzella
and
michael
vape,
is
the
only
one
who
did
not
sign
it.
So
that's
the
only
thing
that
I
can.
A
G
The
point
I'm
trying
to
get
at
is
while
it
sounds
like
a
good
idea:
you're
telling
everybody
in
the
world
right
now
that
we're
on
notice
that
there
are
issues
pertaining
to
private
property
which
the
sidewalks
lay
on.
So
before
you
do
anything.
This
has
been
suggested
several
times
over
the
past
20
years.
G
A
That
in
my
neighborhood,
people
have
installed
their
own
sidewalk
I'll,
give
them
that,
but
when
we
have
a
situation
like
carson
street
on
the
right
hand,
side
going
up,
it's
it's
just
crumble.
Look
like
somebody
went
through
with
a
jackhammer
and
busted
it
all
up
all
the
way
up.
I
mean
at
what
point
it's
a
landlord
at
what
point
is
the
town
going
to
resolve
that
before
somebody
we're
making
kids
walk
to
school
within
a
two
mile
radius
of
the
middle
school
in
high
school?
A
By
somebody
else,
for
instance,
you
know
I
I
know
of
a
situation
last
week
where
we've
fixed
sidewalks
that
were
on
a
state
road
and
done
by
kent
county
water.
We
should
not
be
fixing
that
that
should
be
kent
county
water.
But
again,
if
it's
an
issue
on
a
side
street,
it's
a
towns,
road,
it's
it's
within
reason
and
we
can
fix
it.
Why?
Wouldn't
we
if
we
could
try
to
work
with
the
homeowner
if
we
can
but
ernie?
If
you
have
that
one,
it's
probably
gonna
sit
over
because.
N
Yeah,
I
this
afternoon
went
to
the
code
of
ordinances
plugged
in
style
here
completely
plugged
in
sidewalk
ordinances,
and
it
was
16
more
1620
with
public
sidewalks
good
order
and
repair
required.
1621
liability.
N
And
then
it
talks
about
the
proper
donors
being
responsible.
It
talks
about.
Basically,
the
director
of
public
works,
having
the
authority
to
notify
individuals
of
sidewalks
that
are
in
need
of
repair,
requiring
them
to
fix
them,
and
if
they
don't,
the
town
can
do
it
and
bill
the
property
owner.
C
G
G
Again,
this
has
not
been,
I
don't
think,
revised.
Last
time
I
remember
there
were
a
couple
of
ward
one
homeowners
that
had
their
sidewalks
repaired
utilizing
this
program.
A
But
again
the
question
I
have
is
you
say:
funding
is
not
available,
but
if
we're
forcing
the
residents
right
and
we
have
it
in
place
and
they're
going
to
utilize
it,
we
must
accommodate
it
right.
So
you
know
you're
going
to
put
the
money
in
there
expecting
maybe
10
sidewalks
to
get
fixed
a
year.
L
Which
is
why
I
wanted
to
bring
this
topic
up
you're
asking
me
to
do
sidewalks
a
couple
of
you've
asked
for
different
projects
and
stuff,
and
yet
I
look
at
this
town
ordinance
that
says
no,
it's
the
property
owner.
So
if
I
turn
around-
and
I
do
this-
then
I'm
violating
town
ordinance,
which
will
get
me
fired.
If
I
turn
around,
I
don't
listen
to
you
guys
I'll
get
fired,
and
so
I
I'm
kind
of
between.
L
So
I
don't
want
to
get
fired
this
week
or
next
week
anyway,
you
know
so
we
just
need
to
come
to
a
resolution
and
I
think
the
situation
you're
talking
about
there
was
up
to
a
thousand
dollars
that
would
be
reimbursed,
but
there's
also
a
caveat
to
that.
It
says
as
long
as
funds
are
available.
Well,
funds
haven't
been
available
for
that
program.
What
I've
been
told
is
10
years,
so
you
know
it's
kind
of
like.
A
You're
forcing
the
homeowner
to
fix
a
sidewalk
like
that.
I
disagree
with
the
solicitor
ron
because,
if
I
look
at
any
street
map
around
here,
carson
street
is
40
feet
wide
30
feet
of
it
is
and
yes,
you
might
find
a
sidewalk.
That's
seven
feet
wide,
but
carson
street
is
30
feet
wide
on
each
side.
There's
a
sidewalk.
N
Well,
you
can,
you
would
need
to
amend
the
current
ordinance.
My
current
ordinance
has
the
thousand
dollar
participation
based
upon
certain
requirements.
Commercial
businesses
and
industrial
properties
are
not
eligible,
so
it's
just
purely.
A
M
A
A
Look
at
the
audience
sit
down
with
you
discuss
the
ordinance.
Maybe
it
stays
that
way,
but
with
the
caveat,
if
immediate
emergency
situations
come
up,
that
we
may
have
to
resolve
those
issues.
A
I
think
it's
the
right
way:
sidewalks
in
this
town,
we're
going
to
need
a
lot
of
laborers
and
a
lot
of
masons
yep.
Okay,
that's
a
lot
of
sidewalk
to
me
and
you're,
saying
they're,
not
that
bad!
I
can
walk
you
through
a
lot
of
places
that
need
them
all
the
phoenix
square
needs
them
all
the
way
around.
C
F
C
C
It
was
a
plan
to
fix
it
and
it
stopped
right,
and
then
I
went
out
there
with
the
assistant
director
last
maybe
six
months
ago,
and
it
was
very
clear
that
it
was
either
run
over
by
a
truck
or
a
big
piece
of
equipment.
The
road
was
just
done
right.
It
was
just
paid
it's
impossible
for
a
car
to
make
that.
So
you
know
in
our
discussion,
we
went
out
there,
it
was
deemed
it
was
done
by
a
huge
piece
of
equipment,
whether
it
was
I'm
not
saying
who
it
was.
C
C
H
G
Regarding
the
analysis
from
the
dpw
top
10
side
works
that
need
to
be
done
for
safety
reasons,
not
aesthetics,
but
if
you
read
through
1625,
which
was
passed
in
2004
right
clearly
states
that
town
does
not
guarantee
the
availability
of
funds
for
this
program
in
the
effect
that
funds
are
not
available.
Interested
property
owners
may
request
that
they
may
be
added
to
the
caution
sharing
program.
G
So
in
2004
a
thousand
dollars
get
you
a
lot
more
than
what
it's
going
to
get
you
now
for
your
sidewalks,
but
again
it's
great
to
talk
about,
but
if
he
doesn't
have
the
budget
or
the
manpower
or
anything
else
and
you're,
not
even
clear
about
whether
or
not
it's
on
private
property
or
town
property,
the
first
thing
would
be
is
to
evaluate
and
analyze
all
of
that
data
figure
out
worse
10
spots.
The
worst
20
spots
was
30
spots,
figure
out
what
it's
going
to
cost.
You.
J
G
G
Bond
money,
so
if
there's,
if
there's
thirty
five
thousand
dollars,
roughly
four
four
awards
left,
do
you
want
to
put
that
towards
sidewalks,
because
that
would
be
part
of
your
roadmap.
G
But
the
third
thing
I'm
most
concerned
about
is
just
notifying
the
trust
that
this
is
going
to
be
updated
to
make
sure
that
they
don't
have
any
liability
concerns
and
once
they're
done
now,
it
goes
back
to
dpw
to
analyze,
to
evaluate
one
of
the
worst
ones
based
upon
what
I'm,
assuming
the
council
is
going
to
tell
them
and
then
work
it
out
to
see
whether
it's
either
a
private
property
or
public
property.
D
G
D
A
G
Well,
also,
we've
won
more
than
we've
lost
yeah.
We
don't
have
a
good
track,
ranking
on
it,
but
well
that's
all
comes
down
to
notice
and
that's
that
so
right
now,
if
you
notify
everybody
out
there.
L
A
Well,
I
I
personally
think
that
the
dpw
director
should
have
the
authority
to
be
able
to
determine
whether
or
not
it's
a
safety
and
a
must-addressed
issue.
You
know
perfect
exactly.
I
know
I
gave
one
to
councilman
williamson
here.
I
don't
know
why
we
didn't
go
through
the
insurance
company,
the
it
is
a
state
road.
It
is
providence
street,
but
carr
went
across
the
street,
wiped
out
the
pole
and
ripped
up
the
entire
sidewalk.
It's
you
got
asphalt,
sticking
straight
up.
A
The
new
homeowner
who
just
moved
in
is
trying
to
remodel
the
place
and
make
it
look
good
and
she
contacted
me
and
I'm
like
well,
it's
really
a
state
road,
but
I
still
gave
it
to
councilman
councilwoman
williamson
and
I
know
she
looked
into
it.
But
again,
that's
that's
the
situation.
We
need
to
go
through
the
insurance
company
and
say
hey.
You
need
to
repair
this
sidewalk.
A
L
Prime
example
is
the
netco
building
on
factory
street.
It's
right
across
from
I.
I
believe
it's
a.
What
do
you
call
it?
It's
a
place
where
the
kids
come.
L
Youth
center
right
anyway,
the
that
there's
a
section
of
about
10,
maybe
12
feet
of
sidewalk
that
has
dropped
18
inches.
I
mean
we've
put
barrels
around:
it,
we've
taped
it,
and
so
now
people
have
to
go
out
in
the
roadway
and
stuff.
A
A
L
So
the
letter
is
going
to
go
out
before
this
week's
out,
and
I
didn't
do
that
because
I
wanted
to
hear
what
you
gentlemen
wanted
to
say.
I'm
sorry,
a
letter
to
the
homeowner
to
the
building
to
netco
owners,
basically
telling
me
that
there's
a
failure
there
and
see
if
they
can
get
that
to
fix
it.
Because
I
don't
know
if
the
problem
is
pound
or
a
sinkhole
on
their
property.
L
L
A
L
It
is
common
sense,
gentlemen,
but
it's
and
ladies,
but
it's
a
I
again,
I
have
to
look
at
the
the
ordinance
the
way
they're
written
so
all
right.
Thank.
A
G
N
O
N
It
or
if
it's
a
special
program
or
if
it's
a
hybrid
but
yeah
a
research
project
could
be
done
just
by
going
through
cities
and
towns,
websites
and
ordinances.
So
wouldn't
be
that
to
take
that
long,
probably
longer
to
try
to
put
into
a
chart
or
something
than
actually
to
get
the
information
but
yeah
that
could
be.
That
could
be.
A
B
A
I
put
this
on
the
agenda.
We
received
the
letter
we
usually
receive
one
every
year
from
the
friendly
sons
of
st
patrick.
We
usually
make
a
small
donation.
I
told
my
after
receiving
the
letter.
I
just
thought:
we'd
put
it
on
the
agenda
again,
I
I
know
we
we
do
much
in
the
parade.
We
do
get
recognized
in
their
friendly
sons
book
and
I
was
looking
for
a
500
contribution
to
the
friendly
sons
of
saint
patrick
for
the
space.
D
A
A
N
D
A
D
D
A
It's
it's
one
of
our
it's
one
of
the
two
of
our
parades.
You
know
if,
if
anybody
has
ever
dealt
with
the
o'connell
family
and
kevin
o'connell
and
group
that
absolutely
continue
to
do
this,
it's
it's
not
getting
easier
for
them.
It's
it's
gotten
to
the
point
where
some
of
them
want
to
retire
from
doing
it,
but
it's
in
their
blood
and
their
in
their
lifeline
that
they
don't
want
to
see,
work
disappear
and
it's
a
lot
of
work.
So
I
think,
with
the
town,
it's
majority
in
our
town.
Absolutely
you
know
it's
a.
D
A
E
B
B
A
B
A
C
Every
year
we've
contributed
to
the
sons
of
italy
and
we're
in
the
book,
and
usually
it's
a
full
page.
I
am
italian
yeah,
our
picture.
Our
picture
is
in
there
and
giving
support
this
year's.
This
year
we
are
honoring
robert
quatrochi,
who
is
a
state
rep.
C
Then
it
will
be
held
on
march,
8th
and
just
just
to
there's
a
typo
here
on
the
first
line
of
the
of
the
next
page.
It
says
fees
full
page
cover
it's
full
page
color.
C
A
And
well,
that's
that's
that's
the
thing
councilman
charlie
and
I
had
a
discussion
earlier
this
week.
We
definitely
have
always
done
full
page
color,
so
I
I
think
we
can
still
continue
doing
the
full
page
color.
A
So
marianne,
if
you
can
address
that,
get
that
over
to
them
and
get
the
picture
to
them,
we'll
be
fine,
any
any
concerns
all
in
favor.
All
right
propose
eyes.
Have
it
the
next
one
is
actually
a
thank
you
card
from
letter.
F.
Thank
you
card
from
the
family
of
daniel
sylvester.
As
everybody
knows,
dan
dan,
who
is
very
dead,
it
was
very
dedicated
to
this
town
for
many
years
had
passed
away,
but
that
they
sent
us
a
thank
you
card
and
wish
their
family
the
best
of
luck.
N
At
the
end
of
the
week
or
early
next
week,
so
I
always
reluctant
to
say
a
time
because
it
doesn't.
But
apparently
it's
at
the
point
now
where
it's
it's
finalized
or
close
to
it,
and
then
it
will
be
done,
and
I
did
have
a
question
as
to
how
that's
going
to
be
disseminated.
Is
it
going
to
go
to
the
treasurer's
office
first?
Is
it
going
to
go
to
the
treasurer's
office
in
town,
and
you
know
they're
going
to
get
back
to
me
with
that.
N
But
the
good
news
is:
is
that
at
this
point
the
analysis
is
basically
done?
Maybe
just
you
know
another
check
and
if
all
things
are
go
well,
maybe
at
the
end
of
this
week,
but
certainly
next
week
it
will
be
submitted
and
then
at
that
time
we'll
if
we,
if
certainly
if
we
receive
it,
certainly
we'll
send
it
to
the
council.
B
B
N
The
tax
assessor
has
a
pre-arranged
vacation,
so
I
will
make
a
few
comments
addition
to
what's
here,
the
real
estate
is
is
basically
done.
Traditionally,
real
estate
is
done.
Early
commercial
residential
tangibles
are
due
to
be
filed.
I
believe
march
15th.
N
So
that's
something
that's
coming
up,
and
you
know
at
this
point
you
know
just
you
know,
have
the
best
guess,
but
as
the
budget
process
continues
and
as
the
information
becomes
more
readily
available
as
to
what
the
tangibles
are.
Certainly
that
will
affect
you
know
the
tax
rate,
hopefully
they'll
be
higher
than
than
what
we
estimate,
but
so
again
the
actual
that
revenue
source
from
taxes
is
going
to
be
a
moving
target.
As
as
the
information
solidifies
and
again,
I
know
the
tax
roll
has
come
in.
N
I
mean
the
motor
vehicle
roll
has
come
in
now.
That's
always
a
task,
because
there's
a
large
trunk
that
is,
has
to
be
taken
out
and
be
priced
by
hand.
You
know
trailers
or
things
or
or
taking
some
out,
so
that's
going
to
be
always
an
ongoing
process.
So,
just
from
my
general
understanding
of
of
you
know
the
process,
those
are
always
outstanding
issues
now
again
I'll
mention
this
is
that
you
know
me
or
not,
but
again
one
of
the
issues
that
we
have
it's
with
the
motor
vehicle
phase
out.
N
You
know
there's
two
two
proposals:
the
current
law
by
the
general
assembly
and
the
governor's
proposal,
which
spreads
it
out
a
little
bit
more.
N
You
know
I
believe
we
should
use
what's
current
law,
which
is
available
again.
If
that
changes,
then
that
would
be
adjusting
going
down
the
line,
and
that's
that's
all
I
have
for
the
assessment
report.
N
As
you
know,
the
tax
collector
had
a
a
death
in
the
family.
So
she's
not
here
to
see
me
so
but
her
reports
here.
So
if
there's
any
questions,
certainly
I'm
sure
she'd
be
very
happy
to
answer
any
questions
that
you
may
have
just
where
do
we
stand
on
the
collection
right.
O
Waste
good
evening,
everyone,
it's
late,
so
I'll,
try
to
keep
it
very
short.
I
won't
run
through
every
single
number.
I've
got
I'll
just
start
off
that
we
have
seen
a
very
small
increase
in
our
recycling
rate
and
a
decrease
in
our
refuse
tons
since
last
year's
fiscal
year.
At
this
point
small,
but
it's
a
hope
it's
it's
good.
It's
better.
We
did
start
the
beginning
of
the
fiscal
year
with
a
lot
of
rejected
loads,
but,
as
everybody
has
seen
in
the
news
lately,
this
west
warrick
is
not
alone.
O
It
has
been
a
problem
with
a
lot
of
municipalities
and
the
way
that
rhode
island
resource
is
rejecting
loads
at
like
a
10
to
30
percent
rate
of
contamination.
Good
news
is
we've
kind
of
trickled
off.
We
haven't
seen
I'm
not
going
to
be
you
as
like
knock
on
wood,
but
we've
we've
been
good
so
far
in
in
having
all
our
recycling.
Okay
with
all
our
tipping.
O
So
far
so-
and
I
think
I've
been
doing
a
lot
of
tagging
out
there-
notices
ticketing,
so
I'm
getting
very
proactive
with
that
and
yeah
a
lot
of
I'm
doing
a
lot
more
videos.
I
find
people
have
been.
M
O
Them
they're
working
yeah,
so
I'll
continue
on
that
track
as
well.
Just
to
also
let
you
know,
one
of
the
good
things
is,
I
was
able
to
actually
save
24
000
by
what's
called
borrowing,
cap
lawn
and
yard
waste
cat
from
other
municipalities.
O
It's
a
program
that
rhode
island
resource
puts
out
for
the
municipalities,
because
we
are
given
a
cap
for
lawn
and
yard
waste,
and
you
have
some
municipalities
that
don't
use
any
of
their
cap
and
you
have
others
like
us
that
exceed
it
900
to
1200
tons
per
year.
We
exceed
that
cap
and
when
we're
going
over
cap,
we're
now
spending
eighty
dollars
a
ton
for
eighty
dollars
per
ton.
O
So
by
borrowing
cap
from
a
few
municipalities,
I
was
able
to
save
for
24
000
and
I've
got
another
56
and
a
half
tons
that
I'm
waiting
to
borrow.
I
keep
keep
asking
municipalities
right
now.
They
hang
on
to
their
cap
until
the
spring
season.
I'm
able
to
borrow,
of
course,
until
the
end
of
the
fiscal
year
and
at
that
point
some
people,
let
it
go
so
I'm
hoping
to
make
up
that
rest
of
that
four
thousand
dollars
in
savings.
Do
we
pay.
D
O
A
O
But
we
do
get
the
report
and
you
are
able
to
see
and
play
with
which
municipalities
you
know
north
providence.
They
don't
use
much
of
it.
You
know
because
they're,
but
they're,
very
stingy,
so
it's
playing
around
with
which
municipalities
use
it
and
who
can
afford
to
lose
it
that
kind
of
thing.
But
yes,
that
was
nice.
Oh
the
curbside
textile
recycling
program
is
has
been
in
its
process
and
it's
in
the
development
stage.
I
think
we're
pretty
much
almost
ready
for
contract
signing,
but
they
are
the
company.
O
Curbside
textile
recycling
did
agree
as
they
were
up
here
a
few
weeks
ago
to
pay
forward.
All
that
has
been
collected
since
the
start
of
the
program.
So
that's
just
going
to
be
money
on
the
table.
It's
a
good
program.
O
Yes,
yes,
that
is
agreed
on
it's
12
cents
per
pound
and
just
so
people.
O
One
cent
and
I
do
know
coventry
they
will
be
speaking
with
another.
I
believe
they'll
be
going
off
to
bed.
So
we
are
good.
Basically,
I
think,
we're
their
flagship
location
and
we
do
host
the
textile
trailer
for
the
collection
of
the
curb
of
the
the
bags.
So
with
that,
I
think
they
gave
us
that
better
deal
so.
N
O
C
O
O
D
O
O
It's
just
needs
a
little
couple,
little
edits
to
it
and
I
think
it's
ready
to
go
bernie.
I
believe
yeah.
G
G
N
The
you
know,
the
the
contractor
party,
who
has
insurance
requirements
that
we've
spoken
to
him
about,
is
the
town
being
named
as
a
co-insured
on
the
policy,
and
it
covers
a
town
in
any
of
its
employees
and
any
other
insurances
that
are
required,
so
that
would
have
to
be
up
to
date,
which
is
no
problem
for
them,
because
you
know
we've
spoken
to
them.
So.
O
O
I
may
get
a
phone
call
here
and
there,
throughout
the
week
of
the
bag
that
may
have
been
sitting
out
there,
I
make
a
phone
call
boom
resolved.
It's
been
very,
it's
been
great,
so
win-win
for
the
diversion.
Honestly,
I
think
we're
going
to
see
a
huge
difference
from
last
year
and
and
hey
it's
some
extra
money
that
we
we
can
pull
in
as
well.
With
this
program,
we'll
also
be
running
some
events,
so
I
would
be
like
to
work
with
them
on
doing
a
big
event.
O
This
spring,
like
basically
clear
your
spring
wardrobe
out
there
get
a
clothing
event
on
and
we
would
work
with
them
and
goodwill
to
almost
do
like
a
they
call.
It
brick
wrap
it's
basically
a
dumpster
that
not
a
dumpster,
I'm
sorry,
a
trailer
that
goodwill
will
have
available
for
residents
to
bring
in
anything
any
any
accessory
from
your
household
that
you're
willing
to
get
rid
of
and
again
instead
of
going
into
the
landfill
as
tons
goodwill
will
take
it
and
recycle
it.
That
way.
D
Will
they
be
giving
you
might
not
know
that
might
be?
You
know,
paperwork
regarding
tax
deductions
for.
O
I
am
still
waiting
for
melanie
flamont
because
she's
the
one
contacting
goodwill,
so
I'm
waiting
for
her
to
get
the
final
information.
That's
why
it's
actually
not
on
the
agenda
yet.
D
Well,
thank
you
for
saying
that,
and
I'm
a
little
out
of
order,
but
on
the
minutes-
and
I
knew
I
had
something
on
the
minutes
on
number
nine
f-
you
have
it
as
melanie
foreman
and
it
is.
O
So
I'm
excited
to
get
that
going
this
year.
I
think
we'll
host
a
few
events
and
that'll
be
really
good,
great
diversion
and
a
great
community
thing.
We
did
host
an
event
this
summer.
The
paint
here
event
on
august
10th.
It
was
nice
to
have
paint
care
come
in
because
rhode,
island
resource
recovery
had
cancelled
many
eco
depots
throughout
the
municipality
for
their
cost
purposes.
So
west
warwick
was
one
of
the
ones
that
was
cut
in
eco
depot,
so
to
have
paint
here,
vendor
come
in
and
host
their
paint
care
event
was
great.
O
Every
car
got
a
recycling
pamphlet
from
me
and
some
one-on-one
time
with
me,
so
that
was
a
great
event
as
well
yeah.
We
had
some
good
news
from
rhode,
island
resource
being.
O
So
that
was
nice.
It
was
on
instagram.
It
was
in
the
newspaper.
It
was
on
the
rhode
island
resource
instagram
site.
It
was
that
was
another
really
positive
thing
for
our
town.
I've
got
the
our
my
small
little
front
and
back
calendar
up
for
residents,
so
it
is
available.
O
O
We
should
be
getting
our
recycling
carts
soon,
so
I've
got
some
going
into
some
schools
I'll
be
trekking
around
with
kenny
townsend
to
see
where
they
needed
the
most
so
yep
that's
going
to
be
going
and
made
some
contacts
at
the
high
school
should
be
getting
some
programs
running
with
them
as
well.
Can.
A
Can
we
look
at
a
couple
entrances
specifically
right
down
here
at
a
factory
street
and
maybe
another
entrance
further
down
what's
happening?
Is
we
do
have
people
who
are
willing
to
help
clean
up
and
work
in
those
areas
and
or
people
who
have
trash
in
their
hands?
They
have
an
opportunity
to
throw
it
away
and
prop
we
can
do
a
recycling
our
trash.
We
just
got
to
make
sure
we
get
it
out
to
the
street
every
week,
so
it
gets
picked
up,
but
or
parks
and
rec
gets
it
out.
L
Yeah,
of
course,
I
do
want
to
apologize
a
little
bit
on
that.
I
got
the
email
a
day
or
two
ago
and
I've
been
absolutely
swamped.
L
Her
containers
are
not
the
appropriate
containers
to
put
out
there
if
we're
going
to
put
a
trash
container
out
there.
They
need
to
be
something
like
we
have
out
out
front
here
and
I
believe
we
have
one
or
two
of
those
now
so
we'll
try
to
come
up
with
the
best
location
to
put
that
in
and
then
figure
out
a
schedule
where
we
go
out
and
pick
it
up
once
a
week
or
something
of
that
nature.
C
F
A
water
bottle,
my
only
concern
would
be
that
we
struggle
with
getting
residents
to
pay
attention
with
their
recycling
right
and
then,
if
we,
if
we
were
to
have
an
incident
where
we
had
stuff
that
wasn't
supposed
to
be
in
there
and
then
we
have
a
load
rejected.
Because
of
that-
and
I
know
that
they've
and
from
my
watch-
I
don't
know
if
you
saw
the
video
that
yeah
humble
report
did
about
it
and
they're
they're
getting
more
specific
about
what
they
accept
and
reject
and
costing
us
more.
I
mean.
F
A
C
F
A
Gentlemen,
I
want
to
I
want
to
point
out
something:
there's
a
trash
can,
at
the
end
of
the
river
walk
on
fairview
avenue,
the
patuxent
river
authority
goes
out
there
bi-weekly
and
empties
it.
It's
full
everybody
who
walks
that
path
throws
stuff
in
that
trash.
We
don't
do
it.
The
tux
river
30
000..
If
you
have
nothing
near
guess
where
they're
throwing
it
wherever.
F
A
F
A
O
A
A
Yeah
the
other
way
of
doing
it,
it's
all
manual
labor,
if
you
put
it
out
there,
you're
going
to
be
responsible
for
going
out
there,
picking
up
that
garbage,
replacing
the
bag
doing
whatever.
I
just
thought
it's.
It
was
a
no-brainer
with
the
big
the
big
wheels
and
then
you
just
put
it
out
there,
so
you
can.
Even
you
can.
A
A
O
That
and
I
will
be
working
with
bobra
tayback
a
lot
more
closely
with
the
earth
day
this
year.
I
grabbed
her
last
year
and
I
said
let's
work
together
on
this,
so
that
that'll
be
we'll
make
sure
that
the
cans
are
there
everyone's
accommodated
for
the
recycling.
We
definitely
want
to
get
that
diversion.
F
C
F
C
C
F
A
L
It
has
been
I'm
not
going
to
bore
you
that
much
at
this
point
that
packet
that
I
handed
out
to
you
had
a
vehicle
replacement
plan
in
it.
Take
a
look
at
it.
It's
it's
one
possibility.
L
L
L
His
name
is
nigel
and
I
didn't
get
his
last
name
but
he's
an
eagle
scout
and
he
wants
to
put
mile
markers
or
half
mile
markers
on
the
on
the
bike
path,
so
so
we're
trying
to
work
on
it's
stafford.
Thank
you,
nigel
staffer,
and
so
we're
he's
going
to
get
a
letter
to
you,
I'm
hoping
that
we
have
it
by
friday.
L
So
we
can
get
it
on
the
next
agenda
and
we're
going
out
with
a
code
red
we're
starting
on
monday
street
sweeping
and
we're
going
to
start
up
in
the
north,
see
be
the
northwest
part
of
the
ward
1.
Basically
we're
going
to
start
working
from
there
working
south
and
my
intent
is
to
really
bust
our
backside
on
that
and
try
to
get
done
before
memorial
day.
And
if
we
get
to
a
point
where
we
have
to
bring
in
a
a
contractor,
we
will.
But
I
think
we
can
do
it
in-house.
C
C
I
know
you
weren't
here,
but
we
we
ran
into
an
issue
and
it
just
it
was
very
embarrassing
in
in
less
than
a
month,
I
know
into
scholastic
sports
will
want
to
get
out
and
start,
and
obviously
you
have
to
wait
until
the
winter
season
is
over
before
you
can
go
out
and
prep
the
fields,
but
due
to
the
fact
we've
had
such
a
mild
winter,
I
mean,
if
you
drive
around
to
any
of
the
parks,
it's
they're
in
tough
shape,
and
you
know
I'll
I'll
speak
about.
You
know,
ward,
four.
C
I
think
the
crompton
playground
the
crompton
park.
I
don't
know
why
the
leaves
weren't
picked
up
november
december
january
february,
if
you're
driving
to
flat
top
there's
it's
the
parking
lot's
a
mess,
and
these
aren't
things
that
would
take
a
long
time
to
do.
C
But
in
the
bonus
days
that
we've
had
in
each
of
these
months,
it
would
just
alleviate
time
that
this
still
has
to
be
done,
but
now
you're
into
field
prep,
and
what
happens
is
this
gets
pushed
back
on
the
list
where
I
don't
know
if
you
have,
if
you
have
work
orders
from
like
the
last
three
or
four
months
of
what's
gotten
done,
but
there's
again,
I'm
driving
around
all
the
time,
not
looking
for
things.
C
I
just
bring
the
kids
to
school
and
all
that
and
but
there's
a
fence
down
in
natick.
You
know
river
point,
there's
limbs
everywhere
I
mean
it
just
it
looks.
I
choose
my
words
here.
C
Does
look,
it
looks
like
crap,
it
does
and-
and
you
know
I
think
we
have
ample
time
to
do
it.
I
know
we're
down
people,
but
again
it
was
very
embarrassing
last
year
when
people
were
calling
about
the
condition
of
the
fields
and
I'm
not
going
to
get
into
what
people
are
being
told
members
of
the
leagues
I
I
just
I
just
don't
want
to
repeat,
and
I
I
can't
see
that
not
being
repeated
right
now.
P
L
Again,
don
willett
for
the
record,
the
last
two
months.
L
L
L
Christmas
lights
were
slow,
we
were,
we
took
us
a
long
time
to
get
attic
and
then
it
took
us
even
longer
to
get
phoenix
and
that's
part
of
my
newness
to
the
town.
I
didn't
realize
that
the
lights
were
put
up
by
two
different
groups,
so
we
took
care
of
arctic
and
then
I
got
called
about
a
week
or
two
ago
that
hey
the
lights
are
still
up
in
phoenix,
and
so
it
took
us
a
little
bit
of
time
to
get
that
done.
L
L
Joe
cabrell
did
an
incredible
job,
building
two
ramps.
So
now
you
don't
have
to
push
the
cardboard
up.
You
can
go
up
the
ramp
and
everything
is
right.
There
it's
dry,
so
that
won't
get
rejected
in
the
future.
We
did
a
tree
at
prospect
hill
and
that
was
actually
like
three
trees.
It
was
an
easement
that
we
own
up
there
tree
had
fallen
and
almost
landed
on
this
lady's
house.
L
It
was
our
tree,
it
was
our
easement.
We've
got
that
all
cleaned
up.
It
actually
looks
really.
Nice
we've
done
road
cleanups
on
greenwich
avenue,
green
bush
and
new
london
avenue,
and
I
apologize
for
yesterday-
and
I
think
you
guys
all
know
what
I'm
talking
about.
They
were
working
on
swales
today.
Some
drainage
work
and
we've
had
one
snow
event
for
only
two
crews
that
I
can
put
out
there,
and
this
is
plus
running
a
transfer
station
behind
the
building.
L
That's
not
a
bad,
a
bad
amount
of
work.
We
are
getting
work
orders
in.
We
are
evaluating
the
work
orders
on
a
monthly
basis.
They
weren't
doing
that
before
they
were
getting
the
work
orders
in,
but
nobody
was
taking
a
look
and
say
well
what
have
we
done?
We're
not
doing
that.
So
I
think,
as
time
goes
on
you're
going
to
see
a
better
situation
down
there
and
clearly
more
crews
would
definitely
help.
L
So
you
know
it's
top
of
my
priorities
to
try
to
get
some
new
employees
down
there
and
you
know
I'll
just
leave
it
at
that.
As
far
as
the
fields
go,
I
have
not
looked
at
the
fields
yet
I
have
been
trying
to
set
up
a
time,
and
I
just
my
schedule
has
been
such
that
I
haven't
been
able
to
do
it
before
this
week
is
out.
I
will
drive
every
one
of
the
fields,
get
a
good
look
at
it,
get
a
good
assessment
and
then
we'll
find
out.
C
L
C
I
wasn't
questioning
the
work
that
dpw
is
doing
with
cemeteries
and
all
that
you,
you
see
it.
I
was
questioning
that
we
have
a
different
department
that
handles
the
fields
yeah.
C
D
B
I
I
I
won't
go
through
these
in
great
detail
unless
you
have
any
particular
questions
on
any
specific
project
there
other
projects
that
the
department
worked
on
with
the
hazard
mitigation
plan
there's
a
little
bit
of
an
update
there.
You
know
the
council
approved
that
plan.
It
was
approved
by
fema
the
town
received
reimbursement
for
the
work
done
on
that
plan
of
27
112
50,
the
total
project
cost
27
122,
so
it
actually
cost
a
town,
nine
dollars
and
fifty
cents
to
have
that
plan
written
and
updated.
I
I
believe
that's
good
for
five
years
and
it
qualifies
the
town
for
any
emergency
funding
declared
under
state
of
emergency
by
fema
the
comprehensive
plan.
I
thank
the
council
for
their
action
on
that
received
second
passage
this
evening.
That
is
something
when
I
was
hired.
I
The
the
prior
town
manager
asked
me
to
complete
for
the
town
and
now
that
town
council
has
accepted
that
plan
and
will
be
forwarding
that,
upon
receipt
of
the
ordinance
to
the
state
department
of
administration,
statewide
planning
for
their
final
approval,
and
we
will
have
an
updated,
comprehensive
plan.
I
As
you
know,
I
do
assistance
other
departments
just
briefly
on
the
budget
and
the
budget
is
on
track
with
regard
to
salaries
and
benefits,
supplies
and
expenses
are
running
at
about
20.
We
spent
521
out
of
3
000
to
date,
so
we
have
eighty-three
percent
of
that
budget
remaining
and
I'm
not
expected
to
spend
much
more
of
that
over
the
remainder
of
the
fiscal
year.
E
I
Go
effect
immediately
upon
receipt
of
approval
from
the
state.
So
again,
I'm
I'm
hoping
that's
a
couple
of
months
yeah
if
that
they've
already,
given
it
a
pre-review,
as
I
mentioned
in
the
workshop,
so
I
would
expect
a
fairly
quick
turnaround
on
that
and
I
will
stay
on
top
of
statewide
planning
for
that
we
do
have
a
a
contact
that
was
assigned
to
the
town
throughout
the
process.
His
name
is
kevin.
Nelson
and
I
will
be.
I
already
notified
him
that
the
council
gave
first
passage.
I
I
think
there
was
an
article
in
the
pv
times
and
I
actually
sent
that
over
to
statewide
planning
so
that
they
were
aware
and
the
plan
will
be
forthcoming
to
them
all.
E
I
Mostly
zoning
questions,
numerous
zoning
questions
come
from
the
building
department
to
me
questions
about
land
transactions,
I'm
thinking
about
buying
this
property.
What
can
I
do
with
it?
Can
I
subdivide
this
property?
I
frequently
have
individuals
coming
in
either
selling
or
buying
property.
I
N
Community
development
elaine
is
not
able
to
be
in
attendance
this
evening,
so
you
have
a
report.
The
only
thing
I
would
note
is
the
the
early
stages
of
planning
have
begun
for
the
brighton
street
trainage
project.
You
know
that's
a
large
project
from
cdbg
funds
and
you
know
that's
processes,
starting
the
planning
process,
environmental
reviews
and
that's
all
I
have
to
say,
with
community
development.
A
Thank
you
ernie
also
it
does.
I
cannot
reach
out
to
elaine,
but
the
cdbg
money
for
the
two
roads
also.
Is
that
going
to
be
something
that's
going
to
be
looked
at
earlier
in
the
year
or
later
in
the
year?
I
think
it
was
harris
avenue
and
church.
N
But
right
yeah,
I
I
believe
those
are
you
know
not
as
significant
as
far
as
engineering
projects
go,
so
they
may,
you
know,
be
done
in
a
more
timely
fashion,
but
I
will
check
and
get
you
an
answer.
A
E
It's
all
good,
so
I
did
try
to
put
together
a
annual
report.
I'm
sure
you
all
had
the
opportunity
to
see
and
try
to
structure
to
you
know
continue
it
ongoing
every
year.
E
So
we
have
mission
statement
a
little
bit
of
history.
You
know
the
responses
that
we've
done
throughout
the
year
this
year.
Our
responses
continue
to
increase
every
year.
There's
a
sampling
of
the
types
of
runs
that
the
department
has
done.
A
brief
overview
of
our
staffing
and
apparatus
purchase
that
we
had
you
so
gracious
and
allowed
us
to
get.
We
went
through
our
training
that
we've
done
throughout
the
year.
E
B
Tom
clerk,
this
I
did
from
for
just
the
first
half
of
the
fiscal
year,
20
71
to
12
31,
just
a
basic
rundown
of
what
we've
done
for
that
time
frame.
Anybody
has
any
questions.
A
Thank
you
I'll
be
recusing
myself
on
this
matter,
so.
N
All
right,
this
is
a
follow-up
to
the
previous
meeting,
where
we
discussed
the
results
of
our
review
with
the
representative
from
cox.
Business
solutions
about
the
two
outside
cameras.
One
would
be
in
in
the
front
entryway
outside
covering
the
entrance,
as
well
as
the
sidewalk
crosswalk
there'll,
be
one
in
the
back
similar
to
the
ones
outside
the
police
and
fire
station,
which
will
cover
the
back
door
and
adjacent
area.
So
with
the
other
two
cameras
in
the
back.
That
will
pretty
much
be
the
entire
back
of
the
building
and
sidewall
the
parking
lot.
N
E
A
F
A
A
11
circled,
but
I
know
we
can
only
pick
nine,
but
that's
my
preference.
Your
preference
may
be
different
well.
A
E
D
Committee
that
we
do
so,
I
actually
made
enough
copies
that
we
can
hand
them
to
people
and
ask
them
to
get
them
back
asap,
but
without
them.
So
I
don't
know
all
the
people
on
the
list.
So
it
would
be
difficult
for
me
to
make
a
judgment
without
having.
D
In
front
of
me,
correct,
okay,
to
tell
me
what
their
expertise
is,
what
why
they
desire
to
be
on
it,
what
what
what
why
they
want
to
be
there,
so
you.
G
Also
may
want
to
add
for
this
particular
commission,
the
political
affiliation
on
that
only
so,
if
there's
an
issue
pertaining
to
what
the
town
has
versus
what
they
think
they
are,
that
could
be
resolved.
G
F
My
clarification
with
with
you
is:
it
has
to
be
evenly
just
no.
G
G
A
C
And
then
that's
you
know.
Is
there
a
basis,
though
I
mean
I'm
looking
at
we're
going
to
have
applications
in
front
of
us
everybody's
going
to
have
the
opportunity
to
say
why
they
want
to
be
on
here.
We
could
very
well
have
16
and
we're
gonna
have
16
applications
16
people
to
choose
from
do
we
want
to
use
some
type
of
a
rubric
scale,
or
are
we
just
picking
names?
Is
that
what
it
comes
down
to.
G
A
H
F
G
D
D
G
They're
always
in
flux
anyway,
because
things
are
coming
up,
since
this
is
every
10
years,
normally
you're
going
to
get
interested
parties.
It's
been,
I
think,
on
the
agenda
twice.
It
has,
I
think
you
guys
have
16
names.
You
only
need
nine
people,
and
time
is
of
the
essence
because
remember
you've
got
a
very
short
porch
of
time
to
get
put
things
put
on
the
ballot
and.
D
G
E
G
G
D
D
F
G
Yeah,
I
think,
the
first
time
back
in
the
late
80s,
there
might
have
been
30
people
trying
to
get
on
the
nine
member
commission,
but
I
don't
think
it's
ever
exceeded
more
than
10
or
11
in
the
last
two
go
rounds,
so
I
mean
again,
you've
got
it's
been
out
and
about
for
about
a
month.
People
have
responded
on
two
separate
occasions:
you've
got
16
candidates
unless
right
now,
you're
going
to
say
10
of
the
candidates
are
not
worthy
with
down
to
six.
G
A
I'll
be
honest,
I'm
looking
at
the
names,
it's
probably
a
small
handful
that
I
don't
know
or
but
well.
Okay
aside,
it's
a
good
list
of
candidates
on
here
that
I
see
it's.
You
know
david
gabo,
allen,
allen's
on
a
board
dave
served
numerous
things
in
town
former
councilman
drew
former
chief,
joe
barris
anna
spodnick
matt
rache
felix
apollonia,
christopher
black.
I
I
can't
speak
upon
judy
all
that.
I
know
that
councilman
williamson's
angelo
was
padula
was
a
former
council
member
chris
baucher,
he
you
know
he's
the
republican
chair.
A
Richard
banks
has
been
very
involved
with
the
community
jack
lancelata,
very,
very
involved
community
mary
flynn
bergeron
very
involved
the
community
of
families
very
involved
with
community.
Her
brother
was
actually
a
former
councilman
francis
j
flynn,
I'm
not
sure
if
that's
the
same
relation
and
mark
baker.
I
think
I've
spoken
to
I've,
seen
that
name
amazing,
mainly
on
social
media.
A
But
again
it's
a
good
list
of
candidates.
My
question
is
right.
Now,
you're
gonna
put
nine
together
if
you're
gonna.
Do
it
your
way
or
the
way
you
guys
discussed
it,
of
bringing
in
nine
names
and
then,
if
we,
if
god,
if
it
all
works
out
to
all
nine
work
that
we
picked
out,
god
bless.
But
my
question
is
now:
we
have
16
names
and
we're
going
to
sit
here,
we're
going
to
pick
our
nine
names,
but
then
all
of
a
sudden
three
more
people
put
in
over
the
past
week,
no.
A
F
M
D
M
D
A
B
A
M
A
All
right
we
have
this
put
on
the
agenda
because
we
want
to
put
this
to
to
rest
once
and
for
all.
That
has
been
going
on
for
a
little
while
councilman
williamson-
and
I
have
had
some
brief
discussion
about
this.
So
if
she
wants
to
discuss.
N
A
I
don't
think
the
process
was
followed
and
or
the
process
that
should
have
been
followed
as
far
as
itemized
an
itemized
slip
of
what
we're
paying
for
and
another
question
I
have:
has
anybody
reached
out
to
the
actual
contracting
company
to
perform
the
work
and
fix
the
defects
that
are
not
that
we're
on
that
list?
I
mean
we
should
not
be
fixing
them.
We
paid
an
individual
to
do
this
job
and
our
individual
company
and
have
we
reached
out
to
them
to
fix
these
actual
defects,
except
for
the
stuff.
A
I
know
the
speed
ropes,
the
speed,
hump
or
whatever
it
may
be,
is
our
responsibility.
But,
as
far
as
I
know,
we
did
the
gate.
But
again
we
shouldn't
have
had
to
do
the
gate
if
the
grading
is
wrong.
Have
we
looked
at
that?
Have
we
confirmed
that
you
know
so
again,
we've
paid
this
individual.
There
should
be
some
some
sort
of
warranty
on
that
and
I'm
just
wondering
if
anybody's
reached
out
on
that
and
then
mary
beth.
If
you
want
to
continue.
D
No,
I
I
mean
so
so
we
have
had
many
conversations.
Obviously
it's
been
a
topic.
That's
been
discussed
a
number
of
times
here
there
there
was
the
concern
about
145
6
versus
135
6..
Understandably
I
can.
D
I
can
see
where
that
confusion
lies
the
the
building
permit,
and
I
actually
had
a
conversation
with
the
town
planner
today
and
made
that
recommendation
that
perhaps
we
should
reach
out
to
the
contractor
and
and
suggest
that
he
either
help
us
get
the
the
playground
where
it
should
be
or
give
us
some
sort
of
money.
D
When
you
look
at
all
the
documentation,
it
appears
when
I
read
it
and
keep
in
mind
this
project
started
in
2016.
this.
This
actually
has
taken
place
over
a
number
of
years,
and
I
would
suggest,
based
on
david,
asked
questions
after
the
last
meeting,
perhaps
that
we
did
not
have
procedures
in
place
that
we
should
have
had
in
place
when
this
project
started,
I'm
not
so
sure
we
we
do
have
them
in
place.
Now
we
were
given
copies
of
that
and
emails,
and
what
those
procedures
are.
D
That
being
said,
we
are
where
we
are.
We
have
to
figure
out.
Was
there
a
10,
000
discrepancy?
And
when
you
look
at
the
paperwork
it
does
seem
to
me
that
there
might
be
based
on
what
the
specs
were.
So
we
should
go
back
to
him
and
ask
him.
We
paid
him.
That
being
said,
the
resolution
that
was
passed
by
the
town
council
said
1456
and
that's
what
was
paid
so
there's.
No.
I
want
to
make
sure
that
people
understand.
I
don't
think
there
was
any
wrongdoing
in
that
regard.
D
D
There
was
a
question
about
whether
there
was
a
contract
in
place.
I
have
asked
that
question
as
well.
We
typically
my
understanding
is,
is
the
rfp
that
comes
back
and
the
resolution
the
documentation
associated
with
that
actually
becomes
the
contract.
The
contract
is
not
rewritten.
That
is
the
answer
that
I've
been
given.
As
far
as
that
goes
so
I
agree
with
the
council
president.
We
need
to
to
rectify.
What's
there,
we
need
to
go
back
to
the
contractor
and
try
to
put
this
to
bed
so.
E
A
A
J
We
are
john
reed
62
andrews
avenue.
As
far
as
the
contract
goes,
I
don't
think
the
solicitor
will
be
able
to
go
to
superior
court
and
try
to
defend
anybody
about
a
contract.
If
these
tried
to
say
that
was
because
of
a
resolution,
an
rfp
okay,
I'm
not
a
lawyer,
but
I've
been
to
a
lot
of
contract
stuff.
A
contract
is
the
two
of
them
put
together.
It's
a
breakdown
of
the
rfp
and
in
the
rfp
it
states
contract
over
and
over
and
over
again,
so
we
won't
even
go
there.
J
Okay,
my
issue
is:
there's
a
ten
thousand
dollar
discrepancy.
Okay,
nobody
says
it
got
stolen,
nope,
okay,
somebody
overpaid
it
all.
The
paperwork
that
you
have
and
you've
looked
at
all
adds
up
to
135
six.
You
can't
dispute
that
it's
undisputed.
The
resolution
gave
you
up
to
145.6
correct.
Okay,
it
came
in
10
000
under
last
week.
We
got
to
hear
that
a
fence
and
mulch
wasn't
in
the
resolution.
J
Okay,
you
heard
my
opinion
on
that.
I
also
showed
you
the
documents
that
prove
me
right
and
I
don't
know
the
guy
that
wrote
this
thing
really
interpreted
from
that.
That's
fine,
but
as
far
as
I'm
concerned,
I
brought
you
the
information.
Okay,
one
thing
I'd
like
to
mention
is
we
try
to
communicate
with
any?
We
get
no
communication
through
emails?
J
Okay,
I
don't
know
where
this
is
all
going
to
come
about
everything
that
I've
given.
You
has
been
turned
over
to
state
agencies.
Okay,
I'm
not
hiding
from
anybody.
I
never
do
for
the
only
reason
and
the
same
reason
that
they
ask
me
when
I
go
with
this
stuff.
Is
why
didn't
it
get
solved?
Why
didn't
they
do
something?
It's
not
what
you
did.
I
don't
expect
any
of
you
people
sitting
here
to
understand
anything
in
there.
J
You
have
department
heads
that
are
supposed
to
do
that,
but
when
you
go
to
a
checklist,
two
or
three
items
can
be
wrong.
No
big
deal
when
you
start
from
square
one,
okay
from
the
rfp
to
the
contract,
to
no
payroll
records
on
and
on,
and
then
you
go
into
another
project
and
it's
the
same
repeat
thing.
I
don't
know
if
you
know
that
yet,
but
you
will
there's
another
repeat
thing
of
just
what
you
went
through.
I
don't
know
how
you're
gonna
explain
this
and
I
let
me-
and
I
said
this
to
my
son.
J
I
said
this
to
my
wife.
I
said
if
I
had
to
sit
on
that
council
and
I
had
to
have
somebody
like
me-
come
up
and
prove
how
incompetent
people
are
in
this
town.
I
would
be
so
embarrassed.
I
would
have
somebody's
head
because
you
people
don't
deserve
to
listen
to
me,
but
you
can't
say
anything
because
it's
black
and
white
papers
from
the
town
they
ain't
one.
Damn
thing
in
there.
John
weed
wrote
you
can
you
would
disagree,
please
I
I
can
take
if
I'm
wrong,
I'm
man
enough
to
say
I'm
wrong.
J
D
J
D
I
been
told
that
people
have
gone
back
to
the
contractor
a
year
and
a
half
ago,
I'm
told
that
happened,
mr
reed,
but,
as
I
said,
it
is
my
recommendation
and
I
would
be
happy
to
do
it
myself
or
if
we
need
to
have
the
solicitor
do
it
or,
however,
that
that
we
go
back
to
the
contractor
to
have
that
conversation
and
find
out
why
this
happened,
and
I
agree
with
you,
the
rfp
second
part,
construction
and
installation
clearly
includes
fence
and
ground
cover.
There
is
no
doubt
about
that.
There
is
no
question
about
that.
J
Well,
I
don't
need
to
interrupt,
but
that's
this
is
like
a
corporation,
quick,
quick,
ask
the
little
people,
okay,
we're
just
the
shareholders.
We
depend
on
you,
people
to
be
the
board
of
directors.
Okay,
you
appoint
people
that
you
believe
are
going
to
run
this
corporation
properly.
Okay,
when
those
people
that
you
appoint
fail
you
or
lie
to
you.
The
common
practice
is
hit
the
road.
J
A
Mr
reed,
I
just
want
to
point
out
one
thing:
when
you're
saying
we,
the
council
need
to
get
rid
of
incompetent
or
whatever
it
may
be.
There's
only
three
people
that
the
council
has
the
power
to
fire.
The
rest
is
up
to
the
town
manager,
and
that
is
the
solicitor,
the
town
clerk
and
the
town
manager
those
three
right
there.
A
A
I
and
I
thank
you
for
bringing
it
to
the
council
and
you
know,
did
we
listen
at
first,
we
were
trying
to
get
through
everything.
Do
I
listen
every
single
thing?
Absolutely
not,
but
do
I
look
into
it
everything
you've
given
me
everything
that
you,
even
though
you
might
not
think
so.
I
have
look
looked
into.
I
have
sent
emails.
I
have
asked
questions.
I
might
not
do
it
here,
but
I
have
done
it
right.
After
last
meeting
I
sent
an
email
asking
how
this
happened,
how
the
check
went
out.
A
J
A
J
J
J
Nobody
pays
anything
this
time,
except
for
the
taxpayers.
There
is
no
repercussion
for
failure
to
do
what
you're
supposed
to
do
and
the
shareholders
us
little
people.
We
just
keep
paying
the
tax
the
ten
thousand
dollars.
I
agree
what
you're
trying
to
do
you're
trying
to
negotiate
this.
If
I
was
that
contractor,
would
I
tell
you
ma'am
sorry,
you
gave
me
the
money.
We
don't
even
have
a
contract
yet
in
the
contract,
if
you
wrote
it
across
the
lfp,
I
was
responsible
for
everything
you
approved
it.
J
J
I
Perhaps
we
need
to
go
back
and
look
at
the
council
meeting
where
the
council
approved
the
resolution
where
it
was
clearly
stated.
It
was
clearly
understood
by
the
council
that
the
purchase
and
install
of
a
complete
playground
was
one
hundred
and
forty
five
thousand
six
hundred
dollars.
The
resolution
reads
that
way.
I
I
I
I
I
I
The
committee
was
brought
that
information.
The
committee
made
a
recommendation
to
the
council.
The
council
approved
the
total
project
for
145
6.,
it's
clear
now
after
the
fact.
If
you
want
to
look
at
and
say
the
numbers,
don't
add
up.
Yes,
they
didn't
add
up.
At
the
beginning,
an
inquiry
was
made.
An
explanation
was
made,
a
presentation
was
made
to
the
council.
The
explanation
was
made
to
the
council.
I
I
I
Will
you
repair
it
for
us?
We're
not
at
that
stage
yet
or
will
you
contribute?
Excuse
me
contribute
to
that
solution.
We're
not
at
that
stage.
Yet
there
are
other
things
we
need
to
do
that
were
going
to
be
done
by
the
town.
That's
the
handicapped,
parking
that
nothing
to
do
with
the
contract
or
the
contractor.
I
A
And
mark
everything
you
said
here,
everything
mr
reed
said
taken
into
consideration.
The
one
major
thing
I
find
that's
wrong
is,
and
it
is
the
department
head's
responsibility
of
the
project
to
have
that
invoice
submitted
to
the
finance
department
and,
in
my
opinion,
should
be.
They
should
have
a
detailed
invoice
and
that's
one
major
thing.
I've
seen
that
was
done
wrong
and
that
major
in
that
invoice
should
have
had
the
breakdown
for
the
fence.
A
A
And
then
that
way
there
when
the
finance
department
sees
it,
writes
off
the
check
and
then,
when
somebody
has
that
question
that
they
see
something
like
that
and
they
see
the
invoice
broken
down.
We
can
hand
any
resident
in
here
the
invoice
and
say
here's
what
they
charged
us
for.
Here's,
the
exact
dollar
amount
and
we're
all
said
and
done.
Unfortunately,
it
just
is
going
by
resolution
and
conversation
of
the
recreation
committee
jason.
A
C
C
Meeting
okay,
we
met
right
here.
Yes,
can
I
tell
you
what
this
is
one
two
two
and
a
half
years
ago
there
was
conversation
about.
We
had
the
bids
in
front
of
us.
I
can
tell
you
that,
and
we
had
questions
regarding
the
bids.
The
questions
came.
Some
of
the
questions
I
can
remember
were:
do
we
want
one
company
doing
the
to
purchase
from
the
one
company
and
then
to
install
it?
C
C
A
A
Because
we
were
in
mix
of
directors,
interim
directors,
this
should
have
been
a
dpw
function.
Apox
and
wreck
function,
maka,
left
and
thrown
this
thrown
again.
So
I
mean
that's
that's
where
I'm
going
to
leave
that.
But
again,
I
just
think
if
we
had
the
invoice
with
a
detailed
convoy.
I
A
Personal
issues
with
debts
and
whatever
else
that
company
so
and
that's
all
information
that
is
not
out
there,
I
mean
when
but
again
and
I'll
use
cardi
corporation.
If
somebody
passes
away
in
their
corporation
they're
still
going
to
give
us,
and
somebody
else
is
going
to
give
us
a
detailed
invoice
and
that's
going
to
that's
the
responsibility.
So
the
only
thing
I
ask
going
forward
that
when
we
run
into
things
like
this,
that
there
should
be
detailed
invoices
which
I
think
that's
in
part
of
your
process,
now
kristin
for
the
most
part.
A
M
M
It
was
in
effect
for
anything
built
after
2012.
I
believe
and
clearly
this
was
after
that
period
of
time.
That's
my
concern
and
I
am
going
to
pursue
that
one.
But
you
all
say:
hey:
we've
got
everything
in
place,
it's
being
fixed.
I
was
here
two
weeks
ago
and
I
talked
about
river
point,
and
that
also
says
ada
compliant
and
if
you
people
think
that
that
is
anywhere
close
to
ada
compliant,
I
want
to
know
what
you've
been
drinking
or
smoking,
because
I
want
to
buy
some
chief
just.
A
A
He's
told
us
what
we
have
to
address
and
again
because
it
was
built
that
when
it
was
built,
you
remember
there
was
a
playground
there
for
years
and
because.
O
M
M
D
N
E
N
So
we've
been
in
contact
with
them
and
we've
indicated
that
they've
been
surveyed.
We,
our
plans
are
being
developed
and
once
they
are,
as
we
said,
we'll
send
them
to
the
commission
for
their
review
and
comment
once
they
finalize
those,
then
we
will
put
that
together.
So
again,
we
will
do
what's
necessary
to
make
those
playgrounds
compliant.
Now
again,
there's
other
things
we've
been
told.
We
don't
need
these
heavy
mats.
You
don't
need
those.
N
N
N
But
when
you
look
at
these
projects,
the
major
projects,
they're
all
run
by
engineers,
they
have
that
completely
done.
They
have
it
in
place
again.
These
are
some
projects
that
are
not
done
that
way,
and
these
are
projects
that
who's
responsible.
The
actual
responsible
person
for
playgrounds
in
the
charter
is
the
recreation
director,
that's
who's
responsible
for
all
playgrounds.
N
D
N
D
So
so
the
back,
the
sad
thing
here
is
this
was
actually
we
wanted
to
put
playgrounds
in
for
the
betterment
of
the
community,
and
this
has
turned
into
something.
So
maybe
we
need
to
make
a
a
conscious
decision
if
we
don't
have
the
resources
to
handle
something
the
way
we
should
up
front.
Maybe
we
have
to
step
back
and
say,
despite
the
fact
it
would
be
a
good
thing
for
the
community.
D
A
Agree
going
back
and
going
back
to
viewpoint
I
know
mark
and
I
had
numerous
emails
going
back
and
forth
with
the
contract.
That's
a
different
contractor
by
the
way
and
about
putting
the
membrane
instead
of
the
wood
chips
and
because
I
thought
it'd
be
better
down
there,
less
maintenance,
less
headaches,
it
is
a
little
more
compliant,
but
the
price
of
that
is
just
going
to
put
us
way
over
budget.
You
wouldn't
do.
A
We
wouldn't
we
would
not
have
gotten
the
playground
put
in
and
and
a
reminder
that
a
lot
of
that
money
came
from
the
health
and
equity
zone
that
helped
us
get
that
grant
which
had
to
be
utilized
by
a
certainty
also.
So
with
that
being
said,
you
know,
unfortunately,
we
are
going
to
fix
some
things
down
there.
Children
are
going
to
be
able
to
use
it.
A
That
was
brought
to
my
attention.
There's
there's
different
type
of
handicaps
and
you
know,
unfortunately,
wheelchairs
are
very
difficult
to
go
in
there.
I
think-
and
I
think
you
brought
that
conversation
up
a
couple
of
times
during
the
construction
right.
A
M
Thank
you
just
a
quick
question,
tom
oates
colonial
way,
who
were
the
engineers
involved
in
these
two
projects.
A
M
M
A
D
D
We
have
to
work
in
conjunction
with
the
school
committee,
probably
to
make
sure
people
understand
what
the
budget's
all
about
and
how
that
happens,
and
I
know
we
do
workshops,
but
I
think
we
have
to
have
a
messaging
plan
as
well
and
again,
if
we
could
put
that
on
the
next
agenda,
since
it
is
now
10
27,
that's
probably
a
good
idea.
Thank
you.
B
Please

your

Please

The

of

of
our
meeting
are
neither

endorsed
by
this

but
heard
as
requested
members
of
the
town
council.
Being

K
K
There
was
accusations
of
malicious
damage
done
to
a
property
and,
I
believe
well,
I
know
there
was
a
police
report
filed.
I
believe
that
was
said.
Council
machadi
has
video
and
there
was
also
pictures
taken
of
said
property,
I'm
sure
no,
I
know
my
boss
don
followed
up
on
it,
but
I
know,
as
you
stated
last
time,
you
won't
be
getting
into
matters
like
that,
but
I'd
like
to
clear
the
ear
that
there's
no
follow-up
needed
because
it
never
happened.
K
It
was
a
completely
fabricated
story
and
I
know
this
because
I'm
the
man
who
delivered
the
bins
along
with
another
employee,
we
were
told
our
assignment.
We
were
told
nothing
of
history.
We
were
told
nothing
of
the
problems
that
were
had.
We
were
said
to
take
two
bends
to
44
colonial
way:
colonial
road.
Whatever
it
is,
I'm
sorry,
oh
carriage,
your
home
is
colonial.
K
I
apologize
we
pulled
up.
We
parked,
at
the
end
of
the
driveway,
the
other
labor
got
out
brought
the
two
bins
up,
took
the
two
bins
back
drove
away,
never
even
stepped
on
the
property
when
our
boss
went
to
check
it
out.
There
was
no
question
about
it.
We
drive
big
dump
trucks
with
four
wheels
on
the
back
in
this
weather.
If
you
would
have
driven
on
a
lawn,
you
would
have
destroyed
it.
K
There
would
have
been
no
doubt
and
what's
frustrating
to
me
is
that
we
take
heat
all
the
time,
whether
it's
from
the
public
in
the
newspaper
on
the
internet.
If
it's
a
council
person,
if
it's
a
manager,
whoever
it
is,
we
tahee
all
the
time
we
deal
with
it.
It
is
what
it
is.
It's
part
of
the
job,
but
to
have
someone
come
up
here
and
completely
fabricate
a
story,
basically
lie
whether
he
had
the
truth
or
not.
That's
fine!
K
Don't
come
up
here
and
say
it's
true,
because
it
puts
a
very
bad
light
on
us
and
anybody
who
doesn't
know
us
who's
watching
at
home
is
going
to
make
that
assumption
that
we
did.
This
you've
got
a
group
of
guys
we're
all
here.
This
is
all
we
got.
We
got
half
a
department
and
we're
trying
to
make
things
work.
K
Trying
don
will
tell
you,
we
got
nothing
and
we
know
what's
going
on
behind
the
scenes
with
all
the
stuff,
and
it
is
so
disheartening
to
have
to
see
that-
and
I
know
it
wasn't
necessarily
through
you.
It
was
addressed
to
you,
but
I
just
want
to
make
the
record
clear,
because
I
waited
this
whole
meeting.
We
waited
for
somebody
to
come
up
here
and
say
they
were
wrong
or
once
it
was
looked
into,
it
was
wrong
and
it
didn't
happen.
So
that's
why
I'm
here
just
to
clear
the
year
so.
A
I
will
tell
you
that
I
spoke
to
other
individuals
afterwards
and
they
described
your
wheels
four
wheels
over
one
there's
no
four
wheels
over
the
lawn.
It
was
two
wheels,
but
out
of
all
that,
I
want
to
be
honest.
They
told
me
who
was
driving
at
that
point.
I
totally
agree
with
you.
A
K
Oh-
and
I
mean
you
know
I-
I
say
that
for
myself
too,
it
hurts
me
more
because
it
was
me,
but
I
can't
imagine
that
a
dpw
employee
in
the
middle
of
the
day
with
a
mock
truck,
is
going
to
start
doing.
Doughnuts
and
right-hand
turns
and
everything
else
that
was
done
over
there
in
that
yacht.
It
just
makes
no
sense.
It
was
it's
just
a
very
childish
thing
to
to
accuse
so.
M
Well,
if
I
could
address
you,
I'm
the
individual
that
that
morning
at
approximately
nine
a.m.
I
was
at
my
dad's
house
to
get
paperwork
for
taxes,
and
the
little
barrels
were
still
right
against
the
garage
door
where
I
put
them-
and
I
got
my
paperwork
and
left-
and
there
was
a
question
about
when
this
was
going
to
get
done
and
it
hadn't
been
done.
Yet
I
really
needed
to
get
done
because
we
had
a
lot
of
things
to
clear
out
of
this
house.
M
M
That's
not
the
truck
that
when
not
the
vehicle
that
went
over
it
was
definitely
a
pickup
truck
the
way
I
could
see
it.
I
mean
the
tracks.
Are
there?
The
ruts
are
still
in
that
yard
and
if
you
guys,
if
it
was
a
dump
truck
and
the
reason
I
wanted
to
report
it,
because
it's
obvious
that
somebody
between
nine
and
two
drove
over
that
lawn-
that's
a
given
nobody
they're
all
elderly
people
in
this
neighborhood
and
nobody
has
cameras
and
even
the
apartment
place
across
the
street.
M
So
it's
a
coincidental
thing
and
I
thought
I
would
bring
it
to
the
attention
that
if
this
happened,
maybe
someone
needs
to
be
spoken
to
now.
This
is
the
first.
I
hear
that
it
was
a
big
truck.
Now
there
had
been
an
issue
a
number
of
years
ago.
Probably
none
of
you
guys
were
even
there
when
one
of
the
plows
tore
that
whole
yard
up
all
the
way
to
the
fence
and
did
about
forty
thousand
dollars
worth
of
damage.
They
pulled
all
the
pipes
out
of
the
ground
and
so
on
and
so
forth.
M
E
D
It
it's
time
to
go
home,
it
was
time
to
go
home.
Obviously
there
are
ruts
there.
There's
no
question
about
that.
I
would
agree
with
what
president
gosling
said
and
I
I
agree
with
sean
said.
I
don't
think
anyone
would
intentionally
do
that
and
when
I
found
out
it
was
him
I
can
tell
you
it
didn't
happen.
I
keep
striving,
because
I
will.
I
will
vouch
for
him
personally
and.
M
M
M
M
M
C
Hang
on
one
second,
I
I
know
believe
me:
I
want
to
go
home
too,
but
you
mentioned
my
name.
My
name
came
up.
This
is
how
I
handled
the
situation.
Constituent
came
to
me
with
an
issue.
C
I
reported
it
to
dp
to
our
dpw
director
because
of
what
mr
roach
just
said.
Nothing
accusatory,
because
I
wasn't
there
so
at
this
point
it
could
have
been
a
mailman.
It
could
have
been
somebody
dropping
off
the
bins.
The
ups
driver
could
have
been
a
neighbor.
I
have
no
idea
in
person
personally,
my
job,
a
constituent,
came
to
me
with
an
issue
and
I
treat
it
like.
I
handle
any
other
issue.
Mr
riley,
I
don't
know
you
from
adam,
so
it's
please
don't
take
it
personal.
C
H
A
And
again
to
everybody
at
dpw,
we
as
council
members,
do
get
complaints
nine
out
of
ten.
We
will
not
go
directly
to
you
unless
we're
on
the
scene
or
something
or
we're
out
of
sight
and
there's
something
going
on,
but
we
will
go
to
don
or
we
will
go
to
ernie
and
that's
the
direction
that
we
as
a
council
have
taken.
So
if
we
get
that
complaint,
we'll
let
don
deal
with
whoever
was
in
charge
before
and
then
they'll
give
us
an
answer
back.
A
A
You
should
be
able
to
turn
around
and
get
out
of
there,
but
you
used
my
lawn,
I
mean
tom,
I
I
don't
know
who
it
was
I
I
will
talk
to
you
later
because
I
don't
know
which
house
it
was,
but
I
do
know
two
people
who
live
on
old
carriage
that
do
have.
