zoom
right
when
this
happened,

give
us

update

enforcement
money
around
november
of
2017
and
in
november,
that's
where,
where
we
started
our
star's
visit
visits
after
the
west
warwick
ordinance,
so
we
did
stars
checks
in
25
of
the
30
stores
in
town.
There
were
two
stores
with
self-service
displays
reported
by
youth,
but
not
reported
by
the
police
trucks,
and
this
was
sam's
and
stop
and
gas.
This
may
be
due
to
the
education
each
store
sees
when
the
youth
completes
the
stars
checks.
All
stores
are
given
a
copy
of
the
ordinance,
ordinance
and
informed
of
what
is
not
allowed.

one

have
completed
surveys
of

stores
this
current
school
year
prior
to
march
13
2020,
four
stores
out
of
the
26,
still
have
products
on
the
counters
near
youth
products,

of
the
store
surveyed,
which

what
that
percentage
is.

Sunoco
still
has
a
glass
display
case
in
front
of
the
counter,
but
it
is
not
right
next
to
the
youth
products
and
they
said
they
would
remove
the
electronic
devices
from
it.
The
shell
station
has
redone
its
store
and

products

the
counter.
Now
they
do
have
one
glass
case
in
front
of
the
counter,
with
some
electronic
devices
and
a
lock
cigar
glass
case.
But
overall,
this
store
is
much
improved
from
before.

would
also
like

have
trainings
for
our
police
officers
on
what
are
tobacco
products
they're
changing
every
day.
They
don't
look
like
tobacco
products
anymore
and
educating
the
officers
on
what
the
ordinance
means.
What
does
it
mean
to
have
no
tobacco
products
on
that
front
counter?
Those
glass
display
cases
that
have
the
tobacco
can't
be
there
anymore.
They
have
to
be
behind
the
counter
behind
the
cash
register
behind
the
cashier
on
that
back
wall.

on
that
counter,
where
youth
come
up
to
purchase,
gum
and
candy,
so
they
don't
have
a
direct
line
of
sight
all
those
tobacco
products.
I
am
willing
to
do
trainings-
and
I
know
all
of
my
youth
are
very
willing
to
do
compliance
checks
with
the
police
officers.
They
love
going
out
and
doing
that
type
of
work.

addition
to
updating
you
on
what
we've
been
doing
and
the
improvements
in
our
town
we
wanted
to.

present

town
has
formed
formed
a
group

our
directors
that
are
working
to
develop
a
reopening
plan
for
town
hall,
ensuring
that
you

proper
social
distancing.
Six
feet
will
be
available
throughout
town
hall
for
individuals
who
are
coming
in
looking
for
services.

hand
washing
equipment,
you
know
certain
places
in
town
hall,
so
we
are
basically,
you
know
putting
the
plan
together,
that's
required
by
the
department
of
health
and
hopefully
that
plan
will
be
completed
soon,
which
is
going

be

in
the
reopening
of
town
hall.

would
anticipate
opening,
at
least
in
the
trial
setting
you

sometime
in
september,
but
again
everything
is
contingent
upon
what
is
happening
at
the
present
time.

the

we

those

This
is
for
the
month
of
june,
which
is
the
end
of
the
fiscal
year,
for
you
know
budgetary
purposes.
So
at
this
point
in
time
we
have
a
pretty
good
idea
of
how
a
fiscal
year
will
end.
There
are
still
some
more
outstanding
issues
that
factors
for
budgeting
that
will
come
into
play.
That
kristen
has
made
projections
on
such
as
the
tax
sale,
which
I
believe
is
coming
up.
August
27th
and
she's
included
a
number
for
that.

There's
the
60-day
accrual
rule,
which
may
have
an
effect
on
the
tax
collections
plus
or
minus.
If
it
looks
like
it,
may
be
neutral
again,
that's
still
outstanding
and
again,
usually
fiscal
years
are
closed
august
31st.
So
any
expenses
that
come
in
unless
it's
a
reserve
will
generally
go
to
the
future
fiscal
year.

So
as
we
sit
here
today,
the
good
news
is
is
that
the
town
is
in
a
positive
balance
to
as
we
end
the
fiscal
year.

think
the
budget
estimate
that
is
here
at
the
present
time
is
about
2.4
million
dollars
on
the
expense
side.
The
revenue
side
is
still
undetermined,
but
the
projection
is
about
400
000
less,
so
it
makes
the
expense
savings
to
be
about
2
million.

Then,
from
that
figure
we
take
reserves
out.
Are
there
any
reserves
for
bills
that
are
incurred,
but
not
paid?
So
we're
not
sure
with
this
report
what
the
reserves
are,
but
we
do
know
that
a
half
a
million
dollar
reserve
is
going
to
be
made
for
the
fy
21
budget
from
the
fund
balance
drawdown.
You
know
as
a
revenue,
so
that
will
be
taken
out
of
the
reserve.

So
when
we
look
at
the
final
number
of
reserves
that
will
be
taken
out
of
the
approximately
two
million
dollars
and
the
rest
will
be
funds
that
will
go
back
into
the
unassigned
fund
balance,
so
overall
fy20
ended
in
a
a
very
positive
note
for
the
town.

So
as
we
move
forward
to
fy21,
that
is
very
good
news,
because
the
fy
21
budget
is
full
of
many
uncertainties
as
far
as
state
aid.
So
having
a
positive
outcome,
even
with
the
reserve,
is
very
welcome
news.
You
know,
as
we
wait
to
see
how
fy21
develops
again.
The
state
general
assembly
has
not
looked
at
their
budget
at
all
for
the
most
part
as
far
as
aids,
cities
and
towns
that
are
waiting
for
the
federal
government
to
determine
what
what
the
federal
next
federal
stimulus
package
would
look
like.

So
this
whole
upcoming
budget
is
filled
with
uncertainty
for
the
town
and
the
schools,
but
from
what
we
see,
we're
very
pleased
that
fy21
and
520
has
ended
very
positively,
so
we're
going
to
be
adding
to
our
unassigned
fund
balance,
which
is
a
very
good
thing
because,
as
I
said,
going
forward
is
filled
with
so
much
uncertainty.

There
are
some
areas
where
you
know,
as
identified,
the
public
works
department
is
coming
in
overall,
less
than
budget,
so
that
was
a
savings
for
us,
and
the
general
government
portion
of
the
budget
has
had
some
savings
in
it
because

amount

the
cash
reserve
was
put
in
there
for
partially
for
contracts
that
were
not
settled
at
the
time

budget,

that
is
going

zeroed

funds

system

and

have
periodically
upgraded
and
replaced

expenditure

eighty
five
dollars
will

funded

the

the
police
department's
looking
for
permission
to
purchase
a
cellbrite
mobile
device,
forensic
system,
criminal
investigations
have
shifted
dramatically
into
a
world
of
technology.
The
increased
use
of
mold

devices
in
everyday
lives
has
created
an
environment
which
holds
evidence
and
facts
that
it
can,
that
can
assist
us
in
investigating
criminal
or
other
emergency
matters
by
providing
supporting
and
exculpatory
evidence.
We
previously
used
a
system
called
leonard
system,
that's
been
out
of
service
and
no
longer
supported.
For
years.

We've
been
calling
upon
our
neighboring
jurisdictions
to
assist
us
in
these
matters
until
we
could
get
our
own
system.
The
demand
for
this
type
of
data
extraction
is
extremely
high
and
its
time
is
of
in
essence,
and
a
lot
of
these
investigations
due
to
the
increase
use
of
mobile
devices
in
everyday
life.
The
extractions
performed
by
our
detectives
are
vital
to
modern
police
investigations.

You
all
right,
the
town
council,
acting
as
the
sewer
commission,
adopted
a
resolution
for
commission
mission
resolution
2014.,
which
authorized
the
use
of
james
germain
associates
to
perform
engineering
services
for
pre-treatment,
programs
and
general
sewer
analysis
for
the
osmoric
wastewater
facility
plant
and
also
a
three-year
extension.
I
believe
in
2017.,
the
town
of
the
town
of
let's
work.
Various
departments
has
used
james
germain
associates,
as
in
effect,
the
town
engineer
for
some
various
projects
that
have
come
along
the
way
that
engineering
assistance
was
needed,
as
the
town
had
no
town
engineer
now.

Fortunately,
the
the
town's
director
of
public
works
is
also
a
civil
engineer
and
it
has
a
pe
license,
which
is
very
beneficial
to
the
town,
but
there
will
be
sometimes
some
issues
that
require
either
specialized
experience,
as
well
as
maybe
a
time
issue
for
the
town
engineer
to
assist
on
now.
One
project
that
comes
to
mind
that
has
been
discussed,
I
believe
at
council
meetings,
just
by
just
by
minor
discussion,
has
been
the
old
crompton
mill,
which
is
owned
by
the
town
of
west
warwick.

It
was
taken
in
the
early
90s
by
the
town
through
a
tax
sale
process,
and
concerns
have
been
raised
about
a
large
smokestack
on
the
property
where
bricks
have
been
falling.
The
water
is
loose,
bricks
have
been
falling
on
occasion,
you
know
by
that
smokestack
and
there's
a
concern
about
its
structural
integrity.

So
what
this
resolution
would
do
is
to
allow
the
use
of
to
give
james
germain
associates
to
review
the
situation
with
us
and
potentially
prepare
specifications
for
the
removal
of
the
tower
and
again.
This
is
something
that
I
think
is
somewhat
unique
and
specific,
because
again
it's
a
structural
issue.
The
area
the
tower
is
quite
large.

You
know
the
specifications
have
to
be
drawn
very
you
know
meticulously
with
the
assistance
of
a
structural
engineer
as
well
as
if
the
contract
is
awarded
for
removal,
the
oversight
of
that
project,
to
make
sure
that
it's
done
correctly,
so
that
you
know
no
major
issues
would
be
developed
for
demolishing
so
the
first
step
of
that
would
be
to
have
routine.
I
said
james
germain
associates
to
work
with
the
town
department
and
specifically
looking
at
working
on
this
project
when
this
came
up
about
an
issue.

A
question
was
raised:
is
this
on
and
town's
insurance
coverage,
because
again
there
is
liability
here
and
then
what
we
had
found
is
that
it
was
not
covered
under
our
town
insurance.
So
we
called
our
carrier
in
the
local
trust
to
come
down.
Do
an
evaluation
of
it,
which
again
confirms
the
situation
needs
to
be
addressed,
and
it's
on
our
insurance.

So
at
this
point,
what
we're
looking
for
is
the
authorization
to
use
this
company
to
assist
the
town
as
needed
on
projects
and
specifically
looking
at
this
project
as
to
the
various
up
various
alternatives
we
have,
which
we
know
are
going
to
be
either
try
to
repair
it
but
to
repair
it
is
going
to
require
some
investigation
and
having
the
left
go
up
and
determine
what
needs
to
be
done
or
the
actual
demolition
of
the
structure.
And
again
we
don't
know
what
the
cost
is
for
either
the
cost
for
demolition.

Anecdotally
has
been
said,
it
could
be
a
low
six-figure
number,
but
we
don't
know
that
for
sure
until
such
time
as
we
have
an
engineer's
estimate
and
eventually
the
bid
documents
and
for
the
project.
So
again,
that's
sort
of
a
nutshell
where
we
are
at
the
present
time
with
this
project
and
then
how
that
links
into
the
request
to
use
the
jimdermine
associates
to
work
on
town
projects
as.

both

brought
up

passing
about
that
crompton
mill.
Is
there
a
possibility
of
saving
some
time,
energy
and
money
and
maybe
putting
on
the
market.

condition

there
was
remedial
action
taken
for
environmental
issues.
I
don't
know
the
extent
of
the
environmental
issues
that
they
were
all
cleaned
up.
If
there's
anything
left
over
whatever
the
site
is,
it

taken
by
whoever
would
buy
it
or
own
it
and
with
what's
there
known
and
unknown
so,
and
we
conceivably
could
do
that.
Yes,
is
there
a
market
for
that?
To
my
knowledge,
it
hasn't
been
since
the
90s.

there
was
a
proposal
early
on
for
someone
to
buy
the
property
and
put
some
development
on
it.
Didn't
follow
through

didn't
happen,

the
town
was
left
with
that
property
with
a
a
questionable
pedigree,

the
quality
of
the
land,
so
I
never
haven't
dove
into
what's.

it's

know

environmental
issues

of
it
is,
and
some
of
it
isn't,
but
it
