A
You
Mark,
so
president
Driscoll,
you
know
the
drill.
I,
don't
have
to
remind
you
of
anything
and
walk
us
through
your
bill
because
we're
just
going
to
have
representative
Western
do
this.
He
was
thankful
that
you
showed
up.
C
Mr,
chairman
committee,
thank
you
very
much.
First
off
chairman
Burkhardt
I
would
like
to
give
a
heartfelt
thank
to
representative
Lawley
for
her
work
on
my
bill
on
the
floor.
I
heard
one
I
didn't
get,
go
back
and
watch
it,
but
I
heard
wonderful
things
so
I.
Thank
you.
You
always
always
kind
of
take
your
life
in
your
hands.
With
someone
new
doing
one
of
your
bills
and,
like
I,
said
I
I.
Thank
you
a
lot.
Maybe.
C
173
financial
institutions,
similar
names-
this
is
really
just
a
very
simple
bill-
is
brought
To
Us
by
the
banking
industry
and
what
it
really
does
is
you
go
back
in
the
old
days
and
the
statutes
and
you
go
to
the
heart
of
it.
On
page,
two
line.
Eight
and
the
name
of
proposed
financial
institution
does
not
resemble
closely
as
cause
confusion,
naming
any
other
financial
institution,
transacting
business
and
it
used
to
say
County
and
the
old
statutes
we've
done
at
State,
because
as
well
know,
you
know
the
old
days.
C
Wyoming
County
Banks
were
were
County
Banks,
and
now
we
really
don't
have
hardly
any
County.
Banks
left
they're
all
Statewide,
and
it
stops
confusion
as
similar
names
that
you
might
have
a
bank.
That
sounds
like
a
National
Bank
chain
that
is
not
or
otherwise,
and
this
does
it
and
then
it
hadn't,
a
committee
Amendment
came
through
on
it,
and
that
is
on
page
three
and
it
does
the
exact
same
thing:
we'd
done
the
language
when
we
did
the
special
purpose,
depository
institutions,
which
is.
B
C
Part
same
conforming
language
stat,
and
with
that,
that's
that's
the
bill.
It's
pretty
tough
I
hope
that
representative
Western
doesn't
screw
it
up
because
it
can
be
you
you're,
capable
of
fumbling
the
ball
I'm
sure.
With
that
I'd
stand
for
questions.
A
A
Just
while
you're
getting
ready
staff,
could
you
see
if
you
can
get
a
hold
of
him?
Okay,
never.
D
E
Good
morning,
Jeremiah
Bishop,
State
banking,
commissioner,
this
one's
pretty
short
so
I,
don't
have
a
whole
lot
to
say.
I
know
this
came
from
the
banking
industry
just
a
little
bit
of
a
background.
This
is
changing
one
of
the
factors
that
the
bank
board
must
consider
when
approving
a
new
Charter
there's
multiple
other
ones.
This
is
just
one
of
them.
Like
the
sponsor
said
it's
his
chain,
it's
a
very
small
chain,
changing
it
from
state
to
County.
E
We
did
bring
the
amendment
in
the
committee
on
the
other
side
just
doing
the
exact
same
thing
in
chapter
five
with
which
is
for
our
trust
companies,
mainly
because
we
haven't
chartered
an
actual
bank
under
the
first
chapter,
two
in
I,
don't
know
about
15
years.
We
do
trust
companies
all
the
time,
so
it
just
made
sense
to
have
it
the
same
language
for
banks,
trust
companies
and
spdis.
D
Mr
Meyer
your
turn.
Thank
you.
Mr
chairman
Scott,
Meyer,
Wyoming,
Bankers,
Association
we'd.
Ask
that
this
bill
be
brought
only
just
because
we
are
starting
to
see
some
confusion
going
on
even
like
between
Carbon
County
and
Converse
County,
with
some
of
the
banks
that
were
being
named
along
with
the
trust
companies.
So
we
think
you
know,
as
as
technology
has
improved
and
we
are
doing
more
intra,
State
banking,
but
not
just
in
inter-county,
but
the
whole
state
that
this
made
a
lot
of
sense
so
certainly
stand
for
any
questions.
Any
questions
for
Mr.
A
B
A
Sunfile
173
financial
institution,
similar
names,
has
passed
the
minerals
committee,
I
guess,
representative
Western
is
volunteering
to
take
this
on
the
floor.
You
can
handle
it.
Do
you
want
to
do
this
before
or
like
I
can?
Do
it
too
yeah?
No,
you
can
do
it.
A
I
only
take
those
hard
bills
that
have
three
word
changes
with
that
next
bill
for
a
consideration
is
Senate
file,
139,
unlawful
use
of
a
credit
card
or
debit
card.
Senator
Cole.
Please
come
up
sorry
for
the
confusion
on
the
order.
These
were
in
I
walked
in
to
find
out
that
everybody
wanted
their
order
changed
and
everybody
wanted
to
be
first,
so
you
at
least
got
to
be
second
proceed.
F
Mr,
chairman
and
members
of
the
committee
on
the
order
of
things
so
I've
got
this
pretty
well
memorized,
I'd,
hope
and
I
can
answer
questions
this
bill
basically
expands
the.
Would
you
introduce
yourself
for
the
record?
Please
Senator
John
Kolb
100
District
12.,
please
proceed.
Thank
you.
Mr
chairman.
F
The
bill
basically
expands
the
definition
of
a
fraud
by
using
typically
it
was
just
a
credit
card
in
the
past
and
through
Court
Supreme.
C
F
Note
on
on
a
case,
my
County
attorney
had
contacted
me
and
asked
that
I
would
possibly
run
a
bill
to
clean
this
up.
So
it's
a
it's
a
fairly
simple
fix.
All
it
does
is
expand
the
the
that
fraud
to
bank
cards
and
debit
cards,
and
it
puts
it
in
the
same
class
as
a
credit
card.
And,
ironically,
we
have
this
definition
in
what's
under
skimmers,
which
is
another
type
of
fraud,
you
can
put
upon
a
fuel
pump,
it's
there,
but
it
never
apparently
got
here.
F
C
F
A
theft
and
that's
that's
really
about
it
and
I'll
stand
for
questions.
Mr,
chairman.
A
Questions
for
Senator
Cole,
any
questions
ready,
okay,
Senator
just
bear
with
us,
then.
Okay,
thank
you.
I'll,
open
public
health
testimony
and
I'll
close
public
testimony.
D
A
Senate
file,
139
unlawful
use
of
a
charge
card
or
credit
debit
card.
That's
past
the
minnows
committee.
So
thank
you.
Thank
you,
chairman
of
members,
okay,
so
on
the
floor,
heiner
or
Larson
you're
on
this
as
co-sponsors
who
wants
it?
Don't
fight?
Okay!
Thank
you,
representative
Larson.
A
So
do
you
want
to
see
if
you
can
get
okay
and
like
I,
said
this
amazes
me,
we
have
a
Firearms
bill
and
we
have
no
one
here.
Well,
that's
that's
a
good
point
representative.
A
A
A
A
So,
with
senator
dockstetter
being
okay
to
do
his
bill
on
Wednesday
because
he's
chairing
right
now,
we
will
lay
back
116
until
Wednesday
and
with
that
we're
adjourned.
