A
B
Thank
you,
Mr,
chairman
and
again
for
the
new
members
of
the
committee.
This
is
just
an
opportunity
now
that
you're
officially
in
the
seat,
to
get
up
to
date
on
what
we've
done
in
the
budget
as
we
as
we
come
into
this
supplemental
session
and
then
we'll
have
some
further
conversations
on
it,
but
just
to
remind
us
and
feel
free
to
ask
questions.
B
D
D
E
A
E
Me,
oh
thank
you.
Mr
chairman,
you
should
all
have
a
three-ring
folder
before
you.
It
has
several
bills.
This
morning
we
will
be
focusing
on
Ella
23
lso
0407.
It
is
the
largest
bill
in
your
packet
I.
Believe
it's
88
pages
long.
This
is
the
supplemental
budget
bill.
It
has
not
been
approved,
so
it
is
subject
to
your
approval
before
it
goes
to
the
floor
in
broad
terms,
The
Joint,
Appropriations
Committee
in
this
bill
spent
13
million
dollars
less
than
the
governor
requested.
E
You
did
so
in
a
combination
of
additions
and
subtractions
in
terms
of
additions.
The
Joint
Appropriations
Committee
approved
12.9
million
more
for
the
Department
of
Health
and
5
million
for
a
host
of
of
activities
and
the
two
big
reductions
you
made
were:
25.4
million
dollar
less
for
employee
compensation
and
six
million
dollars
less
for
the
MRG.
E
That's
the
mineral
royalty
grant
program
for
local
governments.
So
those
are
the
big.
The
big
changes:
a
net
13
million
dollars
over
88
pages,
mostly
a
reduction
in
employee
compensation
and
the
MRG
program,
and
you
added
to
the
Department
of
Health,
starting
on
page
one,
we'll
walk
through
the
numbers
of
each
of
the
agencies
and
and
I'll
look
to
the
chairman
and
other
members
as
to
pacing.
If
you
want
more
or
less
detail
on
page
one,
it
is
important.
E
The
long
title
of
the
bill
provides
an
explanation
to
all
members
of
the
public
and
puts
them
on
notice
for
what
is
included
in
the
bill.
So
if
you
add
things
on
the
floor,
we
may
adjust
that
the
entirety
of
section
one
is
a
boilerplate
language.
It
appears
at
the
beginning
of
every
budget.
Bill
nothing
changed
there.
There
may
be
some
note
by
members
on
the
floor
that
there
are
funds
defined
in
section
one
that
are
not
used
in
this
bill.
That's
for
two
purposes.
One!
Not
all
agencies
appear
in
this
bill.
E
A
B
E
Chairman
and
what
representative
Larson
is
referring
to,
we
call
the
SR
report
or
the
summary
report.
It
should
be
the
only
legal
size
document
in
your
three-ring
binder,
not
quite
ready
to
address
that,
but
but
coming
up
very
quickly
at
the
bottom
of
page,
four
is
section
two:
this
lists
all
of
the
agencies
that
appear
in
the
supplemental
bill.
So
one
of
your
colleagues
on
the
floor,
May
request,
May
inquire,
there's
no
agency
to
here.
Why
is
there
no
funding
for
the
Secretary
of
State's
office?
E
Well,
the
Secretary
of
State's
office
did
not
have
a
supplemental
request,
so
you
can
see
it
jumps
from
agency
one
to
agency
four
on
page
four
line
18..
The
second
common
question
on
on
the
floor
that
you
might
get
is
what
is
the
rule
for
footnotes,
so
anything
that
is
in
the
governor's
recommendation,
which
The,
Joint,
Appropriations,
Committee
approves
or
the
floor
approves,
does
not
require
a
footnote.
The
reason
being
is
there
is
a
subsection
in
title
28
under
the
budget
process.
E
That
indicates
that
anything
in
the
budget
shall
be
informed
by
all
of
the
materials
submitted
by
the
governor
to
implement.
So
if
he
is
requesting
500
000
for
predator
management-
and
you
will
see
five
hundred
thousand
dollars
in
the
Department
of
Agriculture-
it's
well
known
to
the
agency,
the
public.
We
can
follow
that
line
of
reasoning
back
to
the
original
request,
and
that
is
the
purpose
for
that.
E
The
footnotes
appear
for,
if
you
added
five
hundred
thousand
dollars
to
the
Department
of
Agriculture
in
Jac
and
the
agency
may
not
be
you
know,
or
there
may
be
turnover,
they
may
not
be
paying
attention.
What
is
this
five
hundred
thousand
dollars
for
I'm?
Pretty
sure
it
was
for
out-of-state
travel
to
a
conference?
E
E
Okay,
with
that
Mr
chairman,
we'll
move
into
page
five,
which
is
the
first
agency,
and
that
also
appears
at
the
top
of
page
one
on
your
summary
report.
Generally
speaking,
we
have,
or
Elizabeth
has
prepared
this
Sr
or
summary
report,
and
there
are
five
notes
on
the
summary
report.
We
refer
to
those
as
notes,
not
footnotes.
Footnotes
appear
in
the
budget.
Bill
notes
appear
on
the
summary
report,
and
this
is
everything
that
was
requested
and
whether
you
adopted
it
denied
it
or
added
to
it
three
options.
E
So
you
can
see
in
Note
One
the
Jac
adopted
the
governor's
wreck
of
twenty
five
thousand
dollars,
and
that
applies
to
Administration
line.
If
you
go
back
to
the
budget
bill,
you
will
see.
Administration
has
been
increased
by
in
indeed
twenty
five
thousand
dollars,
so
you
kind
of
get
a
a
sense
of
whether
you
want
to
work
off
of
the
summary
report
or
the
budget
for
your
purposes
up
here.
I
will
primarily
walk
through
the
budget.
Why
is
that?
E
Because
you
made
many
amendments
in
concept
form,
so
we
want
to
make
sure
we
got
the
language
correct
in
your
footnotes
that
you
intended
and
there
aren't
many
complicated
ones,
but
we'll
go
through
those
in
a
little
bit
more
so.
A
Don,
let
me
see
if
I
recap,
so
the
governor's
submission
talked
about
this
employee's
idea,
Festival,
that's
that
would
that
would
not
be
footnoted
in
in
407,
but
it
would
be
a
note,
not
a
footnote
in
Sr,
because
we
we
either
he
asked
for
it
and
we
approved
it.
He
asked
for
it,
we
denied
it
or
we
changed
or
added
some.
That's
correct!
Okay!
Thank
you!
E
So
I'll
start
moving
a
little
bit
quicker,
but
hopefully
everyone
kind
of
has
the
the
basics
of
this,
and
if
any
new
members
do
not
want
to,
you
know,
take
another
agency
and
go
through
a
little
bit
slower.
E
I
certainly
will
adjust
my
my
pacing
here,
but
on
page
five
of
the
budget,
the
governors
or
the
joint
Appropriations
Committee
added
25
000
for
the
ideas
Festival,
as
requested
by
the
governor,
you
also
moved
twenty
six
thousand
dollars
for
the
education
Commission
of
the
states
to
the
Department
of
Education,
that
is
agency
206..
E
That
appears
in
footnote
number
nine
on
agency
206.
That
also
appears
on
note
in
the
SR
report
number
two.
The
next
action
the
agency
or
the
joint
Appropriations
Committee
took,
is
on
line
seven
of
the
bill
special
contingency.
You
allowed
525
000
of
a
previous
lsra
appropriation
to
be
used
by
the
governor
for
special
contingencies,
as
opposed
to
public
emergencies.
So
he
has
broader
latitude
to
use
up
to
a
million
dollars.
How
do
I
get
to
a
million
dollars?
E
B
B
Ten
thousand
ten
million
dollars
a
year,
and
the
debate
in
this
in
this
committee
was:
can
he
have
access
to
that
and
we
visited
with
the
budget
and
we
felt
it
was
cleaner
to
use
this
550
000
in
it
and
segregate
that
out
for
the
issues
above
that
10
million
Authority,
that
he
has
do.
I
recall
that
accurately
Mr
chairman.
E
One
word
I
would
I
would
maybe
change
in
in
your
discussion,
not
above
the
10
million
but
win
again.
Okay
within
okay.
E
Right
now
it
is,
it
is
difficult
because
there
is
a
statute
that
provides
for
that
10
million
dollars,
okay,
but
we
have
to
kind
of
delicately
say:
we're
not
modifying
Statute
in
the
budget
bill,
but
we're
merely
providing
specifics
as
to
how
those
funds
can.
E
E
Mr,
chairman,
all
of
the
source
of
funds
for
both
your
Amendment
and
this
Public
Welfare
Emergency,
is
the
lsra
or
the
state's
rainy
day
fund.
I
should
also
mention
that
this
provision
has
only
been
in
effect
for
three
years.
It
has
never
been
exercised,
so
the
governor's
never
used
it.
It's
a
fairly
high
threshold
to
use
that,
but
it's
for
you
know
extensive
flooding,
a
tornado,
a
Public,
Welfare,
Emergency,
okay.
E
E
and
one
last
note
it
does
not
appear
in
the
op,
the
governor's
office,
but
the
governor
requested
invasive
species
funds
and
in
Governor's
letter
number
10,
and
he
asked
for
that
to
be
deposited
in
the
governor's
office,
the
Jac
elected,
to
agree
to
the
1.5
million
for
invasive
species,
but
move
that
to
the
wildlife,
natural
resource
trust
fund
for
them
to
administer,
as
opposed
to
the
governor
to
administer.
So
it's
not
here,
but
that's
why
it's
not
here.
B
Thank
you
in
don
just
if
we
could
go
back
to
note
4
on
the
summary
sheet
for
I
was
looking
at
this
this
morning.
I
was
trying
to
track
somewhere.
We
would
see
that
five
million
dollars,
as
as
you
members,
go
looking
through
the
the
budget,
Bill
and
saying.
Okay,
where
is
this
five
million
dollars
in
there?
It's
really
important,
which
I
failed
to
do
is
to
read
incompletion
the
footnote
that
tells
you
the
money's
parked
already.
B
E
Dawn
Mr,
chairman
representative
Larson,
that
is
correct.
The
money
has
already
been
appropriated
and
the
joint
Appropriations
Committee
is
redefining
the
purposes
for
which
those
funds
may
be
used
as
opposed
to
whip
generally.
5
million
of
the
27.5
can
only
be
used
for
the
advanced
Computing
Center
at
UW.
E
Thank
you,
Mr
chairman
at
the
bottom
of
page.
Seven
is
the
language
that
specifies
that
five
million
dollar
deduction
from
whip
and
I'll
jump
ahead
to
page
nine
and
I'm
going
to
take
these
in
reverse
order
just
to
stay
on
the
same
topic
at
the
bottom
of
page
nine
in
the
budget,
Bill
footnote
number
11
directs
that
five
million
dollars
to
the
whip
for
the
advanced
Computing
Center
at
UW,
footnote
number
10
on
line
17
provides
for
that
use
of
five
hundred
and
twenty
five
thousand
dollars
for
special
contingencies.
E
So
this
is
the
language
that
that
we
propose
as
staff
to
use,
to
designate
the
use
of
those
funds
and
still
be
within
statute,
as
cited
there
and
footnote
number.
Nine
is
a
designation
to
shift
the
education
Commission
of
the
states
not
only
in
this
budget,
but
you
can
see
in
on
lines
13
through
15
the
expectation
of
the
legislature
that
education,
Commission
of
the
states
not
be
part
of
the
governor's
office
going
forward
and
that
shift
over
to
the
Department
of
Education
in
perpetuity.
E
If
there
are
no
further
questions,
we'll
move
to
the
next
agency,
which
is
section
4
state
treasurer's
office,
this
is
a
fairly
clean
budget.
You'll
recall
there
was
no
supplemental
budget.
There
was
only
a
a
treasurer's
letter
that
asked
for
forty
one
thousand
dollars
in
general
funds
and
43
000
in
special
revenue
for
enhanced
compensation
for
the
two
attorney
positions
within
that
agency.
E
You
will
see
no
changes
to
any
of
their
footnotes,
and
that
brings
us
to
page
14
of
the
budget
Bill.
If
there
are
no
questions
on
the
state
treasurer,
seeing
none
in.
A
The
departure
done,
then,
so
that
was
that
was
a
budget
request
and,
and
why
does
it
not
receive
it,
because
it's
informed
by
the
materials
that
he
submitted
with
the
with
the
treasures
letter
correct
so
he'll
know
what
that
money's
for
all
right.
Thank
you.
E
The
Joint
Appropriations
Committee
added
five
million
dollars
and
footnote
number
one
for
a
survey
of
state
employees
working
in
Cheyenne,
and
this
was
Senator
Hicks
motion.
So
I
would
direct
folks
who
were
in
favor
of
that
motion
to
the
bottom
of
page
15..
E
The
survey
is
to
to
consider
an
opportunity
to
retain
their
current
position
and
salary
and
recall,
relocate
to
Fremont
County
and
be
office
in
a
State
Office
Building
in
Riverton,
and
be
more
inclined
to
recall
locate
if
the
state
would
assist
in
defraying
moving
expenses
and
then
subsection
B
indicates
that
this
will
not
be
a
continuous
five
thousand
dollar
appropriation
in
future
fiscal
years.
E
Back
on
page
14
line
19
the
the
joint
Appropriations
Committee
agreed
with
the
gov's
wreck
for
three
thousand
dollars
in
maintenance
agreements
on
line
22.
The
Jac
approved
6.5
million
dollars
for
risk
management,
and
that
was
2
million
higher
than
the
Jac
and
then
the
governor
had
recommended.
So
you
added
money
there
to
risk
management.
E
You
also
approved
five
FTE
and
footnote
number
two
for
operations
and
maintenance
at
the
thyra
Thompson
facility,
and
the
only
purpose
of
footnote
number
two
is
to
specify
a
portion
of
that
was
for
one
time
and
shall
not
be
ongoing
funds
and
I
believe.
Finally,
you
provided
356
thousand
dollars
for
additional
General
funds
for
utilities
at
the
thyra
Thompson
Building,
and
on
line
27
you're
concurred
with
the
governor's
recommendation
to
reduce
five
FTE
in
Human,
Resources,
Division
and
803
thousand
dollars.
E
If
you
move
to
the
middle
of
page
15,
you
will
see
there
are
no
change
to
the
FTE.
The
FTE
count
in
this
agency
is
still
280..
In
fact,
a
lot
went
on
you
added
five
positions
and
you
subtracted
five
positions,
and
it
just
happened
that
it
worked
out
so
that
there's
a
no
net
change.
Five
people
were
reduced
in
Human
Resources
added
primarily
in
operations.
E
The
committee
approved
275
thousand
dollars
for
Education
assistance,
as
recommended
by
the
governor,
and
you
approved
one
half
of
the
request
for
marketing
at
eighty
six
thousand
dollars
and
you
added
footnote
number
five,
which
appears
on
the
bottom
of
page
18,
for
marketing
efforts
to
work
with
the
University
of
Wyoming
in
their
marketing
efforts
and
on
line
17.
You
eliminated
eight
hundred
thousand
dollars
and
footnote
number
two
for
the
Air
National
Guard
for
routine
maintenance,
I.
Believe
the
agency
indicated
that
the
air
guard
could
not
use
those
funds,
but
the
Army
guard
could.
E
So.
You
will
see
on
line
20
that
you
we
have
added
that
same
amount.
Eight
hundred
thousand
dollars
in
footnote
number
three,
so
footnote
number
two
on
page
17
is
struck
and
footnote
number
three.
There
is
a
net
edition
of
eight
hundred
thousand
dollars
in
the
form
of
500
000
general
fund,
three
hundred
thousand
federal
funds
on
line
22,
Veterans
Services
or
excuse
me
line
20
still,
Army,
National
Guard.
You
also
added
footnote
number
six,
no
additional
funds
there,
but
added
footnote
number.
E
Six
to
allow
for
a
movement
of
funds
in
the
cowboy
ChalleNGe
Program
housed
at
Guernsey
to
move
those
previously
appropriated
funds
from
the
100
series
to
the
900
series
to
allow
for
out-of-state
contracts
for
placements
of
Wyoming
students
in
other
states
and
Mr
chairman
at
on
line
25.
E
E
A
moving
to

if
there
are
no
other
questions,
the
Department
of
Agriculture
there's
only
one
change
here.
This
was
an
increase
of
1.48
million
dollars,
as
as
requested
in
Governor's
letter
number
nine
for
the
animal
damage
Management
program,
as
it
was
a
request
to
the
governor.
There
is
no
footnote
associated
with
that,
and
that
concludes

Department
of
Agriculture.
E
Moving
on
to
the
bottom
of
page
20
of
the
budget,
Bill
section
11,
Department
of
Revenue
I
will
pause
on
line.
26
Administration,
The,
Joint,
Appropriations
Committee
did
deny
one
accountant,
as
requested
by
the
governor's
office.
However,
on
lines
27
of
page
20
and
the
top
of
page
21
line
one,
you
added
a
tax
analyst
and
thirty
thousand
dollars
for
postage.
Thank
you
on
lines.
Two
and
three:
the
valuation
division.
E
E
You
also
approved
78
000
dollars
for
professional
development
in
the
valuation
division.
On
line
five,
you
will
see
the
addition
of
one
senior
inspection
analyst
within
the
Liquor
Division
so
net
on
line
13.
You
will
see
an
addition
of
two
individuals
or
two
positions,
rather
in
the
Department
of
Revenue,
the
senior
inspection
analyst
in
The
Liquor
Division
and
the
tax
analyst
in
the
revenue
division.
E
Is
correct
and
actually
that's
my
first
kind
of
blue
note
here
for
our
purposes.
Thank
you
for
bringing
that
up,
representative
Larson
on
lines,
22
and
23,
or
excuse
me
21
and
22.
This
shall
not
be
effective
if
any
other
legislation
enacted
during
the
2023
General
Session
provides
residential
property,
tax
reductions
or
residential
property
tax
relief.
E
That's
a
fairly
broad
statement.
So
if,
if
you
wanted
to
redefine
that
there
are
a
lot
of
bills
out
there,
if
it
provides
property
tax
relief
for
commercial
property,
they
still
get
this,
that's
not
residential
if
they
provide
a
another
bill,
provides
a
very
narrow
property
tax
relief
for
only
those,
let's
say
in
excess
of
100
years
of
age,
and
they
can
get
up
to
ten
dollars
of
relief.
This
5
million
goes
away,
so
it
is
not
set
on
any
amount.
Mr
chairman.
B
E
Mr,
chairman
representative,
actually,
no
okay.
We
did
take
that
into
account
if
there
is
a
a
constitutional
amendment,
for
example-
and
there
are
some
discussions
of
that
on
line
23,
it
does
limit
this
to
property
taxes
to
be
collected
in
fiscal
year
24..
So
it
has
to
be
that
immediate
relief,
any
other
questions
on
the
Department
of
Revenue
or
that
footnote,
if
not
we'll,
move
on
to
the
Attorney
General's
office.
So
don't.
A
F
F
Never
mind
Mr,
chairman
Senator
Guru.
Thank
you,
Mr,
chairman
Don.
If
we
wanted
to
add
some
language,
if
we
were
so
disposed
to
add
language
that
to
protect
this
a
little
bit
more,
could
you
come
up
with
this
that
you
know
you
have
to
do
it
now?
We
do
talk
about
offline.
Can
you
speak
up
just
a
little
bit
more
sorry,
we
could
talk
about
it
offline,
but
just
to
come
up
with
something
if
there
was
something
what
we
wanted
to
do
to
just
make
this
just
a
little
tighter.
E
F
E
Mr
chairman,
please
Senator,
Guru
I,
think
that's
exactly.
The
purpose
of
this
is
for
the
new
committee
to
see
in
writing
what
the
impacts
of
the
motion
were
and,
as
you
can
see,
we
have
a
few
that
we
will
bring
up.
As
did
you
really
mean
this,
or
did
you
want
this
to
be
biennialized
or
and
and
by
really
I
mean
I
didn't
mean
that
in
a
negative
way,
for
example,
the
lsra
discussion
we
had
on
special
contingency?
E
Did
you
want
that
to
be
in
addition
to
the
10
million,
a
new
525
000.?
Those
are
the
kinds
of
of
modifications,
including
further
delineation
in
this,
but
no.
G
Mr,
chairman
representative
Stith,
chairman
Don,
three
sort
of
repeat
what
you
just
said:
could
you
walk
through
on
this
five
million
dollars?
Let's
imagine
that
there
are
no
bills
dealing
with
residential
property
tax
relief
that
are
passed
at
all.
What
is
this
five
million
dollars,
then?
How
does
it
get
applied
then
say
to
a
you
know:
a
given
homeowners,
residential
property
tax.
E
Great
great
question:
Mr
Mr,
chairman
and
representative
Stith:
if,
if
there
are
no
bills
that
pass,
then
the
current
statutory
program
remains,
in
effect,
not
everyone
who
is
participating,
not
everyone
who
is
eligible
for
that
program
is
participating
and
as
property
tax
increases,
provide
additional
pressure.
I
think
taxpayers
are
looking
for
areas
of
relief,
so
the
number
of
participants
could
add
could
join
this
program.
However,
the
five
million
dollars
is
well
beyond
the
expectations
of
the
Department
of
Revenue
for
people
who
will
are
eligible
and
will
seek
out
this
assistance.
A
B
E
Or
Mr
chairman
I
believe
it
is
limited
to
residential.
A
Anything
further
thing
further
and
Senator
garud
you
maybe
you
can
we
can
get
together
and
we
can
find
out
what
you've
got
in
mind
on
on
tightening
all
right.
Thank
you.
Please,.
E
Proceed:
Mr
chairman
on
page
22,
there's
a
relatively
straightforward
agency
that
attorney
general's
office.
E
The
governor's
recommendation
was
for
358
thousand
dollars
for
School
Finance
litigation
and
the
joint
Appropriations
Committee
increased
that
by
391
to
bring
it
to
an
even
750
thousand
dollars
for
school
Finance
litigation
in
section
20,
the
Department
of
Environmental
Quality
on
line
16
and
17
The
Joint
Appropriations
Committee
agreed
with
the
governor's
record
and
added
one
mine,
Reclamation
specialist,
on
page
23
line,
19
and
20.
E
You
The
Joint,
Appropriations
Committee
agreed
with
two
positions
within
the
water
quality
division,
a
geologist
and
an
engineer,
and
you
added
footnote
number
two
which
appears
on
page
24
lines
9
through
15,
which
makes
those
two
positions
one
time
foreign
ly.
If
you're
looking
at
the
department
of
environmental
qualities
book,
you
will
see,
they
requested
the
authority
to
carry
over
AML
funds
for
air
quality,
monitoring
and
modeling,
and
that
does
not
appear
in
their
budget.
E
Rather,
you
will
see
that
in
section
316
at
the
end
of
the
budget,
because
it
requires
a
fair
bit
of
narrative
to
carry
those
those
funds
forward
so
net.
On
page
24
line
five,
you
will
see
the
DEQ
included
an
increase
of
three
positions:
a
mine,
Reclamation,
specialist,
a
geologist
in
water
quality
and
an
engineer
in
water
quality.
E
agency
21
on
the
bottom
of
page
24
is
the
Department
of
audit.
This
is
also
relatively
straightforward
on
lines:
21
and
22
in
the
banking
division,
The
Joint
Appropriations
Committee
concurred
with
the
governor's
recommendation
and
added
352
thousand
dollars
for
salary
increases
for
Bank
examiners.
It
was
a
gov's
wreck,
no
footnote
needed
on
the
top
in
the
middle
of
page
25.
As
the
next
agency
Public
Service
Commission
on
the
first
action
that
committee
took
was
to
add
a
principal
economic
facility
engineer
the
funds
for
that
position
appear
on
line
12..
E
E
The
second
significant
action
by
The,
Joint,
Appropriations
Committee,
is
comprised
on
lines
11
and
14,
and
footnote
number
one,
and
basically,
whether
or
not
Senate
File
2,
which
is
a
joint
corporations
committee
bill,
passes
or
fails
the
position
funding
associated
with
that
Universal
service
fund
and
if
a
split
Position
will
be
retained
and
so
either
it
will
be
paid
for
by
Universal
service
funds
on
line
14.
If
Senate
File
2
is
enacted
if
it
is
or
is
not
enacted.
E
If
it
is
enacted,
then
that
funding
for
that
position
will
shift
in
part
to
line
11
and
12.
E
On
page
26,
the
Department
of
State
Parks
had
two
changes.
The
first
appears
on
page
page
26
lines:
10
and
11.
The
Joint
Appropriations
Committee
reduced
the
governor's
recommendation
of
eight
million
dollar
deposit
to
the
cultural
trust
fund
and
approved
4
million
of
that
8
million,
and
that
also
is
specified
further
in
well.
Actually,
no,
oh
footnote
number.
Six
basically
adds
that
four
million
dollars
excuse
me
and
then
on
lines.
E
15
and
16,
The
Joint,
Appropriations
Committee
concurred
with
the
governor's
recommendation
of
four
hundred
thousand
dollars
for
outdoor
recreation.
This
is
paid
for
by
the
Wyoming
Department
of
Tourism
or
office
of
tour
ism's
budget,
which
is
derived
from
lodging
taxes
done.
A
E
Mr
Mr,
chairman
I
I,
think
you
might
be
considering
either
the
arpa
funds
for
outdoor
recreation,
which
is
a
separate
bill,
or
the
Department
of
Tourism
made
a
request
as
well
and
that
related
to
their
their
welcome.
A
Centers,
well,
no,
there
was
a.
There
was
a
request
for
outdoor
trails.
That
was
for
a
position
and
then
some
money
to
come
out
of
the
travel
and
tourism
account
for
construction
and
I
thought
we
Senator
grew.
Didn't
you
move
that
we
we
strike
the
funds
for
construction
and
that
was
passed
by
the
committee.
F
And
don't
think
it
was
Mr
chairman,
I'd
I,
think
actually
former
representative
Schwartz
made
that
motion
to
increase
that
and
we
denied
it.
That's
what
I
recalled.
E
E
It
thank
you
Mr
chairman,
on
page
28
lines.
Six
and
seven.
You
did
not
vote
on
this.
You
can.
If
you'd
like
this,
is
merely
a
conforming
or
a
technical
correction.
E
H
Mr
chairman
continue
on
agency
27
on
page
29,
the
state
construction
Department
we're
on
page
seven
of
the
status
report.
If
you're
following
along,
we
added
our
Jac
added
and
adopted
the
governor's
letter
number
eight
of
five
hundred
thousand
for
Contract
Services,
oh
pardon
I
read
the
wrong
one.
Jay-Z
adopted
the
nine
million
dollar
request
for
major
maintenance
for
K-12
and
then
on
line
12
Jac,
the
governor
did
ask
for
some
additional
funds
for
school
inflation.
However,
that
doesn't
appear
here
in
this
table.
B
E
E
If
there
are
no
other
questions
agency,
37
the
state
engineer,
lines,
12
and
13.,
you
provided
500
000
and
concurred
with
the
governor's
recommendation
for
hydrologic
modeling
The
Joint,
Appropriations
Committee,
also
added
650
000
for
the
Upper
Colorado
Green
River
and
Snake
River
Basin
work
with
one
FTE
and
the
ability
of
what
we
call
superflex
or
the
ability
to
move
funds
between
full-time
employees
or
contractors.
E
That
Authority
appears
on
page
31,
footnote
number
two,
and
on
line
21
and
22
The
Joint
Appropriations
Committee
concurred
with
the
governor's
request
for
forty
thousand
dollars
for
a
consultant
on
the
North
Platte
settlement.
You
will
see
on
the
top
of
page
31
line
two
one
additional
FTE.
E
Any
if
there
are
no
questions,
the
next
agency
is
agency,
39,
the
wildlife,
natural
resource
trust
fund.
There
are
two
activities
here.
The
first
occurs
on
page
23,
all
right,
page,
31
lines,
23
and
24.
You
will
see
an
addition
of
1.5
million
dollars.
This
is
for
invasive
species.
It
also
relates
to
footnote
number
four
and
Governor's
letter
number
10,
so
recall
our
conversation
in
the
governor's
office.
He'd
ask
for
this
money
in
the
governor's
office,
Jac
moved
it
to
the
wildlife,
natural
resource
trust
fund.
E
Subsequently,
on
lines
25
and
26,
you
added
a
total
of
10
million
dollars
to
be
deposited
into
the
wildlife
trust
fund,
Corpus
5
million
from
the
general
fund
in
the
First
Column
of
numbers
and
5
million
from
s0,
which
is
defined
in
footnote
number
five.
This
essentially
is
investment
income
that
is
not
being
used
for
projects
is
being
tipped
over
into
the
permanent
Corpus
of
the
wildlife
natural
resource
trust
fund.
Those
footnotes
appear
at
the
top
of
page
33.
E
E
This
is
the
reversions,
so
the
the
committee
directed
39.3
million
dollars
of
reversions
from
the
Department
of
Health
to
be
deposited
in
a
newly
created
account
the
state
hospital
demolition
account.
Now
it
doesn't
appropriate
those
funds,
the
appropriation
of
those
funds
and
the
demolition
activities
appear
in
the
Capital
Construction
Bill.
This
is
just
the
capturing
of
that
those
revenues.
E
Then
on
line
16
through
19
.
The,
Joint,
Appropriations,
Committee
added
five
million
dollars
of
General
funds,
11
million
dollars
of
federal
funds,
as
requested
by
the
governor
for
nursing
home
rebasement.
E
You
added
45
million
dollars
of
federal
funds
for
Indian
Health
Services,
a
Jac
Amendment,
you
added
a
total
of
6.3
million
dollars,
half
General
funds,
half
federal
funds
for
a
reimbursement
of
the
comprehensive,
comprehensive
waiver.
This
is
a
essentially
a
restoration
of
a
step.
Three
cut
from
two
years
ago,
you
also
added
15
million
dollars,
split
50
from
the
general
fund,
7.5
million
50
from
the
federal
fund,
7.5
million,
to
reduce
the
wait
list
for
persons
with
developmental
disabilities,
and
you
also
concurred
with
the
buy-in
appropriation
for
duly
eligible
individuals.
E
A
D
Mr
chairman
don,
did
you
say
that
the
JC
added
that
45
million
for
IHS.
E
There
are
a
couple
that
I
I
did
have
not
addressed.
You
also
adopted
the
governor's
recommendation
of
18
million.
That
appears
on
Note
three
of
the
summary
report.
This
is
for
The
increased
fmap,
the
6.2
percent
temporary
increase
in
the
federal
medical
assistance
percentage
from
the
federal
government
and.
E
And
Mr
chairman,
you
also
approved
1.8
million
dollars
for
a
total
of
1.8
million
dollars,
general
fund
1.8
million
in
federal
funds.
This
is
note
number
four
for
increased
Medical
Dental
rates.
E
This
was
also
a
Governor's
recommendation.
That
concludes
all
of
Health
Care
financing
and
for
those
of
you
on
this
summary
report,
those
are
notes:
two,
three
five,
four,
five,
six
seven
and
eight
all
of
those
appear
on
line
16
through
19
of
the
budget,
Bill
I'm.
Looking
for
the
dental
Dental,
it
appears
on
line
note
4.
A
I
Walters,
thank
you
Mr
chairman
functionally
speaking
Don.
As
we
look
at
footnote
number
13,
which
is
on
page
40
bottom
of
40
top
41.
It's
the
reversionary
funds
from
the
Department
of
Health
for
the
demolition
account
if
it
say
we're
Midway
through
this
second
half
of
the
biennium
and
they
started
to
see
some
reversions.
Could
they
start
depositing
those
in
that
account
and
begin
demolition
planning
activities,
or
does
that
have
to
fill
the
account
and
then
a
year
from
now,
we
would
appropriate
from
that
account
to
start
the
activities.
E
Chairman
of
Representative
Walters,
we
tried
to
capture
the
urgency
or
the
timeliness
of
this
on
page
41
lines,
three
and
four
by
indicating
that
those
can
be
transferred
by
the
state
auditor
as
soon
as
identified
by
the
Department
of
Health.
Now,
practically
speaking,
the
vast
majority
of
agencies
don't
revert
money
until
the
end
of
the
biennium,
which
would
be
June
of
2024.
E
C
B
E
Mr
Mr,
chairman
representative
Larson
I,
would
add
one
adjustment
to
that
statement.
There
is
another
appropriation,
but
it
occurs
in
the
Capcom
Bill
and
then
it
proceeds
without
an
additional
legislative
action.
A
And
don't
refresh
my
recollection
is
this
overseen
by
the
state
Construction
Division
Mr
chairman
that
is
correct,
it's
overseen
by
and
then
he
gave
us
a
10-year
program
for
this
I
I.
Don't
recall
him
needing
39
million
dollars
in
Year
One,
so
I'm
a
little
bit,
and
maybe
the
vice
chairman
can
help
me
out.
I
still
am
befuddled
as
to
why
we're
putting
40
million
dollars
in
when
it's
a
10-year
project.
A
B
I
I
think
that
the
intent
here
Mr
chairman,
was
to
park
money.
While
we
had
it,
and
we
could
certainly
I
think
the
director
of
the
Department
of
construction
outlined
that
it
didn't
have
to
all
be
done
at
once
that
you
we
could
parse
that
out
and
use
funds
as
available
and
this
committee
elected
to
put
the
money
in
park.
It
doesn't
mean
we
have
to
do
it
all
at
once,
but
it
allows
us
to
do
it
and
have
the
funds
to
get
it
done.
B
A
E
You
Don
Mr
chairman,
the
next
section
of
notes
on
the
budget.
Bill
appears
on
page
33
lines
24
through
27
and
on
this
summary
report.
These
are
notes:
9,
10,
11
and
12.
E
note
9,
the
governor
or
the
joint
Appropriations
Committee
denied
the
governor's
wreck
of
a
hundred
and
seven
thousand
dollars
for
a
Crisis
Care
Resource
coordinator
note
number
11..
You
adopted
Five
Million
Dollar
General
funds
for
Behavioral
Health
redesign.
This
one
is
a
little
bit
complicated
as
well,
because
you
will
see
a
five
million
dollar
appropriation
in
the
arpa
bill
and
the
language
associated
with
footnote
number
15
in
this
bill,
and
the
footnote
that
appears
in
the
arpa
bill
is
to
use
arpa
money
first,
but
then
it
is
backstopped
with
General
funds.
E
This
same
approach
was
used
for
the
whammy
program,
for
instance
last
year,
when
there
was
some
uncertainty
as
to
whether
it
would
qualify
for
arpa
funds
same
language
next
on
Note
number,
11
Jac
denied
the
governor's
wreck
and
added
221
thousand
dollars
for
preschool
enrollment
growth
for
an
increase
of
25
qualifying
children,
and
this
is
closely
associated
with
the
next
note
note:
12
Jac
increase
the
governor's
recommendation
of
1.9
million
dollars
general
fund
by
adding
2
million
in
change
for
a
total
of
four
million
dollars
for
the
preschool
external
cost
adjustment.
E
E
Jac
adopted
the
gov's
wreck
of
2.7
million
dollars
to
restore
funds
for
the
Wyoming
Home
Services
budget
you'll
recall
last
year
you
approved
arpa
funds
and
it
was
determined
by
the
executive
branch
that
this
program
did
not
qualify
for
arpa
funds.
So
this
is
a
general
fund
appropriation
to
restore
that
program.
This
is
to
provide
services
and
with
the
intent
of
keeping
elderly
in
their
homes
which
which
pays
you
the
budget
is
that.
A
E
Done
Mr
chairman,
that
appears
on
page
34
line
five,
an
addition
of
four
million
dollars
or
gives
me
2.7
million
dollars,
and
then
there
is
no
footnote
associated
with
it,
because.
H
E
Was
a
Governor's
request?
Okay
got
you,
but
there
is
a
footnote
associated
with
a
little
bit
different
activity
that
is
related
to
footnote
number
16.
The
language
of
footnote
number
16
appears
on
page
42
of
the
budget
and
it
directs
the
Department
of
Health,
with
the
consent
of
the
governor
to
engage
in
negotiations
with
the
Federal
Department
of
Health
for
a
waiver.
I
would
describe
that
as
a
narrow,
narrowly
tailored
long-term
care
waiver.
E
Mr
chairman
the
footnotes
I've
already
addressed
on
page
40
and
41,
but
there
is
one
which
I
do
want
to
bring
to
the
attention
of
the
committee.
Perhaps
some
confusion
on
staff's
part
interpreting
the
motion,
and
that
appears
on
page
41
lines
18
through
21..
We
do
understand
that
the
increase
for
funding
to
reduce
the
wait
list
for
comprehensive
services
in
the
amount
of
7.5
million
General
funds,
7.5
million
federal
funds,
is
to
be
ongoing
and
biennialized.
E
However,
subsection
B
the
increase
for
the
provider,
reimbursement
of
totaling
3.1
million
dollars
federal
funds,
3.1
million
dollars,
General
funds
that
might
be
sustained
rather
than
doubled.
Right
now
in
the
bill
it
is
doubled.
But
that
is
a
restoration
of
it
would
be
essentially
20
or
twice
the.
C
G
We
allocate
an
additional
seven
and
a
half
million
dollars
of
general
fund
money
for
one
fiscal
year
and
then
ongoing
it'll
be
biennialized,
but
for
the
provider
reimbursement
we're
giving
him
about
an
extra
3.19
of
general
fund,
but
that's
not
going
to
be
biennialized
that
this
will
be
ongoing,
but
for
the
two-year
next
cycle
is
still
just
3.1
million.
Is
that
correct.
B
Mr
chairman,
if
I
may
and
so
it'd
be
3.1
million
per
year,
and
so
then
it
would
not
get
by
so.
If
we,
if
we
put
it
as
3.1,
will
you
need
to
get
biennialized
next
year?
It
would
be,
it
would
be
double
that
and
we
want
it
to
remain.
The
3.1
moving
forward
is
isn't
that
right
best
way
you
come
in
through
the
cut
we
we
want
to
restore
it
the
same
way
it
was
removed
through
the
cut.
E
Mr,
chairman
representative,
stiff
and
representative
Larson
I
think
you
are
both
correct.
I.
Think
representative
Stith
is
looking
at
it
at
just
the
general
fund
and
really
we're
talking
about
7.2
total
50
general
fund
50.
So
it's
3.1.
C
E
Mr
chairman
I
I,
do
observe
the
time
I
I
understood
you
wanted
to
adjourn
it
at
nine.
We
could
do
two
more
agencies
very
quickly.
If
you
wanted
there's.
E
The
bottom
of
page
42,
the
livestock
board,
there's
only
one
change:
It's
associated
with
Governor's
letter
number
11.,
The,
Joint,
Appropriations
Committee
concurred
with
the
governor
and
added
500
000
for
brucellosis
testing,
which
appears
on
line
24..
No
footnote
is
required
on
page
43,
the
Wyoming
Community
College
commission.
The
modification
appears
on
line
16,
where
the
joint
Appropriations
Committee
again
concurred
with
the
governor's
recommendation
and
provided
369
thousand
dollars
for
a
modeling
software
related
to
Capital
Construction
prioritization
Mr
chairman
that
takes
us
to
the
state
lands
on
page
44.
