going
to
affect
a
lot
of
people
in
the
state.

I've
got

lot
of
constituents
who
are
Sportsman
guides
Outfitters.
All
of
the
above
that
that
this
will
directly
affect
it,
changes
the
course
of
what
we've
had
for
decades
in
this.

That's
what
it

it
amounts
to.
You
know
selfishly
I,
like
the
idea
I'm
way
under
the
necessary
points
to
draw
the
tag,
but
we
gotta
think
outside
ourselves
sometimes
and
do
what's
best
for

people,
for
our
constituents
and
for
Wyoming
and
understanding
that
this
system
is
gonna,
come
to
a
complete
halt
and
we're
going
to
tell
people
sorry,
you're,
you're,
no
longer
going
to
get
that
dream,
hunt,
you're,
gonna,
go
back
to
Ground,
Zero
and
and
your
time
and
effort
and
money
is
going
to
be
put
to
waste.

few
ideas:

not
going

dive

that

going

stick
to
this
bill
I'm

what
we
can
do,
there's
far
better
ways
to
address
this.

to
equal

those

would
like
to
get
into
the

bill

governor
set
up

look
at
Wildlife
issues

our
state
came
up

this
particular

problem

we
have
is
an
increasing
demand
for
these
tags
in
a
decreasing
supply
of
animals.

current
system

have
is
unsustainable,
long
term.

system
protects
those
folks
who

points

four
years
and

they

have
that
dream
of
drawing
and

beyond
that
other
people
who
have
multi

be
cubed
in
this
case
with
the
amendment
that
are

the

representative
from
Sheridan

one
important
issue

there

people
out
there?
There
are
a
lot
of
people
who
have
20
or
more

alone
says

system
doesn't
work
as
it

Currently,

remember
when
they
started
this
system
and
yes
I've
been
putting
in
since
they
started
it
they
at
the
time
the
idea
was
in
five
to
ten
years.
I
You
were
almost
guaranteed
of
a
license
and
at
the
animal
numbers
in
those
days
you
probably
were
but
over
time
over
the
last
and
let's
you
get
a
point
a
year.
If
you
apply
and
you
don't
draw
a
license,
you
get
a
point.
If
you
don't
want
to
even
do
that,
you
can
buy
a
point
over
the
years,
so
20
some
people
have
25
points
25
years.

We
need
to
come
up
with
a
better
idea
of
giving
people
the
opportunity
to
hunt
these
animals
and
it's
an
opportunity.
There's
no
guarantee
I,
wouldn't
want
to
guarantee.
What
fun
is
that
you
know
you
hunt.
You
hunt
sheep.
You
can
spend
literally
weeks
in
the
mountains
and
not
see
one.
Then
again,
you
can
see
one
getting
out
of
your
truck
and
that's
the
opportunity.

got
a
number
of
people,
as
the
good
speaker
had
said,
who
spent
I
believe
it
was
18
months.
Looking
at
this
issue,
we
had
citizens,
we
had
Hunters
Outfitters
ranchers
other
people
and
that
go
look
at
the

diverse
background
of
the
people
on
this
committee.
Some
were
Hunters
on
the
task
force.
Rather
some
were
Hunters.
Some
were
not.
They
spent
a
lot
of
time.
They
looked
at
other
states.
You
know
the
states
with
south
of
us
has
a
trophy
elk
area,
you're
stuck
putting
in
that
area
for
at
least
I.
I
Believe
it's
17
years
before
you
stand
any
chance
of
getting
a
license
any
and
if
you
miss
a
year
you're
out
and
that
I
looked
at
it
years
ago
and
thought
well,
you
know
you're
balancing
inevitability
with
age
versus
getting
a
license
and
that
there
aren't
any
perfect
systems.

the

bill

a

we
started
debating
it
is
a
lot,

the
most
we've
ever

species

stripes
down
their
backs
and
big
bushy
tails,
and
you

you
can
use
a
lot
of
different
species.

don't
believe

people
use
their

waterfowl
dogs,

don't
go
out
and
shoot
waterfowl
just
to
help
train
them.

until

season

between
the

use
some

dummy
type
item
to

the

cat

seasons
are
when
those
cats

would
have

to

concern

that

let
these
cats
have
any
reprieve.

pressure

is
these
houndsmen

state

these
dogs

considerations

we
heard
in
committee

came
forward
and
testified,
and
that's
why
we're
asking

this

be
here
in
the
first
place,
we
already
have
this
concept
of
fish
catch
and
release.

think
you

the
gentleman

the
capital

process

setting
these

commission

lengthy
and
involved

not
expedited.

process

they've
done
a
lot

other
species

impact

fiscal

up

our
agency
suggested

impact
of
that
might
be
and

impact

cat
tracks
wandering
right

bit
so
I'm
in
a
unique
situation
and
the
guy
that
lives
over
the
hill
for
me
loves
to
mount
to
to
hunt
mountain
lions,

so
he
talked
to
me
about
this
bill.

He
raises
dogs
specifically
for
this,
and
he
said
you
know-
and
this
past
year
in
here
in
this
County
the
the
number
of
it's
it's
not
like
deer
hunting
season.
Like
was
said
before
so
with
mountain
lions,
you
have
to
call
the
game
and
fish
and
say:
hey:
have
enough
Lions
been
killed,
so
so
sorry,
the
the
department,
so
there's
a
certain
block
of
time.

It's
about
two
months,
long
that
that
you
can
hunt
these
mountain
lion,
lions
in
the
state
and
depending
on
the
area,
depending
on
how
many
lions
get
killed
during
the
season,
because
you
you
have
to
report
the
lion
kill,
so
the
the
commission
knows
exactly
how
many
lines
are
being
killed
all
the
time.
So
the
commission
limits
the
number
of
lines
that
can
be
killed
in
a
certain
area
this
past
year.

Our
two-month
season
was
over
in
15
days
because
they
said
up
enough
lines
have
been
killed
it's
over
so
now
for
the
guy
that
lives
over
the
hill.
From
me
who
raises
dogs
specifically
for
this
every
year
he
said
you

two

feeding
my
dogs
all
year.
Long
for
two
weeks
of
a
season
is
not
very
long,
so
he
wants
the
opportunity
to
take
his
dogs
out
and
to
have
them
chase
Lions
during
this
time
period.
To
to
you
know,
it's
like
exercising
your
dog,
it's
training
your
dog.

Now
when
it
comes
to
lions,
typically
they
are
always
treed
and
so
a
lion
climbs
up
a
tree.
You
call
off
the
dogs,
you
take
them
home.
So
that's!
What's
going
to
happen
and
the
the
Lion's
not
going

not
going
to
be
harmed
except
get
them
a
little
exercise,
but
I
would
much
prefer
to
have
the
dogs
running
around
and
the
Lions
around
my
house
frankly.

think
this
is
a
good
bill.

them
the
more
crafty
and

we

tap

tree
and

cat
gets

closer,
those
dogs
get
so

scent
in

tree

jump
and
tap
it
and
keep
going
