A
I,
like
your
welcome
I'd
like
to
welcome
you
to
tonight's
public
hearing.
If
anyone
at
present
is
planning
on
presenting
a
testimony,
please
sign
in
and
the
sheet
in
the
back
of
the
room.
A
It's
wednesday
february,
the
9th
the
time
is
six
o'clock,
except
for
our
public
hearing.
All
three
commissioners
are
present.
Madam
clerk,
are
there
any
changes
to
the
agenda.
B

A
E
Mr
chairman
and
commissioners
of
staff
would
like
would
request
for
this
item
to
be
tabled
to
your
march
9th
public
hearing.
The
applicant
has
another
application
on
the
subject:
property
they'll
be
heard
by
the
board
on
that
public
hearing
and
staff
finds
it
would
be
more
beneficial
to
hear
both
applications
at
the
same
public
hearing.
B
D
A
You've
heard
the
motion
in
favor
say:
aye
aye,
aye
aye
motion
carries.
A
E
E
The
multi-family
development
will
consist
of
28
apartments
and
seven
two-story
structures.
The
time
extension
is
needed
due
to
the
rising
costs
of
material
and
labor.
The
fringe
improvements
along
cloverdale
road
and
the
subdivision
infrastructure
have
been
completed,
along
with
the
sewer
and
water
improvements,
along
with
some
concrete
work.
This
is
the
first
board
grand
time
extension
for
this
project.
If
the
board
were
to
approve
the
time
extension,
it
could
be
given
until
january
14
2024,
we
did
not
receive
any
neighbor
comments
on
this
application
agency.
Responses
did
not
provide
any
objections
to
the
time.
E
A
B
For
clarification
for
the
record,
our
report
says
january
15
2024
for
the
time
extension,
and
you
mentioned
it
was
january
15th,
so
we'll
need
to
know
which
date.
A
A
Okay,
does
the
applicant
wish
to
offer
any
testimony?
Is
the
applicant
here,
okay,
if
not
I'll,
entertain
I'll
close
the
public
hearing
on
application,
two
zero
one:
eight:
zero,
zero,
three:
three:
seven
mspte
red
oak
development?
Is
there
any
discussion
from
the
board,
not
I'll,
entertain
a
motion.
D
Well,
mr
chair,
I
move
to
approve
application
number
20180337-msp.
D
Based
on
the
application
and
the
staff
bindings.
A
That'd
be
nice,
wouldn't
it
yes,
it
would
be.
Okay,
you
read
the
motion
all
in
favor
say
right.
D
A
E
The
applicant
has
applied
for
variants
to
grant
relief
from
development
standard
to
allow
for
the
second
floor
of
the
accessory
structure
to
be
used
for
the
secondary
dwelling,
while
the
principal
may
dwell
in
a
single
story
to
grant
variance,
there's
three
criteria
that
need
to
be
satisfied.
The
first
criteria
is
the
variance
not
grant
special
right
of
privilege,
that's
not
otherwise
allowed
in
the
base
district,
two,
the
variance
releases.
I
do
hardship
due
to
characteristics
of
the
site
and
three.
The
variance
should
not
be
detrimental
to
the
public
health
safety
and
welfare.
E
The
variance
released
undue
hardship
due
to
characteristics
of
the
site,
the
subject
property
is
a
corner
lot.
So,
if
you
look
at
the
arrow
to
the
right,
you
can
see
that
the
property
is
at
the
corner
of
beacon,
light
road
in
glen
stuart
lane,
as
you
turn
off
beacon
light
and
onto
north
glen
stewart
lane.
The
principal
premier
dwelling
is
one
of
the
first
structures
that
you
see.
E
The
accessory
structures
on
the
property
along
with
the
outdoor
rying
arena
are
located
east
of
the
princely
premier
dwelling
in
order
to
preserve
the
aesthetics
and
view
of
the
principle
from
a
dwelling
from
north
glenster
lane
and
to
maintain
the
existing
outdoor
rying
arena.
The
most
logical
place
for
the
secondary
dwelling
is
in
the
second
floor
of
the
proposed
accessory
structure.
E
The
variance
is
not
detrimental
to
the
public
health
safety
and
welfare,
as
the
applicant
is
required
to
obtain
a
building
permit
to
build
the
structure
and
other
agencies
have
not
raised
any
objections
regarding
the
variance
we
did
not
receive
any
neighbor
comments
objections
to
the
variance
application.
E
A
B
Just
want
to
make
a
note
for
the
record
that
when
this
application
was
first
submitted,
it
did
not
meet
the
block
coverage
requirements,
but
during
that
process
we
passed
ordinance
number
934
changing
the
percentage
from
5
to
20.
So
therefore
this
should
be
allowed
under
that
because
it
does
fall
under
it.
So
I
think
for
tonight
our
deliberation
should
just
be
about
the
story.
The
one
story
versus
two-strike.
B
Follow-Up
question,
mr
chair.
Yes,
so
brent,
you
mentioned
that
there
were
other
homes
in
the
area
that
had
second
story
dwellings.
E
Well,
there's
other
secondary
dwellings
in
the
area,
so
the
use
itself
is
is
there's
other
properties
in
the
eagle
area
that
have
secondary
dwellings
and
I'm
not
exactly
sure
how
many
are.
I
know,
there's
a
probably
a
couple
that
have
secondary
dwellings
that
are
on
the
second
floor
of
a
accessory
structure.
Okay,.
B
B
A
Okay,
thank
you,
commissioner.
All
right
is
there
anyone
from
the
audience
that
would
like
to
testify.
This
is
the
applicant
here.
A
A
F
They
we've
gone
through
a
lot
of
process
on
trying
to
figure
out
the
best
solution.
This
this
building
actually
sits
below
the
the
top
of
the
roof
line,
is
actually
below
the
existing
home
roof
line
because
it
sits
below
the
bench
on
their
property
we're
going
to
match
all
of
the
existing
finishes
on
the
exterior
of
this
building
to
match
what
they
have
we're
willing
to
work
with
the
county
on
whatever
we
need
to
do
to
get
this
done.
F
A
Okay,
thank
you
is
there.
Anyone
else
here
would
like
to
speak
to
this.
If
there's
not,
I
will
close
the
public
hearing
on
application.
Two
zero,
two
one:
zero
three,
two,
eight
four
v,
marvin
david:
what's
the
is
there
any
discussion
from
the
board.
B
Well,
mr
chair,
I
think
we
always
take
into
consideration
the
the
neighbors
and
their
concerns
and
issues
and,
according
to
the
testimony,
the
visual
of
this
doesn't
even
come
up
to
the
level
of
the
first
story.
So
I
appreciate
that
testimony
and
I
think,
since
we're
looking
at
changing
this
in
our
upzoning
or
upcoming
zoning
amendments,
I
would
be
inclined
to
go
ahead
and
approve
this.
B
A
B
I'm
gonna
go
ahead
then
make
the
motion
to
approve
application
number
two:
zero:
two
one:
zero
three,
two,
eight
four
v
based
on
the
findings
of
facts,
conclusions
of
law
contained
in
the
staff
report
and
then
the
brief
that
good
testimony
will
be
heard
here
tonight
by
the
applicant.
H
H
H
There
are
many
opportunities
for
the
county
to
coordinate
with
these
agencies,
as
well
as
compass
and
vrt
in
prioritizing
projects
and
making
future
transportation
decisions,
and
there
are
also
opportunities
to
work
with
with
and
support
the
city's
anita
county.
Regarding
future
transportation
plans
within
the
areas
of
impact.
H
The
plan
also
provides
an
overview
of
the
transportation
framework
in
ada
county
and
other
data
related
to
transportation,
such
as
traffic
volumes,
population
densities,
projected
growth,
pedestrian
and
bicycle
facilities
and
crash
locations.
There
are
a
lot
of
maps
within
the
appendix
you
can
look
at
that.
The
consultant
developed
for
us,
so
five
primary
goals
with
accompanying
strategies
and
actions
have
been
identified
in
the
plan
to
guide
the
county
going
forward.
H
The
first
goal
includes
strategies
to
improve
education
and
outreach.
We
had
a
neighborhood
association
express
difficulty
in
knowing
who
has
jurisdiction
over
what
sometimes
when
an
application
is
submitted,
achd
itd
city
county,
so
we
can
provide
more
information
there.
It
also
calls
for
increased
collaboration
with
the
cities
and
other
agencies
on
project
prioritization
and
large
developments.
H
Through
this,
the
city
said
they
would
like
more
regular
check-ins
with
the
county
just
to
talk
about
upcoming
developments
and
projects
and
areas
of
impact
counties
actively
involved
with
compass,
so
we're
meeting
with
these
cities
and
transportation
agencies
regularly.
I
just
want
to
increase
our
collaboration
with
them.
H
Third
goal
includes
strategies
prioritizing
projects
significant
to
unincorporated
ada
county,
preserving
adequate
right-of-way
and
easements
for
future
facilities,
also
adopting
city
trail
and
pathway
plans.
We
we
recently
adopted
meridian
and
garden
cities
trail
plans
as
part
of
our
aci
renegotiations
with
them,
and
we'd
like
to
continue
doing
that
with
the
other
cities,
get
their
trail
plans
adopted
for
the
areas
of
impact
and
another
project.
H
A
list
of
priority
corridors
was
also
developed,
considering
such
factors
as
traffic
volumes,
location
of
future
growth,
crash
data,
bike
facilities,
transit
routes,
commuting
patterns
and
stakeholder
input,
with
an
overall
emphasis
on
unincorporated
ada
county.
The
cities
naturally
are
focused
on
projects
within
their
areas
of
impact
and
their
boundaries.
So
it's
important
for
the
county
to
keep
an
eye
on
the
transportation
projects
outside
the
areas
of
impact.
H
B
B
It
was
loud
and
clear
that
people
didn't
know
the
difference
between
us
and
achd
for
one
and
so
just
having
that
education
out
there
in
the
communities.
But
this
is
such
a
great
planning
tool
and
communication
tool
and
will
help
us
all
coordinate
better
together.
Remember
when
I
first
came
on
board,
we'd
get
a
phone
call
and
we'd
have
about
a
week
to
put
together
our
comments
and
impact
on
what
should
be
happening
in
the
transportation
arena,
and
we
didn't
have
the
sophisticated
tool
like
we
do
today.
B
H
A
A
D
A
Okay-
and
I
would
like
to
add,
add
to
it
that
this
this
work
has
taken
a
long
time
and
it's
started
by
even
a
previous
board
and
the
the
work
that
was
done
there
is
is
now
finally
reaching
fruition
and
it's
nice
that
that
can
happen,
and
then
we
can
advance
the
the
agenda
and
with
that
you've
heard
the
motion,
is
there
any
further
discussion
hearing,
none
all
in
favor,
say
aye
aye.
D
A
I
Good
evening,
chairman
and
members
of
the
board,
the
item
for
you
is
variance
an
accessory
use
application
to
allow
for
the
construction
of
a
300
square,
360
square
foot
secondary
dwelling
with
a
160
square
foot
attached
garage,
which
will
be
located
10
feet
from
the
rear
property
line.
The
applicant
is
michelle
galloway.
I
As
you
can
see,
on
the
site
plan,
a
proposed
roadway
linking
development
to
the
north,
with
proposed
development
to
the
south,
will
bisect
the
property
and
separate
the
secondary
dwelling
from
the
primary
dwelling.
This,
coupled
with
the
unique
layout
of
the
lot,
as
mentioned
before,
easements
associated
with
the
middle
tech
canal
and
development
of
the
north
and
west
staff,
believes
the
applicant's
variants
should
be
approved.
I
I
I
B
Just
for
clarification,
mr
chair,
so
is
the
undue
hardship.
Is
it
the
middleton
canal
or
is
it
a
future
collective
road.
I
Yeah,
chair
chairman
commissioner
kenyon.
I
I
think
it's
the
future
collector
roadway,
which
is
you
know
they
had
initially
proposed
to
locate
this
per
our
setbacks
and
per
star's
comments
which
were
included
in
the
packet
they.
They
were
very
adamant
that
this
needed
to
be
shifted
somewhere
else
on
pro
on
the
property
and,
as
you
look
at
other
places,
to
put
this,
we've
got
the
easement
associated
with
middleton
canal.
We've
got
kind
of
a
regular
shaped
property
that
doesn't
really
allow
for
much
outside
of
the
primary
or
in
front.
I
A
No
other
questions
I'll
take
any
any
any
comments
from
the
public.
Is
there
anyone
on
the
phone
wishes
to
testify?
Is
there
anyone
in
the
public
wishes
to
testify.
I
Chairman
the
applicant
did
mention
they're
in
agreement
with
staff's
recommendation.
They
can
attest
to
that
fact.
If
I
need.
A
And
you
do
support
the
application.
I
do
okay.
Thank
you.
I
will
then
close
the
public
hearing
on
application.
Two
zero.
Two
one:
zero:
two,
six:
six:
zero
vac
michelle
galloway.
Is
there
any
discussion
from
the
board
hearing,
none
which
pleasure
the
board.
B
Well,
mr
chair,
I
don't
think
that
this
is
going
to
cause
be
detrimental
to
public
health
safety
welfare.
I
don't
think
that
it
really
grants
a
special
right
of
privilege
and
that
it
in
fact,
does
believe
an
undue
hardship
due
to
the
future
collective
road
because
of
the
middleton
canal.
So
I'm
going
to
go
ahead
and
recommend
make
a
motion
two
three:
two:
zero:
two
one:
zero
two:
six:
six:
zero
dash
v
dash
ac,
the
variance
and
based
on
staff's
testimony
tonight
and
what
we
have
in
our
report.
A
A
G
G
The
current
owner
was
provided
a
record
of
survey
indeed
for
the
4.63
acre
property,
which
was
not
approved
by
ada
county,
the
property
boundary
adjustment
is
required
by
ada
county
code
to
be
in
substantial
conformance
to
the
recorded
plot.
Final
plots
in
the
rural
urban
transition
district
are
allowed.
A
25
deviation
from
how
the
original
lots
were
plotted
in
terms
of
size
and
layout.
G
The
property
boundary
adjustment
will
exceed
this
25
percent
deviation,
thus
requiring
the
variance
some
key
points
about
this
application
are
that
the
minimum
property
size
for
the
rut
district
is
five
acres,
so
the
property
boundary
adjustment
will
create
a
legal
property
that
is
more
conforming
with
the
dimensional
standards
of
the
zone,
that
it's
in
variance
is
also
not
detrimental
to
the
public
health,
safety
and
welfare.
As
we
had
no
agency
objections,
we
also
had
no
neighbor
objections
with
that
staff
is
recommending
approval
of
the
variance
and
property
boundary
adjustment
and
I'll
stand
for
any
questions.
B
B
Okay,
and
so
what
we're
saying
is
the
owner
was
unaware
that
he
that
this
was
gifted
or
that
was
sold
or
at
a
different
time,
right,
correct.
G
So
they
were
provided
that
record
of
survey
for
the
entire
property,
along
with
the
deed.
That
gave
the
legal
description
of
the
entire
parcel
as
one
piece
and.
B
Are
other
homes
in
this
smell
how
it's
a
small
subdivision,
how
many
homes
are
in
there.
G
G
A
Okay,
any
other
questions
from
the
commission.
Very
none
is
there
any
public
comment
from
anyone.
J
No
thank
you
very
much.
I
think
that
pretty
much
sums
it
up,
we
do
have
the
support
of
all
the
neighbors.
She
is
correct
in
saying
that
the
reason
we
didn't
invite
the
other
neighbors
is
because
we
have
we.
J
D
B
A
quick
question
so
so
this
will
actually
put
it,
so
it
is
more
confirming
because
it's
over
the
five
acres
now
where
it
needs
to
be
still
under
five
acres.
It
is
under
five
acres,
so
not
that
4.23!
Okay!
Is
there
anything
else
that
was
found
to
be
unconforming
about
the
lot.
A
Okay,
all
right,
thank
you
is
there.
Anyone
from
the
public
here
wish
to
testify
hearing
none.
I
will
close
the
I'll
be
carrying
on
application.
Two
zero,
two
one:
zero
three:
three:
three
five
v
bpa,
laura
heller
and
raymond
churchill.
B
Yes,
mr
chand
added
that
before
I
second
that
I
just
want
to
for
the
record
note
that
I
don't.
I
don't
believe
that
this
grants
a
special
right
or
privilege.
I
do
think
that
it
relieves
an
undue
hardship
based
on
the
testimony
tonight
and
with
the
staff,
but
in
the
report,
and
that
the
change
would
not
be
detrimental
to
safety
or
any
kind
of
public
health
or
welfare
issues
so
I'll.
Second,
it.
A
Okay,
you've
heard
the
the
motion
all
in
favor,
say:
aye
aye,
aye
aye
motion
carries
thank
you.
K
Thank
you,
mr
chairman.
Before
you,
we
have
oh
sorry,
application.
Two
zero,
two
one:
zero,
two,
nine
four,
three
v
c:
u
m
s!
P
applicant
is
r
plus
energies,
so
this
is
a
conditional
use,
permit
master
site
plan
and
variance
application
to
develop
a
3
000
acre
solar
farm,
including
an
electric
transmission
line
and
substation.
K
K
Access
to
the
site
is
from
monroe
avenue,
and
the
property
as
a
whole
is
multiple
parcels
here
at
play.
It's
3029
acres,
and
here
you
can
see
somewhat
of
a
substation
elevation
view,
and
I
will
have
the
applicant
come
up
later
and
describe
more
of
this
in
detail,
but
essentially
r
plus
energies
is
going
to
be
operating
the
the
pleasant
valley,
solar
project,
as
they
call
it
per
further
detail
letter
provided
by
the
applicant.
K
K
K
K
The
required
parking
spaces
have
been
provided
on
the
site.
I
believe
there
are
two
parking
spaces
for
any
employees.
No
public
will
be
permitted
to
be
on
site,
and
then
there
was
a
natural
features.
Analysis
also
submitted
and
approved
the
u.s
fish
and
wildlife
and
idaho
fish
and
game
are
requiring
the
applicant
to
do
further
testing
and
surveys
for
slick,
spot,
pepper
grass.
K
So
there
is
a
variance
application
involved
with
this
you'll
see
here
on
the
left.
This
is
one
of
the
solar
panels.
The
picture
on
the
right
kind
of
gives
you
a
larger
picture
of
what
the
panels
would
look
like,
so
the
variance
is
required
because
there's
going
to
be
larger
than
five
percent
of
the
property
covered
in
structures,
so
the
variance
would
relieve
an
undue
hardship
due
to
the
characteristics
of
the
site.
K
In
addition
for
the
solar
power
facilities
to
be
practical
and
absorb
as
much
energy
as
possible,
they
need
full
use
of
the
property
for
this
project.
If
the
variance
was
not
granted,
the
project
would
no
longer
be
financially
feasible
for
the
applicant
and
therefore
this
variance
will
relieve
an
undue
hardship.
K
I
will
also
note
that
this
will
not
be
a
special
writer.
I'm
sorry.
This
will
not
be
detrimental
to
the
public
health
safety
and
welfare.
As
there
have
been
public
agencies
that
have
provided
comments,
there
will
be
building
permits
required
and
further
analysis
by
our
engineering
team
and
then
also
from
fish
and
game
of
u.s
fish
and
wildlife,
but
they
did
not
foresee
there
being
any
issues
to
you
know
deny
this
application.
K
K
I'm
not
familiar
with
water
usage,
you
know
as
it
pertains
to
solar
facilities,
so
I'll
have
the
applicant
address
that
and
I
will
note
the
staff
is
recommending
approval
with
conditions
in
place.
Probably
one
of
the
most
notable
conditions
is
that
the
applicant
worked
with
u.s
fish
and
wildlife
to
complete
those
surveys
on
site,
and
I
will
stand
for
any
questions.
K
Both
the
u.s
fish
and
wildlife
and
idaho
fish
and
game
have
provided
comments.
Both
of
them
noted
that
there
is
slick,
spot
pepper
grass
in
the
area.
K
I
do
believe
that
fish
and
game
they
essentially
said
that
they
they
would
like
the
applicant
to
work
with
the
us,
fish
and
wildlife
for
these
surveys-
and
hopefully
the
applicant
can
address
this
as
well,
but
I
think
for
slick,
spot
pepper
grass,
because
it's
endangered
species
they
have
to
work
with
u.s
fish
and
wildlife.
K
L
That's
about
all
I'm
going
to
take
here
good
evening,
commissioners,
for
the
record,
my
name
is
dave
beader
I
work
for
gardner
company.
The
address
is
8th
and
main
suite
1220
here
in
boise,
I
fair
amount
of
years
on
the
other
side
of
the
days
where
you
all
are,
and
but
this
is
my
first
foray
from
the
public
side,
so
I
would
ask
you
to
be
kind.
If
you
will
please,
I
want
to
thank
your
staff
first
of
all
on
the
good,
hard
work
they
put
into
this
application.
L
L
Us,
probably
all
of
you
know
gardner's,
been
in
the
valley
for
almost
20
years
now
and
is
known
for
long-term
investments
and
developments
that
are
community
minded.
I
won't
go
into
all
their
developments,
but
a
couple
of
the
greatest
hits
are
the
filled.
The
hole
in
the
ground
at
eighth
in
maine,
which
I
for
one,
am
very,
very
grateful.
I
think
at
some
level
all
of
us
are
the
convention
center
expansion,
computer
science
building
for
boise
state,
our
plus
energy
is
a
subsidiary
of
gardner.
L
L
ada
county
and
the
whole
valley
really
needs
solar
sources
of
electricity
to
meet
the
intense
demand
and
growth
that
we
see
and
those
energy
sources
are
best
located
close
to
where
that
demands
come.
I
don't
obviously
don't
need
to
tell
the
commissioners
how
intense
the
time
this
particular
is,
but
we
don't
foresee
that
diminishing
in
the
foreseeable
future.
This
is
a
325
megawatt
project.
L
L
These
facilities
are
taxed
in
a
different
way.
Three
and
a
half
percent
of
gross
revenues
are
collected
by
the
state
and
then
remitted
to
the
county.
L
L
L
In
fact,
I
don't
know
that
you
could
find
a
better
value
to
ada
county
citizens
and
it
really
than
than
something
like
this.
I
I
certainly
and
I've
been
at
this
a
number
of
years,
can't
think
of
any
other
use
that
provides
this
kind
of
revenue
without
any
demand
on
services.
L
So,
with
that
I'd
like
to
introduce
luigi
resta
he's
the
president
of
our
plus
energies
and
he'll
give
much
more
specific
details
on
the
project.
Our
team
is
here
to
answer
any
questions
after
mr
resta's
comment.
So
thank.
C
Well,
thank
you,
mr
beater,
for
the
introduction
good
evening.
Mr
chairman
and
commissioners.
My
name
is
luigi
resta,
I'm
the
president
of
our
plus
energies,
and
and
thank
you
for
for
the
staff
report.
They've
done
a
fantastic
job
on
this.
Mr
beader
just
mentioned
the
sales
tax
economics
are
always
a
big
top
of
the
list
question
and
and
the
way
the
state
does
it
is
they
assess
a
three
and
a
half
percent
of
gross
revenue
on
an
annual
ba
on
an
annual
basis.
C
We
expect
this
project
to
last
for
40
years,
and
although
we
don't
have
the
specific
number
of
what
that
contribution
would
be
today,
because
we
don't
know
what
the
sale
price
of
the
electricity
will
be,
it
would
be
to
the
tunes
of
hundreds
and
possibly
half
a
million
dollars
a
year
and
that
will
go
on
for
the
life
of
the
project.
So
we
do
also
expect
that
this
project
will
be
built
in
phases.
So,
although
the
the
application
is
for
325
megawatts,
that
would
be
the
total
build
out
of
it.
C
We
do
have
two
interconnection
positions
with
pacific
corporate.
Excuse
me,
idaho,
power
now
and
one
for
200
megawatts
the
second
one
for
125
megawatts
getting
us
to
the
100
325
megawatts.
We
do
have
a
couple
slides
here,
so
it
is,
I
think
the
staff
covered
where
it
is
the
interconnection
voltage
is
a
230..
We
will
have
to
build
a
new
utility
substation
on
site,
so
that's
part
of
the
infrastructure
that
will
be
built
there,
and
I
think
the
staff
and
the
commissioner
is
probably
very
aware
of
idaho
power's
current
rfp,
their
request
for
proposal.
C
Looking
for
renewable
energy
and
and
capacity
batteries,
there
is
in
idaho
power
system
right
now
at
energy
deficit.
They
ran
a
request
for
a
proposal.
Last
year,
they're
running
a
new
one.
This
year
we
expect
that
they'll
run
another
one
next
year
and
that
would
be
looking
for
renewable
energy,
but
also
energy
storage
and
the
energy
deficit.
That
I
just
talked
about
is
that
energy
storage
side
of
it?
C
C
C
This
is
a
single
axis
tracker
as
you
as
connor
mentioned
earlier,
it
will
track
the
rows
are
set
up
north
to
south.
The
solar
panels
will
track
the
sun
from
east
to
west.
So,
as
the
sun
comes
up
in
the
morning,
they're
facing
the
east
and
they
fall
and
they
track
over
to
the
west
to
maximize
the
output
of
the
solar,
there
will
be
a
couple
different
facilities,
as
I
just
discus
discussed,
and
it
will
be
with
idaho.
C
The
goal
is
to
have
the
interconnection
and
ultimately
sell
the
power
to
idaho
power
to
meet
their
ongoing
demands
and
their
future
demands.
C
Idaho
power
aims
to
be
at
100
renewable
by
2045.
This
would
be
one
of
those
projects
that
would
help
it.
We
we
will
have
to
go
through
a
competitive
bidding
process.
This
project
will
have
to
be
submitted
into
that,
that's
upcoming,
which
is
part
of
the
reason
why
we're
before
the
board
tonight,
for
the
conditional
news
permit
that
just
bolsters
and
improves
the
the
view
of
the
project
in
our
submission
to
that
rfp,
and
we
will
be
submitting
submitting
the
project.
C
So
that's
really
important.
That
would
include
the
slick
spot
and
I
think
it
is
u.s
fish
and
wildlife
who
we
talked
to,
and
they
were
very
excited
about
the
fact
that
this
is
a
standard
process
for
us
at
our
plus
to
to
do
the
studies
and
then
do
the
mitigation
steps
that
are
required.
The
other
question
that
was
raised
was
water,
use
and
and
really
for
water
for
a
solar
project.
It
is
once
the
project
is
done,
the
construction.
C
We
have
no
need
for
water,
and
if
we
did
what
used
water,
it
would
be
for
washing
the
panels
only
and
you
don't
really
want
to
have
bad
or
well
water.
That
has
mineral
deposits,
because
that
doesn't
get
the
modulus
clean.
So
we
will
have
water
needs
during
construction
for
dust
control
and
abatement
and
some
compaction.
C
So
post,
post
construction,
no
water
use
it.
The
other
thing
about
solar
is
that
they
do
create
jobs
during
construction.
Those
would
be
local
jobs
and-
and
we
really
try
hard
to
make
sure
that
we
use
as
much
local
resources,
contractors,
subcontractors
and
staff
to
do
the
work
that
is
low
sourced
locally.
So,
in
past
projects
we
found
that
93
of
the
workforce
and
the
subcontractors
were
able
to
be
sourced
locally.
I
would
expect
the
same
thing
here.
C
So
the
325
megawatts
is
probably
two
years
of
construction,
300
people,
construction,
related
jobs
and
then
ftes,
post
construction
is
probably
four
to
five.
They
don't
create
a
lot
of
jobs,
but
for
the
long
ongoing
operation,
but
there
will
be
some
jobs
here.
I
have
opened
up
for
questions.
D
So
have
you
had
a
chance
to
observe
these
panels
and
in
action
anywhere
else?
Yes,
so
I'm
just
curious.
Do
they
do?
Do
the
motors
generate
a
lot
of
noise
or
what's
the
noise
emissions
going
to
be.
C
No
there's
two
different
tracking
systems.
One
has
a
dc
motor
that
is
on
each
row.
So,
as
I
described
earlier,
you
drive
a
vertical
pile
into
the
ground,
there's
a
tube
that
goes
on
top
and
then
the
panels
are
mounted
on
top
of
those.
The
current
and
most
used
form
has
a
little
dc
motor.
That's
about
this
big!
It's
a
little
spinner
that
spins
the
row
of
about
83
panels
on
that
on
that
single
track,
and
you
can't
hear
it
at
all.
C
There
will
be
some
sound
related
to
the
inverters
that
are,
you
know,
converting
the
dc
power
to
ac
power.
Those,
usually
you
can't
hear
from
more
than
250
feet
away
and
those
will
be
largely
in
the
center
of
the
of
the
array.
The
the
other
probably
loudest,
making
sound
or
noise
creator
is
the
the
substation
which,
if
you
go
to
any
of
the
idaho
power
substations
they
have
when
it's
really
hot
out,
then
like
a
slight
worrying,
and
that
would
be
the
sound
that
you
would
hear.
D
Okay
and
then,
as
far
as
light
reflecting
off
the
panels,
does
it
what
how
much
reflection?
Is
it
possible
that
could
you
know
blind
people
driving?
Does
it
create
a
lot
of
heat
in
the
air
that
might
affect
birds?
Could
you
talk
to
that
absolutely.
C
These
are
solar,
photovoltaic
pv
panels
that
are
bifacial,
so
they
actually
collect
sun
from
the
bottom
and
the
top.
It's
a
newer
technology.
All
solar
panels
are
made
to
absorb
light
and
not
to
reflect
light,
and
their
goal
is
to
convert
sunlight
into
electricity,
so
they
don't
want
to
be
re,
reflective
in
nature.
C
The
question
comes
up
a
lot
about
that,
and
what
I
would
say
is
that
the
faa
has
allowed
solar
panels
directly
adjacent
to
landing
strips
and
for
air
airports.
I
mean
that
would
be
the
highest
risk,
so
so
they're
made
to
be
non-reflective
and
would
not
be
shooting
rays.
There
is
like
in
down
in
las
vegas
there's
bright
source.
There
are
solar
technologies
that
use
mirrors
to
reflect
into
a
a
vessel
to
absorb
that
sunlight
in
the
heat.
This
is
not
that
technology.
D
Mr
chair,
yes
and
then
I
was
curious
about
potential
fires.
What's
the
fire
risk
out
there,
if
you
know
any
sparks
got
on
the
ground?
What
are
you
doing
to
address
fire
issues.
C
I
so
on
the
solar
array
itself:
you
have
metal
steel
posts
and
tube
glass
and
the
frame
of
the
solar
panels.
Some
dc
wire
I've
never
seen
a
solar
panel
in
a
field,
catch
fire
and
there's
thousands
of
them
now
around
the
world,
solar
or
fire
on
the
ground.
As
a
result
of
a
brush
fire,
we
would
have
to
have
fire
safety
around
the
perimeter
of
the
fence
and
then
do
vegetation
control
inside
of
the
field.
What
happens
outside
of
our
fence
and
our
controlled
area.
For
what
you
know,
sage
grass
fire
going
through.
D
C
That's
what
I
four
to
five,
maybe
six,
the
battery
part
will
require
some
additional
staff,
but
generally
the
solar
solar
fields
themselves,
once
they're
built
they're,
they're,
zero
to
low
maintenance,
so
really
not
a
lot
of
full-time
employees
out
there
and
then
one
clarification
on
the
coverage
ratio
so
that
we
call
it
the
ground
coverage
ratio
or
gcr.
C
So
our
ground
coverage
ratio,
we
we
have
to
maximize
the
the
amount
of
useful
land
that
we
can
but
we're
covering
about
35
percent
of
the
actual
physical
ground.
C
If
the
panels
were
sitting
in
a
flat
position
like
this,
so
65
of
the
ground
is
open,
35
percent
is
covered
and
they
track
and
the
reason
why
we
need
the
35
percent
and
it
changes
it
depends
depending
on
latitude,
but
is
that
when
the
panels
are
oriented
to
the
east
or
to
the
west,
we
don't
want
this
panel
shading
the
panel
behind
it
because
you're
not
getting
the
power
output.
So
so
the
pin
the
rows
are
about
20
to
24
feet
in
in
between.
So
there's
a
lot
of
open
space.
B
B
County
also
has
a
goal
of
clean
energy
by
2045,
so
we're
partners
in
that
goal.
Thank
you.
I'm
just
really
interested
in
projects
like
this
and
could
sit
here
and
just
probably
ask
a
whole
lot
of
questions
that
were
irrelevant
to
your
various
requests.
At
some
point
we
can
talk,
maybe
offline.
C
C
That
number
is
known
already.
I
think
it's
about
six
million
dollars
for
the
for
the
substation
that
then
gets
like,
I
said,
transferred
to
them.
They'll
they'll
also
also
need
to
own
the
land
underneath
it
so
at
some
point,
we'll
have
to
come
for
a
subdivision
to
identify
that
plot
and
and
subdivide
and
sell
or
grant
the
land
title
to
idaho
power.
As
far
as
other
people
using
it,
I
would
say
that
it
it
becomes
a
public
or
idaho
power
utility
owned
function.
C
C
B
And
then
how
do
you
clean
these?
How
do
you
keep
them
clean?
If
there's
like
a
big,
you
know
windstorm
and
then
rain
and.
C
Rain
terrain:
well,
we've
I've
built
quite
a
few
of
these,
and
I
just
visited
one
yesterday.
Actually
that
has
been
out
in
the
field
for
five
years
in
southern
utah
and
in
five
years
it
hasn't
had
to
be
washed.
Now.
What
we
found
is
that
it
really
depends
on
geographically,
where
it's
located
and
what
the
dust
and
rain
and
snow
are
in
that
area.
C
And
I
imagine
here
what
happens
is
that
the
rain
washes
all
the
soft
dust
off
and
then,
when
it
snows
and
ice
forms
that
snow
and
because
they're
trackers
actually
takes
all
the
dust
and
water
and
and
kind
of
takes
the
dust
with
the
snow
and
as
it
sheets
off,
so
that
project
hasn't
been
washed
in,
like
I
said
five
years,
and
what
I
was
have
been
told
is
one
of
the
highest
performing
or
producing
projects.
That's
out
there.
So.
B
And
then
have
you
ever
had
to
deal
with
the
slick,
spot,
pepper
grass
issue
before.
C
B
J
B
Critical
to
our
ecosystem,
and
so
I
you
know,
I
just
want
to
make
sure
that
you're
well
aware.
We
take
care
of
our
sagebrush
step
here
in
idaho
and
it's
part
of
the
idaho
protections
as
well.
So
hopefully
you
can.
You
can
work
with
us
and
make
sure
that
we
don't
disturb
any
of
that
and
figure
out
how
to
keep
it
all
intact.
C
A
Thank
you.
I
have
a
question
for
you,
the
325
megawatts
that
you
anticipate
upon
full
completion
on
average
household
utility.
How
many?
How
many
houses
would
that
power.
C
Oh
commissioner,
you're
making
my
life
really
difficult.
It
depends
on
the
size
of
the
house,
I
guess,
and
how
much
power
you
use.
But
let's
assume
that
every
house
uses
about
10
kilowatts.
C
You
would
get
a
thousand
houses
per
100
megawatts.
So
is
that
right
math?
I
think
it's
about
a
thousand
per
per
megawatt.
I'm
trying
to
do
that.
It's
about
300
000,
maybe
300,
000
houses.
That's
a
lot
of
houses!
B
A
Okay.
Are
there
any
other
people
that
want
to
testify
on
this
project?
A
No
one
hearing,
none.
I
will
close
the
public
hearing
on
application.
Two,
zero,
two
one,
two,
nine
four,
three
v
c:
u
m
s!
P
r,
plus
energies.
Is
there
a
discussion
from
the
board.
B
Well,
mr
chair,
I'm
excited
to
move
to
approve
this.
I
think
it's
a
great
opportunity
for
ada
county
and
to
have
partnerships
like
this
and
innovative
companies
coming
here.
I
think
it
it's
exciting
and,
like
I
mentioned
before,
anything
that
helps
reduce
the
use
of
fossil
fuels
and
emissions,
helps
the
environment
and
creates
energy
and
a
boost
to
the
economy,
I'm
all
for
it.
So
I'm
going
to
go
ahead
and
make
a
motion
to
go
ahead
and
approve.
Unless,
commissioner
davidson,
you
like
to
say
anything
else
before
I
make
the
motion.
D
No
I'll
I'll
agree
with
your
sentiments,
and
I
just
know
that
if
anything
goes
wrong
with
it,
we
can
blame
it.
Blame
dave,
beater,
that's.
B
A
You
I
think
this
is
I'm
pleased
to
see
the
advancement
in
the
solar
energy
over
the
years
with
the
technology
that's
available
now
makes
these
kind
of
projects
a
viable
part
of
our
electric
grid
and
with
325
megawatts.
That's
a
huge
amount
of
electricity
to
be
generated,
and
I
think
it'll
be
a
fine
addition
to
this
community
with
that
I'll
I'll
call
for
the
question.
Unless
there's
any
further
discussion
hearing
or
for
the
discussion,
all
in
favor,
say
aye
aye,.
