to

some
additional
information
and
return
with
some
potential
conditions
of
approval
that
you'll
review
tonight,

consider
I'm
going
to
do
a
quick
overview
of
the
project
before
covering
those
items,
a
few
slides
and
then
we'll
jump
into
those.

property
is

parcel
zoned,
rural
residential
and
located
at
the
base
of
the
eagle
foothills.

shown
in
this

the

Property

side
of
homer
road
near
the
intersection
of
park.
Lane
and
homer
road
is
the
dividing
line
between
eagles
area
of
city
impact
and
our
jurisdiction.

jurisdiction,

guess,
surrounding
properties
of
the
north,
east
and
west,
are
all
approximately
10
acres

size.

residential

occupied

either
residential

agricultural

none

county
has
utilized
sound

recommendation
would
be
that
those

located

areas
that
would
block
any
outdoor
seating
areas
or

that

condition

project

kind
of
code
section
to
figure
out
what
qualifies
as
an
actual
sound
barrier

finally,
you
directed
the
legal
team

review
claims

violations

the
property

residence
needing

county

the
county
where
that
occurs.

so
that

the
additional

violations

none

trucks

property

events

promotional
events
are
permitted,
excluding
wine
pickups
and

might

Wineries
typically
are
allowed
24,
promotional
events
annually
up
to
50
guests
max,
and
so
this
condition
would
say
those
are
not
allowed
we're
only
going
to
allow
wine
pickups
as
any
type
of
event
related
to
the
project.

revenue

industry

value

take

fact

agricultural
land

going
to
be
gone

county

firewall

stops

people

ensures
that
our
kids,
grandkids

their
grandkids
still

see
open
space
in
ada
county
and
they
don't
see
orange
county

ventura
county.

county

work

city,
because
the
planners
in
the
city
since
2011

I've
met

always
envisioned
what
we're
discussing

been
involved
in
multiple
meetings
with
him
and
the
city
in
terms
of
supporting
this.

are

multiple
large

considered

model

size

vehicles
delivering

far-fetched.

no

have

much
agribusiness

supported

down
from

why

chose
this

opportunity.

onion
farm
or
a
potato
farm
during
farming

there'd

major
trucks,
hauling
those
onions
and
those
potatoes
off

be
farm
equipment,
moving
up

down
the
roadways.
These
properties

zoned
agriculture,
so
the
alternative
could
be
a
pig
farm.
It
could
be
a
ranch,
it
could
be
a
dairy,
it
could
be
a
potato
farm.

the
idea
that
this
operation
needs
to
be
limited
differently
than
another
agriculture
operation.
It's
hard
for
me
to
understand,
especially
given

opportunity
for
the
property

help
the
community
in
which
it
exists,
and
at
this
point

at

limitations
on
a
home-based

small
mom-and-pop
operation,
seem
unwarranted,
given

someone
were
selling

claim

applicants

they
had
to
decommission

apartment

claim
that
central
district
health
required

fact,
the
health
department's
response
to
the
staff
inquiry
specifically
demonstrates

applicant

the

expand

to

patrons

pickups
to

fact,
they
completely
ignored
it
and
omitted

commission
requested

approval,

recognized

adverse
impacts

approved

conditional

them

acre,

rural
residential.
It's
located
on
the
east
side
of
highway
16
north
of
the
kalinga
state
subdivision.

subject
property
is
highlighted
in
red.
The
opponents
property
is
highlighted
in
blue
to
the
south.

this
open
property
is
located
outside
of
the
city
of
eel's
area
of
impact
and
is
thus
subject
to
our
comprehensive
plan
in
ada
county,
which
designates
the
property
as
a
real
residential.
As
detailed
in
the
staff
report,

applicant's
request
has
been
found
to
be
in
compliance
with
this
land
use.
Designation
surrounding
properties
of
the
north
and
east
are
vacant
range
land,
whereas
the
properties
to
the
south
and
west
are
a
mix
of
large
lot.
Residential
and
vacant

of
operation

adjusted

the
reasoning
there
stated
for

hill's
letter
is
that
it

noise

issue
of
folks
who
have
enjoyed

dewalt
wine
from
imbibing
and
driving
in
the
dark
on
highway,

halls,
and

advanced
notification
of
the
director

events
should
not

given
the
increased
frequency
of
events
likely
to
occur,
based
on
ada,
county's,
approval
of
the
property
for
a
club
lodge
or
social
hall,
and
so
that
again,
notification
was
something
originally
a
part
of
the
winery
approval
and
carried
over
to
the
event
center
approval
by
them
p
and
z.

So
there
have
been
a
lot
of
comments
on
this
project
throughout
its
history
and
most
recently,
and
these
comments
tend
to
gravitate
into
two
buckets
of
in
favor
are
opposed
again.
Those
in
favor
at
sea
do
dewalt

an
amenity
to
the
community.
It's
supporting
the
local
economy,
it's
preserving
the
agricultural
heritage
of
the
area
and
it's
promoting
growth
of
the
local
wine
industry,
specifically
in
the
eagle
aba.

some
key
conditions
of
approval
placed
on
the
project
by
the
pnz
to
attempt
to
mitigate
some
of
the
concerns
is
one
we're
carrying
over
all
of
the
original
or
all
of
the
original
conditions
of
approval
were
carried
over
from
the
winery
minus
the
promotional
event
limitation,
because
now
this
is
a
event
center,
so
they're
asking
or
those
those
were
removed
during
the
time
that
the
future
construction
of
the
production
facility
happens,
the
current
driver
will
be
needed
will
need
to
be
expanded
to
26
feet
with
two
turnouts
and
that
will
need
to
be
approved
by
star
fire.

that
was
a
request
of
the
star
fire
district
to
kind
of
mitigate.
Some
of
the
concerns
about
safety
of
the
area
and
in
and
out
of
the
site,
as
mentioned
before,
the
itd
requirement,
the
northbound
lane

right
turn
lane
be
added
to
highway,

adjacent
to
the
property

that's
to
mitigate
impacts
on
traffic
flow
of
the
highway
and
for
traffic
entering
the
site.

approval
