A
Good
morning,
today's
friday
february
24th,
the
time
is
nine
o'clock.
The
board's
in
session
to
conduct
its
open
business
meeting.
All
three
commissioners
are
present
also
with
us.
Sorry,
if
you
start
here
again
for
the
record.
A
We
have
first
up
an
appointment
to
the
citizens
advisory
committee
for
elected
officials,
compensation.
This
is
to
fill
an
unexpired
term.
This
is
steve
young,
I've
known
steve
weil.
He
is
a
former
senior
vice
president
for
albertson,
so
he
should
have
a
pretty
good
understanding
of
the
of
the
subject
matter.
May.
F
A
The
motion
all
in
favor,
say
aye
aye,
aye.
E
A
Caries
moving
on
to
unfinished
business
may
have
a
motion
to
remove
unfinished
business
from
the
table.
A
Hey
even
motion
favor
say
aye
aye
aye.
We
have
then
before
us
unfinished
business
final
ranking
and
award
recommendation
for
rfp22010.
G
Yes,
mr
chairman,
commissioners,
the
evaluation
team
for
rfp22010
has
completed
the
initial
evaluations,
but
we
would
like
additional
time
so
we
can
conduct
interviews
with
the
top
three
proposers
and
would
like
to
retain
the
final
ranking
and
award
recommendation
to
february
15
2022.
F
A
For
bid
two
two
zero,
two
six
yeah
so.
G
Mr
chairman,
commissioners,
we've
received
two
responses
for
bid:
22026
the
ada
county,
electrical
supplies,
2022
bid
and
robin
has
our
bonfire
e-procurement
system
queued
up
up
there
and,
if
you're
ready
for
us
to
open,
we'll
proceed,
we're
ready
all
right
robin
go
ahead
and
open
them
up.
This
is
just
general
supplies.
It
is
general
electrical
supplies.
G
So
today,
we're
primarily
just
looking
for
the
name
of
the
bidder.
Each
of
these
bids
have
19
line
items
for
percentage
of
discount
off
retail,
so
in
the
interest
of
time
and
plus,
we
would
need
to
go
through
and
compile
them
all
to
get
to
determine
what
a
low
bidder
would
look
like.
So
just
today
is
the
the
two
bidders
names
are
electrical
wholesale
supply
and
lone
star
electric
supply
company.
Those
are
our
two
bidders.
F
A
Second,
bit
ever
demotion
was
in
favor,
say
aye
aye.
C
A
Motion
carries
thanks,
commissioner.
Thank
you.
Moving
on
to
licenses,
we
have
catering
permits
and
two
new
licenses.
May
I
have
a
motion,
mr.
D
A
D
A
Our
distinguished
clerk,
phil
mcgrane,
you
have.
H
H
Mr
truman,
I'm
pretty
sure
you
know
where
I've
been
all
week
down
with
the
association.
It's
been
a
lot
of
time,
so
it's
been
a
good
week
having
everybody
in
town.
The
legislature
has
been
active.
I've
been
down
in
the
capital
quite
a
bit
next
week.
I
guess,
because
this
is
late
in
the
week
we
plan
to
have
the
final
precincts
ready
for
your
adoption.
H
So
we've
been,
I
mean
we
really
truly
have
been
scrambling
since
the
supreme
court
decision
to
get
all
the
final
details
on
those
done,
so
we
get
them
in
place
and
then
working
with
the
vendor
to
get
all
that.
The
street
information
like
I
mentioned,
updated
so
that
we
can
have
candidate
filing
so
trying
to
get
that
information
out
clearly
just
in
the
last
week
or
so
all
of
a
sudden
candidates
are
itching
to
figure
out
what.
C
A
Okay,
are
you
coordinating
with
the
canyon
county
and
gem
county
clerk
on
the
numbering
of
the
precincts
that
bleed
over
into
those
counties.
H
D
H
D
A
H
Yeah
association,
it
was,
I
was
quite
shocked
when
I
came
back
because
people
kept
telling
me
I'd,
won
an
award
and
I
didn't
believe
them,
but
sure
enough.
C
A
H
C
A
E
A
Add
the
the
board
authorized
payments,
the
claim
journal
to
proceed
be
processed
on
tuesday,
but
we're
finally
doing
today.
Do
you
have
a
second
I'll?
Second,
that
motion?
Okay,
even
the
motion,
all
in
favor
say:
aye
aye,
aye,
aye,
okay,
we
have
personnel
actions.
I
may
have
a
motion
on
the
personnel
actions.
F
E
C
Morning,
mr
chairman,
commissioners,
just
a
couple
of
things
here
for
you
when
we
met
with
our
with
our
legislative
delegation
a
short
time
ago,
representative
harris
asked
a
question
about
the
tax
burden.
C
You
know,
we've
said
this
because
of
increases
in
market
value
increases
in
population,
that's
what's
been
driving
it
and
he
said
well,
do
you
know
how
much
each
has
contributed
to
it?
Well,
I've
got
that
this
on
the
tax
burden.
This
is
for
ada
county
65
percent
of
the
increase
is
accounted
for.
C
The
increase
in
market
value.
E
C
C
Boise
state
is
a
different
story.
It's
73
percent
in
of
the
tax
burden.
Change
in
the
tax
burden
is
attributable
to
market
value
change
four
percent
to
new
growth,
whereas
in
the
county
it's
14,
the
lack
of
the
homestead
exemption
accounts
for
16,
but
this
is
the
the
real
interesting
one
to
me,
and
that
is
seven
percent
is
the
homestead
exemption
and
actually
not
homestead
exemption,
but
the
the
urban
renewal.
C
C
We've
got
some
more
coming
up
in
just
a
few
minutes
at
125..
This
is
just
this
is
the
end
of
the
big
push
of
the
homestead.
C
C
Anyway,
well
wait
a
minute:
that's
what
I've
been
told?
Okay,
yes,
but
I'm
sure
this.
This
is
the
end,
the
end
of
it,
but
because
of
the
homestead
exemption,
the
change
in
the
date
from
april
15
to
december
31st,
we've
done
1800
tax
cancellations
for
about,
I
think
about
1.8
million
dollars
in
reduction,
but
that
doesn't
mean
they're
going
to
have
their
budgets
reduced
it's.
C
This
is
offset
by
the
by
the
occupancy
role,
and
so
because
the
large
occupancy
role,
almost
all
taxing
districts,
are
still
going
to
to
see
some
some
overage
are
just
a
couple
that
actually
see
a
loss,
but
very
very
just
almost
an
imperceptible
loss.
So
it's
the
the
occupancy
is
offsetting
all
of
these
tax
cancellations.
A
E
So
I
forgot
what
the
the
span
was
on
the
graph
yesterday
that
iac
showed
on
the
increase
across
taxing
districts.
Was
it
two
three
years
and
and
counties
were
actually
pretty
moderate
increases
like
three
percent,
but
the
the
spike
was
the
fire
districts
and
they
were
up
33.3
percent,
something.
A
E
A
Yeah
really
good
information,
and
we
were
counting
was-
was
in
really
good
shape.
Comparison.
C
A
C
Good
good,
I'm
glad
you
hear
that
I
know
I
got
a
call
from
a
couple
of
the
assessors
yesterday.
There
was
a
panic
because
we
were
we
dave
rosschuck
and
I
have
been
working
with
senator
rice
on
legislation
for
that
and
dave
had
some
proposed
verbiage
for
the
laws
and
we
sent
that
to
senator
rice
and
he
was
going
to
send
that
off
to
legislative
service
wherever
they
would
put
it
into
the
bill
format,
and
I
just
got
this
call
yesterday
morning.
C
It's
like
nothing
has
been
done
and
I
did
send
the
the
language
to
senator
weiss
november
26th.
So
I
don't
know
what
happened.
But
anyway,
I
got
a
call.
I
got
that
legislation
to
them.
They
were
going
to
get
it
to
representative
addis.
Who
is
going
to
be
apparently
the
sponsor
of
that
and
they're
going
to
get
that
to
invite
today.
E
A
Well,
that
would
be
one
of.
A
Okay,
well,
thank
you
bob.
Yes,
anything
else.
That's
everything
all
right!
Well,
thanks!
Okay,
we
have
a
number
of
tax
cancellation,
slash
adjustments
on
the
agenda,
I'll,
entertain
a
motion.
Mr.
A
Okay,
you've
heard
the
motion
any
discussion
hearing,
none
all
in
favor,
say
aye
aye,
aye
aye
motion
carries.
We
have
our
distinguished
treasurer
with
us
today.
B
Yes,
mr
chair,
good
morning,
I
I'm
very
optimistic
with
the
assessor
telling
us
that
this
is
the
end,
so
I
had
a
good
day
at
the
treasures
conference.
Yesterday,
it's
a
great
opportunity
for
us
to
share
our
experiences
and
one
of
the
things
that
you
know
every
county
is
so
different,
but
one
of
the
things
the
county
treasurers
are
all
have
in
common.
Are
these
tax
cancellations?
B
So
we
could
talk
through
that?
How
we're
processing
it?
You
know.
One
thing
that
did
was
brought
my
attention
is
someone
asked
how
long
it
takes
the
board
to
individually
read
each
parcel
into
the
record,
so
you'll
I'm
sure,
be
pleased
to
know
that
you're
not
reading
every
single
one
of
these
in
every
time.
So
some.
B
Parcel
yeah,
so
I'm
happy
to
hear
that
that's
the
end,
we're
hoping
to
get
these
caught
up
by
the
end
of
february.
Of
course,
there's
no
due
date,
but
we
want
to
just
have
them
corrected
as
soon
as
we
can
for
sure
by
may,
when
we
send
the
second
half
notices,
otherwise
we'll
be
creating
the
missed
roll
bills
next
week.
That's
our
third
and
final
role,
our
smallest
role,
so
those
should
be
hitting
mailboxes
mid
february.
C
A
E
A
Good
morning,
today's
friday
february,
the
4th
the
time
is
9
20.,
the
board
of
commissioners
sitting
as
a
board
of
emergency
medical
services.
District
is
in
session
to
conduct
its
weekly
open
business
meeting.
All
three
commissioners
are
present.
Also
with
us.
Sir,
could
you
introduce
yourselves
for
the
record?
Yes,
bob
perkins
eda
county
procurement.
G
A
I.T
guy,
okay,
are
there
men
clerk?
Are
there
any
changes
to
the
agenda.
A
Okay,
moving
on,
we
have
procurement
with
us
this
morning,
opening
bit
number
two
two
zero
two
five.
G
Yes,
mr
chair
commissioners,
the
evaluation
team
for
bid
22025,
the
ada
county
ems
zoll
x,
series
monitor
supplies,
bid,
has
reviewed
the
bid
submitted
and
we
have
a
letter
with
the
evaluation
team's
recommendation
for
your
consideration.
G
Be
happy
to
it's
a
letter
dated
february
4th
2022
to
the
board
of
ada
county
commissioners
from
ada
county
procurement
regarding
bid22025,
dear
members
of
the
board.
After
reviewing
the
two
bids
submitted,
one
bidder
was
non-responsive
and
the
other
bid
was
substantially
more
than
the
cost
that
we
are
paying
now.
E
G
G
The
one
that
bid
that
we
did
see
kind
of
indicates
that
the
pricing
is
pretty
good
out
there
from
other
people
in
the
market
and
we're
hopeful
that
the
net
the
rebid
would
they
would
correct
their
mistakes
and
and
be
able
to
have
a
valid
bid
that
we
could
go
forward
with,
but
we're.
C
E
So,
mr
chair,
yes,
so
tell
us
about
our
existing
supplier
in
in
what
the
price
is
really
good,
that
we
have
now.
G
It's
it's
really
good.
So
zole
is
our
current
supplier,
because
there's
zoll
cardiac
monitors
and
these
are
supplies
that
are.
B
G
Often
they're
consumable
supplies
some
of
them
or
most
of
them.
Some
of
them
are
our
supplies
that
have
to
be
that
have
to
be
maintained.
Every
so
often
zoll
has
a
really
good
price
on
them.
They
don't
have
a
current
way
to
go
through
a
cooperative
to
get
us
at
good
pricing.
G
We
have
to
go
directly
through
zolt
to
get
it.
There
are
other
players
in
the
marketplace
that
have
sales
old
consumables,
so
zoll
has
the
best
pricing,
though.
E
G
E
E
G
A
F
E
D
Update
yes,
mr
chair
commissioners,
good
morning
covid
our
numbers.
It
appears
that
we
have
rounded
the
peak
we
peaked
out
at
about
10
patients
a
day
that
was
about
a
week
week
and
a
half
ago
we're
down
just
under
nine
a
day
now.
So
it's
coming
down
not
as
quickly
as
we
would
like
to
see.
D
The
next
thing
that
we
will
likely
see
in
the
community
is
hospitalizations,
we'll
probably
stay
at
a
fairly
high
rate
and
what
we,
what
we've
been
seeing,
is
that
there's
about
a
two
to
three
week
lag
between
our
data
and
the
hospital
at
least
hospitalization
data,
and
then,
after
that
you
know,
deaths
follow
about
two
to
three
weeks
after
that,
so
we
probably
have
about
you
know
four
to
six
weeks
left
of
this
current
surge
before
we
see
some
relief
hospitals
in
our
area
are
still
in
pricing
staff
crisis,
standards
of
care-
that's
really
due
in
part
to
staffing
and
blood
shortages,
and-
and
I
saw
that
elizabeth
posted
we're
doing
a
blood
drive
here.
D
So
I'm
happy
to
see
that
get
people
out
to
to
give
that
blood
and
and
be
a
help
to
the
hospital
systems.
Here.
The
the
only
other
thing
you
know
covered
related
is
the
testing
seems
to
be
going
well,
you
know
being
able
to
to
distribute
those
those
tests.
D
We
were
able
to
find
some
tests
for
the
access
system,
so
we
went
ahead
and
purchased
900
tests
for
the
access
system.
The
way
that
we're
going
to
do
that
is,
each
department
has
asked
for
a
certain
number
of
tests
and
they're
just
going
to
reimburse
us
for
that
purchase.
They
can't
buy
them
from
the
same
supplier.
So
that's
a
good
thing
that
we'll
be
able
to
have
those
for
the
system
moving
forward.
We
are
watching
the
variant
ba2,
which
they
have
also
been
calling
stealth
omicron.
D
That
one
is
the
prevalent
virus
or
the
prevalent
variant
now
in
denmark,
and
it's
becoming
the
prevalent
variant
in
the
uk
very
similar
to
elmicron
the
difference.
The
only
difference
that
I've
seen
in
the
articles
that
I've
read
is
that
it's
not
detectable
on
a
pcr
test.
You
know
so
they're
actually
going
in
and
getting
rna
on
those
pcr
assays,
where
I
haven't
seen
specific
data
as
to
whether
the
antigen
tests
are
effective
for
that
or
not.
D
We
have
seen
some
people
that
were
very
symptomatic
with
covalent
symptoms,
where
they
they
continue
to
test
negative
over
and
over
again.
So
I
don't
know
if
it's
a
variant,
there
are
other
things
going
around
right
now.
My
wife
is:
she
was
sick
for
like
three
days
this
week
and
I
would
have
swore
she
would
have
tested
positive
and
she
didn't
and
now
she's
fine.
She
was
up
feeding
horses
and
doing
what
she
normally
does
yesterday,
but
so
there's
a
lot
of
stuff
running
around
out
there
right
now.
D
D
D
How's
this
I
mean
it
continues
to
suffer.
You
know
just
this
seems
like
a
never-ending
thing
and
my
folks
are
tired.
D
That's
the
one
downside
of
the
ot
incentive
program
is
it's
great
that
people
are
signing
up
and
doing
it,
but
they
have
to
work
72
hours
extra
overtime
in
six
weeks
to
get
that
pay,
and
so
you
know,
something's
got
to
give
we've
got
to
do
something
different,
and
so
myself
and
and
and
command
staff
have
been
working
with
our
battalion
chiefs
to
come
up
with
a
different
way
of
doing
things
that
we're
we're
exploring.
E
D
A
D
Yes,
mr
chair
commissioners,
the
gemt
bill.
We
have
met
twice
with
the
state
medicaid
administrator
juliet.
I
can't
remember
her
last
name
now:
she's
brand
new
she's
only
been
on
the
job
for
about
two
months,
and
so
we
met
with
her
last
week.
They
were
supportive
of
the
idea
walked
through
some
of
the
details
on
the
language
of
the
bill.
D
We
did
adjust
a
few
things
we
met
with
senator
fred
martin
a
week
ago,
friday,
two
weeks
ago
today
he
was
supportive
of
the
bill
and,
of
course,
he's
the
chair
of
health
and
welfare.
On
the
senate
side,
senator
riggs
is
going
to
sponsor
the
bill
met
with
senator
souza,
while
while
we
were
down
there,
several
senators
while
we
were
in
the
hallway
and
she
was
supportive,
I
haven't
heard
anything
really
negative
come
out
about
the
gemt
bill
so
where
it's
at
in
the
process.
D
Right
now
is,
I
suspect
that
yesterday
afternoon
or
this
morning,
it'll
get
an
rs
and
we'll
get
a
print
hearing
scheduled
and
we're
anticipating
it
to
go
to
committee
next
week.
Okay,
so,
and
then
we'll
start
if
it
makes
it
all
the
way
through
the
senate,
then
of
course
we'll
start.
The
process
on
the
house
side
had
several
meetings
with
fire
chiefs
and
ems
directors
around
the
state,
just
getting
them
informed
on
on
what
it
is
and
how
it
would
help
them.
D
One
interesting
thing:
chief
michael
bust
from
the
lewiston
fire
department,
is
participating
on
the
washington
side
of
his
board
and
he
only
runs
400
calls
a
year
over
there
believe
it
or
not
of
those
400
calls.
170
are
medicaid
patients
which
are
allowable.
Under
this
plan.
D
D
There,
sarah,
with
idaho
fire
chiefs
association,
brody,
of
course,
with
westerberg
and
then
professional,
firefighters
of
idaho,
rob,
shotlock
and
anya
sindali
have
been
a
big
help
down
there.
I
think
that
the
plan
at
this
point
is
to
have
sarah
and
rob
kind
of
take
lead
on.
D
You
know
getting
the
bill
through
committee
brodie's
going
to
be
a
supporting
role
there
just
so
we
don't
come
in
as
the
great
state
of
ada
just
being
cautious
about
things,
because
this
really
is
going
to
help
every
ems
agency
in
the
state,
every
public
ems
agency.
In
the
state's
going
to
see
something
good
from
this.
You
know,
I
don't
know
if,
if
any
of
the
board
listened
to
the
legislative
oversight
committee
meeting
they
had
last
week,
they
presented
the
ope
report
to
that
committee
and
they
did
a
really
good
job.
D
Elky
shaw
got
up
and
talked
wing
danny
got
up
and
talked.
There
were
some
great
questions
that
came
out
of
that
and
sender.
Harris
from
soda
springs
actually
referred
that
same
report
out
to
both
health
and
welfare
on
the
senate
and
house
side,
so
that
they
could
hear
it
in
those
committees.
So
I
really
think
that
there's
going
to
be
some
traction
with
ems
stuff
this
year,
I
think
it's
going
to
be
a
busy
year
for
us.
E
D
Right
yeah,
mr
chair,
commissioner
kenyon
I
I
tend
to
agree
with
you.
I
mean
I
I've
spoken
with
the
fire
districts
and
you
know
they're
already
in
essential
service,
and
they
do
get
some
money
from
the
state
to
provide
a
hazmat
team
or
a
technical
rescue
team,
but
everyone.
I've
talked
to
have
told
me
that
it
doesn't
even
pay
for
the
full
cost
of
the
service
that
they're
providing.
So
it's
something
I
would
like
to
see.
D
D
D
You
know-
and
I
people
I
I
just
don't-
think
people
in
the
communities
realize
that
that
important
resource
that
they
have
is
so
underfunded
and-
and
we
are
here
too,
in
ada
county.
I
know
the
board
realizes
that
and
you
know
we're
doing
everything
we
can
to
correct
that.
So.
E
D
Yeah,
like
everybody
else
right,
I
can't
even
figure
out
where
that's
coming
from
it.
Mr
chair,
commissioner,
can
you
last
year
when
house
bill
389
went
through,
they
really
thought
that
they
were
going
to
lose
a
fair
amount
of
tax
dollar.
So
we
certainly
didn't
see
that
big
of
an
increase
for
our
district
yeah.
D
A
A
A
Denmark
and
that
another
fancy
name
that
they've
come
up
with
just
yesterday,
denmark
removed
all
restrictions
that
they
had
placed
on
their
citizenry
for
mass
and
all
kinds
of
stuff.
A
E
B
D
Yeah,
mr
chair
commissioners,
the
one
thing
that
you
know
outside
of
this
kind
of
stealth,
omicron
variant
there
there
hasn't.
I
haven't
seen
another
big
variant
of
concern,
that's
kind
of
on
the
horizon,
so
I'm
really
hoping
that
we
get
at
least
a
break
here,
if
not
even
if
we're
not
going
to
get
to
a
truly
endemic
phase,
some
sense
of
whatever
our
new
normal
is.
You
know.
A
F
A
I.T
guy
do
we
have
any
changes
to
the
agenda.
A
Payments
in
the
claims
journal
to
be
processed
tuesday
to
ensure
proper
payments
were
made
timely,
I'll,
entertain
a
motion
ratifying
our
authorization.
A
You
bring
a
motion,
favor,
say
aye,
all
right,
we'll
talk
about
it.
Illegal
motion
carries
we're
in
recess.
